During the past year (1967-68), there have been many instances of either partial or complete failure of a tunnel-support system. It looks like the art is in a pretty sad state, but as long as we permit the field of tunnel design to remain basically an art, that's about what we can expect. The application of scientific principles to tunnel design involves much more than assigning values to a series of factors in an equation. I am reminded of the case where the engineer calculated that steel ribs with struts were required to support a horseshoe-shaped tunnel in firm ground. The contractor had driven several hundred feet without installing the struts when the engineer visited the job. When he was informed that the struts had been left out, he fled the tunnel in alarm. As one authority has so aptly put it, "There is far too much calculating and too little observing." Initially, one might think of a tunnel support as a structural member, such as a strut or arch which is installed in order to support some definite load. Similarly, a tunnel lining might be considered as a treatment of the interior surface of the tunnel in order to produce desired aesthetic, hydraulic, or architectural results, or to serve a protective function. Actually, many linings, such as a concrete lining, serve a dual purpose and support a load as well as satisfy other requirements. Not too many years ago a tunnel, during the driving or excavating stage, was considered to be either supported or unsupported. In recent years, however, several techniques have been developed, which by helping the tunnel to support itself, permit the elimination of separate structural support. Since these techniques in many cases actually become a substitute for the conventional types of supports and linings, a state-of-the-art review would hardly be complete without including them for consideration. Thus, for the purpose of this discussion, we shall define tunnel supports as any system or technique which effectively maintains the integrity of the tunnel opening. WHEN one solid phase is generated from another, fixed and rational orientation relationships are observed to subsist between the parent and the new crystal. The principle has been proposed' that the relationships obtaining between the same two phases are identical whatever the type of phase change involved, or whichever of the phases may act as parent. Many types of phase changes have been studied: allotropic transformations in pure metals, precipitation from solid solutions, eutectoid decompositions, peritectic reactions, the formation of oxide layers, and others.2 Phase layers generated by diffusion of one metal into another constitute an additional type of reaction. This report provides new data on the orientation relationships occurring between , phase layers formed by diffusion, in the Cu-Zn system, § and furnishes further evidence in support of the principle. MATERIALS AND METHODS The Cu-Zn system is especially suitable for these studies since the high vapor pressure of Zn provides an opportunity readily to create one phase poorer in Zn upon a parent phase richer in Zn by removing Zn by vaporization, or to reverse this process by adding Zn from Zn vapor; e.g., the beta phase can be found as a layer upon gamma by dezincing, or gamma can be found on beta by addition of Zn from Zn vapor. Since orientation relationships are to be sought, requiring crystals large enough for orientation determinations, it is convenient to prepare single crystals or large grains of the parent phase. The samples were prepared from oxygen-free high-conductivity copper and Horse Head zinc by melting under a borax flux in a graphite crucible. Large crystals of beta brass were grown by the strain-anneal method, in plates sectioned from the cast ingots, by the following procedure. Rockwell-hardness indents were made at I cm. intervals-and with various loads, then the plates were annealed for .4 days at 700°C. in Nichrome boxes packed with beta-brass chips and graphite. Surface layers were removed by grinding and etching to a depth of about 1.0 mm., and individual grains were cut out. Crystals of alpha and gamma brass were prepared by freezing, by lowering a graphite crucible at speeds less than one inch per hour through a furnace held at a constant temperature above the melting point. Single crystals were cut out with a jeweler's saw, ground, polished and etched. Care was taken to remove cold worked layers from the finished crystals

