After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall

A ceramic product or processed material is a solid composed of materials which have been subjected to heat above 875°F. The raw materials, which are blended together (or in some cases used singly), are selected and utilized for various reasons such as ease of fabrication, aid to processing, to yield desired properties after processing, lack or controllable degree of toxicity or hazard, availability, cost, and perhaps other considerations. Almost all solid inorganic, some organic, and some liquid and gaseous materials have the potential to be used individually in some ceramic product. There are several fundamental functions to be fulfilled in every ceramic product and a number of secondary functions are desirable in specified products. These functions are generally met by the most widely occurring minerals and rocks of the earth and their debris. This fact characterizes ceramics as a field utilizing the raw materials most available to man. Of course, specified products utilize synthetics, organics, and rare inorganics to produce desired results. Any solid nonmetallic product processed by subjection to temperature above a red heat may be called a ceramic product. Widely used construction materials and units, domestic utensils and units, industrial parts to facilitate manufacture, technical components, and aesthetic creations are very often of a ceramic nature because of the durability, inertness, hardness, ease of fabrication, cost, and availability of the ingredients. Often, organics or metals cannot meet desired specifications for some of these products. The rocks and minerals and mineral debris of the earth are largely siliceous. Oxygen and silicon comprise roughly 75% of the earth's crust with aluminum, iron, calcium, and the alkalies following in abundance. Silica ( SiO, ) and silicates can be melted to form glasses. Alumina (A1,0,), present in a mineral com- pound, gives greater durability, hardness, and strength, but lessens the glass-forming property. Iron, calcium, and the other alkalies flux silica and reduce melting points. Thus, sand, which is generally almost pure SiO,, and clay, which is generally hydrated alumina silicate, are the most widely used of all ceramic raw materials-principally because of the glass-forming propensities of silicates. In ceramic formulations, clay is generally a refractory filler or skeletal material, having in the raw state a plasticity derived from its colloidal grain size and its water-loving nature. On the other hand, silica sand is a glass former or nonplastic filler. Clay and silica sand in pure forms are quite refractory, i.e., not easily melted. Clay, although siliceous, is less of a glass former than pure silica and is more refractory. Natural contaminants, such as iron oxide or limestone, adulterate many clays and some sands. These contaminants act as fluxes and reduce the fusion points of the mineral or blends. Glass is made from silica sand by fluxing the sand with strong bases, usually soda ash and limestone. Red building bricks are hard and durable because the sand and clay have been partially fused with help of natural iron oxide serving as a flux. The iron oxide per- forms a dual function, serving as a pigment as well as a flux. In a blend of clay and sand and iron oxide, the sand is more susceptible to fusion than is the clay. Although silica sand and clay are the most widely used raw materials in most ceramic products, many other minerals, and some non- minerals are utilized in products where these materials can produce or aid in achieving desired results. IN striking contrast to American mining engineering schools, in Europe a new president, known as the Rektor Magnificus, is elected each year or alternate year. An exception is Italy, where election is for a period of three years. The Rektor, who is elected by the full professors, must also be a professor and full-time member of the faculty. In most cases there is a Senate, composed of 5 to 14 full professors, some elected and some appointed, which controls the Rektor in policy decisions, but in some institutions there is no such controlling body. In the same way deans for each faculty or college are selected at the same intervals from among the full professors concerned.

THE history of fundamental research in mining is not one of which the profession can be particularly proud. It has been one of the slowest industries in applying the fundamental sciences to the solution of many of its more difficult problems. True, many of the processes are not adaptable to laboratory techniques, and much of the work must, of necessity, be done in the field. It is for this reason that the mining executive seldom has been conscious of the value of research on a laboratory scale on problems pertaining strictly to mining. Most of them, however, fostered much testing in the allied fields of ore dressing and metallurgy.

