An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.

The use of chemical reagents in flotation has been studied in great detail, e.g. (1, 2, 3, 4). Important progress has been made on the understanding of surface chemistry concepts involved in flotation. However, such scientific studies are often very complex even for rather simple idealized systems. Therefore, the deve- lopment of predictive or quantitative tools for plant engineering evaluation is still in the evolutionary stages. Until further progress in fundamental work is achieved, the operating engineer is faced with semi-empirical physical testing of reagent changes on several sizes of the actual equipment under study to be confident of the economic viability of any change.

Computer-based dispatching in open-pit truck haulage operations yields many benefits of current interest to mine management. The key tangible benefit is a substantial productivity increase with a given fleet of equipment or, alternately, a significant reduction in equipment required to meet production quotas. Other tangible benefits in mines with concurrent operating objectives include minimizing rehandle, meeting several blending constraints simultaneously, and ensuring a target plant feed rate. Intangible benefits include production forecasting, performance comparisons of trucks or shovels of different manufacture, and extensive on-line report generation. Recent advances in mini- and micro-computer hardware and software and solid state electronics permit design and implementation of system features not feasible a few years ago. This paper discusses system aspects with emphasis on dispatching algorithms needed to meet concurrent objectives.

INTRODUCTION The accomplishment of a well engineered design, and the realization of efficient plant operation cannot be achieved without weaving a web of safety consciousness from the beginning of the project. When the plant becomes operational, and throughout its life, responsibility safety will rest with the client or operator. Recognition of this understanding does not reduce the importance of the engineering and construction contractor's role, but merely puts the responsibility where it belongs. A project which has had little or no operator input during the early stages of design is almost certain to have serious work place safety, health, and environmental problems in spite of the fact that all MSHA and OSHA design requirements were met and the engineering was performed using accepted practices. DEFINITIONS The author has a personal preference in safety definitions that begins and ends with simplicity. If the safety criteria, program, and rules are confusing or complex, the results will soon become obvious. Confusing and complex are the key elements in the avoidance of responsibility and if punitive is added to the list, a brew exists which breeds accidents, illness, and poor performance. A safely designed and operated plant is one that a worker can journey to each day; leaving that person and his or her family with the above average expectation that the person will return healthy, emotionally intact, and hopefully a little wealthier. BRAZIL has had an industry based on ocean beach deposits of heavy minerals containing monazite, zircon, rutile, and ilmenite for well over 40 years, but except at the very earliest period, prior to 1906, and again during World War 11, has this industry been at all comparable in size with similar operations in other countries. Limiting factors have been neither a lack of reserves nor lack of markets (except for zircon). Although poor local transportation and shipping facilities have handicapped the development in Brazil, these conditions were perhaps equally bad (when mining operations started) in the Indian State of Travancore, and in New South Wales and Queensland, Australia, in which states the principal production of beach deposits of heavy minerals has occurred. The outstanding restraints on the Brazilian industry have been the lower quality of the Brazilian minerals, the relative small size of individual deposits that were known until recently, the lack of interest of Brazilian investors in mining ventures, and the unfavorable climate for investment of foreign capital under Brazilian mining law. The lower quality of the minerals is indicated by the fact that the Brazilian monazite carries only 5 to 6 pct ThO2,*, and the ilmenite 56 1/2 pct TiO2, whiteness of the Australian zircon. An inadequate market for the abundant zircon that will be avail- able in any operation in Brazil is certainly a heavy restraint, since otherwise it could be an important byproduct. The oxide of zirconia, baddeleyite, that has come from Brazil is from other sources. 1 Since the Brazilian beach sands carry only a little rutile, that mineral has not been available as a valuable byproduct to help finance the operations.

