El presento trabajo revisa las diversas medidas preventivas de seguridad minera que se dieron en el periodo colonial peruano. Durante la colonia, la deplorable situación económica y social del indio, conlleva una reacción de defensa humanitaria por parte de los frailes a través de leyes en favor de los indios. Posteriormente en 1551, el virrey La Gasca elaboró una serie de medidas como "Las leyes de indias", "Las ordenanzas de nuevos descubrimientos y poblaciones",entre otros, que protegian a los indios. En 1783 se dictaron "Las Ordenanzas de minería" para la nueva España y fue el virrey Francisco de Toledo, el primero en dictaminar la construcción de pozos y puentes en lugares convenientes, castigando a los infractores. En su Ordenanza II, refiere el caso de las minas de Potosí y ordena no desbaratar puentes ni pilares para evitar riesgos inútiles, mientras que su Ordenanza III dispone la regulación de las escaleras seguras de scrinejas. Asimismo prohibió el trabajo de menores de edad y el "pallaqueo" de mujeres en la mina. En cuanto a la salud ocupacional refiere, el virrrey Toledo dispuso la distancia entre el humo generado por el plomo y zinc, y los trabajadores, asi como su indemnización durante tres meses. Don Juan Solórzano fue otro de los partidarios que ordenó la eliminación del régimen de "obrajes"puesto que era excesivo para la salud de los indios. Las "Ordenanzas de la minería" rescatan también la valía de los operadores mineros, así como las "Declaraciones de Escobedo", donde se estableció la ventilación en el lugar a explotar y la supervisión adecuada de parte de un guardaminas calificado por algú facultativo de la minería. Tanto estas ordenanzas como otras disposiciones tuvieron su base en el Derecho romano. Finalmente, en los inicios de la República, el químico y primer director general de minería, Mariano Eduardo de Rivero y Ustaríz inspeccionó los centros mineros de Puno y Huancavelica, y dictaminó un decreto como medidas de protección para los obreros expuestos a enfermedades y accidentes ocasionados por el mercurio. Dicho decreto está compuesto por 8 considerandos y 4 artículos y apela a los conciudadanos a cumplir las normas en beneficio, salud y seguridad de los trabajadores mineros.

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented wad more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592 an increase of more than 100 per cent over, the previous year's total of 2.259,572 hours. The frequents of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930.

Since 1970, abnormally high methane emissions have been observed in eastern sections of the Federal No. 2 Mine operating in the Pittsburgh Coalbed in northern West Virginia. The nature and volume of these emissions indicate a source other than the coalbed. An investigation was undertaken to delineate probable methane sources. Gas well information and stratigraphic correlation of corehole data indicates that a sandstone directly above the main coalbed is an additional source of methane emissions. The sandstone body appears to be an ancient stream channel, infilled with fine-grained sand and organic matter. Coalification of the organic matter produced methane as a byproduct. Additional methane presumably migrated into the sandstone unit from the subjacent coalbeds. The methane became trapped in the porous clasticunit by the surrounding impermeable strata. Mine development near this unit creates a significant pressure gradient, triggering abnormal methane emissions into the mine along naturally occurring fractures. Pre-development methane drainage of the sandstone could be accomplished by completing vertical boreholes along its trend.

REASONS FOR THIS CHAPTER Up to this point in the book the material presented has addressed the fundamental parameters associated with the evaluation of mining ventures and other investment alternatives. The procedures and techniques illustrated represent the basic approach to project evaluation, particularly when considering the normal engineering economic analysis of investment proposals. The evaluation procedure is complicated, however, when dealing specifically with mining-related investment proposals. These complicating factors are invariably directly related to the many special characteristics of the mining industry. Many of these special features such as tax policies, revenue and cost estimation, and ore reserves have been addressed in previous chapters. In addition to the many special features of mining which directly impact, in a quantitative manner, the various line items in the pro forma income statements of a cash flow analysis, other features of mining affect evaluation procedures in a more general manner. The main purpose of this chapter, then, is to provide an exposition of some of these more qualitative factors. We hope this will enable the reader to recognize these factors in mine evaluation practice and to make suitable adjustments in his or her analysis.

