This paper will review the experiences of both big and small exploration/mining companies (local and foreign investors), including the impediments to exploration and project development in Indonesia since the Contract of Work was first introduced there (1967 Minerals, 1981 Coal). This is seen through the eyes of a person who has been employed in a managerial capacity in large and small concerns, and more recently as an independent consultant. Comment will be made on the political, legislative and social constraints imposed by the presence of a large group of disparate artisans (illegal miners) who now form a significant component of the Indonesian mining industry; the Bre-X debacle; the impact of the recent Regional Autonomy legislation; and changes to the Mining, Forestry and Environmental Acts. An overall view (including statistics) will be presented as to how recent Indonesian developments have affected international confidence in investing in its mineral sector over the past decade and it will be placed in an international competitive context.

A closely spaced grid of survey points was installed over the tensile zone of a longwall panel in southern Illinois and monitored daily during subsidence to document the complex ground-surface movements associated with dynamic subsidence. Vertical and horizontal displacements were used to calculate maximum tilts and principal strains within the grid. The dynamic nature of subsidence is made evident by changes in both the direction and magnitude of maximum tilts and principal strains. The maximum tilt (smax) of 0.036 and maximum tensile strain (Emax) of 0.027 were measured after subsidence and were oriented transverse to the longwall panel. Observations of surface fracturing were correlated with strain determinations to estimate a surface strain at incipient cracking (E;) of 0.006 to 0.009. Using shallow inclinometers, a linear variation of horizontal displacement with respect to depth was observed, suggesting a neutral¬axis bending mechanism for near-surface deformation. Horizontal displacements transverse to the longwall panel reduce to zero at a depth of 40 feet. A linear relationship between strain and curvature was used to estimate ground-surface curvatures associated with Emax (0.00068 ft-1) and E; (0.00015 to 0.00023 ft-1). Substitution of coal and coke by renewable carbon (charcoal) is a low-risk and low-capital path to 50% or more reduction in net CO2 emissions by the steel industry. However, the high cost of charcoal and its low availability in most countries are barriers for the implementation of this approach. Development of an efficient wood carbonisation technology (slow pyrolysis) capable of producing large-volumes of charcoal from low-cost wood feed (e.g. wood wastes or forest residues) is an essential step towards the use of renewable carbon by the iron and steel industry. This paper provides a summary of the progress made over several years of R&D covering: (1) development and piloting of a new energy efficient slow pyrolysis process for production of charcoal from woody biomass at a competitive cost to the PCI coal, (2) techno-economic evaluation of the process. The main feature of the process is that the material undergoing pyrolysis is heated spontaneously without the supply of heat or air to the reactor. This makes it possible to carbonize large volumes of small-sized wood (e.g. wastes and residues) in a single reactor unit and capture high calorific value pyrolysis by-products

A constitutional diagram has been proposed for the tantalum-rhenium alloy system. Rhenium dissolved in tantalum up to 48 wt pct, and the maximum solubility of tantalum in rhenium is 5 wt pct. Intermediate x and s phases were found. X-ray diffraction, metallography and melting points were employed. SEVERAL investigators have described the phases present in the tantalum-rhenium alloy system, but no detailed account of the phase diagram prior to the present investigation appears to be available. Greenfield and Beck' reported the solubility of 48 to 54 at. pct Re in tantalum, a s phase at 41 at. pct Ta, and x phase isomorphous with a Mn from 37 at. pct Ta to less than 25 at. pct. They employed as-arc melted specimens and heat treatments at 1200 °C lasting 72 hr.2 Duwez3 reported the existence of a a phase at the composition Re3Ta2. Niemiec and Trzebiatowski4 observed a lattice parameter a = 9.69A, for the x phase at a composition Ta7Re22, but no s phase. Savitiski and Tylkina5 have shown a hardness maximum at the composition 40 at, pct Ta and a somewhat lower plateau from 35 to 10 at. pct. Knapton6 indicated results similar to those of Greenfield and Beck.' The present investigation describes the phase relationships in the tantalum-rhenium alloy system determined by melting point measurements, X-ray diffraction and fluorescence, and metallography. EXPERIMENTAL PROCEDURE Commercial 99.7 pct Ta powder from Fansteel Metallurgical Corp. and 99.9 pct Re powder from Chase Brass and Copper Co. were used for alloy preparation. The powders were weighed to desired nominal compositions and then pressed without binder into compacts weighing 5 or 10 g. The compacts were arc-melted six times on alternate sides on a water-cooled copper hearth using a nonconsumable tungsten electrode in an atmosphere of titanium gettered helium, at a pressure of 500 mm Hg. In most cases this procedure yielded alloy buttons of satisfactory homogeneity. A series of alloy specimens were analyzed wet chemically for use as standards for X-ray fluorescence. All specimens were analyzed by fluorescence and the results showed that the compositions differed by less than 3 pct Re from the original as-weighed nominal composition.* On the basis of self-