Reduction of Iron Content from Silica by Gravitational Processes In this research work, it was attempted to reduce the iron contents (Fe2O3) in silica sample which was provided from Shenin silica mine using gravitational processes including jig machine, multi gravity separator (MGS), shaking table and spiral. The silica sample contains 93.75 per cent SiO2, 0.44 per cent Fe2O3, 2.78 per cent Al2O3, and 0.08 per cent TiO2 and the Fe2O3 has to be reduced to about 0.1 per cent or less than 0.02 per cent. Mineralogical studies and XRD analysis indicated the presence of haematite, pyrite and goethite as the major iron impurity phases. Mineralogical studies of polished and thin sections yielded that the degree of freedom of silica is more than 80 per cent in the range of -300 +212 mm. After elimination of fine particles, at first nine tests were carried out on crusher product (in two size fractions), wet rod mil product and scrubber product by means of Jig Machine. The best results were obtained with about 0.15 per cent Fe2O3 on rod mill and scrubber product which was not desirable. Thereafter 7 tests were carried out using shaking table; the best results were obtained with about 0.14 per cent Fe2O3 on rod mill and scrubber product which was not desirable. MGS showed the worst result in order to iron removal from silica which was not desirable. Finally 9 testes were carried out using spiral whish is the best gravitational separator for elimination of iron impurities from silica. The best result of spiral tests were achieved on scrubber product. In this test concentrate weight percent and its Fe2O3 grade were 82.32 per cent and 0.085 per cent respectively. Finally a test was carried out using 2 stages of spiral in order to develop flow sheet. In this test concentrate weight percent and its Fe2O3 grade were 78.8 per cent and 0.1 per cent respectively. This product can be used to produce float (clear flat) glass.

"IntroductionBy the 1980s, the continuous casting process had almost replaced the ingot casting of steel in Japan, Europe and North America. While economic benefits were probably initially the prime motivator, the transition rapidly proved that continuous casting in conjunction with ladle metallurgy offered a much greater degree of process control and made possible routine steel specifications not previously available.This new technology demanded improved procedures for the quantitative addition of the required metallurgical reagents, especially as regards the more volatile or toxic elements such as calcium , boron, carbon, sulphur, lead and tellurium. The injection of a thin steel tube containing the additive into the metal bath of a ladle refining station offers the best procedure for this. In the industry this has been referred to as ""Cored Wire "".Operators using this technology find that they are faced with balancing the injection speed against the small cross section of the tube to feed the required amount of reagent within the short time span available to the operation. Large-ladle shops requiring major quantities usually resort to multiple machines and high speeds. Many machines approach a maximum feed rate of 400 m/min. Higher speeds exceed the melting rate of the system, and the ferro static buoyancy of the tube will cause it to coil up the ladle wall and possibly resurface into the slag layer, and even eject itself above the surface. Under these conditions, exact control of element recovery becomes difficult, especially with the commonest addition, calcium silicon alloy.Many experts are persuaded that the final melting position of the carrier tube has major importance in establishing consistent element yield to the bath.For instance, the vapour pressure of calcium at l500 °C is close to I bar. Reaching a melting depth sufficient to accommodate this value is considered to be critical to achieving an acceptable and reproducible yield.Many studies have elaborated semi-empirical formulae to establish the melt zone depth, connecting this value essentially to the diameter of the tube , the injection rate and the superheat of the steel. The author's experience in steelmaking could not confirm such formulae in many cases, and he set about to develop a mathematical model which would be useful in addressing this problem, taking into account the several parameters which will regulate the behaviour of a filled tube immersed in molten steel."

