?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

"In this paper, the desulfuration of pyrite cinder pellets was carried out. Phase analysis shows that most sulfur of pyrite cinder exists in the form of elementary sulfur. Most sulfur was removed in preheating stage. 81.25% sulfur was removed and the average SO2 concentration of exhaust gas was 1365ppm when the pellets were preheated at 950oC for 9 min. The final product, assaying 62.42wt%Fe and 0.02wt%S content at 96.88% desulfuration was achieved under the conditions of preheating at 950? for 9 min and roasting at 1200? for 15 min, which can be used as the burden for blast furnace.IntroductionPyrite cinder, as a subsidiary product of sulfuric acid production by roasting of pyrite ores, was solid waste in sulfuric acid enterprises. According to the statistics, the annual production of pyrite cinder is about 15 million tons in China. Besides, there is lots of pyrite cinder deposited for many years [1-3]. The pyrite cinder consumed in the cement and other industries as auxiliary additives only accounts for less 30% of its total discharge and the left is stored in waste pond, occupying much land and polluting environment in China [4-5]. Moreover, pyrite cinder contains iron between 30-63% which can be utilized as a cheap raw material for ironmaking by sintering or pelletizing processes, which can not only prevent pollution but also provide cheap raw materials for ironmaking [6-7]. However, compared to traditional iron ore concentrate, pyrite cinder possesses higher sulfur content."

Various methods of Applied Mineralogy were used for determining the nature and composition of products yielded by flotation tests for Maghara coal beneficiation. Coal samples obtained from the Sa fa mine in Northern Sinai, Egypt, were crushed, sieved, &apos;and <32 mesh size fraction was cleaned by froth flotation. Experiments were conducted to determine the effect of certain parameters on beneficiation of Maghara coal by flotation. The investigated factors included nature of frothing and/or collecting reagents, pH value of the medium, particle size distribution in the head sample, and pulp density of the coal slurry. The quality of head samples, coal concentrates, and tailing products were determined by chemical analysis, microscopic study, x-ray diffraction analysis, and occasionally by infrared (IR) absorption spectroscopy.

Flotation of PGM ores, specifically UG-2, presents a number of technical challenges. These centre on the prevalence of chromite. Subject to over-grinding, chromite is primarily recovered to the flotation product through entrainment. This is of unique concern as it must be kept below a threshold for downstream smelting, with significant operational and monetary penalties being imposed should it exceed this concentration. A number of strategies have been developed to maximise PGM recovery in the presence of this unwanted contaminant. Specialised flowsheets form a vital basis and advanced control algorithms further enhance PGM recovery while minimising the recovery of chromite. The ER&S Company operates a copper sinter plant, blast furnace and converter smelting complex at Port Kembla. Eighty percent of the smelter feed is dirty copper concentrates that contain some lead and zinc. The remaining twenty percent of the smelter feed is copper bearing secondary materials, some of which contain lead, zinc and tin. A predominately lead/zinc fume is produced during the smelting and converting of this feed mix. The composition and tonnage of fume produced at Port Kembla has varied over the years as the smelter feed sources have changed. The economic processing of the fume has always been dependent on the value of the metals contained in the fume and on the fume composition. Both pyrometallurgical and hydrometallurgical methods have been used to treat the fume for the recovery of some or all of the following metals - lead, zinc, tin, copper, cadmium, silver and bismuth. A detailed description of the treatment methods that have been investigated and used to process ER&S fume is given.

Highwall Mining has been recently introduced in India. The first Continuous Highwall Mining extraction in India started operating at Ramagundem Opencast Project-II (OC-II) of Singareni Collieries Company Ltd. (SCCL) in December 2010. A new hybrid empirical and numerical modelling approach has been devised to design web pillars for the initial Highwall Mining sites in India, considering the complex geology, such as existence of thick seams and multiple seams in close proximity. This paper gives the scientific elucidation of a comprehensive design methodology adopted for the above mentioned Indian Highwall Mining sites. The design technology includes web pillar design for multiple seams using hybrid empirical and numerical methods, slope stability assessment, ground movement monitoring, and recommendations for conducting blasting operations in the vicinity of Highwall Mining extractions.

