The Upgraded Coal Interest Group (UCIG), focuses on clean, low-cost options for coal-based power generation via pre-combustion, co-firing and reburn options. Its mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effective and thus new units utilizing advanced combustion technologies are more likely to be coal-fired. Two great forces are reshaping the power generation industry, the Clean Air Act Amendment and deregulation of generation. The Clean Air Act Amendment is forcing change by making it necessary for power producers to plan for reducing emissions of sulfur and nitrogen oxides and possibly trace elements. At the same time, deregulation of generation is forcing utilities to focus their attention closely on the short term impact of any change on cost of power. Fuel is a utility's largest cost element; maximum fuel flexibility will be a utility's best weapon in an environment of rapid change. In a regulated environment, a utility was limited in how involved he might get into fuel supply, in a purely deregulated environment he need only be guided by the impact on the bottom line. It is clear that these two forces will promote a close look at factors such as coal upgrading which can have an impact on the availability of low sulfur coal or emission of NOX and trace elements.

This paper deals with the application of linear programming to the solution of mine ventilation network problems which involve only the controlled splitting of air. An airway whose air quantity is to be controlled to a prescribed value is called a "fixed-quantity" airway. In a network where the fixed-quantity airways are increased in number and are distributed such that the air quantities for the remaining airways are uniquely determined by Kirchhoff's first law, the problem reduces to determining the head losses and locations for air regulators and fans. This is one of the network problems encountered most often in underground coal mines. By formulating Kirchhoff's second law as a set of linear constraints and the total air horsepower supplied by fans as a linear objective function which is to be minimized, the problem is analyzed through the technique of linear programming. Some important properties of the problem are discussed and examples are presented.

Design acceleration response spectra (ARS) are directly correlated with dynamic forces and estimated dynamic bridge displacements, which make them a critical aspect of dynamic bridge design. Nonlinear site response analyses are performed for a 1,400-linear-foot bridge site with a SC soil profile at the sides and a SF soil profile in the middle to evaluate the soil profile effects on the bridge analyses. One-dimensional seismic response analysis is commonly performed for site-specific response analysis. SHAKE or similar one-dimensional total-stress equivalent-linear approaches have been used since the 1970s. However, the equivalent linear method has deficiencies when the subsurface soils are susceptible to strain softening. Therefore, various assumptions are made when using the equivalent linear method by practitioners to estimate the SF soil profile site response. With recent advancements in constitutive models, effective stress models have become more popular. Although the effective stress models are generally more complicated and require additional input parameters, they shed further light on the liquefaction mechanism and its effect on the surface ARS. An equivalent-linear one-dimensional seismic response analysis and a non-linear effective-stress seismic response analysis, using DEEPSOIL, were performed to evaluate the ground surface ARS for a proposed bridge site in Orange County. The soil shear strengths were estimated based on cone penetration test results using empirical relationships. The shear modulus degradations (backbone curves) of soil layers were adjusted to match the estimated soil strength at failure. The ARS curves developed from each method were compared to determine the most suitable method for estimating a site-specific design ARS curve for a liquefiable site. Considering that the bridge abutments and the outer bents are founded in bedrock, while the middle bents are founded in liquefiable soils, ARS curves were created for each subsurface condition. Taking into account limitations of the structural analysis software, recommendations were made to combine the multiple ARS curves into a single ARS curve for the structural bridge design.

