INTRODUCTION At the point a company decides to begin mine development and wishes to convince lending institutions that the proposed operation will return their borrowed funds, plus interest, over the terms of the loan, communications between lender and borrower are crucial. The importance of the mine feasibility presentation should not be underplayed, especially as new projects continue to increase in size, complexity, and cost. While the content and emphasis of a report to the lender will vary according to the particular project and type of debt financing sought, there is a general base of information upon which all such studies are built. THE PROJECT'S TECHNICAL ASPECTS Here, the object is to satisfy the lender that he will not be unduly exposed to technical risks as a result of the physical scope of the project. Reserves The feasibility report submitted to financial institutions should include an adequate description of the geologic setting, mineralogy, ore types, and reserves broken down into such recognized categories as proven/probable/possible or measured/indicated/inferred. Rather than a bald statement of reserves, lenders prefer to have detailed information on: History of exploration Drilling, both percussion and core, with core recovery, drill hole spacing, analyses, and continuity of mineralization Bulk sampling, with core assay comparisons Overburden, with stripping ratios Specific methodology of reserve calculation, and Geologic reserves vs. mineable reserves. As a rule of thumb, a lender would prefer to see that reserves in the proven class alone are sufficient to support operations at the design rates until the borrowed funds are repaid. (See also Schreiber above in this Chapter.) Mining The rationale for adoption of a particular mining technique should be presented as well as descriptions and justifications for: Preproduction development Preliminary mine plan, with forecasts of grades and material movements Geotechnical test work which influenced decisions Mining recoveries and efficiencies Major equipment, with type, model, rating life, spares, replacement schedules, utilization, and productivity Manpower requirements and work schedules Design assumptions Ore stockpiling and blending Environmental requirements, and Waste disposal Processing If a new ore body is to be developed or a new process used, it is important to provide details of test work, scale up, and extrapolation factors. A basic process description with a summary of the studies which justify the intended processing route should be included with the following data:

This report describes a mobile laboratory designed and constructed by the Bureau of Mines in 1950 to meet the needs of an experimental blasting research program. The laboratory has facilities for making; film recordings of 16 simultaneous transient electrical signals over a broad range of amplitude, frequency, and duration. The signals are recorded with specially designed oscilloscopes and high-speed drum cameras. Each of the 16 channels records on a separate strip of 35-millimeter film by using interchangeable input units, transducers having different sensitivities and output impedances can be accommodated. The laboratory can be used to record both steady-state and transient phenomena originating as electrical voltages or capable of being converted to electrical voltages by appropriate transducers. Thus, the laboratory can, be used in studying various types of vibration problems or high-speed phenomena, such as ground and building vibrations, machinery vibrations, airborne vibrations, electrical-circuit switching phenomena, millisecond timing, and seismic phenomena occurring when rock is broken by explosives.

In this paper, we shall present a review of our current state of ability to model these systems mathematically, with emphasis on the use of computational codes that are generally accessible to the public and on the comparison of the theoretical predictions with measurements.