Definition of Ae 1-Just as we call A 1 of rising temperature Ac 1, and that of falling temperature Ar 1, so we may give the symbol Ae 1 to the equilibrium position of A 1. Preliminary Assumptions.-In deciding what weight to assign the various data, and indeed what data are to count, three assumptions should be made. These are: 1. The corollary from the phase rule, that the temperature of Ae 1 is constant and independent of the carbon content, though, of course, it may be changed by the presence of other elements. 2. That because neither in heating nor in cooling can the transformation begin before the temperature reaches Ae 1, though it may be delayed by lag till after the temperature has passed beyond Ae 1, therefore Ae 1 should be at or below the observed beginning of Ac 1 and at or above the observed beginning of Ar 1, and, a fortiori, it should be at or below the observed maximum of Ac 1, and at or above the observed maximum of Ar 1. It may be necessary to take these maxima into consideration in view of the experimental difficulty of detecting these beginnings.

The axial load-displacement-capacity and load-transfer response of deep foundations can be conveniently assessed by geophysical piezocone tests that provide four independent readings with depth, including tip stress (qt), sleeve friction (fs), porewater pressures (ub), and shear wave velocity (Vs). The penetration data (qt, fs, and ub) of the CPT are utilized to obtain the pile side friction (fp) and end bearing capacity (qb) while the shear wave measurements provide the initial stiffness. Within an elastic continuum framework, the axial pile deflections are calculated and an approximate nonlinear response is obtained by modulus degradation from small-strain response (G0) to intermediate- and large-strains (G). The continuum solution permits separation of load transfer along the sides and proportion to the base. Applications are shown for case studies involving an end-bearing drilled shaft, two friction-type drilled shafts in Alabama and Georgia, and a "Class A" prediction involving driven pipe piles in residuum of the Atlantic Piedmont geology. Load-transfer data were available for the drilled shaft foundations.

From the waste material of the production of aluminium foil aluminium pigment is produced for the paint industry by grinding it in white spirit. During grinding 1-2 % iron impurity gets into the product, weakening its quality, from the wear of the mill armour and the grinding bodies and from the contamination of the raw material. For deironing the product, a stage-operated electrically induced magnetic filter separator was developed and put into operation. The separator was sited in an explosive environment and therefore required a special design and safety system. The paper describes the results of the development work. the device that was developed, the safety system as well as the results of and experiences with the operation of the separator.

The NIOSH suite of coal mine ground control software addresses nearly every aspect of coal mine ground control planning, including geologic characterization, mine layout, pillar design, and support selection. Mine planners who use the soft-ware have access to the knowledge gained during years of NIOSH research—packaged in a simple, easy-to-use format. Several of these software packages have recently been updated and improved. Analysis of Roof Bolt Systems (ARBS) (Figure 1) helps select the proper roof bolt system design from the immense variety of available bolt types and patterns. It was developed from statistical analysis of extensive bolt performance and roof fall data. New features in Version 2 include— • The capability to analyze roof bolt systems that use two types of bolts; and • A roof support cost module that estimates the total in-stalled cost of different patterns, considering the costs of consumables, labor, maintenance, and other factors. The Support Technology Optimization Program (STOP) (Figure 2) can be used to make judgments regarding which secondary support system will be the most effective in a particular mine condition and to evaluate the advantages or dis-advantages of alternative support systems. Version 3.0 includes additional improvements: • Supports with large load-shedding following yielding can be designed based on the peak loading capability as well as the residual loading capability; • Seven new support systems have been added to the program; and • Easier access to photo gallery has been provided. The Coal Mine Roof Rating (CMRR) replaces com-plicated geologic information with a simple numerical rating that mine planners can use in many ground control applications. The CMRR can be readily integrated into a geologic exploration program, and the software package is capable of generating an AutoCAD CMRR "layer." Version 1.2 contains— • The complete CMRR database with more than 250 ratings obtained from 70 different U.S. coal seams; and • An all-new "Help" file that clearly explains all aspects of the program. Analysis of Horizontal Stress in Mining (AHSM) can help find the optimum mine layouts for control of horizontal stress. It can be used to analyze both development and longwall retreat designs, and it shows how the stress condition varies as the entry, crosscut, and panel orientations are changed. Version 2 features— • Improved graphics that enable the user to observe the effect of design changes without adjusting the display on the computer screen; and • Resource files containing information on stress map-ping, advance-and-relieve mining, stress measurements in U.S. coal mines, and other topics. "At Teck-Corona Operating Corporation's David Bell Mine, a water quality management strategy is employed to produce both a chemically and biologically clean effluent prior to discharge to the environment.The strategy includes operating methods to minimize contaminants leaving the concentrator and an effluent treatment plant for cyanide, antimony, and heavy metal removal of concentrator, mine and site waste streams.Concentrator practices, the effluent treatment plant, process chemistry and the present day performance of the water quality management strategy are reviewed.INTRODUCTIONThe David Bell Mine is located in the Hernia gold camp 35 km east of Marathon, Ontario. The concentrator has a design throughput of 1,000 tonnes per day. ROM ore (-6"") is ground in a semi-autogenous mill followed by a ball mill, thickener, leaching, and carbon-in-pulp gold recovery unit operations. The concentrator flow sheet is shown in Figure 1."

