Discussion of the paper of FRANKLIN MOELLER, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 343 to 354. K. A. PAULY, Schenectady, N. Y.-I read with interest Mr. Moeller's paper descriptive of the mechanical parts of the new electric hoist at the Granite Shaft of the North Butte Mining Co. and as the paper treats largely of the mechanical equipment I have little discussion to offer. There is, however, one question which I would like to ask and that is, why the discrepancy in hoisting cycles between the curves given in the paper read by Mr. Sykes for the American Institue of Electrical Engineers at San Francisco and those given in the paper under discussion? In Mr. Sykes' curves the acceleration period is shown to be 16 sec. for all depths from 2,000 to 4,000 ft. inclusive, while Mr. Moeller in Fig. 2 shows 25 sec. throughout the range and in Fig. 4 shows 35 sec. In my paper on " End-Lines and Side-Lines in the Mining Law," read at the New York meeting of February, 1889 (Trans., xvii., 787), I discussed certain points involving the rights of a locator, B, who had located and surveyed a piece of ground, X + Y, of which only Y was properly subject to location, X being already held by another claimant, and had applied for and received a patent, granting X + Y, " excepting and excluding X." The paper concluded with the following questions : " Is there any difference in effect between the grant to him of Y simply and the grant of X + Y, ' excepting and excluding X' ? Why should any mining locator stake out his boundaries upon another location, and thus appear to assert a claim which he immediately withdraws? What is the legal force of such boundaries, established upon the land of another?" After calling attention to the fact that the entrance upon another's land for such a purpose is a trespass, and the principle that no trespasser can create by his trespass any right which he would not have without it, I reserved to another occasion a review of the history of the absurd practice of imaginary boundaries for mining claims, and a discussion of their legal effect. This practice is founded, of course, in the regulations and decisions of the United States General Land Office. There is nothing in the Revised Statutes which hints at it. On the contrary, the terms of Section 2322, giving to a locator " the exclusive right of possession and enjoyment" of the surface of his claim, seems clearly to forbid the use of that surface for the boundary-stakes of another locator. But the Act of 1866, though it provided for the issue of patents upon payment to the Government of so much per acre, and really by implication (as I have always believed) involved the absolute grant of the surface, was not so construed by the courts generally, or by the Land Office. Recently, the treatment of industrial waste materials has been a serious social problem here in Japan. Filling them in ponds is now strictly prohibited due to a limited land area and incineration method is also regulated as not to generate DXN. In these conditions, Onahama Smelter has begun to treat shredder dusts (SD) of car at reverberatory furnaces to recover various metals such as copper, gold, silver and palladium without generation of DXN. The total volume of these dusts is expected more than 1 million metric tonnes a year in Japan. Onahama Smelter is now planning to treat about 20% of them in the near future by using tonnage oxygen. In this paper, the heat balance, control method of DXN and treatment of these dusts in reverberatory furnaces are described. DXN : Dioxin (The generic term of PCDD and PCDF)

I am honoured, deeply honoured, that so distinguished a group has assembled to acknowledge the signifi- cance of the work of my Melbourne flotation research laboratory, to review progress since Principles of Flotation (Wark, 1938) was published, to highlight the present state of knowledge, and to point the way for future research. The flotation research which began in 1929 was sponsored by a group of mining companies2 at the instigation of Harry Hey of the Electrolytic Zinc Company of Australasia Limited. There were never more than three of us work- ing in rather cramped conditions in a laboratory made available by the Department of Chemistry at the Uni- versity of Melbourne, but what we lacked in space was more than offset by a freedom unparalleled in indus- trial research in Australia at that time. I pay special tribute to my first colleague, Alwyn Cox; to my wife who worked with us for several years; and to Keith Sutherland who followed Cox in 1936. They were my sole colleagues up to 1938 when Principles of Flo- tation (Wark, 1938) was published.