Middleburg Ferrochrome (MFC), a company in Samancor Chrome, commissioned a new ferrochrome smelter in March 2009. This is a 60 MW DC-arc furnace with a DC power supply for the smelting of Transvaal chromite ore fines. With the benefit of 12 years' experience with this technology while operating a 44 MW DC-arc furnace, MFC mitigated all known challenges and considered up-scaling risk in the new plant, which had a rapid ramp-up to full power in 02 of 2009. Good operating practices, as made possible by robust equipment selection, including a thyristor rectifier set of proven technology, and operation with optimal slag chemistry, leads to a safe and effective plant operation. With the optimized furnace design and a correctly sized power conditioning system, using only standard (static) harmonic filters and a correctly sized smoothing reactor, the arc furnace is not a 'dirty load' for the utility, staying well within IEC limits for power quality. A patented arc compensation system is installed and allows for full arc position control (to compensate for magnetic field induced arc deflection) so that a symmetrical crucible is maintained, significantly benefiting refractory life. The principal benefits gained from the MFC process is the fact that ore fines are processed, without metallurgical coke, and higher chrome recoveries are achieved compared to other smelting technologies when using a DC open arc for smelting. WHEN Magma Copper Company in 1952 set about finding $100,000,000 to finance the project of developing and equipping the property of its lusty progeny, the San Manuel Copper Corporation, A. J. McNab, president and guiding genius for both companies (and incidentally a mining engineer by profession), determined that he would avoid the mistake frequently made in such circumstances, of underestimating the cost, and thereby running short of funds before the job was completed. The fear that this might happen was one of the reasons why insurance companies, one potent source of "big" money, were reluctant to finance the enterprise. How, they asked themselves, would Magma, a relatively small company, get additional money in such a contingency? Insurance officials' thumbs were turned down. Conditions Imposed by R.F.C. The upshot was the negotiation by Mr. McNab for San Manuel of a contract with the Reconstruction Finance Corporation, dated July 10, 1952, whereby needed monies in amount up to $94,000,000 would be advanced as a loan, bearing 5 per cent interest. Arrangements were made for the separate financing of the new $10,000,000 town, needed for the project, through the Del E. Webb Construction Company of Phoenix, Arizona, and M.O.W. Homes, Incorporated, of Los Angeles. Thus the $94,000,000 drawing account was believed ample to provide for building the railroad, the mine plant, the concentrator, and the smelter, as well as for the underground development of the mine needed to start production. "In most mineral processing operations the term audit is usually reserved for the exercise of checking financial records and/ or safety practices. While these activities are time consuming, no one disputes their necessity or value. If we subject these areas to such careful scrutiny, why is it that we don't normally apply the same principles to critically examine process operation. After all, the operating efficiency of the plant impacts directly on the measures of profitability.A mineral processing plant is a complex system that has a number of distinct, but mutually dependent elements: process equipment, instrumentation, operating policies, maintenance policies, control strategies and people. To ensure maximum economic performance, in the dynamic environment that characterizes a concentrator, requires a periodic review of each of these areas. However, to be useful, the study must be based on sound metallurgical principles and be conducted in a highly focused manner. Experience teaches us that the exercise is very revealing and potentially very rewarding.This paper will discuss the process audit process and illustrate its potential value through illustration taken from plant studies.IntroductionThe last twenty years have seen tremendous technological and organizational changes sweep the minerals industry. Process control systems, on-stream analyzers, and gold recovery techniques barely conceived twenty years ago are now incorporated in virtually all new installations in an effort to maximize operating efficiencies. In conjunction with these developments, changes in the way plants are managed, down-sizing of technical staff, reduction in the size of operating crews, and the flattening out of the management structure have significantly reduced operating costs. As a result, plants are making more efficient use of our natural resources, minimizing the costs of production, and in turn maximizing operating profits. Or are they?"

Heavy media separation (HMS) is one of the most widely used gravity methods in the mineral industry. The feed is separated, according to the specific gravities, into two products; float (light) and sink (heavy) particles. The universal acceptance of the process is due to simplicity, efficiency and robustness for ease of control. However, if optimum separation is desired during the operation of heavy media plants, a delicate balance of a number of variables is essential. Among the variables, the two which are generally the most frequently checked and controlled are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media. The medium is generally made up of finely ground ferrosilicon, magnetite, galena, shale, quartz sand, clay contaminants and water. The frequently present clay in the medium acts as a stabilizing agent, since the coarse heavy medium solids (called media) would quickly settle if they were mixed only in water. Clay concentration of the medium varies between 3-7% by height (1,2). Although clay is essential for reasonable media stability, clay concentration greater than 7-8% imparts too high a viscosity to the medium, and the feed cannot accurately stratify and therefore separate into the required products. To be on the safe side, plant operators clean the medium from most of the clays, and would rather work at a lower stability than have a very viscous medium on their hands. The most recent advance in the area of consistency control rlas made by the introduction of atomized (spherical) ferrosilicon (3). This extended the upper limit of the use of ground ferrosilicon from 3.3 to approximately 3.6, broadening the range of the optimum operating conditions. A viscosity control method was also worked out by the use of low cost additives which lower viscosity while retaining a favorable low setting rate (4). Recently (5) polymers have been successfully used in oil well drilling muds then the requirements were mainly to suspend and transport cuttings during the periodic shutdowns and dril1ings respectively. This paper is devoted chiefly to the coal-fields of the western part of the province of Chili and the eastern part of the province of Shansi; but the outline of this belt will give some idea of the extension of the coal-fields over northeastern China. This part of China is topographically divided into: (1) the mountainous peninsula of eastern Shantung; (2) the coastal plains, extending W. and SW. from the gulf of Pechili; and (3) the mountains and table-lands N. and W. of the coastal plains. The plains extend N. and W. from the gulf to within from 10 to 25 miles of the Great Wall, while their SW. extension covers western Shantung and reaches W. along the Yellow river almost to the southern boundary of Shansi. A line joining the mapped coal-fields, shown in Fig. 1, almost gives the western boundary of the plains; since these areas lie on the border of the plains—except the Tsê Chou field, which is on the table-land, 20 to 25 miles from that border. The coal-fields which have been mapped and investigated by the author are shown in Fig. 1. The one at and around Tongshan is known as the K'ai-p'ing coal-field; the one W. of Peking has been called the Wang-p'ing coal-basin; the one SW. of Pao-ting and N. of Chêng-ting may be called the Lingshan coal-field; and the one at and around Tsê Chou is known as the Tsê Chou coal-field. In the United States, chromium has been consumed in three major markets: chemical, metallurgical, and refractory. The predominant end use for chromium in the United States is in the metallurgical market as an alloying element in the production of stainless steel. In addition to being a major stainless steel-producing country, the United States is a major world producer of chromium-containing chemicals and has used substantial amounts of chromite ore for refractory applications. Chromium use is not easily further subdivided within the chemical and refractory industries because there is insufficient publicly available information to do so; however, chromium use can be subdivided among metallurgical industry uses based on the American Iron and Steel Institute (AISI) reported shipments of stainless steel by market classification (agricultural, aircraft, automotive, etc.). It is the goal of this study to determine the distribution of U.S. chromium apparent consumption among major markets in the United States. The distribution is expressed in the form of dimensionless fractions that are computed based on documented chromium consumption by major market. The distribution of chromium among markets within the metallurgical market is computed in a similar manner. Distribution factors are first computed for the major markets, then for markets that are subdivisions of the metallurgical market. The distribution of chromium among major markets has changed substantially over the time period of analysis. The fraction of chromium consumed by the metallurgical market has increased while that of the chemical and refractory markets has declined. Within the metallurgical market, the service industry market accounts for the greatest fraction of chromium consumption followed by transportation. Electrical, machinery, and fabricated products markets account for a substantial share of the metallurgical chromium consumption.

