A number of wells were drilled at two phosphogypsum stacks, one at P-21 owned by IMC and the other at Agrico's South Pierce Stack. Each well was sampled, and composites representing 5-ft increments were leached with synthetic rainwater to determine the extent of metal and nonmetal migration. To simulate what was occurring in the stack, composite samples were placed in a column, so that the column represented the stack in miniature form. Leaching experiments showed that both metals and nonmetals moved down the column when water was added to the top of the column. Data obtained from P-21 showed that with time the concentration of metals and nonmetals reached equilibrium values. The concentration of Ca, SO4, F, Si, and PO4 were -600 ppm,~1,500 ppm, 32 ppm, 14 ppm, and 22 ppm, respectively. Column leaching of South Pierce material, representing 0 to 55 ft of stack, showed that after 355 in. of water, the stack was near equilibrium values down to the 33-ft level. With continued addition of water, the portion of the stack at equilibrium would continue to increase and eventually reach the values observed for P-21. The test showed that the sulfate concentration of the effluent from the stack would never reach the USEPA standard value of 250 ppm. During the leaching test, it was determined that the permeability of the phosphogypsum in the columns was 0.000103 cm/sec. This number was used in the modeling. The data obtained from the leaching experiments cast some doubt on the practice of entombment now being practiced for closure of phosphogypsum stacks. The data clearly shows that with time, the amount of material leaching from the stack is low in concentration, with only the calcium and sulfate at higher levels. When a stack is closed at an existing operating plant, allowing rainwater to fall on the stack and capturing the solution in the existing pond system would eliminate the need for covering the stack, since with time the closed stack would continue to leach and at some point reach the equilibrium values of the P-21 stack. Entombment means that the leachable material in the stack will always be there and will require monitoring forever. Allowing rainwater to decontaminate the stack may be the best environmental solution to the problem.

Growing Greener is the single largest investment of state funds in Pennsylvania’s history, allocated to address the Commonwealth’s critical environmental concerns. Signed into law by Governor Tom Ridge on December 15, 1999, Growing Greener will enable the Department of Environmental Protection (DEP) to appropriate nearly $240 million over five years, to watershed restoration and protection, abandoned mine reclamation, and oil and gas well plugging projects. DEP has utilized these allocations in some remarkably innovative ways, as it: involves the cooperation of several state agencies, local governments, and grassroots organizations to address environmental concerns of the Commonwealth, provides funds directly to watershed groups based on locally determined decisions for local watersheds and offers a user friendly process. In three years, over $130 million in watershed restoration and improvement projects have been initiated.

Removal of gangue minerals from ilmenite concentrates can be accomplished by relatively low temperature roasting in controlled gas atmospheres to selectively enhance the magnetic separation characteristics of the ilmenite. At roasting temperatures below 800¦C the magnetising reactions are often not consistent with phase equilibria considerations. Metastable phases can nucleate and control the roasting products. In weathered ilmenites the phase assemblages and microstructures in the altered ilmenite grains can influence the roasting reactions. In this paper we give an overview of the phase chemistry of chemically weathered ilmenites and of metastable phases formed by low temperature roasting. We also report the results of roast experiments conducted in a neutral gas atmosphere. Major increases in magnetic properties after short roasting times at low temperatures were obtained for a range of ilmenite concentrates. For example heating a secondary ilmenite concentrate from Western Australia for 15 minutes in nitrogen at 600¦C gave an increase in the three kilogauss magnetic fraction from three to 92 wt per cent. The solid state phase changes accompanying the inert atmosphere roasts were characterised by combining elemental analyses with quantitative phase analyses of the ilmenite concentrates and their roast products. It was found that the phase reaction that is principally responsible for the increase in the magnetic properties of weathered ilmenites involves a transformation of disordered ferrous-containing pseudorutile to an ordered ilmenite-hematite solid solution containing typically ten to 35 mole per cent of the hematite component. Examples are given of the application of the inert atmosphere roast to effect separations of ilmenite from gangue minerals.

In my experience, nothing helps me better to get off to a good start in preparing a paper or a talk than a copious consultation with a comprehensive dictionary. I also feel defining the perimeters of a particular subject is helpful to the listener and reader. Sometimes thus precisely defining even the most common of words is helpful. Our general topic this morning as all of you know is "Transportation of Industrial Minerals." The definition of transportation given by the dictionary which I think is appropriate here is: "Systems and modes of conveyance of persons or goods from place to place." Our preceding panelists have outlined for you the state of the art inso¬far as systems and modes of conveyance from place to place are concerned today via rail, water and motor. My assignment is somewhat different as indicated by my topic, "The Traffic Manager in an Industrial Minerals Operation."

