Many organizations are realizing that continual improvement in health and safety relies on addressing the potential for various forms of human error. Of these, violations are often the most frequent form associated with accidents. These occur when an individual, or individuals, deliberately contravenes established and known safety rules. They have been associated with up to 90% of accidents and incidents in some industries and yet rarely receive the systematic attention they deserve in the promotion of safety. This paper presents underlying motives which cause violations. These can vary significantly from mine to mine and from job to job. Managers need some measure of attitudes to determine the underlying motives behind violations if they are to determine effective strategies for promoting safe behaviour. Questionnaires form the starting point to address attitudes and the motives behind rule violations. The choice of the most suitable questionnaire, however, will vary from organization to organization. Guidelines on the choice of questionnaire are offered.

Pyrometasomalic mineralization occurs within meta-morphosed Paleozoic carbonates intruded by Laramide granodiorites. Two types of alteration developed shams in the district. The dominant type is post-magmatic which developed an early hydrous endoskarn phase, and intermediate anhydrous exoskarn phase, and a late hydrous phase affecting both sham types. A rare, second type is magmatic in age, lacks the hydrous phases, and developed a mineralogically-zoned endoskarn. Garnet exoskarns lacking associated plutonic rocks are stratigraphically controlled and contain an early anhydrous phase, an intermediate hydroxyl-bearing phase, and a late hydrous phase associated with base metal deposition.

"Cathodic and anodic reactions in an acidic nitrate medium were studied in reference to the production of electrolytic manganese dioxide from pyrolusite' (Mn02) ores by reductive leaching. Two USA ores were investigated. The reductant for the pyrolusite ore is produced cathodically in an electrolytic cell and can either be nitrous acid (HN02) or nitric oxide gas (NO). In this work emphasis was placed on the nitrous acid leach. In a high-temperature leach in a nitrous/nitric acid medium, manganese and silver are solubilized and iron is not. Anodic electrowinning of manganese dioxide from the acidic manganese nitrate electrolyte yields flaky y-Mn02, similar to that produced from sulfate and chloride electrolytes. Cathodic regeneration of nitrorts acid was studied in a membrane cell in 1.0 M nitric acid and 0.0 to 0.1 M nitrous acid on a' platinized titanium cathode. At cathode potentials ranging from +950 to +700 mV (SHE), cathodic reduction to nitrous acid takes place, at cathode potentials < +700 mV, cathodic reduction of nitrous acid to nitric oxide takes place. A conceptual process is presented and discussed.IntroductionManganiferous-silver oresLarge reserves of manganiferous-silver ores are present in the Southwestern United States and Latin America. These ores are generally refractory to hydrometallurgical methods of treatment, due to the insolubility of the higher oxides of manganese (Mn 4+) in all common lixiviants such as cyanide solutions, dilute sulfuric acid, nitric acid, ammonia, salt solution, thiosulfates, etc. The silver is either bound by the insoluble manganese, or is rendered inaccessible to cyanide leach solution by the surrounding manganese mineralization.Higher oxides of manganese will dissolve if they are first reduced pyrometallurgically to manganous oxide (Mn2+). This is a widely used pretreatment for manganese dioxide ores and subsequent dissolution in sulfuric acid is common. In order to avoid the pyrometallurgical pretreatment with its large energy requirements and gaseous emissions, fully hydrometallurgical processes have been proposed. These processes are based on the presence of a reductant in solution, in order to reduce the insoluble higher oxides of manganese to soluble lower oxides. Aqueous S02 has been proposed and tested on industrial scale by the U.S. Bureau of Mines. After washing, silver could be extracted by cyanidation. The neutralization of the pulp prior to cyanidation however causes problems in filtration and the reagent consumptions are high [1]. More recently, acidified thiourea and bacteria were proposed for the solubilization of both manganese and silver in a single leach step. High extractions were obtained, but drawbacks of these methods are high reagent consumption or slow kinetics [2,3]. For the options of manganese recovery from the leach filtrate, precipitation with persulfate or ammonium carbonate and ion exchange have been proposed. The proposed options for silver reclaim are precipitation with either zinc or Na2S and adsorption onto activated carbon."

