The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. The mine planning and operational aspects of applying Continuous Surface Miner (CSM) technology to Australian coal strip and open cut mines is investigated for both existing and planned deposits. CSM produc- tivity as a function of geomechanical properties, formation thickness, mechanical availability and in-pit physical constraints, are considered. Productivity and operational costs are derived from current production machines and from first principles.

The production of radioactive and reactive metals, such as plutonium, uses various pyrometallurgical techniques that generate significant quantities of waste salts contaminated with hazardous, reactive or radioactive materials. Health concerns, environmental regulations and economic considerations require proper mitigation processes to recover the valuable components and for recycling or unrestricted release of these salts. The Oxygen Sparging Process converts soluble metal halides, such as chromium-, plutonium-, cerium chlorides, into insoluble oxides and/or oxychlorides which can be consolidated and separated for long-term storage or further processing. The matrix salt phase, viz. calcium and/or alkali chlorides, are clean after oxygen sparging and fit for recycling. This method has been described and its optimized parameters discussed to show that RCRA regulated elements, such as, chromium, lead, cadmium, etc. report to the consolidated phase making the salt recyclable. Salt Scrub Reduction Process for the recovery of radioactive and RCRA metals from the waste salts has been developed. The process uses a Ca-Ga intermetallic alloy which recovers over 98 percent of the reactive metals. The matrix salt phase in this process, viz. calcium or alkali metal chlorides, are clean after salt scrub reduction.

Site-specific blast vibration prediction can be more accurate than using a universal prediction equation. Vibrations from 37 blasts were monitored using three seismographs. Data analysis showed that square root, cube root, and site-specific scaling predicted ground motion with equal reliability. Imprecise prediction is caused by geologic and blast variability, particularly, inaccurate delay times. Vibrations at some mines were consistently lower or higher than vibrations predicted from US Bureau of Mines (USBM) equations. Vibration restrictions based on USBM studies could then be too conservative or too lenient. Predominant vibration frequencies were generally less than 50 Hz, but several blasts had significant energy up to 125 Hz. In some cases, energy was concentrated at frequencies corresponding to delay intervals.

The Lenox Avenue Reconstruction Project involved the excavation and replacement of 750 m (2,500 ft) of deteriorated subway invert concrete, 5 to 7 m (15 to20 ft) below water table in very permeable ground. The Replacement work was done over an 8 month period, while maintaining track service through this subway section. The project was dewatered with a single 125 l/s (2,000 gpm) wellpoint system,750 m (2,500 ft) in length, which was installed from inside the active tunnel structure and configured to coexist in the subway tunnel with operating trains as well as the construction activities. A thin diaphragm jet grout wall was utilized on one end of the site to cut off the flow of water across a difficult geological interface that was situated immediately below the tunnel invert. The thin diaphragm jet grout wall permitted the large 116th Street Station area to be dewatered completely with well points from outside of the excavation.

The annual rainfall at Minera Yanacocha's gold mining operations in northern Peru averages 1.2 meters. The influx of water into the operations is higher than losses to evaporation and by ore absorption which results in a positive water balance. To minimize water intake and maintain a balance, some special operating procedures are required, and a system involving diversion ditches, storm ponds, heap skirting and detoxification and treatment of excess water is practiced. An operation background is also reviewed at the beginning of the paper.

