John D. Price (Colorado Fuel and Iron Corp., Pueblo, Colo)—The paper on the coal fields of the Oaxaca district as prepared by engineers Toron and Cortes-Obregon of the staff of the Bank of Mexico bears witness to the thorough and careful way in which the men associated with this organization perform their work. There is little to be added to their paper in way of discussion other than to confirm and amplify some of their statements. Since the only extensive and well-developed field of coking coal lies in the northeastern section of the country adjacent to Sabinas in the state of Coahuila, it follows that blast furnace plants would be located in that same region. Two such plants are now operating at Monterrey and Monclova, using coke produced at the Sabinas district mines. But the nearer of these two plants is 600 miles from Mexico City and even farther from the center of population. Transportation of products from these mills to the market area is therefore expensive, both because of the distance and the difficulty of the terrain over which it must be carried. The development of an integrated steel industry closer to the center of population has therefore long been a goal toward which the Mexican technicians have been striving. While the presence of coal of some grade has been reported in many of the states, and many ideas have been advanced regarding its possible uses in iron and steel production, deposits of anthracite in Sonora and the various coals of the Oaxaca district as reported on in this paper are the only ones that have been explored in a serious manner. The coking coal from the Mix-tepec zone appears to offer promise of producing a coke which could be used in a standard blast furnace. Several problems are indicated, however: 1—The ash in the coal is high as mined, but indications are that it can be washed to an ash content of 15 pct with a recovery of 70 pct of washed coal. 2—Such washing would increase the volatile content from 17.4 pct to about 20 pct, and in a byproduct oven this should give a coke yield of close to 80 pct with an ash content of coke under 20 pct. 3—A free swelling index of 5 appears low for a good coking coal, and below that of the coals from the Sabinas district, which show between 6 and 9. But washing of the coal should result in an improvement in this regard; in the United States coals from Utah with an index even lower than 5 have made a usable coke. 4—A coal with volatile as low as 17.4 in raw coal and 20 in washed coal would come close to being classed as a low-volatile rather than medium-volatile coal, and low-volatile coals are notorious for their high expansion properties. Several plants in the United States are making coke from straight medium-volatile coal of 26 to 28 volatile content, and one at Rosita,, Mexico, from coal of 25 volatile. But no plants to my knowledge are using coal as low as 20 volatile. Since the Rosita coal appears to be a borderline coal from the angle of its expansion properties the coking of one of the straight lower volatile must be approached with caution. 5—There are few coals possessing any degree of coking properties which cannot be used in coke production by careful attention to its preparation and blending. The fact that coals of other types are available in this same region make improvement through blending very possible. 6—There are other workable methods of reducing iron ore other than the conventional coke-blast-furnace method. These will not be discussed here but it is known that their use has been considered. The technicians of not only Mexico but also of the other Latin American countries are keenly aware of their natural resources and their national needs. This paper emphasizes the fact that the Mexican technicians are working on their problem and attempting to speed the day of self-sufficiency for their country. Salvatore Cortes-Obregon (author's reply)—I wish to thank Mr. Price for his kind remarks. The Mixtepec coal as shown in Table II has 30 pct ash and a free swelling index of 5, but when the same coal is washed to 15 pct ash it has a free swelling index of 8 to 9 and the volatiles increased from 17.4 to 20.7 pct. A satisfactory coke has been produced from blends made in the Mexican laboratory using at least 40 pct of the Mixtepec coking coals with the other Oaxaca non-coking coals. Koppers in Germany report good coke obtained from the Oaxaca coal with a blend of 80 pct Mixtepec coal. Consideration is being given the possibility of using methods other than the conventional blast furnace for the reduction of iron ore near the Oaxaca area; electric furnaces appear promising. The non-coking coals could be used to produce cheap electric energy and the coking coals to make metallurgical coke.

The Porters Creek clay is mined for its absorbent properties. The formation is part of the Upper Mississippi embayment and is recognized in Alabama, Mississippi, Tennessee, Kentucky, Illinois, and southeast Missouri. Major minerals in order of abundance are Montmorillonite, Quartz, Illite, Kaolinite, and Chlorite. Mining consists of open pit operation utilizing track loaders or scraper. The clay is dried or hardened in rotary kilns and crushed to size by roll crushers. The clay granules are sized and air classified prior to storage for shipment or packaging. Granules are sold for pet absorbents, oil absorbents, anti-skid material, fertilizer, and pesticide carriers.

