My paper presents a discussion of the legislative and departmental requirements in connection with the acquisition of exploration rights for minerals (other than petroleum and coal) in the Independant State of Papua New Guinea, the Solomon Islands and Queensland and he practical problems associated with land entry and land ownership associated therewith. In general there are many similarities in the methodology and philosophy behind the legislation in each country and the contractual requirements established thereby between the exploration company (the explorer) and the government and the mines department or equivalent in each place. There are also a number of differences. I have prepared the paper on the basis that my audience will largely consist of -experienced explorers and the paper is intended to act as a brief refresher and a guide to the philosophy and the practicalities behind the legislation and practices in ground entry in each case. I will deal in turn with New Guinea, the Solomon Islands and then Queensland.

Effects of High Pressure Grinding Rolls on Platinum-Bearing Ores and the Flotation Response as Compared to the Conventional Ball Mill Three major PGM ore types from the Bushveld Complex of South Africa: Merensky, UG2 and Platreef were comminuted with the use of the high pressure grinding rolls (HPGR). The influence of the feed characteristics and the various operational and design features of the HPGR on energy consumption, throughput, mineral liberation and PGM flotation recovery were investigated. The test work variables included two feed top sizes of 12 mm and 6 mm, specific grinding forces ranging between 3 - 7.5N/ mm2 and zero gaps of 1.5 mm and 3 mm. The results show that the influence of the HPGR operational and design features on energy consumption, throughput, mineral liberation and PGM recovery are ore dependent. The size reduction-specific energy relationships show that the most energy efficient utilisation of the HPGR for Platreef ore was at the lower specific grinding force of 3N/mm2 and the zero gap at 3 mm. For Merensky and UG2 ore on the other hand, the most energy efficient operation was at the higher specific grinding force of 7.5N/mm2 and the zero gap of 1.5 mm. At a specific energy input of 3 kWh/t, reduction ratios (F50/P50) of 6.5, 3.8 and 10 were obtained for Merensky, UG2 and Platreef, respectively for feed top sizes of 12mm. Further application of the HPGR as a pregrinding stage to a ball mill showed a 25 - 30 per cent increase in throughput for Merensky and UG2 ore. Batch flotation tests performed on selected samples appear to indicate that ore comminuted with the ball mill had superior grades compared with that ground with the HPGR. However, Merensky and UG2 ore comminuted at different HPGR operating conditions showed distinctions in PGM recovery. Platreef on the other hand did not appear to show any differences. Therefore, this study highlights the significance of ore type and operating variables in HPGR applications with regards to energy efficiency, throughput and PGM recovery.

The Wangaloa coal mine closed in 1989, and an attempt to grow Pinus radiata on quartz-rich overburden dumps was not successful. The site is currently being rehabilitated with re-profiling and native plant establishment. Plants are being established in a range of substrates that consist of variably disaggregated Tertiary coal measure sediments derived from the mine sequence. This material has low organic matter content (typically <10 %), originating from coal fines or carbonaceous sediment. Substrate samples were collected during December 2003 from a range of sites varying in age, slope, and parent material. Nutrient analysis includes nitrate, ammonia, total N, total P, available P and readily exchangeable base cations. Total nitrogen and phosphorus are low on areas of recently disturbed, quartz-rich overburden, with total N =1200 mg/kg, and total P =200 mg/kg. Background forested areas have total N ranging between 2800 - 3300 mg/kg and total P of 420 - 500 mg/kg. Quartz-rich overburden sites contain available nitrogen levels of less than 6 mg/kg, while background forested areas are generally >20 mg/kg. The soils and water runoff are generally acid, with pH down to three. Water samples have been collected from both ground and surface resources on a monthly basis since December 2003. The main lake on the site had pH of 4.6 in 1999, and this remained relatively unchanged when 850 tonnes of lime were added in 2002. However, the lake pH changed to 6.4 within a one month period in 2004, and has fluctuated since that time.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

Coal mining by the longwall method typically causes seismic events. This paper describes the research on mining induced seismicity around two specific longwalls at 1100m depth under several old longwalls. A local network featuring 21 geophones has been installed, underground core drilling and an extensive rock testing program were executed. A rock mechanical model featuring a multi-layer strata was created for use with numerical analyses. Seismic events were localized and three different event types are described. Focal analyses yielded distinct modes of failure. Those types are explained by different failure mechanisms, namely fault activation, remnant pillar punching and beam failure. The use of rock mass classification, rock mass strength criteria and in situ stresses together with 2D and 3D numerical analyses allows evaluating the findings from seismology approaches. Conclusions are drawn that the orientation of longwall with respect to the major horizontal stress orientation plays an important role in mine induced seismicity.

