PART 1The quantity of dust present and the methods used for suppression of dust in metalliferous mines has, in recent years, received considerable attention from mining engmeers in various parts of the world. Shortly after the publication of the General Report of the Miners' Phthisis Prevention Committee, South Africa, in 1916, the officers of the Broken Hill South Limited started investigations into the conditions of the dustiness of the air in the underground workings. As the methods used are not generally known in Australia, the writers are of the opinion that the present is an opportune time to place them before members of the Institute. A large amount of the subject matter of this paper has been drawn from the 1916 and 1919 reports of the Miners' Phthisis Prevention Committee, South Africa, the paper of Mr. Innes published in "The Chemical, Metallurgical and Mining Society of South Mrica"; also various articles appearing in the Journal of Industrial Hygiene, and the American Journal of Public Health. A great deal of research work into the cause, prevention and estimation of mine dust has been made by the Miners' Phthisis Prevention Committee of South Africa, and officials of the United States Bureau of Mines. The writers considered it advisable to begin the investigation at the South Mine with apparatus and methods developed by the South African Committee.Through the Australian agent of the Cape Explosives Company, inquiries were made preliminary to procuring the necessary apparatus for the determination of dust, from South Africa. Carlisle: This is August 1960 and I am sitting across the table from Henry DeWitt Smith. We both took the mining course at Yale the same year; and here we are, over fifty years later, at Nantucket Island where we have spent quite a number of summers together. Now, let's start the questions with something about the center of your career. Let's say Tsumeb; not about the mine itself which people know, but some of the details on how you happened to take it over for Newmont. Mr. Smith: I first heard of Tsumeb, a famous German mine, through our own associates O'okiep Copper Co. From 1935 on, the local management at O'okiep, being reasonably close, kept the New York office informed. It served as a listening post for new mine development, as well as being a highly profitable copper mine in the northwest Cape Colony. We had all known of a famous German mine in South West Africa called Tsumeb. But it had a reputation for not welcoming visiting engineers. One engineer who went to this property for the Ministry of Supply in 1943, '44 and '45 was Arthur Storke. He was much impressed with possibilities of profitable operation. This mine had been operated by a German company since 1910. It was finally taken over by the Custodian of Enemy Property for the Union of South Africa.

This paper outlines a rigorous and structured approach on how to conduct a successful benchmarking program that aligns operational performance with the businessÆs goals. Further it investigates the benefits that benchmarking can provide throughout the project life cycle and provides some key learnings from some of the worldÆs leading miners.

