"When I was first asked to prepare this paper and presentation in late June, I thought it might be fun to ""step back and paint the bigger picture."" Having attempted to do this, fun is not the first descriptor that now comes to mind, and speaking dyslexically, I've had 'nuf.'Unlike Nostradamus, or even Orwell, I've discovered that I'm ""clairvoyantly challenged"" and not even the psychic hot-line was of much help, at least with respect to process control! I am somewhat comfortable speculating on evolutionary change, but the radical developments that will arise from revolutionary changes are well beyond my mortal capabilities. Even with evolutionary change, I'm reminded of the lessons of time series analysis which show the prediction error to grow exponentially as the horizon moves into the future. As Macluhan is reported to have said: ""Predicting the future based on the past is a little like driving your car while looking in the rearview mirror!""Having honestly presented my qualifications, allow me to try to look at process control and to offer some conjecture on where we're probably headed. In the end, it is said that: ""The plant of the future will have only two employees, a man and a dog. The dog will be there to keep the man from touching the equipment.1""IntroductionA little less than a decade ago Andy Mular and I co-edited a monograph entitled ""A Practical Guide to Process Control in the Minerals Industry."" The work was commissioned by the senior management of a consortium of Canadian mining companies, since it was widely perceived that control was an area of great economic potential, but one that had not been effectively tapped. The concern was that if the industry could not soon deliver on the ""potential"", the term may well have appeared in the epitaph of what was, to these men, a very attractive investment opportunity. I think it is fair to say that over the past few years process control has clearly established itself as an essential technology in plant operation and optimization. That isn't to say that we get it all-right, all-the-time, but, the circumstances are much different than they were. In the eyes of many, process control has attained the distinction of being considered a mature technology, even though there are still countless avenues for exploration."

The relationship between the geology of porphyry copper deposits and their processing performance is an area of interest. Being able to predict comminution properties of the ore from physical characteristics and geological descriptions would allow an increase in the precision of capital cost estimates, operating cost estimates and throughput rates. This geometallurgical approach would reduce the requirements for expensive comminution tests.As the comminution circuit is the highest capital cost item in the plant and a possible throughput bottleneck, understanding the variability in hardness within the orebody is critical. A geometallurgical model allows calculation of ore hardness values in mining blocks from ore characterisation data. This model subsequently uses a combination of simulation and power-based approaches to relate ore hardness and flotation feed size to grinding circuit throughput.This paper reviews the geometallurgical models developed for seven porphyry copper deposits and discusses the strengths and shortfalls of the methodology and similarities and differences between the different deposits.CITATION:Harbort, G J, Lam, K and Sola, C, 2013. Large-scale open cut mining in the Bowen Basin has been undertaken for over 40 years. During this period, improved mechanical capability and economics have allowed extraction to greater depths, resulting in post-mining landforms of increasing height. Rehabilitation practitioners face significant challenges in stabilising these landforms and require a comprehensive understanding of the Bowen Basin Coal Measures strata likely to be disposed of during mining. Knowledge regarding the potential behaviour of differing spoil materials (following disturbance) provides a rationale to maximise short- to medium-term surface stability of constructed landforms by identification, salvage and advantageous reuse of cladding resources as a means to minimise erosional risks.CITATION:Emmerton, B, Burgess, J, Baumgartl, T and Erskine, P, 2016. QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

A highway bridge demolition project to allow shipping access to a new container port in Puget Sound ran into trouble when contract-stipulated mechanical means of demolition failed. Blasting was then employed under less than ideal conditions and was successful.

In a cooperative effort between the U.S. Bureau of Mines and the Florida Institute of Phosphate Research, with input from the phosphate industry, the conversion of phosphogypsum to sulfur has been investigated. The first step in the conversion scheme involves reduction of phosphogypsum to calcium sulfide. Effects of temperature, catalyst, reaction time, and type of reductant (carbon monoxide and coal) are discussed. It was determined that phosphogypsum could be reduced to calcium sulfide at 850° to 1,000° C using either coal or carbon monoxide as the reductant. The required temperature was lowered to 750° C using ferric oxide or magnetite as a catalyst for the reduction reaction. Results indicate that as the volatiles content of the coal is increased, reaction temperature may be decreased to obtain a given conversion, or if the reaction temperature is maintained constant, the conversion can be increased. Best results were 95- to 100-pct conversion using a high-volatile coal at 800° to 850° C. Addition of a catalyst increased calcium sulfide yield when low- or medium-volatile coals were used as reductants, but had little effect when high-volatile coals were used.

