G. w. Thompson,* Brooklyn, N. Y.—This subject has two aspects, neither of which can be ignored: these are the economic aspect and the technical aspect. Under ordinary conditions, economic law will take care of the conservation of tin. Under present conditions it seems desirable that economic law should still be permitted to operate as far as is practicable. It is true that this law operates rather slowly, and that under war conditions it cannot be depended upon to give our Government the supply it immediately needs. There should, therefore, be a designation of the essential industries by the Government, and tin should be supplied for those needs, letting the non-essential industries take what is left. At the same time, information ought to be forthcoming as to how tin can be conserved; with tin selling at 80 c. per pound, more or less, it is to the interest of every consumer to get the best information he can as to how he can save tin. Economic law would properly punish those who do not study their own interests in this way. I deprecate, therefore, any centralized socialistic effort toward avoiding penalties through failure to observe and obey economic law. In saying this, however, I am not unmindful that it is desirable for our Government to take such control of the tin situation as may be necessary to the prosecution of the war, practically regardless of the effect of such action upon individual industry, which should studiously seek to adjust itself to the new condition. The Government should promulgate such technical information as it can collect, showing how .tin can be conserved, and should urge upon every consumer the exercise of his common sense in self-protection. There is very little danger of any one attempting to hoard or corner tin, in the present state of the market. Most consumers will be glad to live from hand to mouth, covering their sales by purchases, or vice versa. As to the technical aspects: Tin and tin alloys are used to give certain practical and also certain artistic results. The practical factors are those involved in proper adhesion, continuity of surface, protection, the right degree of hardness, proper working qualities, etc. The artistic results are those that appeal purely to the eye or to our cultivated sense of what is desirable. There is no doubt that a great deal of tin could be saved if there were not a demand for certain pleasing effects. Row can this saving be brought about? The users of tin bearing alloys are not the only ones involved in this question. The manufacturers of solder and babbitt have for a long time sought to give certain appearances to their fabricated bars and ingots in order to make them more salable. The user of a solder is very apt to judge of its working qualities by the appearance of the bar; the same thing is true with regard to babbitts. I fear most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution- to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make ((the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law. At this point it seems to me that we may profitably devote a paragraph or two to the subject of the origin of law in general, as we are presumed to be considering the subject from the high viewpoint of the general welfare of the nation. The most comprehensive and accurate definition of law in the legal sense is, that it is the body of rules for the regulation of human conduct which is enforced by the State, that is, by the nation.l Legal

Newmont Ghana Gold Limited?s Ahafo operation have been working with Metso Process Technology & Innovation (PTI) since early 2009 to increase mill throughput from a combination of controlled blasting practices and optimised primary crusher and grinding circuit conditions. For such Mineto- Mill projects, PTI?s methodology is termed Process Integration & Optimisation (PIO). Ahafo operate a SAG mill, ball mill and pebble crusher (SABC) circuit that processes a range of primary ore of varying hardness from different pits which is blended with soft oxide material. The PTI study focussed on ball mill limited material from the Apensu open pit. Following a benchmarking study of all blasting, crushing and grinding practices in January 2009, PTI recommended changes in both blasting and crushing conditions in order to generate a finer feed size to the SAG mill. Additional operating changes in the grinding circuit were recommended. A series of trials were conducted in November 2009 where three blasts were fired using a different blast design (hole diameter and explosive type) in the same area of the Apensu pit as the benchmarked material in January 2009. Top and bottom benches (or flitches) from each blast were sent exclusively to the grinding circuit and the material was tracked using PTI?s SmartTag? system. The results from the six trials showed a significant increase in primary ore throughput at a reduced blend of oxide material. Ahafo have since standardised on these modified blasting conditions for all Apensu ore zones and have been able to sustain higher throughput compared to historical performance on similar material. This paper summarises the phases of the PIO project, the changes made in operating practices and the outcomes of the blasting trials that validated the predicted increase in mill throughput.