This is particularly true today where huge fluctuations in commodity prices makes mining a perilous undertaking while the world increasingly are becoming aware of the serious threat that mans activities has on his environment. The 6 papers deal with such complex issues as safety in an underground environment; How to protect sensitive wetlands well into the next century; The enormeous waterproblems in China and conflicting dewatering/water supply needs; Disposal of contaminated water in sensitive areas and the dynamic interaction between mining companies and legislation.

AT temperatures between 1095' and 1347ºC, 13 runs have been made on the diffusion of silicon in iron. In two of the runs the couple compositions were entirely within the loop of the Fe-Si system; the base alloys contained 0.0 and 1.0 wt pct Si. The other runs in which the couples consisted of a 2.3 wt pct Si alloy welded to a 3.7 pct Si alloy were a phase throughout. The alloys were made by melting electrolytic iron and commercially pure silicon. Trace impurities were not determined. The butt welded couples were diffused in an inert atmosphere of argon or hydrogen. After cooling, cuts of two mils or greater thickness were machined parallel to the weld interface. The chips were analyzed for silicon. When the concentration and distance data were examined on the conventional probability plot,' no marked variation of the diffusion coefficient with concentration was indicated over the narrow composition ranges employed. Therefore, a single diffusion coefficient is recorded for each run in Table I. The temperatures and atmospheres of the diffusion anneal are listed along with the compositions of the base alloys. For a iron the silicon diffusion coefficient is given by the equation: D = 0.44 e-48,000/RT where R is the gas Constant and T, the absolute temperature. However, since the scatter in the data is fairly large, the activation energy may be in error by as much as 6000 cal per g-atom. The two ? iron points do not permit estimation of the activation energy with any reasonable certainty. They do indicate that the coefficients reported by Smithells2 and Jost,3 based on the work of Fry,4 are much too high. Although very dilute solutions in iron of manganese,5 nickel,8 cobalt,7 and molybdenum8 give dif- fusion coefficients quite close to those obtained for self-diffusion in iron, the silicon values are considerably higher, though of the same order of magnitude. This seems to be consistent with the fact that the silicon atom is the only one of those listed here which is appreciably smaller than iron. The magnitude of the payloads carried by mine haul trucks can have a strong influence on the mine production rates and costs. Consequently control of truck payloads is highly desirable, but in many mines the unavailability of means for measuring payloads reliably, accurately and easily has resulted in a low level of control over truck payloads. Consideration is given to two techniques which are applicable to the measurement of payloads carried by mine haul trucks, namely truck weighing and direct measurement of payloads with truck based systems. Accuracy assessments for two types of truck weighing platforms and two prototype truck based direct payload measurement systems are provided. Results show that weighing platforms based on hydraulic components have proved inadequate, while strain gauge type weighing platforms can estimate payloads to within 2% of true payload when installed, maintained and used correctly. The assessment of the two prototype truck based direct payload measurement systems shows that a high proportion of payloads were estimated to within 5% of the payloads derived from accurate weighing platforms and that these systems appear to have the potential to provide convenient and accurate measurement of payloads. This should enable payloads to be much better controlled than has been possible to date. Predictions of the effect of payloads on production rates and some components of truck haulage costs are possible and some typical results are presented. Accurate prediction of the effect of payloads are not yet possible for some major components of truck haulage costs.

Escalating electricity costs are one of the biggest operational cost drivers in mining. The trend to use high-powered auxiliary fans delivering increased airflow to meet the dilution requirements of diesel equipment, together with the reliance on ducted systems rather than traditional flow-through systems to ventilate areas, increases the overall energy requirements of ventilation systems. To manage and reduce electricity costs energy management systems can be implemented, inefficient operating units can be replaced and the operation of energy-consuming components of ventilation systems can be optimised.This paper describes the process followed to design and develop an energy-efficient axial flow auxiliary fan. The fan-targeted design was based on static pressure and volume flow rate requirements incorporating higher overall fan efficiencies. A brief overview of the results is given, including the aerodynamic design procedure using computational fluid dynamic (CFD) analysis. The mechanical design criteria used, including stress analysis on the rotor and designs to improve the vibration levels of the fan, are also presented. Through this study it was demonstrated that the aerodynamically designed rotors using profiled and twisted blades improve the total fan efficiency considerably when compared with some of the older-generation fans using cambered plates. The latter were typical in the mining sector in South Africa at the time of the study where average overall fan efficiencies of standard cambered fans less than 63 per cent and some of the older-generation cast aluminium blades have peak overall fan efficiencies of about 65 per cent. Peak overall fan efficiency of more than 80 per cent was achieved by using the described design and development process. Additional benefits are that the fans are quieter due to the better aerodynamic design and have a longer operating life due to reduced vibration levels.In conclusion, the use of CFD to develop fans to deliver the required volume flow at the required pressure allows quicker design turnaround time. It furthermore allows the ventilation engineer the option to specify a specific fan and is not limited to an off-the-shelf catalogue fan. It thus allows engineers to purchase a fit-for-purpose energy-efficient fan. Batch breakage kinetic tests were performed in a mill of 0.3 m diameter for a range of mill conditions. Accurate simulation required the measurement and use of factors which accelerated the specific rates of breakage of the top sizes as finer material accumulated in the slurry. These factors depended on the size distribution expressed relative to the top size, not the absolute size, suggesting that they are due to a packing effect not a rheological effect. The data simulated correctly a series of steady-state continuous tests in a mill of the same diameter providing values were corrected to the hold-up, ball load, slurry density, and size distribution measured in the continuous mill tests.