Hydrometallurgical equipment used to extract and refine copper and other metals is exposed to extremely corrosive chemical environments. These systems must be fabricated from materials that are durable against corrosion, meet exacting mechanical requirements, and perform economically over the life of the mineral processing plant. In several recent large hydromet projects, fiber reinforced plastic (FRP) has been shown to provide equal if not superior durability relative to alternative materials of construction. This paper will compare corrosion performance and cost of plant equipment fabricated with corrosion resistant alloys, rubber lined steel, and FRP made with Epoxy Vinyl Ester thermoset resins. Case histories for FRP piping, storage tanks, extraction vessels, and electrowinning cells combined with laboratory-based corrosion studies will be reviewed to demonstrate how FRP materials are selected for hydrometallurgical equipment. Specific examples from projects such as El Boleo, Long Harbour and others will be used to demonstrate how the versatility of FRP allows for remote fabrication of durable corrosion-resistant large-scale equipment for hydrometallurgical refinement of copper and other metals. INTRODUCTION Fiber reinforced plastic (FRP) began to emerge as a material of construction for corrosion service in many industrial processes in the late 1950s because of its ease of use and overall performance. Corrosion resistant (CR) FRP, as an alternative construction material to alloys, rubber and tile linings, grew steadily in following decades. The aggressive operating conditions associated with hydrometallurgical processes typically require materials of construction that can withstand acids and acid chlorides at temperatures up to 90°C, sometimes higher. Common metallic materials of construction, such as carbon steel, are not compatible with these conditions. High nickel alloys are capable of meeting performance requirements, but often at a high cost. In many cases FRP mining equipment based on epoxy vinyl ester resin (EVER) offers durability, long service life and lower maintenance costs. Through demonstrated performance and decades of case histories, more and more design engineers are confidently specifying FRP as the material of construction for new mineral processing equipment.

The Sectional Committee on Classification of Coals, functioning under the sponsorship of the American Society for Testing Materials and the rules of the American Standards Association, in its 1934 report recommended to the American Society for Testing-Materials5 that Specifications for Classification of Coals by Rank be adopted as tentative. These specifications, slightly modified as recommended by the Sectional Committee, in its 1935 report,6 wore approved as tentative standards by the society in 1935. The specifications rover the classification of coals according to their degree of metamorphism, or progressive alteration, in the natural eerie s from lignite to anthracite. The basic scheme of classification is according to fired carbon and calorific value (expressed in B.t.u.) calculated to the mineral-matter-free basis. The higher-rank coals are classified according to fixed carbon on the dry basis, and the lower-ran]: coals according; to B.t.u. on the moist basis, that is, containing its natural bed moisture but free of visible surface moisture. Agglutinating and weathering indices arc used to differentiate between certain adjacent groups.

A new process for converting sulfur dioxide to elemental sulfur by a cyclic process involving calcium sulfide and calcium sulfate without generating secondary pollutants was developed at the University of Utah. In this process, sulfur dioxide is reacted with calcium sulfide to produce elemental sulfur and calcium sulfate. The latter is reduced by hydrogen to regenerate calcium sulfide. In the present work, the effects of different pelletization conditions for the initial reactant calcium sulfate on the strength and reactivity of the pellets were determined. These conditions include the type, amount, and impregnation method of catalyst, binder amount, and sintering. Experiments were also performed to determine the effects of temperature in the range of 973-1173 K, pellet size, cycle repetition, and water vapor or carbon dioxide content in sulfur dioxide stream on the reaction rates of the cyclic process. Nickel-catalyzed fired pellets produced by the use of molasses or cement as a binder showed good reactivity as well as high compressive strength during the cyclic tests. The binder amount did not significantly affect the reaction rate.

