Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

THIS has been a much-neglected branch of engineering. With the majority of industries labour is the chief item of trouble and expense. Anything that will reduce trouble and increase efficiency is well worth considering. It is only of recent years that any attempt has been made on a scientific basis to improve conditions sporadic attempts having been made from time to time, privately and by law. Some have been successful, others unsuccessful not necessarily the fault of those who initiated the ideas, though naturally mistakes were made in some cases for want of experience, but those whom it was desired to benefit were not always prepared for the change, and by their distrust hampered schemes instead of assisting them.Man power is generally more expensive than machinery, though there are exceptions, such as when a small amount of work has to be done in a place where machinery does not exist, and it would not pay to instal any or where labour is cheap, and skilled workmen are scarce as in some tropical countries. When machinery is first introduced it generally causes the suspicion that it will deprive men of their work. It may cause men to vary the conditions of their work, and in some individual cases, when men are unable to conform to changed circumstances it may result in a certain amount of hardship; but, after all, the less competent must not hold back progress for the general good. Besides, changes as a rule do not take place suddenly, so old hands can generally find work at their particular calling 'till nature requires them to retire. Using a constant developed by Nordlund, a conservative value for load-carrying capability of a DCIP pile is developed. The DCIP pile and method of installation is briefly described.

For a number of years the Bureau of Mines has been conducting an investi-gation of crude petroleum from producing fields in the United States and the Western Hemisphere and has published a series of reports on these fields. Analyses of crude-oil samples from some oil fields of Louisiana are given in Bulletin 291. Analyses Of 26 representative crude oils from various producing formations of southern Louisiana are given in this report. These samples are from 14 fields in 10 parishes in the southern part of the State, usually designated as the "Louisiana Gulf Coast area."

In blasting, an optimal muckpile size distribution can be found in terms of mining and milling productivity and cost. Fragmentation control requires a means of modeling and evaluating blast results. A principle problem in the practical application of empirical blast fragmentation modeling is the evaluation of the muckpile's size distribution. Image analysis of video and photographic records of production size blasts at Cyprus's Miami and Thompson Creek mines is being used to provide data for estimating parameters relating fragmentation to blast design, energy factor and rock quality. The application of image analysis to the estimation of particle size distribution is reviewed with regards to the problem of fragmentation modeling.

Microprocessor technology has revolutionized the business community by placing tremendous computing power in the hands of the end-user for a very inexpensive price tag. The range of applications covers process control, to office automation, to personal computing capabilities. With the influx of this new technology, which these systems have to offer, also comes some unique operational and control considerations. But before we address these items, let us lay a foundation of common terms to be used throughout this presentation. Due to the rapid advances in microprocessor technology, where a new generation of computers is announced every two or three years, it becomes difficult to define a microprocessor system and have it valid for an extended period of time! Therefore, for this presentation, we will be dealing with a subset of microprocessors called Personal Computers or PC's. At the heart of a PC is a Central Processing Unit or CPU. The CPU performs the actual program and command execution. The programs dealing with driving the various peripheral equipment is referred to as the Operating System (for example: DOS : Disk Operating System, CP/M - Control Program/Microcomputers, etc.). The CPU is normally housed in an enclosure which contains power regulators, peripheral equipment interfacing 'cards', and expansion 'slots' to enlarge the capabilities of the PC system.

"Corrosion resistance of RE-Ni-W-P-SiC composite coating and 3 l6L stainless steel in corrosion media of H2SO4, HCl, H3PO4 and FeC13 solutions at different concentrations by means of immersion methods and anodic polarization curves obtained by DHZ-1 electrochemical synthetic tester and HDV-7 transistor constant potentiometer. Immersion experiment results show that corrosion rate of RE-Ni-W-P-SiC composite coating as-deposited in HCl solutions increases with the rise of HCl concentrations, on the contrary, the corrosion rate of the composite coating after heat treatment decreases with increasing the HCl concentrations the corrosion rates of the coatings as-deposited and after heat treatment in H2SO4 and H3PO4 solutions respectively decrease with the rise.of H2SO4 and H3PO4 concentrations the corrosion rate of the deposit as-deposited in FeC13 solutions decreases with increasing FeC13 concentrations, while the rate of the composite coating after heat treatment increases .with the rise of FeC13 concentrations.In addition, the corrosion rate of 3 l 6L stainless steel in the corrosion media of H2SO4, HCl, H3PO4 and FeC13 solutions at different concentrations increases with rising of concentrations. The present experimental study underlines the advantages of factorial design in environmental, geotechnical and waste management experimentation. A typical case study regarding solidification of metallurgical wastes is presented and the main effects and interactions of three main factors are determined in order to establish the optimum experimental conditions in terms of compressive strength. Finally, a regression equation that predicts accurately the real compressive strength of a specimen under various experimental conditions is derived.