Oil and gas together are the most important energy sources consumed in the United States. In 1983, 67% of total energy consumption was represented by these two resources (43% was oil and 25% natural gas), while coal accounted for only 23% of U.S. energy use. All other sources (hydroelectric, nuclear, geothermal, wood and other waste products) accounted for only 10% (U.S. Department of Energy, 1983, p. 1). In this chapter we address the issue of regulation in the oil and natural gas sectors of the U.S. energy industry. In addition, we analyze the cartel characteristics of the Organization of Petroleum Exporting Countries (OPEC). If OPEC is an effective cartel, then U.S. oil as well as substitute energy prices, production, and consumption will be affected by cartel action. Further, as the nation learned in the 1970s, major changes in oil prices produced major disturbances in other sectors of the U.S. and world economies. Consequently, it is important to determine whether the roughly ten-fold increase in nominal prices that occurred in the 1970s was the result of cartel action, the result of normal economic forces adjusting to the fact that the world was running out of cheap oil, or some combination of the two. Furthermore, the presence of OPEC- associated oil price increases is related to regulations that were imposed on the energy sector during the decade of the 70s. THE RATIONALE FOR GOVERNMENT INTERVENTION Economists have traditionally judged the state of an economy to be efficient if it is impossible to improve the welfare of any one member of society without harming someone else. Any economy that satisfies this condition is said to be Pareto efficient, after the Italian economist Vilfredo Pareto who first gave rigorous attention to such questions (see Chapter 4.10). It is easy to see why an economy that fails to satisfy this condition could not be efficient; by definition, it would be possible to alter the allocation of resources in a way that improves everyone's welfare.' Much of the appeal of this weak efficiency criterion is that it avoids comparisons of levels of well being among different individuals. The cost of such generality, however, is that in any given economic system a wide array of different Pareto efficient states will typically be attainable. In the simple Robinson Cursoe economy of the undergraduate textbook, for example, efficiency could just as easily be attained in the case where most of the island's resources are owned by Friday as in the case where they are under Crusoe's control. However, the distribution of welfare among the two inhabitants would obviously be quite different in the two situations. Such equity issues cannot be settled on objective or scientific grounds. To decide which distribution of welfare is socially "best" an explicit value judgment is needed. It is useful to keep in mind the preceding distinction between efficiency and equity issues when analyzing the role of government in a market economy. Decentralized market processes will not necessarily result in a distribution of welfare that society considers just. The Halfmile Lake stratiform volcanogenic massive-sulfide deposit consists of pyrrhotiterich breccia-matrix sulfides and pyrite-pyrrhotite-rich layered sulfides that form a laterally continuous sheet stratigraphically underlain by an extensive pyrrhotite-chalcopyrite-quartz stringer zone. Mineralization is hosted by a sequence of felsic pyroclastics and volcanic-derived, fine-grained metasediments. The proportion of volcanic to sedimentary rocks indicates increasing vent proximity from southwest to northeast across the deposit area. Fine- to medium-grained felsic pyroclastics and roughly equal amounts of fine-grained metasediments comprise the stratigraphic footwall to the mineralization. Quartz-feldspar porphyritic bodies cut this sequence and may have provided the heat source for exhalite activity. Felsic tuffs, locally crystal-rich, and lesser amounts of metasedimentary rocks make up the immediate stratigraphic hanging wall. This sequence is stratigraphically overlain and locally interfmgered with mafic volcanics that contain substantial proportions of felsic fragments. Deposition of sulfides post-dated the beginning of felsic volcanism, which places the deposit in the middle of the Lower Tetagouche Group. Compositions of the volcanic rocks range from basalt to rhyolite and exhibit sub-alkaline affinities. Strongly overprinted whole-rock, trace-element, and REE geochemical signatures resulting from mineralizing hydrothermal activity confirm the genetic relationship between the stringer zone and the mineralized sheet. Large-scale D1 folding has overturned the entire sequence. D1 thrust faults and related sheath-like folds have profoundly affected sulfide distribution. D2 is manifested by a penetrative S2 foliation, and D3 is represented by large-scale open folds.

