Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.

Rio Tinto is committed to proactive mineral waste and acid rock drainage management. Corporate requirements are closely aligned with the GARD Guide principles of early geochemical characterization and prediction followed by selection and implementation of management strategies to prevent or minimize ARD. Each operation is required to design and implement an ARD and Mineral Waste Management Plan. Successful implementation of the plan requires commitment at all levels of the company, from senior management, to geologists, mine planners, environmental staff and equipment operators. Examples of the successful integration of ARD management strategies into mine operations are cited from several mines.

"Enormous deposits of gypsum of exceptionally high grade are readily accessible in southwestern Newfoundland. Coming large-scale production from one of these is resulting in renewed interest in deposits which have been known for more than a hundred and twenty years. General stratigraphy and structure of the Carboniferous rocks in which the gypsum occurs are de-scribed. The stratigraphic position of the basal gypsum-anhydrite zone is described. This massive evaporite horizon, which reaches a thickness of about 1,0001 feet, appears at Fishels-Heatherton, where it is largely undeveloped, and again on the nose of an anticline east of Flat bay, where a present production of 20,000 to 40,000 tons per annum is soon to be expanded to make it one of Canada's major producers. Detailed descriptions are given of the several types of gypsum, the relation of the gypsum and anhydrite, and the distribution of sodium chloride in the evaporite beds, and the bearing of all these on the origin of the gypsum are discussed. Brief reference is made to relation to world markets, mining and transportation, grade, and reserves."

This paper summarizes fly rock and blast area security fatalities from 1989 to 1999 and examines the causative factors. Coal and nonmetal mining used about 43 billion pounds of explosives and blasting agents between1989 to 1999. A majority of this consumption was used at surface mines. Accident data indicates that fly rock and lack of blast area security were the primary causes of blasting related injuries in surface mining. Fatal injuries due to lack of blast area security were attributed to: failure to clear blast area; failure to follow instructions; inadequate guarding; inadequate blasting shelter; and unsafe location. Seven fatalities due to fly rock and lack of blast area security were reported in surface coal mines and six in nonmetal mines. Out of these, two fatalities (one each in coal and nonmetal mines) occurred outside the mine property. In the coal mining sector, two fatalities were attributed to fly rock, and five to lack of blast area security. In the nonmetal mining sector, three fatalities were attributed to fly rock, and three to lack of blast area security. Preventive measures include: ensuring that all personnel have evacuated the blast area during shot firing; using adequate blasting shelters for employees whose presence is required in the blast area; controlling and monitoring all entrances to the blast area; ensuring that the blast is properly designed, drilled, and loaded; and emphasizing education and training to enhance skill levels for implementation of engineering control techniques.

During the last twenty years, the company has been interested in developing a gold mine, the Duport Project, on Stevens Island in Shoal Lake . The lake straddles the border between Ontario and Manitoba and is a drinking water supply for Winnipeg and environs.The Duport Project involves the mining of 450 t/day grading an average of 0.35 oz Ault of ore . At the minesite, located on Steven s Island in Shoal Lake, only preliminary processing of the ore will take place, to produce gravity and flotation concentrates for final gold recover y at a mainland plant well removed from the Shoal Lake watershed. No hazardous chemicals will be used at the island site."

The mine is located on Highway 117 connecting Val d'Or to Montreal and very close to the main railway networkHistoryFive successive exploration attempts by Aur Resources resulted in the discovery of the large Louvicourt orebody in June 1989. Construction of the surface and underground infrastructures commenced in the spring of 1991. Milling operations commenced in July 1994. The entire project cost CDN$290 million, almost CDN$20 million less than initially estimated. The concentrator infrastructure cost CDN$64 million.Louvicourt mine is owned in partnership by Novicourt Inc. (45%), Teck Corporation (25%), and Aur Resources Inc., the administrator (30%).Brief DescriptionLouvicourt mine is the largest producer of base metals (Cu and Zn) in Abitibi-Temiscamingue. Its average daily production is nearly 4300 t of ore, for an annual production of 200 000 t of copper concentrate (28% Cu) and 33 000 t of zinc concentrate (57% Zn). After only a few weeks of operation, it had attained its objectives for the most part, and operations continue to be improved."

