Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. Thermodynamic calculations predict the species vaporizing from metal-oxide mixtures when reliable free energy functions, enthalpies of formation, and dissociation energies are available for the possible gaseous and condensed oxide components. Calculations of the oxygen to metal ratio in the vapor phase compared with the oxygen to metal ratio in a liquid metal saturated with oxide impurity are presented The possibility of purifying metals contaminated with oxide by vacuum melting or by distillation is discussed. Kinetic considerations affecting rates are neglected. IN recent years extensive information has been obtained on the thermodynamic stability of gaseous oxides of metals due to a variety of new types of measurement. Perhaps the greatest amount of information has come from the application of mass spec-trometry to the study of high-temperature vapors.' In many instances oxides of quite unusual oxidation states are found to be important in the high-temperature vapors. At low temperatures the standard free energy change for a reaction as given by the equation ?F° = ?H° - T?S° is determined primarily by the AH" value. However, at higher temperatures where the value of T in the T?S° term is large, the entropy term becomes equal to or greater than the AH term. At low temperatures only reactions for which AH is negative or only slightly endothermic are of importance. This restricts the main equilibrium species largely to those with completed octets or those with the principle oxidation number of the element. At

A practical program of education for workers of the mining industries is being formulated by the Federal Board for Vocational Education in cooperation with the states in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational education and for cooperation with the states in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all states have set up educational and technical standards for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some states, every miner must have a certificate, which is issued by the mine examining board only after an oral examination. The equilibrium of gaseous H20-H2 mixtures with liquid iron-columbium alloys in the range 0.2 to 2.4 pct Cb shows that the activity coefficient of oxygen is strongly diminished by Cb. The oxide in equilibvium with the melt is identified as CbO2. The equi-librium constant at 1600 deg C is [%Cb][fo. % 0]2 = 2.9 x 10-4 where log fo= —0.14 [%Cb]. The deoxidizing power is comparable to that of vanadium, COLUMBIUM (niobium) is finding increasing use as an alloying element in steel. It forms several stable oxides and is removed from the steel bath by oxidizing slags. The specific oxide formed in steel-making is not known although Sazanov snd Shvarts-man,' in their study of its partition between slag and metal, have assumed this to be Cb2O5 It is the purpose of this study to determine its deoxidation equilibrium at 1600°c, the nature of the oxide formed and the interaction between columbium and oxygen in the melt. The investigation was based on the reaction H2 + O=H2O; Kl=ph2o/(pH2[%O]) [1] in which 0 signifies oxygen dissolved in the liquid Fe-Cb alloy. The method and equipment of recent studies2,3 were utilized. In brief, the molten alloy, contained in a small crucible, is held in a controlled mixture of steam, hydrogen, and argon until equilibrium is reached. It is then cooled quickly in a stream of helium and analyzed for columbium and oxygen, the latter by vacuum fusion.4 The solubility of the oxide in liquid iron is determined by visual observation of scum formation on the surface of the melt. Crucibles of MgO proved unsatisfactory because of partial reduction at the metal interface. Pure A12O3 crucibles were heavily blackened by the melt and could not be used at high concentrations of columbium. Silica crucibles were more satisfactory but these introduced some silicon into the melt thus necessitating an uncertain but small correction for its effect on the activities of the other solutes. In silica it was possible to observe the scum formation when the melt became saturated and there was no apparent reaction between scum and crucible. The procedure for saturated melts was as follows. The alloy charge composed of electrolytic iron and columbium grain was melted and held at constant temperature. The gas ratio H2O:H2 was progressively increased by raising the saturator temperature until a point was reached at which a bright film appeared on the surface and covered it completely. This film could be dissolved by raising the temperature of the melt and it reappeared when the temperature was lowered. Under a partial film covering, utilizing bare areas for temperature measurement, the melt was brought to equilibrium with the atmosphere by holding at temperature for about 1 hr as suggested by Dastur.5 INTERACTION IN THE MELT Several experiments were made without columbium to establish a base in silica crucibles. The results are shown in Table I. Except for one run, they agreed well with Floridis1 comparable results in other crucibles. The value of log K1 is taken from Table I as 0.58. This is slightly larger than Floridis' result, probably because of less elaborate safeguards against thermal diffusion. Results obtained in the Fe-Cb-0 series in which no scum formed are shown in Table 11. The equilibrium ratio Kl is defined as ph2o/(ph2[%O]). It is related to the equilibrium constant K1 as follows:

In a previous paper1 the results of cutting tests on free-cutting brass rod were reported. Investigation was made of the effects of variation in lead content, microstructure and cold drawing. The author's reply to the discussion of that paper includes a study of the directional cutting properties of drawn and annealed rod. The present paper records the results of tests made on series of samples in which the tin, iron and copper contents have been varied. The apparatus used and method of testing are described in detail in the previous paper. The machine is of the pendulum-operated milling type used and described by Airey and Oxford.2 Angular readings of the height to which the pendulum rises after falling from a fixed position, both when a cut is made and when the pendulum swings freely, give the basis for calculation of the energy consumed in making a cut. Careful weighing of the sample before and after cutting gives a measure of the amount of metal removed. The results are expressed in footpoiinds per cubic inch of metal removed, and have been called "unit cutting energy." In the course of the discussion of the author's earlier paper, W. B. Price reported large-scale tests involving some 50,000 lb. of material. These tests indicated that the addition of as much as 0.6 per cent of iron and 0.25 per cent of tin had apparently no adverse effect on the highspeed cutting characteristics of the rod. The rod also contained a small amount of nickel. The test results reported here tend to confirm his observations. Effect of Variation in Tin Content The castings for this series were made 2 by 1 by 9 in. and were processed as follows: 1. Castings were annealed at 500" C. for 7 hr. 2. Cold-rolled to 0.700 in.

Introduction Synthetic soda ash production began to decline in the late 1930s. This was due to high operating costs and waste disposal problems. Since soda ash was used as a major component in manufacturing glass, an alternate method of producing that chemical was necessary. A process to produce soda ash from trona was developed by FMC Wyoming Corp.'s predecessor, as well as an economical way to obtain trona. Existing trona operations are located about 40 km (25 miles) west of Green River, WY. Five operators presently mine trona in this area. FMC's property has 153 km2 (59 sq miles) leased. Its eight shafts reach 488 m (1600 ft) deep to the uniform trona deposit. The seam ranges in thickness from 2.4 to 3.6 m (8 to 12 ft). History Egyptian tombs, dating from 4000 to 3000 BC, contained mummies preserved by an embalming process using soda ash. For many years, soda ash was produced by burning marine plants, then dissolving the soluble material (sodium carbonate) from the ashes. The name soda ash is derived from this method of production. In 1791, Nicola LeBlanc developed black ash, or salt cake, from salt, sulfuric acid, coal, and limestone. This process remained in use until 1863, when Ernest Solvay developed a method for producing soda ash from salt, coke, and limestone with ammonia as a catalyst. This Solvay process was widely used. And, in the 1930s, there were 17 plants in the US alone. High plant operating costs and waste disposal problems, however, necessitated finding an alternative to the Solvay process.