"THE REEVES MACDONALD mine is in the Sa Imo-Pend d'Oreille mining area of southeastern British Columbia. It is on the Nelway-Waneta road 4 miles west of the border-crossing point of Nelway. The Reeves orebody from which all production has come is one of several mineralized zones in easterly-striking limestones occurring between the Pend d'Oreille and the lower part of Salmo River.The property was originally located as two groups of claims by R. M, Reeves and J. H. McDonald. The two groups were consolidated in 1925. and extensive development work was done from then until 1930 and again in 1937, but no ore was shipped. The mine was reopened in 1947 and, between 1949 and 1953, 1,057,804 tons of ore was mined. Concentrates recovered contained 85,626 ounces of silver, 19,394,092 pounds of lead, 72,076,495 pounds of zinc, and 455,051 pounds of cadmium. Low metal prices forced the mine to close in 1953, but operations were resumed in November, 1955.The orebodies at the Reeves MacDonald mine are steeply plunging lead and zinc sulphide replacement deposits in a banded limestone named the Reeves limestone. The orebodies contain pyrite, honey-coloured sphalerite, and galena, and are surrounded by a dolomitized zone. In the Reeves orebody, where the relationships are known, the dolomite has the same general shape as the orebody. Four zones of sulphides are known on the property (see Figure 1). Three of these, the Reeves, B. L., and O'Donnell, are believed to be faulted segments of one mineralized zone. The fourth, the Point ore zone, exposed on the north bank of the Pend d'Oreille River, is not developed and its structural position is not known, but it appears to be a separate deposit."

The stability of floors of large drydocks and wagon tipper sheds at coal terminals is an important matter but quite difficult to solve. Anchors can be used to join floors to foundations thus ensuring the stability of floors by the self-weight of floors and the pull of anchors. In this paper, the author describes the structures and types of the anchors used in the floors of the drydock in Beihai Shipyard and the wagon tipper shed at Shijiu Port, both in Shandong Province China, the determination of bearing capacity of anchors in rock bed of highly weathered granite, the comparison between prestressed anchors and non-prestressed anchors, the construction technology of anchors and the analysis of field experimental data.

THE type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay is flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J.. Taylor, and described by him in 1881.1 This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25° from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle.. Depth of the coal above the tuyere; 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. . The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not he made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. "Pilot plants for pressure hydrometallurgy represent special design and project execution challenges. Over the past twenty years, Zeton has designed and fabricated a variety of world-class pressure hydrometallurgical pilot-plant facilities for the nickel industry, and this paper discusses design considerations and strategies related to such projects. Project execution methods are also discussed, and guidance is given for the selection of materials of construction and for the selection of appropriate pressure and temperature design points for pressure hydrometallurgical pilot equipment. The paper concludes with a discussion of the need for process similarity with future commercial operations and the realities of pilot-scale equipment.INTRODUCTION The process technology developer or owner and the designer/fabricator of a new pilot-plant facility are faced with some difficult technical choices even after the decision to build a dedicated plant has been taken. A pilot-plant project is usually on the critical path of a large commercial project involving investments many multiples greater than the capital cost of the pilot plant. Schedule savings in the design, manufacture, and commissioning of the pilot plant or in a rapid completion of the experimental program can be disproportionately beneficial to the overall development project. However, inappropriate shortcuts resulting in major oversights can be disproportionately problematic. A number of considerations and suggestions for both the project execution approach and the process engineering design of pressure hydrometallurgical pilot-plant facilities are presented as a guide for potential owners and operators of new pilot-plant equipment and facilities. These suggestions are particularly applicable to the nickel industry, where the majority of our firm’s prior hydrometallurgical experience was obtained. This paper is an update to an earlier publication (Martin, 2004), offering an opportunity for a new generation of metallurgists and engineers to learn the specialist requirements of pilot- and demonstration-scale plant design, which are key functions in the development and commercialization of new processes."

