Ferrous fractions recovered from urban refuse were tested by the U.S. Bureau of Mines, U.S. Department of the Interior, to assess their character, composition, and response to detinning. This research was conducted as part of the Bureau's efforts to conserve mineral resources through recycling. Results from laboratory and pilot tests established the technical feasibility of detinning scrap recovered from household refuse. Detinned products containing less than 0.03 percent residual tin were produced. Concentrations of other residual elements were determined and compared with those in existing commercial scrap and with proposed specifications. Studies were extended to include evaluations under commercial conditions. Preliminary tests on 5-1/2 short tons of ferrous fractions revealed the need for adequate shredding to assure optimum metal-caustic contact and minimize retention of tin-bearing rinse solution in the final baled product. The washed metal product contained 0.06 percent residual tin. Subsequent melt tests showed a yield of 91.4 percent. Based on these studies, full-scale commercial demonstrations showed that detinned bales equivalent to No. 1 bundle quality could be produced in carload quantities. Up to 5 pounds of tin per gross ton of scrap is con-currently recovered during the detinning process.

As continual complementary metal?oxide?semiconductor (CMOS) scaling requirements, metal gate/high-k dielectric/Si gate stacks are expected to replace poly-Si/SiO2/Si gate stacks in the future CMOS sub-45 nm technology node. Hafnium based oxide is a promising candidate to replace SiO2 as a gate dielectric, due to its much higher dielectric constant (high-k) and stability. The key challenges of successfully adopting the high-k dielectric/Si gate stack into advanced CMOS technology mostly come from the interfacial properties. The origins of the electrical and physical characteristics of the dielectric oxide/bulk interface were studied in detail. The leakage current density-voltage (J-V) and capacitance-voltage (C-V) measurement techniques were employed to study the dielectric oxide/Si interface. The effects of the post-deposition annealing (PDA) treatment on the interface charges of dielectric oxides were studied. We found that the PDA can effectively reduce the trapping density and leakage current, and eliminate hysteresis in the C?V curves. Besides, the changes in chemical bonding features at HfO2/Si, HfSiO/Si and HfSiON/Si interfaces due to PDA treatment were evaluated by XPS measurements. The XPS analysis provides a better interpretation of the electrical outcomes. As a result, both HfSiO and HfSiON films have exhibited superior performance in terms of thermal stability and electrical characteristics.

IN the manufacture of rimming steel-which constitutes the bulk of the world's production of mild steel-the factors that determine the quality of the product are very closely associated with the pouring and solidification of the steel in the ingot mold. The behavior of the metal in the mold is, on the one hand, the resultant of the complex processes through which the liquid metal has passed, and, on the other, it is an indication of the probable behavior of the ingot during subsequent rolling and finishing operations. A detailed study of the mechanism of solidifica-tion of rimming ingots ought to yield information that will be useful iii controlling the structure of the ingot and the quality of the ultimate product. The first step in such a study is to determine the rate at which the solid shell of the ingot forms from the liquid metal in the mold. A knowledge of the rate of solidification will make it possible to correlate observations of rimming action and gas evolution with studies of the structure, porosity, and segregation within the ingot. Thus, if the metal in the mold is observed to fall, let us say one minute after pouring, the portion of the structure associated with this fall will lie located in the part of the ingot that is solidifying at that particular moment. The knowledge that the ingot solidifies to a depth of ¾ in. in the first minute enables us to locate in the ingot the structural features corresponding to the observed fall. Conversely, the blowhole condition associated with a rising or growing ingot will be found in the part of the ingot that is solidifying at the time the phenomenon occurs. The time required for the complete solidification of an ingot has long been a matter of speculation. It is of considerable practical importance in connection with charging and heating in the soaking pits. Too rapid handling of the ingot through heating and rolling processes has been thought to be associated-with excessive pipe and other internal defects, so that a further object of this investigation was to attempt to estimate the time required for complete solidification, or the minimum practical time within which the subsequent operations can be performed with the minimum hazard.

