"Built in 1940’s to provide a key roadway arterial between New York and Boston, the Heroes Tunnel is the only highway rock tunnel in the state of Connecticut and is part of the Wilbur Cross Parkway. This 365.0 m long tunnel consists of two barrels, each with two lanes of traffic, and carries over 71,000 vehicles per day. For nearly 70 years, the tunnel has seen millions of vehicles pass through but time has taken its toll and now the tunnel lining, ventilation system and radial section joints are significantly deteriorated and in need of rehabilitation. Owned and maintained by the Connecticut Department of Transportation (CTDOT), CTDOT initiated a unique managed approach to mitigate the risk, social impacts and financial implications associated with rehabilitation of this tunnel. This new approach consists of performing field inspection and conducting a comprehensive study to explore six rehabilitation options, including construction of new tunnels and enlarging the existing tunnels. The main criteria for this study are: Impact on traffic and the resulting delay cost; Construction cost; Construction duration; and Construction complexity. This paper will present the results of the alternative study. PROJECT BACKGROUND Location and Importance Heroes Tunnel is located in the State of Connecticut within the Town of Woodbridge and the City of New Haven near the Town of Hamden border. Heroes Tunnel is the only true highway tunnel in the State of Connecticut. The tunnel is part of the Wilbur Cross Parkway (Route 15), a scenic connection between Hartford and New York. Originally constructed and opened to traffic in 1949, the tunneled portion of the parkway passes through the West Rock Ridge. The tunnel was originally named West Rock Tunnel, but was re-designated as Heroes Tunnel in 2003. Route 15 is a vital roadway within the State transportation infrastructure. In the vicinity of Heroes Tunnel, Route 15 carries approximately 71,000 vehicles daily. Locally, Route 15 provides access to residences, shopping centers, and points of interest, as well as other state roadways. Regionally, Route 15 connects New York to the Hartford area and serves as an alternate expressway route to I-95 and I-91. The tunnel is approximately 365.0 m long and passes through the West Rock Ridge. West Rock Ridge is an 11.3 km long rock ridge located on the west side of New Haven. A network of suburban streets abuts the mountain on all sides and a seasonal paved park road climbs to the crest of the ridge. Figure 1 depicts the tunnel topography and location."

3900 Yonge St. was not a typical site on which to build a condominium apartment. A steep hill covered the majority of the site. In order to use as much of this site as possible, the rear of the building was to have nine stores cut into the face of the hill. A permanent shoring system was required as the building structure was not designed to provide sufficient stabilizing elements to support the total earth pressure. The total excavation depth required was 36 m (120'-0") with the upper 12 m (40'-0") to be backsloped. The vertical face of soil to be supported was 24 m (80'-0'). The shoring system originally designed by the Structural Engineer was to support this face by installing soldier piles and inclined earth anchors. During bid preparation it became evident to us that the system as designed would be difficult and expensive to install due to wet soil conditions. An innovative design was required to overcome these problems. Anchor Shoring hired John Stephenson Consultants Ltd. to aid them in accomplishing this goal. After extensive investigation together with The Trow Group, a unique design was proposed which provided a practical solution to the shoring problem.

The objectives of this effort were to: 1) Develop and validate start-of-shift operational inspection procedures to be used by operators of mobile, self-propelled equipment used in surface mining operations; 2) Evaluate user acceptance of the developed procedures; and 3) Recommend methods and media for presentation of the developed procedures to the user population. Mobile, self-propelled surface mine equipment requiring start-of-shift inspection was identified. Subsystems amenable to operational inspection were identified. The procedures addressing all safety critical subsystems on each equipment type were then developed and validated. The inspection procedures developed were those that could be performed largely from the operator's station. User acceptance was evaluated during on-site data collection visits to surface mines. Representatives of the user population reviewed the procedures and were then interviewed. Recommendations for the methods and media of presentation to the user population were developed from information obtained in: 1) Review and analysis of instructional technology literature applicable to this area; 2) On-site data collection; and 3) Analysis of the working environment and characteristics of the user population.