I have continued the investigation of the Pottstown Iron Com pany's basic Bessemer keel plates on the line referred to in my paper of last October (Trans., xxi., 766)) and have added a study of the hardening effects of sulphur, which were not taken into account at that time. The results are so encouraging that I now give them in full. For some months we have graded all the steel at these works by the table given in my former paper, and checked the grading by the forging-tests as described in the paper of Mr. Joseph Hartshorne, read at the same meeting (Trans., xxi., 748). The steel thus graded was bloomed for the plate orders. Then one slab was rolled into a plate for the order, and a tension-test was made of this plate. By the result of this tension-test we were guided in rolling the balance of the heat. Out of several hundred heats graded in this manner, 95 per cent. met the requirements of the orders in every respect, and were accepted; but these results will no doubt be improved upon, when the influence of sulphur is also considered.. The hardening effect of sulphur seems to be about 500 pounds per each .01 per cent. of increase. In the table accompanying the pres ent paper, the ultimate strength with .06.5 per cent. sulphur agrees with the old table where sulphur was not considered; that is, for all steels with less than .065 per cent. sulphur we now get lower re sults, and for those with more sulphur, higher results. Making this allowance for sulphur, the assumed ultimate strength of a 3/8-inch plate of pure iron is reduced from 38,000 pounds per square inch to 34,750 pounds. With this as a basis, I have constructed my new table, giving each of the elements, carbon, phosphorus and manganese the same hardening effect as before, to wit : Carbon is credited with a constant effect of 800 pounds per each, 0.01 per cent. Phosphorus shows greater effect in high-carbon than in low-carbon steels. For 0.07 and 0.08 C, it has about the same effect as carbon, that is, 800 pounds for each .01 P. This increases to 1500 pounds per .01 P in 0.15 C steel, or nearly twice the effect of carbon. This

As part of its efforts to maximize process efficiency and decrease energy requirements in mineral processes, the Federal Bureau of Mines has investigated methods for beneficiating bastnäsite ores from Mountain Pass, Calif. The results of a bench-scale study on the flotation of bastnäsite ore are presented. Flotation at a pulp temperature of 40° to 45°C yielded a cleaner concentrate containing 58.7 pct RE203 at a rare-earth recovery of 67 pct. These results are comparable to those reported for the commercial beneficiation method in which the pulp is heated to boiling before flotation. An attempt was also made to recover a barite flotation concentrate from the bastnäsite rougher tailing. Concentrates containing only 70 pct barite were obtained.

Details are given of a fuel-induction system for a hydrogen, fueled engine. The induction system was designed to preclude backfire otherwise common in hydrogen fueled engines. System features and test data are presented and discussed in the context of the requirements peculiar to use in an underground mine environment. The fuel induction-system when tested in conjunction with a modified Caterpillar 3304 engine provided backfire free engine operation and satisfactory engine performance.

Prior work at the Bureau of Mines resulted in the successful development of a bench-scale, combination electrorefining-electrowinning method for recycling the lead from scrap batteries using waste fluosilicic acid (H2SiF6) as electrolyte. This paper describes larger scale experiments. Anodes cast from scrap battery lead were electrorefined in a 20-L multielectrode cell for 3 to 7 days. The anodes, containing 2 to 2.5 pct antimony, were ideal for obtaining firm and adherent slime blankets. Cathode deposits, assaying 99.99 pct Pb, were obtained, with current efficiencies near 99 pct. Sludge leaching was done in 100-L tanks followed by filtering in 61 cm square vacuum pan filtersu Lead of greater than 99.99-pct purity was recovered from the filtrate by electrowinning in a 20-L multielectrode cell using insoluble Pb02-Ti (lead dioxide-coated titanium) anodes and pure lead cathodes. The fluo-silicic acid electrolyte depleted in lead was repeatedly recycled to leach more sludge, and there was no problem with impurity buildup. The amount of Pb02 formed on the anodes during electrowinning was less than 1 pct of the total lead deposited on the cathodes, as long as the phosphorus concentration in the electrolyte was greater than 1.3 giL. Emissions of lead in air were less than 10 ~g/m3, well below the proposed OSHA limit of 50 ~g/m3.

