Water is becoming an increasingly valuable commodity in Australia and the mining community is finding itself competing with pastoralists, domestic consumers and industry for access to what is an essential but finite resource. This paper will provide an overview of various legislative regimes in Australia governing water resources, and will review some of the fundamental issues which should be considered by mining companies when contracting with other parties for the supply of water. The paper will focus on mechanisms to secure access to water for mining purposes, and will deal with the following issues: Grants of water entitlements under legislation û (navigating the legislative requirements necessary to facilitate the taking and use of water for mining activities) The paper will focus on the key legislative requirements for securing access to water in Queensland, Western Australia, New South Wales, Victoria, South Australia, Tasmania and the Northern Territory, and will examine: compliance with regulatory processes for securing water entitlements through the grant of water allocations, licences and permits, etc; and dealings with water entitlements (ie statutory mechanisms for transferring water entitlements on a temporary or permanent basis). Securing access to water under water entitlements through contractual means. The paper will also review of some of the fundamental issues which should be considered by mining companies when contracting with holders of water entitlements for the supply of water from both groundwater and surface water sources. These issues include (inter alia): securing appropriate rights to take and use water in compliance with relevant legislation, the necessity to protect the validity of underlying water entitlements, ensuring the security of supply for the contract term, access rights affecting water entitlements and other important issues relating to the security of water entitlements for miners.

The Union Copper mine is in the Gold Hill district; Rowan and Cabarrus Counties, N. C. The mine was discovered in 1799 and first worked as a gold mine; but copper was encountered at depth, and the property became an important producer of copper. It is estimated that the mine produced 5,000,000 pounds of copper before operations were discontinued in 1907. As part of the strategic minerals program, the Bureau of Mines conducted a development project on the property from July 1943 to November 1943. Eight diamond-drill holes totaling 2,500 linear feet were drilled to delineate the ore body. Analyses 205 core samples were made. Tabulations of sample analyses and drill-hole logs are presented in this report.

This paper describes the Bureau of Mines development of a novel subsidence prediction methodology suitable to the mining and geologic conditions in the Northern Appalachian Coal Region. It describes the computation of vertical and horizontal movements, inclination, curvature, and horizontal strains. The substance of this method is the separation of the effects of lithology by introducing a correlation between hypothetically homogeneous overburden and existing lithologic conditions, while providing for different mining conditions, i.e., underground geometry and overburden thickness. The effects of lithology have been expressed in the form of a variable subsidence coefficient within the subsidence trough. The subsidence coefficient is considered a constant for other predictive methods. Field data from 16 test sites at 11 Bureau longwall panel studies were used in the analysis. For each panel, the characteristics of the variability of the subsidence coefficient were defined. Regression analysis of the subsidence coefficients from all test sites on their locations relative to the edges of their respective panels yielded a third-degree polynomial equation. The results from additional longwall panel studies, not included in the regression analysis, were used to prove the validity of this method. To facilitate the use of this precalculation methodology, a computer program was written in BASIC for use on a personal computer.

The autonomous control of vehicles interacting forcibly with their environment, such as dozers and tractors, is an unsolved and challenging problem. Forces and motions are inherently coupled between the tool and the means of vehicle propulsion. Furthermore, they are often operated within uncertain and unstructured environments, such as those encountered in underground mining. There is a growing industrial interest in the development of robotic vehicles to improve productivity, efficiency and safety in mining and construction. This paper focuses on the modeling and control of autonomous robotic dozing for a material removal operation. A dozing process model has been developed based on observations of both a fullscale dozer and a scaled-down version. The model characterizes the dynamic interactions between the blade position, material accumulation on the blade, material distribution in the environment, and the motions of the dozer. The dozing control objective is to remove the loose material as rapidly as possible by driving forwards at full power while automatically raising/lowering the blade in response to sensor measurements. Two different controllers were developed to meet this objective. The first controller is based on a set of heuristic rules, and the second is an optimal controller based on the dynamic model. An instrumented scaled-down robotic dozer and dozing environment, designed to emulate the full-scale operation, are used to implement the controllers and compare their performances over multiple dozing passes. Experimental results are presented showing that the model-based controller increased the material removal rate by 33% compared to the rule-based controller. Lastly, technologies for full-scale implementation are discussed, followed by proposed future work and conclusions.