THE present report represents that part of the work that has been done by the War Minerals Investigation, Manganese Section, of the Bureau of Mines, on the use of manganese alloys in open-hearth practice. The magnitude of the work and the number of people participating in one way or another make it difficult to acknowledge adequately the services of all who have contributed to the success of the work. It would, be amiss, however, to pass to the body of the report without mentioning the hearty coöperation and willingness to assist of the various manufacturing interests. With such a sympathetic attitude toward this investigation, our work was assured of success. Inasmuch as the unhappy circumstances that rendered this investigation necessary have now passed, this report is made in 'the hope that the results may prove of some permanent value to the peace-tine operation of our open-hearth industry. Broadly speaking, the purpose of the manganese investigation was to consider the most suitable means of utilizing our domestic supply of manganese and thus relieve, to the maximum extent possible, our shipping of the burden of importing manganese ores. It was not held that any decided shortage of manganese 'was imminent but rather that every legitimate means should be utilized for making our ship tonnage available to European service. While we have considerable metallic manganese in this country, it occurs largely as a low-grade mixture with iron or silica or with both. The open-hearth investigations, therefore, were carried on to determine the extent to which domestic or low-grade alloys could properly be substituted for high-grade alloys without materially impairing the steel production as to either quality or quantity. This paper presents the findings of a study on roof bolter's hazard exposure. A "microanalysis" of accident data was combined with ergonomic observations of roof bolter operators to categorize bolting-related injuries, and, from this, a checklist was constructed. Bolting-related problems were identified as situations that could expose bolter operators to hazards. Approaches to avoid these situations were applied at six mining operations to evaluate specific problems in root bolting operations. The research emphasized the importance of analyzing worker behaviors in the context of mining situations and equipment-design problems that lead to human-error accidents.

Hyperbaric filtration was evaluated at the laboratory scale for dewatering fine coal cleaned by froth flotation. A laboratory pressure filtration procedure is described to obtain uniform cake structure from dilute slurries containing a significant amount of coarse material. Baseline tests were conducted varying filter operating parameters such as driving force, time, cake thickness, percent solids, viscosity and pH to determine optimum operating conditions for eventual application on a continuous pilot scale hyperbaric filter.

The Split Rock low grade copper prospect was discovered in 1969 by Cyprus Mines Corporation using stream geochemistry. Cyprus "Imes carried out geochemical and geophysical investigations, geological mapping, and percussion and diamond drilling, and concluded that the grade of mineralisation was too low (0.1% copper) to be of interest. In the present study, the geology was remapped and very substantial differences from the previous observations are recorded. (lineraliced acid dykes in a 1 000 foot hole drilled by Cyprus Mines had a total inter- section of almost 300 feet with an average crade of 0.4% copper. Surrounding drill holes at distances of 500 feet did not intersect +hese dykes. This group of drill holes occupies a small part of an area about 2 km by 1 km which was affected by intense quartz sericite pyrite alteration along many fractures with an associated soil copper anomaly. It may be that the quartz sericite alteraiion with feeble copper mineralisation represents hydrothermal alteration emanating `rom a mineralised intrusion of which the dykes mentioned above are off shoots.

