P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility. AMERICAN SOCIETY OF MINING ENGINEERS 1970 FALL MEETING AND EXHIBIT The Secretary for Commerce has passed to us a letter received from the American Society of Mining Engineers, reading as follows: "We would be delighted to have South Africa attend our meeting next year and to exhibit some of their mining equipment in our Technological Information Exchange. The 1970 SME Fall Meeting and Exhibit will be held in St. Louis, Mo., October 21-23, 1970, at the Kiel Auditorium. The AIME WorId Conference on Lead & Zinc Mining and Metallurgy will be an integral part of our meeting-and an added incentive to attend. It should be understood that we discourage the showing of actual mining equipment and encourage the manufacturers and suppliers to send their engineers to man the booths. We hope that the exhibits will endeavour to put across their story by means of photographs, drawings, models and literature, rather than by display of prototypes of the actual equipment. We will be happy to welcome manufacturerers from South Africa as well as the mining engineers who, from time to time, have registered at our meetings." The National Uranium Resource Evaluation (NURE) program since 1974 has been designed to accomplish a comprehensive coverage of the 48 conterminous States and Alaska to evaluate the total uranium resources of the USA. This resource base includes both ore reserves and potential resources. Techniques include airborne radiometric and magnetic surveys, by hydrogeochemical surveys, surface and subsurface geologic studies, and the application of improved geochemical exploration and resource assessment methods (Table 1). In brief review, the current status of each of the five basic NURE elements is as follows: In the Aerial Surveys, in the conterminous 48 states, the flying has been completed in 89 of the NTMS 10 x 2° NURE quadrangles, and is in progress in 39 more (Figure 1). Complete quadrangle data have already been open filed for 46 additional quadrangles, for a total of 174 for which data gathering is either complete or in progress. In Alaska, the flying is complete in 42 quadrangles, and quadrangle data have been open filed for 34 more, for a total of 76 (Figure 2).

A laboratory apparatus (shield dust simulator) was designed and constructed to simulate the dust generated during the advance of longwall hydraulic roof supports, or shields. The objective of the study was to develop a tool that could be used to test the hypothesis that foam applied to a mine roof prior to a shield advance could be used to reduce the respirable dust generated during shield advances. This paper will outline the design parameters for the development of the system, as well as describe baseline testing of coal and limestone dust. Results show the average instantaneous respirable dust concentrations that occurred during simulated shield advance. Confidence intervals were calculated from the instantaneous respirable dust data to determine the repeatability of the data produced by the device. INTRODUCTION During longwall mining, miners can be exposed to respirable dust that is generated during the advance of hydraulic roof supports or shields. National Institute for Occupational Safety and Health (NIOSH) researchers have conducted numerous surveys of longwall mining operations, benchmarking the operating practices and dust control measures in use. It has been determined that the shields are responsible for 27% of the respirable dust that is generated on the longwall face [1]. The dust generated by the shield advances ranks second, next to the longwall shearer which is accountable for 43% of the respirable dust generated on the longwall face. The respirable dust generated during the advance of the shields can be a significant contributor to the respirable dust exposure of the mining personnel operating at the longwall face, especially since some of this dust is generated in the walkway. Control systems designed to reduce the dust levels generated during the shield advance have the potential to greatly reduce the respirable dust exposures of the personnel downwind of these activities. One control technology to decrease the dust generated by the shield advances would be to apply a layer of foam to the forward shield-roof interface prior to the shield advance [2]. The blanketed layer of foam would interact with the material located on the top of the shield during the advance, preventing a portion of that dust from becoming entrained in the mine air. This layer of foam would be applied using a foaming nozzle located on the longwall shearer body that would spray foam on the roof surface as the shearer passed. Substantial laboratory work has been completed to determine the feasibility of this type of foam application. NIOSH engineers have classified the various characteristics of foaming agents, using foam expansion ratio and drainage as important properties, as well as developed the mechanical systems required to apply the foam safely to the mine roof [2, 3]. The construction of an apparatus that could simulate the mechanical interaction between the dust-laden shield top and mine roof was necessary to adequately test the hypothesis that foam could be an appropriate control. A team of engineers designed and constructed a shield dust simulator system allowing for in-house testing prior to a full-scale field investigation.

