Grupo Acera, HYLSA originated in 1942 when Hojalata y Lamina began operations to supply steel strip for the Cuauhtémoc Brewery, the parent company. Production began in April, 1943 with growth accelerated because of World War II. By 1948 the company was producing its own steel from electric furnaces charged with scrap iron. Further expansion was hampered by the fluctuations in availability, price and quality of scrap iron. As a result, a search was made for a suitable process to enable HYLSA to satisfy its need for a reliable source of feed for its steel-making facilities. Their relatively low iron requirements at the time did not justify the very high capital investments required using the conventional blast furnace method. Processes which by-passed the blast furnaces were very much in their infancy and were not commercially tested. HYLSA then undertook an investigation of the direct reduction processes, knowing full well that much larger companies in other countries had investigated several processes but their work had not established a trend toward direct reduction or any particular process. However, after much effort and persistence HYLSA arrived at a process which suited their conditions. By using Mexican iron ore and natural gas they developed the now well-known H. y L. Process to produce sponge iron. Concurrent with the start of investigations which led to the H. y L. Process, HYLSA began an exploration program for a suitable source of iron ore. Thus in 1951, Cia. I work for the State of Washington as an Explosives inspector. My paper will describe the mission of the Wa. State Dept. of Labor pertaining to explosives and the regulation of explosives in the State.Blasting safety is high on the public safety list and the regulation of explosive use and storage has been mandated through legislature. The Dept. considers pro-active partnering forexplosive safety preferable to after-the-fact citations for non-compliance.In some cases, the Dept. will issue civil citations with monetary penalties, meant to be a deterrant, of course, to blasters who choose not to comply with the explosive regulations of the State.The Dept. has also revoked and suspended blasting licenses. In some instances, the Dept. has allowed recipients of citations with monetary penalties to reduce the amount paid by attending technical training classes. The idea here, is to reduce the chance of reoccurence of unsafe blasting practices. The State of Washington partners with MSHA in the regulation of explosives use and storage in mines, pits and quarries in the Stateas well as working closely with law enforcement, State and local fire marshals, ATF,and is active in ISEE in part of it’s ongoing effort to promote explosive safety and establish communications in a nonadversarial way with explosives users. My paper will include some statistics on licensing in the State, pounds of explosives used, inspection numbers, numbers and types of complaints with information from the inspections resulting of these complaints. My paper will include examples of storage, both good and bad, examples and pictures of fly rock incidents, accidents, near-miss close calls, break-ins, thefts, and abandoned explosives. This paper may also include a brief summary of my opinion of explosive regulation and my job as a regulator, including examples of high and low points of the job, joys and frustrations.

"The ProblemMany science activities receive substantial funding from governments without much direct economic benefit accruing to state or individuals. In contrast, the search for knowledge has never been an acceptable so le justification of geoscience activity, perhaps because of its utility right from its inception. William Smith's geological activities were embraced because of their usefulness in building canals. Utility has been expected ever since.For decades it has been accepted at senior level s of government, without much understanding of the process, that geological surveys are necessary as a basis of resource evaluation and utilization. Recently, government treasury board s, staffed with economist s, have questioned these near axioms and in many cases the budget s of geological surveys have reflected their stone y-eyed appraisal s. Are government surveys necessary? Can their functions be reduced? Can some or all of their functions be privatized?Government geologists have been muted in trumpeting their successes outside their own ranks. Companies have been reluctant to give specific public feedback on the work of government surveys that have truly aided or guided them toward discovery. Lack of acknowledged linkages between survey work and discovery has dogged survey managers in budget reviews. Impoverished surveys cannot perform adequately so the circle is completed and the doubters' prophecy fulfilled. This is the genera l problem; British Columbia is the archetypical province."

Lime Cement column stabilization of soft clay and sand in Salt Lake City, Utah and in San Francisco California is described and discussed. Stabilization permitted the construction, in a single stage, of a 14 m MSE wall on "medium" clay in Salt Lake City. It was used to mitigate the potential for liquefaction in San Francisco and to stabilize the Young Bay Mud beneath the BART extension to San Francisco Airport. These applications are described and the field measurements of performance are reported.

Adverse ground behavior events, such as convergence and falls of ground, are some of the most significant challenges and hazards in underground mines. Our goal is to work toward mine-wide, digital, and real-time three-dimensional geotechnical situational awareness and predictive capabilities in complex underground mining operations. This will benefit operators, engineers, and management by enabling them to develop a more proactive approach to ground control. To this end, and inspired by research in the field of remote sensing and autonomous robotics, this paper assesses the potential of mobile light detection and ranging (LiDAR) data acquisition for high-frequency, high-accuracy monitoring tasks in Global Navigation Satellite Systems (GNSS) deprived underground mines. Limitations of current monitoring practices are reviewed. Relevant academic and commercial developments in the fields of indoor mobile mapping systems (MMSs) and simultaneous localization and mapping (SLAM), robust autonomous robotic platforms, and automated remote sensing data processing are highlighted, and their current shortfalls are evaluated. To conclude, the ramifications of this work for the development of future autonomous underground mine monitoring solutions are discussed.