The rapid increase in the use of pulvcrulent adsorptive materials in the so-called "contact filtration" process for decolorizing lubricating oils makes it desirable to consider some of the basic principles involved. The commercial methods and types of equipment now used arc fairly well known, having been extensively described in the trade journals. In spite of this very little has been published concerning the factors which must be considered in the selection of a process or of a decolorizing ing material. It is commonly understood that contact filtration more or less closely follows the laws of adsorption. These principles have been thoroughly drscribed by Gurwitsch.' The contacting of neutral mineral oils seems to be adsorptive in character and apparently follows Freundlich's law of adsorption which may be expressed by the formula: X = Color material adsorbed hy the clay. M = Amount of clay used. C = Concentration of color material after equilibrium. A and P = Constants for a given oil and clay. Fig. 1 shows the decolorization curve for a natural, dark colored cylin-der stock when contacted with various quantities of clay, curve R being made with natural Riverside Texas fuller's earth and T being made with an acid-treated clay from Texas. As the Tag-Robinson color is inversely proportional to the depth of color, the reciprocal of these colors ran be assumed to be a funct ion of the concentratlion of coloring matter. The conventional magnetic separators used in the mineral industry are equipped with traditional magnetic circuits or with permanent magnets (rare earth). However, when processing minerals with low magnetic susceptibilities or minerals of very small particle size, these separators are inefficient. In addition, a conventional magnetic circuit consumes considerable amounts of electricity to generate a relatively low magnetic field (~2 Tesla). The equipment is also heavy and bulky. Only a separator having a superconducting sole-noid can contribute in solving most of the problems, and only such a separator can produce high magnetic fields with low energy consumption. New developments and the experience acquired in using these superconducting magnets have resulted in new uses for magnetic separation, especially in the environmental area. This paper presents and describes a separation system that uses superconducting magnets that are completely automated and able to treat raw materials (concentration or purification) or liquid industrial effluents containing heavy metals in solution. Several industrial sectors, including the surface treatment, petroleum and chemical industries, are generating effluents containing heavy metal ions. The main metal ions found in such effluents include zinc, copper and vanadium. The purification of such effluents by magnetic separation is performed by adding a certain proportion of iron salts. The treated effluent passes through a superconducting separator where the flocs are retained in a matrix of steel wires. The efficiency of supraconducting high-gradient magnetic separation (HGMS) by this method exceeds 95%. Mineral separation and industrial-waste purification results are presented.

The Bureau of Mines has developed and constructed an apparatus that is capable of measuring concentrations of high-molecular-weight polymers in solution at 10 ppm and less. A means for determining low concentrations of polymeric solutions was devised that was independent of slight fluctuations in solvent quality in order to measure polymers in effluent prior to recycling of the recovered solution. The concentrations of polymers ore related to a measured pressure drop observed during turbulent flow of the solution. Low concentrations of polymers of ethylene oxide and acrylamide (frequently used as flocculants for clay waste systems) in aqueous and salt solutions have been successfully measured on the apparatus constructed by the Bureau.

Canada is a world class producer and exporter of minerals and mineral products. Today's highly mechanized Canadian open pits use state-of-the-art equipment and support technology. They are taking advantage of larger equipment, including in pit crushing and conveying, truck dispatch systems and electronic management tools. Mine planning is computerized. Environmental issues are dealt with in all phases of planning, and equipment modifications are pursued to keep them functioning in the hostile Canadian north. In 1991, Canada's mineral production (excluding fuels but including coal) totaled $C 16.9 billion, a decline of 13.8% from the 1990 total of $C19.6 billion. It is a major producer of nickel, zinc, asbestos, potash, molybdenum and uranium. Canada is also an important source of copper and iron ore (Fig. 1).

"This description of the structural geology of the Beattie mine has been condensed from a more comprehensive paper published previously (4).The property is in western Quebec, a short distance east of the Ontario boundary on the extension of the so-called Porcupine belt into Quebec.According to the geological surveys of the Dominion and Provincial Governments the regional structure in the vicinity of the mine is an easterly pitching, overturned syncline with several thousand feet of Timiskaming sediments in the centre surrounded by Keewatin volcanics (1, 2, 3).The mine lies on the north limb of the syncline, and the Keewatin series in this locality is, with few exceptions, overturned, dipping steeply north and facing south.The mineralization is closely related in space, and possibly genetically, to a body of syenite porphyry intruded into the Keewatin series along the north limb of the syncline. No ore has been found very far from the syenite or related lath-porphyry dykes, and the largest orebodies are composite, consisting of bleached and brecciated volcanics ( primarily tuffs) adjacent to altered syenite porphyry, both silicified and mineralized with very fine pyrite and arsenopyrite. In addition there are important ore shoots following a fracture zone within the syenite."

Over the last few years, researcher have been working on improving procedures for fine-coal (minus 150 microns) washability analyses. The effort was stimulated by past difficulties in obtaining accurate and reproducible results from the various commercial laboratories providing fined washability services. This paper contains the results from fine-coal washability testing, performed by Process Technology, Inc. (PTI), as part of a U.S. Department of Energy (DOE)-sponsored project. The testing focused on comparing the performance of a number of media options (i.e., aqueous solutions and organic solvents), as well as evaluating the impact of a number of procedural steps on separation performance. The paper summarizes PTI's recommended washability procedures for various size fractions and ranks of coal, and makes recommendations for future studies of certain phenomenon, such as void penetration and particle density changes, which are not well understood.