Manganous oxide is readily soluble in concentrated ammonia solutions containing ammonium salts. Lixiviants of ammonia and ammonium carbamate permit ready extraction of manganese from reduced ores and the manganese in such solutions may be precipitated by heating to transform the carbamate to carbonate. THE widespread occurrence of manganese in low grade oxide and carbonate ores not amenable to mechanical concentration has led to extensive investigations of hydrometallurgical methods for producing a pure manganese compound suitable for further treatment. Manganese carbonate is the preferable compound. This product when fully crystalline and of not too fine crystal size is easily filtrable and stable in air. It can be converted to other compounds such as the oxides by heating in air or can be reacted with acids for producing salts. A useful hydrometallurgical process must produce relatively concentrated solutions that can be purified easily, reagents must be cyclically used, and heat requirements must be small. Neither the ammonium sulphate nor sulphur dioxide leaching processes that have been tested extensively fulfill these requirements. Other heretofore proposed processes have obvious limitations and have not been tried on a large scale. The present process is based on the discovery by the writer of a new group of aqueous manganese-ammonia complex solutions highly concentrated in ammonia, which permit rapid solution of manganous oxide to concentrations of 80 to 100 g Mn per liter and from which a fully crystalline, easily filtrable manganese carbonate is precipitated by the addition of carbon dioxide and partial ammonia removal. Although the process may be carried out with many ammonium salts, commercial advantages dictate the use of ammonium carbamate, which is obtained when CO2 is passed into concentrated aqueous solutions of ammonia. If the carbamate is used, the only reagents, ammonia and CO2, are volatile and may therefore be recovered from solutions and residues by heating, thus eliminating washing and extensive evaporation. Impurities are controlled easily as most metal oxides are either insoluble in the lixiviant or fail to precipitate with the manganese carbonate. Others are controlled by sulphide addition. As part of the PHX Sky TrainTM project at Phoenix Sky Harbor International Airport in Phoenix, Arizona, the existing traffic lanes at the 44th Street underpass below the Union Pacific Railroad (UPRR) Bridge will be shifted to accommodate the people mover guideway. The proposed reconfiguration and reconstruction of 44th Street required the utilization of micropiles and permeation grouting to resist the lateral forces induced by cutting into the slope below the existing bridge abutment footing. This paper discusses the evaluation of the existing bridge abutment, including analysis of the original foundation system, and design, installation and testing of a new micropile-supported retaining wall to support the cut slope below the existing bridge abutment foundation. A monitoring program was implemented during construction to evaluate the short- and long-term performance of the bridge abutment. Instrumentation included survey monitoring points, inclinometers, tiltmeters and crack gauges. A micropile load testing program was conducted to verify design assumptions concerning micropile axial and lateral loading. Numerical analyses (using PLAXIS software) were performed to predict the short- and long-term behavior of both the abutment wall and the bridge foundations. Movement data collected from the monitoring program indicate that the wall and bridge foundations are performing satisfactorily and within the general bounds of predicted movements. The results from the numerical modeling using PLAXIS software showed that the proposed solution is deemed adequate to provide the needed global stability with an acceptable factor of safety, along with acceptable deformation.

At the outset of a discussion on the adaptability of Illinois coals for use in iron and steel production, it is perhaps well to define terms. ?Adaptability? as used in this context, means that a coal can be, adapted to use within a given technological and economic framework. For a coal to be adaptable, to use in the manufacture of metallurgical coke within the present technological and economic framework, it must possess, among other things, at least the following characteristics: 1. The coal must be capable of producing, alone or in combination with other coals, a coke that can meet at least a minimum standard of required performance in the present-day blast furnace. The coke must have sufficient strength, stability, hardness, and freedom from impurities to make it suitable. 2. If the coal in its raw form does not meet these requirements, it must be amenable to beneficiation or upgrading so that the requirements can be met. 3. It must be available in uniform quality and in sufficient quantities to meet the need. 4. Use of the coal must be economically attractive. If its quality is equivalent; to that of the coals with which it must compete, it must be no more expensive than they. If It is better, a premium price may perhaps be demanded. If, in any respect, it is the least bit less suitable, the cost must be lower to offset its disadvantages.

Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

Separation Technologies, LLC (ST) has developed a processing system based on triboelectric charging and electrostatic separation that provides the mineral processing industry a means to beneficiate fine materials with an entirely dry technology. The environmentally friendly process can eliminate wet processing and required drying of the final material. The process requires little if any pre-treatment of the material other than grinding and operates at high capacity ? up to 40 tonnes per hour by a compact machine. Energy consumption is low, approximately 1 kWh/tonne of material processed. Since the only potential emission of the process is dust, permitting is typically relatively easy. In contrast to the other available electrostatic separation processes that are typically limited to particles greater than 75 µm in size, the ST belt separator is ideally suited for separation of very fine (<1 µm) to moderately coarse (300 µm) materials with very high throughputs. The triboelectric particle charging is effective for a wide range of materials and only requires particle ? particle contact. The small gap, high electric field, counter current flow, vigorous particle-particle agitation and self-cleaning action of the belt on the electrodes are the critical features of the ST separator. The high efficiency multi-stage separation through charging / recharging and internal recycle results in far superior separations and is effective on fine materials that cannot be separated at all by the conventional electrostatic techniques. Since 1995, this triboelectric process has been extensively used for the beneficiation of coal fly ash with eighteen separators in place and over 130 machine-years of operation at locations in North America and Europe. ST has also installed separators for the beneficiation of industrial minerals in North America and Europe. The technology has been successfully applied to the beneficiation of a variety of minerals including calcium carbonates, talc, barite, and potash.

Indonesia is a developing country in Southeast Asia with a population of some 180 million people. It has a stable political environment and currently enjoys high rates of economic growth. Indonesia has abundant reserves of natural resources, ample for its own needs and for export. Energy resources include oil, gas and coal. The oil and gas industries are well established domestically and for export. In the last few years, though, coal industry development has been rapid. Coal resources from bituminous to lignite amount to more than 30 Gt (33 billion st). That is more than enough to meet domestic needs and provide significant amounts for export. Figure 1 shows coal basins in Indonesia. Coals in Indonesia are generally young steaming coals. They are very low ash and sulfur, high volatile, bituminous B and C. The Indonesian government&apos;s state coal company is called Perum Tambang Batubara. The company has actively promoted the development of its coal for domestic and export markets. In particular, the government has placed priority on non-oil exports of which coal is a major element. The government strives to honor all contractural commitments for the export of Indonesian coal from contractor, private and government mines. From 1987 through 1989, coal production has increased from about 3 Mt (3.3 million st) to 9 Mt (9.9 million st). Exports have grown from I Mt (1.1 million st) to 3 Mt (3.3 million st). These are significant increases for a small industry with limited infrastructure. But with growing investment and development, these production and export levels will increase substantially, and Indonesia will be a significant world supplier of coal in the 1990s.