Soda ash, anhydrous sodium carbonate, is produced from underground trona deposits occurring in the Green River Sasin of Southwestern Wyoming. Stauffer Chemical Company of Wyoming, a jointly owned subsidiary of Stauffer Chemical Company and Rocky Mountain Energy Company mines the trona and processes it into high-purity soda ash. Stauffer Wyoming has been in operation since 1962 with a current production capacity of approximately 2.2 million tonnes (2 million short tons) per year of soda ash. The Refinery has five parallel operating trains utilizing the monohydrate process which is a series of chemical processing unit operations described below. Screening and Crushing the Trona The mined trona is brought to the surface in two counterbalancing ore skips. The ore is initially screened with Refinery feed, less than peagravel size material, entering the process while the oversize is conveyed to an outdoor stockpile.

In 1992, the Bureau of Mines conducted a mineral resource investigation of the 19,200-hectare Garfield Mountain study area in east central Idaho. The area had been proposed for Wilderness. Cretaceous-age quartzite and limestone conglomerates underlie the area's east half; thick travertine beds, as well as limestones, dolomites, sandstones, and volcanic tuffs occupy the west half. All the rocks have been faulted and folded as part of the Western Overthrust Belt. Two, enormous travertine deposits occur in the west end of the study area. The lower deposit, controlled by Faxe Kalk Inc., has at least 200 million m3 (cubic meters) of travertine resources. Most of their deposit is very bright with a high CaC03 content and a low insoluble residual percentage: thus it is suitable for use as a paper and paint filler. The upper deposit, owned by Idaho Travertine Corp., contains 100 million m3 of travertine resources; it is used for facing or dimension stone. Weathered travertine outcrops are buff to tan and locally vuggy. Bureau of Mines samples of' outcrops contained greater than 95% CaC03. Approximately 600 m3 of travertine have been quarried from the two deposits and used for facing stone. Four travertine quarries and two dozer cuts were examined. Faxe Kalk has 103 White Rock placer claims on the lower deposit; approximately one-half of the claims are within the study area. Idaho Travertine has the Limestone 1 and 2 placer claims on the upper deposit. A 4,647-m-deep oil and gas exploratory well was drilled on the east end of the study area without success.

The Bureau of Mines conducted bench-scale cyclic tests to determine the composition of recycled leach liquor in the Bureau?s proposed clay/HCl leach/ HCl sparge process for producing Al203 from clay. The data developed from these tests make it possible to synthesize leach liquors for predetermined steady-state operating conditions when conducting large-scale crystallization tests. The results of two sparge tests were compared. One was a 20-cycle test with a 36-pct-HCl concentration in the mother liquor; the other was a 10-cycle test with a 26-pct-HCl concentration in the mother liquor. The effect of impurity concentrations in the leach liquor on the purity of aluminum chloride (AlCl30?6H20) crystals was determined, but there was poor correlation between this data and results that have been obtained from miniplant-scale work.

