When the National Forests were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claims in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment work on a mining claim, but, of course, patent to the ground cannot be obtained in this manner. If mineral were discovered on the land covered by a Special Use Permit, it would ordinarily be the policy to cancel the permit if it were clearly

Bacterial leaching of copper and uranium is practiced under acidic conditions in environments furnishing sulfur and iron. However, many mineral deposits do not have these conditions; the chalcocite and native copper deposits in Michigan's Upper Peninsula are examples. Species of bacteria and fungi isolated previously from samples taken at the White Pine Copper Co. tailings pond and mine, were screened for solubilization of copper from chalcocite ore and flotation concentrate and from native copper jig concentrate. Certain Penicillium species solubilized significant amounts of copper under neutral to slightly acidic conditions in a carbon and nitrogen-enriched medium. Leaching apparently was accomplished by release of metabolites which chelated with the copper. The copper yield was highly dependent upon the medium composition and the concentration of copper in the source material. The standardized procedures which were developed in an attempt to maximize copper yield in leaching times of three to five days are described. This preliminary research indicates a biological leaching process for copper which is different from those in use, but whether it can be applied economically remains to be determined.

The Toncrae-Howard copper deposits in Floyd County, Va., were first mined about 1800. The property has been operated or under development at various times since then for iron, copper or sulfur, although the total production has been small. The deposit consists of a vein or zone of sulfide mineralization in schist composed mainly of pyrrhotite with minor copper values in the primary zone and some rich areas of copper mineralization in the altered zone. The Bureau of Mines, in an attempt to develop minable copper ore during the war, opened part of the mine for examination and sampling, deepened the shaft and other underground work, and drilled 29 holes totaling 2,187 feet.

It is difficult to decide who most deserves credit for discovery of a mining district that has produced over 19.8 Mg (7,000,000 fine oz) of gold and still contains a large reserve of low grade ore. Fred Culver may have made the first discovery. In the summer of 1867, the ship's log of the Hudson's Bay Co.'s steamer Otter stated that Fred Culver had been found nearly lifeless from wounds, without provisions, but with some 2.3 kg (80 oz) of rough, placer gold in the bottom of his canoe; he told of finding a rich creek and an attack by Indians that caused the death of his two companions. The place of rescue was about 24 km (15 miles) southeast from the present site of Juneau. Possibly John Muir, the hero of modem environmentalists, should be given important credit. In 1879 he reported finding mineralization along what later became to be known as the Juneau Gold Belt, and it was his report that induced the cantankerous German mining engineer, George Pilz, to grub- stake some of the prospectors who had drifted into Sitka from the declining gold placers of Cassiar, British Columbia. Pilz also offered rewards to Indians who might report gold discoveries.

Life Cycle Assessment (LCA) is a holistic environmental assessment tool that allows the compilation and evaluation of the inputs, outputs, and potential environmental impacts of a product or service throughout its life cycle, from cradle to grave (i.e., from resource extraction and transformation to final disposal, including production and use stages). The relevance of LCA for the mining industry is twofold. First, the mining industry has a role in providing the LCA community the data that allows subsequent evaluations of the life cycle environmental impacts of primary materials such as metals, as well as the environmental comparison of the downstream products of the mining industry with other competing materials for specific uses. Second, the mining industry can use LCA in order to evaluate the environmental impacts of its activities, identify their environmental hotspots and compare the impacts of available technical options. For example, the environmental impacts of different extractive and processing technology can be compared through the use of LCA. This latter use of LCA by the mining industry is less common. This paper discusses the use of LCA to compare sulphidic tailings management options. The paper also presents some of the LCA research challenges that still have to be addressed to increase the relevance of LCA results for the specific context of mining activities.

The Bureau of Mines developed laboratory-scale processes to recover sodium phosphates and metal values from waste sludges generated by the phosphate treatment of automobile and appliance components. After treatment of the sludge with NaOH, followed by coke or hydrogen reduction and sintering, zinc and lead were recovered as fume; the sinter was separated by leaching into a metallic product, chiefly iron and nickel, and high-purity disodium or trisodium phosphate.

