Use of load and resistance factor design (LRFD) of foundations is growing, from offshore applications to bridge applications and beyond. The development of load and resistance factors for design has traditionally relied on calibration to traditional factors of safety. This technique, however, offers little insight into the challenges of pile design. This paper discusses an approach to LRFD factor development that seeks to isolate the various sources of design uncertainty. Using this approach, reliability analysis is used to develop resistance factors for the design of driven pipe piles in sand. These findings shed light on many aspects of the ongoing discussion of how LRFD can be successfully applied to pile design.

The Toguraci low sulfidation epithermal gold vein deposits are located 2 km WSW from the Gosowong mine and form part of the Gosowong Goldfield. The goldfield lies within a Neogene magmatic arc on Halmahera Island, North Maluku Province, East Indonesia. The terrain is moderate to steep, rainforested, and poorly outcropping. Exploration and mining operations are being carried out within the PT Nusa Halmahera Minerals Contract of Work (exploration tenement) jointly owned by Newcrest Mining Ltd (82.5 per cent, operator) and PT Aneka Tambang Tbk. (17.5 per cent). First pass exploration of the Gosowong area began late 1992 resulting in the discovery of weakly developed porphyry copper mineralisation (named Bora) at Toguraci in 1993. Early in the evaluation of this porphyry an overprinting epithermal Au/Ag mineralisation event was recognised, however exploration focus remained on the Bora porphyry deposit for some time. The discovery of the nearby Gosowong epithermal gold deposit and the exploration of other prospects in the area further diverted attention and funds from Toguraci. It was not until year 2000 that Toguraci was seriously reevaluated as part of a detailed appraisal of the epithermal gold potential within a 5 km radius of the Gosowong gold mine. A fly-camp based drilling campaign using man-portable rigs was undertaken between August 2000 and March 2002. All exploration at Toguraci was then stopped pending government approvals to mine. These were finally issued in May 2003 and immediately drilling restarted and pre-mine approvals (eg the environmental impact study) were sought and granted. The first Toguraci gold bar was poured in February 2004. Exploration at Toguraci and elsewhere in the Gosowong Goldfield continues today.

In conforniity with the design of the oficials of the United States Steel Corporation for the standardization of the methods employed in the sampling and analysis of all materials encountered in their various lines of manufacture, the Chemists' Committee presents this compilatioti of standard methods for the sampling and subsequent analysis of molten pig-iron. In selecting the methods, the Committee employed the same line of procedure as in former cases, viz., the careful consideration of all the methods employed in each laboratory of the Corporation, evolving therefrom the several methods herein described, the immediate adoption of which is desired. The services of Messrs. W. B. N. Hawk, William Brady, and C. H. Rich, a sub-committee appointed for the preparation of the present paper, are gratefully acknowledged. II. Introduction. A quite obvious cause of nonconformity of results of comparative analyses in the various laboratories of the Corporation has been an apparent lack of uniformity of method in the sampling and analysis of molten iron. Despite nearly a half-century of continuous production, the low-grade iron ore (taconite) deposits of North America remain economically competitive sources of raw materials for the domestic steel industry. The continued viability of these mature integrated mining-concentrationagglomeration complexes requires highly efficient utilisation of assets, especially the mineral resource. At Cleveland-CliffsÆ five North American managed operations, enhanced ore characterisation techniques are playing a critical role in their continued success. Due to the low-grade nature and complex mineralogical composition of these deposits, ore characterisation cannot solely rely on assay grades. Historically, taconite ore characterisation has augmented assay grades with bench-scale concentration tests to quantify recoverable mineral. The economic necessity for improvements in mill efficiencies and final product quality has mandated significantly greater knowledge of ore-related impacts. Cliffs Technology Center has met this challenge by developing a variety of novel iron ore characterisation techniques. The applications developed include both in situ and laboratory procedures, plus unconventional data integration methods uniquely suited for these deposits. This paper details the evolution of these novel ore characterisation techniques and their application to each phase of the operation: mining-concentrating-and pelletising. The improved ore characterisation techniques have contributed to successes at individual Cleveland-Cliffs managed operations including mineral recoveries exceeding 95 per cent and productivity increases exceeding ten per cent while consistently achieving customer product quality objectives.