GOOD ventilation is recognized as an essential for the preservation of health, and laws have accordingly been framed in many countries for the provision of adequate ventilation in factories and places of public resort as well as in mines.Apart from the legislative enforcement of hygienic measures as a matter of public 'policy, the ventilation of mines has an important economic aspect, since it affects to a large extent the industrial efficiency of the workmen, and consequently the cost of mineral production. Until recent years the ventilation of metal mines has not generally received much consideration, and the importance of pure air has been sometimes overlooked. To the absence of explosive gases in such mines, and to the cost of the installation and working of mechanical ventilators, may generally be attributed disregard of adequate ventilation. The spatial distribution of copper grades at the Mansa Mina project is highly variable due to the presence of high grade copper/silver/arsenic breccia bodies. Copper grades within the breccia bodies tend to average about 4.5% copper while grades in the surrounding stockwork average about 1.0%. The breccia is known to occur in the vicinity of significant controlling structures, however, the outline and therefore the thickness of the bodies are far from regular. Due to the high grade of these bodies a significant proportion of the value of the project is derived from the breccia tonnages. The irregularity in the outlines/thickness translates into an uncertainty in the breccia tonnage and therefore in the value of the project. Acknowledging the economic importance of the breccia bodies and the risk associated with the breccia tonnage uncertainty, significant additional drilling has been proposed to both understand the spatial distribution of the breccias and reduce project risk. The costs associated with this additional drilling are not inconsequential; thus, a reasonable question is ‘what value is derived from this additional drilling’? To obtain an answer to this important question, a simulation approach is applied. First the deposit is simulated using the existing drilling and the uncertainty in the resource is defined. Next the proposed drilling program is simulated and the simulated data are added to the existing data. Using this expanded data set a second simulation of the deposit is created and once again the uncertainty in the resource is defined. Using this approach, the reduction in the uncertainty in the resource can be determined. To convert this reduction in uncertainty (or reduction in risk) in the stated resource into a dollar value, a method of defining the increase in the project rate of return necessary to account for risk is presented. Using the two different rates of return, the difference in project NPV and hence the value of additional drilling is determined.

The Barrick Osborne concentrator has gone through a number of upgrades since commissioning and has increased production from the original 119 t/h design capacity to a milling throughput of 265 t/h in 2008. This was achieved incrementally over several years, by maximising operating efficiencies, in order to minimise capital expenditure, and take advantages of economies of scale; but more importantly it was reached with no measurable loss of recovery. Osborne currently processes a blend of underground and open pit material from the nearby Trekelano deposit. Following primary/secondary crushing, the material is processed through a rod/ball mill grinding circuit ahead of rougher/scavenger flotation that produces a copper concentrate. Osborne was seeking a further increase in plant throughput of the order of 15 per cent, but at more sustainable levels of secondary crusher plant utilisation. In early 2008, Osborne contracted Metso Process Technology and Innovation (PTI) to review the entire process from run-of-mine feed to final copper concentrate. This review would be done concurrently with surveys of both the crushing/grinding and flotation circuits being performed at the same time. The outcome would be a steady-state model of the complete flow sheet allowing the crushing/grinding model to interact with the flotation circuit model, such that overall process optimisation was possible. This was to apply both by exploring the operating limits of the currently installed plant, as well as looking at the logical next stage of capital plant expansions. Surveys of the crushing and grinding circuits were conducted at the Osborne concentrator in May 2008. The main objective of the surveys was to review the potential of increasing grinding throughput whilst maintaining the flotation feed 80 per cent passing size. This would also require improving the efficiency of the crushing circuit which was already operating in excess of 80 per cent of the time. Steady-state simulations were performed using the developed circuit models to identify opportunities to increase throughput and alleviate high circulating loads in both the secondary crushing and grinding circuits. Due to operational changes, the recommendations resulting from this project were considered by Osborne but have as yet only been partially implemented.  This paper covers part A or the crushing and grinding component of the project. A separate paper discussing part B or flotation is also being presented at this conference. The results of interactive simulations between the flotation and grinding circuit models are included in part B of this paper.

The displacement compaction piles described in the paper are installed using a heavy casing or tube and an internal drop hammer. The casing which initially is closed at the bottom by a sand plug displaces the surrounding soil during the driving. Additional sand is rammed down through the casing during the extraction of the casing. The applications and limitations of the method are reviewed in the paper. The importance of checking the sand compaction piles during and after the installation is stressed. Indications of the compaction of the surrounding soil during the driving can be obtained by comparing the initial and the redriving logs of the casing as well as from the volume of sand added. A method to estimate the increase of the mean cone resistance as measured by CPT tests in sandy and silty soils is presented. The governing parameters are the volume of the added sand, the granulometric index and the initial cone resistance.

