Briefly, an open stope is one in which the ore is taken out and no filling is put in; the only support for the walls may be posts or pillars of ore. Such a method is limited to orebodies with strong walls and ore strong enough to stand unsupported over the back of the stope. Details vary and depend on the dip of the vein, mode of breaking ground, method of handling broken ore, and so forth. There are many technologies available today in terms of fire and life safety in road tunnels. So many in fact that it is becoming more and more difficult for clients and contractors alike to determine what they want and what they need. From a clientÆs perspective, fire and life safety is about protection to its infrastructure and to the public at large. Conversely, the contractor is looking to meet its æfit for purposeÆ or ædeem to complyÆ requirements in the most economic and practicable way. Practices regarding fire and life safety in road tunnels have undergone a degree of transformation during the last decade or more throughout the world. This transformation has largely been driven by a series of catastrophic accidents such as the major fires in Europe including the Mont Blanc Tunnel, Tauern Tunnel, Saint-Gothard Tunnel, and now most recently in the CityLink Tunnels in Melbourne. International guidelines produced by organisations such as the Permanent International Association of Road Congresses (PIARC), the European Union, the International Tunnelling Association (ITA) and the US National Fire Protection Authority (NFPA) now provide clients, owners and designers with the tools required to define and specify the required fire and life safety systems in road tunnels. The majority of these tools are based on risk assessment and risk management. Recent road tunnel projects within Australia, however, have not referred solely to such guidelines. Clients have opted to prescribe different or additional fire and life safety requirements within the projectÆs technical specification documentation (project requirements), leaving designers and contractors with little room to implement alternatives or substitutions. Further, these project requirements are largely dictated by practice established on previous road tunnel projects within Australia. This paper looks at the current international guidelines and practices and undertakes a comparison with the EastLink tunnels in Melbourne and other road tunnels within Australia and makes assessment on whether Australian methods are the most appropriate for clients and contractors alike. Focus is directed to the key elements of fire and life safety such as:traffic envelope, barrier arrangements and emergency walkway provisions;deluge systems;drainage systems;fire rating requirements;tunnel ventilation systems;cross passage provisions;fire safety assessment;critical intelligence systems including help phones, CCTV, incident detection, tunnel signage, etc; andexternal tunnel control systems.

"In this paper, the current status of respirable dust control in coal mine atmospheres is presented. The advancements in the engineering control of dust generation and entrainment, and of reducing the exposures are summarized. The results of the Health Surveillance Program are briefly reviewed. The results of research conducted in the Generic Mineral Technology Center for Respirable Dust are presented. The 1995 NIOSH criteria document on respirable coal mine dust is briefly reviewed. The fundamental scientific and engineering issues in need of research are discussed. A detailed bibliography is attached.IntroductionFor coal mines in the United States, the current permissible exposure limit (PEL) of 2mg/m3MRE-equivalent concentration (an 8-hour TWA concentration measured gravimetrically) was established by Public Law 91-173: the Federal Coal Mine Health and Safety of 1969 (the 1969 Coal Act). This standard is reduced when the respirable quartz content in the dust sample exceeds 5%; the reduced standard in mglm3 is obtained by dividing 10 by the percent quartz. The OSHA and ACGIB PEL for respirable coal mine dust is also 2 mg/m3 , and OSHA PEL for respirable quartz is 100 µg/m3 . The 1969 Coal Act also prescribed two activities in the Coal Mine Respirable Dust Sampling Program and the National Coal Workers' Health Surveillance Program n to control respirable dust in mines, and the coal worker's pneumoconiosis (CWP) among the coal miners.There are three principal methods by which personal exposures to respirable dust are controlled. The first is engineering control where the aim is to reduce the concentration in the mine atmosphere to or below the mandated level. The second is the provision of personal protective devices which allow the miner to work in dusty atmospheres without increasing personal exposure. The third is the use of administrative controls where the miner's exposure is controlled through work schedules and procedures to keep miner exposure at or under the mandated levels. The 1969 Coal Act specifically prohibits the use of respirators in lieu of environmental control. The compliance sampling program essentially does not give any credit to the use of administrative controls."