A computer program is presented to calculate the shape factors and volumes of cells from a potentiometric model, using coordinates of the inter-sections of the stream lines and equal potentials and a few additional coordinates. Shape factors are used in flow computations when the geometry is complicated. The program also includes computer instructions to divide the channels into cells of equal volume and to obtain the shape factor for each of these equal volume cells. An illustrated example using the potentiometric model for the waterflood of a seven-spot well-spacing pattern is presented. The information contained in the report is of value not only to those allied to the subject but also to others, because many of the techniques can be conveniently used in formulating other computer programs.

Consideration of the past work on the subject of the diffusion of chromium into iron suggested that additional information might be given by the use of X-ray spectroscopy in following the concentration changes through the diffusion zone. Grube and Fleischbeinl packed rods of electrolytic iron in a mixture of alumina and chromium. These specimens were heated in an atmosphere of purified hydrogen for varying lengths of time. After treatment the specimens were examined metallographically and showed the usual structure, consisting of a border of radially oriented columnar grains ending in a sharp boundary line. Reference is made to the fact that etching with certain reagents will attack only the material inside the border of columnar growth and also to the fact that polishing seems to develop a ridge at the position of the boundary between the etched and unetched areas. By chemical analysis of thin layers turned off on a precision lathe, the authors were able to obtain depth-concentration curves. These curves, reproduced in Fig. 1, show that in most cases a pronounced change of slope occurs, corresponding to the position of the boundary of the columnar grains. In a laler paper Grube extends his work to other systems which show the same characteristics.~ He concludes that the reason for the break in the curve is that a hindrance of diffusion occurs at the place where the regularly oriented grains of the diffusion zone meet the random grains of the interior portion, on the assumption that the diffusion velocity in one direction in a grain may be greater than in another direction, and that the grains in the diffusion zone orient themselves so as to give the maximum diffusion rate. The volume of hydrogen released from electrolytic manganese at various temperatures and pressures was determined in a previous investigation1 as part of a study to determine the most practical procedure for removing the hydrogen from electrolytic manganese metal. No attempt was made to determine the absolute volume of gas in the metal at any temperature and pressure; the volume of gas released showed only the variation in solubility with temperature and pressure. The results were very similar to those obtained by Sieverts and Moritz.² Both sets of data show a minimum solubility between 500' and 700°C., but they differ in certain respects; on cooling from 500°C., our results showed an increase in solubility of about 7 C.C. as compared with an increase of 34 C.C. per 100 grams shown by Sieverts. Furthermore, the transition temperatures, as indicated by sharp breaks in the solubility curves, did not agree well with Sieverts' data. This information was of secondary importance in the earlier investigations, and the solubility at low temperatures and the transition temperatures were subject to considerable error. Therefore, a subsequent investigation, reported in this paper, was made to measure the absolute solubility at temperatures from room temperature through the melting point and make more accurate observations of the transition temperatures. Apparatus and Method The apparatus and method were essentially the same as those described in the previous work,' as shown in Fig. I. At high temperatures, the small tube containing the thermocouple in the sample container A frequently broke off, so for some of this work the thermocouple was placed outside the sample container and protected by a quartz tube of about the same wall thickness as the sample container. No significant difference was found in the transition temperatures obtained in the two ways. The automatic temperature controller was used in these tests in the regions where there was little change in solubility with temperature. In the neighborhood of the transition points a continuously variable autotransformer was used instead of the automatic controller, and the power input to the furnace was adjusted so that the temperature increased or decreased at a very slow, uniform rate through the transition range. This procedure was followed because the temperature oscillations produced by the controller were too great compared with the transition range, and the transi- . tion points determined under such conditions were less accurate. Profiled below are the eight RMCMI 1999 Scholarship Award winners. Seven of the eight attended the 95th Regular Meeting and convention at Crested Butte, Colorado in late June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. In addition to receiving a $1,500 tuition credit, thanks to the Patrons of the Institute annual funding of scholarships, each received recognition at the luncheon with a brass plaque signifying this honor. The winners are guests of the Institute Sunday through Tuesday and have an incredible opportunity to meet many in the coal industry who could be potential employers. The state vice presidents host the winners and pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year if they remain a full time student and if recommended by the dean of their college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. "Most electromagnetic methods presently used in mining exploration are of the moving source type; i.e., the primary field source is moved simultaneously and in a fixed configuration with the receiver. Of the fixed-source methods, which employ a stationary primary field and a moving receiver, the Turam method is the most effective and has marked advantages over alternative electromagnetic methods. The results are little affected by topographic relief, and a high degree of resolution can be obtained because of the constant relation between source field and investigation area. Another inherent advantage of the Turam configuration is that it provides more favourable dimensional relations. Thus, the primary field attenuates at a much lower rate than in moving-source configurations and, secondly, the method is size sensitive; i.e., conductor size affects the strength of the response, which is not the case with moving-source methods. These factors result in a considerably better potential depth penetration."