This paper describes a type of ammonium nitrate (AN) produced in a patented experimental atomization/aerodynamic process. This AN exhibits outstanding properties for use as a main ingredient to a new family of AN-based commercial explosives. Micro-particle ammonium nitrate (MP-AN) is produced by atomizing either an 83% or 85% AN solution which has been doped with a two component surfactant NSol 1000 (NSol). NSol imparts some water-resistance as well as provides a means of increasing density and bulk strength. Increased detonation velocities, well in the range of emulsion explosives, can be achieved. The maximum manufacturing temperature is less than 100°C. The methodology has the potential of being environmentally friendly since any effluent can be recycled back into a make-up tank to be re-used by the closed loop method. "Selection of the optimum support system for underground openings such as tunnels is a complex process. In this paper a new approach, based on a combination of the Analytical Hierarchy Process (AHP) the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) and the Preference Ranking Organization METHod for Enrichment Evaluations (PROMETHEE), is introduced. For this purpose, the selection process is assumed to be a multi criteria decision-making problem. First different support systems using FLAC3D numerical code, based on technical safety and stability parameters of the tunnel are specified. Then taking economic and performance parameters as the decision criteria by using the combination of Al-IP, TOPSIS, and PROMETHEE the optimum support system is selected. As a real mine case study this approach is used in the main access entry to the C, coal scam of Tabas collieries. Results clearly demonstrate that the proposed support system selection method is more advantageous than other alternatives.INTROD CTIONGenerally, the support system for a tunnel is selected primarily with the aid of design engineers experience. In other words personal judgment instead of intellectual and scientific criteria is mostly the main basis (Oracc. 2005). However since various support systems can be applied in any particular situation, accurate selection of the optimum support method depends on the integration of many technical, economical and performance parameters, and also on the analysis of the intensity of influence by each of the criteria.In this paper an applicable approach for se lection of tunnel support systems based on Multi Attribute Decision Making (MADM) techniques including: Al IP (Orace et al.. 2009a; Saaty, 1980), TOPSIS (Hwang and Yoon, 1981: Yoon and Hwang, 1995), and PROMETHEE (Brans and Vincke. 1985; Brans and Mareschal. 1992) is introduced. As a field study, this approach was applied to tunnel C1 as one of the main entries in the Tabas coal mine which is the major collieries in the central pan of Iran (Hosseini, 2008).Due to the coal seam conditions coal is mined by mechanized longwall mining (Hosseini 2008). This method requires the 58 excavation of several entries some of which will be used for many years and even for the entire life of the mine (Peng, 2006). Therefore the selection of the support system in these entries is·very important in mining design."

This paper is one of a series being prepared for and published by the United States Bureau of Mines describing the mining and treatment methods and costs obtained in sand and gravel plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

This article explores the Fray Farthing Chen (FFC) Cambridge process, a novel method for the electrochemical deoxidation of metal oxides in molten salt, discovered at the University of Cambridge in 1997. The process was hailed as a highly promising, potentially low cost, novel method for the production of titanium metal direct from its oxides. The article should inform researchers in the field of some of the challenges in the commercialization of a novel, high profile process involving multiple stakeholders. "The diverting of men from industry to combat in the world's war focused the attention of the operators in this country upon mechanical means of doing things. The demand for man-power -was so insistent that every available agency for multiplying it had to be employed. It was during the 1period of the war and immediately thereafter that development of the use of underground loading devices made most rapi4 progress. In all parts of the United States, mining engineers and mine managers were diligent in their efforts to develop mechanical loaders. The mining engineers of the U. S. Bureau of Mines in every section of the country have secured, with the cooperation of the mine operators, data on the actual performance of the mechanical shovels in their districts, and have made them available to the author of this paper.No effort has been made to discuss exhaustively the subject of underground loading devices. It has been the object to collect together in one paper, records of the performance of all machines now in actual use. Improvements in the design of machines are constantly being made the performance records given in this paper relate to operation prior to March 1 1 1921. The records prior to 1920 cay not fully represent the work that could be accomplished with the present models of the same machine.The data secured are given exactly as reported by the mine operators. Since this data were collected there have been two underground loaders, of a different design, put into operation in the iron mines of the Lake Superior District. One is the John Mayne Sub-level loader, being tried by the Cleveland-Cliffs Iron Co., Ishpeming, Mich., and the other is the Cole-Goudie shovel, being tried by the Oliver Mining Company, at Ironwood, Mich. No information has been secured regarding the performance of either of these machines."