Numerical solutions of immiscible flow problems in which dispersive effects of capillarity are dominated by convection require excessively fine grid spacing with attendant high computing costs. The use of coarser spacing reduces cost but often produces oscillation or undue dispersion associated with displacement fronts, A numerical formulation is proposed here which should be applicable to two-dimensional flow problems. it is in part analogous to an approach previously tested for miscible systems. The convective transport is approximated using a change of variables to yield a coordinate system moving approximately with the local characteristic velocity. The capillarity-induced dispersive terms in the differential system describing the process are approximated with respect to a fixed coordinate system by the usual implicit formulation. One-dimensional tests of the procedure yielded results in which the saturation profiles tended smoothly to the zero-capillary pressure solution as the ratio of viscous to capillary forces was successively increased in a sequence of calculations. This contrasted favorably with solutions by other numerical procedures which would require attendant grid refinements to approach the zero capillary pressure results. INTRODUCTION Numerical solution of displacement problems has until recently relied on applying methods developed primarily for transient heat-flow problems. Such problems are classified as parabolic in type, and where the heat transport is purely by diffusion their solutions are characterized by a high degree of smoothness. It is not surprising, therefore, that for approximating these solutions available finite difference methods are quite adequate. In flow problems the transport is partly by diffusion, partly by convection or flow. Although the problem remains of parabolic type because the dispersive effects of capillary forces or diffusion play some role in every displacement, at high flow rates the problem is dominated by convection, and solutions tend toward those of equations of the hyperbolic type. Solutions of hyperbolic problems are characterized by the translation of fronts, or discontinuities, that may progressively increase in sharpness. Numerical methods for treating parabolic problems become less and less satisfactory as displacement rates increase and the role of dispersion due to concentration or capillary pressure gradients becomes small relative to transport due to flow. In computation the difficulty manifests itself as an error associated with the grid size chosen. 1-6 In summary, if the heat-flow type approximations are to include the terms arising due to convection, one of several choices may be made: (1) an upstream (to the direction of flow) approximation for the convection terms may be used; (2) a centered-in-distance (CID) approximation may be used; or (3) a recently developed approximation based on the theory of oscillation matrices may be chosen.6 The last appears to have significant promise for one-dimensional flow problems; its extendibility to two or three dimensions is an open question. In either of the first two approaches, a suitably small ratio of v&/D must be maintained, where v is the velocity, & is the grid spacing and D the effective dispersivity in the direction of flow. In the first choice, the approximation of the convective part is only first-order correct and errors introduced appear as a numerically induced dispersivity of magnitude proportional to v?x. In the CID choice, the approximation can be second-order correct, but the difference formulation fails to satisfy the maximum principle unless a condition on v?x/D is met. Practically, this means that for high flow rates oscillatory solutions may result in the neighborhood of a front unless exceedingly small grid intervals are taken. While the procedure proposed by Stone and Brian4 permits a less severe limitation to be placed on this ratio, ultimately the flow rates increase relative to the dispersivity the oscillation obtains. The froth phase in flotation has received much less attention than the pulp phase despite the fact that froth stability plays an important role in determining flotation performance. Froth stability is largely determined by the stability of thin foam films, which in turn has a strong correlation with the critical rupture thickness (Hcr) of the films. In the present work, a new approach to predicting the Hcr values of thin foam films in flotation froth phase was proposed and examined. The Hcr values were calculated using an advanced capillary wave model with input parameters being surface tension, film radius, capillary suction pressure, and intersurface force. The intersurface force was estimated by using the Stefan-Reynolds lubrication approximation to fit the measured thinning rates of single foam films formed in a Scheludko ring cell, where the film radii were less than 50 microns and were kept constant during the film-thinning process. A comparison between the predicted and experimental Hcr values was made for the films with the use of sodium chloride as background electrolyte and in the presence of various frothing reagents such as methyl isobutyl carbinol (MIBC), polypropylene glycol with an average molecular weight of 400 (PPG400), and sodium dodecyl sulphate (SDS), at different concentrations and film radii. It was found that the model correctly predicted the trends of Hcr-versus-concentration and Hcr-versus-film radius curves. Moreover, the predicted Hcr values matched well with the experimental ones of the foam films containing either SDS or PPG400. For the foam films containing MIBC, however, the model overpredicted the Hcr values. The reason for this discrepancy was discussed.

In South Africa, the Bushveld platinum group metal deposits are unique in that they are the largest platinum group metal deposits in the world. These deposits occur as two distinct stratiform tabular orebodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 000 m. The mining method is a variation of planar open stoping. Pillars are widely used to support the open stopes. Crush pillars are commonly used in this role, where the residual pillar strength provides the required support resistance to stabilize the stoping excavations. This paper describes the direct measurement of stress within these crush pillars, and describes the stress?strain behaviour of these pillars. These findings indicate that the measured pillar failure stress is too high. The implications of these findings are that roof damage and pillar bursting could occur, and some examples of this type of damage are shown. The paper concludes that this problem could be mitigated if the three dimensional pillar geometry were modified and the pillars were cut smaller.

The paper describes the two foundation techniques - mini piles and postgrouted bored piles. The mini pile system is presented with its design and installation parameters, especially the drilling technique. Two case histories demonstrate the application under extremely limited space and traffic conditions and the required modifications of the equipment. After the description of the postgrouted bored piles and its grouting technique, the paper gives a comparison of postgrouted piles and standard piles on a large basic test in Germany. The Brooklyn Queen's Expressway, N.Y., case history shows the application of this technique after redesign of the original proposal. 1. General Increasing requirements to improve existing foundations to carry additional loads and to increase the bearing capacity of bored piles leads to two new piling techniques: the mini-pile and the post grouted bored pile.

