The review by Professor J. C. Jaeger (Chapter 1) briefly summarizes and discusses a select group of papers by various workers dealing primarily with aspects of fracture in brittle rock materials. Professor Jaeger's treatment is primarily concerned with the correlation of phenomenological and theoretical failure criteria with empirical results from short duration tests at ambient temperatures and generally at low lithostatic and interstitial fluid pressures. As engineering rock mechanics becomes more concerned with new techniques of mineral exploration and production at increasingly greater depths in the crust, it is well to be aware of the effect of the environment -that of the superposed stress field upon the lithostatic and interstitial fluid pressure, the temperature and the duration of the loading upon the failure of rocks either by fracture or flow. All results to be discussed here are from laboratory tests on small homogeneous samples, thus caution should be used in the direct extrapolation of these results to large inhomogeneous rock masses having quite different boundary conditions in the earth. The purpose of this supplement is to briefly point out the major effects of these parameters as examined singly, with all others held constant, and to cite some recent results which apply to the main theme on the brittle failure of rocks. The total stress field imposed upon a small volume of porous and permeable rock in the earth's crust may be thought of as the sum of an applied differential stress, plus a lithostatic pressure, plus an interstitial fluid pressure. The differential stress portion may be completely specified by nine components, six shear and three normal. Oil production and activity in northern and central Pennsylvania was slightly less in 1939 than in the previous year, but owing to higher average prices 1939 was undoubtedly a better business year. The last quarter showed markedly increased activities throughout all of the Pennsylvania fields. Production, Stocks and Price Storage of Pennsylvania crude oil at pipe lines and refineries totaled 5,413,000 bbl. on Dec. 31, 1938, and declined during the year 1,124,000 bbl. to a total of 4,319,000 bbl. at the end of 1939. The stocks of crude at the end of the year represent the lowest point reached in Pennsylvania-grade crude storage in recent years. Stocks increased slightly during April, May and June, but decreased during all other months of 1939. The Bradford field production within the state of Pennsylvania averaged 35,340 bbl. per day throughout 1939, which represents a decrease of 1419 bbl. a day from the 1938 average. The production in central and southern Pennsylvania increased 1176 bbl. per day, averaging 12,159 bbl. throughout 1939. Table 1 includes annual production for the part of Bradford field situated within the state of Pennsylvania, for central and southern Pennsylvania, and for the entire state of Pennsylvania. A definite segregation of production between the Bradford field and central and southern Pennsylvania is slightly ambiguous because a portion of the oil from the newly discovered Music Mountain pool is included statistically in each area. In all probability the entire increase and some small addition to the production from southern Pennsylvania can be attributed to oil produced from the Music Mountain pool. Within the Bradford field, six price changes occurred throughout the year. At the beginning of 1939 the price of Bradford crude oil was $1.80 per barrel, whereas by the end of the year it had risen to $2.50. The weighted average price for Bradford crude during 1939 was $2.059 per barrel.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

"The removal of impurity arsenic from crude tin is one of the major problems in the process of tin refining. Through a thermodynamic analysis on vacuum refining process of crude tin, the vapor pressure of impurity arsenic under different temperatures can be obtained, which demonstrates that it is possible to separate tin and arsenic by the vacuum refining process. This paper attempts to verify the behaviors of impurity arsenic. The experiment result shows that through vacuum distillation, crude tin with 0.16% arsenic can be refined from crude tin with 0.96% arsenic, and about 50% impurity arsenic can be collected in the form of metallic arsenic.PrefaceThe crude tin obtained by the reduction process is insufficiently pure for most applications, even smelting from tin concentrate. Arsenic is a common impurity in crude tin and also one of the predominant elements to affect tin performance. Arsenic is a poisonous metal that has long been linked to an increased risk of cancers, diabetes, thickening of the skin, diseases of the liver and digestive complications, so there is a mandatory limit on the amount of arsenic (<0.015%) in tinfoil wrapper and tin layers for food packaging. Arsenic causes a poor appearance and plasticity, and increases viscosity. The impurities content of crude tin fluctuate over a wide range; a lot depends on composition of tin ore concentrate, treatment method and technological process before reduction smelting. And the content range of arsenic is usually 0.5~4%, but it is higher in some factories."

