The lattice parameters of zirconium and zirconium-oxygen solid solutions (hcp) were determined from measurements of back-reflection X-ray photograms obtained at 29°C using a symmetrical focussing camera. The following linear equations between parameters (c,a) in angstrom units (10-8 cm) and atom ratio (m) of oxygen to zirconium were obtained: c = 5.14764 + 0.2077m a =3.23168 + 0.1099m. The linear equations given are valid over the range 0 to 5 at. Pct 0. The accuracy of individual parameter measurements approaches the limiting accuracy determined by the spectral broadening of the incident characteristic radiation, and exceeds the accuracy of previously reported values. THE present work was undertaken in order to determine the lattice parameters of zirconium-oxygen solid solutions with an accuracy that allows quantitative determination of oxygen in zirconium. The results indicate that this is possible if very careful measurements are made, since the parameter change is only a few hundredths of a percent per at. pct 0.1, 2 In the present investigation the desired accuracy was achieved with large-grained samples using a back-reflection focussing camera and maintaining good temperature control during exposure. In addition a digital computer was used for calculation of the parameters by means of an analytical extrapolation.37 Suitable diffraction photograms were obtained from large-grained samples by using a modification of the technique described by Graf and Monteil.5 This consists of simultaneous rotation and oscillation of the specimen about two mutually perpendicular axes during exposure. Whereas, normally the upper limit of grain size is about 50 µ for useable diffraction photograms, this technique allows extending the upper limit of grain-size to exposure of a single crystal. EXPERIMENTAL Preparation of Alloys for X-ray Diffraction—Zir-conium, designated as hafnium-free, Westinghouse "Grade 1," was swaged from l/2-in.-diam crystal bar to 3/8-in.-diam rods. Substantially all of the hydrogen was removed from the zirconium by annealing at 1200°C in a high dynamic vacuum. The rods were then swaged to 0.2 in. diam without intermediate annealing, and 2 in. lengths were cut for alloying with oxygen. Samples for chemical analysis were taken from portions of the rods between each 2 in. length. Chemical analysis of the dehydroge-nated zirconium is given in Table I. Commercial tank oxygen (99.5 pct 0) was condensed in a liquid nitrogen-cooled trap, and part of the condensate was slowly reevaporated into 5-liter storage flasks. Nitrogen remained as a reactive impurity, and the calculated maximum increase in nitrogen content after a 5 at. pct 0 addition to zirconium was 50 ppm by weight. However, chemical analyses of several of the prepared alloys indicated that the maximum increase in nitrogen content was 10 ppm. The storage flasks, a Sieverts-type gas burette and manometer, and associated traps, pumps, and pressure gauges were connected through a glass high-vacuum manifold to comprise the gas addition system. "The processing of nickel laterites has been a topic of major interest at CSIRO for almost twenty years. During this period CSIRO has collaborated with other researchers and industry in developing a better understanding of existing processes and been actively involved in testing/developing new beneficiation and process options for these ores. The current paper summarises the results of selected studies and highlights improvements that have been achieved. Key topics to be discussed include enhancements in the mineralogical characterisation, beneficiation approaches, improvements in the understanding and application of leaching technologies, the development of synergistic solvent extraction (SSX) for the recovery of nickel/cobalt from laterite leach liquors and the collaborative development of the Direct Nickel process. Future opportunities and key research questions will be briefly examined.INTRODUCTION Nickel laterite ores comprise a significant resource in Australia and according to United States Geological Survey data nearly a quarter of world reserves are located there (USGS, 2016). More specifically, around 95% of Australian nickel resources (laterite and sulfide) are located in Western Australia (Australian Government, 2017). Given the recent closure of Queensland Nickel, essentially all of Australian nickel production occurs in Western Australia and the primary producers of processed nickel products include Nickel West (Kwinana) with ~84,000 t saleable nickel metal in 2016 (BHP Billiton, 2017), Minara Resources (Murrin Murrin) with 46,700 t nickel metal produced in 2015 (Glencore Australia, 2017), and First Quantum Minerals Ltd (Ravensthorpe) who sold 25,882 t nickel as mixed hydroxide product in 2016 (First Quantum Minerals, 2017). The total sales of nickel from Western Australia in the 2015-16 financial year were 175,722 t. The study of nickel laterites at CSIRO recommenced at the time second generation High Pressure Acid Leaching (HPAL) plants were being commissioned at Bulong, Cawse and Murrin Murrin in the late 1990’s. A combination of technical and engineering issues meant that the ramp-up times at these operations were slower than expected and the outcomes resulting from the attendant problems are well documented (e.g. Griffin & Becker, 2000; Reid & Barnett, 2002; O’Callaghan, 2003) while the issues faced at the BHP-Billiton-built Ravensthorpe plant have been addressed by the current owners of this project, First Quantum Minerals Ltd (Piper, 2012)."

