In the 1980's the Canadian surface mining industry was confronted by declining competitiveness in the face of low cost foreign producers and alternative materials. Low metal prices undermined profits for many mining companies. Restructuring, rationalization, capacity reduction, technology transfer, as well as favourable currency rates and higher commodity prices, helped revitalize the industry by the close of the decade. Now in the 1990's, however, the need to improve competitiveness for profitability has re-emerged in greater intensity. In the current climate it is considered that there are three strategies available to industry to ensure profitability: continued rationalization and restructuring; optimization of operating practice; and technology development and transfer.

The problems for development are next four: 1) There were no outcrop of the coal bearing strata, but the development was instituted against the deep coal seam occurrence at 800 m below the surface. 2) In order to the coal seams occured the deep level from the surface, threr had very difficult problems, i.e. temperature, earth pressure, methane etc. The countermeasure to solved them, were foundation of the development. 3) The construction was afflict with the inundation in high pressure, due to cement grouting and excavating alternately, overcame the difficulties. 4) The construction was finished by the encourage of national investment, in spite of the enterprise was weaken constitution from the energy revolution since 1960's. Ishikari coal field is situated the west side of the Hidaka mountains, where runs north to south at center of Hokkaido, northern district of Japan. Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition. This paper proposes a simple two-parameter model for the typical inverse relationship between recovery and flotation concentrate grade. The model is based on the mineralogical limitations imposed by the material properties. One parameter (R*) describes the proportion of metal content which is floatable, and the other (b) is the rate at which the fastest floating particles are being contaminated by the other less valuable particles present in the mineral system. One significant feature of the recovery-grade curve is that initial recovery (i. e. R ? 0) is at the purest attainable mineral grade, (but as recovery rises the cumulative grade of the concentrate tends to the feed grade. The ideal recovery-grade curve for a particular mineralogical system can be obtained by release analysis: the release analysis curve determines the maximum or limiting separation efficiency. The model proposed in this work is similar to the linear recovery - cut-off grade model of Dell (1), but has the advantage of describing the whole curve.

The influence of Iscor coke and Delmas coal on the reduction of Mamatwan manganese ore to ferromanganese was examined by use of a variation of the 'stationary charge in controlled environment' (SCICE) technique. The charges of Mamatwan ore and the appropriate reducing agent were heated to temperatures between 1300 and I600 °C and either allowed to cool immediately the required temperature had been reached or held at that particular temperature for periods of up to ... hours. The heating rate was 350°C per hour, the particle size of the ore was between 2,83 and 12,7 mm, and the particle size of the reducing agent was between 2,83 and 6,35 mm. After being allowed to cool in air, the reacted charges were examined by optical microscopy, X-ray-diffraction analysis, scanning electron microscopy, and electron-microprobe analysis. No significant difference was found between the changes observed during the reduction of Mamatwan manganese ore by Iscor coke and by Delmas coal. A hypothesis is advanced to explain the mechanism of formation of the Fe-Mn-C alloy.

The mining industry has long been searching for an effective structural application that prevents weathering and falls of loose rock, debris, and sediment. J-Crete is a fiber-reinforced, engineered, cementitious composite rock application that is designed, tested, and successfully utilized as such a material. Laboratory evaluation of J-Crete material properties has shown the final compressive strength to be in excess of 7,300 psi (50.34 MPa), with 24 hour strength in excess of 1,500 psi (10.34 MPa). The flexural tensile strength is in excess of 600 psi (4.1 MPa) and is provided through a unique combination of polyvinyl alcohol (PVA) fibers activated by a proprietary liquid additive that prevents them from clumping and enables even distribution throughout the grout. Tensile bond strength in excess of 350 psi (2.4 MPa) at 28 day cure tightens the strata and holds loose material in place. Practically impervious to gas and liquids, J-Crete protects strata against long-term weathering, does not require screening to be effective, and has proven to be a successful waterproofing material. J-Crete has demonstrated the potential to alleviate coal mine roof cutters in soft, wet clay formations. J-Crete reinforces coal mine ribs by bonding directly to the rib, conforms to the strata, strengthens the rib, and eliminates sloughing due to long-term weathering; stabilizes coal mine entries by bonding directly to the brow and roof, and creates a monolithic shell with double reinforced corners.

The need to increase ore recovery and pillar stability caused the Magmont Mine staff to investigate the use of sandfill to accomplish both tasks. The use of hydraulically stowed classified mill tailings as a subsidence preventative will be discussed as well as the use of sandfill in pillar recovery and as a part of the regular mining cycle.