INTEREST is currently being directed toward grain boundary morphologies in zinc in terms of grain boundary facetingl and grain boundary energies.' The interfacial free energy of the high angle grain boundary and of the stacking fault is assumed to be thermodynamically equivalent to the corresponding in-terfacial tensions. In terms of the true dihedral angles & between the intersecting interfaces, the equilibrium of interfacial tensions in the direction parallel to the stacking fault yields: ysF = -ygb(cos F1+ cos ±cosF2) Here, ysF is the stacking fault free energy and ygb is the grain boundary free energy, assumed equal on both sides of the intersection. Forces acting normal to the grain boundary, of the form ??gb/?F,l are assumed negligible as the grain boundary remains straight for a considerable distance on either side of the intersection. The micrograph of Fig. 1 may actually consist of several closely spaced stacking faults on the same slip plane. NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

"2.1. General Considerations and Properties2.1.1. IntroductionOur present knowledge of the platinum-group elements (POE) is extensive, the reason being two-fold. The elements have many uses and, moreover, they exhibit extremely varied chemical behaviour, depending on their state of oxidation and chemical environment. The present chapter reviews a selected body of material which is of particular relevance to mineralogy and geochemistry.Comprehensive treatises on the POE include those by Mellor (1956-1957), Gmelin (1938-1957) and Pascal (1958). The inorganic chemistry, particularly coordination chemistry, has been dealt with in works by Griffith (1967), Hartley (1973) and Livingstone (1975), and the analytical chemistry by Walsh and Hausman (1963), Beamish (1966) and Beamish and Van Loon (1972, 1977). Darling (1973) and Savitsky (1978) have reviewed the metallurgical properties and applications of the metals. Goldberg and Helper (1968) have reviewed the thermochemistry and oxidation potentials of POE systems, and Wagman et at. (1969) have also provided selected values of their thermodynamic properties. The geochemistry of the POE has been reviewed by Yushko-Zakharova et at. (1967), Cousins (1973), Cabri (1974), and Naldrett and Duke (1980).Platinum was used briefly as a coinage metal in ImperialRussia. Otherwise, the principal early use for platinum and its alloys was in the fabrication of chemically resistant apparatus. Subsequently, a large part of platinum production was utilized for catalysts in the sulphuric acid and ammonia industries. Platinum has been replaced by vanadium pentoxide in the manufacture of sulphuric acid, but, in recent times, catalytic upgrading of petroleum and emission control systems for automobiles have opened further huge markets for the metal. All of the POE find uses either as reagents or catalysts in the synthesis of organic compounds, e.g., in the Wacker process, which uses palladium chloride to catalyze the production of acetaldehyde from ethylene. There are, of course, a large number of specialized uses for the elements, particularly in alloys, temperature measurement devices, cancer therapy and so on."

The current financial climate has given rise to fears that falling mineral prices and tight credit will force mining companies to cut back on production and new project development in a bid to cut costs and conserve cash. However, a prolonged squeeze on global supply can have only one result: a massive and potentially explosive demand for metals in the not-too-distant future. A resurgent global economy will also generate dramatic new demand for oil and energy, with a return to higher oil prices likely. How then should the mining industry plan for the future? In-pit crushing and conveying (IPCC) could lead the way as a partial or complete substitute for trucks. In 13 of 15 studies undertaken by Sandvik and Snowden, comparing IPCC with truck-optimised pit designs, IPCC generated operating savings ranging from US$0.18 to US$0.82 per tonne moved, compared to trucks. Trucks have higher operating, maintenance and energy costs than conveyors. New emission standards on diesel engines may make them more emission friendly but less efficient in terms of energy usage. With far more efficient energy use and cheaper operating costs per tonne moved than trucks, conveying offers an attractive alternative for the bad times ahead and into the apparent energy depleted future. When evaluating alternatives, a reasonable first step would be to conduct a scoping level study which analyses the differences in capital and operating costs between a truck and shovel operation and an IPCC solution. The study can also determine what type of IPCC is best suited to the particular mining application. The results can then be used to decide whether a more detailed study is justifiable. IPCC is a proven process that, with a fresh mindset, can make a significant improvement to mining operations. Sandvik (as an OEM with a full suite of IPCC equipment) can undertake these studies in ten working days in conjunction with Snowden or any other independent mine planner who knows how to schedule for IPCC. Because most mining industry personnel have been æborn and bredÆ on trucks and shovels û this paper focuses on some of the practical considerations necessary to make IPCC systems work that the Sandvik Technical Services Group has encountered during these studies.