Steady state heat transfer and fluid flow rates are predicted for the counter-current contacting of gas and solid streams. For a .fixed pressure drop across the bed the convective heat transfer rate is affected by the gas flow rate, which in turn is affected by the temperature distribution in the system. Variations in bed voidage and in particle size were found to change the predicted temperature profiles quite markedly, in particular when the thermal capacities of the gas and solid streams were equal. IN Part I we examined the effect of step and pulse changes in the inlet gas temperature on transients in the flow of gases through fixed packed beds. Here we shall discuss heat flow and fluid flow interactions in the counter-current heat exchange between packed solids and a gas stream. Counter-current heat exchange in packed beds has been extensively studied. In his now classical paper, Furnas' assumed constant property values and developed a simple analytical. expression for the temperature profiles in the gas and in the solid stream. A highly sophisticated analysis of counterflow systems, allowing for transients and interparticle conduction was developed by Amundsen. In preparing a very readable review of this topic Elliott' also presented a number of elegant solutions, including the case involving heat generation. A great deal of work has been done on the application of these concepts to the modelling of the blast furnace. However, in all this previous work the mass flow of the gas was regarded as a quantity independent of the gas-solid heat exchange process. In the following we shall consider counter-current heat exchange between a gas stream and a packed bed of solids, under conditions where the pressure drop across the bed is specified, rather than the mass flow of the gas. FORMULATION Consider a packed bed, extending from y' = 0 to y' = L, in which moving solids and a moving gas are contacted in a counterflow arrangement. Let cold solids, with an initial temperature Tsi and mass flow GA, enter at y' = L, and hot gas with an initial temperature of Tgi and mass flow Gg enter at y' = 0. In contrast to the problems considered in Part I this system has a nontrivial steady state and we shall restrict our attention to the study of the pressure drop flow relationships and the resultant temperature distributions for steady state conditions. Under these conditions the formulation of the problem requires the statement of the following: 1) heat balance on the gas 2) heat balance on the solids 3) the mechanical energy balance equation and in addition the knowledge of the equation of state, and a functional relationship between viscosity and temperature and an expression for the heat transfer coefficient in terms of the other parameters. On neglecting temperature gradients within the solids and for a constant mass flow of the gas, the solution to this problem is well known.'" The expressions for the temperature profiles of the gas and solid streams may be put in the following form: where Tg and T, denote the dimensionless gas and solid temperatures respectively, y is a dimensionless distance, and R is the ratio of the thermal masses. A typical site containing varying topographical features (i.e., mountains, hillsides, valleys, and flat bottom land) representing the northern Appalachin region was chosen for the study. Typical subsidence monitoring techniques were employed. Frequent measurements were made as the face advanced.