IT has long been known that the density of a metal usually decreases with cold-work. Thus O'Neilll observed as early as 1861 that cold hammering of commercial hot-rolled copper is accompanied by a decrease of density of 0.2 per cent, and that subsequent annealing restores the original density. The origin of this density change, however, has remained obscure. In particular, experiment has not yet decided whether it is due to the presence of small cavities and an increase in inter-granular surface or to an actual expansion of the lattice itself. This uncertainty in the origin of the change in density is a reflection of our uncertainty as to the changes induced in a metal by cold-working. One school regards cold-working as a breaking up of the original grains into a large number of perfect crystallites somewhat randomly orientated with respect to one another.2 According to this viewpoint, the mere introduction of a large intercrystallite surface induces a net volume expansion. Another school regards cold-working primarily as a distortion of the grains. It is not obvious that this second viewpoint will lead to a net volume expansion. The purpose of the present paper is to show that this is indeed the case, and that this expansion is of the right order of magnitude to explain existing experimental data. The physical basis for the association of an expansion with distortion lies essentially in the variation of the elastic moduli with volume. This variation is considerable. Thus from Table I we see that a I per cent increase in volume for the case of copper will decrease the bulk modulus K by 10 per cent, the shearing modulus µ by 3.8 per cent. If we thus twist a rod through a given angle, we shall do less work upon it if it increases slightly in volume, thereby reducing the torsion modulus that involves as a factor the shearing modulus. A general principle3 in physics states that the rod will so adjust itself as to have a minimum potential energy consistent with the end restraints. It will therefore expand. In order to obtain a quantitative comparison with experiment, we follow Maier4 in comparing the lattice expansion with the latent energy of cold-work. This latent energy has been measured directly by Taylor and Quinney5 on copper rods subjected to torsion, and may amount to as much as 15 per cent of the total work done upon the specimens. The adaptation of aluminum to the construction of portable instruments of precision, where lightness is important, is well illustrated by the double reflecting and repeating circle, the invention of Captain Charles Hervey Tomnshend, of New Haven. One of these instruments, now exhibited to the members, has just been completed by Stackpole & Bro., of New York, and is made of aluminum, with the exception of a few minor pieces and a portion of the handle. This instrument is intended for use in a boat, and to be held in one hand like a sextant; and as it is a complete circle, lightness of the material becomes more important. The whole instrument, as shown, exclusive of the eye-pieces and the handle, weighs only one pound, or about one-third of the weight of a sextant of the usual construction. The circle, about nine inches in diameter, was cast in one piece from metal furnished by the Pittsburgh Company.

"Studies have shown that there is a correlation between commissioning and start-up time, i.e. time to reach full plant design capacity, and the degree of innovation and technical/engineering uncertainty in the project design. The paper describes the types of start-up curves for plants according to the level of technology or uncertainty in the process design. The need to properly describe and understand the commissioning and start-up time is examined using these curves and the importance on project success is highlighted. A number of case histories of recent mining and metallurgical projects are also reviewed. Finally, the paper reviews how to better assess the level of start-up uncertainty associated with a project and makes suggestions for decreasing the commissioning time due to technological risk.INTRODUCTIOThe start-up of a new mining and metallurgical facility, a much anticipated event, is a critical step in the life of such a project. Achieving a successful start-up and reaching the design capacity on-time requires careful planning, a thorough understanding of the key technological and engineering components involved and a well-trained and adequatelystaffed start-up crew. In this paper, some of the aspects related to start-up of a mining/metallurgical project will be explored, and in particular, the impact of the technology component will be examined. In order to illustrate this, a number of case histories based on recent mining and metallurgical projects will be discussed. Ways of assessing and understanding the uncertainty associated with technological issues related to start-up of a mining and metallurgical plant will also be examined.The history on mining and metallurgy is full of success stories of great mines and mills that are now considered “company makers” (well known examples of such successes include the Horne mine for Noranda which had a 1 year start-up in 1926-27, the Dome mine for Placer Dome, the Grasberg deposit for FMI in Indonesia). Less well documented are specific studies relating to plant start-ups and what constitutes a success or a failure, however there are a few notable references in the literature and these will be reviewed."

WITH the economic situation of the world what it is, we may expect important events in every month of 1922, and January showed us some-what of the nature of things that will happen. The Germans announced their inability to meet in full the reparation payments that were due Jan. 15. The Su-preme Council arranged a plan for them to pay some thing on account every 10 days, and called a conference at Cannes to talk things over. While this conference was in progress Premier Briand resigned and was suc-ceeded by Poincaré. This emphasized the growing differences between British and French policies and interests. The French want to exact the utmost from the Germans; so do the British. The latter think, however, that the French aims will so cripple the Germans that they can not work properly and hence can not trade. Great Britain, with a huge unemploy-ment problem, must have trade. The French thought that Briand was unduly deferring to the British and withdrew their support of him. The other important political developments of the month in Europe were the establishment of the Irish Free State, relieving the British of the vexatious Irish question; and the growing tendency to recognize the Soviet government of Russia and admit its representa-tives into international conferences. In the United States the great political event was the establishment of the dominance of the agricultural bloc in the Senate, which implies the passage of agrarian legislation that will probably be unwise. Economically, there was no progress in the United States. If anything there was probably some reces-sion in the physical volume of business. There were some further reductions of wages, but these were irregular, geographically, and moderate in amount. The great unionized trades maintained the jam. Events of great importance were the formal demand of the anthracite coal miners for increased wages on April 1 and the declaration of the bituminous coal miners that they would resist a reduction at that time. The attitude of these groups is believed to presage labor troubles in the spring. In the metal markets affairs were dull during Janu-ary, but prices were generally firm, save for a little further weakening in iron and steel. In the matter of production, however, there was some quickening of activity, especially in copper, zinc and iron.