DEPLETION is a subject of vital importance to the mining industry. Yet, in spite of its importance, its significance is not generally understood. The purpose of this discussion is to clarify the main aspects of the subject from the viewpoint of a metal mine taxpayer. To define the term depletion, it is necessary to distinguish among its various uses. In the economic or geological sense, depletion means the exhaustion of a natural resource. A mineral deposit is a wasting asset and once exhausted is nonrenewable. Millions of years were needed to produce an ore deposit, which may be consumed in a few years and which cannot be replaced except by the discovery of new sources of supply. The wasting asset feature of the mining industry has a vital bearing on the impact of the Federal Income Tax Law on this industry. This is recognized in the law by the various provisions dealing with the depletion allowance, and in this sense the term depletion has an income tax meaning. Depletion from the tax viewpoint means the statutory deduction from gross income designed to permit the return to the taxpayer of the capital consumed in the production and sale of a natural resource. The mining enterprise realizes income on the extraction and sale of minerals and a portion of the income realized represents capital consumed. As the resource is exhausted, the mining enterprise approaches the end of its existence unless new sources of supply can be acquired. Depletion from the tax viewpoint is a creature of statute with limited meaning and application and, in essence, is a method for amortizing the value of the primary asset of a mining enterprise. An example can best illustrate the significance of depletion from the tax viewpoint. Compare a manufacturing concern with a mining company. In computing taxable income of a manufacturing concern, consideraion is given to the cost of producing such income, the principal costs being capital investment for plant and equipment, labor, and raw materials going into the products produced. A mining enterprise, on the other hand, is faced with a different problem because its principal asset is the natural resource which it is producing. In computing its taxable income, consideration is given also to its capital investment for plant and equipment and the cost of labor; but in addition, recognition must be given to the fact that a portion of the proceeds realized on the sale of mineral represents capital. Without such recognition, the mining company would be taxed not on income but on capital and income, and Congress has never intended that capital be taxed as income. Thus, when depletion allowable is referred to in the mining industry, it means the statutory deduction allowable in computing taxable income of a mining enterprise. For guidance the appropriate provisions of the Internal Revenue Code, Income Tax Regulations, and the judicial decisions interpreting and construing them must be examined. It is important to identify and distinguish three methods of determining the allowance for depletion: 1—Cost depletion, 2—Discovery depletion, and 3—Percentage depletion. The basic method is cost depletion and in addition some taxpayers may be entitled to use discovery depletion and other taxpayers may be entitled to use percentage depletion. Discovery depletion and percentage depletion, however, are mutually exclusive and if a taxpayer is entitled to percentage depletion, he is not entitled to discovery depletion. By statute, a metal mine taxpayer is entitled to use cost depletion or percentage depletion, whichever produces the highest deduction. Thus, discovery depletion is merely of academic interest to such taxpayers and to most others. Briefly and broadly speaking, these methods of determining depletion may be described as follows: 1—Cost Depletion: Under this method, the allowable deduction for depletion is based upon the cost of the particular deposit to the taxpayer, unless the deposit was owned prior to Mar. 1, 1913, in which case the taxpayer may use the fair market value of the deposit on that date or actual cost, whichever is higher. This method is sometimes described as basis depletion or adjusted basis depletion, but in this discussion it will be referred to as cost depletion. 2—Discovery Depletion: Under this method, the allowable deduction for depletion is based on the fair market value of the deposit at the date of discovery or within 30 days thereafter and was originally designed to take into account deposits discovered subsequent to Feb. 28, 1913. 3—Percentage Depletion: Under this method, the allowable deduction for depletion is based on a specified percentage of the income realized during the taxable year from a particular property. As stated, the concept of depletion is based upon the exhaustion of a natural resource as distinguished, for example, from the concept of depreciation based on the exhaustion of property used in trade or business. From the tax viewpoint, depletion first became important in the administration of the Corporation Tax Act of 1909, which provided for an excise tax on net income. As soon as this act went into effect, mining taxpayers attempted to claim a deduction for depletion in computing net income although there was no specific mention of a deduction for depletion in the statute. The courts in these cases uniformly held that the statute did not permit an allowance for depletion in computing net income and also held that the provision permitting a reasonable allowance for depreciation did not include depletion. PROJECT DESCRIPTION Alignment The Strenger Tunnel forms part of the S16 four-lane expressway between Landeckand Bludenz. The construction of this important East-West connection started in 1973with the Arlberg Road Tunnel as its key constituent. Beginning in 1992, solutions for the section between Pians and Flirsch were investigated. Efforts to conserve nature and to avoid potential avalanche and landslide areas led to a solution detouring the villages in the Stanz valley. The starting points were predetermind by the intersections at Pians in the East and at Flirsch in the West. As a result of the expected traffic load and the comparatively high gradient of 2.9%, both one-way, two-lane tubes were constructed at once. The north tube is 5.851 m long, the south tube 5.775 m, see Figure 1. Some of the factors that govern the choice of a nuclear fuel are briefly discussed, special reference being made to the introduction of advanced carbide fuels into fast-breeder programmes. One of these factors, i.e. the compatibility of carbide fuels with stainless-steel cladding, is discussed in depth. A very sensitive technique for the study of compatibility interactions between fuel and cladding is described in respect to the effects of particle size, specific surface area and surface oxidation of the fuel,and microstructure of the cladding on the compatibility behaviour of the cladding with the fuels. Finally, the need for the development of modified or stabilized uranium carbide fuels is discussed, and some results are presented to show the effects of small amounts of sulphur in these fuels on their compatibility with stainless-steel cladding materials.