Synthetic indium-bearing zinc ferrite (IBZF) was mechanically activated by a tumbling mill. Subsequently, the behavior and kinetics of leaching zinc and indium from the initial IBZF and activated IBZF in sulfuric acid solution were investigated. The results demonstrate that the tumbling ball milling enhances the leaching reactivity of IBZF and increases the zinc and indium extractions. The reaction temperature and H2SO4 concentration have an important effect on leaching zinc and indium from the initial IBZF and activated IBZF. The kinetic model -ln(1-x) = kt was used to describe the kinetics of leaching zinc and indium from the initial IBZF and activated IBZF and to calculate the kinetic parameters. The tumbling ball milling causes a decrease in activation energy and reaction order, which indicates that the dissolution of IBZF after mechanical activation by a tumbling mill becomes less sensitive to temperature and H2SO4 concentration. For the zinc leaching, the activation energy decreases from 73.9 to 70.3 kJ/mol and the reaction order decreases from 0.72 to 0.70. For indium leaching, the activation energy decreases from 78.1 to 73.5 kJ/mol and the reaction order decreases from 0.82 to 0.69. It is found that the dissolution rates of the initial IBZF and activated IBZF are controlled by surface chemical reactions.

Selected characteristics of nonmetallic phases were determined in low-carbon sheet steels which had been produced by various refining; deoxidizing, and casting procedures. The results showed little influence of the refining process on the quantity, distribution, size, and character of the nonmetallic phases. The quantity of inclusions was governed by the deoxidation procedures. While the mode of casting influenced the internal structure and the pattern of inclusion distribution, it had little effect on the quantity of nonmetallics. The vast majority of inclusions were under 30 µ in diam, and there was little change in size distribution during hot and cold rolling. The composition and structure of the inclusions were expained an the basis of known equilibrium phase diagrams for the appropriate systems. Additional work is needed to explain some of the observations of this paper. HENRY Marion Howe's contributions to the metallurgical profession include his many writings, the wisdom that he imparted to his students, and the inspiration that he gave to the many scholars, teachers, and industrialists who knew him personally. It was Professor Howe's intimate colleague, Albert Sauveur,1 who, in the first Howe Memorial Lecture, could have been speaking for the metallurgist of our generation as well as his own when he wrote, "...how many of us on the point of going astray were called back to the right path by Howe's guiding torch?" More than a quarter of a century later, Francis Foley,2 one of the last in the Howe Lecture series who worked directly with the great man, delivered the ultimate tribute, "...truth, in its time is so hard to identify." While Professor Howe strove to be right, "he was content if he provoked the reader to take the next step along the path to greater knowledge." Like so many of my predecessors, I sought guidance for this lecture by referring to Professor Howe's two classic texts, Metallurgy of steel,3 and Metallography of Steel and Cast Iron: the former book interpreting the facts as he saw them near the start of his career, and the latter—published 26 years later—pointing to many fertile fields for metallurgical investigation. Those of us who harvest the fruits of Henry Marion Howe's contributions to the metallurgical profession now look with wonder at the tremendous legacy he has provided. It is rewarding to study his writings and to recognize the anticipation of such aspects of modern ferrous metallurgy as: 1) Direct reduction 2) Steelmaking reactions 3) The approaches and benefits of degassing 4) Solidification mechanisms 5) Habits and behavior of nonmetallic inclusions 6) Recrystallization phenomena 7) Slip and slip propagation 8) Dislocations 9) Discontinuous deformation 10) Microscopic and macroscopic segregation

Finely disseminated iron ores compose much of today's reserves. After removing the silicate gangue, the resulting fine iron oxide concentrates require pelletization with a binder to enable transportation and reduction. Binders can be used more efficiently if their binding mechanisms can be completely understood. Typically, bentonite clay is needed as a binder to improve the strength of the pellets. Bentonite is an effective binder at a relatively low cost, but costs could be reduced further by replacing bentonite with even lower-cost binders, such as high-carbon Fly-Ash Based Binder (FBB). In this study, it was found that bentonite binds by a physical mechanism, while FBB binds by a chemical mechanism. These mechanisms were determined to be incompatible. Partial replacement of either binder with the other reduced dry magnetite pellet compressive strengths below the industrially acceptable value of 22.2 newtons (5 lbf). Activators and accelerators that activated the fly-ash deactivated the bentonite. The incompatibility of these two binders is explained.