It was found that Al-A13Ni could be readily cold rolled perpendicular to but not parallel to the whiskers. Reductions of more than 98 pct were achieved without cracking by rolling perpendicular to the whiskers, whereas extensive edge cracking was noted after only 15 pct reduction when rolling parallel to the whiskers. The longitudinal and transverse tensile strengths were nearly doubled, and the longitudinal yield strength more than tripled by cold rolling 50 pct in a direction perpendicular to the whiskers. The whiskers exhibited some waviness (elastic bending) as a result of cold rolling, but at very high reductions (greater than 75 pct) whisker fracture and misalignment became significant. A fine dislocation substructure in the matrix consisting of cells attached to the whiskers was pro -duced by cold rolling. Most of- the substructure was readily removed by a 1-hr anneal at 500°C. Cold rolling was found to substantially reduce the thermal stability of the microstructure at 610°C but did not affect the stability at 500°C. FIBER and whisker reinforced composite materials promise significant improvements in properties over conventional materials. Before they find wide use, however, it will be necessary to understand the response of these highly anisotropic materials to common metalworking processes. Most of the nonmetal-lic fiber reinforced materials have very low elongations (a few pct or less) in the direction of fiber alignment. Thus, metalworking techniques such as rolling and forging would not be as broadly applicable to these materials. This investigation was initiated to determine how a composite system consisting of Al3Ni whisker reinforced aluminum responded to rolling, what changes in the microstructure occurred, and the effect of deformation on the mechanical properties. The composite material studied was produced by unidirectional solidification of the A1-Al3Ni eutectic alloy'-7 and consisted of 10 pct by volume of aligned whiskers of Alai in a matrix of aluminum. It should be pointed out that this system is not representative of all composite materials, and the results will therefore not be universally applicable. The A1-Al3Ni system is characterized by: 1) A strong fiber-matrix interfacial bond 2) A ductile matrix 3) A sufficiently low fiber content to allow significant plastic flow between fibers 4) Strong, completely elastic whiskers (tensile strength 400,000 psi, elastic modulus = 20 X 106 psi.1 These factors allow the material to be readily rolled perpendicular to the fibers. If the fiber-matrix bond were not strong, such a weak interface could fail during rolling. A measure of the ability of a composite to be rolled in the transverse direction can be obtained from noting the transverse tensile behavior. In the case of Al-Al3Ni,2 there is considerable ductility (15 to 30 pct). In the case of boron filament reinforced aluminum, for example, the transverse elongation is less than 1 pct,8 and the material could probably not be cold rolled as readily in that direction. EXPERIMENTAL PROCEDURE 3-in. diam ingots of A1-A13Ni eutectic were unidi-rectionally solidified in graphite crucibles. The starting materials consisted of 99.99+ pct pure nickel and aluminum, and the pure eutectic ingots were made with 6.2 wt pct Ni. The unidirectional solidification process (described in detail elsewhere1-3) consists of preparing a master heat of eutectic composition, remelting, and withdrawing the ingot vertically downward through the heat source at a controlled rate so that plane front solidification proceeds upward at a constant velocity. The resulting microstructure consists of 10 pct by volume of whiskers of very high aspect (length to diameter) ratio. The fiber lengths have not been measured because of the difficulty of detecting fiber ends9 but exceeds 104. There is some possibility that the fibers may be continuous within one grain. Flat sheet specimens 2¾ in. sq and approximately 0.2 in. thick containing whiskers parallel to the plane of the sheet and to one edge were used for this study. A1-A13Ni exhibits either a rod-like (high solidification rates) or a blade-like (low solidification rates) whisker morphology,1,3 and both types were studied. Rolling was accomplished using a two-high rolling mill at a speed of approximately 10 fpm. The rolling direction was either parallel to or perpendicular to the direction of growth (direction of whisker alignment). Reductions of from 0.002 to 0.03 in. per pass were used with the most common value being 0.005 in. per pass. Cold rolling of Al-Al3Ni to more than 98 pct reduction in thickness was accomplished with no intermediate anneals. In addition. a series of speci-mens was cold rolled 97 pct with a 1-hr, 500°C anneal in air after each 50 pet reduction. Tensile testing was accomplished using a Tinius-lsen four screw testing machine. El presente trabajo evalúa la adición del oxígeno puro al circuito de cianuración, con la finalidad de incrementar el porcentaje de recuperación de oro y plata, así como su efecto sobre el consumo de cianuro de sodio. En ese sentido, la mayoría de las plantas mantienen un alto nivel de concentración de cianuro, en lugar de un alto nivel de oxígeno disuelto en la solución. Como consecuencia de ello , operan a niveles de cianuro de modo que la disolución del oro depende del nivel de oxigeno disuelto. Por ello, es más fácil mantener un nivel alto de cianuro, que un nivel alto de oxígeno disuelto en la solución, principalmente si se utiliza aire en lugar de oxígeno.

