'"THE Federal Coal Mine Safety Act (public Law T. 552. 82nd Congress) was approved oil July 16, 1952. It incorporates, as Title I, the Coal Mine Inspectio1.1 and Investigation Act of May 7. 1941 (Public Law 49, 77th Congress), which gave Federal inspectors only the right to enter. coal mines for inspection and investigation purposes but no power to require compliance with their recommendations. Title 11 contains the enforcement provisions of the act; its purpose is to prevent major disasters in coal mines from explosions, fires. inundations. and man-trip 01. man-hoist accidents. At this point a brief account of events that preceded the enactment of the Federal Coal Mine Safety Act seems appropriate. The hazardous nature of coal mining was recognized by the Federal Govermment as long ago as 1865, when a bill to create a Federal Mining Bureau was introduced in Congress. Little was done, however, until a series of appalling coalmine disasters during the first decade of this century provoked a demand for Federal action. As a result an act of Congress established a Bureau of Mines in the Department of the Interior on July 1, 1910. The act made it clear that one of the foremost activities of the Bureau should be to improve health and safety in the mineral industries. One of the first projects selected by the small folce of engineers and technicians then employed was to determine the causes of coal-mine explosions and the means to prevent them. By investigations aftel mine disasters the fundamental causes and means of prevention were soon discovered, and the coal mining industry was informed accordingly. However, despite this knowledge and the enactment of State laws and the Federal Coal Mine Inspection and Investigation Act of 1941, mine disasters continued to occur with disheartening frequency and staggering loss of life. The devastating explosion at the Orient No. 2 mine on December 21, 1951, resulted in the death of 119 men. The Orient disaster rekindled the memory of the Centralia. Ill., disaster of March 25. 1947, which caused the death of 111 coal miners. These two tragedies ultimately brought about enactment of the Federal Coal Mine Safety Act. The act is a compromise measure. Senator Matthew M. Neely of West Virginia and Congressman Melvin Priec of Illinois introduced almost identical versions in the 82nd Congress, but they were considered too drastic. The final version was introduced by Congressman Samuel K. McConnel, Jr., of Pennsylvania, after considerable discussion and amendment in committee hearings. It was passed by the Congress and became effective when signed by the President on July 16, 1952. The act is somewhat limited in scope because it applies only to approximately 2000 coal mines in the United States and Alaska that employ regularly 15 or more individuals underground. It exempts approximately 5300 mines employing regularly fewer than 15 individuals underground and all strip mines, of which there are about 800. Moreover, it covers only conditions and practices that may lead to major disasters from explosion, fire, inundation, or man-trip or man-hoist accidents. According to Bureau records, such accidents have resulted in less than 10 pct of all the fatalities in coal mines. It is important to mention that the law is not designed to prevent the day-to-day type of accidents that have caused the remaining 90 pct or more of the fatalities, because it was the specific intention of the Congress to reserve the hazards which caused them to the jurisdiction of the coal-producing states. Many who opposed any Federal legislation that would give the Federal inspectors authority to require compliance with mine safety regulations claimed that such legislation would usurp or infringe upon States' rights. To assure that the principle of States' rights would be preserved, the act provides for joint Federal-State inspections when a state desires to