Activities of magnesium in liquid Mg-Sn alloys have been determined between 5 and 90 at. pct Sn and 990" and 1290°K by an improved isopiestic method wherein tin specimens, heated in a temperature gradient and contained in crucibles of special geometry, were equilibrated with magnesium vapor in a closed titanium system. The crucibles were designed so that the equilibrium compositions of the specimens were satisfactorily preserved on termination of the experimental runs by quenching. The activity values are in excellent agreement with those predicated on the phase diagram and allowed a delineation of the solidus curve of the compound Mg2Sn near its melting point. EQUATIONS have been recently derived relating the chemical potentials of the components to the liquidus and enthalpy data for binary systems exhibiting one congruently melting compound.&apos; The liquidus curve of the Mg-Sn system between the eutectics was carefully redetermined and the thermodynamic properties thus calculated were in reasonably good agreement with values derived from electromotive-force measurements of an,&apos; but differed greatly from the iso-piestically determined values of Ashtakala and Pid-geon.3 The present study was initiated: a) to resolve the discrepancies; b) to develop a method for measuring activities in systems having volatile (and possibly highly reactive) components; and c) to use the method in a general investigation of the thermodynamic properties of the homologous series of Mg-Group IVb systems, i.e., Mg-Pb, Mg-Sn, Mg-Ge, and Mg-Si. This paper describes the results for the Mg-Sn system. An isopiestic technique, originally developed by Herasymenko 4 and adapted for alloys having a component of high reactivity and low volatility,5-8 was modified in this study by using crucibles designed to preserve the equilibrium composition of highly volatile liquid specimens on quenching from high temperatures. Tin specimens, contained in tightly covered graphite crucibles and heated in a temperature gradient, were equilibrated with magnesium vapor of fixed pressure from a magnesium reservoir kept at constant temperature in a previously evacuated and sealed titanium tube. ALFRED NOBEL was born at Stockholm on October 21st. 1833, and died on December 10th, 1896. Although Sobrero’s discovery of nitroglycerin dated back to 1847, this explosive was manufactured on a commercial scale for the first time in 1862, by Nobel at a factory which he erected at Heleneborg, near Stockholm. These works were entirely wrecked by an explosion in 1864. In 1865, he erected works, which are still in existence, at Winterviken, near Stockholm. In 1864 Nobel introduced modifications in the manufacture of nitroglycerin which were the subject of a patent (see footnote No. 1), and at the same time, claimed a process for the detonation of nitroglycerin. Nobel states that, up to that time, the method used for the manufacture of nitroglycerin consisted in pouring glycerin, drop by drop, into a mixture of sulphuric acid and nitric acid contained in a refrigerating mixture. In order that the nitroglycerin should not be decomposed, the temperature was not allowed to rise above 0° C.

Historical Sketch Occurrences of native copper have been known along the Arctic coast of Canada, especially in the vicinity of the. Coppermine river, since the early part of the eighteenth century (See map, Figure 2, insert). In 1769, Samuel Hearne, a clerk of the Hudson&apos;s Bay Company at Fort Churchill, was sent to explore the &apos;copper mines&apos; from which natives had been reported to secure copper for tools, fishing spears, etc. After two successful attempts, he reached the Coppermine river in 1771, accompanied by Indian guides. This hazardous trip was indeed a remarkable feat when one considers the vast distance covered, a great deal of which was barren lands. At Bloody falls, (See Figure 1) on the Coppermine river, Hearne&apos;s Indians swooped down on a party of sleeping Esquimaux, who gathered there each summer to fish, and murdered the entire band encamped on that side of the river. Hence the name of the falls. Hearne&apos;s knowledge of minerals was undoubtedly limited. He reported having seen the copper mines from which the natives were securing the copper, but he failed to prove the economic possibilities of the copper occurrences or to give an accurate description of any deposit. Sir John Franklin visited the area in 1821. He and other members of his expedition, namely, Richardson, Back, Kendall, and Hood, reported native-copper float to occur in the vicinity of the Coppermine river and Bathurst inlet.