IT has been known for sometime that in an ionic lattice, such as that of Ag2S or FeO, the migration velocity of the anion may differ markedly from that of the cation, the cation being usually the more mobile. It has been shown, for example, that during the formation of silver sulfide tarnish on silver, the tarnish layer grows principally by the motion of silver cations through an essentially stationary silver sulfide lattice. Similarly, the growth of wüstite scale on iron proceeds principally by motion of iron ions, this being accomplished with the aid of vacant iron lattice sites into which the iron may readily move. Likewise investigations of solid solutions of various salts show that there is usually considerable difference in the mobility of the different cations. Measurements of the mobility of various metals in liquid mercury indicate that the various metals move at different rates relative to the mercury. In view of the foregoing it seems reasonable to suppose that when any single phase solution is acted upon by a field, the atoms of different elements respond in different ways; in particular, that the force arising from a particular concentration gradient in a binary alloy would cause the atoms of one component to move with a drift velocity which is in general different from that of the atoms of the other component. The recent experiments of Smigelskas and Kirkendall1 support this viewpoint, since they found, in essence, that during diffusion in alpha brass zinc moves appreciably faster than copper. This was evidenced by the relative motion of inert molybdenum wires. Such a phenomenon is incompatible with the place interchange theory of diffusion proposed by several authors, most recently by Birchenall and Mehl.2 This theory has, however, also been questioned3.4 for other reasons, principally because of the high energy required for direct atomic interchange. The rather large difference between self-diffusivity, as determined by tracer technique, and mutual diffusivity, as determined with the aid of another element at low concentration, might also be interpreted as favoring the above idea; however, Birchenall and Mehl have pointed out that there is another possible interpretation of this difference; this is discussed later. A rather interesting and pertinent observation was made by Schwartz,5 who noticed that tungsten lamp filaments, heated by direct current, commonly fail by necking down in the region at the temperature gradient near the positive end, with a concomitant swelling at the corresponding position near the negative end. He introduces considerable auxiliary evidence to show that this phenomenon is occasioned by the motion of tungsten cations which migrate in the high temperature region from the positive end toward the negative end. The mechanism of this migration is not clearly understood. If, however, this experimental evidence be accepted, we are forced to conclude that alloying elements in the tungsten may migrate by the same or a similar mechanism, whatever it may be, at a greater or lesser rate, thus giving rise

One of the most urgent needs in the field of coal combustion is the ability to predict the performance of a coal from knowledge gained from small-scale tests. Numerous types of analyses and tests are conducted on coal, including the proximate and ultimate analyses, heating value, varieties of sulphur, ash analysis, ash fusion temperatures, free swelling index, petrographic analysis, and Gieseler. plasticity. The Illinois Geological Survey has made an intensive study of the value of these tests for judging the performance characteristics of the coal as actually utilized. To date, three reports1,2,3 have been issued, and another is being prepared. The present paper briefly summarizes some of the results found in the studies. Equipment The equipment used for the tests is described in some detail in the above mentioned publications. Briefly, it consisted of a domestic stoker, cast-iron boiler, and water-cooled heat exchanger, which were operated as a forced circulation hot-water system. The entire unit was mounted on scales. Instruments for recording the per- formance of the coal included a hot-water meter to indicate the quantity of water flowing through the boiler; a two-pen, mercury-actuated thermometer to record the temperatures of the water entering and leaving the boiler; a chemical-type meter to record the percentage of CO2 in the stack gases; a pressure gauge to record the static pressure in the stoker-air duct; and a multipoint potentiometer to record the temperatures in the stack and room, and the opacity of the stack gases. A 16 mm motion picture camera was available for taking pictures of either the fuel bed or the scale dial. Procedure The tests described in this report can be conveniently divided into three phases. For the first phase, a load of 5 or 6 tons of unwashed coal (usually screenings) was obtained from each of fourteen Illinois mines. These coals were all crushed and screened to a size of 35 in. (square hole) by 8 mesh. Combustion tests were made on a part of this raw, screened coal. Another portion was passed over a concentrating table to reduce the ash to what was considered to be commercially reasonable, and combustion tests were made on this upgraded coal. The ash content of the remaining coal was reduced to a still lower figure by passing it over the washing table with greater reject, or by standard float-sink procedure. This cleaned fraction was then tested in the stoker-boiler unit. Thus three coals with varying ash content were tested from each mine. For the second phase reported here, coals were obtained from four Arkansas mines and tested as received and after passing over the concentrating table with a normal reject. In the course of the hydrothermal refining of copper-nickel products containing covellite, oxidation of Fe2+ ions by the CuS?Cu2+ pair takes place, and iron is precipitated as hematite. Lower copper concentrations in the solution and higher solution acidity lead to the partial oxidation of sulphide sulphur, whereupon hematite is reduced by covellite causing iron to go back in solution. It is demonstrated that in the process of hydrothermal treatment of the covellite-containing solid product in pure water covellite oxidises millerite to polydymite (Ni3S4). Formation of polydymite during the process of refining seems to be due to millerite oxidation both by covellite and the CuS?Cu2+ pair.