La largeur de la table de forage peut être modifiée selon les besoins du client entre 48" et 96". Cette particularité permet une meilleure stabilité, et plus de précision dans le forage (2). Il y a 4 pattes hydrauliques à chaque coin pour la stabilisation lors de forage (3). La table de forage a 360° d?angle de forage sur 3 côtés du transporteur. La table peut sortir de chaque côté du transporteur de 40 ½" à partir du centre du transporteur pour faciliter la mise en place de la foreuse dans les endroits difficiles d?accès. La plage de forage est considérablement agrandie. Cette caractéristique qui fonctionne hydraulique, permet à l?opérateur de forer sans être obligé de changer la position du transporteur pour des changements de trous. Tous les types de foreuse peuvent être installés sur cette table de forage (4). Sa petite dimension lui permet d?accéder, par des monteries de 30" de diamètre, à des sites de travail de 2,5 mètres de hauteur et largeur. C?est un équipement adapté aux gisements filoniens. Ce genre de gisement est de moins en moins rentable pour les compagnies minières. La mécanisation des ces gisements va permettre de les rentabilisés en augmentant la productivité et la santé du travailleur, en réduisant la dilution (5). Les manettes de contrôle de la foreuse, les mouvements de la table de forage ainsi que le déplacement du transporteur ont été installés selon les recommandations d?un ergonome. Des recherches ont été effectuées par ce spécialiste sur les cas d?accident survenus avec l?utilisation de ce genre d?équipement. Il a déterminé les positions le plus confortable que l?opérateur doit prendre pour éviter les douleurs prolongées (6). Le système de roulement est composé de 4 roues pleines installées sur 4 planétaires de 9000 à 15000 livres de capacité munis chacun d?un moteur hydraulique. Des freins ont été installés sur les planétaires pour assurer la sécurité de l?opérateur et faciliter le positionnement du transporteur lors du forage. Des roues rétractables peuvent être installées pour faciliter l?accès sur rail (7). Ce transporteur peut être alimenté par une puissance électrique plutôt que par une puissance pneumatique. Cette puissance électrique est fournie par un Power Pack qui transforme l?énergie en puissance hydraulique. Ce type d?alimentation est employé lors du forage de développement, mais il peut aussi être utilisé pour le forage long trou. Cet avantage permet au client qui a un problème de pression d?air d?utiliser l?électricité. Par contre si vous utilisez l?électricité mais que dans un secteur isolé le gros courant électrique n?est pas accessible vous pouvez utiliser votre équipement en utilisant la puissance pneumatique. Le changement d?alimentation énergétique se fait facilement (8). Cet équipement est construit pour effectuer 4 types d?activités : forage de développement de niveau et sousniveau avec l?installation d?un bras porteur, forage et pose de câbles d?encrage pour soutènement de terrain, forage de production long trou et forage de monterie ascendante et descendante. L?avantage est que vous investissez dans un seul équipement au lieu de 2 ou 3. Cet avantage vous fait économiser dans votre budget d?équipement. En plus cet équipement est construit pour de dure travaux et ne contient aucun système électronique (9).

Heaving in roads built on the Mancos Shale is a serious problem in east-central Utah. Heaves are expressed as local bumps, general rises and severe cracking of the pavement. The heaves usually occur in shale road cuts and generally show a seasonal cycle, which reaches a maximum development in the winter. The presence of certain salts, absorption of moisture and physical properties of the subgrade materials were considered, in Utah, to be the main factors in the heaving mechanism. Work done on similar problems elsewhere and studies conducted by the author indicate that the latter two factors are the most important. Results of this investigation indicate that heaving areas are associated with slaking shale or expansive clays, with and without salts present. Laboratory studies show that the initial moisture content of remolded samples and the desiccation history of un- disturbed samples have a major effect on swelling. Swell tests on compacted samples at various temperatures indicate that water has more influence on swell than temperature, except for samples containing sodium sulphate, which swelled with decreasing temperature. Chloride salts inhibited swelling. Tests on shale cores indicate that the stability of slaking shale can be preserved by maintaining its original moisture content. It is concluded that shales and expansive clays, when exposed in road cuts, become desiccated and are subject to expansion when moisture is subsequently available. The seasonal cycle of heaving may possibly be explained by the annual moisture excess and deficiency. To minimize the problem, freshly exposed shale should be kept wet, and the thickness of the subbase and base courses should be increased. The Utah State Department of Highways has been plagued for many years with a distressed condition that develops in roads constructed on the Mancos Shale. "When certain gold ores containing pyrite, graphite, humates and fumates or other organic compounds which are possibly adsorbed on clay minerals are treated with aqueous solution of alkali metal cyanide, the aurocyanide complex which forms is adsorbed by these ""pregrobbing"" species in the ore. Dissolution of gold proceeds until chemical equilibrium is attained between the cyanide complex adsorbed by the ore and in solution.Sodium lauryl sulfate (SLS) may be used to decrease the adsorptive activity of the prerobbing species in the ore. It has successfully improved recovery at Holt-McDermott Mine and is highly biodegradable.INTRODUCTION Precious metal-bearing ores containing preg-robbing species are poorly amenable to standard cyanidation techniques. The ""preg-robbing"" impurities with which they are associated tend to adsorb the gold cyanide complexes and carry them through the circuit to the tailings. Also, gold may be associated with these impurities in the ore and not be leached by the cyanide complexing agents used in conventional cyanidation techniques.Methods for dealing with the problem of preg-robbinq impurities in gold ores are:Carbon-in-Leach (CIL), in which granular activated carbon is added to compete with preg-robbing species for the gold cyanide complexes. This process can improve gold recovery in mildly preg-robbing ores especially when fine carbons with very high activities are used. However, with severely graphitic ore, the carbon associated with the rock may outperform the granular activated charcoal.Chemical Oxidation, in which the ore is subjected to preliminary chemical oxidation techniques to oxidize carbonaceous materials using such diverse reagents including ozone, sodium hypochlorite, calcium hypochlorite, chlorine gas, permanganates, perchlorates, chlorates and oxygen prior to subjecting the oxidized ore to standard cyanidation treatment to extract gold. This is generally a costly method and will not prove economical on a low-grade ore."