It is generally recognized that a large proportion of the gold remaining in the residues from metallurgical plants on the Witwatersrand is occluded in pyrite. The conventional flotation-roasting process typically recovers approximately 40 per cent of this gold. The process described here is an unconventional route involving bacterial oxidation, which can achieve a gold recovery of approximately80 per cent. The paper describes tests carried out in the laboratory, as well as on a slimes dam. The results show that recovery of gold can be noticeably enhanced through the use of bacteria under conditions of controlled pH, moisture, and aeration. Biological oxidation of the pyrite releases the occluded gold, which then becomes amenable cyanidation.

The hydrophobicity of six coals ranked from lignite to anthracite is studied through contact-angle measurements, bubble attachment-time measurements, FTIR spectroscopy, and Hallimond-tube flotation. The preliminary study shows that the hydrophobicity of coals can be told by the bubble attachment times of coals (a kinetic criterion) or by the contact angles (an - equilibrium criterion). A general agreement between flotation response of coals and measured bubble attachment times or contact angles is observed in the present study. However, the study also shows that the hydrophobicity of coals can be predicted by FTIR spectroscopy work with proper manipulation of the spectra. Both hydroxyl and carboxyl groups in the coals are proven by FTIR work to be responsible for the change of coal hydrophobicity. A new criterion for the hydrophilicity index of coals from FTIR spectra is introduced through the study.

MR. ECKLEY B. COXE, in his able and interesting paper on " The Preparation of Small Sizes of Anthracite,"* read and discussed at the Glen Summit Meeting, October, 1891, refers to the reputed immense amount of coal contained in the culm-banks, which are the unsightly accompaniment of every mining operation in the anthracite coal-regions. Mr. Coxe thinks the available amount and value greatly exaggerated, giving among his reasons (1) the spoiling of the culm by mixing with other refuse; (2) its deterioration; (3) its destruction by fire ; and (4) frequent failures to realize expectations as to the size of the banks. These points are undoubtedly important factors in determining the advisability of working any individual bank, but they have a varying influence in the several regions, some prevailing more in one than in another. Although the amount of fuel lying waste in these banks is still an uncertain and undetermined quantity, yet no one can visit the Schuylkill region without being impressed with the fact that a considerable amount of culm, too valuable to be left merely to the mercy of the elements, surrounds and encumbers each site of an old or present colliery operation. The rapid increase in the number of washeries, and the demand for leases on old culm-banks, shows that, in the Schuylkill region at least, the question of deterioration doès not play an important part. Hazard analysis utilizes interaction mecha- nisms in combination with geologic, structural and mining conditions to delineate areas of potential damage in seams subject to interaction. Using characterizations of conditions peculiar to multi- seam mining, such as innerburden thickness, geol- ogy and structures, initial interaction contour maps can be constructed. Geologic hazard analysis is then carried out on roof, pillar and floor condi- tions in the affected seam using lower seam rock properties and layout geometries in the overlying seam. Either safety factors or damage ratings can then be developed representing degree of hazard in the lower seam. The final hazard map shows both the aerial extent and magnitude of potential dam- age from interaction.