Paper presented at Geofluids '93, held in Torquay, UK, 4-7 May 1993. The tin field consists of a fragment of Lower Proterozoic volcanosedimentary rocks surrounded by granitoids. Almost all the significant deposits are hosted by arkoses and are classified as replacement and space-filling types, with particular styles of mineralisation dominating at different mines. Petrological and geochemical investigation of borehole cores from four centres indicated the presence of a stratified zone 500-600 m thick and continuous over at least 20 km along strike, consisting of pervasively altered clastic arenitic sediments. The alteration is zoned into a grey-green sodic albitised footwall, an 80 m thick sericitised-tourmalinised sulphidic tin zone and a red haematitic potassic hanging-wall. The zoning and the localisation of three cassiterite phases are consistent with the tectonic history and with multiple pulses of stanniferous hydrothermal fluids derived from late differentiates of the granites over a prolonged period. Areas of high fracture density acted as conduits for the fluids, whose initially rapid ascent was retarded by decreasing pressure contrast, limited development of fracturing and/or impermeable shaly arkose to cause lateral spreading and pervasive alteration over a broad, stratified front. Lateral overlapping of local fronts at the various centres suggests a continuous zone, while the many petrological and geochemical similarities point to a shared fluid composition

Quartz is the second most widely used electronic material, with approximately 3,000 t (3,300 st) of single crystals used each year. Most of the quartz used in electronics is synthetic and is manufactured using a technique called hydrothermal growth. This paper reviews the basics of hydrothermal growth, the feedstocks used for these crystals and the challenges to improving the growth process. This paper also reviews the processing of these crystals, the markets and applications where they are used, and the global outlook for these markets.

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been-published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment. Report of Investigations 3309, Permissible Electrically Operated Air Compressors, which contains similar information, was issued in August 1936, and a Report of Investigations 3326, Permissible Electrically Operated Room Hoists, was issued in January 1937. Thus, the present paper is the third to give detailed information concerning permissible machines of types not included in bulletins, and covers all the rock-dust distributors approved prior to October 1, 1936.

This paper reviews the results of an extensive study of microstructures and mechanical properties in bainitic linepipe steels. The research was carried out as a collaborative project between Queen's, Stelco and CANMET. Basic studies of phase transformations and mechanical properties in these steels established important relationships between processing schedule and microstructure evolution, and between final microstructure and mechanical properties. The best combination of strength and toughness properties is obtained with a microstructure comprising a matrix of intragranularly-nucleated bainite (`acicular ferrite - AF') and small (~ 0.5 µm) dispersed particles of martensite (`M/A'). We describe this as a dual-phase AF+M/A microstructure. An experimental study on 15-mm thick plate determined the window of steel composition and processing parameters which gives the dual phase AF+M/A microstructure. The minimum strength and toughness properties for Grade 621 (X90) linepipe steel can be achieved by either a lean steel composition (0.04C-1.77Mn-0.04Cr¬0.32Mo-0.31Ni-0.29Cu-0.08Nb) with extreme processing parameters, or by a higher alloy composition (0.04C-2.07Mn-0.50Cr-0.51Mo-0.04Nb) with a more industrially realistic processing schedule. It is proposed how this approach could be extended to obtain higher strength linepipe grades.

Lightweight metals such as magnesium show potential in replacing aluminum alloy castings for engine cradles, cylinder heads and transmission cases. Unfortunately, magnesium alloys are susceptible to entrapping oxides and other impurities during casting that hinder strength and ductility. The current study examined various filter sizes and configurations with the aim of improving the mechanical properties of permanent mould cast AZ91E. The unfiltered casting had a yield strength, tensile strength and ductility of 93.3 MPa, 153.3 MPa and 2.2 % respectively and increased to 96.5 MPa, 167.0 MPa and 3.1 % with the use of a fine mesh filter within the well of the mould. The increased strength and ductility was likely due to the filtered castings containing fewer inclusions on their fracture surfaces as compared to the unfiltered castings.

Prior to 2001 Yallourn Mine has pumped approximately 1000 Megalitres of water per annum from aquifers beneath the mine floor in order to control aquifer pressures that were thought to have an influence on mine floor and permanent batter stability. In 2001 one of the deep aquifer pumps was shut down for five months in order to measure the aquifer recoveries. Prior to the shutdown a UDEC model was created in order to predict what level of recovery in the aquifer pressures would be critical to mine stability. The shutdown showed that the aquifer levels recovered and stabilised at levels that did not threaten the stability of the mine. The aquifers recovered to levels below the critical levels identified in the UDEC model.