A study was conducted for the AEC to determine the feasibility of constructing an unsupported 315 foot diameter spherical cavity at a depth of 2,700 feet in a salt dome. A cavity of this size and shape has never been attempted. It was determined that the three basic essentials for solution mining; adequate salt, fresh water, and a means of brine disposal were available at the Tatum Salt Dome in Lamar County, Mississippi. Assuming a large, unsupported mined opening of the size and at the depth required would remain stable, the most practical method of providing the cavity using solution mining techniques is by use of a movable blanket of air to control the water level to properly shape the cavity while removing the insolubles either with jetting or by conventional mining methods. It is estimated that, using the jetting method of insolubles removal, the cavity can be constructed in 24 months for approximately $7 million. Using conventional mining techniques to remove the insolubles and shape the final cavity, it is estimated that the cavity can be constructed in 36 months for approximately $12.6 million.

Problems in new strip mine development is a subject that could require several days to cover adequately. Coupled with the fertile imagination of television writers, we could probably expand it into a series rivaling Gunsmoke in longevity with just as many shootouts at sundown. It would-of course-be subject to a high Neilson Rating. To bring the subject into perspective, we will limit the comments to a general discussion covering western strip coal developments. Stimulated by increased demand for low sulfur coal, surface mineable western coal operations began a shift into high gear approximately four years ago. Then came last year's "energy crisis" that increased the pressure on coal development not only in the west, but nationwide. Several eastern power plants having dual oil and coal burning facilities were directed to discontinue using oil. Also, a number of new south and southwestern power plants scheduled to burn natural gas or of I commenced an ordered conversion to other fuels, namely, coal. The involved utilities with reserve positions accelerated their planning while others began the search for long-term commitments from coal producing companies. In addition, announcements were made for proposed mine mouth coal gasification projects in New Mexico, Wyoming, and North Dakota.

Geochemical laboratories are commonly criticized by geologists about poor analytical reproducibility and erratic anomaly patterns, especially when gold and trace metals from resistant minerals are reported. Geochemical analysis in mineral exploration is a compromise between high productivity on the one hand, imposed by large numbers of samples, and analytical precision and accuracy on the other. However, the physical properties of resistant minerals, such as cassiterite, gold, beryl, chromite, zircon and others, interfere with both of these requirements. Therefore, the degree of sample homogeneity that can reasonably be achieved in sampling and sample preparation must be considered. Subsequently, the understanding of its effects on analytical data quality and the consequences on data interpretation will provide a basis for understanding the problems common to exploration as an interdisciplinary science. Complaints about poor and inadequate analytical performance are not confined to exploration geochemistry. They are a common feature in mining and metallurgy and wherever sampling and analysis of "grains" are concerned - the "nugget" or "grain size effect." The "grain size" effect Poor analytical reproducibility is normal for gold and a well-defined group of other elements usually found in resistant placer minerals. Those who use and interpret geochemical data must realize and appreciate the chemical, the physicochemical, the physical and the mineralogical properties of the elements and their minerals. Especially for the "placer" minerals and their elements, such comprehensive interpretation is crucial. The most important factor to consider is the behavior of a mineral and its metal component(s) during weathering and their integration into the sampled medium, in exploration mostly sediments and soils. (Data interpretation for samples of water, gas, to a certain extent rock, follows different patterns.) A mineral may be chemically and physically stable or it may easily disintegrate physically or decompose chemically, or any combination of such processes, at varying degrees. The breakdown products, in turn, may or may not, interreact with the environment. If the nature of an element or a mineral predestines it for a heterogenous distribution in the sample medium, then nature, size and number of grains likely to occur should be considered in relation to the sample portion taken for analysis. This allows the estimation of their effect on analytical precision and accuracy. Elaborate and sophisticated statistical calculations exist on this subject. But these approaches do not cope with the complexity of the natural surface environment. The miner alogical, chemical and environmental behavior of elements and minerals can be estimated but not calculated. However, the mineral grain sizes and their influence on analytical precision can be precisely calculated if certain conditions, assumptions and idealizations are made. If the geochemical and mineralogical characteristics of minerals and elements are understood, such calculations demonstrate the grain (or nugget) effects that mineral properties and (geo)chemical behavior of minerals and elements cause on the precision and accuracy of geochemical analysis through their influence on sample homogeneity. Two other factors that influence the sample homogeneity and the nugget effect are the efficiency of sample preparation and the sample portion taken for analysis. In this way, certain element- or mineral-specific parameters can be established as a guide for the sampling program. The information, for example, may assist in determining sampling procedures in the field, especially the sample weight to be taken for "representative samples." Also, it may help assess whether analytical data, as provided by the laboratory, are acceptable. Finally, it may help determine the approach in data interpretation. However, all such simplified calculations are based on idealized, that is, unreal assumptions and conditions. As such, they represent one extreme end on the scale of probabilities. The reality is found somewhere away from this extreme, towards homogeneity. An example from a study of an eluvial gold prospect may be given for illustration: •Original sample weight: 20 kg (44 lbs) of rock gravel, crushed and ground to -0.18 mm (-80 mesh). •Au content: 20 grains of Au, average size of about 0.5 mm3 (0.03 cu in.) each = 7.5 mg each, making a total of about 150 mg Au in the sample = 7.5 ppm Au. Assumptions •Au occurs in the sample as free, discrete grains only. •Not more than one grain, if any, goes into each sample split (analyte) portion (20 grains of 7.5 mg Au each). •Analysis of original rock sample: 100 g sample for analysis, 20 kg/100 g = 200 samples 20 samples with 1 grain each: result, - 75 ppm Au. 180 samples with no grain: result, 0 ppm Au chances 1:9 •10 g sample for analysis:

