The available supply of fuel and power is a subject of importance at all times and particularly at this time. The following brief survey of fuel and power in the United States appraises the extent of the several primary sources of energy the approximate monthly demand, 1929-40; the chief centers of production and consumption; and shifts in the principal uses from 1929 to recent years. The period covers the boom year 1929, the years of the great depression, the more normal year 1937, the recession in 1938, the year 1939, and 1940 (which was affected by armament programs). In some instances, the data for 1939 and 1940 are preliminary. The four primary sources of fuel and power are coal, petroleum, natural gas, and water power. Wood fuel, important in some regions, and foreign trade in natural gas and hydroelectricity represent a relatively small part of the energy supply and are not considered in this study. The tonnages shown are in terms of coal, based upon the calorific or B. t. u. equivalents of the several sources of power. In practice, the usable heat or energy varies according to the type of equipment available for its use. For example, the efficiency of turbine water wheels and internal-combustion engines is much higher than that of steam plants and household-heating devices.

The eleven mines of the United States Coal and Coke Co. in the Pocahontas coal field are situated in McDowell County, W. Va., which is a mountainous region. The valleys rarely exceed 200 ft. (60 m.) in width, the hillsides slope from 25°to 33°, and the tops, from 600 to 900 ft. above the valleys, carry practically no level land. At least 80 per cent. of the area is covered with timber. All the workings are drift mines; and while the average grades of the seams worked are ample for drainage, local dips and swamps necessitate the use of a large number of local pumps or of numerous drainage ditches to keep the mines free from water during heavy rains. The water handled in any mine is not great, compared with the coal output, and usually causes little trouble except during extremely wet periods. In new workings, the water encountered, except in rare cases, is trifling; it is only after rib drawing has started and the surface has been broken that water troubles begin. The strata overlying the coal are sandstone, shales, and slates; as the soil is thin and sandy, it does not tend to puddle and stop the cracks, which remain open for a long time. As mining progresses and the robbed area increases, the broken area becomes larger, increasing the openings into the mined territory. The cover over the robbed portions of the mines varies from 30 to 750 ft. (9 to 228 m.). When the ground is saturated, considerable water finds its way into the mines the day after a heavy rainfall and for three or four days it tends to fill the low places, wash the tracks, etc. and unless from three to four times as many pumps are installed as are normally needed, considerable output is lost. In most cases the water will flow from the mines, and the obvious solution is to provide drainage ditches of ample size to carry the maximum flow expected, so that the inflow will have no opportunity to flood the working places. Laying out the drainage headings on the proper average grades was an easy matter but where blasting was necessary to provide uniform grades, as was frequently the case, it was important that the maximum flow to be expected and the size of ditches to be provided should be known so that only rock work necessary to provide proper drainage

"During the past several months, I have introduced to civil and structural engineers an innovative solution for the integrity testing of concrete using the Thermal Integrity Profiler (TIP) Wire Cable System by Pile Dynamics. While in the process of “educating” highly-trained professionals about a technological breakthrough, I ended up being educated myself about their needs for quality control/quality assurance (QA/QC). With that in mind, I would like to focus on their two key areas of concern:• How complex is the TIP installation process?• How does the QA/QC engineereffectively analyze and report TIP test results?A few months ago, during a discussion with a senior QA engineer, he asked a question that stopped me in my tracks: “Why should we do foundation testing at all?” Turning it around, I asked, “Why wouldn’t QA/QC personnel want to know everything they could about their critical infrastructure foundation?” Honestly, I didn’t answer his question nor did I fully comprehend what he was trying to say. With his experience, the engineer understood that there has not been an integrity test or a combination of integrity tests that could deliver an inside the cage and outside the cage (cover) complete data set that would provide a definitive profile of the entire shaft. Crosshole sonic logging (CSL) becomes more effective the larger the diameter of the shaft becomes, with a maximum effectiveness between 70% and 80%, but does not provide any data of the integrity of the shaft beyond a straight line between CSL tubes. Gamma-gamma logging (GGL) provides qualitative information about the concrete surrounding the GGL tube and device, and it provides information about a small percentage of the drilled shaft concrete near its outside edge."

This paper discusses the primary computer programs used by the Mine Safety and Health Administration's Bruceton Safety Technology Center to evaluate coal refuse disposal plans. These programs are currently being used by private consultants, government, and the coal industry for today's coal refuse disposal problems. This paper outlines five programs, their special features, and their importance in the design and construction of coal refuse disposal facilities. The purpose of the paper is to present the general steps necessary in the computer-modeling of each program. The programs that are discussed include BISHOP, STABL, RWE, DAMS2, and HEC-2, which cover the subject areas of slope stability, hydrographs, flood routing, and water surface profiles.