The handling and disposal of mine water is a much larger problem than is apparent at first glance. Many more tons of water are removed from underground coal mines in the United States each year than tons of coal. In the old anthracite region of Pennsylvania the average was around 32.7 t (36 st) of water for each ton of coal produced, while bituminous mines average about 4.5 or 5.4 t (5 or 6 st). Water encountered in the mines may come from several different sources. In mines with light cover and without a firm solid roof, rain may seep directly into the workings. This is also true of deeper mines where pillar falls have broken the roof to the surface. The top under creek beds is generally faulty and broken and water comes through the roof at this point. Deeper mines are frequently overlain by water-bearing strata and pillar breaks and faulty top can admit water, while places running to the dip often accumulate water which comes up through the bottom. In all cases, except where passing under a year-round stream, the amount of water made is usually pretty closely connected with the weather-more water during the rainy season, less in the dry, although the deeper a mine is, the longer it is before changes in rainfall are felt. Another source of water, not connected with seasonal changes, is old water, accumulated over a period of time in abandoned workings of the mine, or from flooded adjacent mines. Here the water filters through the coal, the parting, or comes up through cracks in the bottom. Similarly, core holes, drilled to prospect the property, can be a source of unexpected water and modern safety requirements for dust-allaying water at the working faces can turn a pleasant working area into a soggy mess over the weekend if the system is not properly maintained and operated. Why water must be disposed of is obvious. If allowed to accumulate, sooner or later the mine will fill up, or at least it will become "roofed" in low places, blocking ventilation and traffic. The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.

The Mississippi embayment east of the Mississippi River is part of a vast geologic and hydrologic province. The abundance of water available is largely responsible for the agricultural history of the area and is perhaps the key factor in the rapidly accelerating trend toward industrialization. The multiple artesian aquifer systems that underlie the region, and the alluvial aquifer along the Mississippi River are virtually undeveloped sources of fresh water in that they are yielding only a fraction of the water available. The potential yield of the 12 aquifer systems is estimated to be about 25,000 mgd (million gallons per day), of which only about 600 mgd is presently being withdrawn. The amount of water in storage in these systems is about 1,600 trillion gallons. Ground water having a dissolved-solids content of less than 500 parts per million is generally available at depths of less than 1,000 feet, and water having a dissolved-solids content of less than 1,000 parts per million is available in some places to depths of more than 3,000 feet. Iron is the most common troublesome chemical constituent in the ground water. Water in varying amounts is also available from streams within the region. The amount of water which originates within the region and which leaves it as streamflow during a year averages about 50 million acre-feet (about 45,000 mgd). An additional 375 million acre-feet (about 340,000 mgd) leaves the region as streamflow during an average year, this amount having originated outside of the region. Some streams have considerable flow during periods of no precipitation, and the water during these periods generally has a low dissolved-solids content.

The mineral garnet, while ordinarily considered a semiprecious gem stone or a second-grade industrial gem, has also proved itself in the field of industrial abrasives. Its use is well known as a sand-paper grain, and as a sandblasting sand its qualities are rapidly becoming recognized in more and more industries. Production of garnet as an abrasive is confined chiefly to two areas in the United States, North Creek, N. Y., where the Barton Mines Corp. operates, and Emerald Creek, Benewah County, Idaho, where the Garnet Mines, Inc., and the Idaho Garnet Abrasive Co. with mills at Fernwood, Idaho, operate. This paper is confined to a discussion of production and marketing of garnet sand by Idaho Garnet Abrasive Co.

A study was conducted to determine the feasibility of using dense-medium centrifugation for separating fine (-150 µm) coal. A centrifuge provides the capability of varying the rotational speed and retention time independently, which offers the potential for a higher degree of control as compared to a dense-medium cyclone. Tests were conducted with a 140-mm diameter by 76-mm long Plexiglas separator, which was fitted with appropriate feed and discharge pipes to allow continuous separations to be made. A suspension of ultrafine (-10 µm) magnetite and water was used as the dense medium. The effects of operating conditions, including the magnitude of the &apos;g"-force and retention time, on centrifuge performance were investigated.