All who are even generally aware of the tremendous rate of increase in coal washing operations must realize the growing importance of the float-and-sink test. I believe it is conservative to estimate that, in the past decade, the dollar volume of float-and-sink testing has increased tenfold. It is a simple matter of economy, then, to examine the factors that determine the cost of adequate float-and-sink testing. When the Coal Preparation Section of the Bureau of Mines entered upon a greatly expanded program of such work in connection with the synthetic liquid fuels investigations, it seemed advisable to examine these factors experimentally. The principal consideration that differentiates float-and-sink test sampling from general purpose sampling, is that the original particle size must be preserved. Therefore, the total cost of the test will be directly affected by any standard that might be proposed to limit sample bulk reduction at any given particle size. For this reason, the relationship of sample size to variability of results was the first factor to be studied experimentally.

Anhydrous DyC13 was prepared by dehydration of DyCl3?6H20 in a fluidized bed using both batch- wise and continuous feeding. A gas mixture with varied composition of argon and HCl was used. The productivity was high, reaching values of 0.25 mol H20/m2-st during the reaction step 6- 1 and 0.062 mol H2O/m2.s during the reaction step 1-0. The product was free from hydrolytic compounds, such as DyOCI, if control of inlet gas composition versus temperature was achieved. From the results of various experiments, some relations between HCI-concentration and temperature in order to avoid hydrolysis have been deduced. The fluidization process efficiency decreases drastically after the dehydration has proceeded down to about 10 mol% of remaining water. Therefore, in a final treatment the last traces of water were removed by slowly purging gas through a packed bed. The water content could thereby be reduced to less than 1 mol%.