WhEN a collimated beam of protons or other energetic particles is scattered by a single crystal, the emerging particles produce patterns that contain much crystallographic information. Calculations of the trajectories of individual particles can predict with reasonable accuracy the complete pattern (which is related reciprocally to channeling, now studied in detail6) but the task is a lengthy one which has been completed for very few cases. A many-beam dynamic diffraction calculation of the patterns would be even more difficult and in some cases may be invalid. Because of these complexities, simple methods that will predict to a rough approximation the relative intensities of the lines in films of the back-scattering patterns of a given crystal are wanted. I have found a method which, although it is not a valid computation of intensities or of film darkening by either dynamic or kinematic diffraction principles or by trajectory calculations, nevertheless is found to be useful in practice. It has been tested on several crystal types,7 and is here tested on additional ones. The method consists in first calculating the structure factor F(hk1) for the (hkl) plane, of spacing d, by the familiar equation: where the summation extends over the atoms in the unit cell and fj is the atom scattering factor of the jth atom (using tables computed for electron diffraction, preferably those computed without exchange). Stainless iron, as mild stainless steel is usually called, an alloy ranging from 11.50 to 15.00 per cent chromium with carbon under 0.12 per cent, has been considered to be not appreciably affected in respect to corrosion resistance by heat treatment. This metal, while one of the most widely used of the "straight" chromium stainless alloys, has failed in many applications because of insufficient information regarding heat treatment. These failures have been attributed to many possible causes from an inherent lack of resistance to corrosion and misapplication to mlysterious electrolytic effects or comparatively minute non metallic inclusions. Many uses for a steel with such excellent physical properties as are latent in this alloy have been lost on account of corrosion failures which could have been avoided by applying proper heat treatment. The alloy has not received the recognition or attention it should because of the fact that the details of its metallurgical behavior were not thoroughly understood. Response to heat treatment of the steel is well known as regards tensile properties,1-2 but its application has been for improvement in tensile characteristics or on account of machining considerations rather than for corrosion prevention. The potential user of this steel has not been clearly advised in papers, either technical or commercial, that have been written about it in the last 10 years or more, of particular features that are of prime importance in developing the excellent properties of this metal. The data to be presented in this paper are concerned mainly with the effect of heat treatment on the corrosion resistance, but a study has also been made of the concurrent microstructural changes and an explanation developed for the phenomena revealed, as well as a correlation to the other physical properties—hardness, tensile characteristics and impact strength. A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world's demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth's surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society's environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation's projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. The paper considers the selection of control instrumentation for a modern flotation plant, as well as the best interpretation and most effective use of the process data obtained. Process control computer availability is considered from the outset. A general philosophy of control is proposed which leads toward a system that is its own reliability monitor. The bulk of the problems are in grinding and classification. Alternative control methods are described that use particle size measuring devices. Flotation controls, based to a large extent upon on-stream X-ray analysis, are reviewed in detail. Reagent control methods are also examined. Methods to analyze the data obtained from the various measurement devices are introduced. These methods would enable an estimate of the validity of the data and require some redundant information. Another objective of these methods is the protection of operating equipment from possible control malfunctions. Although the discussion generally considers some degree of computer usage, this paper attempts to describe instrumentation and data analysis methods that enable control with or without the process control computer.

The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-