This U.S. Bureau of Mines report summarizes Federal mandatory belt conveyor automatic fire suppression system installation requirements and inspection procedures, identifies system failure modes observed during in-mine investigations, and suggests system design and maintenance upgrades which, if implemented, would result in an improvement in overall system reliability. This report is a compilation of recommendations based on discussions with Mine Safety and Health Administration (MSHA) inspectors, review of manufacturer&apos;s literature, discussions with mine personnel, and research investigations of automatic fire suppression system performance in the laboratory and in mines. The Code of Federal Regulations (CFR) requirements for installation, inspection, and maintenance of fire suppression systems should be regarded as minimum standards.

In the manufacture of gun forgings and other steel parts that, in service, are subject to sudden high stresses and shocks, it is most desirable to use steel possessing the greatest toughness and ductility possible without sacrifice of strength. In order to obtain this condition, it is necessary to procure steel that shows the highest possible elongation and reduction of area without lowering the tensile strength and clastic limit. Proper heat treatment of the steel can control this condition within certain limits. When heat treatment has failed to produce the desired results, metallurgists have used steels containing molybdenum, zirconium, vanadium, chromium, tungston, etc. The purpose of this paper is to describe a method by which these desired physical properties may be procured—by the elimination of certain impurities that inherently exist in steel made by the open-hearth process, and without the use of expensive alloys. Design of Gun Forgings In the manufacture of gun forgings, a certain elastic limit is fixed by the designer, and the walls of the gun arc made of the proper thickness, allowing a suitable factor of safety for the high stresses and sudden shocks that occur during gun firing. The clastic strength of the gun is about 1.4 times the stress set up at any point along the bore of the gun during firing with the maximum powder charge. As the stresses set up in the walls of the gun during firing are mostly "tangential," all physical tests are taken in this direction. Due to the length of the forgings, these tangential test bars are always taken at right angles and transverse to the direction of flow of the metal in forging. Spent Pot Lining (SPL) is an unavoidable waste product of the electrolytic process in the smelting of aluminium. SPL is considered to be a hazardous waste in various countries because it contains significant quantities of absorbed fluoride along with traces of cyanide. The disposal of SPL has been primarily in landfill because of difficulties in the development of a successful techno-economic SPL treatment process. Increasing concern about SPL landfilling practices is resulting in regulations in some countries to ban this form of disposal. As a consequence stock piling of SPL is occurring in an increasing number of countries pending the development of a successful treatment process. In 1992 Portland Aluminium investigated a SPL treatment process based on pyrometallurgical technology and approached a company called Ausmelt in Dandenong, Victoria, Australia, to ascertain if their submerged lance technology furnace process would be suitable to treat SPL. This approach resulted in Portland Aluminium, Alcoa and Ausmelt personnel working together on trials during 1992 - 1994 in Ausmelt&apos;s demonstration furnace to produce a slag and off gases containing hydrogen and sodium fluoride. The trials also evaluated the effect of oxygen enrichment to increase the concentration of hydrogen fluoride and the ability to recycle sodium fluoride particulate produced as the furnace off gases cooled. Other separate developmental work by Portland Aluminium, using CSIRO, resulted in the production of aluminium fluoride from the offgases from the pyrometallurgical process. The results of these projects influenced Portland Aluminium and Alcoa to authorise up to $A26 400 000 in December 1995 to construct a Research and Development processing facility to treat SPL at Portland. The Portland Aluminium unique gas treatment process converts hydrogen fluoride in the furnace offgases to aluminium fluoride in a multistage fluidised bed reactor, designed by Portland Aluminium. The aluminium fluoride produced in the reactor has been trialed successfully in Alcoa&apos;s aluminium smelting process as a replacement for imported aluminium fluoride. The installation in mid-2001 of a slag granulation system has enabled the production of a granulated vitreous slag having leachability qualities that conform to Victorian EPA criteria for the unrestricted use of the granulated vitreous slag from &apos;The Alcoa Portland SPL Process&apos;. The unrestricted use of the granulated slag successfully completes &apos;The Alcoa Portland SPL Process&apos; which treats the hazardous waste material SPL and converts it into non hazardous useful products.