The kinetics of vacuum distillation, vacuum-melt surface reactions, crucible-melt surface reactions and boiling are analytically investigated. No disagreement with experiment is obtained upon applying a rigid flow model to describe the behavior of the melt in the vicinity of reaction surfaces. The theory focuses attention upon measureable parameters rather than upon the adjustable parameter, stagnant layer thickness, associated with other theories. The rigid flow theory is thus capable of quantitative evaluation and experiments to achieve this evaluation are suggested. KINETICS, rather than thermodynamics, often determine the degree of refinement achieved in vacuum melting. There is little understanding, however, of the kinetic principles involved in vacuum refining. This paper represents an attempt to achieve this understanding. There are two reactions which need to be con- sidered. The first is the refining reaction. The second shall be called the polluting reaction. It is the reaction associated with the introduction of components of the crucible into the melt. The mechanisms of both reactions are unknown. Many models can be constructed to describe either the refining or polluting reactions. For example, consider the refining reaction C + Q = CO(g). One model that can be imagined is that the carbon and oxygen combine in the melt to form CO which then diffuses to a melt-

INTRODUCTION Before discussing the use of the free piston; it may be well to explain briefly the type of gas lift valves with which the loo] is designed to function. The gas lift valve ii nothing more or less than a small back pressure regulator. It; construction consists of an outer hous ing covering a seamless metallic bellows in such a way as in form a sealed pressure vessel or pressure dome. To the bellow* in attached a stem and to this stem is attached a .rating member. When the valve is run into the hole, a pre-delermined pressure charge is placed in the pressure dome. As shown in Fig. 1. the valve is furnished in four different major assem-blies. to accomplish good results in different types of wells. The valve is mounted on a pup joint (Fig. 2a) : the eoin-plele assembly is entered into the tubing siring at the desired location. Each valve is furnished with a revere flow check valve (Fig. 2-b) to eliminate any back wash through the mechanism. Valve action is as follows: At any time the casing pressure is allowed to exceed the pressure forces within the pressure dome of the valve, the valve simply opens and passes gas from the rasing annulus into the tubing. When the casing pressure forces arc allowed to bleed to a force less than the pressure force within the dome, of the valve. the valve closes. With this type of construction. it is possible to open and close the valve or valves at will from the surface, the medium of the gas pressure in the rasing annnlus. The cycle of operation is governed by a tine cycle motor valve, commonly referred to as a gas lift interutitter or gas life surfacr controller (Fig. 3). In actual practice. after the well is unloaded only one valve is in operation . . . all other valve.: remain in the closed position. On pre-determined time cycles, it is possible to open and close this operating valve at will, and to pass the desired amount of gas through this valve wheneler needed. This method of gas lift is widelv used and has been found In be very efficient. However, it has long been known that even greater efficiency would be obtained if it were possible to place Piston between the injected gas and the fluid head. The free piston which will be discussed here was designed to accomplish this end and has been found to do so with very satisfactory results. DESIGN AND OPERATION OF THE FREE PISTON Basically. the free piston consist- of a telescoping assembly in which are incorporated the various control and operating parts (Fig. A set of sleeve valves which are opened and closed by movement of the telescoping section is contained in the. tool. A cross section of the free piston is shown in Fig. 4-11, 'rile main body cotain- a seamless monel bellows of the same type as that generally used in pressure charged gas lift valves (Fig. 4-c), and a valve core to permit placing a pressure charge in the bellows before the free piston is placed in service. The bellows is the main control unit of the free piston and performs two function: 1. It governs the opening and closing of the sleeve valves. a.: dictated by the producing activities of the well in which the piston is operating. 2. In its normal position, it holds a rubber packer in an elongated position to permit passage of fluid between the packer and the tubing walls. In a shearer longwall mining operation, the longwall hits are responsible for breaking into and chipping the broken coal blocks away from the coal face. However, underground observations found that the bits being used were working under various degrees of wear. This wear can be reduced by using better-designed longwall bits and by properly selecting shearer operating parameters. A computer program was developed to simulate the performance of the longwall bits. The information required by the program are the shape of the bit head, the installation of the bits on the drum and the operation parameters. Through the simulations, the main factors affecting the bit-wearing process are identified. Suggestions are also made for improving the design of the longwall bits.

This Bureau of Mines publication summarizes the status of mine electrical equipment reliability research. Failure rate data were estimated from theoretical, laboratory, and field studies. Tables are presented listing reliability characteristics of molded-case circuit breakers, undervoltage relays, ground check monitors, cables, motors, and control circuitry. Application of failure rate data is shown in tables listing maintenance scheduling intervals of components and components that are most sensitive to the probability of hazardous voltages on power distribution systems in the mines. Complete, accurate, and appropriate failure rates on mine equipment are of the utmost importance for reliability evaluations.