The regulatory landscape has changed considerably since the first passage of Oklahoma's land-reclamation requirements in 1968 (Open Cut Reclamation Act of 1968). The Oklahoma Legislature revised the reclamation requirements in 1971 with passage of the Mining Lands Reclamation Act. With the passage of this Act, the Legislature empowered the Oklahoma Department of Mines with jurisdiction for permitting and regulatory authority over non-coal (industrial-minerals) mining operations. This act required all operators to file with the State, through the Department of Mines, a written application for a permit to engage in non-coal mining. Each application consisted of a mining plan, which included location maps of the proposed mining area along with a reclamation plan for the area to be covered. Additionally, a reclamation bond is required prior to issuance of a permit to ensure that the site would be reclaimed. Since 1971, the Act has been amended to include public notification and public participation in the review process of any application. Also, the operator can request that the Department review the mining plan based on the Life Expectancy of the mine, instead of the original one-year plan (HB 1409 in 1993). Even though the operator is granted a mining plan tied to the "Life Expectancy" of the site, the permit is reviewed annually for compliance as required by law.

The identification and quantification of incipient overload conditions in mills have recently been found to be very significant in the design of tumbling grinding mills. To investigate these phenomena, a series of experiments was conducted in a Plexiglas mill operated in both dry and wet modes. For on-stream measurement of the mill charge weight, volumetric filling, dynamic angle of repose, and mill power, an electronic system was developed. The mill was filled to various levels with 19.1-mm (3/4-in.) ceramic balls as grinding media. As feed material, grindable limestone or 3.2-mm (1/8-in.) nongrinding ceramic balls were fed at various steady-state rates to determine the incipient overload conditions. The prediction of overload has apparently been reduced to predicting the feed rate that results in 50% mill filling.

(written discussion ?).¬Your secretary requested a brief description of the Russell Sage Foundation, in order that members of the Institute, if they should desire to avail themselves of it, would know what type of service is offered to them through our institution. The foundation was established in 1907 by the gift of Mrs. Russell Sage of $10,000,000 as a capital fund, the income of which is to be spent for the improvement of social and living conditions in the United States. One of the lines of activity which the foundation has felt would lead toward this end is the development and promotion of community surveys; and because the scope and methods followed in these surveys are very similar to the scope and method of much of the institution's work in general, an idea of its main activities can perhaps be given best by describing one of our surveys. Incidentally, it may be pointed out that antecedent to the survey stand at least two important facts: first, the recognition. that communities are active, not static forces, that they develop, that changes in. material and human relationships occur continuously, and that with them come new social and civic problems which must, in many cases, be diagnosed and prescribed for anew; and second, the reality of scientific advances along lines which make possible at least some measure of solution of the problems. Evidences of these changes are abundant; many of them are found in the rapid growth of cities in the last few decades. Villages in agricultural districts, places where everybody knew everybody else, where the pulpit had been long the chief or only influence molding public opinion, where the air was unclouded by the smoke from factory stacks, where the water supply was not affected by pollution, where sunlight and building

Canada is a major producer of chrysotile asbestos. In fact, Canada accounts for approximately one third of the world chrysotile asbestos production. Deposits are mined and the fiber processed in Québec, in British Columbia on the West Coast and in Newfoundland in the Atlantic region. Foremost among the Canadian provinces is obviously Québec. Some 85% of Canadian deliveries come from mines located in the Eastern Townships, a region which lies along the southshore of the St. Lawrence River, between Montreal and Québec City. At the heart of this vast territory, five (5) mining towns make up what is called the Québec asbestos region. Total capacity of the five (5) mining producers of Québec is about 1 366 000 tonnes.