This paper presents a preliminary analysis of the fundamental relationship between the net energy used and the respective product size throughout the entire range of sizes covered by crushing and grinding, and an attempt to find a sensible correlation between the existing theories. Walker, Lewis, McAdams, and Gilliland' have given the following differential equation of a general form for comminution: dE = -C§ [1] where E is the net energy required per unit weight in a certain process of comminution; x is the factor indicating the fineness of the product; n is the exponent indicating the order of the process, and C is a constant related with the material, units chosen, etc. H exponent n in the above equation is replaced by numerical figures 2, 1, and 1 1/2, the integrated form of the general equation leads to the well known fundamental theories represented by the law of von Rittinger,' law of Kick, and the third theory of comminution by Bond, respectively. The total net energies (E) from infinite feed size to a product of size x are as follows: The net energy required in a certain process of comminution is proportional to the new surface developed according to the law of von Rittinger, to the weight or size of the bodies treated according to the law of Kick, and to the length of the new cracks formed which initiate breakage according to the theory and explanation by Bond. On a logarithmic paper, where particle size is presented on the abscissa and energy consumption on the ordinate (see Fig. 21, all three relationships are represented by straight lines. The slope m of the line according to the law of von Rittinger is equal to -1.0; of Kick, 0; and of Bond, -0.5. Experimental evidence in favor of the law of Rittinger has been presented, e.g., by Gross and zimmerley5 on quartz crushed in a drop weight crusher and evaluated for surface by the method of dissolution, by Dean on magnetite crushed by a similar method and evaluated for surface by the determination of coersive force, by piret7 and co-workers on a group of minerals crushed again by a similar method as well as by compression and evaluated for surface by permeability and gas adsorption methods, and by schellinger8 on a group of minerals ground in a calorimetric ball mill and evaluated for surface by gas adsorption. Experimental evidence in favor of the law of Kick seems to be scant in the field of comminution. On the other hand, in the field of mechanical engineering Kick's law seems to be of fundamental nature in processes such as cutting, pressing, shaping, and rolling of metallic substances. Experimental evidence in favor of the third theory has been provided by Bond." To a large extent, data are based on the vast amount of grindability tests performed in the laboratories of Allis-Chalmers Manufacturing Co. In addition to the devoted proponents of one or the other of the basic theories listed above, certain investigators have indicated that one of the theories might be applied for a certain range of sizes, while another theory might be used for other sizes. Glass recycling in the Netherlands 'has grown fr.om 10.000 to 300.000 tonnes per annum. The various advantages and problems of the glass cycle with reference to the state of the art in the Netherlands is given. Special attention is given to new technologies for the automated sorting of cullet with detection systems. In Western Europe the recycling of glass has, become a success story. Because of this, the percentage of ,glass cullet used in ,glass furnaces has increased. To meet the quality demands of the glass industry, automated sorting for the removal of stones, non-ferrous metals and other impurities ,had to be developed and incorporated in glass recycling plants. ;In Holland, Germany and other countries, the amount of glass collected has reached a level that colour-sorting becomes necessary to avoid market saturation with mixed cullet. Recently, two systems for colour-sorting have been developed and tested for the separation of bottles and culletin the size .range of 20 -50 mm. With the increased capacity of the new glass recycling plants, 120,000 -200,000 tpy, the quality systems have also to be improved and automated. These quality control systems are based on tile automated sorting technology developed earlier. for the glass recycling plants. The data obtained are automatically processed and printed. The sampling system and its relation to the theory of Gy will be described. Results of both developments in glass, recycling plants will be described.

Designing an appropriate tunnel blasting pattern reduces the cost of rock breakage and subsequent operations such as loading, haulage and support of tunnels. For that reason, we developed a software that designs tunnel blasting patterns. Using this software, three different tunnel blast design models based on parallel hole cut, namely, Swedish, Konya and Energy Balance, were investigated and compared for a virtual tunnel. Accordingly, blasting patterns were designed, for different cross sections. The trend of parameters such as specific charge and specific drilling as functions of tunnel cross-section was determined for each model. Our results show that, in general, The Swedish model gives lower specific charge and specific drilling compared to other models.

The present work describes the development of an efficient and relatively simple process to obtain high grade CeO2 from a mixed rare earth chloride solution. The process involves cerium oxidation and precipitation by addition of a KMnO4-NaCO3 solution. The experiments were carried out at room temperature (25 1° C). The results indicated that the major parameters affecting cerium recovery are the molar ratio of KMnO4/Ce, the initial acidity of the chloride feed solution and final pH of Ce(OH)4 precipitation. In strong acid solutions (pH < 1), the oxidation of Cl to Clo took place in addition to the oxidation of Ce(III) to Ce(IV), so increasing the permanganate consumption. Conversely, low acidity (pH >3) led to coprecipitation of the other rare earth elements. Under the selected conditions, cerium was selectively precipitated as ceric hydroxide, together with some manganese dioxide. Further purification was carried out by the dissolution of Ce(OH)4 in HCl, followed by precipitation as cerium carbonate. The filtrate was neutralised with a Na2CO3 solution in order to recover the associated rare earth elements for further separation. The final product, assaying 99.7 % CeO2, was obtained with a recovery of nearly 100%.

As a followup to a USBM-sponsored research project, the authors utilized the knowledge-base structure and system concepts from a Sun Sparcstation-based worker-scheduling system of the mine-management support system to develop a PC-based application. The new software adopts the nested-window concept to facilitate data collection and modification on personnel, including their availability and work priorities during a shift. The system can optimally allocate manpower on a work shift and can delineate supervisory training responsibilities. The various components of the software, including enhancements made to the original system, are described in detail.