The Bureau of Mines equipped a longwall shearer with a water-jet-assisted cutting system and measured dust levels during the cutting of a simulated coal block. The block was cut dry, at a conventional water spray pressure of 190 psi, and with water-jet-assisted cutting pressures ranging from 1,000 to 6,000 psi. At water pressures of 3,000 psi and higher, dust concentrations were reduced by as much as 85 pct via water-jet-assisted cutting in comparison with conventional water sprays. This reduction was achieved without any increase in the water flow rate.

The Jones Mine (or Johannes Mine, as it was originally called, from a former proprietor), situated near Springfield, in the township of Caernarvon, Berks County, Pennsylvania, has long been known as a large deposit of magnetic iron ore, associated with more or less copper pyrites, and with malachite and chrysocolla. It occurs in a belt of soft schistose rocks which rest upon the Laurentian gneiss of the Welsh Mountain,&apos; and to the northward are soon concealed by the unconformably overlying Mesozoic sandstone of the region. These metalliferous strata belong to the Primal slates of Rodgers, which, in many other localities in this region, include similar deposits of iron ores associated with more or less copper, and often accompanied by chloritic and argillaceous schists, and, more rarely, by serpentine and small lenticular masses of crystalline limestone. To this same horizon belong the iron ores of Boyertown, Fritz&apos;s Island, and Roudenbusch, near Reading, Wheatfield, Cornwall, and Dillsburg (all of which are found along the northern border of the Mesozoic belt of

Environmentally assisted cracks in linepipe steels are initiated either as a result of stresses in combination with environmental effects, as in stress corrosion cracking (SCC), or as a result of trapped hydrogen in the steel, as in hydrogen-induced cracking (HIC). To understand better the mechanism of the crack initiation process, key metallurgical and environmental elements that can affect the cracking phenomena were investigated and are reviewed in this paper. The complexity of both cracking phenomena results from the dependence of SCC and HIC on multiple metallurgical, mechanical, and environmental parameters that may all influence both crack initiation and propagation; e.g., composition, microstructure and non-metallic inclusions in the steel, applied stress, water chemistry in the field, and ionic concentrations in the groundwater near the pipe surface to name a few for SCC. In addition, for HIC phenomena, one can add the concentration of H2S in the fluids transported in the pipe as well as concentration of CO2, pH, etc. In this paper, cracking of linepipe steels is analyzed critically, with particular attention to the crack initiation process. The paper is divided into two parts: The first part covers SCC and the second covers HIC.

The objective of this paper is the development of a reliable simulation model for the operation and production capacity of an aggregates quarry. Based on this model, a computer program is introduced that provides the final production outputs according to the defined material gradation and machinery characteristics. The program takes into consideration all operational parameters that may be introduced by the user through the whole machinery network. As a result, all production parameters are properly updated. The structured simulation program can help detect production inefficiencies that result from design ineffectiveness. Additionally, the program can be used for the generation of alternative scenarios for future modifications of a plant&apos;s configuration. Finally, a designer can use it as a tool for obtaining optimum solutions concerning newly designed quarries. As a case study, a quarry operating at Heraklion, Crete, was examined. The application of the program to the plant produced a complete image of the quarry&apos;s input/output characteristics, along with some suggestions for improvements on certain production processes.

A meteoric rise in selling price has revived gold exploration activity throughout the world. In the United States the effort is, in large measure, channeled toward discovery of disseminated gold deposits such as the Carlin-type, i.e., with size and grade characteristics similar to Newmont&apos;s Carlin mine in Nevada. The subtle surface indications characteristic of Carlin-type gold mineralization have been examined by a number of geologists, and the more obvious prospects have been tested by surface sampling and drilling. It is likely that most of these readily recognizable deposits have already been found and, as a consequence, prospectors are now entering a new, second stage of exploration for Carlin-type and related disseminated gold deposits.