The Bureau of Mines has used Fourier transform infrared spectroscopy (FT-1R) to study in situ reactions of aqueous solutions of potassium ethylxanthate with CU(II)-and Pb(II)-activated sphalerite plates, in which the plates were both the infrared-transparent windows and the reacting surfaces. A copper (I) ethylxanthate formed predominantly with Cu(II)-activated sphalerite, regardless of the activation time. The products formed on Pb(II)-activated sphalerite depended on the activation times; a short activation time (30 min) yielded a lead ethylxanthate-like product, but a long activation time (90 min) yielded a considerable amount of dixanthogen.

This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.

Drilling and blasting are key components of every hard-rock (i.e.,metal/nonmetal/coal) mining operation. Well-executed and maintained drilling and blasting can have a major positive impact on the overall success of such operations. This case study presents the implementation of a new drill and blast engineer position and systematic improvement of the drill and blast operations at a surface metal mine. The findings of and lessons learned from this case study can be applied toother mine operations to improve safety, production, efficiency, and cost savings. Focus areas for the project included refined communications, operational practices and procedures, planning, designing, and data collection and analysis. This case study showed improved efficiency in communication and planning among the engineers, operations team, and contractor groups over the course of the project. An increased awareness of long-term plans and needs for the drills and blasters reduced or eliminated existing delays. Test blasts that implemented new drill and blast designs and updated operational practices and procedures were tested to streamline the process. Constraints regarding explosive product shipments, geological considerations, and a uniform powder factor provided the basis for new blast designs.

Bureau of Mines engineers examined the chemical and biological treatment of sewage water designed in one case for reuse and in another for subsurface injection. In the first case discussed, approximately 6 million gallons per day of sewage are treated by the activated sludge process followed by tertiary treatment that includes ion exchange. The renovated water is used in the industrial complex. Liquid industrial waste is sent to a waste disposal facility where it is treated for injection into a deep subsurface formation. In the second case, a community of 3,000 people is using a lagoon sewage treatment system followed by subsurface injection of t- treated effluent. Subsurface disposal is used to avoid growth of algae and weeds in a nearby lake to which the treated effluent was originally discharged. The renovation of municipal water for reuse provides a source of water for industries in a semiarid region and may also provide a source for domestic use in densely populated regions where domestic water requirements have priority over industry needs. In addition both waste treatment systems provide examples of the use of subsurface waste disposal to avoid pollution of surface streams.

This project was conducted under the authority of the Appalachian Regional Development Act; a total of 177 acres of land was rehabilitated for specific land use purposes. The use of large equipment expedited the project work, and similar results could be anticipated on similar reclamation programs.