La implementación del SIG que se está realizando en la Fundición de Cobre, asegura la calidad del proceso productivo, estandarizar las mejores prácticas operativas a través de instrucciones de trabajo y procedimientos, motiva y forma a todo el personal de la empresa, cumple con la legislación y mejora la seguridad y salud ocupacional de todo el personal.

The effect of small percentages of sodium chloride on the incendivity of permissible explosives was studied by the Bruceton up-and-down technique in gallery tests. Both the reduction in incendivity achieved by addition of sodium chloride and application of the test method to explosives evaluation are discussed. It is demonstrated that the up-and-down technique in gallery testing is suitable for distinguishing differences in incendivity between different explosive compositions and between lots of the same composition. The study also shows that addition of relatively small quantities of sodium chloride tends to reduce the incendivity of explosives to firedamp, but addition of sodium chloride cannot insure reduced incendivity. Any improvement attributable to the salt can be counteracted by undefined variations in the explosive. The need for experimental investigations of a number of factors that may affect the safety of permissible explosives is emphasized. This paper, describing the mining practice at the Champion mine of the Copper Range Copper Mining Co., is one of a series of papers on mining methods and costs being prepared by the United States Bureau of Mines. Mining practice at the Champion mine has undergone considerable change during the last four years. Previous to that time the mine was worked by the horizontal out-and-fill method, the stopes starting near the shafts and advancing away from them (fig. 2). The floor pillars were mined by the inclined cut-and-fill method, working en the retreat or toward the shafts (fig. 1). At present the mine is being developed to .tope entirely on the retreat by a sublevel inclined cut-and-fill method.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. "The paper describes influence of desorbed species (DS) of a number of xanthates and higher dialkyldithiophosphates on the collective ability of these reagents. Adsorbed on mineral DS of the reagents in the form of products of non-stoichiometric interaction between xanthates and heavy metal salts can pass to the gas–liquid interface and remove liquid from the layer between mineral particle and water surface. A high-speed video recording displays the process of spreading of DS of xanthates and dialkyldithiophosphates over water at the moment of local rupture of the water layer. Expansion of “dry” spot on the mineral surface after DS of xanthate capture and displace liquid from the layer has been proved with video images. The comparative analysis of collecting ability and dynamic surface activity of dialkyldithiophosphates shows that these characteristics are in good correlation. The forces exerted by spreading film of the reagent’s DS on liquid in the water layer are evaluated, and the water flow rate from the layer is determined. The line of the reduction in thickness of the water layer behind the front of spreading film of DS of dialkyldithiophosphates and xanthates coincides with the line of the increase in their dynamic surface activity. Their force on the liquid volume in the water layer characterizes collecting ability of the DS film of xanthates and dialkyldithiophosphates. It has been supposed that the collecting ability of DS of a reagent is a part of its overall flotation activity, conditioned by surface tension of solution and, thus, defined by the structure of hydrocarbon fragment of the reagent.INTRODUCTIONIt is believed that collecting ability and selectivity of collecting reagents is mainly governed by adsorption of a reagent at the solid–liquid interface. A few studies have shown that activity of collecting reagents at the gas–liquid interface may have deep influence on their collecting capacity and selectivity. Experimental researches have revealed correlation between surface pressure in a carboxylic acid film on liquid’s free surface and floatability of useful components (Kulkarni & Somasundaran, 1975; 1980; Quast, 2006). According to Quast (2006), it is not always that surface pressure of a reagent film influences collecting ability of carboxylic acid. For instance, pH range of adsorption of tetradecanoic acid on hematite does not coincide with pH range of high surface pressure. So, surface properties of this acid contribute little to flotation efficiency.The correlation between reagent film surface pressure and mineral floatability has been reveled for quartz and cationic reagents, too (Bleier, Goddard, & Kulkarni, 1977). Finch & Smith (1973) showed that combination of adsorption of ion–molecular amine complexes on mineral surface and high surface tension of “fresh bubbles” was favorable for flotation performance. The use of bubbles with reduced surface tension resulted in a decrease in quartz floatability."

In the spring of 1967, after a careful study of existing geology along the Pacific Coast including Alaska, the USBM, in conjunction with the USGS, decided that the offshore area around Nome, Alaska, presented an unparalleled land-to-sea comparison site for the evaluation of marine core drilling techniques and sampling equipment. Considering the geological evidence available and the production history of the Nome Beaches (5-6 million oz. of gold recovered), it appeared likely that gold in commercial quantities could occur in the offshore area. A 180 sq mi area of Norton Sound, extending roughly 14 miles to the east and west of Nome and averaging 6 miles to the south, was tested by approximately 530 line-miles of sub-bottom profiling. A total of 4043 ft (56 holes) were drilled in unconsolidated sediments, yielding mixtures of gravel, sand, silt and clay. Of the total holes drilled, 16 went to bedrock and six were terminated short of their intended depths due to boulders which halted penetration, or rough seas which caused the ship to move as the anchors slipped over hard sea-floor surface. The rest of the holes were terminated when the penetrative capabilities of the drills were reached, or when the required amount of geological data were attained.