RECENT contributions to the literature relating to the problems of coal mine management have discussed the pros, and cons of unionism among the miners as bearing upon the immediate problems of the industry, but have devoted singularly little thought to the underlying causes, and the fundamental reasons. for the remarkable growth of union sentiment among the miners, a growth paralleled only in the case of the railroad workers. It is all very well to revile their organization, its obvious stupidity and stubbornness, its multitude of economic and social crimes, but it is also well to realize that there have been deep-seated causes for all these things, causes that, while operating in all industries and amongst all workers, have in none of them found the optimum conditions for development such as exist in the coal mining industry. The rise of the United Mine Workers of America to a position of importance in the industry synchronizes roughly with the introduction of short-time operation; of course seasonal shutdowns and slow-time working have always been evident in our bituminous fields, but these evils have grown steadily worse since 1895 and the U. M. W. of A. has grown steadily stronger; yet short-time operation alone cannot account for this tremendous growth for, witness the signal failures that have always attended the attempts to organize the harvest workers, the fruit packers and other highly seasonal workers.

INTRODUCTION Interest in multicommodity stabilization schemes has increased recently for several reasons, a most important one being the experienced wide swings in primary commodity prices. These prices rose sharply between mid - 1972 and end - 1974 giving commodity exporting countries an opportunity to gain sizeable increases in export earnings. But since then, prices have tumbled and these countries are searching for a means to stabilize if not to increase their earnings. While this problem is particularly serious for developing countries, the developed countries are concerned about the impending upward price swing, which would increase inflation before recovery from the world recession is assured. As a direct consequence of the emergency meeting of the U.N. General Assembly devoted to commodity problems in April of 1974, interest has been renewed in the Keynesian (4) plan for an international multicommodity buffer stock program. In particular, UNCTAD (8) is designing an integrated commodity scheme to be discussed within that body. In terms of approaches that have appeared in designing such a program, none exist which relate to the interpretation of the independence and interdependence of prices of the commodities of interest. Typical criteria for selecting commodities for the scheme have included their importance in world trade, their particular origin from developing countries, and their feasibility for storage. But the financial management of a multicommodity buffer stock requires a consideration of commodity prices, yields, and risks as does as any portfolio of assets. MAGNETITE is the important iron ore of New Jersey although bog ore, limonite and red hematite were mined in sizable quantity early in the state's min-ing history. The deposits of mag-netite are found in the Highland area in the northern part of the state. These ores outcrop a broad belt 20 miles wide, extending in a northeasterly direction from Phil-lipsburg, on the Delaware River, to Greenwood Lake, at the southern boundary of the state of New York, a distance of 60 miles. The area in which the magnetite is found (see map, Fig. 1) contains 1200 square miles and the center of the area is at Dover, 40 miles west of New York City. In the general area are found 18 parallel ranges or lines of ore deposits. These ranges may be re-garded as mineralized zones in which occur orebodies that are rich enough in magnetite to war-rant mining. Usually a number of the orebodies lie one above the other in the same plane, all dipping and pitching in the same direction. Within the ranges, there may be several parallel orebodies of work-able size. The average strike of the orebodies is N.41° 30' E., with an average dip of 55° southeast and an average pitch of 15 ° to the northeast. Orebodies suitable for mining range from 6 to 100 ft. wide, as measured from foot wall to hanging wall. Their heights, as measured on the dip and normal to the long axis of the orebody, vary from 200 to 3,000 ft. The length along the pitch has never been determined by mining, al-though several of the orebodies have been worked to lengths of 10,000 ft. The grade of the ore as mined today varies from 30 to 60 per cent iron, and the gangue min-erals are chiefly silica, alumina, magnesia, lime and phosphorus.