The furnace from which the brick here referred to were taken, was lined under my supervision and blown-in in May, 1902. It was 75 ft. high and 18 ft. in greatest diameter, and used coke to smelt a lean magnetic iron-ore. The lining was put in as follows:—First, blocks 14 in. long by 6 in. thick; second, 2 in. of loam; third, 13.5 in. of 9-in. fire-brick (one-and-ahalf brick wall) laid in English bond; fourth, red brick to within 2 in. of the iron shell; and fifth, 2 in. of slag-wool between the red brick and the shell. The brand of brick used has been known to me for over 20 years, and in my observation had always proved very durable, notably when used in a small furnace 50 k. high which treated the same magnetic. ore. On revisiting and examining the furnace in March, 1903, it was found that the whole of the lining of 14in. blocks at the top, and for an unknown distance (more than 20 ft.) below, had completely disappeared; and a few weeks later the 13.5-in. lining and the red brick at the top likewise vanished, and the furnace was blown out. N~twithstanding the complete failure of the lining higher up, measurements taken after blowing-out showed no unusual wear in the lower part of the furnace. The exact position in the furnace of the piece of brick-work used in the analysis, given below, is not known; but it came from between 30 and 40 ft. above the bottom. It had formed part of the 13.5-in. wall (no 14-in. brick remaining at that level) and consisted of parts of several bricks so firmly sintered together that fracture occurred indifferently through the joints and through the body of the brick. The joints could, however, be traced by a close examination. Provide mine personnel with a convenient means of determining the optimum installation geometry of roof trusses in bedded roof. Background Mine operators frequently ask the following questions concerning roof truss installations: 1. Where should the bearing plates or brackets be placed or where should the inclined holes be started? 2. At what angle should the holes for the inclined chords or angle holts be drilled? 3. What tension should be put into the inclined chords so as to achieve the most effective results for the effort and expense? Truss hardware manufacturers have responded to these questions with answers based on what seems to work best. While designs based on past experience are frequently reliable, there was a need for a rational approach that could accommodate a variety of conditions. The Bureau has developed a procedure that enables mine operators to optimize roof truss installations in bedded roof.

To meet a need for proper coverage of this specialized field of economics, the Mineral Economics Div. of the AIME has developed a plan for assembling a volume setting forth important factors affecting mineral enterprises other than those that lend themselves to solution through science or technology. The program has been considered by the Institute's Directors and they have approved it, subject to a decision of the Mineral Economics Div. to carry it out.*