INTRODUCTION THE correlation of property changes during precipitation with structure has progressed, sometimes rapidly but other times more slowly, since the fundamental discovery of Merica, Waltenberg and Scott.1 The predominent factor that hampered the progress has been limitations imposed by the various detection methods. Refinements in X ray diffraction techniques and in metallographic methods, which have been extended by the electron microscope, have contributed new information within the last few years. These permit an extension of the theory as proposed by Mehl and fetter in 1940.2 Now that a suffcient number of alloys has been investigated to establish a general mechanism of the precipitation process, a correlation of the facts into a generally applicable theory of age-hardening is both warranted and desirable. 'I he purpose of the paper is to provide an orderly correlation of the phenomenological facts of precipitation hardening. Speculation on mechanism of hardening will be confined to that consistent with existing theories of hardening. Age-hardening accompanies the formation of a new structure, the precipitate, as provided by an alloy system in which solid solubility decreases with decreasing temperature. Upon this premise alone all such systems would be expected to include age-hardenable alloys. Alas, this is not always the case. Few attempts have been made to explain the variable degree of age-hardening among different alloys or to explain the influence of small alloying additions upon the hardening. Recently the S-curves for 30 to 40 alloy steels have been pub1ished.l.2 These steels show individual characteristics, which make each additional S-curve of great interest. There are important differences in the mechanism of the transformation process, the type of transformation product, and the influence of alloying elements. Steels of the same general alloy composition may possess such variable characteristics with regard to the length of time of isothermal transformation that an S-curve for each heat of steel may be desirable. In the present work the isothermal transformation of a steel having the following composition and grain size was studied: 0.29 per cent carbon; 0.21 manganese; 0.026 phosphorus; 0.017 sulphur; 0.056 silicon; 1.45 chromium; 3.25 nickel; austenite grain size, 7. The progress of the isothermal transformation was followed by several different methods, including hardness measurements, dilatometer observations, and examinations of the microstructure. It was not expected that these methods would be in precise agreement.3 Accordingly, the changes in microstructure and hardness were given additional weight in determining the initial stage of transformation and the dilatometer measurements were relied on in estimating the completion of the process. The beginning of transformation was indicated by I per cent of transformation products and the end of transformation by about 99 per cent. The reproducibility of the various methods in the ranges of highest sensitivity was checked by several observations at each time and temperature. The steel used in this investigation was annealed for 24 hr, at 925°C. Macroetching revealed no serious segregation. The specimens for the metallographic and hardness investigations were 1¼ by ½ by ? in. Wires attached to the samples were used for handling. instead of tongs, to avoid chilling. The specimens were heated at 845°C. for ½ hr. and quenched into constant-temperature salt baths held at various temperatures from 205' to 650°C. The time required to transfer the specimens was found to be about 1½ sec., and nearly 5 sec. more was required for them to come to the temperature of the bath. After various lengths of time in the constant-temperature baths the specimens were quenched in water at 2I°C. The specimens were cut in half for the metallographic examination, to provide a surface free from decarburization. To determine the beginning and end of the transformation the percentage of transformation determined metallographically and by hardness was plotted against time. A planimeter was used in the metallographic determination. The hardness and metallographic determinations made at room temperature were confirmed reasonably well by dilatometer measurements taken during the process of transformation at the various temperatures. THE zinc deleading processes at the Parral and Santa Barbara mills are described separately to provide a basis for comparison. Although the two procedures are fundamentally alike, there are some differences in application to meet specific conditions. The Asarco mill at Parral in the State of Chihuahua is a flotation plant treating 1450 metric tons- per day of complex sulphide copper-lead-zinc ores. In general, the procedure used for selective separation of the minerals into a copper, a lead, and a zinc concentrate follows the usual practice. First, a bulk copper-lead concentrate is floated and then separated into a final copper and a final lead concentrate by the sulphurous acid process. A small tonnage of high grade gravity lead concentrate is tabled from the bulk copper-lead cleaner tailing before it is reground so as to avoid undesirable over-grinding and sliming of this portion of the lead, mineral. Next, a zinc concentrate is floated from the lead rougher tailing and, as described later, is separated into a final lead product and a final zinc concentrate. Finally, the zinc rougher tailing receives a strong scavenger float to remove all recoverable middling values for regrinding, and return to the flotation circuits. The slime is separated from the scavenger flotation product, and only the sand portion goes to the regrind section. The minerals in the separated slime are extremely resistant to all methods of selective separation and pose one of the major problems awaiting solution. Nevertheless, the slime shows a profit when mixed with either the lead or the zinc concentrate, except when metal prices are very low, so it is accepted as a final product for lack of a more profitable method of handling it. The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

This paper is one of a series being prepared by the United States Bureau of Mines on tunneling methods. The tunneling methods described are those used at the Ojuela unit of the Compania Minera de Penoles, S. A., the Mexican subsidiary of the American Metal Co., Ltd., of New York. The Ojuela unit is situated some 4 miles southeast of Mapimi, Durango. Mexico, the latter place being connected by a 15-mile narrow-gage railway with the standard gage railroad at Bermejillo, some 40 miles to the north of Torreon, the location of one of the company's smelters.

Aluminum boron carbide particulate reinforced composites have found new applications in nuclear industry due to their special capability to capture neutrons, Recently, Alcan successfully developed a liquid metal mixing process to fabricate Al¬B4C metal matrix composite instead of powder metallurgical technology. In the process, titanium is added into the composites to control interactions between boron carbide particulates and aluminum matrix, To understand the effects of titanium on the composites, the solidification microstructure of Al-16%B4C without or with titanium was examined by optical and electron microscopes. The results show that titanium can improve the uniformity of the particulate distribution within aluminum matrix if the titanium content in the composites is more than 0,5%, Furthermore, it is found that the layer with rich titanium on the surface of the particulates can limit the formation of AlB2 type compounds, which may greatly deteriorate the fluidity of the composites, In addition, it is also found that the amount of the reaction products in the composites increases with the increase of holding time. However, the rate of the increase is mitigated by the increase of the content of titanium in the composites. Besides, a procedure was proposed and implemented for the evaluation of uniformity of particulate distribution within aluminum matrix.