Copper cementation was studied from both thermodynamic and kinetic aspects. The temperature effect of copper cementation, which has been recognized as an anomalous result, and the rate enhancement phenomenon observed after the initial linear step are, in particular, focused in this work. The main results obtained are as follows; 1) Free energy changes of copper cementation reactions, calculated by the use of the "Correspondence Principle" of Criss and Cobble are rather insensitive to temperature. 2) A Flow-cell assembly consisting of a special cupric ion electrode, a calomel electrode and a potentiometer is particularly useful for the continuous measurements of copper cementation rate. 3) Two first-order reaction rate constants for the CU2+- Fe system were successfully determined by the use of the flow-cell assembly. 4) Activation energies determined for the initial rate and the 9 maximum rate of CU2+ - Fe system are both 4.6 kcal/mole. This fact suggests that the mechanisms of the initial reaction and the final reaction are essentially the same and both reactions are rate controlled by the diffusion in a boundary layer. The difference in the rate constants of them may fie explained by the effect of the nature of surface deposits. 5) Qualitative explanation of the rate enhancement phenomenon from the initial rate was successfully made by applying Bockris "Penetration Model."

Major reserves of phosphorite were found in the Georgina Basin of northern Australia in the period 1966-1968. Geological investigations by various companies and the Bureau of Mineral Resources of Australia show that these phosphorite deposits are associated with siltstones, cherts, siliceous shales, and limestones of the Beetle Creek formation or its equivalents, all of lower Middle Cambrian age. The discoveries resulted from systematic Australia-wide exploration programs by several companies utilizing, in concept, the relation of basin stratigraphy, lithologic associations, tectonics, and phosphate occurrences to paleogeography in respect to its paleolatitude and areas of supposed oceanic upwelling. In terms of field techniques, the first discovery at Duchess, North Queensland, resulted from the recognition of a phosphorite interval at depth in a stratigraphic oil well followed by prospecting of the nearest outcrop of the equivalent aged rock succession. In Northern Territory, the Wonarah-Alexandria deposits, which do not crop out, were discovered by analysis and interpretation of gamma radiation logs followed by drilling.

Right across the universities of the developed world, the traditional disciplines of physics and chemistry are losing ground. Extractive metallurgy, which depends so heavily on chemistry, is also contracting despite a clear need for people with this kind of training in the mining industry. Reasons for this loss of popularity are discussed in this paper. High on the list is one of image. The extraction of metals is widely seen as a dirty, polluting, sunset industry which involves working in remote and uncomfortable corners of the earth for inadequate compensation. Ways in which the image problem can be overcome are considered. It is concluded that a concerted effort needs to be made by the universities and industry to redress this situation. The importance of extractive metallurgy, both now and in the future, when a greater emphasis will be placed on sustainability and recycling, needs to be stressed. In addition, courses need to incorporate training for a career path that leads on beyond extractive metallurgy.

Blasting conducted in rock temperatures greater than or equal to 55°C (13 1 “F) and / or in rock containing sulphide minerals and their oxidation products can result in unplanned detonations. Blasting practices involving the identification of the affected areas together with the use of speciality explosive products and rigorous attention to quality control are required to safely blast in these types of environments. Sulphide dust explosions occur in some underground mines where the primary blast results in a secondary explosion of the sulphide rock dust which propagates some distance from the primary blast area. This phenomena results in considerable damage and the generation of significant volumes of toxic gasses delaying re-entry to the affected area of the mine thereby increasing both costs and safety concerns. The exothermic reaction between ammonium nitrate based explosives and rock types containing partially oxidised sulphides have resulted in numerous high risk blasting incidents. These reactions can occur at ambient temperatures and often result in premature detonations / deflagrations causing a great deal of consternation at the affected minesite resulting in lost production and considerable expenditure to solve the problem. Rock masses at elevated temperatures can also result in unplanned detonations unless appropriate precautions are taken. This paper discusses each of these hazards, cites some case studies and details appropriate generic safe and efficient blasting techniques for each of the above applications using appropriately formulated explosive products.

The DMC_BLAST (Distinct Motion Code) has been developed to model rock motion and displacement during the gas expansion phase after the detonation of an explosive in a borehole. Recently, a designated delay firing order algorithm was written into the DMC_BLAST code. The model can now be used to analyze rock mass displacement for a V-cut, center opening, or sinking cut initiation sequences. This new feature allows the investigation of the effects of delay firing order on rock displacement when blasting complex inter-bedded and ore-waste structures. The model provides important ground movement and mixing indicators for dilution control in surface gold mining relative to the initiation sequences employed. Echelon blasts as compared to center opening type blasts show differences in their internal muckpile displacement. These displacement differences can be important to operations that mine narrow strike driven ore bodies. The model also has applications to through coal seam blasting and demonstrates that down-dip blasting is a better alternative than up-dip blasting. There is less disturbance to the dipping coal seam and less mixing of the rock and the coal.