The last 12 months has seen the construction of the first Earth Pressure Balance (EPB) TBM excavated tunnel in New Zealand on the Project Hobson sewer storage tunnel for Watercare Services Limited, with the concurrent excavation of the second EPB tunnel on the Rosedale Outfall project for North Shore City Council. Together these tunnels involve a total length of 6km and follow an 8 year pause in TBM activity in Auckland. TBM performance on these two projects is thus of significant interest as there are four major tunneling projects totaling over NZ$8B being planned for Auckland, in similar ground conditions. Auckland?s bedrock is a weak sandstone/siltstone (East Coast Bays Formation), subject to infilled paleovalleys. The geology in the region has been significantly influenced by volcanic activity; 49 volcanoes are present within 20km of the city centre. The paper describes the design and construction challenges for the projects, including TBM performance, ?sticky spoil? management, and risks associated with basalt lava flows and two paleovalleys. Watercare?s Project Hobson also saw the successful implementation of a Geotechnical Baseline Report?one of the first uses of this type of document in Australasia. Rosedale Outfall is designed for high internal water pressures with varying hydraulic flows, with the risk of exfiltration explicitly addressed.

IN technological studies on steel considerable emphasis has been placed on the identification of the foreign inclusions, testimony of which is adequately given in the metallographic literature covering methods for their identification. The outstanding accomplishment in this field is the scheme devised by Campbell, Comstock and Wohrman for identi-fying various oxides, sulfides, silicates and other constituents by syste-matic etching tests and microscopic examination.1 The time involved in carrying out this procedure has led to attempts to secure quicker methods, or at least to shorten the time required to secure essential information. An example of this is the use of dark field illumination, but when this was tried out by the authors it was found that cavities and pits on the polished surface appeared bright on a dark field and could not be distinguished from small glassy inclusions. Still another means is the Leitz Ultropak, an instrument equipped with optical units for the illumination of the specimen by reflected light to secure an effect similar to dark field illumination. The structures are made visible in exceedingly sharp details by utilizing the inherent properties of the samples, such as refractive index, absorption coefficients and reflection powers. We have had no experience, with the Ultropak, but a recent paper by Benedicks and Löfquist3 describes methods for