A spectrographic method for the determination of 18 impurities in cerium is presented. The carrier distillation technique is utilized to separate the spectra of impurities from the complex spectrum of cerium. Metal samples are ignited to the oxide, mixed with silver chloride carrier containing an internal standard, and excited with a 20-ampere direct-current arc. An additional exposure, made after carrier depletion, provides for the determination of refractory elements. Experiments to determine the best carrier, sample-carrier ratio, electrodes, arc current, exposure conditions, internal standards, and any matrix effect are described. The relative standard deviation of the method at the 20- and 200-part-per-million levels is about 25 and 15 percent, respectively. The average relative error is about 20 percent in the 10- to 1,000-part-per-million concentration range.

INTRODUCTION The shovelling of rock in stopes is still a basic and important operation in many gold mines in the removal of gold-bearing rock from the stopes. There is, however, little factual knowledge of the factors which influence the the rates of energy expenditure and work output, and of the way in which variations in these factors, individually or in combination, affect the mechanical efficiency of the mine workers. What for example is the influence of different rates of shovelling, shovel loads and distances of throw? How does stope width and dip of the stope affect the mechanical efficiency of men shovelling rock? Recently a simple physiological test was introduced into the gold mining industry for classifying Bantu recruits into those capable of hard, moderate and light work. If this test is used to select only those Bantu mine workers who are capable of hard work for the task of shovelling rock in stopes then the rate of energy expenditure which could be expected from these men is 1.5 litres/min for the entire period of the shift. With an adequate knowledge of the influence of the various factors which affect the rate of energy expenditure of men shovelling rock in stopes it would be possible to set work standards for Bantu mine workers in stopes. This should be done in terms of the rate of shovelling, the shovel load and the distance of throw for any combination of width of stope, dip of stope, condition of foot wall and grade of rock in such a way that the resultant energy expenditure would be the 'optimum' that could be expected from the men but would be within their capacities for physical work of an endurance nature (that is, 1. 5 litres/min from the 'average' Bantu mine worker). Work standards could thereby be determined for the different stopes of a mine on a sound and systematic basis. In order to supply the information required a study was carried out by the Human Sciences Laboratory in which the work output and energy expenditures (in terms of oxygen consumption in litres/min) were measured on six highly trained Bantu mine workers under the following conditions: (a) rates of shovelling of 3, 4, 5, 6, and 10 shovels per minute. (b) loads of from 9 to 18 lb on the shovel. (c) distances of throw from 8 to 20 ft. (d) stope width of 28 in., 42 in. and 72 in. (e) dip of stopes of 0°, 15° and 30°. (f) rough and smooth footwalls and various grades of rock size. This paper gives the main results of practical importance of this study. Method The experiments were designed and conducted in conjunction with the Work Study Department of one certain underground conditions such as variable stope widths, stope angle, etc., were made available in a mine Surface Training School and suitable subjects were selected from the large number of labourers being put through the training school. Subjects Bantu recruits who had returned to the mine for a new contract and who had previous underground experience on shovelling were considered to be suitable as subjects for the experiments. The particulars of the subjects are given in Table I. After the technique was mastered, the men started shovelling rock and were trained for at least four hours per day to work at the higher shovelling rates. Training was continued for three weeks to enable the subjects to achieve a reasonable degree of physical training and conditioning. Shovelling method In both the kneeling and standing positions the subjects faced the pile of rock, grasped the shovel in the accepted manner and pushed the blade of the shovel into the base of the pile of rock, sliding the blade between the rock and the concrete floor. The Bureau of Mines conducted an experimental degasification project in Island Creek Coal Co.'s Virginia Pocahontas No. S mine. Methane from the overlying Pocahontas No. 4 coalbed was entering mine workings in the Pocahontas No. 3 coalbed through fractures in the roof rock. Small-diameter (l-S/B-inch) holes were drilled into the overlying coalbed to reduce the gas pressure and intercept methane flows, which were piped to the surface through an underground 6-inch-diam steel pipeline. The total methane flow rate from the vertical holes averaged 150,000 ft3/day for the first month. Methane flows into the mine were reduced by 47 pet, thereby demonstrating the effectiveness of this form of degasification in reducing ventilation requirements and providing a safer working environment.

The theory, construction and applications of oxygen sensors employing high-temperature electro- chemical cells with solid electrolytes are briefly reviewed. The application of disposable probes to measurement of the oxygen potential in matte and slag baths in tin, copper, and nickel smelting operations is described. Examples discussed include end-point determination in smelting and slag-cleaning operations, pilot-scale investigations of process chemistry to assist in the development of smelting strategies, and measurements in operating smelters to improve the efficiency of operation.