A biological treatment system designed to passively remove high concentrations of metals from leachate collected from a landfill near a large integrated zinc lead smelter has been in operation intermittently for the past five years including winter time operations. High metal removal efficiencies in the system were achieved. After 729 days of operation and treating over 8 million L of water the original anaerobic bioreactor constructed in 1997 was taken apart and rebuilt. The deconstruction of the bioreactor allowed systematic sampling at all depths of the biological matrix. Samples were analyzed for metal, S and TOC concentrations; as well bacterial populations were determined. Results of this sampling procedure are examined and compared at various depths within layers and between layers using one-way ANOVA and linear regressions. Metal concentrations were positively correlated with sulphur and negatively with total organic carbon. This is in concurrence with a model of biogenic precipitation of metal sulphides.

The last one decade in India had witnessed phenomenal growth in the coal, lignite, iron ore, limestone and many other minerals. To meet the production of minerals, the energy requirement is also very high both in terms of petroleum products and electrical energy. Because of spiralling prices of crude oil and also of the electrical energy, attempts have been made by various mining companies to select energy efficient mining machineries (in underground and surface) mines, together with energy efficient mining and mineral processing operations. Mineral sector of India is working seriously in tune with the Planning Commission stipulations to conserve energy.Apart from energy use (both electrical and fossil fuels) in mining, it is also significantly contributing to the cost of mineral processing depending on the quality of ore/rock being processed. Over the years a number of studies have been initiated and implemented to reduce cost of energy bill. An attempt has been made to present the various aspects of energy conservation, Impact of Energy Conservation Act 2001, Relevance of energy audit, areas of energy consumption and conservation efforts, etc in this paper. The paper also deals with some of the case studies to show how energy conservation programs has been implemented in the Indian mineral sector.

Coal dust explosions still remain the main hazard in the coal mining sector, notwithstanding their relatively wide recognition compared to other hazards and the development of effective methods of prevention. Coal dust explosions are still the cause of numerous catastrophes, often leading to fatalities. Fortunately, they rarely occur, and it is for this reason that their hazardous impact is often underestimated. This problem in Poland is being exclusively solved by the Central Mining Institute, Experimental Mine Barbara. Here, basic research on the phenomenon of coal dust explosions and prevention methods is carried out, as well as investigations into the causes and circumstances of past accidents. After 15 years of no coal dust explosion accidents in Poland (1987?2002), a few coal dust explosions have recently occurred, with tragic consequences. These events have taken place not only in hard coal mines, where the presence of dangerous coal dust is the result of common production cycle, and safety measures against coal dust explosions are subject to specific regulations, but also in coal-fired power plants. This is of special concern because prior to 1987, such accidents had been been reported only for coal mines and not for coal-fired power plants. In recent years, two dust explosions occurred in Polish power facilities: the Dolna Odra and Turow power plants. In both cases, coal dust explosions occurred in the fuel supply system, but biomass dust was also involved. The explosions caused significant damage to the systems and buildings. This paper gives description and schematics of the regions of catastrophic coal dust explosions that have occurred in recent years in Poland, as well as the results of post-accident investigations, presenting the coal dust explosion hazard at the accident scene The results specify in detail the state of safety measures against coal dust explosions in light of the relevant regulations in force, including amount of deposited coal dust, content of incombustible matter in coal dust, free moisture content in coal dust, state of coal dust explosion safety zones, and state of explosion barriers. The conclusions from the site inspection and post-accident investigations presented enable us to determine locations of explosion initiation, probable ignition sources, range of explosion flames, and explosion barrier performance. A complete elimination of coal dust explosion hazard at the site of dust deposition is practically impossible to achieve. Similarly, a total elimination of ignition source, which may be related to the occurrence of other natural hazards, equipment malfunction or human errors, is impossible. The examples of tragic events that took place in Polish coal mines and coal-fired power plants highlight shortcomings and mistakes made in terms of assessment and prevention measures taken against the coal dust explosion hazard.