The microtunneling test program is one of three main elements of the research project, "Trenchless Construction: Evaluation of Methods and Materials to Install and Rehabilitate Underground Utilities." The other elements of this project include an evaluation and demonstration of horizontal directional drilling technology and pipeline rehabilitation systems. The research is a Corps and Industry cost-shared project funded under the Construction Productivity Advancement Research (CPAR) program. The laboratory partner is the U.S. Army Engineer Waterways Experiment Station (WES), Geotechnical Laboratory. The industry partner is the Louisiana Tech University's Trenchless Technology Center. Industry participants are contributing over half the total cost of this research. The overall objective of the CPAR program is to improve productivity in the U.S. construction industry, thereby enhancing the competitiveness of the U.S. industry in domestic and overseas markets. The Corps and other federal and state agencies will benefit by realizing reduced costs, enhanced safety and better products and services as the products of this research program are developed, tested, and pushed into the market place. The microtunneling demonstrations and evaluations were performed during September and October 1992 at a specially constructed test facility built at WES in Vicksburg, MS. The test facility is 104 m (340-ft) long, 5 m (16-ft) wide, and 4 m (13-ft) deep. It was constructed, ironically, by first excavating a trench into which 6 different types of soils were placed and compacted in approximately 18.3 m (60-ft) long sections. The soil profiles include a lean silty clay (loess), a dry sand, highly plastic buckshot clay, wet sand, clay gravel and silt. The interfaces between soil profiles were sloped to simulate mixed face conditions as the machines exit one zone and enter another, and provided challenges to ground control and alignment and grade control during these transitions. Moisture and density tests were performed on all materials in each lift to assure uniformity. Horizontal inclinometers and 3 levels of settlement plates were installed at key locations in the test bed. The settlement plates and rods and the horizontal inclinometers, together with surface survey points, provided data to evaluate settlement and heave along the test section. Penetration resistance was measured in each section of the completed test bed. Strain gages were installed in 8 of the 0.6 m (24 in.) diam. Hobas pipe sections to measure strains in the pipe as it was being jacked into place. Steering jack loads, jacking thrust loads, and cutterhead torque were also measured during the drives. The results of these tests will be used together with other information to develop guidelines for conducting feasibility studies and selecting proper methods compatible with anticipated conditions.

"This work focuses on the extraction of rare earth metals (REE) from aqueous solutions using stimuli-responsive polymers. Various parameters affecting the adsorption capacity of the polymer, including pH, polymer concentration and REE concentration were studied. The interfacial behavior of REE in aqueous phase before and after polymer addition and the mechanism of the formation of metal-polymer complexes and their properties were investigated using UV/VIS spectroscopy. Results obtained would help to test the feasibility of employing stimuli responsive polymers in pre-concentration of rare earth elements associated with other elements in mineral aqueous streams prior to solvent extraction. The pre-concentration step would reduce the amount of organic solvents used for extraction and striping compared to conventional extraction processes. INTRODUCTION Rare earth elements (REEs) have become the foundation for several technologies and have been used extensively in many industries such as modern electronics, green energy, health care and transportation and defense [1-4]. As these industry sectors are growing, the global consumption of REEs is going to increase dramatically. The current global REEs demand is estimated to be 105,000 tons of rare earth oxides per annum with an expected annual growth of 5.6% [5-6]. Rare earth elements are produced from different sources (primary and secondary). China is considered as the largest producer of REE in the world, providing about 90% of the world’s mine production while the United States is second with 4% of the mine production [7]. High global demand for rare earth materials results in shortage of such materials in the near future. It should be considered that the term ‘‘rare’’ earth is not an accurate term, since they are abundant in some extent in the Earth’s crust, but are typically finely dispersed. Thus, nowadays looking for more efficient and cheaper methods for extraction, separation and purification of low concentrated REE ores and exploring secondary sources are essential. Rare earth materials are found in raw condition and require treatment that involves several processes, which can consume money and time. Recent improvements in extraction and recycling technology have made the extraction of rare earth elements from rare earth sources more feasible in terms of cost and time [8-10]. Physical and pyrometallurgical methods require high-energy and thus high costs. Moreover, due to environmental problems, environmental protection systems are required, and they are not as adaptable as chemical processes [11, 12]."