Surface wave formation induced by a high-strength submerged jet in a bottom blown metallurgical vessels has been studied experimentally by using one-seventh water model of CLU (Creusot-Loire Uddeholm) reactor with two different tuyere configurations. Experimental results have been discussed in terms of the wave period, wave frequency and wave amplitude with respect to air injection rate and tuyere configuration at a 0.23 m bath height. The results from high speed photography observations displayed the formation of rotating surface waves which circulates within the water model. It was found that the frequency and the amplitude increased with gas injection rate. The wave period for off-centre nozzle orientation was found to be lower than those of the centre configuration. The experimental results also showed that the frequency of a rotating wave increases when the tuyere orientation becomes off-centred . The predicted amplitudes were in very good agreement with the experimental values over a range of gas flowrates between 0.00599m 3/s to 0.01081 m 3/s.

"Rarely in our technological society does the discovery of a new class of inorganic materials result in such a wide scientific interest and kaleidoscopic development of applications as has happened with the zeolite molecular sieves." That opening sentence in a landmark volume on zeolite molecular sieves by D. W. Breck (1974), is, if anything, an understatement. Zeolites were recognized as a new group of minerals in the 1750s, but it was not until 1930 that the first analysis of the crystal structure of a zeolite mineral was made. In the late 1940s research workers at Union Carbide Corp. began a program of zeolite synthesis and study which has resulted in one of the major research achievements of all time. Naturally, with the vast research and development efforts devoted to the synthetic molecular sieves, Union Carbide became concerned in the mid-1950s about its position should minable deposits of natural analogues be discovered. Zeolite minerals have diverse origins, and even a brief discussion of these is beyond the scope of this paper. The early work on zeolites was confined to igneous rock occurrences (e.g., amygdules and veins) which were formed by "space-filling;" these crystals tend to be euhedral, thereby rendering them appealing to both mineralogists and collectors. During the first year or so of Union Carbide's exploration (which began in mid-1957) attention was devoted solely to such igneous, occurrences. A landmark paper by Bramlette and Posnjak (1933) heralded the potential significance of the occurrence of zeolite minerals as alteration products of vitric ash and similar materials. In the summer of 1958, full attention was directed by Union Carbide to the search for deposits of this type in the western United States. Since then, such exploration has been continuous by both commercial firms and private parties. The future economic potential for natural zeolite deposits seems to be restricted to those of the "open-and-closed system" types as described by Sheppard (this chapter). Therefore, this and the following discussions will concentrate upon these types; the other types of zeolites in sedimentary rocks (e.g., deep-sea sediments, burial metamorphic, and hydrothermal) will be, for the most part, ignored. Despite the relative cheapness of natural zeolite deposits as compared with the cost of synthetic molecular sieves, there has been minimal development of zeolite mining in the US over the past 25 years or so. Mumpton (this chapter) discusses the present commercial utilization of natural zeolites and their future potential in detail, but perhaps the following will serve as useful background. In the early days of synthetic molecular sieve research and production, the efforts were concentrated largely upon such high-value applications as physical separation of components in a stream (based upon molecular size and geometry) and in catalysis. Due to a number of reasons (some of which are difficult for an outsider to understand), natural zeolite ores (beneficiated or not) have not made substantial inroads upon the use of the higher-priced synthetic molecular sieves for the foregoing applications, but this is not to say that such a condition will exist forever. When examining a coal property it is customary for the engineer to take channel samples at several coal faces. In doing so the extraneous matter, or partings, which can be removed by hand, or mechanically, with the facilities at hand, or proposed, is rejected. Where there is doubt concerning a stratum it is usually rejected from the main sample but part is taken for separate analysis. The samples are forwarded to a chemist for proximate analyses and determination of British thermal units, and, sometimes, ash fusion. Consideration is given all available commercial analyses but frequently the owner presents only the favorable ones. From the results thus obtained a general evaluation is made, monies are loaned or expended, markets are determined, and realization is estimated. In many instances, such grades are not substantiated and it is time we looked deeper for a basis which will prove more practical. Institute committees are working hard on analytic and use classifications and much valuable information has already been assembled and distributed. However, no single grade can be applied to any particular bed or region. Much study has been given the Pittsburgh No. 8 seam, yet that bed is subject to material differences in a single section;i. e., some strata of a face may differ from others in structure and analysis, particularly in sulfur content. From some localities it yields a good carbonization fuel, while in others it is chemically unfit for such use. Traveling south to the Logan, W. Va., field we find the Cedar Grove (Island Creek) seam a hard, gray splint coal., In the same field, and not far distant, the same bed changes, both structurally and chemically, and consists of excellent gas coal. In Illinois the moisture content of a bed may vary greatly in different localities. We have seen mines in which part of the coal is excellent for special purpose use but is spoiled by the product from another part of the same mine. Many other illustrations could be given but these are sufficient to show that application of any grading of coal must be distinctly local. In the past five years, there has been an evolution in the assessment and control of mining risks in the New South Wales coal mining industry. This change has involved the development and use of structured, systematic, team-based risk assessment exercises to identify, assess and control unacceptable risks to people, equipment and production. The outcomes have improved the management systems in the mine. This paper discusses the evolution of the risk assessment approach in equipment design and mine operations, as well as the specific risk assessment methodology. The paper also presents the reactive side of risk management, the method of investigating failures in the management system, usually referred to as incidents or accidents.