The southern Florida phosphate deposits that will be mined in the future contain significant amounts of dolomite. Because high MgO levels are undesirable in phosphoric acid production, several flotation schemes for the removal of the dolomite have been attempted. Alternatively, selective flocculation has been suggested as a potential process. A high MgO rock was simulated with a 30:10:60 mixture of apatite, dolomite and silica, respectively. Single mineral selectivity was observed in the apatite-silica and dolomite- silica systems using Polyacrylic acid (PAA) and Poly(ethylene oxide) (PEO) flocculants, respectively. However, no single mineral selectivity was observed in the apatite-dolomite system using PEO. Heteroflocculation, suspected to be the major reason for the loss of selectivity, was minimized by the addition of a site blocking agent (SBA), consisting of a lower- molecular-weight fraction of PEO. Process parameters such as size reduction schemes, flocculant/SBA dosage and pH were investigated to achieve the desired separation. The selectivity obtained in binary mixed-mineral tests was also achieved in the ternary mixed-mineral system, namely, the apatite-dolomite-silica system. In this report, surface chemical characterization of the samples and their flocculation behavior are discussed.

In 1967, Lone Star Industries, Incorporated, established a program to carry out the necessary Research and Development work to bring the Snyder Process to commercial application. The purpose of this paper, is to present the detailed metallurgical results gathered in comparing the Snyder Process of Comminution to conventional grinding techniques for the milling and beneficiation of certain ores and other materials. The ore primarily dealt with in this paper is a fine-grained magnetite ore, containing approximately 23% acid-soluble iron, from the Lake St. Joseph ore body of Steep Rock Iron Mines, Ltd., (Canada). This particular example was selected for presentation in this paper because extensive comparative results with conventional methods of grinding were available. Also briefly described in the paper are the comminution of other ores and materials such as porphyry copper ore and alumina.

The objective of this article is to discuss the fundamentals for determining the value of a limestone reserve or operation. The general step-by-step procedure, while prudent, is subject to the various site-specific issues that influence the valuation calculation. The most common methods for determining fair market value of mining lands are: comparable sales, operational analysis, and royalty analysis. An overview of typical eastern limestone mines (both quarries and underground) is presented. Specifically, properties in West Virginia and Alabama are reviewed and the sample methodologies and valuation calculations are presented.

The objective of this investigation was to obtain data on friction-head losses of sand slurries during their transport in pipelines. The data ultimately will be used in designing hydraulic transport systems. Information that was incidental to the primary objective was gathered on degradation, changed percolation characteristics, and critical velocities of the slurries~ Tests were made in a closed-circuit pilot plant, with one type of tailing, through horizontal 2-, 3-, and 4-inch-pipe test sections at various pulp densities and flow velocities. Tests were made in a closed-circuit pilot plant, with one type of tailing, through horizontal 2-, 3-, and 4-inch-pipe test sections at various pulp densities and flow velocities. Approximately 2,000 tests were run in the pilot plant. The ranges of flow velocities used in the experiment were 2.8 to 19 f.p.s. in the 2-inch line, 4 to 14.5 f.p.s. in the 3-inch line, and 4 to 11 f.p.s. in the 4-inch line. Velocities were varied in increments of 0.5 f.p.s. through the entire velocity range in each pipe size. Densities were varied in 3-percent increments from 40 to 70 percent solids by weight except for one series of tests in the 2-inch line; in this series, densities were varied in 5-percent increments from 5 to 65 percent solids by weight.

IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners—all of them cattle ranchers—sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum. The Calaveras plant, shown in Fig. 1, is located three miles from San Andreas in the heart of the Mother Lode country, about 45 miles east of Stockton, Calif. Since it is in a small town, the company's responsibilities to its employees and to the community are different from those of plants located in large centers of population. Construction of the plant was begun in 1925, and production was started the following year. Standard gray Portland cement as well as several specialty cements are produced. Production facilities have been continually enlarged so that the present capacity is more than double what it was 25 years, ago. The most important item in the company's expansion program was the purchase in 1945 of an 11 ft 3 in. x 360 ft Allis-Chalmers kiln which had been declared surplus by the Defense Plant Corp. The company is now able to produce about 2,500,000 bbl of cement a year, and employment at the plant is approximately 300. The production of cement has always involved a dust problem, solution of which has been attempted in a number of different ways. By far the most efficient method of catching dust discharge is electric precipitation. Soon after the company went into production in the 1920's, the landowners near the plant began complaining about dust discharge. The company settled the matter by paying them a total of $27,000 for dust damages incurred during the period from 1929 to 1938. In the latter year the two-unit Cot-trell Electric Precipitator shown in Fig. 2 was installed and collected over 85 pct of the dust resulting from operation of the two 11 ft 3 in. x 10 ft x 240 in. kilns. From 1938 until 1946 the landowners registered no objection and were apparently satisfied with that dust recovery. In 1946, however, the substantially higher production resulting from operation of the new kiln immediately overtaxed the facilities of the existing two-unit precipitator. In a short time claims for dust damages were again received from the landowners. The company informed them that because of postwar shortages it would take several years to install a new precipitator. The company stated that it intended to purchase an additional precipitator and offered in the meanwhile to pay the landowners a fair amount to cover their damages. This offer was rejected and the landowners filed suit in the Superior Court of Calaveras County asking for total damages of $120,-338 and for the injunction outlined above. Case for the Ranchers The attorneys for the plaintiffs produced three different types of witnesses: first, the landowners themselves and members of their families; second, other cattle raisers who were sympathetic to the plaintiffs; and third, several types of technical experts: veterinarians, soil chemists, and an aerial photographer. The testimony of these witnesses was designed to establish that the flue dust from the plant had not only damaged the land and the forage, but had also caused fluorine poisoning to their animals. By a combination of these causes, the plaintiffs attempted to prove substantial loss of profits.