Friends often ask how accurate the work of our little stamp mill is, or express the opinion that a little mill cannot do good work. As a reply we would like to place on record the results of a few tests. There are two periods of work in our laboratory; the fall term, when the class collectively goes through all our chief laboratory-processes, and the spring term, when the students work up their theses, each electing some one process or investigation and devoting himself wholly, or almost wholly, to that. Some of the tests, the results of which are recorded in this paper, were made in the fall term; the preparation of the apparatus, the sampling and the assaying being done largely by assistants, with the aid of the students. TRINIDAD, British West Indies, is an island near the north coast of South America, situated between latitudes 10° and 11° N:, and. opposite the numerous outlets of the Orinoco River Delta. It is separated from Venezuela by the Gulf of Paria (salt, water) and straits over 5 mi. (8 km.) wide. The area of the island is approximately 1750 sq. mi. (453,- . 250 hectares) and the population is approximately 400,000. The climate is tropical with an annual rainfall of from 45 to 60 in. (114 to 152 cm.). The oil fields consist of several units, or fields, located in the southern half of the island. Approximately 90 per cent. of the total production has been yielded by fields situated within 7 mi: (11.3 km.) of the famous asphalt lake and on the southwest peninsula. The most important producing fields, or units, are the following, which are shown on the accompanying map: Brighton, or Pitch Lake Field, operated by the Trinidad Lake Petroleum Co., Ltd., is situated beside the famous Pitch Lake; it, even encroaches on the lake. Vessigny Field, operated by the Trinidad Lake Petroleum Co., Ltd., is situated 2 mi. (3.2 km.) south of Pitch Lake. Lot One Field, operated by the Petroleum Development Co., Ltd., the United British Oilfields of Trinidad, Ltd., and Stollmeyer, Ltd., is situated 3 mi. south of Pitch Lake upon Lot One of Morne 1'Enfer Forest Reserve and adjoining properties. Parry Lands Field, operated by the United British Oilfields of Trinidad, Ltd., and the Petroleum Development Co., Ltd., is situated 3;2 mi. south of Pitch Lake on Lot Three of Morne l'Enfer Forest Reserve and adjoining properties. Point Fortin Field, operated by the United British Oilfields of Trinidad, Ltd., is situated at Point Fortin, 6 mi. southwest of Pitch Lake. ALTHOUGH the main constituents of Portland cement are the oxides of calcium, silicon, aluminum, and iron, characteristics of the cement are seriously affected by such contaminants in the raw materials as magnesium, phosphorus, sodium, potassium, sulfur, and others of lesser importance. Sources of cement raw materials comprise a long list of minerals occurring in nature in various degrees of purity. The calcareous raw materials are generally limestone of purity varying from calcite to cement rock (a low-grade limestone of natural, almost correct chemical composition), chalk, marl, seashells, coral, and coral sand. The argillaceous raw materials supplying silicon, aluminum, and iron are mainly various forms of clay and shale, to which may be added silicious sand, iron ore, bauxite, or kaolin for minor adjustment of the chemical composition. The quality of Portland cement in this country, as in most parts of the world, is controlled by rigid specifications limiting both its chemical and physical characteristics, and cement manufacturers must comply with these specifications to market their products. Brandon Raw Materials: An unusual deposit of marl, limestone, and clay occurs 12 miles east of Jackson, Miss., near the village of Brandon. The deposit is of sedimentary origin and of relatively young geological age. Layers of marl vary from putty-like consistency to such hardness that it can be cut with a knife. Interspersed between the layers of marl are bands of limestone varying from very soft to hard. the compressive strength of the hardest layers exceeding 15,000 lb per sq in. The layers of marl range in thickness from a few inches to about 25 ft. The limestone bands seldom exceed 2 to 3 ft but often occur in thinner veins in the quarry face. Above the top layer of the deposit, which may be marl or limestone, a layer of clay ranges in thickness from a few inches to more than 20 ft. Part of this clay is harvested with the raw material to supply part of the argillaceous components, but most of it is stripped as overburden and wasted. A highly silicious clay of extreme fineness, harvested from the bottom of the quarry below the marl and limestone bands, is to correct the silica content. Fig. 1 shows typical examples of the interrelation of the various materials, based on drill logs obtained during exploration of the deposit. The marls vary in moisture content in the bank from 15 to 30 pct and contain up to 70 pct -200 mesh particles and up to 40 pct —10 p particles. A large percentage of the fine fraction is within the colloidal range, making the marl extremely sticky. The limestone beds range in hardness from that of the hardest marl to a medium hard limestone and in moisture content from 2 pct to approximately 14 pct. The line of demarcation is often difficult to draw and the moisture content is possibly the best means of classification. The ratio of soft to hard material is not constant throughout the deposit, but the average is approximately 70 pct soft to 30 pct hard material. Through the years this deposit had been repeatedly explored by cement companies and rejected as unsuitable for cement manufacture, mainly because of physical characteristics. In 1950, after careful exploration of the deposit and comprehensive laboratory and pilot plant tests of the raw materials, officials of Marquette Cement Mfg. Co. of Chicago were convinced that a practical and economical method of processing the raw materials had been devised and authorized construction of a new plant that began production in December 1951. Marl and limestone, common raw materials for Portland cement, usually occur in such a manner that they can be worked separately. Their harvesting and processing normally have presented no difficult problems, as standard equipment and methods are available for handling either sticky or hard materials. No other cement plant utilizes a deposit of the nature of that at Brandon, however, and for this reason no prior art was available for design. The York Durham Sewage System (YDSS) Interceptor Tunnel Project is located in the Town of Richmond Hill, Ontario, Canada, just north of Toronto. Construction commenced in September 2006 and completion is planned for early summer, 2008. The project involved public and agency buy-in of construction technologies and methods that minimized dewatering, design and construction of sealed shafts with jet grout break-in and out blocks in order that Earth Pressure Balance (EPB) mode could be maintained by the Tunnel Boring Machine (TBM) during shaft entry and exit. This paper will discuss the advances that were made possible through the opportunity to apply and test these technologies in order to accommodate the aquifer and artesian conditions present on this project.

