In this year marking the centennial of the Geological survey of Western Australia, it is appropriate that we should review the value of the contribution of the Survey, and Australian Geological Surveys in general, to the exploration industry. Most geological surveys in Europe and North America had their origins in the first half of the 19th Century when the burgeoning Industrial Revolution was demanding the identification of new sources of coal and iron ore. Australia, as a young nation, essentially dependent on an agricultural and pastoral industry, and with already discovered vast coal resources in Eastern Australia, had, no great need to explore for new mineral resources. However, with the discovery of gold in 1851, the mineral potential of the country became apparent to the whole world and the first Geological Survey in Australia was set up in 1852 in Victoria under A.R.C. Selwyn. After a number of false starts all Australian States had an established Geological Survey by 1900. It is hard to assess the contemporary value of the early work of the Geological Surveys with respect to exploration, almost all major mineral discoveries were made by prospectors and most mining companies had little time for geologists - although the Chamber of Mines in Western Australia in 1910, did recommend that the Geological survey be granted an additional ten thousand pounds over two years to map all existing goldfields and the country between them, and produce a reconnaissance map of the area east of a line between Wiluna and Edjudina as far as the South Australian border!

Mine seals can he remotely constructed in underground coal mines through vertical boreholes when direct access to a fire is impossible or considered to he too dangerous. This method has great merit because the boreholes can be drilled to specific mine areas, and the seals can be positioned close to a fire zone. The technology however can be largely ineffective if the constructed seals do not provide of effective barriers to airflow or if they cannot he used to impound water and other inert materials. Unfortunately, no viable alternatives exists to sealing the entire mine to the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL). Under this effort. Howard Concrete Pumping Company and GAI Consultants Inc. have joined forces to evaluate a potentially significant improvement to the current state of the art. This paper covers the development o f novel technology or rewrote mine seal construction, the evaluation of rite materials used, the construction practice and the Fellow-up testing.

Having been retained as a legal expert for the fatality at the Canberra, Australia project, it made me aware of how good intended blasters profess to be implosion experts. Owners and contractors can be misled by these representations, seeing a video of Directionalized Structures constructed of reinforced concrete may be impressive to watch, but lack sound evidence of the true mechanics of an actual “implosion”; on steel structures more prevalently. If any well intended blaster comes to a determination that he can implode a structure, it should be not be construed he cannot. It should be well investigated that the specific blaster has verifiable experience. What happened in Australia reflects on all end users of explosives. I have heard a direct quote in our project in Alberta, “We don’t want to have what happened in Canberra”. Such a tragedy could have, and should have been avoided. Simple by using the “Right Tool for the Job”. We should sideline egos and economics. Would any competent blaster compromise his or her reputation, company or insurability? More importantly, have an honest conscience knowing that if the proper explosive is available, use it, don’t shortcut it. If possible expand the schedule. Better, yet, examine all avenues before the project, and last, cancel the project. A human life is our best asset and should not be compromised.

The olfactory system (sense of smell) is crucial to the ability of fish to avoid predators, recognize kin, and synchronize reproduction (Baldwin et al. 2003). Copper (Cu) has been shown to impair olfaction in juvenile freshwater life stages of salmonids (including Pacific salmon and trout) in some laboratory experiments; and in the United States, public concerns have been expressed that current regulatory criteria for Cu in fresh water are not adequately protective of olfactory function in salmonids (e.g., OSU 2007; Pearson 2007). These concerns have largely been raised because some Cu concentrations that have caused olfactory impairment in salmonids in the laboratory are less than Cu concentrations that have been shown to reduce salmonid survival, growth, or reproduction (the effects endpoints that are typically considered in deriving ambient water quality criteria). However, two important and interrelated points that must be considered: (1) freshwater Cu criteria are "driven" by the sensitivities of several invertebrate species that are more sensitive than the olfactory impairment threshold in salmonids when (2) the influence of water chemistry on Cu bioavailability is properly considered in deriving Cu criteria. Bioavailability refers to the ability of various chemical forms of Cu to interact with receptors on the surface(s) of organisms and thus directly cause toxicity or uptake by the organisms. The toxicity of Cu and other metals to aquatic organisms is a function of water chemistry. For example, acute Cu toxicity in fresh water generally decreases as pH, water hardness (Ca2+ and Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase (Meyer et al. 2007). The U.S. Environmental Protection Agency (USEPA) has recommended hardness-based freshwater aquatic life criteria for Cu and other metals since the 1980s (e.g., USEPA 1985); and hardness-based metals criteria decrease (i.e., become more restrictive) as water hardness decreases. More recently, the USEPA has recommended freshwater aquatic life criteria for Cu based on the biotic ligand model (BLM; USEPA 2007), which accounts for the influence of multiple water chemistry parameters, including DOC, pH, alkalinity, Ca2+, Mg2+, and several other cations and anions. The BLM-based Cu criteria generally decrease as DOC concentration, pH, alkalinity, and water hardness decrease. Because DOC has a stronger influence on Cu bioavailability than water hardness, hardness-based and BLM-based Cu criteria can differ considerably. For example, in water that has low DOC and high hardness, the hardness-based Cu criterion would be relatively high (because it is driven by the high hardness) but the BLM-based Cu criterion would be relatively low (because it is driven by the low DOC). Thus, any evaluation of the protectiveness of Cu criteria against a given effect, such as olfactory impairment, must properly account for the chemistry of the exposure water. Meyer et al. (2013) compiled data on Cu-induced olfactory impairment and olfactory-induced behavioral effects from tests in which BLM parameters were measured. They demonstrated that the USEPA's BLM-based freshwater life criteria for Cu are protective against olfactory impairment, because it adequately accounts for water chemistry (whereas the USEPA's hardness-based Cu criteria are not consistently protective). Olfactory impairment by Cu is now receiving increased attention in Canada and Europe (e.g., Wall 2013; Stang 2013). Accordingly, in this paper we have expanded the analysis of Meyer et al. (2013) to consider copper guidelines from various other countries and whether these guidelines are protective against olfactory impairment.