IN recent years interest has been aroused in flotation rate studies both from a technical and a more practical aspect. With increasing fineness of grind becoming a necessity in treatment of low grade ores, difference:; in flotation rates of various size ranges will assume importance in the evaluation of overall recovery results. Theoretical analysis of flotation kinetics was initiated by Schuhmann,' who sought to define flotation rate of a given mineral and specified size range in terms of certain physical variables of the flotation system. Using as a basis for his analysis the bubble-particle encounter hypothesis previously advanced by Gaudin,' Schuhmann writes for the rate of flotation (R,.) of particles of average size x, Rx = PcPa(x) V F. [1] In this relation Pc and Pa represent, respectively, the probability of collision between particle and gas bubble in a given time interval and the probability of adhesion of particle to the bubble after collision. Rigorously speaking, the term PC does not have the significance of a probability factor, since it depends on the time interval and therefore can be numerically greater than unity. The term c(x) expresses the concentration of particles of an average size x in the flotation cell in weight per unit volume of pulp, and V denotes the total volume of pulp in the cell. The product, P,c(x)V, defines the frequency of particle-bubble collisl.on, and when it is multiplied by P,, the number of collisions per unit time resulting in successful adherence is obtained. The factor, F, measures the froth stability and is introduced because after fruitful bubble-particle contact some particles may still riot reach the froth launder. Coalescence of bubbles in the froth column or too short a bubble life could account for this effect. Schuhmann also introduced the concept of "specific flotation rate" (Q) to allow for the relative abundance of different mineral species in the flotation pulp. The specific flotation rate, having the dimension of reciprocal time, is defined as Eq. 2: Qx =Rx/c(x)v [2] and it also follows from Eq. 1 that Qx = PcPaF. [31 The theoretical aspects of flotation kinetics were also considered by Sutherland,3 who tried to improve Eq. 1 by expressing the probability factors in terms of such physical variables as particle radius (x), bubble radius (X), velocity of bubble relative to particle (v), the number of bubbles per unit volume of pulp (N) and the induction period (A) necessary for air-mineral adhesion. A macroscopic approach integrated with microscopic analyses for wettability characterization is presented. Wetting depends on 1) Contact between the dust and the fluid droplets, 2) Wettability of the particles by the wetting fluid, and 3) Wettability rate (due to low contact times). The goal of this paper is to show that the wetting rate is a significant factor in dust control. Samples from the roof, three different horizons of the coal seam and the floor were pulverized to less than 25 µm. Experiments were conducted with known wetting fluids to correlate surface tension and equilibrium wettability. Further analyses were performed in terms of surface charge (zeta potential), particle size, mineral composition, elemental composition, and quartz content. The surface tension reduction was also achieved by the use of chemicals and/or altering the temperature of the water. Two methods were used to evaluate wettability rates: a) near real-time comparison of wettability rates, and b) comprehensive evaluation of the intrinsic wettability rates. The data obtained provides meaningful insights towards the design of engineering controls for an economical solution to dust control in coal mines.

Small amounts of arsenic trioxide were shipped in 1988 from remaining stocks at ASARCO Incorporated's closed plant at Tacoma, WA. Imports of arsenic trioxide were at about the same level in 1988 as in the previous year. Legislation and Government Programs The Occupational Safety and Health Administration (OSHA) levied a $1.6 million fine against Asarco for exposing its workers at its East Helena lead smelter in Helena, MT, to unacceptably high levels of lead and arsenic. The bulk of the fine was for violations of a respiratory protection program. The same smelter and its environs has been listed as a Superfund toxic-waste site by the Environmental Protection Agency (EPA). Tests had shown high levels of lead, cadmium, and arsenic in the soil near the smelter. EPA planned to extend the cleanup to areas within the town of East Helena because high levels of arsenic had been found in shallow test wells outside the smelter site. Federal and State health officials have warned residents living in the vicinity of East Helena to avoid eating certain home-grown vegetables because of high concentrations of heavy metals.2