In this Bureau of Mines investigation, conditions were determined to form an iron sulfide adherent coating with a metallic golden luster on steel upon anaerobic heat treatment with sulfur. The sulfide formation rate was determined in the temperature range of 105° to 500° C with reaction times up to 68 hours. The optimum temperature and time to form an adhering decorative coating on mild steel was in the range of 105° C for about 70 hours to 285° C for 1 hour. The golden coating consisted of an inner layer of pyrrhotite and an outer layer of pyrite. At temperatures higher than about 300° C, the outer layer thickness decreased owing to the decomposition of pyrite to pyrrhotite.. Small quantities (<0.5 wt-pct) of petroleum oil accelerated the sulfide growth rate. The sulfide coating decreased the corrosion rate of steel in a neutral aqueous medium by a factor of two. The dissolution of pyrite in water was dependent on particle size and surface area with the flat pyrite coatings exhibiting the lowest dissolution rate.

The San JosT district in Patagonia comprises a number of epithermal precious metal quartz veins hosted by a Mesozoic volcanic sequence. New radiometric data indicates that upper Jurassic volcanism was closely followed by vein mineralisation in the lower Cretaceous. A structural model is discussed for the district at times of mineralization that may also apply on a regional scale and other mineralised districts in Patagonia. Tailings embankments can develop a high phreatic surface if the original design for the embankment does not include drainage facilities or if existing drainage facilities become ineffective. Subsequent raises can develop a seepage surface due to a high phreatic surface that can lead to stability problems. The U. S. Bureau of Mines amended contract J0100013 to initiate this study of horizontal drains in tailings embankments. This study developed a technique for determining the length of and spacing between parallel drains through the use of the finite element model UNSAT2. The analysis is based on the combined output of a vertical planar mesh and a horizontal planar mesh. The slot opening in the drain pipe and the length of the perforated section are determined from an analogy to water well design. The pipe diameter and gradient can be determined from Manning&apos;s equation. To the authors&apos; knowledge, this is the first attempt at horizontal drain design using a finite element model. Additional research is recommended in this area.