Recognizing the dynamic nature and possible range of toxic concentrations in the impending fume cloud prior to undertaking explosive blasting can reduce potential hazards and mitigate related incidents. The scaled cloud model was formulated to predict the relevant (major) toxic components in fume clouds released by nonideal mining explosives used for surface blasting. Natural turbulence unceasingly disperses the toxic molecules, widening (inflating) the fume cloud while diluting the concentrations, ultimately rendering nonhazardous conditions. The threshold cloud size depends upon the type and quantity of total explosives used and the cloud's thermodynamic condition. Though the scaled theory works for fume clouds with irregular (odd) shape, an equivalent upright cylindrical form is useful for rendering simple riskhazard scenarios. The cylinder's projection downward on the underlying terrain yields a circular 'shadow' marking the region threatened, thereby permitting a rough estimation of the potential hazards, were the cloud to settle down there. Wind causes the cloud to drift while it expands, so the shadow travels while it grows, until the risk hazard process is truncated at the nonhazardous threshold. The overall relative fume toxicity (RFT) is taken from the traditional Russian RFT rule, which utilizes only the two fume components that tend to dominate the resultant toxicity: carbon monoxide (CO) and total nitrogen oxides (NOx). Tabulated constants that characterize the fume spectrum in the cloud model were resolved for ammonium nitrate (94%) with fuel oil (6%), ANFO-94/6, using a refined thermodynamic work-principle. Comparable results were found with the reduction factor technique, when test results from the underground fume chamber were readjusted to reflect nominal field shooting conditions.

Mechanical properties and optical metallographic characteristics of vanadium containing 53 ppm (wt) H were investigated from, 77° to 298°K. A sharp ductile to brittle transition induced by the presence of hydrogen was observed between 238° and 223°K and a mar-tensitically formed hydride appeared at 200°K. While there appears to be a subtle relationship between the hydride formation and the ductile-brittle transition, it was concluded that the hydride per se was not sufficietzt to cause the severe em brittletnent. On the basis of the metallographic experiments and the results of a Petch analysis it is suggested that the mechanism of the embrittlement involves a reduction of the true surface energy, or cohesion, of the uanadiunz. THAT hydrogen can severely embrittle vanadium is well-documented;'-5 however, the mechanism by which hydrogen induces the observed embrittlement has not been established. It is not known whether the embrittlement of vanadium is caused by the formation of vanadium hydride or by a more subtle role of hydrogen. Until very recently6>' the solid solubility of hydrogen in vanadium at temperatures in the,range of the embrittlement was not known to a useful accuracy. In general, a severe embrittlement of the type produced by the presence of hydrogen in vanadium can be caused by changes in either of two properties of a metal. Either the yield stress of the metal is raised to the extent that plastic deformation at the tip of a crack cannot occur or the cohesive properties of the metal are reduced, at least locally, to the point at which cleavage is the natural response to applied loads. Of course a combination of these is possible. It is not known which of these properties of vanadium is influenced most by the addition of hydrogen. The purpose of this investigation was to determine the role of hydrogen in the embrittlement of vanadium. Accordingly, the solubility of hydrogen in vanadium in the temperature range where embrittlement is most severe was determined, the appearance of vanadium hydride was examined in relation to the initial ductile to brittle transition temperature, and an attempt was made to evaluate the effect of hydrogen on the yield stress and cohesive properties of vanadium. MATERIAL AND PROCEDURES Sample Preparation. The vanadium used in this investigation was prepared by the iodide refining process described by Carlson and owen.' Three ingots, 3 in. diam by 6 in. long, were cold-swaged to 0.096 in. diam, cut into short lengths, and then arc-melted under purified argon into one ingot. This process was repeated to insure a uniform composition in the final ingot. Chemical analysis of the metal is given in Table I. On the basis of work of Loria et a/ .' the following sequence of treatments was performed in order to obtain a uniform equiaxed ultimate grain structure: a) cold swage q-in.-diam ingot to 0.230 in. diam; b) anneal 6 hr at 1000°C in vacuum; c) by cold swaging reduce 81 pct in area in three steps: 0.230 to 0.187 in. diam, 0.187 to 0.150 in. diam, 0.150 to 0.096 in. diam. This sequence provided the desired grain structure after subsequent annealing treatments. Because annealing in evacuated quartz capsules resulted in contamination by oxygen, all anneals in this investigation were performed in a 304 stainless-steel chamber under a dynamic vacuum of 10- I Torr with the vanadium wrapped in tantalum foil. Prior to all annealing treatments the wires were electropolished for 1 min at 16°C in an 80 pct methanol-20 pct sul-furic acid electrolyte at 12.5 v. Following the final reduction the 0.096-in.-diam wire was cut into 2-in. lengths. A 1-in. gage section was reduced to 0.090 in. diam by electropolishing as above. Five different grain sizes were obtained by annealing the 2-in. samples at different temperatures for 8 hr to insure uniform grain size and residual hydrogen removal. The purpose of this study is to develop designs to facilitate and accelerate auger rotation stoppage (and auger rotation start up so as to promote auger disengagement during auger miner repositioning) and to provide a time delay and warning signal prior to auger start up to permit any miner s near the augers to get away from the augers before they start rotating. In the underground coal mines in the U.S., there are four auger miners that are currently in use. They are the Jeffrey 100L (see Figure 1-1) and 100M (see Figure 1-2), and the Wilcox WCM and the MK20A (see Figure 1-3).

