All persons, actively engaged in your profession, must have a natural interest in the subject of weights and measures. All members of the engineering profession have to do with operations of weighing and measuring—some with measuring more than weighing, and some with weighing more than measuring—but all with both of these processes to a greater or less degree. Methods of weighing and measuring have improved constantly from the earliest times and have kept pace with the advance of other technical processes. It is, therefore, believed that you will be interested in a few remarks concerning some of the more recent advances in relation to the establishment of decimal standards of length and mass in this country. Before speaking of this, I will refer very briefly to some facts which may not be very generally known regarding our customary system of weights and measures. Although the yard is universally accepted as the unit of length, and the pound as the unit of mass, it is not generally understood, I believe, just in what respect the yard is the unit of length, or the pound the unit of mass. That is to say, it is not generally known in what degree these units have been legalized by Acts of congress. Doubtless, many of you are familiar with the facts which I will briefly recapitulate. The Constitution of the United States authorizes Congress to establish a system of weights, measures and coinage. The establishment of a system of coinage, as you know, was one of the first acts of the government, and the system then adopted is certainly one of the most perfect, if not the most perfect, that the world has yet seen. This paper presents an economic study comparing two gold recovery processes, zinc precipitation (Merrill-Crowe) and carbon-in-pulp (CIP). Capital, operating, and gold losses costs from an actual CIP plant study are compared to costs developed from a hypothetical Merrill-Crowe process flowsheet. ' Results indicate an overall economic advantage to CIP over Merrill-Crowe for plants processing slurries within the range of the five gold solution grades selected for this study.

THE great development of the mines and metallurgical works of this country during the last few years, accompanied as it has been by the investment of enormous sums of money in purchasing lands, and in the erection of improvements, requires that advantage should be taken of the accumulated knowledge of engineers, superintendents, and' others, in mastering &he problems which are constantly presenting themselves for our action. Among those may be mentioned the consideration of more economical systems of mining in our coal and metal-liferous mines, improved methods of transportation above and below ground, unwatering and ventilating mines, the mechanical preparation of coal and other minerals, the various metallurgical processes, and, in fact, every question tending to the attainment of two great objects : 1st. The more economical production of the useful minerals and metals. 2d. The greater safety and welfare of those employed in these industries. In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed as the free interchange of experience among those actually engaged in these industries, and this object has been accomplished, mainly, through the medium of institutes, associations or societies, composed of those engaged in these occupations, and by the periodical publication of essays or papers, communicated to such societies by their members. I t must be evident to all practical men that the interchange of the varied experience of those engaged in such occupation in this country could not fail to advance very materially the desired objects; it is, therefore, proposed to establish an American Institute of Mining Engineers, which will hold its meetings periodically in the great mining and metallurgical centers, where works of interest, such as mines, machine shops, furnaces, and other metallurgical works, can be inspected, and the members exchange their views, and consult for mutual advantage upon the difficulties encountered by each; these transactions or proceedings, when published, would form a most valuable and greatly-needed addition to our professional literature. I t is proposed that a meeting of those sympathizing with the object above mentioned shall be called for the purpose of organizing such an association, the place and time of meeting being Wilkes-Barre, Pa., and the month of April or May. Communications indicating the opinion and wishes of all, both as to these points, and also as to the organization and objects of the Institute, will be gladly received by any of the undersigned, and a notice of the date of meeting, which will be arranged to suit the greater number, will be duly communicated. Deep-sea rare-earth element-rich mud (REE Mud) distributes in pelagic clayey sediment column on ocean seafloor at 4,000-6,000 m deep. The thickness ranges 5-80 m and the burial depth 0-100 m. The REE content ranges 600-2,250 ppm in Pacific and one of the richest, maximum 6,500ppm, has been found in Marcus Is. exclusive economic zone. By applying a conventional hydraulic excavation and lifting methods, the economy of REE Mud mining around Marcus Is. is preliminary examined. Because the waste content in REE Mud is high and the disposal cost in Japan is very expensive, the mining is recognized far away from economy.