Some commercial copper electrowinning facilities use Cyquest N-900 (a polyacrylamide) or HydroStar (a modified polysaccharide) to improve the density and smoothness of copper electrodeposits. However, the effects of these additives have not been studied extensively in the open literature. Thus, the electrodeposition of copper at 40 oC from a non-stirred synthetic electrowinning electrolyte (40 g/L Cu2+, 160 g/L H2SO4, and 20 mg/L Cl-) in the presence of various concentrations of either additive was evaluated using cyclic voltammetry (CV) and electrochemical impedance spectroscopy (EIS). CV results show that neither additive has much effect on the nucleation overpotential of copper electrodeposition on stainless steel. However, Cyquest N-900 polarized the copper deposition reaction upon the return sweep. The EIS data indicates that Cyquest N-900 increases the reaction’s charge transfer resistance and creates a second low frequency loop. HydroStar had minimal effect on the electrochemical data generated by CV or EIS. Thus, the mechanism by which HydroStar affects the copper deposition reaction still needs to be determined.

The copper concentrate particles dissolve quickly into the molten matte in the smelting furnace of Mitsubishi Process, which indicates that the sulfide smelting is essentially a gas/liquid reaction. In this paper, theoretical calculation has been made on the rate of oxidation of FeS component in the matte to form FeO by rising gas bubbles using the penetration theory. The results showed that all the oxygen in the bubble of 1.2 cm in diameter, which is the maximum stable diameter, is consumed in 3 ms. This time required is sufficiently short, and it results in the actual operation of smelting furnace of 1100% oxygen-efficiency. These calculations indicate that most smelting reactions are completed just under the lance, except slag formation.

THE One Hundred and Twenty-sixth meeting-of the Institute, held in San Francisco, Sept. 25 to 29, 1922, was a success in every way. Character-istically, San Francisco presented climate suited, to the occasion, while the Committees on Arrangements left nothing undone that would contribute to the interest and entertainment of the members and their wives. There was a registration of over 230, and all sections, save three, were represented. In the technical meetings, under the leadership of Albert Burch in the mining session and C. W. Merrill in the milling session, the greatest interest was manifested in ore-hunting geology and modern ore-dressing methods. The general geologic phase developed numerous discussions and had for its aim the study and correlation of known data and the application-of these to the finding of commercial orebodies. The geologic features of the Comstock and their significance to the development of the present orebodies were discussed. This brought out matters of much technical interest as well as those of romantic nature in the history of the early life of that camp. The profitable application of modern milling methods to ores, non-commercial a short time ago, was discussed with much interest. The recent work on the Comstock ores occupied a conspicuous part in these discussions. Basic principles delineated by mathematical study of mechanical devices for the milling of ore came in for a prominent part in the program as well as the physical-chemical side of the processes devised for the winning of precious metals as a profit.