MOST investigators are aware of the present unsatisfactory investigatorsstate of information concerning the fundamentals of crushing and grinding. Considerable scattered empirical data exist, which andare useful for predicting machine performance and give acceptable accuracy when the installations and materials compared are quite similar. However, there is no widely accepted unifying principle or theory that can explain satisfactorily the actual energy input necessary canexplain commercial installations, or can greatly extend the range of empirical comparisons. Two mutually contradictory theories have long existed in the literature, the Rittinger and Kick. They were derived from different viewpoints and logically lead to different results. The Rittinger theory is the older and more widely accepted.'TheRittinger In its first form, as stated by P. R. Ritted.'tinger, it postulates that the useful work done in crushing and grinding is directly proportional to the new surface area produced and hence inversely proportional to the product diameter. In its second form it has been amplified and enlarged to include the concept of surface energy; in this form it was precisely stated by A. M. Gaudin' as follows: "The efficiency of a comminution operation is the ratio of the surface energy produced to the kinetic energy expended." According to the theory in its second form, measurements of the surface areas of the feed and product and determinations of the surface energy per unit of new surface area produced give the useful work accomplished. Computations using the best values of surface energy obtainable indicate that perhaps 99 pct of the work input in crushing and grinding is wasted. However, no method of comminution has yet been devised which results in a reasonably high mechanical efficiency under this definition. Laboratory tests have been reported- hat support the theory in its first form by indicating that the new surface produced in different grinds is proportional to the work input. However, most of these tests employ an unnatural feed consisting either of screened particles of one sieve size or a scalped feed which has had the fines removed. In these cases the proportion of work done on the finer product particles is greatly increased and distorted beyond that to be expected with a normal feed containing the natural fines. Tests on pure crystallized quartz are likely to be misleading, since it does not follow the regular breakage pattern of most materials but is regularrelativelybreakage harder to grind patternat the finer sizes, as will be shown later. This theory appears to be indefensible mathematically, since work is the product of force multiplied by distance, and the distance factor (particle deformation before breakage) is ignored. The Kick theory4 is based primarily upon the stress-strain diagram of cubes under compression, or the deformation factor. It states that the work required is proportional to the reduction in volume of the particles concerned. Where F represents the diameter of the feed particles and P is the diameter of the product particles, the reduction ratio Rr is F/P, and according to Kick the work input required for reduction to different sizes is proportional to log Rr /log 2." The Kick theory is mathematically more tenable than the Rittinger when cubes under compression are considered, but it obviously fails to assign a sufficient proportion of the total work in reduction to the production of fine particles. According to the Rittinger theory as demonstrated by the theoretical breakage of cubes the new surface produced, and consequently the useful work input, is proportional to Rr-l.V f a given reduction takes place in two or more stages, the overall reduction ratio is the product of the Rr values for each stage, and the sum of the work accomplished in all stages is proportional to the sum of each Rr-1 value multiplied by the relative surface area before each reduction stage. It appears that neither the Rittinger theory, which is concerned only with surface, nor the Kick theory, which is concerned only with volume, can be completely correct. Crushing and grinding are concerned both with surface and volume; the absorption of evenly applied stresses is proportional to the volume concerned, but breakage starts with a crack tip, usually on the surface, and the concentration of stresses on the surface motivates the formation of the crack tips. The evaluation of grinding results in terms of surface tons per kw-hr, based upon screen analysis, involves an assumption of the surface area of the subsieve product, which may cause important errors. The evaluation in terms of kw-hr per net ton of —200 mesh produced often leads to erroneous results when grinds of appreciably different fineness are compared, since the amount of —200 mesh material produced varies with the size distribution characteristics of the feed. This paper is concerned primarily with the development, proof, and application of a new Third Theory, which should eliminate the objections to the two old theories and serve as a practical unifying principle for comminution in all size ranges. Both of the old theories have been remarkably barren of practical results when applied to actual crushing and grinding installations. The need for a new satisfactory theory is more acute than those not directly concerned with crushing and grinding calculations can realize. According to the 1966 Bureau of Mines Mineral Year Book only three states reported production of lignite in that year. These state: were North Dakota, Montana, and South Dakota; although it is known that there is production of lignite in Texas, California and, perhaps, Arkansas. In the year 1966 North Dakota produced 3,543,000 tons of lignite, Montana produced 328,000 tons of lignite, and South Dakota produced 10,000 tons of lignite. In view of the fact that North Dakota produces approximately 95 per cent of all the lignite reported in the United States, in discussing lignite mining, my remarks will be confined to lignite mining as conducted in North Dakota and will be confined to the production of lignite by stripping methods, as this is the predominate method used today. The first lignite mining in Worth Dakota, undoubtedly, was done by people settling in the western part of the state where wood was scarce and where lignite is exposed in the banks of creeks and ravines. The first production records were kept in 1884 and indicate that 35,000 tons of lignite were mined that year. The growth of the lignite industry has been very slow during the intervening period, but in 1966 production started to increase, and it is now indicated that production in the next few years may approach 6,000,000 tons per year. Ninety-seven per cent of the lignite produced in the lignite area of the Midwest is utilized in the generation of electric power, and it is anticipated that this use will predominate during the next two decades.