"In August 2013, the Appraisal Practices Board of the U.S. Appraisal Foundation issued its “APB Valuation Advisory #4 - Identifying Comparable Properties,” which contains analysis and examples that may suggest a broader meaning of the term “comparable properties” than is current convention in real property value appraisal in the United States and internationally. The advisory is directed at the appraisal of real property of all kinds, including interests in mineral properties, as indicated by the inclusion of two mineral property appraisal papers in the appendix that lists suggestions for further reading.This paper firstly reviews as background the historical meaning of a comparable property, with its perceived constraints, against real-world examples of transacted mineral properties that are adjusted to subject properties to provide market value indications. The advisory’s findings are then examined and evaluated as to whether they may influence and benefit the work of mineral property appraisers, particularly in situations where their sales comparison analyses may be challenged. The conclusion is that the combination of constraints that the advisory’s findings specify for use of the term “comparable” will for mineral properties be met infrequently or rarely. As a result, mineral property appraisers are advised to avoid using the terms comparable or “comp” when referring to transactions of mineral properties that they analyze to derive data for appraising the value of their subject mineral properties. IntroductionA mineral property appraiser rarely finds a sale of a mineral property that meets the literal meaning of the term “comparable sale,” by being directly comparable to the subject property of the appraisal in all factors of significance in the determination of the value of the property interest being appraised. Real estate appraisers have long used a more liberal interpretation of the meaning of comparable sale and its commonly used abbreviation, “comp.” Real estate appraisers compare sales to their subject property on the basis of price per hectare or acre of land and price per square meter or square foot of building floor area. Adjustments totaling to within the range of +30 to -30 percent from the sale property to the subject, before factoring in the property area, have generally been viewed as appropriate for the sale to be considered a comparable sale."

"Magnesium-bearing salts occur in the Zechstein Basin in the north eastern part of the Netherlands at a depth of 1500m to 2500 m.Exploration results justified the exploitation of these salts by means of solution mining for the production of refractory grade magnesium- oxide. This paper discusses design criteria, operation parameters, and methods used for magnesium chloride solution mining by Noordelijke Zoutwinning B. V. (NOZO), an operating company of Billiton International Metals B. V.A unique variation of widely used solution mining techniques has been developed for mining the complex Veendam salt deposit. NOZO extracts salt through deviated wells with a set of parallel, suspended tubings. Cavern fluid pressure is maintained close to that of overburden rock. These special design features provide an answer for the complex characteristics of the minerals, halite, carnallite, bischofite and kieserite, from which a solution rich in magnesium is generated. Dissolution chemistry and rock mechanical behaviour of these salts are unlike those of rock salt. Throughout a few years, NOZO demonstrated adequate process control while they continue improving the operation.IntroductionBilliton, a wholly owned company of the Royal Dutch /Shell Group of Companies, is active in metal exploration, mining, processing, and trading, mainly in the non-ferrous sector.Since 1972 Billiton has been active with solution mining magnesium salts in the northeastern part of the Netherlands, in the Province of Groningen, near the city of Veendam . Solution mining techniques were developed in conjunction with the ""Koninklijke/Shell Laboratorium Amsterdam"" (KSLA) and the ""Koninklijke/Shell Exploration and Production Laboratorium"" (KSEPL), Rijswijk. The company's objective is to produce magnesia sinter (MgO) from magnesium-chloride brine (MgClz) and de-carbonated dolomite (CaO.MgO). The magnesia produced serves as base material for the manufacturing of refractory bricks, used for furnace linings in the steel industry."