Sewage sludge contains heavy metals, pathogens and bears annoying characteristics that limit its land application. For the sewage to be applicable on land, several stabilization methods can be used. Stabilization with lime (CaO) is used to raise pH and temperature and therefore, according to ASTM standards, reduce pathogen levels and achieve compliance with regulatory requirements. Although the process results in the production of a stabilized material, its direct application to soils is rather limited mainly due to the improper product texture. Inert materials can be further added to sewage sludge stabilized with lime to tackle this problem. The objective of this study is to investigate the potential use of dried bauxite residues as an inert material together with lime for the stabilization of sewage sludge from a municipal water treatment plant. It was indicated that the addition of bauxite residues and lime to sewage sludge apart from meeting the requirements of ASTM standards, it further reduces moisture content, improves material texture and eliminates odors. It was also found that although some elements leachability increased due to the treatment with lime, it further decreased when bauxite residues were also added.

Most of the acid volcanic glasses such as obsidian, perlite, pitchstone, pumice, and pumicite (volcanic ash) are susceptible to some expansion if suddenly subjected to a suitably high temperature in a properly designed furnace, and subsequently suddenly cooled. Expansion results from the action of chemically combined or dissolved water expanding as a vapor within the softened heated rock particles. This expansion forms countless minute bubbles within the pasty mass of the natural glass particles. If the particles are cooled before these bubbles can escape, the resulting products are cellular, more or less spherulitized glass froths or hollow glass spheres of many types. Chemically, they are essentially aluminum silicates containing about 70 to 75 pct silica, 10 to 16 pct alumina, and 2 to 7 pct sodium plus potassium oxides. They are relatively resistant to attack by acids or alkalies, are resistant to heat up to over 1000°F, and are completely inert to insect or fungus attack. These products are of great potential value in many branches of industry as insulation materials, aggregates, fillers, abrasives, and additives. By proper selection of the perlite rock type and control of processing conditions, expanded perlite of a bulk density varying from about 2 to 20 Ib per cu ft can be • made. The physical properties of the particles comprising a product of a given bulk density also may be varied within wide limits of porosity, water absorption, and crushing strength. In general, crushing strength of expanded perlite increases in direct relation to increase in bulk density, but insulating value varies in inverse ratio to bulk density. The selection of a particular grade of expanded perlite for a given use as an aggregate is therefore always a compromise between insulating value, lightness, and friability. If porosity and water absorption are factors affecting the use of the material, factors other than bulk density are important. Some types of perlite rock tend to decrepitate excessively during expansion, resulting in a highly porous or even hygroscopic product of high friability relative to the bulk density of material produced. In general, treatment of any good perlite rock below the temperature necessary for maximum expansion, or insufficient time in the hot zone of the furnace for effective heat penetration to the core of the rock particles will result in some decrepitation and high porosity in the expanded product. On the other hand, exposure of the material to the temperature required for optimum expansion for a period of time slightly longer than that necessary for proper heat absorption will result in a slightly heavier product of extremely low porosity, i. e., a glazed surface. It is beyond the scope of this paper to describe in detail the rock types and processing methods used to produce the many types of expanded perlite in present use, or that may be produced to fill the present and future needs of industry. A few phases of the economics involved in processing and selling products made from this abundant and cheap mineral raw material, plentifully distributed in large and relatively accessible deposits in most western states and in other areas within economic shipping distance of large centers of consumption, will be treated with particular reference to the Los Angeles area. Relation of Balk Density to Use and Cost of Production Perlite differs from most other lightweight aggregates and fillers in that the raw material (perlite rock) may be quarried much as rock arid sand is mined, and then shipped into consuming areas as crude rock in open gondola cars at correspondingly low freight rates and handling costs. At processing plants in or near large consuming areas the rock is converted into relatively fragile, very bulky products which in most cases are used within a short haul of the processing plant or enter into a manufactured product made at the site of the perlite processing plant.