The Coal Research Bureau of the School of Mines at West Virginia University, using an experimental flotation cell designated an airlift-cyclone was able to obtain a clean coal product containing 7.64% ash with 94% yield and 97% coal recovery. This favorable performance was obtained with the experimental flotation cell operating as a simulated three-stage unit on slurry taken from the fine coal circuit of a coal preparation plant. This experimental device, consisting of a sheet metal cyclone-like unit mounted on a U-shaped uplift pipe, uses a combined flotation and cyclone action to beneficiate the minus 14 mesh partially cleaned feed product. In addition to providing comparable analytical results, the airlift-cyclone possesses other attractive features among them being a low capital expenditure, utilization of moderate plant floor space, efficient operation on high density feed slurry, and absence of moving parts. The primary shortcoming of the experimental cell is its limited capacity. The Coal Research Bureau presently has under construction a larger unit which, it is hoped, will provide the capacity and quality to establish the airlift-cyclone as a commercially feasible unit. Froth flotation of fine coal is a practice which has only recently gained wide acceptance in this country. Various explanations can be put forth for this delayed acceptance of a very selective and efficient system of coal preparation. Among these reasons would be the advent of continuous mining machines resulting in the increased production of coal fines, the change in market patterns from domestic and rail consumers who did not want fines to a predominantly utility market which normally consumes fines, and also the imposition of legal restrictions in regard to stream pollution. However, the major detriment is probably the high cost involved both in installation and operation of the flo- tation unit and auxiliary systems. These facts assume greater emphasis when considering that froth flotation installations normally process a low quality feed product. A recent estimate' of installation costs including dryers, filters, and other auxiliary equipment for a flotation system was $5000 to $7000 per ton of capacity while the operating costs, exclusive of auxiliary equipment, were estimated at 10 to 306 per ton of feed. The Coal Research Bureau of the School of Mines at West Virginia University is currently developing a simplified froth flotation cell, designated an airlift-cyclone, which may provide considerable savings in capital and operating costs without sacrificing product quality or recovery. This experimental cell consists of three primary components: 1) a vertically mounted U-shaped pipe; 2) an air injector device; and 3) an integrally mounted cyclone-like unit (Fig. 1). A feed slurry is introduced at the top of one leg of the U-pipe while compressed air is injected near the base of the other leg. The air serves both to aerate the pulp and to cause it to flow upward into the base of the cyclone unit where the floated clean coal is separated from the reject material and unfloated coal which remains in slurry. The Coal Research Bureau's experimental airlift-cyclone is somewhat similar in principle to a flotation device developed by Russian engineers in the late 1950's. In tests upon a two-stage pilot-size device, the Russians obtained very favorable cleaning efficiencies.' However, later experience with production models demonstrated that rated capacities and acceptable product quality could not always be maintained.3 Because of these limitations, Russian engineers subsequently recommended that conventional, mechanical cells be used when cleaning difficult to float slurries. Engineers at the Coal Research Bureau felt that such a device utilizing the combined actions of a cyclone and a froth flotation machine offered numerous attractive features and merited investigation. Accordingly, a small capacity experimental airlift-cyclone was designed and, with the permission of the Christopher Coal Company Div. of Consolidation Coal Co., installed in Christopher's Humphrey preparation plant near Morgantown, West Virginia.

The paper describes a new method of grouting bolts developed at the Central Mining Research Station at Dhanbad in India. This method makes use of wire-mesh sleeve instead of the expensive metal tube to insert the cement mortar into the drill hole. The field trials confirmed that the method is cheap and an effective system of support.

A plasticity theory for anisotropic geologic media has been applied to the problem of quasi-static wedge penetration of rock under confining pressure. Numerical evaluation of the governing system of stress equations in the transversely isotropic and orthotropic cases using representative material properties shows that the consequences of initial anisotropy for the penetration process are by no means trivial. In the transversely isotropic case, a threefold increase in the vertical force required for penetration to a unit depth occurs as the inclination of the axes of anisotropy are rotated through 90° with respect to the penetration path. The horizontal force required varies from zero to a maximum at approximately 60° then back to zero as the axes of anisotropy are rotated. The maximum is of the order of magnitude of the force required in the isotropic case. Similar results are observed in the orthotropic case. Practical aspects of the post-elastic phenomena associated with anisotropic rock indentation within the context of drilling problems include: bit yaw, hole deviation and bending stresses in the drill rod, all of which vary with strata dip but which can be quantitatively evaluated given the bit geometry, interface friction and rock properties. In a broader context, the analysis reveals the necessity for well conceived experimental work and sound theoretical research concerning post-elastic behavior of geologic media as a function of confining pressure, the effects of induced anisotropy, and the variation of strength parameters with loading path changes in the post-elastic range.