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. The accurate prediction of mine profitability is essential for success in the present minerals market as is the ability to quantify the influence/of variations in revenues and costs on cash flow. A menu based spreadsheet template has been developed to determine annual cash flow, maintain depreciation schedules, and estimate labor and operating expenses. Sensitivity analyses may be conducted to determine the effect of productivity upon mining costs and the effect of selling price escalation upon rate of return. The advantage of this approach is that it can be used by a wide variety of professionals without extensive computer experience.

R. L. LOOFBOUROW 26.1-WATER FLOW, USE, EFFECTS, CONTROL Sec. 4 discusses ground water as a mineral resource. This section deals wits its control. 26.1.1-IMPORTANCE Flows of water have an important effect on the cost and progress of many deep excavations. The existence of water limits the methods which can be used in some and presents hazards in others. Lowering the water table may reduce the flow of springs and wells, with legal liability. Some mine water is used directly, some must he treated before discharge, and some contains dissolved solids which can be recovered profitably. Loss of life, property and production from flooding is grim, yet scores of mines have worked safely for generations under ground-water reservoirs, lakes and even the sea. The need for better control of mine water is measured by the severity of recent floodings, concern with the quality of the effluent, and direct and indirect costs of working wet ground. There are improvements in freezing in shaft sinking. pumps and their controls, treatment of mine water before it is pumped, bulkhead construction and certain efforts to reduce inflow. 26.1.2-PUMPING COST VS. COST OF WET WORK Direct operating and capital costs of pumping are more evident than indirect items, such as provision of extra standby power and maintenance facilities, The total of all these items is the cost of pumping water from an excavation. This is only a part of the extra cost of working wet as compared to dry ground. Less productive methods, less efficient equipment and more expensive explosives may have to he used in wet work. Wet rock plugs certain equipment. Maintenance is higher and labor less efficient. The cost of any means of keeping work drier should he weighed against the higher cost of working wet. The true difference in the cost of working wet ground, compared with dry, probably is known at only a few places (see checklist of cost items. Sec. 26.4.13). An extreme comparison of mining wet and dry ore is available from Ambrosia Lake, N.M. (Fig. 26-1). Between 1963 and 1967, a wet and a dry mine were worked by the same company under conditions otherwise comparable. Average operating cost at the wet mine, pumping 1,600 to 1,800 gpm. was $16.06 per ton of ore. The comparable figure for the dry mine was $7.50. Principal differences included the fact that the wet mine was worked from drainage levels below the, ore with rail haulage, the dry mine in the ore with off-track equipment loading and hauling to the shaft. In the wet mine, ore packed in chutes, cars and skips and froze in surface bins, stockpiles and trucks. Wet-mine costs included drilling drain holes, building and maintaining ditches and pumping water containing abrasive solids.