In 1955, the U.S. Army started to experiment in Greenland with tunneling in glacial ice and later in frozen glacial moraine. By 1960, long adits and experimental rooms had been successfully excavated. Full mechanization with coal-cutting machinery was most efficient in ice but drilling and blasting were necessary in bouldery moraine. In 1963, the U.S. Army Cold Regions Research and Engineering Laboratory, (USA CRREL; redesignated U.S. Army Terrestrial Sciences Center July 1, 1968) started a tunnel in the frozen silt of central Alaska near Fairbanks. The original adit of 360 ft (109 m) was successfully driven in the permafrost by a twin-rotor tunnel-boring machine, the Alkirk Cycle Miner. The workings were enlarged in 1966 and 1967 by standard mining techniques in which jackhammers, steam points, and augers were compared. A mechanical coal cutter was tried to supplement drilling and blasting. In 1968, airblasting techniques were used successfully for breaking out the frozen silt. All mine products were loaded mechanically and hauled by self-dumping shuttle car. Pneumatic methods of transport were tried for both dust removal and for conveying blast products up to 3-in. maximum size. Studies of the effects of natural winter ventilation through a shaft showed that tunnel closure could be reduced by lowering the adjacent ground temperature. It is concluded that underground openings in frozen ground should be cut and maintained at well below freezing temperatures to hold deformation to a minimum. HISTORICAL BACKGROUND This chapter deals with aspects of tunneling not previously discussed in the conference papers in this book. The chief differences are that the three tunnels lie entirely within frozen material and are relatively small, since they were constructed mainly for research. The slackening of activity in oil development in Colombia, which was noted in 1931, continued throughout 1932. In the producing fields output was further curtailed and active operations were substantially reduced. Exploratory work was at the lowest level reached in a good many years. Applications and Contracts for New Concessions The areas covered by the four applications accepted by the government in 1931 for concessions on national lands were not finally awarded the applicants, although the indications are that these will be granted during the coming year. iln application of Sr. Luciano Restrepo for a concession of 49,232 hectares located on the north side of the Sogamoso River in the Municipality of Bolivar, Department of Santander, was accepted by the Government toward the end of the year. The Government is expected to take action toward granting or denying this concession during 1933. The Richmond Petroleum Co. (Standard Oil Co. of California subsidiary) leased from Manuel Davila P. and Eduardo Villar a private tract known as the Fierro Arriba and Fierro Abajo lands located in the municipality of Victoria, Department of Caldas, near Honda. The terms of the lease provide for a cash rental and royalty. The company is allowed 10 years in which to start exploratory work. The lease covers a period of 15 years and is subject to renewal by periods of similar duration. Richmond Petroleum Co. The Richmond Petroleum Co. finally abandoned its Repelon No. 3 at 4312 ft., owing to drilling difficulties. No new hole was made on this well during the year. This was the only active drilling project in the country outside the Tropical Oil Company's concession, and with its abandonment all wildcat activities in the country ceased. During the electrowinning (EW) of copper significant quantities of highly toxic vapors (acid mist) are produced due to the liberation of oxygen at the cathodes. Acid mist affects the health of operators, the environment and plant infrastructure. Acid mist can be decreased to acceptable levels by a combination of physical means (e.g. ventilation, plastic spheres over electrolyte) and chemical surfactants that decrease the surface tension of the electrolyte, modifying the way oxygen bubbles burst at the surface of the electrolyte. However, only few chemical surfactants are compatible with electrolytic applications, and they are not always used due to their high costs. This paper describes the application of a novel surfactant of natural origin (commercial name Mistop®) to suppress acid mist in copper EW process. Mistop® contains triterpenic saponins derived from the Chilean quillaja tree Quillaja saponaria Molina. The product is non-toxic, and poses no risks to the environment or to EW operators. Mistop® was tested at a laboratory, pilot plant and industrial scale in the world?s largest copper EW production plant at Radomiro Tomic (RT), CODELCO, Chile. At a Mistop® dosage of 8-9 ppm, acid mist decreased below the value accepted by Chilean regulations (< 0.5 mg/m3). At this dosage, Mistop® represents and economical alternative to chemical surfactants, and it is currently industrially used at RT.

Major Project Blues Over the last two decades, almost every major project has suffered significant cost overruns, significant schedule delays, and/or poor quality work. Exceptions are rare and most projects that tout being ?On Time and Under Budget? have re-cast schedules, significantly modified scope or revised base estimates. The problem isn?t new. In the late 1980?s the Rand Corporation published a study showing that 80% of all major projects had significant cost and schedule overruns. The problem is not restricted to the Canadian environment, or to a specific industry. It is a global problem.