"The District of Columbia Water and Sewer Authority (DC Water) is implementing its $2.6 billion DC Clean Rivers Project to reduce combined sewer overflows to the District’s receiving waterbodies and mitigate chronic sewer flooding in District neighborhoods. The First Street Tunnel project is a major component of the DC Clean Rivers Project, designed to mitigate sewer flooding and basement backups in the District’s historic and densely populated Bloomingdale neighborhood. Bloomingdale has been historically affected by sewer flooding and was severely impacted by four storms in the summer of 2012 that caused significant damage to homes, the environment and public property. As a result, DC Water accelerated the design and construction of the First Street Tunnel in order to mitigate the effect storms have on the undersized sewers serving the neighborhood. The infrastructure designed to mitigate flooding, including the tunnel, are located within the highly urbanized neighborhood – with some structures being less than ten feet from residents front door steps. The success of a large public works project of this magnitude and in this unique location depends on a well informed and supportive public. With the local community impacted by flooding but concerned about heavy construction impacts, this paper details the components of a successful public outreach plan and lessons learned throughout the design and construction process. Early identification of community mitigation, working cooperatively with stakeholders and frequent dissemination of accurate information required the project team to establish a culture of problem solving collaboration with the community. BACKGROUND Chronic Flooding in the Northeast Boundary Sewershed The Northeast Boundary sewershed, in which the Bloomingdale neighborhood is located, is served primarily by a combined sewer system and has a long history of chronic flooding problems during moderate to severe storm events. The sewer system that serves the Northeast Boundary drainage area was constructed by the Federal Government in the late 1800's when developed areas of the District terminated at what is now Florida Avenue. Since construction of the system, population within the sewershed area has grown at an exponential rate. In meeting the growing needs of the population, the District experienced development that transformed previously low-density rural areas into new communities. Impervious areas have increased drastically since the sewer system was constructed and consequently, the existing sewer system does not have the capacity to convey storms with return frequencies beyond the 2-year storm without flooding. As a result of the capacity limitations, many of the low-lying areas have become chronic flooding areas due to the surcharging of sewers."

The solubilities of antimony in the a and ß-forms of zirconium were determined between 750" and 1300°C. The a-phase forms by a peritectoid reaction, and the a/(a + ß) and ß/(a + ß) phase boundaries rise in temperature with in- ' creasing antimony. Impurities in the 99.95 pct zirconium were sufficient to influence the phase boundaries and the variation reported is approximate. The restricted solid solubility of the terminal zirconium phases, which is especially characteristic of this system, is thought to result from the low free energy of the Zr2Sb phase. ZIRCONIUM-antimony alloys are important in zirconium alloying studies since antimony is one of the highest valent elements which can be used to make zirconium alloys. The dilute alloys are of further interest as they have somewhat better corrosion resistance' than pure zirconium. The first investigation of the phase diagram was made by Russi and wilhelm2 who found a eutectic reaction, liquid (- 17.5 at. pct Sb) = ß zirconium (- 11 at. pct Sb) + Zr2Sb, at 1430°C'. The Zr2Sb phase was of complicated hexagonal structure, and by thermal analyses of the relatively impure alloys then available, Russi and Wilhelm found evidence for the peritectoid formation of the a-phase. EXPERIMENTAL In the present work, the phase diagram was re-investigated in the region 0 to 5 at. pct Sb and 750" to 1300°C using iodide-zirconium alloys. Details of the procedure have been described earlier. Essentially the alloys were prepared by arc casting and were then examined by the annealing and quenching method. The times of annealing varied from 1 hr at 1300°C to 30 days at 760°C. As in other zirconium phase-diagram studies1"5 the impurities in the zirconium were still sufficient to affect the results, and the experiments will therefore be described in 3 parts. The results from the first 2 parts of the work are shown in Fig. 1. Here the ß/(ß + Zr2Sb) and a/(a + ZrzSb) phase boundaries were determined with alloys made from 99.9 pct zirconium,* and cast under such conditions that the Vickers hardness of a alloys extrapolated to 95 to 110 VPN at 0 at. pct Sb. Such alloys were not suitable for investigations of the (a + ß) region, and the results shown in Fig. 1 near the (a+ ß) and (a +ß + Zr2Sb) regions were determined with purer alloys. These alloys had an extrapolated hardness range of 75 to 85 VPN and were made from 99.95 pct zirconium. THE subject of steel cleanliness has always been a major one in the steel industry and much study and effort have been expended toward improving the cleanliness of steel and meeting the ever increasing demands of customers for steels that will give better performance in service and permit economies in design and efficiency of the final product. Sometimes wee may feel that-these demands are unnecessarily stringent, and probably this is true in some instances. However, the pressure for higher quality has acted as a stimulus toward improving quality and, therefore, has tended to promote progress. In this paper, the whole subject off cleanliness is covered in a general way. In the discussion' on steelmaking practices, remarks have been limited to basic electric- furnace practice in the making of alloy steels.