Laboratory studies of several factors affecting measurements of relative permeability were made using the three-section plastic-covered core technique. Results show that the core assembly, properly constructed, will perform as a single unit, and that the testing technique will, under suitable conditions of pressure gradient, gas expansion, and migration of partial water saturation, permit measurement of flow characteristics not affected by technique. Wettability equilibrium is readily established in cores exhibiting strong wetting preference to water or oil when initially saturated with water. Laboratory tests must be conducted so that saturation changes represent those that occur in the reservoir. Immediate implications of saturation history are (1:) that the possibility exists of increasing the displacement efficiency of solution gas drive reservoirs over the natural process, and (2) residual gas saturations following water flooding in gas or gas condensate reservoirs will be 15 to 50 per cent pore space rather than 1 to 11 per cent as generally believed. INTRODUCTION Solutions of petroleum reservoir problems pertaining to production performance require the use of true relative permeability characteristics. &apos;This relationship of fluid conductivity and saturation has been obtained by reservoir engineers in four ways, namely: 1. From past gross reservoir performance and the extrapolation of this data based on experience,1,2 2. By using published fluid flow relationships obtained in laboratory studies on general type porous materials,3, 4, 5 3. By attempting a mathematical derivation of flow behavior," using some experimentally obtained characteristics of reservoir rocks, and 4. By laboratory flow tests using representative rock samples of a reservoir. The first three methods listed above have shortcomings which make their use limited or questionable. Production characteristics of only certain processes are obtained from field data and these are not available at the beginning of a reservoir&apos;s producing life, at which time they are desirable. It is fortuitous if general fluid flow characteristics obtained experimentally have accurate application to specific field problems. Also, it is felt that at this time there is not sufficient knowledge of the flow behavior of oil, water, and gas in porous materials to enable applicable analytical description of this to be made based on other measured rock characteristics. Measurement of relative permeability in the laboratory offers the only direct method subject to adequate checking for determination of flow characteristics applicable to field problems. Primarily, this paper deals with laboratory experiments to establish the effects of several factors on the measurement of relative permeability and the practical significance of this knowledge. Laboratory flow tests are essentially model studies; the gross reservoir being represented by a small rock sample. It is necessary to simulate in experiments all the factors of importance which influence flow in the reservoir, as well a.; to eliminate effects peculiar to the model studied to assure measurement of valid flow behavior. Factors which affect the measurement and behavior of fluid flow in porous materials have been studied by other investigators.3,7,8,9,10,11 This analysis is not intended to evaluate fully all factors involved, but to establish first the validity of measurements by the technique used and then study flow behavior under various conditions. The studies reported are as follows: 1. Effects of pressure gradient, 2. Effects of gas expansion in tests conducted at near atmospheric pressure, 3. Effects of migration of a partial water saturation in oil-gas-water systems, 4. Effects If wettability characteristics of the system. and 5. Effects of the fluid saturation history. Beneficiation of Nickel Lateritic Ore from Montes Claros de Goißs, Brazil Beneficiation is a key factor for both technical and economical aspects of industrial processing of nickel lateritic ores. A combination of comminution, classification and concentration stages are usually used to upgrade the metallurgical plant feed, thus resulting in both capital and operating cost reductions. This paper describes the testwork conducted on Montes Claros nickel lateritic ore in order to investigate the potential for upgrading. A comprehensive laboratory testing program included crushing, scrubbing, screening, grinding, gravity separation and attritioning, for both saprolitic and limonitic ore types from the Montes Claros deposit. The results indicated a clear potential for such an upgrade, which was later validated in a pilot plant program.

J. T. SINGEWALD, JR., Baltimore, Md.-I might say a word further in regard to the Miguel-Burnier district. I am sorry Mr. Harder is not here. I had hoped to be able to ask him a few questions in regard to some of the features of those deposits. This Miguel-Burnier district is the other district that I referred to that lies in the State of Minas Geraes. The interpretation that Mr. Harder gives to, these deposits is the same as that given by Harder&apos; and Chamberlin in a previous paper, and that is that they consist of lenticular deposits of sedimentary origin in a series of rocks that also include lenses of limestone, but they seem to think that the manganese ores occur at a definite horizon and at a horizon different from the limestone. We found that the manganese ores occur at several horizons, as also do the limestone lenses, and the limestone masses are of the same shape as the manganese orebodies, so that our own feeling was that these manganese ores simply represent concentrations within the zone of oxidation formed as. a result of decomposition and replacement of this limestone. To the east of Miguel-Burnier there is a big bend in the railroad which cuts through, at right angles to the strike, this series of rocks. Here is shown very well both the local character of the limestone lenses and the local character of the manganese lenses in that, though the distance across the bend is only a couple of hundred yards, the limestone and. ,manganese lenses do not match up at all, and it also shows plainly that both occur at more than one horizon.. Consequently there is no reason why the manganese ore could not represent alterations of this limestone. The mine workings do not as yet give very definite information on this point in that they are all comparatively shallow and within what would be the zone of oxidation so that what they will grade into below that depth, we do not know. On the other hand, the character of the ore suggests that it may, represent such -a product in the zone of oxidation in that it tends to be quite earthy; whereas, if the manganese had been there originally as such it would have undergone the same metamorphism that the other rocks have undergone and one would have expected that it would have been converted into a hard manganese ore that would today stand out pretty much as do the iron ores of that same region and not have the soft, earthy texture which is a prevailing characteristic.