cooperate in such activities. The Director of the Bureau of Mines is required by the act to cooperate with the official mine-inspection or safety agencies of the coal-producing states. The act provides further that any state desiring to cooperate in making joint inspections may submit a State plan for carrying out the purposes of this part of the act. Certain requirements are listed: these must be met by a state before the plan can be accepted. The Director of the Bureau of Mines, however, is required to approve any State plan which complies with the specified provisions. The Director may withdraw his approval and declare such a plan inoperative if he finds that the State agency is not complying with the spirit and intent of any provision of the State plan. When this paper was prepared, agreements for joint Federal-State inspections had been entered into with Wyoming and Washington. A few other states have indicated their desire to submit a State plan and negotiations toward that end are now under way. Reluctance to enter into such agreements may be due to the mine operators' knowledge that in the states that adopt a cooperative plan they are prohibited from applying to the Director of the Bureau of Mines for annulment or revision of an order issued by a Federal inspector and must appeal directly to the Federal Coal Mine Safety Board of Review for such action. Experience has proved that review by the Director as provided in the act is a less expensive and time-consuming procedure to all concerned than applying to the Board. Reluctance also may stem from the fact that joint Federal-State inspections somewhat restrict the movements of the State mine inspectors and tend to reduce the number of inspections of mines. Where a State plan is not adopted, the Federal coal mine inspector is responsible under the law to take one of two courses of action if he finds certain hazardous conditions during his inspections. "An inverse design method is developed to obtain the optimal cooling conditions for the continuous quenching of precipitation hardenable sheet alloys to achieve the required yield strength. The yield strength of a precipitation hardenable alloy is obtained by allowing solute to enter into solid solution at a proper temperature and rapidly cooling the alloy to retain the solute in the solid solution. An aging process may be needed for the alloy to develop the final mechanical properties.The objective of the design is to optimize the quenching process so that the required yield strength can be achieved. With the inverse design method, the required yield strength is specified and the sheet thermal profile at the exit of the quenching chamber can also be specified. The conjugate gradient method is used to optimize the cooling boundary condition during quenching. The adjoint system is developed to compute the gradient of the objective functional. An aluminum sheet quenching problem is presented to demonstrate feasibility of the inverse design method.IntroductionQuenching is a critical step in metal production to achieve desired material properties, such as yield strength, hardness, etc., for precipitation hardenable alloys. In most cases, rapid quenching from the solution heat treatment temperature is necessary to obtain the required material properties, but rapid quenching may cause other problems such as excessive distortions of the quenched materials.In a solution heat treatment, the alloy is heated to a suitable temperature, held at that temperature to allow the soluble alloying elements to enter into the solid solution, and cooled rapidly (quenching) to retain the alloy elements in the solid solution. An aging process, which controls precipitation of fine particles at room (natural aging) or elevated temperatures (artificial aging), is generally followed after the quenching process to develop the final mechanical properties of the heat treated alloys."