Systematic exploitation in the Pittsburg coal-seam on a large scale is simple where the boundaries of the property do not interfere by forcing drainage-, ventilation-, and transport-lines of entries to be run to particular confined fronts. A prime condition governing development is the natural direction of the seam's perpendicular cleavage-planes, giving long lines of smooth faces near together and parallel, bearing about 65' to the left of the meridian and therefore crossing the basins. The gradients of dip into the basins change from 10 per cent. at the east rim to practical flatness northwestward across the great coal-fields, a hundred miles wide; the dip being halved in rate at each successive crossing-over of an anticlinal crest. Elevations above sea-level on this transverse section, in scope of present development, differ by 1,000 ft. between low trough and high outcrop. Local irregularities of dip are found, but the main feature to be recognized is the pitch of the basins—the general rise northeastward at 20 ft. per mile, from 100 ft. below sea-level at the low point near the SW. corner of Pennsylvania to 1,500 ft. and more above tide, and the appearance then, at the surface, of the lower coal-seams carried in the next deeper-lying thousand feet of rock-measures; below which series come the oil- and gas-sands of Oliphant's charted column of strata, reaching down altogether 3,000 ft. below the Pittsburg coal-seam. Because of the general regularity of occurrence of the coal-seam, the mine-map depicting the courses of economic operation to be undertaken and the steps in controlled exhaustion, need be but a projection of two dimensions on the horizontal plane of space, and this for the most part composed of natural, almost unbroken lines, on the face and on the end of the coal, co-ordinating rectangularly.

THE work of Klier and Lyman1 on the bainite reaction has led to the full description of this reaction for medium-carbon low-alloy steels. Certain experimental data reported by Klier and Lyman appear, however, to be improbable of obtaining in very high-carbon steels. The study herein reported consists of an analysis of the transformation characteristics of a 3 per cent chromium, 1 per cent carbon steel by means of X-ray and metallographic methods. From the results obtained it is concluded that the bainite reaction in this steel is more complicated than that reported by Klier and Lyman for the low-carbon low-alloy steels. However, the mechanism of bainite formation in this steel appears to be essentially the same as proposed for the low-carbon low-alloy steels with the modification that the first volumes to transform are carbon-rich rather than carbon-poor. EXPERIMENTAL PROCEDURE The analysis of the steel studied was: Cr, 2.89; C, 1.02; Mn, 0.33; Si, 0.35; S, 0.012; P, 0.020. The stock was received from the Carpenter Steel Co. in rolled bars. Specimen Preparation Specimens were austenitized at 1200°C. (2192°F.) for 25 min. in purified nitrogen. The resultant A.S.T.M. austenite grain size was 0-1. Isothermal transformation was allowed by quenching the specimens into liquid metal baths controlled to ±5°C. at 540°C. (1004°°F.) and above, and to ±2°C. at 490°C. (914°°F.) and below. Following the desired degree of transformation all specimens were water quenched. Metallographic Examination Specimens 1/4 in. round by 1/4 in. were used for metallographic examination. Etchants used were Vilella's reagent (1 gram picric acid, 10 ml. hydrochloric acid to make l00 ml. ethyl alcohol solution) and alkaline sodium picrate (electrolytic). Vilella's reagent was effective in revealing all microconstituents, while the alkaline sodium picrate developed the carbon-rich structures or carbides only. X-ray Examination Two X-ray techniques were used-the Debye-Scherrer method and a back-reflection method. The small specimens necessary for the Debye-Scherrer method were austenitized and then allowed to transform, or were cut from the larger metallographic specimens. The metallographic specimens were used for the back-reflection X-ray analysis. When it was desirable to determine the structure of the carbide present, sliver specimens were electrolytically etched to develop a carbide coating, then were exposed in the cameras. This technique was frequently necessary to allow positive identification of the carbide.

In a previous paper,' The Behavior of Calcium Sulphate at Elevated Temperatures with Some Fluxes, we published the results of our investigation into the behavior of calcium sulphate in air; that is, under oxidizing conditions. The results as a whole hold good for a neutral atmosphere, or one which has no chemical effect upon calcium sulphate. The present paper deals with the behavior of calcium sulphate under reducing conditions, the reducing-agents employed being carbon monoxide and carbon, and the changes the calcium sulphide formed undergoes when it is subjected to an oxidizing-roast. Technical literature deals very sparingly with the subject. The information furnished by the recent leading chemical manuals is general. Thus Dammer,2 Missan,3 and Abegg4 quote Berthier as having reduced, in 1823, calcium sulphate with carbon, and Stammer as having done the same in 1851