This paper summarizes the data on the oil-shale deposits of western Colorado, Utah and Wyoming. It is based on published reports by the U. S. Geological Survey, on the results of core drilling and sampling by the Bureau of Mines, on the drill cuttings from the Genera1 Petroleum well, on a recent unpublished report by the Geological Survey on the geology of Naval Oil-Shale Reserves No. I and No' 21 and from information supplied by geologists of private companies who have investigated the Green River formation. The paper also contains a revised estimate of the grade and tonnage of minable thicknesses of oil shale of western Colorado. Introduction The oil shales of the Green River formation of Colorado, Utah and Wyoming comprise an important natural resource for the production of synthetic liquid fuels. The oil shale in western Colorado generally is more amenable to exploitation, apparently richer, and probably more persistent than in Utah or Wyoming. Work is now being done by the Bureau of Mines near Rifle, Cola. to ascertain the best procedures for mining the oil shale, producing shale oil from the oil shale, and converting the oil into more salable products. As a part of this program, holes were drilled and cores were taken of the oil shale on Naval Oil-Shale Reserve No. I. In addi- tion, drill cuttings were obtained from a well drilled through the Green River formation by the General Petroleum Co. about 18 miles northerly of the Naval Oil-Shale Reserve. Geology During middle Eocene time a broad, shallow body of water, now called Uinta Lake, covered northwestern Colorado and east-central Utah; a similar lake, known as Gosiute Lake, was in southwestern Wyoming Each of these contemporary lakes was bounded by high hills; the drainage was to the south. The Green River formation was laid down as sediments in the bottoms of these lakes. It is 3000 ft thick and has been divided into the following four members:

The surface of a mechanical part plays an important role in determining performance in service. The presence of scratches left by the cutting or tearing of the material on the surface of the workpiece supports the concentration of stress and strain. This article presents the experimental study for high speed milling of the aluminum alloy 7075-T6, using cutting tools different by the nose radius and coatings (TiCN, TiAIN, TiCN + A12O3 + TiN). A multi levels factorial design of experiment (DOE) and statistical analysis was used. The roughness parameters investigated are Ra, Ra, Rv, Rc, Rsm, and Rk. The results show that the feed rate, the types of coatings and the geometry of the cutting tools have the most significant impact on the surface roughness profil. Surface finish charts according to feeds and cutting speeds were established for each tool tested.

A high-Btu gas was made at the Bruceton, Pa., laboratories of the Bureau of Mines to demonstrate the feasibility of using the gas as a nonpolluting fuel for automobiles. The pilot plants at Bruceton were revised to combine the processes of coal gasification, gas purification, and catalytic methanation in one overall system. Tests in the Bureau's test automobiles at Bartlesville, Okla., showed the Synthane gas was less polluting than natural gas.

Tits establishment being now in full working order, it has seemed of considerable professional interest to collect together, in a concise form, the various points as to its plan, method of dressing, and equipment. The data contained in this paper have been largely drawn from the able paper of E. Kutscher, constructing engineer. of the works, contained in the Zeitschrift fur Berg-Hütten-und Salinenuesen im Preussischen Staate, 1873, supplemented by some personal memoranda made while the works were under construction and by memoranda on the works appearing in various German technical papers from their completion up to date. This is probably the largest dressing works in the world devoted to the beneficiation of argentiferous lead ores, and it is doubtful if any establishment for the concentration of mineral of any description can compare with it in size. As showing the final practice adopted in an old and very conservative mining region, in which the concentration of ores has been a matter of constant practice and experiment for a very long period, these works are of peculiar interest. The fact that the Clausthal ores strongly resemble a very large and abundant class of ores found in the United States has always attracted the attention of American mining engineers and mine owners to the methods employed in dressing and smelting them. "The financial valuation of mining assets has a number of fundamental differences to the valuation of many other asset groupings. One such difference is that typically, the greater proportion of both the cost and revenue sides of the cash flow are inherently governed by systemic market forces.As a result, the range of outcomes for the valuation of each mining asset is more unpredictable, with higher levels of risk and uncertainty. In contrast, the management function of many other non-mining businesses or industry groups can control at least a portion of the cash flow by maintaining the margin or controlling the sales price. The management teams of mining businesses and operations typically have limited options, and are thus price-takers for both costs and revenues. As mining is an inherently cyclical industry, large, long-life operations can exist through several price cycles, making valuation both subjective and challenging.The outcomes of both static- and stochastic-based valuations, as well as the internal probabilities of the associated cash flow statements, are significantly impacted when the correlations between the appropriate parameters are quantified, modelled and incorporated into the valuation framework. The appropriate parameters for correlation modelling primarily include those that are governed by systemic market forces. Applying this process results in a different risk profile for the asset by allowing the risks resulting from systemic market movements to be more accurately quantified and then objectively minimised. Recently development of cheaper and cleaner energy sources has become a more important and urgent issue, because of the soaring crude oil price and environmental problems such as global warming. In this social context, to establish basic technologies and solve fundamental issues associated with environmental impact assessments, the Environmental Impact Assessment Group of the Research Consortium for Methane Hydrate Resources (MH21 research consortium) in Japan has conducted a number of research and development activities since FY2001. These activities include: 1) surveys of the marine environment that will form the basis of environmental impact assessments associated with methane hydrate development; 2) the development of core technologies to monitor deep-sea environments; 3) research of major issues related to environmental impact assessments; and 4) the development of numerical models to predict the deformation of seafloor sediments containing methane hydrates.