The practical application of a post-processing modeling procedure to simulate progressive rock failure around the periphery of coal mine entries is presented. This numerical scheme utilizes a simple rock model that incorporates easily obtainable input parameters consistent with basic rock mechanics principles. These parameters include the cohesion, angle of internal friction, modulus of elasticity, and Poisson's ratio of the bedded deposits that comprise the imediate roof, coal seam, and immediate floor. The geometry of the entry, along with the in situ stresses existing at a mine site prior to mining, are also considered in the analysis. The potential of this procedure as a predictive tool in determining the extent of pillar rib fracturing and yielding of the immediate roof and floor is evaluated assuming a Mohr- Coulomb failure criterion. The procedure is designed to be user oriented and is adaptable to any finite element code with linear elastic capability, making it particularly attractive to users with limited budgets and computer size.

THE terms surface tension .and surface energy are well known when applied to liquids and are generally described by referring to the excess energy of the air: liquid interface as a result of unsaturated molecular forces surrounding the surface molecules of the liquid due to the presence of the air phase on one side. Such unbalanced forces produce the familiar water droplet of spherical form and are generally summed up as a surface tension measured in dynes per centimeter which can be shown mathematically to be equal numerically to a corresponding surface energy expressed in ergs per square centimeter. A specific surface energy, however, is best thought of as the energy necessary to produce one unit of new surface on a substance. Hence, in producing a bubble in a flotation cell the impeller must supply surface energy corresponding to the air: liquid interfacial area on the interior of the bubble. Inasmuch as it is relatively easy to extend or contract the surface of a liquid, there are a number of successful methods for liquid surface tension, or energy, measurement based upon surface deformation. This happy state of affairs does not, however, extend to solids, which are considered to possess surface energies for the same reasons as do liquids, i.e. because of unsaturated ionic bonds at the solid gas interface. As in the case of the flotation cell producing surface on liquids as new bubbles, it takes energy to produce new surface on solids as new particles. As every mill man knows, this surface is produced on mineral solids in a grinding mill by the action of a tumbling mass of iron balls. But here so much energy usually is wasted by the inefficient action of these balls that a large amount of heat is generated, and the surface energy production may be easily confused with the energy necessary to produce this ineffective heat. The tumbling balls and fracturing minerals ultimately take their energy from a rather large electric motor. It has been variously estimated that from 10 to 20 pct" only of this energy from the motor does not appear as heat and may be presumed to appear as surface energy on the minerals present.. Such a production of new surface on the mineral phases is accompanied, of course, by a size reduction that is inevitable as more and more mineral interior molecules become surface molecules by the fracture exposure. This size reduction of mineral particles, although the most obvious feature and perhaps the sole object of the milling operation, is from this energy viewpoint the outward manifestation of the production of surface energy only. Measurement of the characteristic surface energies of pure minerals and their various mixtures in ores would be a step towards understanding of the energetics of the commercial grinding operation. In addition, the characteristic surface energy of a mineral is probably a physical property specific for that mineral, and therefore, from a scientific standpoint, should be measured. It is interesting to note that, in contrast to the large body of work on the surface tensions of liquid systems and biological systems, the field of solid surface energies has been neglected. Prior to. 1920 it is difficult to find more than one or two references to work on solid surface energies in Chemical Abstracts. Since 1920 such references number somewhat less than 100, while those on liquid systems are numbered in the thousands. Much of this apparent neglect of the field of solid surface energies (the term is intended to be somewhat inclusive at this point and refers both to the solid: gas, and the solid: liquid interface) is because of the lack of a reliable method of measurement rather than any lack of scientific curiosity. It was, and still is, difficult to produce new surface on a solid without the simultaneous production of interior changes in the same solid which may consume part of the energy used. The Bureau of Mines conducted laboratory and field experiments to determine tne amount of permeability reduction in uranium sandstone after its exposure to different drilling fluids. Seven polymer and two bentonite fluids were laboratory-tested in their clean condition, and six polymer fluids were tested with simulated drill cuttings added. Sandstone cores cut from samples collected at an open pit uranium mine were the test medium. The clean fluid that resulted in the least permeability reduction was an hydroxyethyl cellulose polymer fluid. The greatest permeability reduction of the clean polymers came from a shale-inhibiting synthetic polymer. Six polymer fluids were tested with simu-lated drill cuttings added to represent field use. The least permeability reduction was obtained from a multipolymer blend fluid. A field experiment was performed to compare how two polymer fluids affect formation permeability when used for drilling in situ uranium leaching wells. For this test, the polymer fluid with the best laboratory results (multipolymer blend) was compared with a commonly used polymer fluid (guar gum) that gave poorer laboratory results. When fluid injection rates for the four wells drilled with the guar gum were compared with those for the four drilled with the multipolymer blend, no statistically significant difference was found.