A series of tests were run on soil samples collected near the site of a Socorro, NM lead smelter that was abandoned more than 98 years ago. Three 30.5- x 30.5-m (100-X 100-ft) squares provided 13 samples each. As described in Part I (this issue), each sample was divided into seven splits according to particle size. A mineralogical examination of the fine-size fraction of Pb-contaminated soils failed to reveal crystalline Pb compounds. These authors conclude that Pb is present as amorphous phases or is adsorbed on the surfaces of soil particles. Site vegetation contained elevated Pb levels that increased with increasing Pb amounts in the soil. However, the biological absorption coefficient (BAC) indicates that some of the site's Pb is unavailable, or the plants are able to limit their uptake. Of the vegetation tested, rabbit bush showed the greatest increase of Pb levels in its roots, whereas levels in creosote were highest in the foliage. In cactus, the Pb levels varied. The amount of Pb due to dust incorporated in plant tissue is almost negligible compared to the amount absorbed through the plant vascular system.

The mining industry has come through a period of major change in community expectations regarding safety and environmental impact and these changes can be expected to continue in the future. These changes are ultimately reflected in Government regulations and industry safety standards and form the basis of the ælicense to operateÆ. Equally, advances in technology have made possible new equipment and processes either available now, or close to completion, that will allow mines to meet these more stringent expectations if properly introduced. Changes in technology provide opportunities for mine management to introduce new systems that will remove people from hazardous areas and lead to improvements in the ætriple bottom lineÆ. In a longer time frame of five to ten years, novel and advanced technologies that are currently being developed will deliver new mining methods and conversion of presently uneconomic resources to ore. This is consistent with the time frame required to develop a new mine from discovery. Strategic decisions can be taken now by mine designers to enable the introduction of these major technology changes. Examples of both practical and strategic opportunities are drawn from the integration of rock cutting/blasting, automation, electronic communications and new mining methods. This paper discusses emerging industry trends, changes to legislative framework and some practical choices for existing and imminent technology.

The responsibility and scope of the Industrial Engineering Department, as organized at the Jeffrey mine, has been broadened to include any study, project or report that could result in more effective use of men, materials and equipment. Although still emphasizing wage incentives and co t reduction, much more varied work is now done, consistent with the in-.creased complexity of industry. Additional activities now include production, maintenance and inventory control improved job evaluation, packaging, labour utilization studies, technical sales liaison, mining, milling and service department n1ethods, plant layout, and specialized project analysis. Additional techniques include the extensive use of work .sampling and standard data. A recent trend has been toward increased emphasis on industrial relations, both in introducing change to the men and in providing requested explanations to Union stewards and officers. These new responsibilities have resulted in the development of specialists in some rather narrow industrial engineering fields, as well as the necessity for industrial engineering assistance in supervisory and job training.