This investigation was undertaken to obtain basic information necessary for the design and operation of a plant for recovering metallic values from nickeliferous laterite and serpentine of the Philippine Islands. It was divided into three parts: (1) Mineralogical studies and preliminary mineral dressing tests; (2) electric smelting of the ores, upgrading of ferronickel by blowing with oxygen, smelting laterite slag to produce crude iron, and the production of mild steel; and (3) nickel and cobalt recovery from upgraded ferronickel. Results of the investigation indicate that it should be feasible to recover nickel, iron, and possibly cobalt products from the laterite and ferro-nickel from the serpentine. Mineralogical studies were made on representative fractions of the laterite and serpentine tonnage samples and on five selected samples; mineral dressing tests were made only on laterite. The nickel occurs principally associated with hydrous iron oxides and chemically combined with serpentine; garnierite was the only discrete nickel mineral identified, and it was found in a highly decomposed serpentine. The bulk of the cobalt was found in wadlike manganese oxide material. Approximately twice as much chromite was found in the laterite as in the serpentine, By mineral dressing techniques, laterite was separated into two fractions: one fraction contained over 90 percent of the nickel and cobalt, and 83 percent of the iron; the other fraction contained 74 percent of the chromium. A cobalt concentrate (1.1 percent Co) was produced by a scrubbing and sizing procedure.

Benefits of proper control of reagent usage in flotation circuits are typically improved metallurgy and savings in reagent costs. Improved metallurgy can mean more consistent product quality, i.e., final concentrate grade, better recovery of product values from the feed, or higher plant throughput at existing target recovery, and grade values. Flotation performance is sensitive to a variety of process disturbances which occur in operating plants, such as changes in flow rate, percent solids, size distribution. flotability of mineral species, etc. A way to handle these variations is to fully understand the dynamic flotation responses to disturbances and to implement a suitable control strategy to compensate for these disturbances. Depending on the objectives of the control system, various types of control strategies are available which employ different levels of refinement to achieve the desired performance. Typically, variables such as collector and frother dosages and reagent addition points can be manipulated to affect the performance of the circuit. In the case of sulflde mineral flotation, manipulation of the process electrochemical potential, in flotation and in grinding, offers another degree of process control. Because of the complex and interactive nature of flotation process variables, optimized reagent control requires consideration of all, or at least the most important, interactive variables of the flotation circuit. Model- based optimizing control provides a framework to handle the complex and dynamic nature of flotation reagent process control.

In the plant where the 800m diameter cyclone was tested, 500 STPH of 50m x 0 raw coal was pulped in a heavy medium tank and pumped originally to four 700mm heavy medium cyclones. For the test one of these units was replaced by an 800mm diameter cyclone with the subsequent feed pressure for both units sets at approximately 15.0 psi. Since this was a feed to zero plant, an appropriate bleed of heavy medium to the dilute medium circuit was established to en- sure that the cleaning of the 500m x 0.5mm raw coal would not be adversely affected by high levels of 0.5mm x 0 fine coal present in the heavy medium. The medium gravity measured varied between 1.41 and 1.43. During a three-hour test on June 10, 1983, the raw coal sample was collected from the feed belt while the clean coal and refuse samples were collected separately at proper locations along the product streams of the two different diameter cyclones. All of these samples were shipped to the laboratory for screen and sink- float analyses. The raw coal screen and ash analyses are shown in Table 1.

The iron ore bodies of the Iron Springs district are replacement deposits of magnetite and hematite in Jurassic limestone around the borders of three intrusions of quartz-monzonite porphyry. Production in the period 1923-1965 was about 72,000,000 tons, nearly all of which was direct-shipping ore from open pits. The intrusions are laccolithic in form; all three were emplaced at the same stratigraphic horizon, which had been a zone of decollement gliding during the Laramide orogeny. The intrusions and associated volcanic rocks are post-orogenic. There was no change in the thickness of the limestone during the metallization. Comparison of the composition of the limestone and stratigraphically equivalent replacement ore indicates that, with every million tons of iron, there were additions of 40,000 tons of silicon, 20,000 tons of magnesium, and 10,000 tons of aluminum. The ore-forming fluid was derived from the exposed porphyry. The iron was first incorporated in hydroxyl-bearing mafics, which crystallized in depth and were carried upward in the magma that formed the hypabyssal intrusions. The mafic phenocrysts decayed deuterically in the new environment, releasing iron into the interstitial fluid of a consolidating crystal mush in the interior of the intrusions. Primary tension joints, which opened in areas of late intrusive distention, served as roots through which the ore-forming fluid was drawn from the crystal mush.

