Several large quarrying projects recently occurred in Miramar, Florida. These were closely monitored by the Seismologist of Record and Broward County in accordance with County and City regulations. In addition to this monitoring, the City of Miramar employed The Pepper Engineering Group, Inc., to provide additional spot check monitoring and to review the records of the other two parties on a routine basis. Broward County ordinances require that the location of each shot and the nearest protected structure be recorded along with seismograph measurement of each shot at the nearest protected structure. The positions of the blasts and nearest protected structures were determined using GPS. The blast vibrations were measured by seismograph. Over 600 shots, which are the subject of this study, were measured both by the County, the Seismologist and, on many occasions, The Pepper Engineering Group. As such, the vibration data was constantly cross-checked for consistency. The blasting contractor also provided blast designs for each shot. In this paper, the measured vibrations are plotted in terms of Resultant Peak Particle Velocity (RPPV) versus Scaled Distance (SD) on logarithmic scales. The data curves are fitted with least squares and upper 95% and 99% prediction limits are provided. Equations are presented to predict the RPPV based on scaled distance and prediction level using power fits. Statistical information concerning the derivation of the various limits is presented. The raw data used to develop this paper, along with other information concerning the shots, will be posted on the Internet for use by other researchers.

"Addressing a current operating and environmental concern, this paper first presents an overview of the design program for an underground radioactive waste storage vault. It then reviews the construction, operational and thermal-mechanical aspects of such a project. The relevant experience from major underground construction projects is reviewed and the paper concludes with brief comments on the design-oriented research and development requirements . 1. IntroductionA program to develop techniques for the ultimate disposal of high-level radioactive waste into geologic formations was announced by AECL in 1975 (Tamrnernagi, 1976), and is discussed more fully in a later document (Boulton, 1978). Our paper summarizes the studies caried out, as part of the AECL waste management program, by the authors and associates on the development of design concepts for a vault situated in crystalline rocks of the type present in the Canadian Shield.The design studies have been carried out in three phases, the elements of which are described in Section 2.1 (also see Fig. 1). The general vault designs are presented in Section 2.2. These provide for emplacement of either immobilized fuel or solidified reprocessing wastes in a room-and-pillar facility at a depth of 1,000 m.Section 3 reviews the principal design considerations from the construction, operation and thermal-mechanical response aspects. The concepts have been studied in both temporal and spatial domains, and the requirements and responses assessed in each as appropriate.Section 4 briefly reviews the availability of relevant experience from previous major underground construction projects. Finally, in Section 5, brief comments are given regarding design-oriented research and development requirements."

In Toyoha mine near Sapporo, the ground temperature is very high, perhaps due to inflow of hot mineral water, the origin of which may be rock masses intruded by the igneous activity in the Tertiary period. The rock masses are found about 2 km east of the mine, their temperature being estimated at from 770 to 870 K at a depth of 3 km. In this mine several veins bearing zinc and lead ores have been mined down to the depth of 300 m from the level of the main entry, of which altitude is 551 m above the sea level. Formerly no attempt was made at development of the deeper part of the mine than the 350 m level from the main entry. Let us indicate hereafter the levels in this mine in such a way that the level 300 m deep from the main entry is denoted as 300 mL. Since 1974, however, the 450 mL of Tajima vein has been developed by deepening No. 5 Shaft to, and by driving drifts in the level. Much hot mineral water has been flowing into the drifts from rock. After twenty-eight months from the beginning of development, the total length of excavation amounted to about 1300 m. The success in development so far may be attributed to cooling rock and air with chilled water and to adopting heat-resisting explosives and detonators. This cooling costed very much and for further development in this level a more effective and economical cooling is desired if possible. To obtain fundamental data for designing an economical cooling, the authors investigated, as a preliminary study, the heat balance in the main drift of 450 mL, by measuring the temperatures of air, rock, hot mineral water, the rates of flow of air and water and so on, in August 1976. They are now carrying out continual measurements of the variations in rock temperature, air temperature and humidity with time. The present paper describes the details of the preliminary study.