Enhanced gravity separators such as Falcon concentrator which uses additional centrifugal force, are the most common gravity concentration techniques used for fine particles processing. Hence, understanding the kinetics and separation mechanisms within these separators is of paramount interest. Recent research yielded a predictive physical model for the Falcon Ultra Fine (UF) which however does not explain some results obtained with industrial ores. This study aims to identify the mechanisms involved in Falcon UF separation with the objective of confirming or rejecting the hypotheses on which the current model is built and suggesting potential points of improvement. The Falcon UF kinetics is investigated through the processing of complex low-grade and fine-grained ores from the Altenberg tin deposit (Germany), the Tabuaço tungsten deposit (Portugal) as well as a synthetic iron ore. Saturation tests are performed on the Falcon UF by controlling the separation efficiency in terms of recovery and enrichment ratio with time or feed mass. Results show an evolution of Falcon UF performance with time in contradiction with the stationary separation hypothesis on which the physical model is based. Observation of the concentrate bed suggests the presence of erosion figures in furrows which may play locally an active role in the separation. In terms of Falcon UF separation timing, three phases can be distinguished. First, upon initial feeding of the bowl, a bed quickly grows unselectively and ultra-fine particles are ejected from the bowl until the bed reaches its final profile. Next, actual separation occurs with selective concentration of dense particles. Finally, capture sites saturate and recovery drops. The evolution of partition curves over time confirms the existence of two separation mechanisms. First, differential particles settling within the flowing film responsible for the ejection of small size particles during the whole separation cycle which is already accounted for in the physical model. The second mechanism involved may be explained by the action of lift force, neglected in the physical model, which acts preferentially on coarse particles deposited at the surface of the bed resulting in coarser particles being rejected in the tailings. Hence, the addition of a lift force component to the existing model is suggested to account for this second separation mechanism.

T has been known for some time that both'inter-granular carbide and intergranular oxide phases cause brittleness in molybdenum. Parke and Ham' indicated that 0.0025 pct 0 present in molybdenum after solidification from the melt was sufficient to induce intergranular brittleness during forging. However, material containing 0.06 pct C could still be forged. However, adding this amount of carbon to insure deoxidation causes the formation of carbides on freezing. These carbides are precipitated at grain boundaries, and Rengstorff and Fischer' have shown they have an unfavorable effect on the room-temperature ductility of molybdenum. Take? in 1928 proposed that the solubility of carbon was a constant value of 0.30 pct from room temperature up to 1800°C. In 1935, Sykes, Van Horn, and Tucker' obtained X-ray data suggesting that the solid solubility of carbon in molybdenum was between 0.07 and 0.09 pct at temperatures from 1500" to 2100°C. The a-solubility line for carbon was included in the Mo-C diagram given in the Metals Handbook as a tentative line based on the data of Sykes, Van Horn, and Tucker. In order to determine the partial phase diagrams for these systems, it was necessary to construct a high-temperature furnace suitable for heat treating molybdenum at temperatures up to 4000°F. A molybdenum resistance furnace was built for this purpose in which samples could be heat treated in a purified atmosphere and quenched from any desired temperature.' Experimental Work Solubility of Carbon: Arc-cast molybdenum supplied by the Climax Molybdenum Co. and 18-gage molybdenum wire samples produced by powder metallurgy at the Fansteel Metallurgical Co. were used in determining the a-solubility line for the MO-C system. The cast molybdenum contained 0.032 pct C initially. Two lots of 18-gage wire were used, one containing 0.011 pct C and the other 0.005 pct C initially. All material contained a carbide phase as received. Fig. 1 illustrates the carbides found in the untreated material. Heat treatment in a purified hydrogen atmosphere was found to reduce the carbon content in the as-cast molybdenum. Purified argonT also decarburized molybdenum samples at temperatures above 3500°F; however, the carbon content remained constant during heat treatment in purified argon at lower tem- peratures. The argon was purified by passing it over titanium at 750 °C and then through a magnesium perchlorate drying tower. The hydrogen was purified by passing it through a commercial hydrogen deoxidizer, followed by a drying tower. Specimens having different initial carbon contents were heat treated in argon at 3500°F for periods ranging from 5 min to 5 hr and were analyzed for carbon. Samples of the same final carbon content had the same microstructures regardless of time at temperature. Furthermore, a gradient between center and surface in the amount of undissolved carbide particles present was never observed. It was concluded that at these low carbon levels, and at the high temperatures involved, diffusion proceeds so rapidly that the specimen is always substantially homogeneous in carbon content, in spite of the gradual loss in carbon. Based on the above findings, the following procedure was used to determine the carbon-solubility limit at 3000°, 3500°, and 4000°F. At each of these temperatures, a number of samples were heat treated, as shown in Table I, and rapidly cooled to room temperature. Since the samples lost carbon in proportion to the length of time heated, a series of samples were obtained of varying carbon contents. By use of a rapid cooling rate, the phases present at the high temperature were retained at room temperature. All samples were examined microscopically. "The subject of quartz occurrences in respirable coal mine dusts has been of increasing concern in recent years. The primary impetus for this concern has been provided by better measurement technology that has detected an increased number of mines with high quartz content in their respirable dusts. This paper presents the results of statistical analyses of quartz levels in multi-stage impactor samples from eighteen different coal mining sections located in Pennsylvania, West Virginia, Ohio, Illinois, Kentucky, Colorado and Ucah. The quartz and kaolinite determinations were then determined by combining impactor stage loadings to provide larger dust masses and applying the infrared spectrometry procedure outlined in Bureau of Mines/MSHA Method P7.The results will be presented using two categories of data collected during two separate phases of the research:(l) quartz concentration data from mines where quartz was known to be present in relatively high concentrations, and(2) quartz concentration data from mines chosen at random.The aspects of the occurrence of quartz in coal mine airborne dusts that will be reported include the size dependence of the quartz content, quartz variations with location in the mining section, and variations due to mining region. The results of the study show a strong pattern of size dependence of the quartz content in mines for which high quartz concentrations exist. A similar, though less pronounced, pattern exists in mines chosen at random. Quartz levels appear to have a varying relationship to section location and strong geographical patterns do not appear to exist in the data collected. Kaolinite content was found to be similar to that of quartz with patterns that are somewhat more consistent."