The expansion of the United States economy in the postwar period has had a tremendous impact on the demand for energy. Not only has total energy consumption increased at an unprecedented rate, but there have been major shifts in the composition or mix of energy resources within the end-use sectors. Because of the numerous interrelationships between substitutable energy resources and their markets, the energy economy can only be analyzed in terms of the trends of its component parts. This problem takes on additional complexity when attempting to chart the nation's future energy requirements. Total energy consumption can be forecast with reasonable accuracy for periods up to 15 years by relating this to projections of economic indicators. However, forecasting the component parts of the energy economy constitutes a dilemma in that the sum of the projected parts frequently exceeds predictions for total energy. Areas of uncertainty in energy forecasting tend to mount rapidly when proceeding from total energy to the consideration of specific energy resources consumed as fuel, power, or raw materials.

The environmental assessment of historical mining sites contaminated with various inorganic species, as also the determination of remediation targets require a better knowledge of pollutant-bearing phases. The objective of this paper was to investigate the operational fractionation of arsenic (As) in an As contaminated (ca. 3 wt%) soil collected from a gold mining site in France, where mining activities and smelting processes of gold ores took place until 2004. Single and sequential chemical extraction procedures were performed to evaluate the potential mobility of As according to the fractions to which it was associated in the contaminated soil, and also the part of As sorbed onto soil particles. These procedures used provided information on the nature of As fixation processes in the mining soil studied. Results showed that As appeared mainly sorbed (ca. 72%) with iron on the soil particles, in particular amorphous iron oxyhydroxides. These results confirmed a potential risk of arsenic mobilization under acidic and/or reducing conditions, which frequently occur in mining environment. This research evidenced the importance of the knowledge of As-bearing phases to better predict the mobility of this pollutant and in turn improve the management of As contaminated sites.

The way and methods used for the surface mining of bauxite until the end of the twentieth century in the area of Ghiona, resulted in a significant burden to the natural environment, especially in the cases where it covered extended parts of forests and forest areas as well as important geomorphological formations. The impacts from the surface mining of bauxite which in fact constitute the object of this study relate mainly to the interruption of the natural continuity of the land relief and the alteration of the natural geomorphological activities and are due to: a) the alternating excavations with fronts of great heights, b) the depositions of large volumes of waste materials which originate from the revealing of the ore and c) the dense road network constructed in order to get access to the mine locations.

"High intensity conditioning has been demonstrated in a number of cases to enhance fine particle flotation. The improvement could be attributed to the enhanced formation of particle aggregates. However, the understanding of aggregation mechanisms remains rather limited. Recently, an enhanced particle aggregation was observed by the formation of small air bubbles resulting from high intensity agitations (HIA). In this study, a novel visualization system is designed and constructed for characterizing the fine bubbles formed in an HIA cell. The new design allows determination of gas evolution and bubble size distribution. With this system, the effect of dissolved air on fine bubble generation by HIA is investigated. The results show that HIA creates a favorable environment for the formation of gas nuclei and small size bubbles due to hydrodynamic cavitation.INTRODUCTIONFlotation is a dominant separation technique employed by mineral industry to recover the valuable mineral particles. However, in general, particles finer than approximately 10 µm are not effectively recovered by conventional froth flotation technique due to their low inertia and high specific surface area (Fuerstenau, 1988). Therefore, the fine particle flotation has been considered as the central challenge of flotation research. Substantial advances have been made for fine particle flotation from both a theoretical and technological point of view (Fuerstenau et al., 1979; Song and Lu, 1990; Subrahmanyam and Forssberg, 1990; Sivamohan, 1990; Sedat and Barry, 1991; Matis, 1995). High intensity agitation (HIA), for example, has found some success to improve fine particle flotation kinetics in laboratory tests (Chen et al., 1999a and 1999b; Valderrama and Rubio, 1998; Rubio and De Brum, 1994).The effect of mechanical agitation on flotation kinetics has been recognized for many years. In mid-1970s, Warren (1975) reported that increasing the shear rate of the pulp could improve the efficiency of ultra fine particle flotation. He attributed this improvement in flotation to the formation of aggregates. This concept of aggregation has been extended by Rubio (1978), and Bulatovic and Salter (1989), who employed high intensity agitation (HIA) method to promote aggregation. They found that HIA with the addition of collectors, frothers and suitable modifiers significantly improved both the flotation recovery and selectivity of ultra fine sulphide minerals. The improvement was explained by warren’s shear flocculation theory. Till now, many studies (Chen et al., 1999a and 1999b; Valderrama and Rubio, 1998) have been undertaken to improve fine particle flotation by HIA. However, most of these studies were focused on the relation between energy input and flotation efficiency. Less information was available for describing how the aggregate formed during HIA process."