"Nickel-base Alloy 617 is being considered as a structural material for application in the secondary heat exchanger of the New Generation Nuclear Plant, a very high temperature gascooled reactor. Thermal aging of Alloy 617 plate and welds is being performed with tensile, Charpy impact, and fracture toughness tests conducted at temperatures to 950°C. Results of testing for thermal aging to 5,300 h have been obtained and are presented; varying effects of thermal aging temperature and time on fracture toughness are observed. The 9Cr-1MoV (Grade 91) ferritic steel is a candidate for structural applications in the sodium fast reactor. Fracture toughness testing of unaged Grade 91 steel has been performed to evaluate specimen size effects in preparation for future testing of the material in the thermally aged condition. Results for material in the mill-annealed and heat treated conditions are presented and show that this heat of Grade 91 steel does not indicate a small specimen bias on the fracture toughness Master Curve reference temperature.IntroductionThe behavior of advanced engineering materials will be a critical factor in the performance of Generation IV reactors. In the case of materials utilized for reactor internals and pressure vessels, the effects of irradiation and long time thermal aging are major issues. The environmental conditions for some of the Gen IV reactors are generally beyond present day reactor technology, requiring new experimental data as well as analytical predictions of expected behavior of candidate materials at conditions for which there are only sparse or no experimental data. The radiation environments and several key materials issues for some Gen IV systems are summarized in Section 5 of [l] as a starting point for modeling and microstructural analysis of Generation IV materials. More detailed descriptions of materials research and development needs and recommended activities for the SCWR, VHTR, and GFR are provided in references [2, 3, 4], respectively. Mansur, et. al. provide an interesting comparison of materials needs for Generation IV reactors to corresponding needs for fusion reactors and spallation neutron sources in [5]. The study involved two projects that will produce copper concentrate and may have their operations integrated. Transport by trucks, conveyor belt, and the equipment called RopeCon were evaluated as options for the ore transport between the sites. A rainforest stretch, that Vale S.A. demands to preserve, is situated between the projects. It was suggested to further review RopeCon because it presents minimal interactions with the environment. To design the preliminary system layout, a research was done on the rainforest cover height data, but the information found was scarce and imprecise. For preserving the local forest, the use of this data would conduct to the oversizing of RopeCon towers and, consequently, overestimation of its costs. For the acquisition of reliable information, a method was developed using local data acquired through airborne laser survey. The volume between the digital surface and terrain models was calculated to generate a surface representing the forest cover height. It was revealed, by plotting the points obtained from this surface, that 85% of the vegetation is below 25 m. This height is suggested to review the preliminary project with a more accurate design of the equipment towers, thus reducing its costs estimates. The method permits the precise location of the large trees, making easier to find a pathway, for linear-shaped facilities, that would minimize the creation of vegetation-free zones as a measure to protect equipments against falling trees and forest fires. There are a number of methods available that can be used to estimate the bearing capacity of piles that are subject to lateral load, such as the theory of subgrade reaction or the elastic continuum approach. The objective of these approaches is to determine the lateral load corresponding to the allowable lateral displacement of the pile. It is important to select the appropriate soil stiffness when analyzing soil behavior within the allowable displacement of piles because the stiffness of soil is dependent on the displacement of piles. Even though pressuremeter tests can measure the stress-strain behavior within a wide strain range, pressuremeter test results have been utilized to assess only the fragmentary soil modulus based on either semi-empirical correlations or analytical approaches. This study is concerned with a methodology that can estimate the horizontal deformational property, while taking into consideration the nonlinear deformational characteristics of sandy soils. Pressuremeter tests were conducted for 15 cases using a calibration chamber. Reloading curves were employed in the estimation of horizontal deformational property in order to minimize the effect of soil disturbance caused by the installation of the probe. The shear modulus degradation characteristics were estimated from the curve fitting for the reloading curve and from extrapolation using the exponential function. In addition, the difference was taken into account between the stress state around the probe in reloading and that of the in-situ state. A consistent relationship was observed between the maximum shear modulus taken from the suggested method and the bender element tests performed in the calibration chamber, simultaneously with the pressuremeter tests. In addition, the results showed significant concurrence with the well-known empirical correlation.

"Nickel-copper sulphide deposits associated with basic rocks in the Quill Greek area and the White River area in the Yukon Territory have been studied and compared from the view-point of their general geology, structural geology, and the mineralogy of the ores. The relative amounts of the major constituents, magnesium, iron and calcium, and the minor constituents, nickel, cobalt and chromium have been determined spectrographically for two cross sections of the basic rocks at Quill Creek and one at White River. These data, along with petrologic and field evidence, were used to determine the sill and dyke-like character and nature of the basic intrusions. Loss on ignition is employed as a measure of the degree of serpentinization. The distribution determined shows that the serpentinization does not appear to have greatly influenced the inferred original distribution and lithophile associations of magnesium and nickel. The cobalt content may have been altered.The nickel content of the serpentinized peridotites ranges from an average of 0.36 per cent in one section to an average of 0.24 per cent in each of the other two sections studied. The cobalt averages 0.0038 per cent in the samples from the two Quill Creek sections and averages 0.0042 per cent at White River. These results have been compared with other available data.The sulphide ores are later than both the peridotite and gabbroic rocks and may be co-magmatic with them. There is no evidence in these areas to support an origin by lateral secretion; on the contrary, the alteration associated with the ores, the mineralogy and spatial relationship to basic and ultrabasic rocks, indicate the ores are derived from a basic magma."