"Shore Gold Inc. (Shore) is presently designing a diamond processing plant for the Star and the Orion South kimberlite deposits in the Fort à la Corne (FalC) area in central Saskatchewan. The first step in the plant is diamond liberation and occurs in the comminution section. Diamond liberation is the process of breaking up the kimberlite rock, as gently as possible so as not to damage the diamonds.Autogenous grinding mills (AG mills) use a combination of impact crushing, abrasion and attrition to break up the kimberlite. The forces that occur during the actions of abrasion and attrition cause the kimberlites to break up preferentially along lines of weaknesses which offers a “diamond friendly” method of comminution.Hard competent kimberlite is commonly found in the diatreme zone as well as the root zone of the volcanic pipe and is the source of kimberlite for most of the Southern African diamond mines. Softer kimberlite is typically found in and around the crater area of a volcanic pipe and it is this kimberlite that makes up the majority of kimberlite for both the Star and Orion South deposits. These softer kimberlites can be readily broken up using abrasion and attrition imparted by AG mills. In order for Shore to benefit from the softer kimberlite found in the Star - Orion South diamond project, two large (10.97 m diameter x 7.10 m long) AG mills were designed for the comminution section based on extensive test work and simulations by Metso Minerals (Metso)."

The integrated iron and steelmaking industry generates large amounts and many types of solid dusts and sludge, at different phases of the production. Within these are: sludge of the Blast Furnace; coke fines; fine and coarse fractions from oxygen converters; sludge from water treatment at rolling mill unit; and others. In this paper the above dusts and sludge were physically and chemically characterized. The obtained results allowed defining self-reducing pellets using these materials. The high temperature behavior of the pellets were evaluated. Good results, with no decrepitation and swelling, and high yield of reduction, show that it is feasible to recycle them, as self-reducing pellets, in oxygen steelmaking converter.

THIS paper presents the results and analysis of field trials of various magnetic instruments over anomalies ranging from 20 to 5000 gammas of vertical intensity. The following instruments were used: Askania vertical magnetometer, Wolfson vertical magnetometer (model M-I), Hotchkiss Superdips (used both parallel to and normal to the magnetic meridian, with several settings of the "sigma" angle), Lake Superior dip needle, and the dipping circle for measurements of inclination. The change in inclination over the measured anomalies ranged up to 4°; this caused pronounced changes in sensitivity of the Hotchkiss Superdip oriented parallel to the magnetic meridian. The variable sensitivity not only gives apparent displacement of crests of anomalies, particularly at high sensitivities, but also makes the data difficult or impossible to use in preparation of iso-anomaly maps. This weakness in field performance of the Superdip is shown to be eliminated by orienting the instrument normal to the magnetic meridian and measuring vertical intensity only, which in the latitude of upper Michigan is equal to 97 pct of the total intensity. The dip needle is seen to be relatively ineffectual for location of anomalies of less than 400 gammas.