In 1953, Dr N Fisher of the Bureau of Mineral Resources, acting on behalf of the Society of Economic Geologists, which is considering the sponsoring of a uniform system of nomenclature for ore reserves, enquired from The Australasian Institute of Mining and Metallurgy whether it had ever considered this subject and particularly whether it had ever set up any standard definitions or specifications with regard to ore reserves.As this had not been done, but was thought to be desirable, the Council of The Institute appointed a Committee consisting of H H Dunkin, Associate Professor of Mining Engineering, University of Melbourne (Convenor); E A Rudd, Professor of Economic Geology, University of Adelaide; J D Campbell, Chief Geologist of Western Mining Corporation; and the writer, to consider the report on this subject.In December 1953, the Committee submitted its frrst report to the Council and this report (reproduced here as an Appendix) was widely circulated among member companies and engineers, with an invitation to comment on the proposals. A large number of replies was received and studied.After studying the replies the Committee issued a second report, in part as follows:From these replies we have learned that the suggestions made in the frrst report of the Committee are unacceptable to most of those interested, on one or all of the following grounds:a. number of categoriesb. defmition of categoriesc. nomenclature.It is also apparent that all alternatives suggested in the various replies would likewise be unacceptable to the majority of those replying.As a result, we have come to the conclusion that neither this Committee nor any other could at present and in the present state of opinion on the subject make recommendations regarding classification and nomenclature of ore reserves which would be acceptable to a sufficiently large proportion of members.It seems to us now that the objective of a widely applicable and acceptable system of classification and nomenclature, one that could be endorsed by The Institute and ultimately become standard practice in the industry, requires more than compromise between present conflicting views... it requires first a foundation of substantial agreement on the essential facts, implications and range of ore reserve estimation. This does not yet exist and it is evident that much additional analysis of present practice and opinion must be undertaken before any further systhesis is attempted.

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon's pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon's pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (15%) of Professor Gershon's pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

Three pits at the Getchell Mine contained water during a hiatus in mining activity (1968-1983). For this period, expected concentrations of As, C1, SO4 and TDS resulting solely 16om evaporative concentration were computed. Computed values are 1.6 to 2.3 times greater than those measured in local groundwaters. However, computed values fix As, SO4 and TDS are lower than measured values in the pit lakes. In some cases, the computed values are only 8% of the measured pit lake values, indicating a major control on water quality via water-rock interactions. In contrast, computed C1 values exceed measured pit lake concentrations.

This approach provides information in a form that business can measure performance in a repeatable and enterprise wide sense.   This paper provides an outline of the due diligence process applied in this way, drawing from lessons learnt and industry based experiences in the due diligence process and the benefits and tools that can  be applied in an environmental and social due diligence business performance assessment

The Pacific Northwest Laboratory (PNL) is developing cover technology for uranium mill tailings that will inhibit the diffusion of radon to the atmosphere. As part of this cover program, an improved radon flux measurement system has been developed. The radon measurement system is a recirculating, pressure-balanced, flow-through system that uses activated carbon at ambient temperatures to collect the radon. With the system, an area of 0.93 m2 is sampled for periods ranging from 1 to 12 h. The activated carbon is removed from the radon trap and the collected radon is determined by counting the 214Bi daughter product. Development of the system included studies to determine the efficiency of activated carbon, relative calibration measurements and field measurements made during 1980 at the inactive tailings pile in Grand Junction, Colorado. Results of these studies are presented.

Gouverneur Talc Co. had sought an effective means of depicting its mine at Balmat, N. Y. since it commenced operations in 1947. After considerable research the engineering department settled on the idea of a model made of plexiglas at a scale of 1 in. to 50 ft. The solid portion of this model represents the actual underground excavations. Talc is mined from two metamorphic tremolite-talc orebodies which are part of a complex fold system in this region. In the mine, stopes are laid out in panels and developed into openings 50 ft wide, 10 to 80 ft high, and perhaps 200 ft in length. Pillars usually approximate 30 ft in width. All present mining operations are contained within a block 2000 ft long, 1700 ft wide, and 1500 ft thick.

Osborne Mine commenced hydraulic filling of three stopes in April 1999. Two of these stopes experienced barricade failures in July 1999 and January 2000. As a result, a review of hydraulic filling was commissioned in April 2000. The design of a trial of revised specifications and practices is in the final stages, prior to the trial commencing in mid-2002.