An 8,000-ft experimental field well was utilized to conduct flowing pressure gradient tests under conditions of continuous, multiphase flow through 2 3/8-in. OD tubing. The well was equipped with 10 gas-lift valves and 10 Maihak electronic pressure recorders, as well as instruments to accurately measure the surface pressure, temperature, volume of injected gas and fluid production. These tests were conducted for flow rates ranging from 75 to 936 B/D at various gas-liquid ratios from 105 to 9,433 scf/bbl. An expanding-orifice gas-lift valve allowed each flow rate to be produced with a range of controlled gas-liquid ratios. From these data an accurate pressure traverse has been constructed for various flow rates and for various gas-liquid ratios. A comparison of these tests to Poettmann and Carpenter's correlation indicates that deviations occur for certain ranges of flow rates and gas-liquid ratios. Numerous curves are presented illustrating the comparison of this correlation with the field data. Poettmann and Carpenter's correlation deviates some for low flow rates and, in particular, for gas-liquid ratios in excess of 3,000 scf/bbl. These deviations me believed to be mainly due to the friction-factor correlation. However, Poettmann and Carpenter's correlation gives excellent agreement in those ranges of higher density. This was as expected and predicted by Poettmann. He pointed out that their method was not intended to be extended to those ranges of low densities whereby an extreme reversal in curvature occurs.l As a result of these experimental tests, correlations using Poettmann and Carpenter's method were established between the friction factors and mass flow rates which are applicable for all gas-liquid ratios and flow rates. Definite changing flow patterns do not allow any one correlation to be accurate for all ranges of flow. INTRODUCTION The ability to analytically predict the pressure at any point in a flow string is essential in determining optimum production string dimensions and in the design of gas-lift installations. This information is also invaluable in predicting bottom-hole pressures in flowing wells. Although this problem is not new to industry, it has by no means been solved completely for all types of flow conditions. Versluys,2 Uren, et al, 3 Gosline,4 May,5 and Moore, et al,6,7 were all early investigators of multiphase flow through vertical conduits. However, all of these investigations and proposed methods were very limited as to their range of application. Likewise, many are extremely complicated and therefore not very useful in the field. Only in the last decade have any significant methods been proposed which are generally applicable. The most widely accepted procedure in industry at the present time is a semi-empirical method developed from an energy balance, proposed by Poettmann and Carpenter8 in 1952. Their correlation is based on actual pressure measurements from field wells. Accurate predictions from this correlation are limited to high flow rates and low gas-liquid ratios. Although this method will be discussed in detail later, it should be pointed out that two important parameters, namely the gas-liquid ratio and the viscosity, were omitted in their correlation. The viscosity was justifiably omitted since their data was in the highly turbulent flow region for both phases, and most wells fall in this category. The gas-liquid ratio was incorporated to some extent in the gas-density term. In 1954, Gilbert9 presented numerous pressure gradient curves obtained from field data for various flow rates and gas-liquid ratios for the determination of optimum flow strings. However, no method is presented for predicting pressure gradients except by comparison to these curves. Baxendell, et al,10 proposed a method based on Poettmann and Carpenter's procedure

BEFORE the world-wide depression, the primary purpose of most blast-furnace operators was to produce a maximum tonnage of pig iron per day for each furnace in blast. Some attention was paid to the conservation of labor and raw materials, but the idea was well established that low-cost pig iron was attainable only when each furnace was pro-ducing a high tonnage. After the depression had set in, the picture changed considerably. Each blast-furnace operator was forced to run his plant in a manner that best fitted the economical set-up of his company. A great deal of thought was expended on the different methods of operation, always with the idea of making each product in a way that would best serve his company financially. Because of this abnormal condition, the blast-furnace man was compelled to indulge in various practices of which many had been believed to be next to impossible up to that time. The ultimate purpose of these innovations was either one or a combination of the following: 1. To produce only enough pig iron for immediate consumption at a minimum cost. 2. To produce gas for boiler or mill use to supplant some higher priced fuel. 3. To consume the coke produced at the coke plant, which was often viewed as a byproduct. 4. To protect the cash position of the company. These conditions were met by diverse methods, some of which were: 1. Slow or decreased wind. In some instances the blast blown was held as low as 25 per cent of the normal volume. 2. Intermittent operation, in which the furnaces were shut down or "fanned" at frequent intervals.

It is the purpose of this paper to produce some evidence on the accuracy to be expected from normal assay procedure using the usual first class equipment, and to examine the effect that many assaying inaccuracies have on reported metallurgical recoveries.Generally speaking, the evaluation of the gold content of a mineral ore sample by the fire assay method is a relatively simple process.A weighed quantity of finely ground ore is fused with suitable fiuxes including litharge and a reducing agent to give a button of lead and a quantity of slag. The shower of lead produced by the reduction of the added litharge collects the gold and silver present in the ore, concentrating the values into the lead button.The button of lead, after separation from the slag, is, on heating in an absorbent cupel in a current of air, reoxidised to litharge and absorbed into the cupel leaving a gold and silver bead in the cupel. This bead' is heated in a solution of nitric acid to dissolve the silver, leaving the gold undissolved to be dried and weighed. Knowing the original weight of the ore and the weight of the gold prill the value of the ore is easily calculated.Summarising1. Fusion Process.-Ore plus fiuxes give a slag plus lead button.2. Cupellation Process.-Lead button is re-oxidised to litharge leaving a gold and silver bead.

Cerro Vanguardia is a known gold and silver deposit located in the province of Santa Cruz, Argentina. The mine has been in operation since 1998 and is thought to be one of the most important mines in Patagonia. More than 102 epithermal quartz veins have been identified in the area, with variable lengths, thicknesses, orientations and dips that constitute what is possibly one of the most extensive outcropping vein systems on earth.