The Bushveld Complex of South Africa contains almost 90% of the world’s reserves of platinum group minerals (PGMs). In the flotation of PGMs, there are significant challenges arising from the need to treat ever-decreasing grades of the relevant ore deposits. The major challenge in the flotation of these ore bodies is the control and management of the gangue minerals, particularly silicates such as orthopyroxene and plagioclase feldspar which are often rimmed with talc which makes them naturally floatable. It has been shown that various polysaccharide depressants such as CMC and guar have different properties in terms of depressing the gangue minerals. Since the PGMs are often associated with sulphides, copper sulphate is widely used as an activator in PGM flotation but can inadvertently activate the gangue minerals and reduce the recovery of PtTe2 which accounts for up to 40% of the Pt in the Platreef ore body. Depressants also reduce the mass of solids reporting to the froth and can thus destabilize the froth. This effect on the froth can be mitigated by using higher frother dosages or water of higher ionic strength. In summary due care needs to be taken to carry out site test work to develop an optimum ratio of collector, frother, activator and depressant to ensure that the highest grades and recoveries of the PGEs are obtained while reducing depressant dosage as much as possible. Chromite recoveries can be reduced through the application of gravity separation or reducing entrainment through reduced water recovery. INTRODUCTION The Bushveld Complex located in the north of South Africa contains the world’s largest deposit of Platinum Group Minerals (PGMs) (1). The so-called upper Critical Zone of the Complex hosts the largest concentration of platinum group elements (PGEs) in the world. The Zone hosts the Upper Group Chromitite No.2 (UG2) reef and Merensky Reef as well as the Platreef mineralization of the northern limb of the Bushveld Complex. The Merensky pegmatoid Zone contains the base metal sulphide grains and associated PGMs. Of particular importance to the topic of this paper is the occurrence in these reefs of various gangue minerals. The Merensky Reef consists predominantly of orthopyroxene (~60%), plagioclase feldspar (~20%), pyroxene (~15%), phlogopite (5%) and occasional olivine. Secondary minerals such as talc, serpentine, chlorite and magnetite have widespread occurrence. Of these, talc is the only mineral to show significant natural floatability (2,3). Although present in small amounts talc is closely associated with pyroxene and imparts significant floatablity to the high concentrations of pyroxene present in these ores (4). The base metal sulphides consist predominantly of pyrrohtite (~40%), pentlandite (~30%) and chalcopyrite (~15%). The major platinum group minerals are cooperite (PtS), braggite [(Pt,Pd)NiS], sperrylite (PtAs2) and PGE alloys. The UG2 consists predominantly of chromite (between 60 – 90% by volume) with lesser silicate minerals (5 – 30% pyroxene and 1 – 10% plagioclase). Other minerals present in minor concentrations, can include silicates, oxides and base metal sulphides. Total PGE varies by locality but on average range between 4 and 7 g/t. The PGMs present in the UG2 Reef are highly variable, but generally the UG2 is characterised by PGE sulphides such as laurite (RuS2), cooperite (PtS) and braggite [(Pt,Pd)NiS. The base metal sulphides consist predominantly of chalcopyrite, pentlandite and pyrrhotite. The Platreef is located in the northern limb of the Bushveld Complex. This reef consists of a complex assemblage of rock types, with pyroxenites, serpentinites and calc-silicates being the most abundant. Base metal mineralization and platinum group element (PGE) concentrations are found to be highly irregular, both in value as well as in distribution. J.R. Hillebrand From the abstract, "A realistic ore deposition model to serve as a conceptual framework." Further, on page 246, "The first area of study was the Josephine peridotite, now identified as an ophiolite terrane, located in northern California and south-western Oregon (Fig. 3). Here, it was felt that we could test the models shown in Figs. 1 and 2 and, if successful, expand the model and test it in other chromite districts in the US and around the world." My comments refer only to chromite deposits in Europe and the Middle East. First, I question that may chromite deposits occur in the idealized ophiolite section shown in Fig. 1. Second, although some podiform deposits (referring to morphology) have been important (Guleman, Turkey, for example), the stratiform deposits are of greater importance in tonnage and frequently grade. Examples include Nada, Yugoslavia; Bulqiza, Albania; Xerolivado, Greece; Saranovsk, Russia; and Abdasht, Iran. Reply by J.C. Wynn Mr. Hillebrand raises two issues that deserve a serious response. One issue is basically subjective and the other is ultimately political. First, the question of where (and how many) podiform chromite deposits are found in the idealized ophiolite section of Dickey (1975). The Dickey model is still perhaps somewhat controversial (Panayoutou, 1980), but our experience in the Josephine ophiolite of northern California (Wynn, 1980; and Albers, 1983) shows that the model works well there. Virtually all the chromite is found in dunite lenses in the tectonite peridotite (harzburgite). Since there are few complete ophiolites exposed in the world, the model will probably never satisfy everyone. The degree of acceptance is a function of any individual's subjective experience. Second, it is well known that stratiform chromite contributes more than 95% of the chromite reserves presently known in the world, and it could be reasonably argued that there is no point in exploring for or exploiting podiform deposits further. The title of the paper, however, was in part 'strategic minerals geophysical research'; chromite is considered a strategic and critical mineral of the US and many other industrialized nations. Stratiform deposits in South Africa and Zimbabwe account for most of the chromite reserves in the world. Unfortunately, experience in modern times with substantial price fluctuations and even resource cartels dictates the wisdom of identifying and maintaining a national chromite reserve, irrespective of the cost. An improved exploration methodology is an essential element in this strategic objective. G.A. Carmody and L.B. Anderson We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