All facets of ball sealer behavior must be known and understood to design for their optimum use in well treatments. The down-hole factors including the inertial forces, drag forces and holding forces have been discussed. Equations have been developed and presented for these forces. The use of these equations in this process will contribute to the most efficient use of an economical and proven ball sealer process. The urocedure presented has been used to successfully analyze field results indicating problems involving the use of ball sealers. These problems have been isolated and corrected in future treatments by using the procedure presented to revise the perforating program, the injection rate, the design of ball sealer stages and/or the type and size of ball sealers. The procedure presented also indicates that dislodgement of ball sealers occurs primarily in ultra slim-hole completions. INTRODUCTION The perforation sealing process has been proven highly successful and economical since it was introduced to the oil and gas industry in early 1956.' Since it has proved so successful in multistage fracture treatments at a much lower cost than conventional packers, the ball sealer process has become a byword in well completions.' Not only has it changed the design of fracture treatments, it has changed the concepts of selectively perforating and has greatly aided the success of the single-point and limited-entry techniques." Yet with all the advantages, there are still facets of ball sealer behavior that are not widely recognized. These must be known and understood to better design and execute the optimum ball sealer treatment. The down-hole behavior of ball sealers is influenced by a number of factors including an "inertial force", a "drag force" and a "holding force". These are considered in two phases—the initial seating of the ball and the forces tending to unseat the ball after contact has been made (see Fig. 1). This paper presents a theoretical study of these factors and formulas for predicting their influence. The authors acknowledge the fact that the flow equations presented herein describe the behavior of Newtonian fluids and do not cover the so-called power-law fluids. The assumptions made, however, are reasonable and well within practical limitations of the conditions encountered during field application. For example, it is assumed that the perforations are round with a discharge coefficient of 0.82. While this may not be exactly true, it has been verified within practical field limitations.' The discharge coefficient would not vary significantly even if the perforation size or configuration varied pronouncedly. The approach of assuming uniform perforation size is not as strained as it might first appear. Normally, a perforator contains charges equally spaced with the same number in each vertical (or horizontal) plane. If the perforating gun is not centralized, the holes in one plane will be smaller than average, while the holes in opposing planes will tend to be larger than average. The net result is that the two effects tend to balance. FACTORS AFFECTING CONTACT WITH PERFORATlON Ball sealers are injected into well treating fluids for the purpose of contacting and sealing those perforations which are accepting the fluid flow. The efficiency of the sealers is primarily influenced by: (1) the velocity of the balls down the pipe, and (2) the fluid velocity through the perforations. To divert the sealer to the perforation, the inertial force of the ball must be overcome by the drag force created by the fluid velocity through the perforation. A comprehensive project has been completed at the University of British Columbia that focused on the development of a commercially competitive composite cable bolt. Laboratory evaluation consisted of pull tests, preliminary shear tests, grout column testing and scanning electron microscope evaluation of the composite cable bolt. Field implementation at five underground mines throughout Canada were completed for technical and overall performance evaluation of the new product. The project began in 1989 under the sponsorship of HDRK Ltd., a consortium of mining companies including Inco, Noranda and Falconbridge Ltd. The objective was to develop a cuttable cable bolt that would serve as support for a continuous miner within a hardrock environment (Mah, 1994). The bolt was required to be cuttable by a continuous roadheader without adverse effects to equipment, personnel and the milling process. From the beginning, the focus was to employ existing cable bolt installation technology (Goris et al., 1994) whereby the cable bolts are grouted within a 4.8-cm-diam (1.08-in.diam) or larger employing a portland cement grout having a water:cement ratio between 0.35:1 to 0.4:1.