Metalliferous sediments and/or saline brines have now been discovered in numerous sea floor deeps along 900 km of the axial rift zone of the Red Sea (Fig. 1). The Atlantis II Deep remains the most interesting of the the brine deeps both in terms of intensity of submarine hydrothermal processes and in terms of potential economic importance. In fact, successful completion of a pre-pilot mining test in 1979 indicates that the Atlantis II Deep may become the first deep sea base metal sulfide mine (Mustafa and Amann, 1980). Under the most optimistic scenario, the Atlantis II Mine might be established 4-6 years after completion of a year long pilot mining test in 1983-84. If established, mining would produce about 100,000 tons per day of wet mud with about 200 tons per day contained zinc, and proportional amounts of Cu and Ag. Expected mine life would be about 15-20 years (Anon., 1981). In addition to direct economic importance, the Red Sea brines and metalliferous deposits provide significant insight into exploration for sea floor brine-related ore deposits and for analogous ancient deposits. In this paper I will concentrate on the economic potential of Red Sea deposits and sea floor exploration for brine related deposits, but some ramifications of relevance to ancient deposits are extant.

One of the most difficult, longstanding engineering problems associated with coal mining is the catastrophic failure of cog mine structures known as bumps. For more than 70 years, researchers and practitioners have assembled a wealth of technical information on coal bumps in an attempt to understand and control them. However, many technical issues raised long ago are still being debated today. This paper examines past experiences and recognizes achievements in the realm of coal bumps. U.S. Bureau of Mines (USBM) researchers collected and analyzed 172 coal bump incident reports and compiled the pertinent statistics into a database. Actual field studied are also discussed. Examination of past experience has shown that there is no one set of defining characteristics that is responsible for coal bumps. In all cases, bumps occur when complex arrangements of geology, stress, and mining conditions interact to interfere with the orderly dissipation of stress. However, it is evident from the database that a tremendous reservoir of knowledge has been established from past experience that has unquestionably limited the severity of coal mine bumps in the United States.

Gypsum is the crystalline chemical compound CaS04?2H20. A close chemical relation - and frequently occurring with Gypsum ? is Anhydrite which is Cask. Gypsun has wide commercial use because relatively simple heat processing reduces it to Plaster of Paris. While Anhydrite can be converted to Gypsum and thence to Plaster of Paris, the procedure is not simple and is quite costly. Anhydrite, however does have use in the agricultural field and in the Portland Cement industry. Occurrence of Gypsum in the earth structure is usually near or at the surface. Most underground mining is at 60 to 100 feet although one mine in southwest Virginia reaches a depth of 1300 feet. Gypsum is one of our softest minerals, rating only 2.0 on the Mohs scale of hardness. Specific gravity is 2.3 to 2.4. It is soluble in water but only slightly so. Interestingly, it is more soluble in cold water than in hot. For example, one part Gypsum dissolves in 370 parts water at 106° Fahrenheit while at 212°F. the water requirement is 452 parts. Compressive strength of massive Gypsum runs about 3000 lbs. per square inch. Color ranges from grey and brownish-grey to white.