Shortly after the outbreak of war in September, 1939, it became apparent that considerable quantities of certain metals and alloys which at that time were not being produced in Australia would be required in increasing amounts for the prosecution of the war effort.Australian industry had relied on overseas sources of supply for the relatively small quantities of many special metals which were needed under peacetime conditions. As the war progressed so great became the demand for mooy of these alloys in Great Britain and other allied countries that it was necessary for them to place an embargo on the export of these materials, and thus it soon became evident that if Australia's production of munitions was to expand and develop it would be necessary for her to become independent of overseas sources for many of these essential 'items. The shipping position also became very acute, and this, accentuated the difficulties of obtaining these alloys. Because of the conditions outlined aqove, the manufacture of over thirty different metals and alloys .was undertaken at Newcastle during the past decade. It is with two of these that this paper proposes to deal. They are tungsten powder and ferro-silicon.TUNGSTEN POWDERTungsten is a rare and comparatively new metal. It is used extensively in the production of high speed tool steel, some grades of which contain up to 22% tungsten. Such articles as twist drills, reamers, milling cutters, and lathe tools are made from tool steel, and the demand for these during the war years was greater than ever before. The use of tungsten in the manufacture of high speed steel was first developed in 1914 by the Germans, and when it was discovered that they were using tungsten bearing steel for the production of munitions there began a world-wide search for ores of this rare metal.

The Bureau of Mines conducted batch-?scale tests on a sample of parphyry copper mill tailings as part of a study to determine the feasibility of rutile recovery from this source. The tailings that were tested contained 0.75 percent titanium dioxide (Ti02), with about two-thirds of the Ti02 values occurring as rutile. Mineralogical studies indicated that about one-half of the Ti02 content could be considered recoverable. Beneficiation studies of the tailings showed that best flotation results were obtained when sulfides and carbonates were removed by bulk flotation prior to rutile flotation. Rutile flotation was most effective when a petroleum sulfonate collector was used in an acid circuit. From this basic method of flotation, two alternative procedures were developed. The first procedure was to size and grind the tailings to minus 200 mesh; deslime the total pulp; and then float the sulfides, carbonates, and rutile. The second procedure was the same, except that it did not include sizing and grinding. Flotation of the sized and ground tailings yielded rutile concentrates containing 43.1 percent Ti02 and 75.7 percent of the recoverable Ti02. Rutile concentrates floated from the tailings that were deslimed but not ground contained only 34.7 percent Ti02 and 69.4 percent of the recoverable Ti02.

After years of cutbacks, closures and layoffs, the mining industry is beginning to expand again. Metals prices are up and so is investor interest and confidence in the industry. Gold prices began to slowly move up in January2003 and finally cracked the $12.86/g ($400/oz) mark in early December. Silver, too, is up, as is copper. So the mining industry is feeling good about itself again and many companies are expanding existing mines and developing new ones. One side benefit to mining’s improved outlook is that companies are beginning to send more of their employees to industry conferences. Such was the case at the109th Northwest Mining Association meeting in Spokane, WA. The meeting was held in early December and attracted 1,100 attendees and 84 exhibiting companies. That is up from 2002’s attendance of about 900 people and 65 exhibitors. The theme was “A Partnership into the Future.”

This publication summarizes the in-house and contract research projects programmed for fiscal year 1984 by the Bureau of Mines under its Conservation and Development activity. The document provides a mechanism for interested parties to gain insight into projects of the Bureau's Conservation and Development research program. The objective of the Conservation and Development Program is to provide the technological advances needed to stimulate the mining of domestic deposits containing critical, strategic, and other essential minerals in compliance with existing regulations and at costs sufficiently low to be competitive in world markets. Research efforts are directed toward improving the fundamental understanding of processes and procedures involved in the production of minerals. The overall goals will be accomplished by investigating alternative mining methods to increase domestic production of critical and strategic minerals from low-grade deposits; expanding the technology for the economic and efficient extraction of minerals consistent with cost-effective compliance with environmental regulations; and advancing the technologies needed to insure an adequate supply of coal.

"INTRODUCTION Iron ore beneficiation needs advances in areas such as process control, automation, burner and furnace designs, silica-free binders, and even alternative iron making routes. While some – like new binders – are only step-changes, all are tools that can help make the ironmaking industry more sustainable. This paper focuses on binders. Binders are added to iron ore fines before they are agglomerated. Binders are used to control the balling process and increase the mechanical quality (e.g. strength) of green-balls and pellets. Agglomeration usually follows thickening and filtration. Good-grade ores, which don't require upgrading, are wet ground to decrease particle size and increase specific surface area. Low-grade ores are often extensively upgraded through wet operations (flotation, dispersion and selective flocculation, magnetic separation, etc.). For both types of ores, thickening and filtration conclude the circuits so that moisture contents are lowered and the ores can be agglomerated. It's been known for a long time that thickening and filtration behaviors are influenced by zeta potential (Sandvik, 1979). Highly-negative zeta potential is good for dispersion while low zeta potential is good for filtration. So, the zeta potentials of iron ore particles are lowered with additions of acid or carbon dioxide, for example, to increase filtration rates and throughputs (Eisele et al., 2005). What happens to particles as their zeta potentials are lowered? Particles aggregate together, effectively forming larger particles. How stable then, are those aggregates during mixing and balling? Are they easily broken up during mixing (if mixers are even used)? Are they broken up during balling? Or, do the aggregates resist breakage so that the availability of ultra-fines, which are so beneficial for agglomeration (Stone, 1968), is decreased? For plants where high doses of bentonite are used as binder, the above questions may be of no concern. The bentonite adds the necessary amount of fines; however, even at those plants, the calcium and magnesium contents in the water affect bentonite's effectiveness (more magnesium and calcium means less effective bentonite). (Engesser, 2003) For plants where new silica-free organic binders are being developed and used, the above questions may need to be considered. The binder is only amongst the iron ore particles for a short period of time – until it burns away or thermally decomposes in the induration furnace – so the liberation, availability and distribution of fine particulates is very critical for the quality of balls and pellets. It was hypothesized that high zeta potential conditions would lead to good pellets, while low zeta potential conditions would lead to relatively bad pellets."