The gas-lift, or circulation of gas for the production of crude oil, now includes the gas operator in field production activities to a greater extent than ever before. It is the purpose of this paper to show the scope of his activities and to discuss the various means of handling and treating the large quantities of gas which are now of a somewhat different nature than formerly. The extent of the stripping action of circulating gas on oil must be discussed, as this can be governed somewhat by the method of treatment of the recirculated gas. Change in Gas-decline Curve under Circulation Before the advent of the gas-lift, the gas-production curve of a field showed a peak during the flush production with a rapid decline as the wells were put on the pump and then a long steady decline curve of a relatively small volume of rich gas for the life of the field. Under the gas-lift method of production, instead of having the sharp decline at the end of the flush production period, sufficient circulating gas to keep up the required total gas-oil ratio would be turned to the wells. The gas-production curve then assumes a long gradual decline, giving a large volume of gas for treatment for several years to come. The gas-decline curve will not follow that of the oil, as the lowering of the rock pressure by the steady production of oil and gas from the sand will make it necessary to continue using the large tubing and to circulate large volumes of gas in order to keep the back-pressure against the sands as low as possible. A Complicated Distributing System In tracing the flow of the gas from the time it leaves the well until it again enters through the casinghead, under high pressure, we get a very good idea of the complex distributing and regulating system that must be installed and the large treating and compression plants that are necessary (see Fig. I). The Australian Magnesium Corporation Limited (AMC) is constructing the worldÆs largest magnesium metal plant at Stanwell, 24 km west of Rockhampton in Central Queensland. The $1.3 billion, 97 000 tonne per year plant is scheduled to commence production in mid-2004. It will produce magnesium from magnesite using the innovative, locally developed AM Process Technology which enables magnesium to be produced at internationally competitive costs. The technology will enable the plant to have the lowest environmental impact of all the available magnesium production processes. The project will meet current world-best-practice environmental and emission standards while on a life cycle analysis, magnesium produced by the Stanwell plant will result in net reduction in global greenhouse gas emissions. Magnesium is the lightest of the structural metals. Its high strength to weight ratio and ease of casting and machinability makes it particularly suitable for the manufacture of light weight automotive components. Reducing the weight of motor vehicles through the use of light weight materials such as magnesium is the current primary means adopted by the automobile manufacturing industry to improve motor vehicle fuel efficiency and the lowering of emissions of greenhouse gases. The Australian Magnesium or AM process has been developed over the past decade by AMC in conjunction with the CSIRO to produce magnesium from magnesite mined at AMCÆs Kunwarara deposit. Over $200 million has been spent developing the AM process, designing, building and operating a demonstration plant at Gladstone and to complete an environmental impact statement and receive environmental approvals as well as funding for the commercial Stanwell Project. The paper outlines the development of the AM process technology, the operations of the Gladstone demonstration plant confirming the process technology, its operating costs and environmental performance. The paper covers the particular attention that was given to minimising the production of CHCÆs, the development of new cover gases for molten magnesium, the minimising of emissions of greenhouse gases and the life cycle analysis of magnesium as a replacement for steel and heavier metals in motor vehicles which confirmed its use resulted in a net reduction in global greenhouse gas emissions. The project received both Commonwealth and Queensland Government environmental approvals by August 2000.