For decades, the internal rate of return (IRR) project-evaluation criterion has been under increasing criticism. Torries (1998a) defends the beleaguered criterion. He claims that, as a project-evaluation and ranking instrument, the IRR is as suitable as the net present value (NPV). Torries also maintains that using the IRR to rank projects does not require the incremental approach and introduces his own alternative ranking approach. This paper disputes Torries' pro-IRR arguments and demonstrates that the IRR is a theoretically flawed and operationally dysfunctional criterion whose true meaning has persistently been misinterpreted. In a forthcoming paper by the author it will be shown that Torries' IRR-based project-ranking approach is flawed as well.

About 45-50% of the coal mined in the U.S. passes through coal preparation plants; east of the Mississippi River this number increases to about 75-80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation, as commercially practiced today, is an effective process achieving 75-803 ash reduction, 15-8m trace element reduction, and 85-90% Btu recovery; it is less effective for pyrite reduction (35-70%), and on-line operating time (40-60%), and suffers from obsolete control systems. Methods will be discussed for reducing costs of coal preparation and improving the performance of coal preparation plants. Comments are included on equipment selection, especially for -28 mesh coal, and prep plant operation and control practices. Btu recovery, ash and pyrite reduction, fines processing including dewatering and slurry fuel use options are emphasized. Trace element removal and expert control systems for maximization of prep plant operation also will be highlighted.

Mining professionals recognize the need to continuously evaluate and refine mine planning standards and scheduling. We must examine our current reality, and evaluate the following: •How well do our planning standards represent the actual mining process? •To what extent do they support the requirements of the downstream mining activities? •How we apply them to operational management and control? In most operations, mine-planning standards are global averages. Little differentiation is madein quantifying key planning variables. Often standards used in the long-term, are applied to the short-term, and the standards and scheduling precedents are only reviewed occasionally. Mine-planning standards applied to production schedules are often only focused on the management of functional mining performance, and play no role in managing the requirements of down stream processing. Many mining operations are characterized by high levels of fluctuation, and typically incorporate a wide range of factors and adjustments to compensate for deviations from performance targets, in mining operations as well as for the other business areas. The reason for using global averages is because of a lack of understanding of the causes of deviations that occur through the process, and the impact that they may have on the performance of the business as a whole. Average standards and factors are often used to quantify the variability in a system. From these average values, measurement standards and performance targets are derived for the planning and execution environments. During the execution of a plan/schedule there will be deviation in actual performance and the planned ‘average’ standards. In reality the ‘average’ conditions seldom occur and the impact of variability and interdependency are seldom constant or predictable. The predictability of variability and interdependency is further complicated by the fact that mining conditions have a role to play in the actual production performance, and they too are variable. By developing the throughput knowledge of our production systems, we can better understand the nature of variability and the interdependency within the systems as well as the impact of interdependency between the links in our production chains. With this knowledge, planning standards and scheduling precedents can be better defined and sensibly differentiated. This will improve planning and management of ore utilization, mining production and the effectiveness of processing. As a result the business will be more stable and predictable and business performance will be improved. The purpose of this paper is to describe: •At a high level, the scope for refining and differentiation in mine planning standards, and incorporating geological and plant parameters into mine scheduling. This will improve planning and scheduling and the overall performance of the mine. Given our current level of scientific knowledge and the technological tools at our disposal we should be able to plan and schedule production so that we can manage pro-actively and improve business performance. In doing so we can also improve reconciliation and value tracking through mining and processing •The flexibility and functionality of the XPAC planning and scheduling tool that will enable a throughput management approach.