Siliceous float sampled in the Wafi River by CRA Exploration in 1977 assayed 22 g/t Au and 89 g/t Ag. Follow up in 1979 led to the discovery of outcropping mineralisation now known as Zone A. Soil sampling in 1980 and 1982 outlined a 350 m by 400 m area of >1 g/t Au at Zone A and smaller areas at Zones B, C and D. Thirty-one diamond holes were drilled between 1983 and 1986. Elders Resources continued evaluation of Zone A under a farming agreement between 1988 and 1990. Mineralised diorite porphyry was discovered in 1990 by drilling conceptual targets 500 m to the NE of Zone A. Evaluation of this copper-gold porphyry became the main focus of exploration for the next five years and a substantial resource was outlined within a single, discrete body. A review of the paths to project development in late-1995 highlighted the need for increased resources via a second mineralised porphyry and/or an additional resource of Zone A size to make the project viable. It was concluded that the greatest immediate potential for increasing the resource inventory was at Zone A itself where the mineralisation was open in all directions. Detailed mapping and drill core logging lead to the geologic and structural models being revised in early-1996. The objectives of the 1996 drill program were to extend the Zone A resource, to test for continuity of mineralisation westwards to Zone B, to better define the controls on gold mineralisation and to delineate high-grade blocks amenable to selective mining by infill drilling and 3D orebody modelling. The last drill hole of 1996 intersected 30 m at 4.6 g/t Au from 273 m in WR147, deep in the western limit of Zone A. This intersection gave impetus to continue drill testing towards Zone B. In April 1997, hole WR154 was drilled 100 m to the west of WR147 and intersected 20 m at 8.5 g/t Au and 70 m at 11.0 g/t Au at similar depths near the diatreme contact. Drill hole WR155 was then drilled 100 m to the west of WR154 and intersected 86m at 5.7 g/t Au and WR159 drilled 100 m to the south of WR154 intersected 36 m at 9.2 and 50 m at 4.4 g/t Au. A significant zone of essentially blind, high-grade gold was discovered beneath the dipping flank of a poorly mineralised diatreme in what became known as the Link Zone. The long history of evaluation has been driven by the conviction of a dedicated team that a mineralised system of the size and complexity of Wafi with strongly anomalous gold in outcrops over the entire Mount Golpu area must contain economic mineralisation hidden within it. The keys which redefined the direction of exploration and lead to the discovery of the blind, high-grade gold Link Zone were, in our view, the critical review of the project status, detailed geological and structural studies to define clear exploration targets and the necessary funding and persistence to carry this through.