The feasibility of producing composites containing nickel or molybdenum fibers in a beryllium matrix was inrestigated. The composties studied were jabricaled by powder mallurgical techniques. The 1-mil-diarr nickel fibers reacled completely below 900°C, converling the fibers .from nickel to Ni5Be2,. As the /LO/-pressing temperalure as raised above 1110oC, tlie nickel diffused outward from the beryllide fibers. The solid solubility of nickel in beryllium was clboul 20 wt pet at the 1100°C pressing temperature a1 the zone-fiber interface. The 1.5-mil-diam molybdenum fibers slzolred no evidence of reaction and little evidence of diffitsion after pressing at 900°C. Between 1000° and 1050°C pressing conditions, the fibers began lo react , producing 1ayers of MoBe2 and MoBe12, respectively surrounding the molybdenurn core. The struture remained the same at 1100°C with no evidenre of solid solubility of the molybdenum in the berylium or vice versa. In recent years a considerable amount of attention has been devoted to the determination of methods for improving the mechanical properties of materials through the use of fiber or whisker reinforcement. Previous work with metal matrix composites indicates that the study of the chemical compatibility of the fiber and matrix is an area requiring greater understanding. The metal-metal or ceramic-metal interface is frequently subject to chemical reactions that may result in the formation of hard brittle intermetal-lic compounds and/or low melting point eutectic compositions. The reaction products may reduce both the low-temperature and elevated-temperature strength of the composite by weakening the fiber-matrix bond, producing premature failure at the interface. It is well-known that most metal-metal systems and many metal-ceramic systems of interest for structural composites are thermodynamically unstable,'-" particularly at elevated temperatures. If, however, the rate of reaction under the conditions of fabrication is sufficiently low. composites can be fabricated that can be used efficiently for indefinite periods at low temperatures and for short periods at elevated temperatures. This paper presents the results of a series of tests to determine the compatibility of nickel and molybdenum fibers with beryllium at various hot-pressing temperatures. Nickel was selected as a candidate fiber material primarily because the relatively ductile fibers might be useful as crack arresters in applications such as ballistic impact where crack growth can result in catastrophic failure. The high density and the reactivity of nickel were primary factors detracting from its selection as a possible reinforcement. Molybdenum with a modulus of elasticity of 52 Xlo6 psi is one of the few metallic materials having a modulus higher than beryllium (42 X lo6). Its high modulus, coupled with its refractory characteristics, made molybdenum an attractive candidate for a relatively stable fiber reinforcement for beryllium. Its density, being higher than that of nickel and over five times that of beryllium: detracted from its other characteristics. EXPERIMENTAL PROCEDURE The specimens were prepared from beryllium powder with a dispersed phase of fibers by powder metallurgical techniques. P-20 grade powder, Table I, from Berylco was used as the matrix material. Short lengths of 0.001-in.-nominal-diam nickel fibers supplied by the Sigmund Cohn Corp. and 0.0015-in.-nominal-diam molvbdenum fibers obtained from the General Electric Co. were used as the dispersed phase. The composite constituents were combined under an argon atmosphere by mechanically mixing the powders and fibers. The compositions used were nominally 1 vol pct fibers. After mixing. the composites were hot-pressed into a-in.-diam pellets under an argon atmosphere at 900°, 1000". 1050". and 1100°C at a pressure of 6000 psi with no hold time at these temperatures so that a comparison could be made between the resultant microstructure and hot-pressing temperature. The billet was heated at a rate on the order of 30°C per min to the desired temperature and then cooled at a somewhat slower rate. The microstructure obtained should be considered as characteristic of the integrated time-temperature history of the sample, as well as the maximum temperature attained. Upon removal from the hot-pressing dies. the specimens were cut. mounted. and polished by standard procedures. No etchant was used in specimen preparation. Photomicrographs, electron microprobe scans, and electron back-scatter pictures were made. X-ray dif-fractometer patterns were made of several of the specimens. but only the lines for beryllium could be resolved. Specimens for optical and electron microprobe examination were selected partially for the roundness of the cross section. A round cross section was taken to indicate that the body of the fiber was approximately normal to the surface and that therefore effects due to fiber material immediately below the surface could be neglected. RESULTS AND DISCUSSION The microprobe scans indicated that nickel reacted as low as 900°C, converting the entire fiber cross section to NisBe21. Fig. l(a). There was no evidence of further reaction from the optical or the back-scatter pictures, Figs. 2(n) and 3(a).