"Tue sulphatization of zinc concentrate produced from heated zinc concentrate of Um Ghieg area, eastern desert by ammonium sulphate as sulphatizing agent is carried out at different conditions to achieve the appreciable formation of soluble sulphates. The maximum zinc recovery as soluble sulphate equfils to 95% upon using 1.5 stoichiometry ammonium sulphate at 600 °C for one hour. Tue obtained leached zinc sulphate solution is subjected· to purification process to prepare high pure zinc metal and zmc compounds such as pure zinc sulphate, zinc caibonate and zinc oxide. The possibility of extraction zinc from these ores and preparing its valuable compounds by choosing a more feasible technology become of vital importance. An attention is focused on the sulphatizing roasting processes (1-9) to achieve the appreciable formation of soluble sulphates. Previous publications are reported in our division by El. Tawil and others (10-16) using ammonium sulphate as sulphatizing agent for the successful treatment of nonferrous bearing materials.Therefore, the present work aims to study the different factors affecting the sulphatizing roasting process of local zinc coocentrate by anunonium sulphate to extract completely zinc and preparing its main compounds. "High performance production under challenging geological conditions is a product of several parameters. Main factors are the technical equipment and the knowledge in processing. The design and the support system of maingates must also be taken into consideration. The extraction of seams in German underground hard coal mines of RAG in a range of heights between approximately 1.1 and 4.0 m ( 4 and 13 ft) is done by plow and shearer technology. A complete system for quality management of production is required. The process examination of processes begins with procurement of the equipment. Education and training of the engineers and specialists, as well as for the miners are requirements for success as well.This report gives an overview of RAG measures for achieving high performance. Starting with examination of the processes accompanying procurement of equipment, the following important elements are described. Standards in education and training, technical design and elements of automated processing using stateof- the-art in control systems are critical to this system.The application of automation plays a decisive role in modem coal mines. The latest development in German coal mines is the fully-automated shearer system for longwalls. This helps to enhance safety, particularly in difficult ground conditions, by removing the shearer and shield operators from the immediate mining activity.INTRODUCTIONLongwall mining in carboniferous strata in Germany faces various challenges. Different longwall systems are used to mine up to 24 seams, each with a thickness between 1.1 m (3.6 ft) and 4.0 m (13 ft). High stresses due to a depth of up to 1,400 m (4,593 ft) requiring pillars between the panels, require special systems for roadway development, roadway support and reinforcemen.t as well as for longwall advance operations. Two main types of equipment for extraction are shearer and plow systems. While shearers are utilized for seam thicknesses above approximately 1.8 m (6 ft), plow systems can be used for smaller seam thicknesses between 1.8 m (6 ft) and approximately 1.0 m (3 ft)."

"Wet chlorination process of de-copperized anode slime is followed by de-chlorination stage in which lead-sulfate and metallic silver form silver residue. The silver residue is subsequently reduced to Ag2Se matte and PbO-SiO2 slag to remove lead to the slag in a short rotary furnace. Although this smelting process is proven well in actual operations, few papers have investigated its metallurgical aspects. This paper will describe the effectiveness of controlling parameters adopted at the Naoshima Smelter & Refinery and discuss the decisive factors influencing silver loss to PbO-SiO2 slag.IntroductionThe precious metals plant at Naoshima smelter & refinery was established in 1989, and has produced electrolytic silver, refined gold and platinum-group metals (PGM) from de-copperized anode slime as by-products of electrolytic copper. The process for gold production has been innovated from conventional smelting process to hydrometallurgical process since 2004 [1], while the process for silver production has still remained the same.The process for silver production at the Naoshima smelter & refinery is illustrated schematically in Figure 1. De-copperized anode slime is, at first, concentrated in the froth flotation process, then leached in the wet-chlorination process, and converted to silver residue in the de-chlorination process. The silver residue, which is a mixture of lead-sulfate and metallic silver, is charged to a short rotary furnace for the oxidation roasting to volatilize selenium dioxide and subsequent reduction smelting. In the smelting stage, silver residue and reverts containing selenium are smelted with flux and carbonaceous materials to form PbO-SiO2 slag and Ag2Se matte. Furthermore, Ag2Se matte is transferred to a rotary cupell and oxidized by air with the addition of sodium carbonate and sodium nitrate to produce silver anodes while removing impurities into litharge. This publication is a revision of the first of a series of four Miners' Circulars originally prepared and issued in 19'29 for use in a course of training designed to prepare mine officials to organize men for rescue and recovery operations. These circulars were revised in 1937 and 1938 and again in 1948. This circular (Miners' Circular 33) discusses mine gases and methods for detecting them. The second of this series (Miners' Circular 34) gives instruction in Bureau of Mines methods of sampling and analysis of mine gases; the third (Miners' Circular 35) describes methods and equipment used for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures used in sealing and unsealing mine fires and in recovery operations after mine fires or mine explosions.