The reduction of iron ores by solid carbon, when both are agglomerated together in the form of pellets, has important kinetic advantages. Although several studies have been performed on the subject, some points on the controlling mechanisms need clarification. There is a big scatter in the values of the apparent activation energy reported in the literature, and this may be due to factors like heat transfer, flow of gases in the reduction system, pellet size and composition. This work is concerned with the effect of several parameters on the reaction rate. The parameters studied were temperature (in the range 1173 K to 1423 K), carbon type (coke or charcoal), pellet size, gas flow rate, catalyst action of the produced metallic iron and added sodium carbonate. It has been shown that the values of the apparent activation energy can change according to the reduction conditions employed, and hence any modeling effort will have to take account of these parameters. Iron solubility's in spent pickling (HFHNO3 -H2O) solutions were determined as a function of HF and HNO3 acid concentrations. A chemical analysis of the industrial pickling solutions and sludges was performed. The stable phases observed in the sludges are FeF3.3H2O and (FeCr)F3.3H20. Pure Fe metal, AISI 316 stainless steel and AISI 416 stainless steel were used in this study. The results show, that the solubility of Fe increased as the concentrations of HF increased in the pickling solution at a fixed concentration of HNO3. A reasonable agreement between the experimental solubility data and the theoretical calculated data was obtained. X-ray diffraction analysis showed that the solid solubility product formed in the ternary solution containing pure Fe is mainly, at a high pH value, FeO(OH) compounds and, at a low pH value, Fe F3.3H2O compounds.

THE dislocation theory of plastic flow originated in 1928, when Prandtl1 suggested that the internal damping of metals of plastic origin might arise from the motion of a crystalline imperfection. Following this, Dehlinger2 employed a similar imperfection in a theory of recrystallization. The first detailed theoretical discussions were those of E. Orowan3 and G. I. Taylor4 in 1934. The resulting theory was gen- eralized by J. M. Burgers5 in 1939. Mott and Nabarro, in England, and Seitz and Read,6 in the United States, started an extensive examination of the atomic theory of dislocations in the period between 1939 and 1941. However, this development was arrested by the mar and was not taken up again until after 1945. Since 1946, the field has been the object of very intense activity, particularly in the United States and England. Dislocations are beautiful and intricate imperfections; they are sufficiently complicated to account for the great variety of phenomena encountered in the field of plastic flow. Above all, the dislocation concept enables us to understand how a metal or other plastic solid can deform inelastically under very small stresses at temperatures far below the melting point. A cover with capi1lary barrier effects (CCBE) is being constructed an the AA leach pad at the Barrick Goldstrike mine near Carlin, Nevada. The purpose of the cover is to eliminate/minimize infiltration of meteoric waters into the leach pad. Laboratory and numerical analyses indicate that Carlin Formation siltstone (TCS), a locally available material, has the necessary hydrologic characteristics when placed on the leach pad to act as a CCBE. A pilot study was conducted on a mall-scale test cover placed on the AA leach pad to examine the cover performance under irrigated conditions. The preliminary test results demonstrate that the designed cover is capable of preventing meteoric water infiltration.

There was little change in the oil and gas industry in Mississippi during the year 1938. No new fields were discovered and the production from the Amory field was nil. In the Jackson gas field six wells were drilled and production was obtained in each instance, but none of these wells increased the area from which the gas is produced. Outside the Jackson gas field nine wells were drilled, of which details are given in the accompanying table. The seeming lack of activity in Mississippi belied what was actually happening, for a great many geophysical crews of the major companies were active in all parts of the state. There were approximately 65 structures mapped and for the most part these have been leased. It is believed that 1939 will see an increase in wildcatting over a large part of the state.

The vision-based approach to process control involving fine particles in harsh on-line environments is discussed in this paper. The sensor equipment at the process location, consisting of a light source and a CCD camera provides RS-170 B&W video output. The video can be seen on a process monitor in the control room and is sent to a computer based Vision Processor. The Vision Processor contains a video digitizer and Canty developed software that extracts process information. The iron mine application controls thickener agent feed rate and thus settling pond overflow clarity. The sensor is mounted in the overflow flume of the outdoor settling pond and is used year around in the Minnesota weather. Alternate control system needs a low flow water sample which is subject to freezing in winter. The computer based vision processor provides 4-20 mA analog outputs for real time control as well as file archive for a history record.