The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. Scores of visitors who had never in their lives seen a piece of rough-and-ready mining machinery flocked around the display of Russian equipment presented as part of the Soviet Exhibition at New York's Coliseum. The Russian show, which ran from June 30 to August 10, presented an impressive view of an emerging technology. The exhibitors, however, made little attempt to appeal to the visitor who came only to be amused. In the mining show, as well as elsewhere throughout the exposition, the exhibits were devastatingly highbrow. If a coal mine's hydraulic roof support were "designed to support the prop- , free face front in longwall faces of flat seams, from 1.0 to 1.6 m thick, with medium-stable side rock," the visitors were told just that.

"7.1. Glossary of the Platinum-Group Minerals7.1.1. IntroductionA glossary of the platinum-group minerals (POM) serves as a useful introduction to a chapter on their mineralogy. Earlier glossaries (Cabri, 1972, 1976) were prepared for different purposes and composed in a different manner. As for most mineralogical textbooks, from Dana's System of Mineralogy, 3rd Edition (1850) , to Fleischer's Glossary of Mineral Species (1980), this glossary is primarily a chemical classification, arranged here in two tables. Table 7.1 groups the mineralforming compounds of the six platinum-group elements (POE) according to their essential anion(s) or according to the nonPOE element in intermetallic compounds. Table 7.2 is a similar listing for the native metals and alloys of the POE. Both tables include unidentified POM considered to be bona fide new minerals requiring additional study for complete characterization and recognition (see Chapter 9*). Some information on the chemistry of the POM is given in the sections on X-ray data (7 .2) and ore microscopy (7 .3). Because the overwhelming majority of POM have been characterized by the electron microprobe, a more detailed account of representative analyses is given in Chapter 8**. The total POM listed in Tables 7.1 and 7.2 is about 100, after deleting some which would not qualify as discrete species if found today, but which are still recognized on historical grounds; e.g. iridosmine, osmiridium, platiniridium. Tables 7.1 and 7.2 also include 28 unnamed POM; included because they are considered to be probably new species (Cabri 1981 b). The referral scheme for unnamed minerals is the same as in Chapter 9. There are considerably more palladium minerals known than other POM; the proportion of total species (listed in Tables 7.1 and 7 .2) for the POE is: Pd 48%, Pt 21 o/o , Ru and Ir 9% each, Rh 8% and Os 5%. These proportions are in marked contrast to the estimated cosmic abundance, as compiled for average type C1 chondrite by Naldrett and Duke (1980): Pt 29%, Ru 20%, Pd, Ir and Os 15% each, and Rh 6%."