"A personal account of my journey from a student from suburban Melbourne in the 1970s through 40 odd years in and around the mining industry including the important events that have moulded my thinking and, as result, have formed the guiding principles of the mining contracting business and related entities that make up the Byrnecut Group. On reflection the game of chance has played a big part in the journey, from the selection of initial study based on my parents financial capability and the one and only offer of early employment by Western Mining Corporation where the formative phase of my career took place in what was the vibrant can do environment that existed in Kambalda in the 1970s and early 1980s. Subsequently the unplanned meeting with Frank Lubbock drawing me back to Kalgoorlie from Fiji in 1987 and the resultant formation of a private mining contracting business, the excitement of the mid 1980s Kalgoorlie mining environment followed by the turmoil of the 1987 stock market crash where business survival was the game, resulting in a relationship with the German based Thyssen Group.Thereafter the development of a large privately owned international multifaceted mining services group and the principles behind that growth. These include: development of strategic personnel and retention of those personnel cashflow management and debt within a private company scenario recognising opportunity for synergetic growth but insisting on market forces driving those business elements, as opposed to internal divisions group-wide sustainable business systems, particularly in relation to leading safety and training processes innovation and renewal to provide the elusive advantage in a competitive market the role of entrepreneurial small businesses in development of technology.The above principles combine to make a margin in a cut throat contracting environment, competing on the world stage against other contractors and owner mining options.CITATION:Coughlan, S, 2014. "Over the last ten years or so many man hours have been dedicated to developing methods for simulating shape casting processes. The majority of the methods developed have been devised by a combination of computer, mathematics and materials specialists often with limited knowledge of foundries and foundrymen. As a result of this it would appear that although there are many software packages for the foundryman to use there still exist fundamental misunderstandings as to their usefulness and suitability within the foundry.The paper aims to identify how well current software packages perform. The relationships between physical phenomena, practical defects and software capabilities are presented. Some discussion of the use of criteria functions is also presented. Finally issues arising from the postprocessing of results are discussed as the presentation of the results to the lay-person in simulation techniques is possibly one of the most important aspects in influencing the adoption of this type of software in the foundry community."

The extraction of nickel has been carried out by the hollow fiber membrane technique using D2EHPA as the mobile carrier from the manganese nodule leach liquor after separation of Cu(II), Zn(II) and Co(II). The experiments were designed according to central composite design (CCD), which is a response surface methodology. The process parameters used for the experimental design were: pH, concentration of D2EHPA in the membrane phase, flow rate and H2SO4 concentration in the strip solution. Based on the analysis of variance, a reduced quadratic model was found to best fit the experimental data. The process parameters were optimized to maximize the nickel flux and the optimized conditions were flow rate: 630 mL/min; pH: 6.37; D2EHPA: 1.15 mol/L (1,150 mol/m3) and H2SO4: 2.39% (430.2 mol/m3), for a maximum nickel flux of 7.08 x 10-5 mol/m2.s, which was in good agreement with the actual Ni flux of 6.99 x 10-5 mol/m2.s.

This second progress report of grinding presents comments regarding ball consumption and data pertaining to the hydroscillator, which is closed circuited with the tricone mill. A study and postulate of how balls function is presented. The paper summarizes cost reduction obtained by the method of "grinding for the tail race" rather than for "mesh tons." AT the Regional meeting in Columbus, Ohio, in September 1949, the authors presented a progress report of the first year&apos;s operation with a Hardinge tricone mill in closed circuit with a Dorr hydroscillator. The present report covers our findings on this grinding circuit to January, 1950. In order to clarify our position, the authors wish to state that no invention or discovery is claimed. The Tennessee grinding circuit is simply an engineered arrangement of known equipment arranged to incorporate all of the recognized efficiency factors of comminution as they are known today. As we concluded our first report, it was not clear how effective the Tennessee mode of operation would be on harder ores. The only information we had at that time was that the Bond grindability test at 48-mesh gave 6.04 g of undersize per revolution. A later test on the same sample at 100-mesh reduced this to 2.04 g, which is definitely in the harder ore class, and which makes the reported 8.80 kw-hr per ton of —200-mesh produced a very creditable figure. Hydroscillator Operation The machine as now developed has proved dependable and easy to operate. It starts easily under full load and responds quickly to operating adjustments. The hydraulic holes in the oscillating plate do not plug when shut down under full load. Absolutely clean hydraulic water is essential. An Elliott water screen or similar device should be an essential part of the machine to keep all scale and trash of all kinds from the hydraulic compartment. The shift operators have expressed approval of the machine. In table I we show a typical screen analysis of the hydroscillator rake sand as compared to conventional classifier rake sand on our ore. We have previously reported that of the 28.7 pct reduction in power, the hydroscillator contributed 6 pct, on a —200-mesh basis. This is a conservative figure. Some of our test runs indicated that the saving was as high as 10 pct. Laboratory studies by the Dorr Co. engineers indicate that still greater efficiency is possible.