The room temperature flow characteristics of a series of Cu-Cr alloys are found to be related to the amount and characteristics of the chromium-rich precipitate. The results are consistent with the theory of Fisher, Hart, and Pry, which considers the trapping to dislocation loops around precipitate particles. THE use of dispersed phases for hardening metals, particularly high temperature alloys, has been practiced for several years. Current theories describing the effects of dispersions on the basis of dislocation theory have been proposed by Mott and Nabarro.l-4 rowan," and Fisher, Hart, and Pry.8 These theories recently have been discussed by Hart,' who pointed out that the experimental data available for comparison with theoretical calculations for overaged alloys are confined to studies by Gensamer, Pearsall, Pellini, and Low,8 Shaw, Sher-by, Starr, and Dorn,9 and some hitherto unpublished data on Cu-Cr alloys which will be described herein. Certain difficulties were associated with the interpretation of the first two studies. Gensamer, Pearsall, Pellini, and Low were concerned principally with interparticle spacing and did not document particle sizes. Shaw, Sherby, Starr, and Dorn included all the data in their report which was necessary for the theoretical evaluation, but their study is subject to some question1" due to difference in prior history of various specimens and due to systematic differences in particle characteristics" which appeared to be associated with differences in the magnification of their microscopic examination. The current study was undertaken to obtain critical data in a manner which avoids some of these limitations. Specimens of eight Cu-Cr alloys remaining from a previous investigation'' were available in the form of 100 mil sheet of the compositions shown in Table I. At 200 mil this material had been previously an- nealed ½ hr at 1000°C, water quenched, and cold rolled 50 pct. Samples were further cold rolled to a thickness of 20 mil for a total reduction of 90 pct. Sheet tensile specimens of standard geometry with a gage length 2½ in. long and 0.20 in. wide were machined from this sheet. These specimens were then annealed in a dried N2-H2 atmosphere for the times and temperatures indicated in Table I. This anneal served two purposes: 1—to obtain a fairly uniform and nearly constant grain size of 0.015 to 0.022 mm average diameter, and 2—to precipitate a fairly uniform, nearly spherical over-aged dispersion of essentially pure chromium. A typical microstructure illustrating the grain size and the uniformity of the dispersion is shown in Fig. 1. The tensile specimens were tested in the Instron equipment described in ref. 11 at room temperature at a strain rate of 0.04 in. per in. per min. Three tests were run on each alloy with sufficient repro-ducibility that a single true stress-true plastic strain curve could be drawn through the three sets of data for each alloy. In July 2003, The Office of Hydrogen, Fuel Cells and Infrastructure Technologies of the Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy solicited Grand Challenge Proposals to establish three Centers of Excellence in hydrogen storage developments for reversible metal hydrides, non-reversible chemical hydrides and carbon storage materials, respectively. The program mission is to research and develop cost-effective, on-board hydrogen storage systems that enable a minimum range of 300 miles within the weight and volume constraints of the vehicle. Currently, no hydrogen storage technology available can meet the DOE cost and performance targets. In April 2004, Sandia National Laboratories was selected by DOE to lead the Metal Hydride Center of Excellence with partners from 5 other national laboratories. We will present the organization and recent accomplishments of the Metal Hydride Center which is confident to accomplish DOE/FreedomCAR and Fuels Partnership objectives for 2010 in hydrogen storage for vehicular transportation applications.

Energy associated with ventilating an underground operation comprises a significant portion of a mine operation's base energy demand and is consequently responsible for a large percentage of the total operating costs. Ventilation systems may account from 25?40% of the total energy costs and 40?50% of the energy consumption of a mine operation. Fans are the most important mechanical devices used to ventilate underground mines and the total fan power installed in a single mine operation can easily exceed 10,000 kW. Investigations of a number of mine main fan installations have determined their assemblage to be, in general, very energy inefficient. The author has found that 40?80% of the energy consumed by a main fan is used to overcome the resistance of fan assemblage components. This paper presents how engineering design principles can be applied to improve the performance and efficiency of fan installations, resulting in substantial reductions in power consumption, operating cost and greenhouse gas emissions. A detailed case study is presented to demonstrate that, by designing fan assemblages using proper engineering concepts of fluid physics and industrial ventilation design, main fan systems will operate at efficiencies well above 80?90% (compared to common operating efficiencies of between 20 and 65%), resulting in a drastic reduction in a mine's overall costs and base electrical and energy loads.

Mine-to-Mill® optimization is a total systems approach to the reduction of energy and cost in mining and mineral processing operations. Developed at the Julius Krutschnitt Mineral Research Centre in Queensland, Australia, it attempts to minimize energy consumption through the optimization of all steps in the size reduction process. The approach involves sampling and modeling of blasting and processing, followed by computer simulation to optimize the operation and develop alternatives. The most promising alternatives are implemented, and sampling is conducted to quantify energy savings. In the current DOE-sponsored research project, the primary objective is to adapt the Mine-to-Mill® technology to the aggregates industry. The project is being carried out at two quarries operated by Luck Stone of Richmond, Virginia. This paper presents work conducted at the Bealeton quarry.