Silver-lead ores are widely distributed through- out the Mount Lofty and Flinders Ranges, but none of the deposits is large. Historically the Glen Osmond Mines are the most significant as the site of the first metalliferous mining in Australia, but Talisker was one of the three largest producers of silver-lead in a state whose mining history is dom- inated by copper. The mine is located in a magnificent natural setting on Talisker Conservation Park, near Cape Jervis, southwest of Adelaide (Figure 1). It is exempt from the operations of the Mining Act and listed on the Register of State Heritage Items. The mine and associated township of Silverton were dominated by Cornish influences during the period of principal activity between 1862 and 1872. Silverton, located on a ridge overlooking the mine, grew to a population of about 300 at its peak in 1870 and the area was very much another 'little Cornwall'.

Gravity retaining walls have been constructed using Deep and Shallow Soil Mixing (DSM and SSM) since 1991 in the United States. These walls, for both temporary and permanent uses, were constructed by mixing cement with in-situ soils over a volume containing 100% of the required gravity wall zone. Modern design techniques have reduced costs substantially by forming the required gravity wall section as a composite mass. Using ratios of 15-35% by volume, treatment f the ground forming the required gravity section has reduced the cost from about $40 to about $20 per square foot. Design, construction and actual performance of these gravity walls are presented.

We are regularly told that before making a new investment one should seek the advice of his banker. If we were to place the subject matter of this paper before bankers. other than those who have experience in our mining camps, their reply would probably be evasive. However, if for example: a mining company asks them for a loan and offers as security certain mining investments, they are, in most cases, explosively candid. The idea is preposterous, unless, under Section 88 of the Bank Act, the mining company is able to deposit with the bank, gold or silver bullion, to an amount sufficiently in excess of the loan, to provide for what the banker describes as a reasonable margin of safety in case of contingencies. In addition the directors of the mine personally must jointly and severally guarantee payment of the loan. With any of these conditions missing the banking atmosphere becomes chilly. The local manager explains that the general situation, and particularly European conditions, are so unsettled that head office has warned him that his discretionary powers must not be exceeded under any circumstances.

AN elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics.* In a subsequent report- was printed a paper, by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cant and tappet stamps commonly used in the West. The atmospheric stamp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation : "In considering the economical application of stamping machinery, we meet, at- the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. Due to the perceived potential to extract the second economic manganese seam at its Black Rock Operations in the Northern Cape Province, South Africa, Assmang commissioned an investigation with respect to mining method and sequencing of the two orebodies in 2007. Based on this initial study into multiseam potential, conditions and impacts, the rock engineering aspect was expanded to determine conceptual rules to govern the extraction of both manganese seams using the normal bord-and-pillar layout implemented at this operation. This work included the theoretical analysis using basic pillar design practices and numerical modelling, including the use of Map3D, UDEC and Phase2 codes.In 2013, Assmang launched a large-scale investigation into the potential to increase mine output from all possible manganese sources at the operation. Included in this investigation was the requirement to confirm or modify the conceptual multiseam extraction rules to implementation. As part of this confirmation process, stress measurements, borehole camera audits and additional numerical modelling were performed at a particular site on the operation where a limited extraction of both seams had been undertaken. The results obtained from this process provided confidence in the conceptual extraction rules and allowed the derivation of final extraction rules that will be implemented at the operation as the multiseam mining process becomes more widespread.CITATION:Hanekom, J W L, Roberts, M K C, Magwaza, M G, Lousteau, R and Piper, P, 2014.