Earlier work1-4 has shown that commercial mild steels under static loading at the lowest natural operating temperatures fracture in a brittle manner only when damaged by a suitable history of straining. Notched and then compressed plates have fractured in subsequent tension at loads as low as 10 pct of the limit load and precompressed smooth bars at a subsequent extensional strain as low as 0.01. The comparison of the average net fracture stress with the flow limit stress was shown to be an excellent criterion of brittle or ductile behavior of mild steel structures when only loads and general stress levels are known. The present investigation shows that the deformation at fracture is a far more sensitive measure of brittleness than the fracture stress. Both criteria, deformation and stress, are used to determine the amount of uniform precompression of two mild steels, ABS-B and Project E-steel, resulting in brittle fracture under the strong constraint of a subsequently machined severe circumferential groove. The fracture stress equaled or exceeded the theoretical flow limit Ól = 2.680., ('based on the elevated yield stress at each prestrain) up to prestrains of about 0.20 and then fell off to about 1 at prestrains of 0.60. Yet a prestrain of only 0.05 reduced the elongation at the shoulders by a factor of about 4. The total plastic elongation of a region surrounding a sharp notch in prestrained steel deternines whether or not fracture will be initiated in large structures, hence is a direct and realistic measure of the remaining ductility and provides an excellent test of the material's resistance to embrittlement. ALMOST all engineering structures of mild steel which failed in service in a so-called "brittle" manner exhibited appreciable local plastic deformation (more than 1 pct) and a mixture of "cleavage" and "shear" fracture surfaces. Furthermore, the peak local stress in an advancing crack is always high. Such simple criteria as pure cleavage, absence of plasticity, or fracture stress, so useful in other fields, are insufficient to characterize brittleness in engineering structures at ordnary temperatures. The "brittle)' behavior of engineering structures is caused by the limited ductility at cracks or notch regions, as shown by recent work at Brown University summarized and extended in Refs. 1 to 4. It was also shown that the local ductility of mild steel may be catastrophically reduced by a suitable strain and temperature history similar to those which may occur in real structures. Localized yielding begins at the notch roots at low loads but is contained by surrounding elastic regions. The plastic strains are hence small. They increase slowly with the load up to the flow limit or limit load for an ideally plastic material. Unrestricted plastic flow then occurs. At such strains the real material locally st rain-hardens and fractures. With work-hardening materials no flow limit exists, and the transition from low to high plastic strains is gradual but increases more rapidly at loads close to the flow limit of an equivalent perfectly plastic material. When the available ductility is sufficient for reaching the limit load, the behavior is normal or "ductile". With insufficient ductility, fracture will occur at a low load and will be defined as "brittle". Accordingly the sufficiency or not of the ductility at a notch is reflected in the magnitude of the fracture load or average net stress as compared with the limit load or flow limit. The application of this criterion gave surprising results. Service failures under semistatic loading occurred mostly below the limit load, hence were "brittle". On the contrary all static tests with undamaged commercial mild steels reached the limit load in spite of the deepest notches and temperatures below Charpy impact transition (say about -30°F or higher). Notched bars showed no brittleness even under fully dynamic axial loading up to 1.5 x107 psi per sec at -23°F and about 2.5 x l06 psi per sec at -ll0°F, but broke in a brittle manner at -200°F and l03 psi per sec.' To propagate a fracture at low load, experimenters had to trigger it by superimposing a strong dynamic impact at a notch cooled by liquid nitrogen as in the Robertson5 or Esso tests.' Once started the cracks would run through warmer regions of smaller stress. Obviously the ductility of the apparently undamaged commercial steels was "sufficient" in the laboratory tests but not in the service fracture, where it must have been reduced by some embrittling procedure of fabrication or service. These conclusions were confirmed by the achievement of low static stress (brittle) fracture initiation in unwelded steel after a local reduction of ductility by simple prestraining. Symmetrically notched plates of undamaged mild steel cooled below the Charpy V-notch transition range were tested in central static tension: Undamaged plates withstood loads of limit intensity, but when subjected to prior in-plane com-pressive prestraining perpendicular to the notch axis and to accelerated aging, the plates fractured completely or partially at very low static loads, as low as one-tenth of the flow limit.2-4 However, damage could not be easily related to the strongly variable prestrain around a sharp notch. "Flotation is a complex and highly multivariate process. Using the conventional OFf (one-factor-at-a-time) technique, the optimization of flotation circuits through laboratory or plant testwork is difficult, time-consuming and therefore, expensive and often results in marginal improvements. The optimal operating conditions can be more efficiently estimated when a systematic approach like SDE (Statistical Design of Experiments) is taken.The concentrator of Noranda's Brunswick Mining Division (near Bathurst, New-Brunswick) is well known for the complexity of its differential copper-lead-zinc flotation circuits. One of them, the chalcopyrite-galena separation (or CuSep) circuit, is impacted by more than 20 variables.Statistical Design of Experiments (SDE) techniques were applied at the laboratory scale to improve the performance of Brunswick's CuSep circuit. Screening tests were conducted using Fractional Factorial designs while optimization tests were carried out based on Response Surface Modelling techniques like the Central Composite design. Every series of tests, without exception, revealed new information and process insights which led to significant circuit performance improvements in the plant So far, the metallurgical gain may be as high as four percentage points of copper recovery (in the CuSep circuit). Potential cost savings of expensive consumables (steam, activated carbon) have also been identified but will require additional circuit modifications before being realized.IntroductionIn spite of its apparent simplicity, flotation is a complex three-phase (solid, liquid and gas) separation process. INTRODUCTION Agglomeration is based on adhesion between particles. Production of agglomerates of specific strength, strain properties, size, porosity and structure necessitates the activation of the adhesive forces. To achieve this, it is important for us to know details of the various systems of adhesion. Reports on the work of our Institute for the investigation of systems of adhesion were published on various occasions. A reference to those publications is made in the following abstract, and the findings previously published are presented only to the extent necessary for a better understanding of more recent test results, or of changed ideas. 1. MECHANISMS OF ADHESION We must distinguish between various "mechanisms of adhesion". By "mechanism of adhesion" we understand the interaction between a particle and a substrate resulting from a clearly definable physical or physico-chemical process resulting in a definite mathematical interrelation- ship between the decisive variables.