Real growth in the economy, increasing demand for electricity, and consumer stockpiling for a possible United Mineworkers of America (UMW) strike in October made 1984 a banner year for coal. Production and consumption climbed to record heights. Precautionary purchases brought inventories close to the peak levels of early 1981 when coal miners walked out for 72 days. Production slowed in the fourth quarter after labor and management concluded negotiations without a walkout. But output in every major coal producing state showed significant gains during the year US coal production totaled 807 Mt (890 million st) in 1984. This is a 13.8% increase over 1983 output. Lower production rates, principally in Appalachia, and sustained demand in the final quarter put downward pressure on coal stocks by the end of the year. Demand All market sectors experienced greater requirements for coal in 1984. Electric utility coal consumption increased 6.3%; exports climbed 4.8%; coke plants consumed 18.9% more coal; coal requirements in the other industrial sector expanded by 11.8%; and consumption in the residential/commercial sector rose 8.1%. Domestic consumption of coal reached a record 718 Mt (791 million st) in 1984. This is a 7.4% gain over the previous consumption high of 668 Mt (737 million st) in 1983. Electric Utilities The 4.6% increase in electric power generation in 1984 was coupled with expanding coal use relative to other energy sources. This resulted in a 6.3% rise in coal consumption, totaling 603 Mt (664 million st) for the year. One phase of the research and development work on synthetic liquid fuels conducted by the Bureau of Mines at Morgantown, W. Va. in cooperation with West Virginia University deals with the purification of synthesis gas.2/ Most of the experimental studies on gas purification have been directed toward the removal of organic sulfur from gas, either catalytically or by adsorption with activated carbon. An important part of the purification program has been the development of suitable analytical methods for determining organic sulfur compounds. As the total sulfur content, organic and inorganic, of purified synthesis gas should not exceed 0.1 grain per 100 cubic feet, the need for accurate analytical methods is apparent. It is also apparent that such methods must be rapid if one wishes to evaluate various processes for removing sulfur from gas. The organic sulfur found in most gas produced from coal is usually present as carbon disulfide, carbon oxysulfide, methyl and ethyl mercaptans, and thiophene, with the exception of thiophene, the remaining organic sulfur compounds respond similarly to catalytic treatment and can be removed effectively. Not only does thiophene resist most catalytic treatment, but it poisons some catalysts, rendering them ineffective in removing the other forms of organic sulfur.

This study addresses a widespread problem confronting the mining industry: the deleterious effect of clay minerals in flotation. This problem is seemingly exacerbated by the presence of iron contamination from grinding media. The interaction of clay minerals and grinding media in copper and gold flotation was investigated in this study. A low-clay ore and a high-clay ore were obtained from Telfer to represent different contents of clay minerals, while stainless steel and mild steel grinding rods were used to produce different grinding chemistry, in particular, iron contamination. Flotation tests on an unsized and sized basis were conducted to reveal how clay minerals and grinding media affect copper and gold flotation. Iron contamination and the oxidation of copper minerals were quantified by ethylene diamine-tetra acetic acid (EDTA) extraction. It is interesting to find that both clay minerals and iron contamination depressed the flotation primarily in fine particles smaller than 33 ¦m, and clay minerals played a dominant role. Although flotation of coarser particles greater than 33 ¦m was less affected by clay minerals and iron contamination, coarser grinding to increase P80 was not an effective way to improve copper and gold flotation for the high-clay ore. This study suggests that to improve copper and gold flotation from clay ores, clay dispersion in conjunction with the minimisation of iron contamination may be required.CITATION:Wei, R, Peng, Y and Seaman, D, 2013. Since the discovery of silver at Cobalt, Ontario, in August, 1903, more than 100,000,000 oz. of silver have been produced by the mines in the Nipissing district, and there is reason to believe that at least as much more will be produced in the nex five years. The estimated value of the aggregate output o ore to the end of 1910 is $48,327,280. The ore yielded 93,977,833, oz. of silver and was mined at a net profit of abou $16,000,000. For 1910 the production was 30,558,825 oz., valued at $15,436,894, and yielding a profit of about $9,000.000. The details of the production of the Cobalt district for the years 1904 to 1909, inclusive, as reported by the Ontario Bureau of Mines, are given in Table I. The shipments from Cobalt are in the form of smelting-ore, concentrates from milling-ore, and bullion.