Mica is an orchid among minerals. It is formed in pegmatites, one of the most bizarre of igneous formations, and is exceeded by few other minerals in the perfection it may attain as to size, color, and cleavage. First used for window glazing, as an ornament and article of trade, it has become one of the most essential insulators of electricity, heat, and shock. Most internal combustion engines use mica condensers or capacitors and such machines of war as planes, tanks, and submarines are immobile without it. The original manuscript of this guide was written in April 1943 at the peak of war emergency. It was not used because shortly thereafter a decision was made to buy on a one price basis eliminating differentials for both quality and size. This is now presented with the thought that from the standpoint of preparedness we can only consider another war imminent and every effort should be made to set up in usable form the experience gained during the Second Morld War. Colonial Mica Corp. was set up by Metals Reserve Co. as a wholly owned government agency to encourage production of domestic mica and to purchase it. It soon became the exclusive buyimg agency for such mica. The writer as Southern Manager called on all the private agencies buying mica to assist in formulating buying policies, methods, and prices. A meeting was held for that purpose in Asheville, N. C., July 20, 1942. In the general discussion the first two hours of the meeting it was decided that the following factors should be considered in pricing strategic mica: clearness, flatness, trimming, color, classification (size and quality), free splitting, hardness, and air inclusions. Most of the mica miners have been buying strategic mica, according to the mine, as No. 1, No. 2, or Nos. 1 and 2 combined. In addition to these grades of strategic mica they have been buying three lower grades of mica, electric (vegetable-stained), black-spotted and black-stained. A number of mines were named one by one and the buyers present gave their opinions as to the basis they would use in buying the sheet mica from each. It was suggested that in addition to the prices already published, prices be posted up to 10 pct higher for special quality and preparation and prices be posted 25 pct lower than the published prices for the lowest acceptable grades of strategic mica, giving the buyers authority to make intermediate prices according to the quality and preparation. It was thought desirable at the same time to announce prices for nonstra-tegic mica where such quality is being obtained in mines producing strategic mica and where it would be necessary to take the output in order to get the strategic mica. It was also suggested that the price of electric and black-spotted mica be 50 pct below the price of the lowest grade of strategic mica and the price of black-stained mica be 60 pct below the price of lowest grade strategic mica. The few experienced buyers available were employed but they were inadequate for the job and others had to be trained. All needed a guide or primer of some kind to attain systematic procedure and consistent prices in their respective buying areas. The Mica Buyers Guide was formulated for that purpose based on experience gained in the first six months of buying. The Preface to the original guide was as follows: The purpose of this guide is to serve as a text in training beginners and as a handbook for experienced buyers of the instructions which have been issued up to this time. At the meeting of prospective buyers last summer, it developed that the first essential to attain uniformity must be some kind of check sheet. Our "Mica Buyers Report" was developed for this purpose and forms the backbone of this guide. Price is determined according to size, quality and preparation. Size can be measured, but no system of measurement or machine has been devised which can be substituted for the trained eye of the buyer to deterrnine quality and preparation. Although the "One Price" system was instituted and the "Guide" not used, the buyers were required to continue making out a "Mica Buyers Report" (Fig1) with each lot of mica purchased. At the Miami plant of the International Smelting Co., Inspiration, Ariz., there are four reverberatory furnaces, all 120 ft. long. At present only one of these furnaces is in operation. It is operated as a wet-charge furnace, the charge being distributed for about 65 ft. down the furnace length. Usually this charge contains about 12 per cent moisture and runs 25 per cent sulfur, of which there is eliminated in the furnace from 25 to 30 per cent. The furnace is oil-fired, the fuel being burned in a battery of Cananea-type, low-pressure burners. The flame is kept short and conditions so adjusted as to obtain complete combustion within the furnace. The average furnace draft, taken through the verb arch, amounts to only 0.02 in. of H2O. Draft is purposely kept low to cut down infiltration through the flues and boiler settings, and control dampers are regulated to maintain this uniform condition throughout the charging as well as the smelting period. Hot gases discharge from the furnace uptake through a common header flue to the waste-heat boilers. The general layout and dimensions of the plant are shown in Fig. 1. Four Stirling boilers, two of class M-26 (713 hp.) and two class M-31 (850 hp.), serve the furnace. Three usually are sufficient to take care of normal operation, the fourth boiler being used as a spare when necessary. The distribution of hot gases to the various boilers is regulated by the dampers in the boiler exit flues. Normally the boilers closest to the furnace uptake would evaporate more water than do those farther away, but dampers are regulated so as to distribute fairly well the load between the several boilers. Steam from the waste-heat plant is delivered to the adjoining power house of the Inspiration company, where it is used both in the Nordberg blowing engines and for electrical generation. Steam pressures and temperatures recorded are those in the main power-plant header and are thus inclusive of all losses in about 500 ft. of 10-in. line. Steam for smelter heating and auxiliary use is taken from the main waste-heat header, is reduced to 125 lb. and distributed through separate lines. Boiler feed water is supplied by the power plant and consists of returned condensate, augmented to a large extent by make-up water

The Parkes Process is an important step in the pyrometallurgical refining of lead bullion and it is estimated that more than 50% of the Free world's primary silver production is processed by this route. The metallurgical efficiency of the process can have a significant impact on the overall refining costs, particularly with regard to zinc consumption and the costs of working up the silver-rich crusts?. Several authors have used mathematical or graphical methods in order to calculate the minimum required zinc additions and to study the merits. of alternative. operating procedures, but these methods are of necessity very cumbersome and are only able to deal with relatively simple systems. The paper explains how a computer model was developed which simulates the Parkes Process accurately and can predict the effects of changes made in operating methods. Examples are given of some of the findings and their relevance to the practical conduct of the process is? discussed.