Surface properties of minerals could be modified selectively and very specifically by adsorption -desorption (dissolution) processes. This requires a monitoring and control of the outermost surface layer at a molecular and atomic level. The nature and structure of self-assembled submonolayers and monolayers at the interface of minerals were studied by infrared reflection spectroscopy. The external reflection spectra of the adsorbed monolayers on any type of minerals: transparent, opaque or non-transparent, recorded at different angles of incidence and for two polarizations are an excellent source of information about the nature and surface distribution of the adsorbed species. The developed method allows to obtain detailed information at a molecular level about the adsorbed surface species. By combination of the simulated and experimental data, the qualitative description of the adsorbed species as well as quantitative evaluation of orientation and the thickness of the adsorption layers were obtained. This fundamental knowledge allows to determine the mechanisms of surface phenomena which govern selective separations. Examples of different surfactant - mineral systems and industrial applications will be discussed.

Recovery of metals contained in the electrode materials of batteries was studied considering an integrated recycling process constituted by physical and chemical operations. The physical treatment included the shredding of the spent batteries, followed by a wet sieving operation of the fragmented material. The physical behavior of Ni-Cd and Zn-Mn based (alkaline and saline) system batteries was studied and compared. In that sense, shredding operation was performed and the sieving of shredded fractions was accomplished to evaluate the efficiency of the separation of electrodes and scrap. For Ni-Cd batteries the loss of electrode material with the supra fraction (scrap) after the shredding operation was lesser than the Zn-Mn batteries. Especially for saline-type batteries, the electrode attached to the scrap was substantial leading to important losses. This difference can be explained by the composition of the case materials and the internal physical constitution of the electrodes. The wet sieving studies carried out allowed optimizing the separation of the electrode fine fractions from the scrap materials through the analysis of selectivity Cd/Fe or Zn/Fe. For Ni-Cd batteries, maximum selectivity was achieved for the granulometry of 1.4 mm, while for alkaline and saline systems best selectivity were obtained at 2.8 mm and 5.6 mm, respectively. This process allowed the recovery of about 70% of electrodes for Ni-Cd and alkaline systems, and 50% for saline batteries, with less than 5% of scrap as contaminant. This physical step can be considered as a pre-treatment of this type of waste material envisaging its valorization by chemical treatment, as improves the concentration of the elements of interest and decreases the iron content.

Continuous casting is the most important process for solidification of steels. In this process, the fluid flow pattern in the tundish and in the mould have significant effect on the product quality. Problems associated to fluid flow in the tundish include surface turbulence, ?short-circuits?, formation of dead zones and vortexing. During grade changes, mixing in the tundish plays a significant role in determining the length of the intermixed slab. All these flow aspects can be studied by means of mathematical and physical models. In the last years, numerical simulation of fluid flow has become a very popular tool in the analysis of the performance of continuous casting tundishes. In setting-up these numerical simulations, special care should be taken in choosing the appropriate mesh distribution, the interpolation scheme, the adequate location of the inlet boundary and the turbulence model. In the present paper, turbulent fluid flow in different configurations of tundishes was simulated. Different turbulence models were used in the simulations. Residence time distribution (RTD) and mixing curves during grade changes were predicted and compared to results obtained in physical models. The performances of the different turbulence models were evaluated. For the tundishes that have been studied, the performances of the different turbulence models tested in the present work were similar. There is no evidence that any of the models provided sustained improvement when compared to the well-established standard k- model. All turbulence models tested presented limitations in simulating flows under low turbulent Reynolds numbers.

This paper will discuss an application of multivariate discriminant analysis to aid in predicting mineral potential from regional geological data and information on mineral deposits, with particular emphasis on the use of the logistic discriminant function. Logistic discriminant analysis is a generalization of standard discriminant analysis in that the discriminant analysis becomes applicable under a much wider class of distributions. As a practical example, the standard multiple discriminant analysis and the logistic discriminant analysis are applied to data from the Bathurst area in the Appalachian region of Canada and the results are compared with one another.

This report describes the washability characteristics of 18 coal samples taken from 11 drill hole cores from the San Juan Basin area of New Mexico and Colorado. The ash content of these coals could generally be substantially reduced by removing the heavy impurities. The coals were characteristically low in sulfur content; only one sample contained more than 1 percent sulfur after removing the sink-I.50 specific gravity material. The coals ranged in rank from subbituminous C to high volatile C; 11 of the samples were subbituminous A. Many of these core samples came from areas where very little fieldwork has been done; consequently, an outgrowth of this work has been an increase in known coal reserves of the San Juan Basin area.

This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.