In open stope mining borehole deviation is one of the main factors affecting the blasting results. Though previous research has identified some actual deviation patterns, these studies are unable to relate the hole deviation pattern with the blasting results and therefore it is not possible to modify the design or take remedial measures based on the prediction of the blasting results. An alternative to the conventional method for borehole surveying is the in-hole probing techniques. With their inherent errors, it is important to evaluate these surveying systems under conditions of different mine sites. The lack of available assessment methods has limited the application of these techniques. In this paper some of the characteristics of the actual hole deviation pattern are discussed based on data from surveying production holes in six stopes. A method of predicting the blasting results is proposed by considering the borehole deviation pattern. Based on the prediction stope design can be modified or further surveying is carried out to improve the blasting results. The tolerable error is introduced to relate the surveying error with the drilling pattern and therefore it is possible to assess various in-hole-surveying techniques.

An increasing number of gold and silver mining operations are employing cyanide solutions to effectively dissolve silver and gold from finely disseminated ores. Many of these operations use small, packaged processing systems like the State of Maine filter system, which employs zinc precipitation of gold and silver. Solution-clarifying filters in these systems become blinded with calcium carbonate (CaC03) scale and require frequent (every 2 to 10 days) dismantling of the filter units for acid cleaning, This is a hazardous operation as it is not compatible with the alkaline cyanide leach solutions and may result in the evolution of toxic hydrogen cyanide (HCN) gas during cleaning and during any accidental acid spill. The Bureau of Nines has investigated an alternative, nonacidic method of cleaning blinded State of Maine filters that employs ethylene- diamine-tetraacetic-acid (EDTA) type chelating agents to dissolve the scale. In situ cleaning of a 150-st/d State of Maine filters with EDTA- type chelating agents was successfully demonstrated. Greater than 90 pct of the CaC03 scale was removed in about 10 min with circulation of 31 L of 2.5-pct-EDTA solution through the filter unit. The EDTA cleaning method not only eliminates the cyanide hazard in filter cleaning but is advantageous from the standpoint of operating costs and productivity.

Not so many years ago the reason for an inadequate result from a geophysical survey was insufficient data or poor quality data. In many instances such as gravity, magnetic and radiometric surveys, both these constraints are vanishing or have vanished. High quality sensors, improved data storage, accurate differential GPS and top quality interpretive software now enable the interpreter to understand not just the cause of the anomaly but the host environment in which it resides. Examples of potential field data and also data provided by the more complex electromagnetic systems, from Australia Ghana, West Africa, are used as illustrations.