The black-tie (optional) affair will be held at the Adam’s Mark Hotel on Sunday, Oct. 10 in St. Louis, MO. Six legendary leaders will be inducted at the ceremony. They will join 145 mining greats previously honored in the annual ceremonies. R. Joe Wagner, vice president for exploration and chief geologist of The Doe Run Co., St. Louis, will be the evening’s keynote speaker. His father, Richard Edwin Wagner (1898-1979), was inducted into the National Mining Hall of Fame in 1998 at the banquet in Phoenix, AZ.

The recoveries of the three cobalt minerals in the Mount Cobalt deposit, cobaltite CoAsS, erythrite CO3(AS04)8H20, and new cobalt mineral with a composition approximating 2CoO.CaO.Fe203.2As205.11H2O were investigated using physical and surface-chemical processes.Over 80 per cent cobalt recovery was achieved by tabling a cobaltite-mineralized sample, while about 76 per cent cobalt recovery was obtained by dry feed magnetic separation of a sample containing erythrite and the new cobalt mineral. The resultant primary magnetic concentrate with a cobalt grade of 5.5 per cent, was able to be upgraded to 14.4 per cent cobalt by regrinding .and a further magnetic separation.Electrophoretic mobility - pH responses for each of the three cobalt minerals were found to be similar. Each mineral remained negative over the pH range 3 to 11 and was most negative at mildly alkaline pH values.Cobaltite was floated effectively with amyl and ethyl xanthate collectors under acidic conditions at collector concentrations of 10-2M to 10-5M. Erythrite showed a similar flotation response using 10-sM amyl xanthate. The practical application of these laboratory separations to an industrial process is suggested.

Brunswick Mine, one of the largest underground zinc mines in the world, is scheduled to close in 2010 after almost half a century of production. All mines eventually close; some suddenly as a result of unsustainable economic or technical conditions and others, as in our case, as a result of the depletion of the orebody. When the mine is the most significant employer and an economic driver in the region, it is key that the closure is handled in a planned, communicated, well-executed fashion. The following paper documents strategies, plans and activities that are currently taking place in order to ensure a seamless closure that satisfies all stakeholders including employees, management, regulatory bodies and the public. It is an important deliverable for the company that the good will, credibility and reputation that has been built up over the years is sustained throughout the closure process and beyond. A life of mine labour agreement with the unionised workforce, staff retention and recruiting programs, regulatory closure plans, communications and transition adjustment activities will be discussed. The use of a stage-gate style project management tool analysing the risks and key deliverables will be highlighted. It is hoped that the concepts and approaches discussed here may be of value to other operations that will be faced with closure, and its inherent challenges, in the not too distant future.

The Field Meeting of the Chicago Section proved to be the most enjoyable meeting ever held by the Section. It took the form of a visit to the Northern Indiana Industrial District where the day was spent inspecting metallurgical plants in Indiana Harbor and East Chicago and in amusement at the Hammond Country Club. The weather was perfect and about 50 members and ladies attended the meeting. An inspection of the plant of the Inland Steel Co. occupied the morning. The plant was decorated in honor of the occasion and the company provided attractive souvenirs. It was noticed here that many of the ladies displayed an interest in the inspection and an understanding of the processes that would not have shamed professional metallurgists. While the members of the Section seemed to be most interested in the by-product coke ovens and the by-product recovery plant, the ladies enjoyed especially watching the snake-like antics of the red-hot rods in the wire mill. Leaving the steel plant, the Section enjoyed a ride through the district by automobile and arrived at the Hammond Country Club in time for lunch. In the afternoon some of the members inspected the plant of the International Lead Refining Co., at East Chicago, while the rest spent the time at the Country Club in golf, tennis, trap shooting, bridge and other amusements. During the dinner at the Hammond Country Club an informally organized male quartette led the singing in real college boy style. In the evening, E. E. Billow talked on the use of oil burners in metallurgical furnaces, Mr. MacDowell told of the present status of the Potash Industry and the Secretary told of some of the happenings at the Arizona Meeting. The depth at which it becomes more economical to use slope access instead of box-cut access for nearsurface coal reserves is termed the "transition depth." The transition depth can be established for a given coal property by considering cost estimates for those parameters that determine respective access methods. Fourteen parameters that influence access cost were identified, and ranges for these parameters were determined. A transitiondepth formula was developed to permit the determination of which is the better method of accessing a reserve, given information such as high wall slope, road width, total bench width, pit dimensions, road grade, belt component costs, pumping costs and the cost of overburden removal and reclamation. In most cases in Appalachia, especially in eastern Kentucky, the observed transition depth ranges from 20 to 30 m (66 to l00 ft). This indicates that actual practice is consistent with the analytical approach used.