Competitive complexation/solvation theory of solvent extraction constitutes a general framework for interpretation and quantification of ion-molecular interaction data in extraction systems. Depending on extracting metal -- solvent affinity constant and metal concentration ratios, four possible stages of extraction behavior and interacting mechanisms, are considered. Affinity constant ratios are easily acceptable through the independent measurements of three-component systems. Once determined and tabulated, the affinity constant ratio data may be used in any system of interest. Mathematical descriptions of the results are introduced for different interactions. Active solvent (including water) concentrations in the organic phase and temperature are included to the quantitative consideration. The theory allows direct comparison of the complexing/solvating power (competition order) of various extractants, active solvents and diluents. As a result, predictions for the extraction effectiveness and selectivity are possible. Some metal extraction systems are analyzed on the base of the theory. Analysis gives a key for preliminary quantitative prediction of suitable extraction systems.

THE situation in 1872, from the standpoint of the prospector, the locator, the possessory claimant, and the patentee of mineral land under Federal statutes, cannot be understood without a knowledge of the situation prior to 1866, and between 1866 and 1872. The Situation before 1866 The western public domain acquired by the United States through treaties, as the result of conquest or purchase, was invaded after Marshall's re-discovery of gold in California, by an overwhelming multitude of prospectors and miners from all parts of the world. The mineral lands of the whole Pacific slope were practically unsurveyed. Congress, disgusted with the experiment of leasing mineral lands; which it had tried for 40 years, and abandoned in 1847, enacted no laws for the management of these public mineral lands, and the pioneers made their own laws governing mining titles. These local regulations applied at first to gulch-mining in the auriferous river-beds only; and they constituted a simple and practical system, adapted to the needs and means of primitive communities-significantly called "camps." They had the means of measuring distances, but not angles; they knew no -property except personal property in the form of pickaxes, pans, supplies, camp-equipage, horses or mules, and mining rights. The earliest codes which they developed expressed what might be called the law of the lariat. With the lariat they measured the distance assigned to each miner along the gold-bearing gulch-a double portion to the discoverer, and a single portion to his successors, in the order of their coming. With the lariat, they hung, after such due process of law as was available, the rascal who stole a horse, or a bag of gold-dust, or a; mining claim, or killed another man without giving him fair notice and a chance to defend himself. Materials degradation due to corrosion is the major problem in power generation equipment, gas turbine, fluidized bed combustion, industrial waste incinerators etc. Some super alloys have been developed, but they are unable to have different properties to meet the demand of today?s industry. Therefore, a composite system of a base material providing the necessary mechanical strength with a protective surface layer different in structure and/or chemical composition can be an optimum choice in combining material properties. Thermal spray coating of the components before they put into service by suitable surfacing alloy and with suitable coating method can increase the life of these components several fold. Choice of right coating method and alloy for a particular application is extremely important to get the desired service life. The corrosion of some materials and the role of HVOF thermal spray coatings to counteract the same have been reviewed, with an aim to understand the phenomena along with various applications.

Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

However, the concept of commodity-linked borrowings hasadded a new dimension for borrowing opportunities for resource-oriented projects and or companies.

"In late 1985, Hudson Bay Mining and Smelting Co., Limited announced the Namew Mine/Mill project. Environmental baseline monitoring and planning began in early 1985 while a major drilling program was under way to delineate the ore deposit. This paper overviews the environmental assessment work conducted for the mine/mill operation, and outlines the tailings and water management practices.Planned environmental works and approach were affected in late 1988 when a massive water problem was encountered in the mine. The requirement to depressurize the rock surrounding the underground workings led to the need to develop, on short notice, an environmentally-acceptable procedure to dispose of a large volume of slightly-saline water.Biological toxicity tests performed on the depressurized effluent proved the effluent to be non-toxic and thus allowed resolution of the disposal problem. This resolution includes the conversion of a large water body from native fish species to a rainbow trout fishery."