Sodium silicate(s), also known as “water glass”, are one of the oldest and most widely used industrial chemicals. Its first use in North American mining operations can be traced back to around 1925, which coincided with early use of xanthates in mineral flotation. Silicate functions as a sulphide and non-sulphide gangue mineral dispersant, depressant and modifying reagent in grinding and flotation operations. It is believed that soluble sodium silicate promotes selectivity of value added sulphides against gangue minerals, resulting in both grade and recovery improvement. This paper seeks to link improved grade/recovery to the interaction characteristics of minerals and the sodium silicate. A systematic study was performed with individual mineral species, an artificially designed model ore and the feed ore from a copper metallurgical operation. The function of sodium silicate was evaluated in the context of colloidal chemistry and linked to mineral surface chemistry. Measurement of pulp rheology and mineral zeta potential identified that sodium silicate works as a dispersant. The dispersion is accomplished by increasing a mineral’s net surface charge, resulting in a mineral variable change in viscosity. Bench scale laboratory flotation tests suggest that better dispersion leads to a diminished interaction of chalcopyrite with gangue. The improved Cu grade and recovery then are likely in response to an increased accessibility to collector along with a linked increase in particle bubble attachment resulting in better separation efficiency. ToF-SIMS surface chemical analysis of the flotation samples found a higher proportion of sodium silicate on minerals from the flotation tailings relative to the concentrates. Moreover, attachment of sodium silicate appears to be mineral specific; the data indicates that sodium silicate favours the surface of gangue phases over the value sulphides. INTRODUCTION Mineral processing involves enrichment of valuable minerals from an ore, where the separation process utilizes differences between the properties of the value-added and gangue minerals. The properties of minerals, for example composition, specific gravity, particle size, magnetic properties etc., in any flotation feed ore, can vary significantly between the various minerals present. In flotation seperation surface chemistry and wettability is a significant component promoting selective separation of the various mineral phases [1,2] Mineral surface wettability can be changed, advantageously or deleteriously, by many factors including: surface layer alteration through oxidation; galvanic interactions; attachment of secondary precipitates; the adsorption of various reagents [3] In the flotation context the wettability of a minerals surface can be manipulated by various reagents. Collector reagents may selectively attach to specific minerals in the mineral/water slurry enhancing their surface hydrophobicity, increasing bubble-attachment efficiency and improve flotation kinetics and mineral recovery [4]. In contrast, depressant reagents may selectively reduce a minerals surface hydrophobicity resulting in poor particle-bubble attachment and non flotation. In essence, a mineral flotation flow sheet is designed to induce/promote a hydrophobic surface to the value mineral and a hydrophilic surface to all others. Therefore, the versatility of the froth flotation process lies in the selection of different flotation reagents.

SUSTAINED growth characterized the U.S. economy in 1964. Many new peaks were achieved in production, sales, employment, employee earnings, and business profits. At the end of 1964, the economy had experienced 4 years of uninterrupted expansion, and the greatest net gains in output for all postwar cyclical advances had been registered. There were no indications of the various weaknesses which have previously characterized advanced stages of business expansion. Both gross national product (GNP) and national income were 6.7 percent higher than in 1963. In 1964 GNP totaled $628.7 billion, a gain of $39.2 billion over the 1963 figure. On an overall basis, prices rose 1.75 percent in 1964. The real volume of output of goods and services (GNP in constant dollars) increased by 5.0 percent ill 1964; this was more than the 3.8-percent gain in 1963 but less than the 6.6 percent gain in 1962. The 1964 output gain also exceeded the average 3.7 percent annual increase for the postwar period. Congress authorized a two-stage tax reduction designed to further stimulate economic growth and employment. The tax cut favorably affected the 1964 economy in the following ways: By helping to boost personal income, corporate profits, and industrial production; by accelerating the pace of consumer spending and business capital expansion; and by increasing employment, thereby reducing unemployment to 5 percent.