The increasing magnitude of our nation's pollution problems seems to stem from two main factors: urbanization and technical advance. In 1920, less than half the country's 106 million people lived in cities. Forty years later, the urban population accounted for 70 percent of the nation's 179 million. It is predicted that by the end of the century, 95 percent of the U. S. population, estimated at 280 million, will live in urban areas. As these people live increasingly in city concentrations, their residues also concentrate. With technological advances to support the increasing population, the variety and quantity of goods that we use also increases. New materials and processes result in increases in pollutants, some of them new. The harmfulness of these pollutants is sometimes known, but sometimes only suspected. One pollutant of concern at the present time is sulfur dioxide, the product of combustion of sulfur-containing fuels. Research on processes to remove sulfur oxides from flue gas has been in progress for many years. Pioneers in this field were the British who, in the early 1930's, installed a full-scale flue gas scrubbing unit on a 120 MW boiler using alkaline water from a Thames estuary plus chalk. Since that time, various methods have been studied by many investigators. Federal laws covering air pollution started with the 1955 Air Pollution Control Act. With the advent of the Air Quality Act of 1967, and subsequent publishing of criteria and available technology for control of sulfur oxides in January 1969, the clamor for information on commercially available control techniques to remove sulfur from fossil fuels has rapidly increased. Although many state-of-the-art papers have deluged the literature during the past several years, the research going on in the area of sulfur oxides control is of such importance that periodic reviews are justified. It is the purpose of this paper, therefore, to again review the state-of-the-art, but this time from the stand-point of what is immediately commercially available

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

MOST OF THE key items in the bituminous-coal and Lignite industry declined in 1954 compared with 1953. Production, consumption, exports, average value per ton, men working, and days worked all declined; however, in the field of mechanization, the percentages mechanically loaded, mechanically cleaned, mined by auger, and mined by stripping all increased, as did production per men per day. Production.-The output of soft coal in 1954-391.7 million tons- was 14 percent less than the 457.3 million tons produced in 1953. The lower production in 1954 was due largely to a sharp reduction in consumption in the United States and to a drop in exports.

The thematic mapper (TM) aboard Landsat II records image data at seven wavelength intervals or bands. Three record the visible region; three record reflected IR energy. A false color image combining bands 7, 4 and 2 rendered as red, green and blue respectively provides maximum discrimination of rock types in arid regions. Structural analyses and interpretation defines regional structures, large volcano-tectonic features intrusive complexes, all which localize mineralization. Special digital processing using the ratio: Band 3 / Band 1 can identify limonites and other iron minerals. The ratio: Band 5/ Band 7 identifies clays and alunite. These ratio images show features and patterns of hydrothermal mineral systems: ?patterns of sulfide and alteration zoning in large porphyry systems, and zones of strong silica, quartz-alunite-illite, and pyrite-sericite in epithermal centers. Thus, digitally processed Landsat TM images are a cost effective and rapid means to recognize altered areas and define targets for large mineralized systems.

The expanded role which coal has been assigned in the energy future of the United States has raised numerous policy questions. The very complexity of these questions makes them suitable to analysis by econometric models. However, as the Wall Street Journal indicated in its recent article, business' success with such models have been mixed. I have been asked to present my views as to how coal producers can use such models and in what ways the industry is likely to be impacted by such models. I do not presume to speak for the whole coal industry, but only to share with you the personal observations of one who has worked "both sides of the street", having been employed' both by government and a consulting firm prior to joining the coal industry. In my opinion, the use of econometric models to analyze the coal industry will impact the coal producers in two main ways. First, their use by government will have a profound impact on future government policies related to the mining, transportation and utilization of coal. Second, such models, when properly calibrated and refined, may become useful tools for the coal producers in doing market research and long-range planning. While the former has already begun to impact on the operating environment or the coal industry, the latter is still in the embryo stage.