"With the purpose of decrease environmental impact, caused by industrial residues (just discarded in the environment) and clay extraction in the ceramic industry, sanitary ware wastes were incorporated into clay. In contrast, it is important to evaluate not only the technological essays but also gases emissions in the ceramic firing process. The pollutant gases emitted in ceramic with residues can be in much larger concentrations than that in a pure clay ceramic firing or, on the other hand, can decrease the pollutant gas concentrations. With the aid of thermal analyses and photo acoustical techniques it was observed that sanitary ware waste can reduce the C02 emission. The gas emissions were shown as in function of firing temperature from 300 DC to 1100 DC. In order to analyze phase transformations during the firing process, clay samples and wastes were both analyzed by x-rays fluorescent chemical analysis and x-rays diffraction.IntroductionResearch works on the structural and physical changes that wastes, mainly industrially produced, cause to the final ceramic product has been rapidly expanding in these last two decades. See, for instance references in [1]. In spite of these examples of a continuous effort to incorporate wastes into clay ceramic motivated by technical and economical advantages, environmental issues are still a matter of concern. However, the gas emission due to the clay firing process and its related atmospheric pollution may be enhanced as a consequence of an incorporated waste [2]. It is known that the firing of clay ceramics in conventional furnaces using fuels such as wood, charcoal, heavy oil and natural gas generates appreciable amounts of gaseous components, mainly carbon dioxide (CO2), carbon monoxide (CO) and methane (CH4). Additionally to the atmospheric pollution, these gas sets could be harmful to the human health and can corrode equipments [3,4]."

Methane is present in varying degrees in nearly all underground coal mining operations. At mixtures with air near 5-15% it is explosive and consequently since it is not usual for these levels of contamination to be reached in the general body of a mine ventilation system it is not unusual to experience it in specific places. On longwall faces the most used power loader is the shearer machine and because of its general shape, situation and operation it is likely that all the factors which are required to cause a frictional ignition can be present. This paper makes a general appreciation of the causes of these ignitions and methods which are and have been used to control these situations on and around these machines.

Flocculation is an important step in the treatment of coal preparation waste waters. The effects of polymer charge and molecular weight and solution pH and ionic strength on the adsorption and flocculation characteristics of a series of polymeric flocculants on some typical waste water constituents have been studied experimentally. The results indicate that the nature and extent of flocculation are strongly system-dependent. For the case of coal, both adsorption and flocculation behavior can be correlated with the polymer conformation in solution. For the mineral constituents, on the other hand, adsorption and flocculation depend also on the surface properties of the solid.