"In the raw aluminum production processon electrolyzers with self-baking anodes, during technological operations, flow-regulated treatment and adjustment of the electrolyte chemical composition produced by diesel and floor-rail technology, alumina and fluoride salts are spilled through the ventilation grilles of the electrolysis body aeration channels, leakage in the equipment, machinery and motorized machinery construction elements. As a result of this, a part of the bus station and the level of ± 0 (the basement room with supporting curbstones and columns, on which electrolyzers are installed) are covered with technological raw material. This leads to an increase in the conductor (bus) resistance, contact connections deterioration, cell insulation failure and raw materials loss. For example, at the enterprise ""Rusal-Bratsk"", as a result of the activity, up to 420 tons per month of alumina-containing wastes that are unfit for use in the electrolysis process are formed due to the alumina substantial contamination with salts of iron and silicon, which significantly reduces the technical and economic parameters of the electrolysis process. The main scientific problem is the processing (cleaning) of alumina-containing waste having a complex mineralogical composition of the material, its contrast and structure, from oxides of iron and silicon, using ""dry"" separation methods. In the performing the work process, qualitative indicators of the influence of external factors (air humidity, precipitation, sunlight, temperature difference) on the physicochemical processes components interaction during the raw materials storage are established. On the basis of laboratory tests, it is established that alumina-containing raw materials can be separated and photometric and gravitational separation methods used. A mathematical model of the motion of particles of primary and prepared alumina-containing raw materials in a cascade-gravity classifier was developed. The criteria and factors characterizing the alumina-containing material, as well as influencing and determining the maximum material enrichment, are established."

GENTLEMEN OF THE COAL MINTING INSTITUTE: I was requested to write an article on mining a short time ago; however, the time has been so short that I have not had time to prepare an article as I would like to have presented it to this body. In writing this article it has not been my intention in making comparison of various mines, to favor one or discredit the other. I hope it will be considered in that light. The coal mining industry as I have seen it in the past, at present and in the future. In years gone by large tracts of coal land could be obtained at a very small cost, and as yet coal land may be purchased at a reasonable price in this country, but I believe the time is near at hand when the methods of mining will have to be changed greatly in this country. Many changes have taken place-in the last few years, some of them have been forced by law, others by the coal operators themselves, after being convinced that the changes made were for their own benefit. During my 20 years in the mines I have seen thousands and thousands of tons of coal lost that could have been saved if proper methods of mining had been used. The Room and Pillar system of mining coal is none. too good at its best ; a certain per cent of the coal is always lost, yet it is about the only system that can be used under certain conditions, but where the Longwall system can be used I believe it is the best system yet introduced. If the Longwall system is used' there is no coal lost. You get it all as you advance with the workings. Some coal operators object to the Longwall system for several reasons, and most of the reasons they advance are not founded on facts. For instance some of them claim it is too expensive. I will admit that the cost per ton is a little higher in Longwall than it is in Room and Pillar as a rule for the amount of coal' mined, but after the Room and Pillar mine is finished as a rule there are thousands of tons of good coal lost, for the simple reason that it cannot be mined at a profit. In many cases if the same mine had been operated on the Longwall system every ton of saleable coal could have been mined at a fair profit, and in the long run would have netted the owner much more money than it did under the Room and Pillar system. The Longwall system has been in operation many years in Europe and especially Great Britain, and is the most approved of systems in many countries at the present time. Millions of tons of coal have been saved by its use in those countries. It is claimed that the Armour Packing Company loses nothing but the squeal of the hog when it is killed, and doesn't allow it to squeal much. Why lose coal if the Longwall system of mining will save it? The Longwall mine is far more easy to ventilate than the Room and Pillar mine; the air has a much less distance to travel for the same amount of working face in Longwall than it has in the Room and Pillar.