Studies relating to the behavior of coal toward oxygen may have for their purpose the determination of the fundamental factors that underlie spontaneous combustion, weathering and deterioration, and the general topic of storage, as well as those properties that have to do with the underlying principles of carbonization. There is also involved the possibility of developing information relating to the constitution of coal, or at least the chemical properties inherent in the type substances of which the coal is composed. It is the purpose here to record certain results bearing on this latter idea of the chemical properties that characterize the main constituents of bituminous coal. The avidity of freshly mined coal for oxygen has long been known. What happens to the coal or to the oxygen is not so clear. Is the oxygen absorbed or chemically combined, and what are the conditions as to time, temperature, texture, or components that are most involved in the phenomenon? If we subject a weighed quantity of coal maintained at a constant temperature to a current of oxygen, we may obtain three factors of interest—the weight increase of the coal, the weight of the water, and the weight of the carbon dioxide formed in the reactions involved at that

In recent investigations of the isothermal transformations of the retained 0 phase in a titanium alloy having 13 pct V, 11 pct Cr, and 3 to 4 pct Al, there have been indications that the w transition phase is the initial decomposition product at temperatures below about 950°C (510 c).' This metastable phase, found in a number of titanium-base alloys rich in stabilizing elements and known to have an adverse effect on their ductility and toughness, is not easily observed by the usual experimental techniques. Since wis coherent with the /3 matrix,495 distinct interphase boundaries are not revealed metallographically. However, in some cases, an etching effect (i-e., a "mottled" /3 surface) poorly resolved by light microscopy has been found to correspond with the presence of w.6 X-ray diffraction examination has generally been the most suc- cessful means for identifying this phase and crys-tallographic determinations have been made.4'5 Dynamic elastic modulus7 and electrical resistivity measurementse have also aided in the identification of w. 4. Preliminary Study - Remote Seal Checker 4.1 Introduction Determination of the completeness of each individual seal at the time of its emplacement is essential for an effective remote sealing system. A satisfactory seal checking technique should provide a signal which: (1) indicates percentage completion as the seal is emplaced (2) provides a definite indication of a complete seal (3) indicates the size of the unsealed area if a complete seal is not feasible This information is required to establish the need for additional seal material, the need for additional seals, and the risk likely involved in entering the mine., In many situations it is as important to know the quality of a seal as it is to build an effective one. It is likely that with repeated use the remote sealing technique developed by Foster-Miller Associates will be sufficiently reliable and predictable to preclude the seal checking requirement. It is recommended, however, that each seal be checked during construction to insure its completeness and increase the level of confidence so necessary in reopening the mine. 4.2 Description of General Problem Several characteristics of remote mine seals are important in considering techniques for evaluating the effectiveness of these seals. A recent attempt by a major mining company to mine phosphate in Chatham County, Georgia, resulted in a study by the Georgia Department of Mines, Mining and Geology which was intended to evaluate the deposit as well as potential hazards to the major fresh-water aquifer of the area. The study found that the confining layer above the fresh-water artesian aquifer is sufficiently thick and impermeable to allow removal of the phosphate ore zone without significant salt water infiltration into the aquifer. Therefore, phosphate mining under proper supervision will not adversely affect the quality of water used by the city of Savannah nearby. Volumetric studies show that there is a minimum of 4,800,000,000 cubic yards of phosphate matrix containing an average of 22.5% BPL. At an approximate weight of 1.5 tons per cubic yard and a concentration of 22.5% BPL, there are about 1.6 billion tons of 100% BPL concentrate present. At a conservative factor of 50% at least 800,000,000 tons of 100% BPL concentrate could be recovered for market sale. In addition to the area discussed, evidence indicates that the phosphate horizon-may extend continuously out to sea for at least ten miles, and probably beyond.

In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.