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

"Advanced radiation resistant oxide dispersion strengthened steel (ARROS) is being developed as a fuel cladding tube material for future nuclear reactor system applications. The research activities consist of advanced radiation resistant ODS steel development and fabrication technology development of ODS steel structural components. One candidate material with a chemical composition of (in wt%) Fe-10Cr-1Mo-0.5Mn-0.1V-0.25Ti-0.35Y2O3and was selected as representative materials, and this material was named as the advanced radiation resistant ODS steel (ARROSTM).On the basis of this ODS steel composition, an optimized fabrication process of structural components such as plates, sheets and tubes has been established through various process conditions in mechanical alloying, hot/cold working, and heat treatment processes. These R&D activities are expected to contribute to the realization of ODS materials in the future.INTRODUCTIONA sodium-cooled fast reactor (SFR) is being developed at the Korea Atomic Energy Research Institute (KAERI) with a view to economics, safety, reliability, and sustainability. The prototype Gen-IV SFR with a capacity of 150 MWe is under design, and this prototype reactor is scheduled to operate from 2028. For a commercial SFR system application, it is necessary to develop an advanced structural material having both high creep strength and irradiation resistance at high temperatures (Jeong, 2014). Oxide dispersion strengthened (ODS)steel is one of the most promising structural materials because of its excellent creep and irradiation resistance on the basis of uniformly distributed nano-oxide particles with a high density, which is extremely stable at high temperatures under a neutron irradiation environment for a prolonged operating period(Kim, 2016). As the first step, several batches of ODS steel were designed and the candidate samples with a 2 kg scale each were fabricated by mechanical alloying, hot isostatic pressing and hot rolling processes. The mechanical properties of these samples were evaluated. Up to now, two candidate materials with chemical compositions of (in wt%) Fe-10Cr-1Mo-0.5Mn-0.1V-0.25Ti-0.35Y2O3 was selected as representative materials, and these materials were named as the advanced radiation resistant ODS steel (ARROSTM).The next step was to optimize the fabrication process of the ARROS compositions for in-core structural components such as the fuel cladding tubes of a SFR. An optimized fabrication process of fuel cladding tube with a composition of ARROS has been established through various process conditions in mechanical alloying, hot consolidation, hot/cold working and heat treatment processes. Joining technologies of the ODS steel tubes is being developed using solid-state welding such as magnetic pulse welding, friction stir welding and diffusion boding. It is expected that the development of ARROS will contribute to the realization of a commercial SFR with high economics and sufficient safety in the future. In this paper, the study of fabrication process of ARROS structural components is introduced."

Examination showed that characteristic cleavage step patterns are observed on the cleavage surfaces of undeformed, slipped, bent, twinned, compressed, and indented zinc crystals; and the effect of temperature is discussed. Dimples were seen to produce cleavage steps in a treelike pattern in otherwise undeformed crystals. The steps seem to originate when cracks intersect screw dislocations. IT has been known for a long time that the path of fracture in polycrystals may be discontinuous (see Jaffe, Reed, and Mannl for review). Recently, Kies, Sullivan, and Irwin2 have proposed, and given evidence, that crack propagation is discontinuous within individual crystals as well. Other evidence has been given by Low.' When discontinuous cracks within a crystal join together to make a macrocrack, the lamellae between each set of two cracks are torn somewhere, forming small cliffs. These cliffs appear as lines when the cleavage surface is observed microscopically.4,5 The lines have been called vein, tree, and riverlike markings by various authors, and they have sometimes been mistaken for fissures. The descriptive term cleavage steps is used in this paper. Cleavage steps vary in height over a wide range of values, from molecular dimensionsG to lor. and larger. Kies, Sullivan, and Irwin,2 as well as George,' have shown that the gross cleavage step patterns for plastics, polycrystalline metals, and for mono-crystals are sometimes similar. Thus, they depend mostly on the mechanical variables that prevail during cleavage and are relatively insensitive to the structure of the material. For example, parabolic markings2,7,8 sometimes result when cracks open up ahead of, and not coplanar with, the main crack front. If the advance crack has the same velocity as the main crack, their intersection line is a parabola, otherwise it is a hyperbola or an ellipse. The patterns are strongly affected by differences in crack velocities. This results in chevron patterns which point to the place of origin of the main crack. It is the purpose of this paper to demonstrate the existence of a mechanism of cleavage step formation which is a continuous rather than a discontinuous process. Also, certain characteristic step patterns are described, and the strong effect of temperature is shown. The specimens were zinc monocrystals (grown from 99.999+ pct pure metal). These were cleaved at room temperature and at — 196°C. Results and Discussion Cleavage step patterns are highly variable from point to point on a given specimen, as well as from one specimen to another. Although the patterns shown in the photographs are typical, they have been selected for graphic illustration. Figs. la and lb compare undeformed crystals that were cleaved at —196 °C and room temperature, respectively. Cleavage at room temperature (Fig. lb) resulted in a higher density of high steps (dark black lines) and enhanced the visibility of the fine background markings. Deformation by simple slip caused no marked change in the step patterns until the glide strain reached about 1.0. But, as Fig. lc shows, the density of high cleavage steps was greatly increased by large glide strains. Corrugations lying perpendicular to the slip direction may also be seen in Fig. lc. These are caused by deformation bands. The cleavage resistance of the crystal of Fig. lc was very high compared to undeformed crystals (estimated by the force on a needle required for cleavage). Striking and varied cleavage step patterns were observed on bent crystals. Two characteristic patterns that were observed on crystals bent at 25°C, and cleaved by reverse bending at —196°C, are shown in Figs. 2a and 2b. The first, Fig. 2a, consists of V-shaped lines similar to the parabolas of other materials2,7 Fig. 2b shows a pattern that is the equivalent of Fig. la, consisting of faint background lines with a few higher step markings. Cleavage of bent crystals at room temperature resulted in Figs. 2c and 2d. Now, the cleavage step lines show a strong tendency to follow one of two perpendicular paths. In Fig. 2c (bent once), many of the cleavage step components that lie parallel to the bend axis are assembled into irregular lines. In Fig. 2d (bent twice), the cleavage steps again tend to consist of two perpendicular components, but neither of the components is assembled into lines. Also, the step density is higher.