"Over recent years, specifically following the MINER Act of 2006, an increasing number of manufacturers of underground mine seals in the United States have begun using a form of pumpable cement or shotcrete to create barriers separating the working and abandoned sections of underground coal mines. This seal material, while generally considered to be homogenous and solid, contains a network of microcracks, voids, and delaminations. Generally, it has been assumed that methane (CF4) leakage around these seals is a result of movement around the boundary interface between the seal and surrounding strata. Using a perfluorinated tracer compound, perfluoromethyl-cyclohexane (PMCH), the movement of gases can be monitored through seal material to observe how gases move though the material, both intact and with faulting in the material. This paper documents two large experiments where the movement of PMCH was monitored in the field, along with modeling confirmation using 3D visualization software. INTRODUCTION According to a report in 2007, there were over 14,000 active mine seals in underground U.S. coal mines alone (Zipf, Sapko, & Brune, 2007). These seals are used for both ventilation and safety purposes, to direct the flow of air away from the abandoned area of the mine and to help eliminate the propagation of explosions that can occur on the outby side of the mine seal. The atmosphere on the outby side of these seals typical consists of low levels of methane that have the potential of producing leakage along the face of the seal on the inby side. Methane leakage around mine seals has historically been attributed to the permeability between the seal and mine interface (McPherson, 1993). According to the United States Bureau of Labor Statistics (BLS) between 2003 and 2012 an average of 17 deaths occurred annually in underground bituminous coals mines. The only time during the ten-year period where the fatalities were higher than the average was in 2006 and 2010, years which had three major explosions occurring in underground coal mines in West Virginia and Kentucky. Two of the explosions were propagated through the mine by seal failure or methane leakage around newly poured seals (Light, et al., 2007) (Gates, et al., 2006). These recent events, and new regulations regarding seal strength (MINER Act), have created a need to monitor the condition of underground mine seals. BACKGROUND Measuring the permeability of solid materials, such as concrete or seal materials, can be a valuable tool in the field of non-destructible testing (NDT). By using an inert gas, such as nitrogen, injecting the gas into a solid structure, and measuring the resultant flow rate and pressure differential, this can provide valuable information about the structure. Studies have shown permeability can be affected by the stresses applied to the structure, as well as temperature and moisture (Choinska, Khelidj, Chatzigeorgious, & Pijaudier-Cabot, 2007) (Abbas, Carcasses, & Olliver, 1999)."

The environmental regulations and terms issued by the Chilean Government for all copper concentrate smelters have been a very important reason for permitting project developments that drastically decrease the sulfur emissions due to the pirometallurgycal copper process. A remarkable case of the Hernan Videla Lira Copper smelter, located on the Copiapó Valley and very near some housing-sets of a city of high development, are described. Results of this project's implementation of the control and reduction of off gas emissions, the control and monitoring system, the community conflicts, and the strategy to comply with the demands established by the state environmental institutions, are presented.

During the last half century a great amount of ingenuity and energy has been devoted to the invention of appliances for the recovery of valuable minerals from very fine sands and slimes. The reason for this is that in almost every dressing plant the greatest losses of values, considered relatively as well as absolutely, occur in the treatment of slimes. The natural aim of mill operators to minimize these losses has in recent years received another impetus, from the fact that the gradually diminishing occurrence of high-grade ores makes a more intense recovery of values from existing resources absolutely necessary for profitable operation. The results of such attempts are found in the appearance of a great number of machines and appliances which make it profitable to-day to rework old clumps, containing the tailings of older processes. A constantly growing difficulty of obtaining skilled labor and the increase in wages made it prohibitory to employ those types of machines which required much attention, and in the middle of the ninieteenth century the various concentrating tables of the percussion type, which automatically discharge their products, began to take the place of the intermittent tables, on which, when the bed had reached a certain thickness, operation had to be stopped in order to allow the skimming by hand of the separate layers formed on the table. In the course of years, two general types of machines evolved for the treatment of fine sands arid slimes: The so-called concentrators and vanners, on the one hand, and the buddles and round tables on the other.' The presence of tellurium in copper and, by inference, in copper alloys, has been considered seriously detrimental and has been avoided. In particular, very small amounts of tellurium have been found to produce red-shortness, although the effects on cold-working and ordinary physical and mechanical properties have not been known so definitely. References in the literature are few, but as long ago as 1881, Eglestonl reported that 0.083 per cent tellurium in fire-refined copper rendered the copper red-short and therefore worthless for hot-rolling. In hot-rolling copper cakes containing this amount of tellurium, he found that fine cracks appeared in the cakes on the first pass through the rolls, the cracks opening further in successive passes. When cold, the metal was said to be tough and malleable. A few years ago, during the course of an investigation in our laboratory on copper-base alloys, it was found that tellurium-bearing alloys could be machined much more freely than similar alloys not containing tellurium. The study was pursued further in this direction, and considerable data were obtained, which indicated that certain tellurium-bearing alloys might have properties of commercial interest. The work eventually led to patent protection,2 a wide range of tellurium-bearing copper-base alloys being covered. This article presents results obtained on the effect of tellurium on the mechanical properties of three copper-base alloys: commercial bronze (90 Cu, 10 Zn), 1.5 per cent tin bronze (98.5 Cu, 1.5 Sn), and silicon bronze (96 Cu, 3Si, 1 Zn). Several alloys were cast in each series, with tellurium content ranging from 0 up to about 1 per cent. The alloys were melted under charcoal in a clay-graphite crucible, using a high-frequency induction furnace, and were cast without undue difficulty in rod form, 15/8 in. in diameter.