The transition from Larger word type computers to the small byte oriented micro-computers has allowed specialized software to be placed directly under the control of the people requiring solutions. In addition, with the advent of interactive graphics, many complex geological and mining engineering problems can be solved graphically, thereby further forcing obsolescence on larger computers. Although the industry has not yet caught on or taken full advantage of this fact, some companies have begun to move in this direction. One such case is the Coal Evaluation System presently in use at Manalta Coal Ltd. in Calgary, Alberta. This system, designed to allow interactive analysis of simple to complex coal deposits, leads one from geophysical/core log data, to geological modelling, strip or open pit design, equipment selection, cost estimation, and cash flow analysis. The micro-computer system used is portable, stands alone, and costs less than $120,000. It is the purpose of this paper to present the coal evaluation system and its development methodology which maximizes the use of the newest computer technology. Further, in order to illustrate the practical application of the system, an example application based upon a large operating coal mine will be discussed.

Petroleum requirements since V-J day have been appreciably higher than predicted. Foreign operations now exceed maximum wartime levels by about 14 per cent. Domestic operations since V-J day have averaged 92 Per cent of the wartime peak. In spite of maximum foreign refinery runs, large exports of all products, except residual fuel oil, are necessary to meet foreign demand. During the next few years it is expected that foreign operations will continue at capacity, including new installations, but that, because of increases in foreign demand, exports will continue at about their present level. Domestic operations will increase during this period and crude production probably will exceed maximum efficient rates. Even after 10 years some exports probably will be required, but eventually these will be supplanted by increased output of foreign refineries, except for small tributary exports. The increase in domestic requirements will exceed the decline in exports. Unless findings of crude oil exceed present expectations, the increasing demand will be met by increased imports and synthetic methods-—such as the Hydrocarbon Synthesis Process for conversion of natural gas and coal to gasoline and distillates. Catalytic cracking installations will increase as crude availability decreases. This will help to meet the increasing demand for gasoline but will intensify the domestic shortage of residual fuel oil. Eventually larger imports will be required to satisfy the demand for this product. Introduction Under the pressure of the wartime period, there was time only occasionaly to look ahead in anticipation of what the postwar era held for the petroleum industry. Perhaps the general expectation was that a rather pronounced decline in the level of industry petroleum operations would take place shortly after the end of the war, with the impact felt mainly on the economy of the United States- It is of interest now, nine months after V-J day, to take inventory of the near-term situation and see what significant forces are at work. With this as a starting point, it should be possible to engage in something more satisfactory than pure speculation concerning trends in the immediate future and 10 to 20 years ahead. A model for transport processes in liquid mixtures is discussed which supposes that the elementary act involves a position exchange between two species and that the exchange is so confined by the solvent cage as to occur nearly isosterically. The rate-determining step, thus, is likened to a bi-molecular reaction and is so treated, using absolute rate theory. The cage model has been applied to diffusion, thermal diffusion, sedimentation and viscosity, but only the first and last of these phenomena are emphasized in the present paper. The model leads to semi-empirical relationships between the absolute value for a digusion coefficient and the activation energy for diffusion, between mutual and self-diffusion coefficients and for the variation of the viscosity of a binary mixture with composition. These are discussed in relation to experimental data for various systems, including hydrocarbon mixtures. It is shown that the proposed viscosity equation and seven other commonly used ones all may be regarded as special cases of a single general relationship; a brief critical analysis is made of the basis of selection of one or the other for data fitting or interpolation. INTRODUCTION AND GENERAL THEORY The present paper covers a brief discussion of a cage model for transport processes in liquid mixtures and how this model may be useful in treating the diffusional behavior and the viscosity of such systems. Since diffusion requires the more detailed treatment, it will be taken up first, and the model then applied to viscosity. There are two types of diffusion coefficients that may be measured experimentally, apart from thermal diffusion quantities. The first is the mutual or binary diffusion coefficient, D which may be defined in terms of Fick's first law. This states that the permeation, or flux P, is proportional to the concentration gradient. In the usual experiment, P is measured relative to a frame of reference fixed with respect to the medium (e.g., the diaphragm in a diffusion cell); as a consequence, the same value of D is obtained regardless of whether P and C refer to Component 1 or to Component 2; i.e., there is only one independent mutual diffusion coefficient for a binary system. In addition to D there will be various self-diffusion coefficients. defined in