For the purposes of measurement and dosimetry of airborne radon daughters in uranium mines and elsewhere, it is important to understand their physicochemical state. This work deals with the chemical fate of 218Po in air. Extensive experiments were performed to determine the rate of neutralization, diffusion coefficient and fraction born charged of 218Po in air. The experiments were performed in a specially constructed apparatus of well-defined geometry. Careful control of experimental conditions made it possible to obtain more precise and detailed quantitative data than previously possible.

As much as 100% of the gold and 67% of the silver in a sulphur-bearing hydrometallurgical leach residue have been transferred to copper metal at copper smelting temperatures by dissolving the partially calcined residue in an iron-bearing slag maintained in equilibrium with the liquid copper metal and matte phases. The precious metals can then be recovered by conventional refining techniques. Copper can be recycled at least four times without any detrimental effects on gold and silver transfers and recoveries. Apparent copper recovery in the .process can be over 100% because of the copper content of the residue. Based on slag analys.es, the overal1 recovery of gold in the copper metal and matte phases varies from 94% to 100% under all conditions investigated. On the? same basis, silver recovery varies .from 9S% ?to 99% under optimum conditions, but is only 4S% to 73% under other, less attractive conditions. Unaccounted for silver losses of' about 30% make it difficult to determine the major factors affecting ?silver transfer and recovery. A method for implementing the technology on a commercial scale at a Canadian copper/zinc smelter has been proposed. A preliminary economic assessment and comparison of the proposed pyrometallurgical process with conventional cyanidation indicates that either process is economically attractive for recovering gold and silver from leach residues. Although the capital costs are higher, the pyrometallurgical process is simpler, has higher recoveries, lower operating costs and no .potential environmental problems related to cyanide disposal.

One of the most significant elements in solving the co-kriging equations is the matrix solver. In this paper, the singular value decomposition (SVD) as an equation solver is proposed to solve the co-kriging matrices. Given that other equation solvers have various drawbacks, the SVD presents an alternative for solving the co-kriging matrices. The SVD is briefly discussed, and its performance is compared with the banded Gaussian elimination that is most frequently used in co-kriging matrices by means of case studies. In spite of the increase in the memory requirement, the SVD yields better results.