Al - 5.5 wt% Mg - 0.3 wt% Cu alloy strip was successfully fabricated by horizontal-type twinroll casting (TRC). For producing sound strips with no surface defect, the casting was conducted at various roll rotation speed, and the sound strip could be obtained at relatively low casting speed (3 rpm). The cast strip was homogenized at 450 °C for 10 hours, and then cold rolled with a reduction rate of 78%, followed by a final annealing at 450 °C for 1 hour. The annealed sheets showed good mechanical properties with approximately 330 MPa in tensile strength and 27 % in elongation, but exhibited strong anisotropy depending on the tensile directions. For the homogenized sheets, warm rolling was also conducted at 200, 300, and 400 °C. The tensile test results of the warm-rolled sheets showed that the rolling at medium temperature (300 °C) was proper to fabricate the sheets with relatively good mechanical properties and low anisotropy.

The University Link project extends Seattle?s light rail from downtown to University of Washington (UW). It includes 5.0 kilometers (3.15 miles) of twin-bored, 6.4 meters (21 feet) excavated diameter tunnels, and two cut-and-cover stations. The Capitol Hill Station (CHS) requires an excavation 170.7 meters (560 feet) long, 22.6 meters (74 feet) wide, and 22.9 meters (75 feet) deep. The University of Washington Station (UWS) requires an excavation of about 238.4 meters (782 feet) long, 21.3 meters (70 feet) wide, and 33.5 meters (110 feet) deep. The project is within the glacially diverse soils of the Puget Sound region, below groundwater. This paper highlights major station and tunnel design elements, including the approach to support of excavation at both station boxes, and the site staging requirements.

Safety conditions in industry have greatly improved over time. However, around the world, in Canada, and in each province or territory, people are still the victims of serious industrial accidents. The increasing safety of people at work then continues to be an imperative in industry today.<p> So how do we achieve a workplace where no one gets hurt? Well, in simple terms, folks need to be protected from unplanned exposures to equipment or energy sources that can do harm. If you think about it, all of our efforts in loss management and safety should then be directed toward avoiding these uncontrolled events. And it works! Our safety performance over the years has enjoyed tremendous improvement due to this support for loss management and safety. We now explore best practices toward achieving that next step in safety improvement.<p> As shown following, a large combination of loss management activities act together to support safety performance. Many of these activities are interrelated and some people have described them as the ?inputs? into an approach or program for achieving safety. Using this description, it follows that the ?outputs? of the program are some of the advertised measures of safety we see around us today, such as injury frequency rates. <p> It is asserted that a leadership focus to regularly measure safety and loss management activites (so-called ?inputs?), as a basis for taking supportive actions to ensure their effectiveness, is the basis for safety results (so-called ?outputs?) that consistently achieve high standards of excellence.<p> The concept of managing input activities, as enabled by effective measurements, can significantly act to transform our focus and priorities in the workplace. Supporting input activities like strategies, plans, or procedures with our best efforts will get us to our intended goals. Tracking outputs alone will not.<p> Safety and production have traditionally been cast as competing objectives. When both objectives are mutually supported and considered, however, people will invent ways of doing work that support both safety and production, and any other business parameter. When done right, innovation through meaningful involvement of affected people in the workplace will support safety excellence in a manner that in turn improves business efficiency overall.<p> For a workplace to be safe, it then requires everyone?s help and participation to make it happen, a collaborative effort by management, leaders, and frontline folks with the power and responsibility to take appropriate action at every level in the organization. In this way, everyone becomes a leader in safety.<p> The achievement of commitment to loss management input activities by folks in the workplace is the basis for attaining safety excellence. A workplace founded on commitment supports a safety culture with a vision for safe work performance at outstanding or world-class levels of achievement.<p> One may ask if injury incidents will be eliminated with this commitment and focus on workplace safety? Well, despite our best efforts in this area, there is never a guarantee that things can?t go wrong. We are simply not perfect. There remains in our workplace complexities and unanticipated risks that can have disastrous consequences if not managed at every moment. And when it goes wrong, we need to know we?ve truly tried our best, and now we have more to learn so we can get even better. <p> That?s the challenge represented by the safety imperative, a challenge to take safety performance that next step, a fulfillment of our commitment to the moral obligation we have to each other?s safety. It?s an effort that will continually raise the bar of world-class safety performance achievement for future generations. It?s a legacy we can be proud to be part of.

The U.S. Bureau of Mines is investigating ways of enhancing the high-temperature softening-melting (HTSM) properties of domestic taconite pellets. These properties, which are important for determining the performance of pellets in blast furnaces, include pellet bed contraction, pressure drop, S-value (area under the pressure-temperature curve), and softening and metal-slag drainout temperatures. Experiments showed that HTSM properties were related to the physiochemical properties (fired strengths and reducibilities) of pellets containing different levels of limestone and dolomite flux. Flux additions resulted in slightly lower green and fired pellet strengths, but improved metallurgical properties, such as reducibility. The influence of reduction conditions on HTSM properties was evaluated by varying the pellet metallization starting temperature and the carbon monoxide content of the CO-N2 gas mixture. HTSM property change was more sensitive to flux addition levels when metallization was initiated at 1,100° C with 20 pct CO in the gas stream. The S-value and the metal-slag drainout temperature were found to be the best criteria for characterizing HTSM properties. The optimum flux addition level was about 8 pct (4 pct dolomite, 4 pct limestone) or a basicity of about 1. At higher flux levels, a higher metal-slag drainout temperature was obtained.