The Dominion Coal Board was created by Statute passed on July 17th, 1947, and was brought into effect by proclamation on October 21st, 1947. It is, consequently, a comparatively young body, having been in existence for only eighteen months. Before dealing with the constitution and duties of the Board, it may be well to answer the unspoken question of why it has been considered necessary to single out coal as one specific mineral requiring the continuous attention of a specially created permanent Board. In Canada, coal has been the neglected sister of the more spectacular minerals and it comes as a surprise co many to note that in 1948 the value of the coal produced in Canada was higher than that of any other mineral with the one exception of gold. Coal touches upon our daily lives in many different places of which the public are not generally conscious. As household fuel, it is a necessity of life in this northern climate; as a source of steam, it provides the heat for most of our industries; it is the food of the 'iron horse' chat shuttles our persons and our goods across the land; it is the source of power in many parts of the country; it is the chemical reducing agent chat, in our furnaces, transmutes the metallic oxides to the virgin metal. Coal is, in fact, the indispensable mineral chat forms the corner-stone of our present structure of industrial civilization. Is it, then, such an odd thing that the provision of an adequate supply of coal should be a matter of national interest or that measures should have been taken by government co provide for a constant watch, by a permanent Board, on the supply of co al? ? The Board is the result of the recommendations of the Royal Commission on coal which made a long and detailed study of the Canadian coal problem. It is composed of a permanent Chairman and six part-time members, most of whom have had intimate contact with various phases of the industry.

Production engineering has continued its rapid progress during the past year. Many engineering efficiencies long practiced in other industries are being rapidly accepted by the oil industry, and every branch of development and production work is undergoing study that is reducing the time and hazard in the drilling of wells even for greater depths, is securing better service from equipment, and is obtaining greater ultimate recovery from the reservoirs. Deviation of Drill Holes Deviation of drill holes probably has attracted greater and wider study than any other subject. Until about one year ago it had been given little attention. Some California operators knew the common magnitude of deviation, but Mid-Continent operators hesitated to believe that holes could be drilled so crooked. The great emphasis and publicity given to the seriousness of the problem resulted in the design of many instruments to record the deviation by chart or photograph. Instruments which would give the direction as well as deviation were not generally favored because of the grave fears of the legal complications which might result if the bottom of a producing well should prove to be on a neighboring lease. With all the instruments available for determining deviation, the use of etching on a glass bottle by hydrofluoric acid is still the most common method employed. The beneficial result of this earnest effort to drill straighter holes is proved by a comparison of deviation of wells completed recently with those completed over a year ago. The time of this change is arbitrarily taken as Jan. 1, 1929, as at that time the operators were aware of the deviation which usually occurred, and most of them were making some effort to reduce it. "Introduction.The third annual mine-rescue maneuvers of the Globe-Miami District First Aid and Mine Rescue Association were held at Globe, Ariz., on November 5 and 6, 1923. The first demonstration was held in October 1922, and the results** from that experiment, both in the practical training and the interest aroused in the apparatus men, were so much more satisfactory than those from the ordinary smoke-chamber training, that Orr Woodburn, director of the Association, decided to hold similar maneuvers at frequent intervals. The second test was held on March 21-22, 1923, in connection with the meeting of the Southwest Mining Section of the National Safety Council at Globe.Place and Organization.The recent maneuvers were held in the same mine and conducted in the same general manner as the first, and the points of interest not brought out previously are described below. By studying the accompanying map the movement of the teams can be better understood.Thirty-three apparatus men were out on the first day and thirty-two on the second day, a total of forty-three men being trained.Mr. Woodburn was aided in directing the work by his two assistants from the mine-rescue station, two local safety engineers, and an engineer from the Bureau of Mines. Local mine superintendents and the State deputy mine inspector were interested spectators."

Location and History God's lake is in the northeastern part of Manitoba, about 400 miles northeast of Winnipeg, or about 250 miles due north of Red lake, Ontario. The lake is quite large, having an overall length of 54 miles and a maximum width of 18 miles. There are numerous islands in the lake, the largest of these, known as Elk island, being about 15 miles long and 3 miles wide in the widest part. The accompanying map (Figure 1) shows the location of God's lake and of the mine. The God's Lake area has long been regarded as promising country for the prospector, but, due to its inaccessibility, practically no prospecting was done prior to 1927. In the years 1927-1931, inclusive, a few prospectors visited the area, but no discoveries were made. In 1932, Bob Jowsey and Archie McDonald entered the area from Island lake. They first prospected in the vicinity of Knife lake, which is immediately south of the main part of God's lake, and then moved on to the latter lake, heading for the north shore of Elk island. The first afternoon on God's Lake, when looking for a place to camp on the north shore of what is now known as Jowsey island, Jowsey discovered a quartz porphyry dyke which was cut by a number of gold-bearing bluish quartz stringers. On the strength of this discovery, he and McDonald began at once to stake the Reno group of claims. Rumours of the discovery brought in other prospectors, and other groups of claims were staked to the east, along the north shore of Elk island. A second discovery was soon made by Dan McCrea on his Gold Standard claims, three and a half miles to the east of the original discovery. Staking still continued to the east, along the north shore of Elk island, and Bob Brown and Harvey McKenzie staked the Akers group on a discovery approximately two miles east of McCrea's discovery. Through the efforts of Jowsey, the Reno, Rand, Elk, and Cona groups, belonging to the original syndicate for which Jowsey and McDonald staked, were combined with the Gold Standard, Greenstone, and Akers groups, and the Company known as God's Lake Gold Mines, Limited, was formed. Several additional groups of claims were later taken over by the Company and a considerable area of adjoining ground was staked to round-out the property.

INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. The relationship of the technical and economic parameters can be formulated in an economic model and mathematical model with the aid of computers. The computerized models

A Hew melting technique has hem adapted to the rapid quenching of- alloys from the liquid state. The inelting method has no limitations on the alloys investigated for there is no reaction with crucible materials and the most refractory materials are easily melted. The vate of heating is so rapid that alloys which have a high vapor pressure constituent can be melted with a minimal loss in material. Several new superconductovs have been discoveved by vapid quenching of lolten alloys. THE rapid quenching of alloys from the liquid state has led to the discovery of many new metastable phases. The methods initially used were limited to alloys which did not react with crucible materials.1,2 There was also the unmentioned limitation in tem- perature. Alloys with melting points much greater than 2000°C could not be melted in the rapid-quench apparatus. Recently, there have been successful attempts to rapidly quench reactive alloys by Moss et at. and Matthias Moss et al. injected powdered material (325 mesh) into a high-temperature plasma and the high-velocity molten droplets impinged on a cooled copper plate. The technique innovated by Matthias was to melt the alloy in an arc furnace and splatter it against a copper plate by means of a high-velocity gas jet aimed at the melt. I) FAST COOLING APPARATUS The creation of a metastable phase in a given alloy system by rapid cooling from the melt is contingent on the quenching rate. Some alloys require very slow rates while other alloys require the ultimate in quenching rate. "Tell us how you got involved in mining and about your career path.My dad was a coal miner and my uncle was a metallurgist, so when I enrolled at Penn State’s New Kensington Campus, I chose the College of Earth and Mineral Sciences — exact majors didn’t get picked till the end of your sophomore year. Penn State New Ken had an associate degree in mining program and one of the guys in my carpool was going to take Mining 30 in the evening and the other guy (mechanical engineer) was also able to take an evening class. I didn’t want to break up the carpool, so I took Mining 30, complete with essay tests. I could write, so I did well, and the professor said I should go into mining engineering. Fast forward to the end of the next term at University Park, and I realized there wasn’t enough chemistry in mining. Switching to metallurgy would have meant another term at that point, so Dr. Lovell, my advisor, trotted me down the hall and to the next building and said I was a mineral processor. That stuck. I was a summer student at U.S. Steel Research between my junior and senior year and they paid for my master’s degree — all about clay and macerals in coal flotation. During that time, the steel industry tanked, and I thought a Ph.D. would be a good idea — I could always teach at the university level if I had those credentials. The Electric Power Research Institute had a Coal Cleaning Test Facility in Homer City, PA, and I conducted my Ph.D. research on rate and residence time in conventional coal froth flotation cells there and at a local cleaning plant. I went to work at the test facility in 1987 (later CQ Inc.) and stayed there until I started PrepTech Inc. in 1997. PrepTech offers some consulting services for coal cleaning plants and sells mineral processing equipment, mostly to coal companies. I can’t believe it’s been 21 years.And what about your SME career?Of course, I was a student SME member at Penn State. We used many of the SME books in class, so who wouldn’t want the student discount? While in Homer City, I became involved with the Appalachian Plateau Subsection of the Pittsburgh Section. We’d hold quarterly meetings with interesting speakers and had good attendance. I was the secretary. I’m still the secretary and also get the bank statements. We’ll need to close that out some time, but I guess I’ve been hoping for resurgence in the Indiana/Cambria/ Somerset area."