terms of the gradient in labelled species i and its permeation in an otherwise uniform medium. The thermodynamic approach to mutual diffusion supposes that the actual driving force is the gradient of the chemical potential, i.e., that In the case of a dilute solution of solute, Eqs. 1 and 3 lead to the Einstein equation, If the solution is ideal and the friction coefficient is taken to be then the familiar Stokes- Einstein equation results. Mutual and self-diffusion coefficients can not be related on general thermodynamic grounds; it is necessary to invoke some additional assumptions, i.e., a model; several such have been proposed. Hartley and Crank' supposed the existence of separate, intrinsic diffusion coefficients (Dl and D2) for each component, essentially corresponding to the two self-diffusion coefficients. The two flows can not be independent, however, but must be coupled through the usual restriction that there be no net volume flow. For an ideal solution. one then obtains' Glasstone, et al' treated diffusion in terms of absolute rate theory, but their approach otherwise resembled the previously mentioned one in that each species was considered to move with respect to the general medium in a manner determined by its individual jump distance and specific rate constant. For other than dilute solutions, a coupling of flows leading to an equation such as Eq. 6 would again be present. However, as required by Eq. 6, one does expect that the self-diffusion coefficient for the solute and the mutual-diffusion coefficient for the system become identical at infinite dilution. Lamm4 recognized that there should be three distinctive interactions in a two-component system-1-1, 1-2 and 2-2 — and, therefore, proposed three rather than two fundamental friction coefficients. Mutual diffusion resulted from 1-2 interactions only, and self-diffusion resulted from 1-2 plus either 1-1 or 2-2 interactions. Again, a collective coupling between all motions was imposed to meet the condition of no net volume flow. Laity' has shown how to convert the Onsager equations to a form very similar to Lamm's. Ordered and disordered specimens of the alloy CusAu were cold worked and then annealed at 2880, 310°, and 340°C, together with disordered unworked specimens. me resistivity decreased during annealing mainly as a result of ordering; the resistivity measurements suggest that in cold-worked specimens the growth of antiphase domains is impeded. The strength properties increased during annealing at 288 "C; in cold-worked specimens this increase was lo a level above that for cold-worked specimens which had not been annealed. X-ray diffraction showed that after annealing for a few hours at 288ºC, the long-range order increased to a constant value; additional annealing at 288ºC resulted in the growth of antiphase domains in which the degree of order was constant. Changes in peak breadth and particle size confirmed that in cold-worked specimens the major effects of cold work were not eliminated during annealing at 288 "C, although a slight recovery process occurred. When a specimen of the alloy Cu3Au is heated to a temperature below the critical temperature (388ºC), long-range ordering tends to occur in a specimen containing less than the equilibrium amount of order characteristic of that temperature Ideally, a specimen of Cu3Au contains no long-range order if it has been quenched from above the critical temperature. The extractive sector today faces growing social, legal and political risks (SLPs) from so many different stakeholders including national and local governments, name and shame groups, civil society and environmental groups, and the ?Occupy? movement. Beyond these stakeholders, there are the indigenous peoples who have growing legal, social, political and economic influence which can often determine the outcome of the Project. The development curve in the extractive sector from initial exploration to mine start-up has become longer, steeper and more risky and expensive as these SLPs have grown in scope and complexity. Even if a project is permitted or starts commercial production, its ongoing development and operations are also facing these SLPs. The continuous assessment of these SLPs and the strategy to mitigate for them has now become critical for every project in the extractive sector. A project will only be successful if it is able to obtain the legal permits to operate, then withstand any judicial reviews, and then also to be able to gain and maintain the Social License to Operate (SLO). Stakeholder identification, management and engagement are key risk-mitigation tools. This paper focuses on the growing influence that indigenous peoples are now enjoying and the impacts on the extractive sector. Indigenous peoples are a unique stakeholder group because their legal rights and interests to lands and resources, their aboriginal title and rights, are gaining more recognition. When indigenous peoples form alliances with other stakeholders, this simply adds to their growing momentum and leverage, and this can become a daunting challenge for the extractive sector. More due diligence is required by companies to understand and assess the challenges posed by operating in areas claimed by indigenous peoples. There is a real need for mining companies to develop an effective indigenous engagement strategy to address these challenges in order to successfully convert risks into opportunities. Early identification and engagement with the indigenous peoples is required and the goal should be to conclude an Impact Benefits Agreement (IBA) with the affected indigenous peoples. The real objective must be to develop a real and transparent relationship between the company and the indigenous peoples so as to gain and maintain the SLO.