Mineral fillers are employed in United States industries to the extent of more than seven million tons annually, valued in excess of a hundred million dollars. This substantial usage involves a wide variety of mineral materials. To this may be added products manufactured from minerals, such as carbon black, portland cement, lime or chemically precipitated calcium carbonates, which would add substantially to the total. The purposes for which fillers are used differ considerably. Minerals used as fillers are mostly silicates, silicas, and carbonates as referred to hereinafter. The term "mineral filler" has various meanings in mineral technology and in the arts. Fillers are comparatively inert and their action is mainly physical. Materials that are employed primarily for chemical reactivity, or for pigment or abrasive functions ordinarily would not be considered to be fillers when used for these purposes. Nearly all filler usages are based on advantages which are gained by desired modification of composition properties or by improvements in processing. A simple definition for a filler is an inert material that is included in a composition for some useful purpose. This definition may be amplified or made more specific for each of the filler usages, the major ones of which are: paints, paper, plastics, rubber, bituminous compositions, pesticides and fertilizers. There are in addition a whole host of minor usages. Powdered minerals when employed as components in paints, varnishes and lacquers are considered as extender pigments or low refractive index pigments. In paper, the term loading material as well as filler is used; in pesticides, the terms diluents and carriers connote different functions. For bituminous compositions, rubber and plastics, the usage of the simple word "filler" is more usual, but the designation loading material is sometimes used. Minerals Used as Fillers Most of the industrial minerals, and many rock powders are employed to some extent for different filler uses. These usages vary from year to year depending on availabilities, costs, technologic trends and advancements. For the major applications, however, and for the more particular requirements at any given period, there are general trends which favor a more or less restricted group of filler products for each of the major consumer fields. This selection of materials is determined by the characteristics of the individual filler products, their effectiveness in fulfilling the primary function or functions for which they may be employed, and the cost after incorporation in the finished product. The mineral-bearing materials of major importance as fillers are: limestones, clays of several types, talc, pyrophyllite, mica, barite, diatomite, crystalline silicas, asbestos, slate and other rock dusts. Others of secondary importance include: gypsum, vermiculite, phosphate rock, perlite, and pulverized wastes, such as slag and fly ash. A considerable number of other minerals are used to lesser extent. Among these minor mineral materials are: feldspar, pumicite, wollastonite,18 tripoli, nepheline syenite,6 coal, altered volcanic rock and others.2 Indeed, most mineral materials, when reduced to fine particle size may have some potential usage as fillers, depending on their properties, availability and price. "THE Mattagami district of Quebec has, during the past few years, experienced intense exploration by virtually every mining company operating in Canada. As a result of this activity, a number of well-mineralized zinc-copper bearing bodies have been found, some of which will almost certainly go into production. Much of the area has undergone what is now termed ""Saturation Prospecting"" or intense and detailed geological and geophysical surveying, followed by the drilling of nearly all possible bets. Considering only the airborne geophysical surveying, some blocks of ground have been flown by virtually every geophysical instrument which has to date been installed in an aircraft. A list of these different geophysical instruments would include: l. Fluxgate-type total field magnetometers 2. Vertical field magnetometer ,3. Nuclear-precession magnetometers 4. Single-frequency out-of-phase electromagnetometers 5. Dual-frequency out-of-phase electromagnetometers 6. Horizontal component measuring electromagnetometers 7. In-phase and out-of-phase electromagnetometers8. Dip-angle measuring electromagnetometers."

Joseph Esrey Johnson, Jr., had already achieved rare distinction as an able metallurgist, clear thinker, brilliant author, and wise consulting engineer to bankers and operators; he had achieved the essentials of a great career when dcath cut short his activities on Apr. 4, 1919, in the forty-ninth year of his age. He belonged to a family of iron blast-furnace men and mine managers. His father, Major J. E. Johnson, after serving with distinction in the Army of the North, identified himself with the iron mines and blast furnace at Longdale, Va., with which he was connected during almost his entire business life. It is significant, that, during those troublous times of reconstruction in the South, he enjoyed always the affection and respect of his neighbors and associates alike. From him his son obtained not only a thorough training in blast-furnace practice and iron mining, but great personal courage and force of character. His mother, who survives both her husband and sons, possesses rare intellectuality, humor and a tenderness and human sympathy which those who were privileged to know well J. E. Johnson, Jr., recognized beneath his exterior of aggressiveness and will power. In a recently published analysis of the qualities which characterize the world's great men, three traits stand out preeminently; viz., independence, courage, and intellectuality. Each of these characteristics J. E. Johnson, Jr., possessed in extraordinary degree. His early education was obtained under a private tutor at Longdale, and this circumstance probably enhanced a natural tendency to independence of character and individuality which, however, under the control of his unusual power of straight thinking and clear analysis never allowed him to go far astray. It has been said of him that if once he set his mind to a problem, however knotty, he scored a bull's-eye before the subject was dropped. His manner of attacking a subject involved first mastering the details of the available knowledge; then, putting this acquired information to one side, with an untrammeled mind blazing out a path of his own, so clear, so well-defined, and expressed in such simple terms that he illuminated the whole subject without distorting the original data or discussion. His two books, "Blast-furnace Construction in America" and "The Principles, Operation, and Products of the Blast Furnace, "on the iron blast furnace together form the most comprehensive, the most enlightening, and the most useful treatise on the subject ever produced in any language. But his ability did not end with the mastery and elucidation of principles enunciated by his predecessors; his own

Plans have been drawn up to mechanize some key operations to improve the quality of cathodes and the working environment as well as economize the refinery operations. The economic analysis for determining various optimum operational parameters under conditions existing in India have also been outlined. The impact of capacity utilization and mechanization under different sets of conditions on operational costs have been highlighted.