Up to now, Topsøe WSA (Wet gas Sulphuric Acid) plants have been in operation for almost 30 years, and close to 80 plants have been sold. In spite of its unique features and ability to treat gases without any prior drying, the WSA technology has had certain restrictions with regards to SO2 concentration in the feed gas, and the overall conversion of SO2 by catalytic means has been limited to approx. 99.7%. In commercial scale sulphuric acid production on the basis of elemental sulphur and metallurgical off-gases, there is a demand for higher SO2 conversion and treatment of gases with a higher content of SO2. Therefore Topsoe has further developed its WSA technology to cope with these demands. This paper will explain more about the principles of such new development and leave the delegate with a better understanding of the potentials of the new generation of the WSA technology from Topsoe.

The U.S. Bureau of Mines conducted a laboratory investigation designed to evaluate the stress and deformation characteristics of fully grouted roof bolts subjected to various magnitudes of end loadings. The experiment and subsequent analysis were completed, utilizing axial deformation data obtained -ultrasonically from forty-one 4-ft, grade 40 roof bolts, with a total of 132 measurement locations along the lengths of the bolts. The ultrasonic measurement instrumentation used in this investigation allowed for elongation measurements without requiring extensive bolt modifications. The results indicate that approximately 39 pct o{ the applied end load dissipated within the first 3.4 in of the bolts. However, only 3 pct of the applied load was realized beyond 28 in of the grout column. Data are presented individually for every 6-in increment of bolt length, and analysis was performed using statistical, nonlinear equations developed for 5,000 and 8,000 lb loading conditions.

The overall flow-sheet of producing chromium (III) sulfate is described in this paper. The suitable conditions of each process such as sintering, leaching, aluminum removal, reduction, and de-composition conditions were experimentally studied. The results show it is reasonable to produce chromium (III) sulfate with the flow-sheet pointed out in this research work. The final product is Cr2(SO4)3 solution contained 150~250g/L Cr.

PROF. Henry Louis, Newcastle-on-Tyne, England (communication to the Secretary): I have read this paper with much pleasure. It presents a very accurate summary of a very interesting district. Like the authors, I was struck by the extreme General View, near French Co.'s Cyanide Works, Showing Horse-Whims, etc. flatness of this region, which looks strange to a gold-miner accustomed to other reef-districts. This prevailing absence_of relief in the contours is shown in Figs. 1 to 4, from photographs taken in August, 1897, some of which also show the horse-whims used here for hoisting. The flatness of contour is due, no doubt, to the fact that the rocks are similar in structure over large areas and are easily decomposed. The ordinary Portland cement (OPC) is the key pozzalonic component of the concrete mix, widely used as the construction material world-wide. Billions of tons of OPC are used in the construction industry each year. However, calcinations of limestone and silica that produce OPC also produce almost an equal amount of CO2 during the cement manufacturing process. Thus, OPC production accounts for nearly 7% of all anthropogenic CO2 emission each year. The main objective of this study was to develop a geopolymer-based composite to be used as a substitute for OPC in concrete application to significantly lower the carbon foot print of the construction industry. A waste material produced during the coal combustion process was used as the main raw material for the geopolymer-based composite. It was mostly the non-metallic content of the F-type fly ash produced from the combustion of bituminous coal. The authors envisioned to extract some of the valuable metal oxides from fly ash prior to using the major non-metallic portion of the fly ash for geopolymer concrete application. The results obtained from this study exhibited that the compressive strength of the geopolymer concrete compares favorably with that of the conventional concrete prepared using the OPC.