"This paper discusses the benefits of industrial minerals, their sources of supply, price and marketing trends, and their increasing use as substitute materials and ""strategic"" minerals. IntroductionKaolin finds have yet to spark the kind of frenzy associated with the 1849 California gold rush; no dolomite deposit has ever gained the notoriety of the Comstock Lode; and few industrial minerals are counted among the currently fashionable list of "" strategic mineral s"". Nevertheless, the glamorous zhine associated with metals may be somewhat superficial; further digging provides perhaps the real foundation of modern society - industrial minerals.They are often tagged as common, everyday materials that are simply dug out of the ground, crushed and hauled to a local point of consumption. Although this description is accurate in the case of road aggregates, sand and gravel, and the like, there are many exceptions to this rule. The term industrial minerals is rather nebulous, covering as it does the mundane and esoteric, the chemically active and the refractory, the $2 and the $10m-a-ton product. All of these minerals influence every facet of modern life from fertilizers to fire retardants, ceramics to cars, construction to clothes, and toothpaste to tennis courts. Their usefulness is well illustrated by the variety of industries they serve; the main ones are listed in Table 1. It is now time to dismiss the notion of non-metallics as the ""third world"" of natural resources business after the metallic and energy products by dispelling some of the myths regarding abundance, variety and value of the group's sixty-plus products."

IN the history of geophysical exploration by the electromagnetic method many procedures and types of equipment have been used. Source arrangements for surveying on the ground have included long wires grounded at both ends, large loops laid on the ground, small horizontal loops, and vertical loops of moderate to small sizes. Receivers have ranged from simple direction-finding coils to combinations of coils and a bridge circuit to measure quantities related to both amplitude and phase of the received signal. Primary considerations in choosing a survey method are effectiveness, speed, and economy. In work on the ground in which locating and out- lining conducting bodies is the objective, methods using a vertical coil and a simple direction-finder have been found the most satisfactory. Mason1 and his associates applied such a method by setting up a vertical source loop, fed with low frequency alternating current by an engine-generator set. With a direction-finding receiver they surveyed lines along the ground in the plane of the loop, taking measurements at each station of the azimuth and inclination of the magnetic field direction. Deviations of this direction from the normal direction, that is, from horizontal and perpendicular to the traverse line, indicated a conducting body. Recent advances in design of light-weight generating equipment have encouraged using this and similar methods.

Although an aerial photograph is not a map, most of the information that is necessary for compiling a map is recorded in the photograph provided some form of radial-line method is used to determine the true position of images. The slotted-templet method, which is based on the well-established radial-line principle, has made it possible to construct accurate mosaic maps at a cost comparable with that formerly charged for the average mosaic. It makes possible the securing of these results with far less ground control, which is always expensive. It has expanded widely the possible use of aerial photographs for mapping. Although a vertical or oblique aerial photograph is not a map, most of the information that is necessary for compiling a map is recorded in the photograph. Some ground controls or data are needed, the number and accuracy to be governed by the mapping method to be used and the scale and final accuracy desired in the finished map. Radial-line Control It is essential that the principle of radial-line control in the use of vertical aerial photographs be understood and accepted before any confidence in the slotted-templet method can be gained. A simple sketch and some enlargements showing the Empire Stale Building will serve to illustrate the cause of displacement of an image that is above the datum plane as recorded in the photograph. The top of the tower of the Empire State Building is directly above the base, and when the image of the top is shown almost two blocks away from the center of the base, it is evident that the image of the top of the tower is not the true location, and in this particular case we know where the true location is; namely, over the center of the base of the tower. If the top of the tower were the top of a hill 1250 ft. high, we would have no way of knowing by inspection the true position of the top of the hill, so it is very important to have a method whereby the true location of any such point can be determined, and thereby make it possible to convert the detail of an aerial photograph into accurate information for mapmaking.

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

A number of innovative techniques exist for solving heap leaching problems in special situations. Some of these techniques have been successfully applied and others await an opportunity for application. Discussions in this paper will deal with gold heap leaching under severe thermal conditions, in tropical rainfall circumstances, in the absence of fresh water, and in other situations removed from the ordinary. CLIMATIC CONSIDERATIONS The success or failure of precious metal dissolution operations may be strongly dependent upon proper attention to the influence of climate. A few examples are given in the following paragraphs.