This paper outlines a comparison of heavy liquid and heavy suspension separation methods for iron ore characterisation.As part of Arrium MiningÆs program to improve its knowledge of ore types being processed in its two hematite ore beneficiation plants (OBP), metallurgical evaluation of hematite feed for the upgrading process has become a major focus.Iron ore deposits almost always contain more than one valuable (and relatively dense) iron mineral. Iron ores are found with a range of iron contents, giving rise to density variations.At present the industry relies on heavy liquid separation techniques for the evaluation of iron ore samples arising from exploration, mining or metallurgical processes. There are only a few high-density liquids available, which are both high-cost and highly toxic.Low-toxicity solutions that can be utilised at relative densities up to 3.0 have been developed. However, highly-toxic organic liquids are required presently to achieve relative densities beyond 3.0.Bromoform which has a specific gravity (SG) of 2.89, and diiodomethane (SG 3.31) are commonly used; both present significant health and safety hazards.æClericiÆs solutionÆ (mixtures of thallium formate and thallium malonate) provide liquids having specific gravities between 4.0 and 5.0. ClericiÆs solution is highly toxic and testing is currently conducted by a limited number of laboratories worldwide.An alternative to ClericiÆs solution and organic liquids is a low-toxicity, high-SG, suspension technique, which has been demonstrated successfully for heavy mineral sands. This heavy suspension method employs mixtures of fine tungsten carbide particles in lithium heteropolytungstate (LST) solutions.Heavy liquid separation is not commonly used as part of routine iron ore feed characterisation due to the expensive, toxic and time consuming nature of the technique. Our results show that the heavy suspensions method can achieve low-cost, low-toxic separation and are outlined and results compared with results using ClericiÆs solution presented.Heavy suspension technique provides a theoretical/absolute separation of a particular sample. By placing an iron ore sample in a suspension of a particular density, it produces two products: a sink fraction and a float fraction. As iron oxides-hydroxyoxides are denser than the gangue minerals associated with the ore, particles that have high iron content will sink and the particles with gangue association will float. This process is repeated over several densities, thus also enabling separation of the constituent iron ore phases. A theoretical grade and a theoretical mass recovery can be calculated. With these calculations, a grade-mass recovery curve can be constructed for any element that is of interest.This type of characterisation can be used to either prepare OBP feed-piles of known processing characteristics, or to benchmark the performance of the process against what can be theoretically achieved on a continuous basis.CITATION:Begelhole, J, Jasper, J and Koroznikova, L, 2013. It is becoming increasingly evident that the federal and provincial governments are awakening to the fact that their vigorous scramble for a "fair share" of mineral revenues which kicked off in 1974 has done considerable harm to the Canadian mining industry. Recent public statements made by government officials, particularly at the recently held annual convention of the Prospectors and Developers Association, would indicate that there is a general consensus in the government sector that changes must be made to the mining tax system. However, there is no evidence as yet that there is any agreement among the various governments as to what form these changes should take , who should make them , or when. It would seem to be worthwhile at this time to reflect on where the Canadian mining industry has been vis-a-vis taxes and "where it is at ". This article is based on a recent address given by R. D. Brown, of Price Waterhouse & Co., Toronto, at the annual convention of the American Institute of Mining, Metallurgical and Petroleum Engineers in Denver , Colorado.

"The role and benefits of using statistical methodology in the development and optimization of materials and processes is examined. It is shown that considerable benefits accrue from the use of an appropriate design in which a number of factors (process parameters) are varied simultaneously while the system response such as percent recovery, degree of separation, purity, etc. is monitored and ultimately optimized.Compared with the commonly encountered one-factor-at-a time approach, this schema exploits reduced experimentation (thereby requiring reduced resources [staff, time, dollars, etc.]) yet yields quantitative information on the significance of each factor and their combinations on the measured response."