In todayÆs demanding business landscape continual change and technological advancement is a given. With these changes there is now, more than ever, a need to ensure sustainable growth in respect of value protection and value adding whilst meeting the pressures and expectations of the societies in which we operate. Traditionally the management of safety has been a very reactive activity in the business, in some cases seen as an irritation and a disruptive process that demands a focus on preventing reoccurrences. This in turn has focused the measurement of safety performance on a range of lagging indicators û æafter the effect managementÆ. Gaining and maintaining a licence to operate is crucial to a sustainable business but as a prerequisite, organisations need to have a demonstrable ability to manage the safety of their people, as well as mitigating the people risk associated with the business activity. A major focus in the last decade has been on the implementation of enterprise risk management programs, where risk becomes embedded in all business systems and processes and the organisationsÆ genetic make up is programmed to analyse and integrate risk management into all facets of the business activity. The management of safety should be no different. One school of thought argues that there are no new accidents, but rather our inability to learn from the past. Others believe that as long as we have an appetite to achieve the unachievable, we will have to continue to push the boundaries, our safety comfort zones and inevitably take risks. Single reliance on highly evolved technical systems, elaborate processes, highly skilled people, safe equipment and safe work environments have shown one thing û they are not sustainable in providing adequate coverage in the business. In analysing a range of factors associated with some of the worst catastrophes of the 20th century, it can be suggested that they were in fact predictable and inevitable and that an integrated approach underpinned by sound risk management systems could have determined a different result. The key to a sustainable approach in the management of safety requires us to look at a multitude of aspects that collectively allow the performance of an organisation to be predictable. To have certainty in the business activities it is necessary to have controls in place that will mitigate the risks normally associated with unwanted events. It is ensuring that human factors effectively contribute to monitoring the planned approach and being able to safely adjust to any variability. In essence this is having the ability to proactively plan for the longer term. The sentiments articulated by organisational leaders echo that safety management is good business. Surely then a good business is a sustainable business, and a sustainable business is one that provides lasting benefits to its stakeholders.

FOLLOW-UP SURVEYS WERE THEN RUN ON FEB. 18 AND FROM MARCH 7-11;1977 TO INCLUDE THE MAIN HAULAGE SYSTEM OUTBY THE ACTIVE AREAS 0F THE MINE. ALL SURVEY DATA WAS NORMALIZED TO A STANDARD DENSITY OF 0.075 POUNDS/CU.FT. PRIOR TO THE CALCULATION OF INPUT PARAMETERS FOR THIS SIMULATION.

DEVELOPMENT of a simple radioactive tracer technique for measurement of the diffusion coefficient of calcium ion in liquid slag has already been reported. The investigation was of a preliminary nature designed to explore the possibilities of using radioactive isotopes and to establish a method, and no great accuracy was claimed for the results. It was shown, however, that Ca15 could be used successfully, and the values obtained for the diffusion coefficient appeared to be of the right order of magnitude. However, it was considered that a better technique could be devised for carrying out the diffusion. The experiments were, therefore, continued to find a more accurate method, to check the calcium results, and to extend the investigation to include measurements of the diffusion coefficient of silicon in the same slag. There were two flaws in the original technique. Convection was the cause of too many failures, and the interface between the two slags in the diffusion cell was curved rather than plane, probably due to a surface tension effect caused by the addition of the tracer Ca45 in the form of chloride. Two methods of overcoming these defects were tried. Since it was planned to study diffusion of the short-lived isotope Si"' also, the development of methods was restricted to those which gave promise of being reasonably rapid. Method 1—The principle was identical to that previously used with respect to the diffusion conditions, but there were three differences in technique. Temperature control was more rigid, the tracer was added to the slag as Ca45O rather than the chloride and, finally, an effort was made to translate to high temperatures the elegant method developed by Cohen and BruinV or bringing together the two liquid layers and beginning the diffusion. A master slag was melted in graphite, ground to a fine powder, and analyzed (38.5 pct Ca0-20.9 pct Al2O3-40.5 pct SiO2). The tracer was received as Ca45C12 in an aqueous solution of CaC12 + HC1. From this, calcium oxalate was precipitated, ignited to calcium oxide, and added as such to the slag to give an activity of approximately 5 µc per g. The mixture was then melted into the form of a cylinder 3/16 in. diam and about 1 in. long. A solution identical to the tracer solution without Ca45 was given exactly the same treatment. The resulting Ca40O was mixed with that slag which was to form the tracer-free half of the diffusion cell, and this was likewise melted into a cylinder of the same size.