In many experiments involving electropolishing such as electropolishing during deformation and electrothinning of deformed metals for electron microscopy, it is usually assumed that the specimen temperature is the same as the temperature of the polishing bath. In order to test this assumption, the interior temperature of aluminum single and polycrystals was measured while they were being electropolished. Specimens were 1/4 by 1/4 by 6 in. and were of 99.99 pct purity. A small hole 1 in. deep was drilled axially at one end of the specimen so that a copper-constantan thermocouple could be inserted. The electropolishing solution was 4 parts methanol (reagent grade) and 1 part perchloric acid (70 pct). The electropolishing was performed using an apparatus shown in Fig. 1. The electropolishing solution was stirred by a motor-driven stirrer and was cooled to —5°C with a mixture of methanol and dry ice. Electrolyte temperature was measured and remained at -5°C during the electropolishing. Current density of 0.3 amp per sq. cm was used. When the current was turned on, after about a 5-sec delay, the temperature began to rise rapidly until it reached 65°C. The purposes of this paper are to describe the use of adjustable cut and draw tools as a control test of drawing properties and to point out that no other well-known test or combination of tests determines this quality in zinc and zinc alloys. Rolled zinc has been used for making drawn articles, particularly battery cans, for many years. The development of rolling treatments satisfactory for these purposes followed the usual course of trial and error experimentation depending upon cooperation with customers to determine what type of material was suitable. A quick test of drawing quality was highly desirable, of course. Scleroscope hardness and temperll having no apparent relation to drawing quality, were used simply to check the duplication of rolling treatment and grade of metal. The dynamic ductility1 test, on the other hand, was believed to be so like the drawing operation as to provide a reliable index and came to be taken as the criterion of good drawing properties. Faith in this test was strengthened by the fact that metal having the highest ductility was more satisfactory for operations, such as the manufacture of battery cups, that required several redraws. No distinction was made at that time in specifying metal as to whether it was to be subjected to simple cut and draw, redrawing or forming operations. It developed, however, that in some grades of metal the highest ductility did not coincide with the most satisfactory quality when the material was used for a single draw. When zinc-base alloys, with their wider ranges of effective rolling treatments, came into increased use, their dynamic ductility and drawing quality appeared to have no connection whatever. Furthermore, comparisons of known drawing quality with other physical properties of the metal, including tensile strength, elongation and dynamic cold bends, were fruitless in yielding any clear relationship. Almost any test value produced in one piece of metal could be duplicated by another rolling or annealing treatment with attendant different drawing characteristics.

Although ASARCO Incorporated, the only domestic producer, had terminated copper smelting operations and associated recovery of byproduct arsenic trioxide at Tacoma, WA, in 1985, it shipped small quantities of both trioxide and metal from its remaining stocks in 1986. Imports for consumption of arsenic trioxide increased significantly, owing to increased demand for arsenical wood preservatives and the decrease in domestic shipments of trioxide. Prices remained unchanged throughout the year. Development of gallium arsenide integrated circuits, important in advanced military and commercial electronics circuitry, continued to gain momentum during 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide and metal from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

"Geochemical characterisation is done based upon the geology and metallurgical batch testing prior to commencement of the operation of the plant.  Tailings repository design is based upon geochemical assessment of the waste material, as well as the geomechanical issues associated with storing the waste. The resultant conceptual and detailed design is incorporated into the environmental impact statement (EIS), upon which mine approval is based. The entire environmental monitoring and harm mitigation program, which is usually a condition of the Mine Lease approval, is based upon the applicability of the original characterisation.Tacit to this process is that there is no change in the geochemistry of the tailings, i.e. no change in the implications for acid & metalliferous or saline/neutral mine drainage (AMD/SNMD) generation. But any changes in milling and processing can have a substantive impact on the geochemical behaviour of the tailings metallurgy, and potentially render an operation non-compliant within the conditions of the mine license.Environmental and statutory approval implications for continuous improvements of metallurgy need to be understood because unintended consequences could cost more than the benefits of the improvement, and in some cases cost more than all the profit made from the mine.  Examples uncovered during audit and consultant practice will be presented together with a process to ensure implications for adverse environmental harm and license conditions are fully considered.*This paper is only available for individual download.