This paper will examine the prospects for Queensland's non-fuel mineral industries as we approach the 21st century. The opportunity for growth is unprecedented. Exploitation of recent discoveries, proposals and developments in downstream processing are predicted to contribute to a doubling of the State's mineral exports to around $10 billion by the year 2000. In 1995 - 96 the value of Queensland's mineral production was $6 billion, comprising $1892 million metallic minerals, $127 million non-metallic minerals and $4 025 million total fuel minerals. For many years Queensland has been among the world's major producers of copper, silver, lead, zinc, bauxite and mineral sands. Recently Queensland has become an important producer of magnesia. Queensland's ability to compete results from its location close to rapidly developing Asian markets, the diversity of its major minerals and an increasing ability to add value to the resources base using competitively priced energy. Northwest Queensland is one of the richest base metal provinces on earth following the recent discovery of five world-class orebodies. Of these deposits, Osborne (copper-gold) has commenced production and Cannington (silver-lead-zinc) and Ernest Henry (copper-gold) are scheduled to be developed by 1997. Century Zinc Limited and the Queensland Government are negotiating with native title claimants on the development of Century (zinc-lead-silver). Expansion is in progress at the Mount Isa copper mine (renamed the Enterprise) and copper smelter and a high analysis fertiliser project may be developed based on Phosphate Hill. Korea Zinc Company Limited has reached agreement to construct and operate a 350 000 Mtpa zinc smelter/refinery near Townsville. There are future expansion prospects for the vertically integrated major industrial mineral operations based on Weipa bauxite and Kunwarara magnesite. Upgrading of the Boyne Island aluminium smelter will require a doubling of alumina consumption. Downstream processing options for Kunwarara magnesite are being investigated and are expected to lead to increases in production and the manufacture of a range of value-added products. At the Yabulu refinery near Townsville, nickel and cobalt production using imported ore is to be increased and a commercial cobalt plant is to be built. Additional opportunities for further processing and manufacturing are associated with proposed new mines at Ely (bauxite), Skardon River (kaolin) and Goondicum (ilmenite). Recently discovered resources of zeolite and perlite also offer exciting development possibilities. Other manufacturing opportunities such as glass and ceramics based on local and plentiful clay and silica sand could replace imports. Silica sand at Cape Flattery is currently exported and production is expected to double.

In1950 studies concerning mining and milling of the approximately 17 million tons of ore remaining at Outokumpu revealed the surface facilities for economical treatment were inadequate. The two shafts would soon be too far from the mine workings. Moreover, in spite of several extensions, mill capacity was insufficient and recoveries were not satisfactory. Therefore it was decided in 1951 to sink a new shaft and to build a new mill and auxiliary surface buildings around the shaft. The new shaft was sunk near the center of the remaining orebody, about 650 ft from the ore to the footwall side. This location placed the main part of the shaft as well as the crusher rooms and the ore bins around the lower end of the shaft in the firm and strong mica-schist.

G-ResourcesÆ Martabe Mine in North Sumatra, Indonesia, is a US$700 M world-class and world-scale operation in a country which, with a few notable smaller scale exceptions, has had no significant hard rock mining development in more than ten years.The mine was commissioned in the middle part of 2012 and poured first gold on 24 July. At full production Martabe will produce 250 000 oz/a of gold and 2 - 3 Moz/a of silver at cash costs in the lowest quartile. The mine location is on the west coast of North Sumatra, which experiences annual rainfall of 4 m with no notable dry season, adjacent to seismically active fault zones, and relatively close to a rural community of 31 000 people with no significant industrial experience.The management team has successfully forged strong links with the various government departments and levels in Jakarta, North Sumatra Province and the local Regencies; developed long-term relationships with the various community groups within the local district of Batangtoru to build a sustainable social licence; has dealt with the physical and environmental challenges presented by the project location, and has successfully raised more than US$900 M over a period of three years for the original acquisition then the development of the project.Whilst in its infancy of operation, the mine is set up to deliver a long-term sustainable future for the company, the shareholders, and the people of Batangtoru and all stakeholders generally. Correlation of scale-up from small-scale batch laboratory mills to large-diameter industrial mills was established by performing two series of laboratory and pilot plant grinding tests using a magnetic taconite ore and a siliceous sulfide ore. In one series, controlled batch grinding tests in 203-, 508-, and 914-mm (8-, 20-, and 36-in.) diameter mills were carried out followed by a second series involving continuous grinding tests using 305-mm (12-in.) and then 1067-mm (42-in.) diameter pilot plant ball mills in open circuits. The effects of ball diameter on wear and of mill diameter on grinding power and ball wear are illustrated.