Thermal deco7nposition of Pyrite particles in a fluidized bed with inert gas stream was studied. Assuming that heat transfer from the surroundings to the fluidized particles controls the overall decomposition rate, rate equations for the batch process and for the continuous process were derived. In the batch experiment, a linear rate equation satisfies the experimental results and the overall heat transfer coefficient calculated from the rate constant agrees fairly well with that obtained by Leva.l1 For the continuous process, two rate equations were derived, one on the assumption of complete mixing of particles and another on the upward piston flow of particles in a fluidized bed. The former holds for a bed containing a higher fraction of decomposed pyrite realized at lower feeding rates. The latter can be applied for a bed at higher feeding rates. Thus, segregation of particles in the fluidized bed was indicated at higher feeding rates. Bed temperatures also correspond to these conditions. ThERMAL decomposition of pyrite may be represented by Eq. [I]. The pressure of diatomic sulfur gas reaches 1 atm at about 690°C. The thermodynamics,' kinetics,2'3 composition, and properties3-5 of decomposed products of such a reaction have been studied. Pyrite is a very common sul-fide mineral and is often accompanied with other sul-fides. It is of basic interest in nonferrous metallurgy to clarify the behavior of pyrite in the pyrometallur-gical processes of sulfide minerals of metals such as copper, lead, zinc, nickel, and so forth. Interest in this reaction increased recently because of possible elimination of arsenic from pyrite in processing highly purified iron oxide pellets. Producing elemental sulfur from pyrite, instead of sulfuric acid, also aroused interest in this reaction. It is indicated that the thermal decomposition of solid particles, such as calcium carbonate, proceeds through three major sequential steps: heat transfer, interfacial chemical reaction, and mass transfer.637 It is known that the decomposed product of pyrite is very porous2, 3 and the diatomic sulfur gas evolved can easily escape through this layer of decomposed product. It depends upon the circumstances, therefore, whether the heat transfer to the interface within particles or the chemical reaction at the interface determines the overall decomposition rate. The enthalpy change in the decomposition of pyrite is about 33 kcal per mole FeS2 which is comparable to that of calcium carbonate. The decomposition of calcium car- bonate becomes more and more dependent on the rate of transport of heat when reaction temperature increases, such as occurs in a fluidized bed.6'7 It is reasonable to presume, therefore, that the thermal decomposition of pyrite, an endothermic process, carried out in a fluidized bed may be analyzed according to the heat transfer controlling model. This work intends, first, to propose a mathematical model that determines the overall rate in a fluidized bed for the decomposition process and, second, to investigate a few characteristics of the fluidized bed based upon the experimental results obtained. KINETICS OF THERMAL DECOMPOSITION IN A FLUIDIZED BED It is intended in this section to obtain rate equations for thermal decomposition of pyrite in a fluidized bed by assuming that the overall rate is determined by heat transfer from the surroundings to the particles. Both batch and continuous processes are considered. 1) Batch Process. To obtain the rate equation in the batch process, the following two additional assumptions are made. First, the temperature of preheated inert gas, tg, blown into the fluidized bed is assumed to be the same as the temperature of the fluidized bed, tf. Thus, no heat exchange occurs between the gas and particles in the bed and only the heat transfer from the reactor wall kept at tw to the particles is to be considered. Second, the decomposition is assumed to start at the outer surface of the particles and to proceed toward the center. At any given time during decomposition, undecomposed pyrite remains in the tori at a temperature: td. The decomposed shell is composed of FeS1+x whose outer surface is at tp Diatomic sulfur gas evolving at the interface is heated to tf during its escape through the decomposed shell. A detailed heat flow project was conducted at the Homestake Mine in Lead, South Dakota. This paper presents results obtained from a stope sensor system installed in the mine. The design and installation of the system are described in detail in a previous paper (Duckworth et al., 1992). The major project objective was the construction of a comprehensive heat flow data base to allow the design and testing of a new climate prediction model applicable to irregularly shaped underground excavations in non-homogeneous surrounding rock types. A mechanized cut-and-fill (MCF) stope contributes a substantial overall heat source in a mine, and the effect of this source on the working environment must be considered when planning future ventilation and refrigeration requirements. The relative magnitudes of the component heat sources encountered with the MCF mining technique are presented, having been computed from actual stope beat flow data collected over a one-month study period. The percentage of the overall heat load that is removed from the scope for each component heat sink is evaluated, and the overall energy balance is analyzed. A one-month study length was considered a sufficient period of time to allow stope monitoring for a complete range of mining conditions.