This report is a compilation of results of preliminary tests on scheelite (tungsten) ores and tailings. These investigations were made to assist in establishing satisfactory treatment methods for small-scale concentrator operations, or to indicate a. method for conserving previously lost mineral values in old tailings, if possible. A discussion of test procedures is included, as it was felt that this would add to understanding the results reported under the several projects. The treatment of scheelite ores has become more or less standardized. Important differences occur in textures of ores from various mining districts. However, and this must be considered when planning ore-dressing operations. In most of the present investigations, only a limited amount of work was done, usually just enough to answer a specific question in regard to a particular ore or concerning local conditions. Two methods of treatment included gravity concentration, magnetic separation, and flotation.

I only mention the latter difficulties in passing because no reply has been received to our urgent appeal for money. As much as I detest appearing to plead for more attention than you feel called upon to pay to our forgotten mission, I can assure you that it would be in the best interest of the company for you to do so. The fact is, we have been able to outmaneuver the competition and have succeeded in securing pesquizas on some of the most promising cassiterite gravels. We have not been able, up to now, to do much bulk sampling (for lack of funds) but our preliminary panning shows great promise as you can see from the enclosed assay sheets.

ALL crude oils become more viscous when chilled, but the only oils that congeal and precipitate paraffin to such an extent as actually to cause production troubles are those that contain an appreciable amount of wax. In handling these oils of high wax content, three distinct problems may be encountered before the oil reaches the refinery. The first problem is the precipitation and accumulation of paraffin in the well, either in the oil string or on the face and in the pores of the sand. The second problem is the accumulation of paraffin and the congealing of oil in the transportation lines. The third problem is the precipitation of paraffin and the formation of tank bottoms.

Three of the most challenging problems in phosphate beneficiation are discussed: flotation efficiency, resource conservation and environmental impact. Some new flotation machines offer the opportunity of reducing power and reagent consumption significantly, while increasing specific capacity many fold. Efficiency might also be improved dramatically by replacing the "double float" process with a single-collector scheme. Model based software control is a powerful tool for improving overall plant efficiency. Recovery of phosphate values from the phosphatic clays could extend phosphorus reserve life significantly. phosphate recovery from the slimes might be achieved by sizing-flotation, selective flocculation and bioleaching. Reducing the volume of phosphatic clays produced is another key stop to minimizing phoephate logs. Such a reduction may be realized by floating at finer cut size. Although an ideal' dolomite separation process is yet to be developed, a cationic flotation process may prove to 'be economically feasible. Loss of phosphate in the desliming stage is the major problem with most of the flotation schemes for removing dolomite.

Introduction A preliminary paper dealing with the subject of ore-shoots was presented to this Society at its Annual Meeting last year (1). The present paper records the attempts which have been made during the interval to further this study. In reporting this work, I wish to state that I do not consider the investigation complete; many more experiments will have to be carried out, and more field data will have to be recorded, before the geologist can say with confidence an ore-shoot should start at this point and pitch in that direction. The aim of these experiments is to find some criteria which will serve the mining engineer and mining geologist concerned with ore-shoots in hydrothermal veins.

The cloud transform simulation is a technique used to generate realisations of correlated attributes. The principle of this technique is to partition the scatter diagram between the input attributes into several interval classes and derive for each class a cumulative distribution function (CDF) using only the data pairs of the scatter diagram in that class. The simulation then proceeds like a traditional Monte Carlo simulation but using the derived CDF in each class.The cloud transform simulation has the advantage of being a simple and fast technique that is able to reproduce the uncertainty in the relationship between the two input attributes regardless of whether the relationship is linear or not. However, the technique has three major drawbacks. First, the number of classes has an impact on final simulated results and there is not a robust approach to define such number. Second, simulated results exhibit some saw tooth variations that are unrealistic and third the reproduction of the spatial continuity of the simulated attribute is not guaranteed.This paper presents the use of the quantile regression approach in order to overcome the first two disadvantages of the cloud transform simulation. Details of the technique and how it can be coupled with the cloud transform simulation are presented along with a real case study.