Results of quarry blasts can be quantified to show the effects of controlled variables. Two studies have been carried out: one to document the effect of delay on fragmentation and the other to show the effects of higher relief patterns and more accurate initiators. By using such techniques as highspeed photography and timing studies of mucking and crushing operations, subtle differences in blasting efficiency can be measured and quarry blasting can be optimized. Given the range of available and developing blasting technologies, quarry operators should resort to quantitative analyses of their blasting practices to get maximum productivity.

"The objective of this paper is to describe the potential impact of inter-provincial competition f or new output capacity on the Canadian potash industry. It will be shown that the ramifications of such actions are potentially severe, especially since the potash industry is one of the few non-fuel minerals in which Canada purportedly possesses a significant degree of market power. More specifically, the paper addresses the impact of possible expansions in New Brunswick, Manitoba and, perhaps, Saskatchewan. The findings suggest that such initiatives could result in substantial excess capacity and the dissipation of monopoly rents. In summary, given the market structure of the industry, it is unlikely that the employment and economic effects associated with industry expansion will offset the loss in national welfare attributable to rent dissipation.IntroductionThe objective of this paper is to discuss the potential impact of inter-provincial competition for new output capacity on the Canadian potash industry. The existence of Gabal El Kahfa ring complex, located in the Eastern Desert of Egypt, has been ascertained from aeromagnetic and aeroradiometric survey data as well as by aerial photography. Two maps for -the net aerial radiometric measurements reduced to ground level and aerial magnetic data corrected for the regional normal gradient of the earth's magnetic field have been constructed. The aeroradioactivity data have been interpreted geologically and analyzed statistically to outline various radiometric units and compute their charac- teristic statistics. The ring complex showed a circular radiometric feature and yielded a radiometric mean background and a standard deviation of 6.48 and 0.89 pR/h respectively. Besides, the observations showed a normal distribution. The aeromagnetic data have been reduced to the north magnetic pole, then filtered to produce the regional-and residual-component maps. Statistical trend analysis was conducted for the tectonic linea- ments resulting from the three magnetic maps, to define the structural framework of the area under study. This statistical study proved the exis- tence of trends in the east-west, northwest-south- east, northeast-southwest and north-south directions. The ring complex is characterized by a circular magnetic feature, whose average relief is 2150 nT. It is included within a high east-west trending magnetic zone. The latter represents a deep-seated uplift or anticline which is bordered from all sides by some faults of different trends.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

Arsenic is a naturally occurring element in the environment and is toxic to biological systems. Arsenic can exist in the environment in the following redox states, arsenite (+3), arsenate (+5), arsine (-3) and elemental (0) (Oremland and Stolz, 2003). Arsenic is released into the environment by natural and anthropogenic activities such as rock weathering and ore mining, respectively. Such activities result in the release of the soluble inorganic arsenic oxyanions, arsenite and arsenate. The redox state of arsenic in the environment is influenced by a number of factors including, redox potential, pH and microorganisms (Irgolic et al, 1977; Genc-Fuhrman, Tjell and McConchie, 2004). Recently, the ability of microorganisms to influence the cycling of arsenic in the environment has attracted much attention. Microorganisms that can oxidise arsenite and reduce arsenate have been isolated and the mechanisms of arsenic metabolism are currently being investigated. The differences between arsenic resistance and arsenic metabolism are being revealed. The role of microorganisms in the release of arsenic into the environment is of particular importance with arsenic contamination of waters causing the death of millions of people worldwide, due to the consumption of contaminated water (Vasken Aposhian et al, 2003; Islam et al, 2004).

Since pyrite is a semiconductor, the relationship between the leaching rate and the semiconducting properties is of interest. In order to investigate this relationship, a pyrite concentrate (95% FeS2) was oxidized at 90¦C (363 K) in an acid solution containing 100 g/dm3 H2SO4 and 1.0 to 25.1 g/dm3 total Fe. The suspension potential (Pt vs. SCE) was maintained at the desired values, within the range 0.40 to 0.70 V, by controlled additions of a KMn04 solution during leaching. The results were analyzed using a simplified kinetic expression. The rate constant was independent of the Fe concentration, while it increased with suspension potential. Partly oxidized samples were then prepared at varying fractions of reaction. After removing the elemental sulphur formed, they underwent thermoelectric power measurements using a packed bed lying in a temperature gradient. The value of thermo- electric power increased from about 0 to 30 pV/K in the early stages of oxidation. The results obtained are compared with those for chalco- pyrite reported in a previous paper.