There is considerable evidence that more rational damage criteria need to be generated with regard to low-rise structures subjected to blasting vibrations. There is not sufficient basis for specifying a maximum ground particle velocity damage criterion such as 2 inches/second. A peak ground velocity guideline does not currently take into account a number of significant parameters, including the predominant frequencies of the ground motion excitation and the structure being excited. Although a number of states have adopted, or are adopting, maximum particle velocity criteria, such criteria have been ruled inadequate in certain legal decisions affecting blasting operations. The development of more rational damage criteria is thus of significant importance.

Following a Major underground coal mine incident there followed a review of the role of mines rescue ? the Queensland Mines Rescue Brigade. It wasn?t until 2002 that the real change started to happen. The issue of geographical distance was addressed by mines rescue sub stations being located on the mines sites with parent rescue stations in a central location. The funding was by means of a levy on the mining industry with legislative standards and performance included. The previous Rescue Brigades were not well organised (central districts) and the application of recognised quality management practices within local management was lacking. The structure was based on other nations models and miners managing miners was an issue for the organisation. The reform was some what painful and the QMRS organisation will still evolve with continuous improvement. Queensland has the National Champion mines rescue team for the eighth year. QMRS is participating at the level in the industry of influencing emergency systems and training senior mine management in ?Emergency Mine Management? coaching the industry in emergency response systems. We have come a long way. We have had some success and there is always the challenge of setting the standards, those we should aspire to and the courage to influence the industry to higher goals of a safer future.

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

Using the case of Qianqiu Mine, Yima Coal Mining Administration, theoretical analysis, laboratory physical simulation, and underground observation were performed to study the major parameters for fully mechanized sublevel caving mining method, including drawing spacing, drawing sequence, drawing numbers, and number of shields performing simultaneous drawing. The effects of those parameters on coal recovery and amount of waste rocks were also investigated. The optimal coal drawing technology for this case was obtained.

Performance trials followed the commissioning of three large mine fans at Mount Isa in 1965. Actual performance characteristics were determined. These were in good agreement with predicted performance. Piezometer rings for volume flow and pressure measurement were calibrated, and the performance of some aerodynamic components of the installation was studied.Test equipment, preparation, and conditions are described.