Large macroscopic nonmetallic inclusions were related to altered fireclay refractories by chemical and microscopic means. Pouring refractories are discussed as a source of these large inclusions. Nozzles and wells are major contributors. Use of alkali and titania contents as tracers is described. Recommendations are offered to minimize the sources of inclusions from pouring refractories. IN any attempt to improve the cleanliness of plain carbon and alloy steels, consideration must be given not only to the proper deoxidation practice to minimize inclusions, but also to sources of inclusions from pouring refractories. In some cases, the inclusions resulting from deoxidation may be minor in amount, yet a relatively dirty steel may be produced as a result of improper care in the pouring practices for the steel. The number of studies of inclusions resulting from pouring refractories has increased recently and some excellent reports on this subject have already been published.'4 Some of these reports were reviewed briefly in a companion paper by M. P. Fedock.5 Mr. Fedock's contribution is a fine addition to the studies necessary to improve steel cleanliness for the ultimate benefit of all steel producers and consumers. In the interest of constantly improving cleanliness, the authors have been actively engaged for the past two years in experimentation to determine more closely the sources of inclusions in steel. One phase of this work was associated with efforts to define more closely the sources of macroscopic inclusions which have been experienced on occasional heats. The term "macroscopic inclusions" is defined in general as those inclusions which are visible to the naked eye or at low magnifications of the order of less than X25. These inclusions sometimes can be seen in the macro-etch tests of billets and slabs. This report summarizes a few of the field experiments and laboratory studies conducted at the South Works of the United States Steel Corp., which were made regarding nozzles, wells, and ingot scums, as well as inclusions occurring in steel products. The data in the present study, together with the data of Mr. Fedock concerning ladle erosion, should be of value in regard to future studies of inclusions arising from pouring refractories. The knowledge gained as a result of data collected thus far at South Works has been helpful in improving the cleanliness of the products and in pointing the way toward further improvements. Similarity of Large Inclusions to Refractories and Altered Refractories In the routine inspection of billet etch tests, occasional inclusions visible to the naked eye have been observed. These large inclusions most frequently occur near the top of the ingot and near the billet surface. When such material was encountered, careful examinations were made in an attempt to determine the origin of these inclusions. In a relatively few cases, examination revealed that the material was unaltered fireclay refractory of a type similar to that used for hot-top material, with only the surface of the inclusions having an altered appearance under the microscope. Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. The Green Mountain Copper Prospect is an unusual stratiform base metal occurrence located in the California Foothills Copper-Zinc Belt. Mined for rich secondary oxide-carbonate ores since 1863, the first serious exploration of the primary ores was in the 1970's. Unlike typical volcanogenic deposits of the district, stratigraphy consists of greywackes overlain (?) or intruded by an intermediate to felsic volcanic unit. Shales and siltstones overlie the volcanic unit. Massive pyrrhotite, chalcopyrite and sphalerite occur at the top of the volcanic unit. Later intrusion and deformation metamorphosed the sequence and created a SW plunging anticline. Characteristic magnetic and electrical geophysical signatures are present and reviewed.

The U.S. Department of Energy (DOE) is building the world's newest accelerator-based, pulsed-neutron system, called Spallation Neutron Source (SNS). The facility, located in Oak Ridge, Tennessee, is a partnership of six DOE national laboratories - Argonne, Brookhaven, Jefferson, Lawrence Berkeley, Los Alamos, and Oak Ridge. Oak Ridge has the responsibility for managing the partnership and ultimately operating SNS. SNS will provide opportunities for up to 2,000 researchers each year from universities, national laboratories and industry from around the world for basic and applied research and technology development in the fields of materials science, magnetic materials, polymers and complex fluids, chemistry and biology. When completed, this state-of-the-art research facility will provide neutron beams that are 12 times more intense than any other such source in the world. Most of the world's neutron sources were built decades ago. Therefore, it is easy to understand how SNS will provide new research opportunities unavailable elsewhere, and at the same time restore United States leadership in neutron sciences. Neutron scattering research provides valuable information about materials that cannot be obtained through microscopy, X-rays, spectroscopes, or other techniques. The information gained from neutron scattering research leads to improved materials that are used in high-temperature superconductors, powerful lightweight magnets, aluminum bridge decks, jet aircraft, compact and computer discs, magnetic recording tapes, shatter-proof windshields, and many other applications. SNS is like a flashing strobe light providing high-speed illumination of an object and will record the structure of physical and biological materials from plastics to proteins. Because neutrons have no charge, they can penetrate more deeply into materials than do X-rays, light, or electrons and thus reveal bulk structure and properties of materials. SNS will help to understand and "engineer" better materials and the manufacture of better products at the atomic level. Our high-technology society demands new materials that are stronger, lighter, and cheaper yet perform well under severe conditions. SNS, which is designed with the future in mind, will be the leading neutron research facility for many years to come.

MACHINERY has not taken the place of manual labor in steep pitch coal in the anthracite field and there is a shortage of miners experienced in this type of work. To overcome these difficulties several coal companies have resorted to different types of mining such as the diamond or zig-zag method, the slant method, long hole drilling, and several other variations. For the past 5 years the diamond shape method has been used extensively in the heavy pitching beds of both the Knickerbocker and Yatesville basins at Knickerbocker colliery of the Philadelphia & Reading Coal & Iron Co.