Underground mine workers are continuously exposed to many sources of noise and vibration in carrying out their tasks. Even though the vibration and sound level of some mining equipment is documented, it was found that this information is not readily available for many pieces of equipment and that it is not considered when choosing equipment or planning tasks. As well, health problems related to vibration and noise are among the main causes of work-related compensations in mines. Considering those facts and although no Canadian regulations could force employers to limit the exposure of their workers to vibration, the Société de recherche et développement minier (SOREDEM) decided to address the problem by including vibration among their research priorities. In order to characterize noise and vibration sources of different mining equipment used for underground mining, the authors have performed a study in 8 different mines in Québec on 28 different mining equipments. The paper will present the procedure that was followed to select the list of equipment to be evaluated and the low cost acquisition system developed to perform multichannel time domain acquisition in harsh environments. It will also present the results obtained for the noise level produced by the equipment as well as for the hand-arm and whole-body vibration exposures.

The volumetric method of estimating hydrocarbon resources and recoverable reserves is and probably will remain a dominant method in petroleum engineering. The method is technically very simple, but has one main problem: how to express, measure and properly handle the variable and complex uncertainty of each estimate. The computer age brought in the Monte Carlo Simulation method which enables correct arithmetic operation using data with specified probability distribution. However, several problems are still not solved uniquely and still exist. For instance, the determination and description of the distribution of single parameters, the determination of the degree of dependency between parameters (e.g. hydrocarbon saturation-porosity), and standard probabilist- ic definition of generally used categories (e.g. proved, probable, possible). Methods for handling these problems are discussed.

Waitemata Tectonic Event(25 Ma ago) created a subduction system from the northeast of Northland, causing: (1) the emplacement of the Northland Allochthon (24-23 Ma) which provided argillaceous limestone and serpentine to Northland, and minor copper to both there and East Cape (located off Northland then); and (2) Northland volcanism (from 22 Ma), which lacked economic mineralisation. The Kiwitahi Tectonic Event (1714 Ma) caused: (1) a realignment of volcanism - from coastal western Northland, to west of the Hauraki Plains (Kiwitahi); (2) a start to the migration southwards from Northland of (a) the Alpine Fault System towards Marlborough today, (b) subduction towards Cook Strait, and (c) volcanism towards Taranaki-to-Bay of Plenty (initially through Coromandel, Kiwitahi, and offshore west coast); and (3) a start to rhyolitic volcanism & associated hydrothermal activity. The latter caused epithermal mineralisation, providing in Coromandel the best known North Island metalliferous deposits. Andesitic volcanism has been active in both of these two contrasting, subequal belts since 22 Ma. Rhyolitic volcanism and hydrothermal activity was wholly restricted to the eastern Marshall Belt, with an abrupt limit to economic mineralisation at the Volcanic Divide (within Hauraki Plains) and a major change there to basaltic volcanism of the western Searle Belt. The Kaimai Tectonic Event (5-1.5 Ma) caused: (1) a temporary reversal in volcanic migration in the Searle Belt, and a duplication of rhyolitic & hydrothermal activity at Waihi (Marshall Belt); (2) the rotational rifting of both the Central Volcanic Region (by 30¦) and the Hauraki Rift (10¦), causing major curvature of the North Island and New Zealand, and the transfer of the offshore subduction system from Coromandel to East Coast; and (3) an effective end to Coromandel mineralisation. Post-Kaimai Volcanism (1.5-0 Ma) included: (1) andesitic volcanism in the Searle Belt, yielding the western coastal titanomagnetite deposits; and (2) andesitic, and rhyolitic & hydrothermal activity in the Marshall Belt - the latter providing geothermal energy, sulphur, and pumice/perlite deposits. Post-Subduction (Intraplate) Volcanism (10-0 Ma) developed in a steadily expanding northwest region of relative tectonic quiescence, as subduction and its volcanism migrated southwards. Intraplate volcanism was predominantly basaltic, providing excellent aggregate; but less common rhyolitic & hydrothermal activity provided geothermal potential and mercury at Ngawha and at Puhipuhi, and halloysitic clays of extreme brightness elsewhere in Northland. This volcanism has reached as far SE as Mayor Island, providing an early New Zealand mineral resource - obsidian.