Tripoli is a naturally occurring, finely divided form of silica found chiefly in midwestern and southeastern states and used commercially in fillers and abrasives. The name comes from the location of a silica deposit in North Africa and was applied in the latter part of the 19th century to similar material near Seneca, Missouri. Subsequently, the North African material was found to be diatomite, composed of siliceous skeletons of microscopic marine plants called diatoms, and the material&apos;s name was changed to tripolite. The name, tripoli, remained with the Missouri silica, which is inorganic in origin, and tripoli is now used to designate all naturally occurring silica that is similar in characteristics and origin to the Missouri material. Just to confuse things further, in commercial trade tripoli usually designates silica from the Missouri-Oklahoma field, whereas silica from southern Illinois, the other major producing area, is called amorphous silica. Each term, however, may be used commercially for any material, regardless of place of origin that has the characteristics or uses ascribed to material from either major producing area. For example, Engineering and Mining Journal routinely lists under "tripoli," prices "f.o.b. Elco, I11." and "f.o.b. Seneca, Mo. and Rogers, Ark.", and under "silica, amorphous," prices "f.o.b. I11 and "f.o.b. Dierks, Ark." "Soft silica" is another term that has been applied to tripoli from Illinois, west central Arkansas, and Tennessee, presumably to distinguish it from the more compact Missouri material. It has also been used in the ceramic trade to distinguish tripoli from "hard" silica, or silica flour, which is produced by pulverizing silica sand. Tripoli is produced mainly in extreme southwestern Illinois, in the Missouri-Oklahoma district in Newton County, Missouri, and Ottawa County, Oklahoma; and in the novaculite belt of west central Arkansas. Some tripoli is produced for local and specialized uses near Austin, Texas.

The White Rock area of the Boiling Springs manganese-iron deposits comprises about 3,200 acres of land in Monroe Township, Cumberland County, Pa. (See fig. 1.) This property was brought to the: attention of the Bureau of Mines by Pennsylvania Geological Survey Bulletin 128, entitled "Manganese Ores of Pennsylvania" by R. M. Foose. It was examined by an engineer of the Bureau of Mines in August 1942 and was further investigated by the Bureau by churn drilling and underground development during the period December 1942 to February 1944. Beneficiation tests were made on samples of the ore. This report describes the work done during the investigation and presents the results obtained.

To extract the gold from refractory gold concentrate with high sulfur and arsenic, the gold concentrate was catalytically oxidized to expose the gold for cyanide leaching. The effects of reaction temperature, initial nitric acid concentration, reaction time and initial gold concentrate concentration on the conversion rate were studied. The results show that the appropriate conditions for the catalytical oxidation of this gold concentrate are: reaction temperature of 65 oC; initial nitric acid concentration of 25% (wt.); reaction time of 1.5 hours; initial gold concentrate concentration of 10% (wt.). Under such conditions, the conversion rate of gold concentrate is 92%. The solution can be used to prepare nano-iron oxide red pigment. Gases released in the process can be recycled and reused by oxidation absorption. A chemical background of catalytic oxidation is proposed.

In 1971, Bituminous Coal Research, Inc~ established a program to provide the coal industry with the necessary information and technical capability to investigate and evaluate potential problems concerning trace elements in coal and coal-related materials. The initial efforts at BCR in developing or adapting analytical procedures for the precise determination of trace elements in the parts per million to parts per billion range were detailed in a report titled "The Development of Analytical Methods for Determining Trace Elements in Coal and Coal-related Products." A subsequent reports contained descriptions of reliable analytical methods refined by BCR for determining mercury in coal and coal ash and also in coal mine water. his paper reports initial progress in applying recently-acquired trace-element analytical capabilities to solving potential coal industry problems. In this case, the effect of a coal-cleaning process on the distribution and removal of potentially harmful trace elements in coal was evaluated. Coal cleaning offers the possibility of controlling potentially harmful emissions resulting from combustion of large tonnages of coal by removing the pollutants prior to combustion.

Recent sewer construction in downtown New Haven, CT required avoiding open trench methods because of near surface utilities and traffic congestion. The .73 km long alignment is in sands with the water table at the tunnel&apos;s springline. The designers felt the situation was ideal for an EPB machine; however, the tunneling method was left to the Contractor. The winning bid surprised everyone. The tunnel is being excavated by hand using an open face shield with breasting boards. The review of the bids indicates hand mining was approximately 1/2 the bid price of TBMs. Currently, excavation rates average 14 m/day with no excessive settlements.