The manpower and time involved in primary blasthole stemming at Kennecott Copper Corp.&apos;s Bingham Canyon mine have been reduced considerable through the use of a mobile stemming machine invented y three mine employees. The patented machine, developed 2% years ago at an estimated cost of $5000 for two units, is the brainchild of Thomas R. Carlson, mine plant superintendent; Alvin J. McIntosh, drilling and blasting engineer; and Jay K. Buehler, field repair general foreman. According to McIntosh, the machine has been well received by the mine employees, who have been relieved of the tedious task of hand shoveling drill cuttings into the blastholes. It is estimated that the stemming machine has saved the mine approximately $25,000 per year in overtime and regular labor costs.

This Bureau of Mines report deals with water infusion of coalbeds, which can control methane emission at face areas during developmental mining and which may sometimes suppress dust. Studies show that water infused into the coalbed flows through the fracture system and displaces the methane in the fractures and prevents migration from the solid coal. Displaced gas migrates away from the face area that has been water infused and enters the return ventilation airways. A gradual decrease in methane emission is observed from the start of infusion until the infused zone is mined through. Depending on the permeability of the coalbed, infusion pressures ranged from 300 to 2,200 lb/in2. Face emissions in the Upper Kittanning coalbed were reduced by 89 pct; reductions of 38 to 79 pct were measured in the Pittsburgh coalbed depending on the relationship between the face cleat direction and mining direction. Respirable dust levels were reduced by about 75 pct on a longwall section in the Pocahontas No. 3 coalbed and by about 50 pct on a development section in the Upper Kittanning coalbed, but no statistically reliable reduction was found in the respirable dust levels in the Pittsburgh coalbed.

To start my talk, I thought it might be helpful for us to define the term "aggregate", so I went to the dictionary. Webster has several listings under "aggregate", and I found the following: "1. A mass or body of units or parts somewhat loosely associated with one another." Well, I didn&apos;t like that term "loosely" so I read on. "2. Crystals of one or more kinds of mineral or rock fragments." That sounded better, but I still read on. "3. Any of several hard inert materials used for mixing with a cementing material to form concrete or mortar." That sounded even better, but it should be a little broader. So I would like to define "aggregates" for you as follows: "Hard, inert fragments of rock or minerals used alone or with cementing agents to form products essential to nearly all types of construction." Usually aggregates are sand, gravel, or crushed stone, but other minerals such as clay or shale can be heated and become aggregates. What are some of the construction uses? Well, we&apos;ve already mentioned concrete, as used in streets and highways, sidewalks and parking lots, airports and all kinds of building construction, not to mention bridges and swimming pools, and docks and breakwaters, just to list some of the uses. Our way of life couldn&apos;t exist without concrete. And you can&apos;t have concrete without aggregates,

The solubility of carbon in Ni-Cu alloys was determined at 1000°C. The factors which limit solid solubility are discussed with particular reference to the influence of electronic factors. The results indicate the extent of solid solubility is a function of the density of states at the Fermi surface. THE solid solubility of an interstitial element is primarily limited according to Seybolt and Fullman1 and Speiser and Spretnak2 by (a) the strain energy produced when the solute atom takes its interstitial position, and (b) the partial molal free energies of the solid solution and the coexisting phases. In several binary systems of a transition and a noble metal, where there are no abrupt changes in strain energy or free energies of coexisting phases, the solid solubility of an interstitial third element drops abruptly to a negligible value at a composition corresponding to a complete filling of the "d-band." Such a decrease occurs in the case of hydrogen in the Pd-Ag system at 60 pct Ag.3,4 The solubility of carbon in Ni-Cu alloys seems to vary in a similar manner as indicated by the embrittling effect of carbon on these alloys. These al- loys are embrittled by slow cooling due to the precipitation of graphite. This embrittlement can be removed by heat treatment if the carbon content is less than the solid solubility limit at the heat-treating temperature. If the carbon content of the alloy exceeds the solid solubility at the heat-treating given temperxture, the embrittlement cannot be eliminated by solution heat treatment.&apos; Since pure nickel has a carbon solubility of 0.25 wt pct6 at 1000°C, embrittlement is easily removed from commercial nickel and nickel-rich alloys, which may contain of the order of 0.10 wt pct C. Embrittlement due to carbon cannot be removed from Ni-Cu alloys containing 70 to 80 wt pct Cu by annealing unless: the carbon content is of the order of 0.04 wt pct CL or less."&apos; Thus, it appears that the