The strength of anchorage of various types of roof bolts in permafrost depends on the types of rock in which they are installed. Variation in the mine thermal regime results in weakening of the roof and walls, and at times total loss of ice cement bonds takes place in the surrounding rockmass. In mines with positive ventilation air temperature, the wedge or expansion types of bolts may become weakened due to the transfer of heat into the anchorage through the metal rod and subsequent thawing of rocks. Effective operation and evaluation of roof bolt systems for mine workings in permafrost require predictions of the dynamics of wall thawing by warm ventilation air. This paper presents an analysis of the temperature distribution in the frozen host ground surrounding roof bolts, the area of interest being the vicinity of the anchors for point anchored bolt and the entire length for split set bolt

THE law of supply and demand is, in general terms, that law which governs the price of any commodity in an unrestricted competitive market. There are several variables which, for the purpose of this discussion, will be defined only as they apply to the petroleum industry: Production: The volume of petroleum that is moved from leases. Stocks: The volume of petroleum that is in the hands of the tank farm and pipeline companies. Inventory: The value of the stocks at the market. Consumption: The indicated delivery of oil to others than those who hold stocks. Demand: The potential absorbing power of the consuming market. Demand is the expression of the needs of the consumer and may depend on the economic value of the oil to the consumer. In times of low prices, the demand is the same as the consumption but during periods of high, prices or deficiency in supply, the demand may be greater than consumption. Planning the primary development of a mineral deposit usually is done only once during the life of a mine. As a consequence, not optimizing the primary development of a mineral deposit can cause disadvantages over the whole life of a mine and can lead to higher costs. As a contribution to an improved primary development design procedure beyond the already existing work a study of the identification and quantification of the influence of parameters on primary development based on operational data from working mining operations has been completed. Based upon such a quantification of the influence of parameters a sequenced decision model was developed, that enables to develop an initial concept for the design of the accesses from the surface based upon a few critical parameters. Such a model will not replace detailed planning work within a feasibility study, but it is intended to reduce the amount of planning efforts at an early project stage through providing information what are most likely economic solutions, based on simple rules.

Onsite hazardous waste processors often find obtaining a Treatment Storage and Disposal (TSD) permit one of their first major challenges. Some processors may spend the time and money required by the permitting process, only to find out later that a permit was not necessary. This paper will present and analyze four strategies that processors may use to avoid obtaining a TSD permit. Some facilities will be able to remove their waste streams from RCRA's oversight by ensuring the material is not "hazardous" waste. Parties that treat waste while it is in process may be able to avoid generating "waste" altogether. Certain treatment facilities have been specifically exempted by EPA. Finally, treatment of waste while it is in generator storage tanks may be allowed without a RCRA TSD permit. Hazardous waste point of generation, an important determination relating to these strategies, will also be discussed. Generators and processors will find this paper useful when evaluating their permit exemption potential

A year ago a paper (1) was presented at the Annual Western Meeting of the Institute regarding silicosis in Ontario mines. It described the whole problem as we see it and discussed the means of prevention. The work and aims of the Technical Silicosis Research Committee of the Ontario Mining Association, and of the Committee's field engineer, were fully described also and it is suggested that reference be made to this paper in order to have a better understanding of the observations which are presented now. These observations enlarge upon parts of the dust control measures already discussed and tell of general progress in the past year. They concern fifty properties, the majority of the operating mines, which vary in size from the hopeful prospect to established producers yielding 11,000 tons of ore daily. Most of these are gold mines; a few copper-nickel. The ores range from heavy sulphides to siliceous materials and they are mined by many methods from varying types of deposits. The majority of the latter are steeply dipping and all are found in Precambrian host-rocks. Up to the present, die greatest depth to which mining has penetrated is 6,400 feet.

The Phu Kham Copper-Gold Operation (Phu Kham) is located in northern Laos, approximately 140 kilometres from the capital, Vientiane. The operation is a producing asset for Australian-based copper and gold producer, PanAust Limited (PanAust) and is operated by Lao-registered company, Phu Bia Mining Limited (Phu Bia Mining). PanAust holds a 90 % interest in Phu Bia Mining. The Government of Laos owns the remaining 10 %.The Phu Kham Operation has recently undergone a series of process improvements to treat the anticipated competent ores scheduled for 2017 and 2018. The operation’s comminution circuit, which comprises a semi-autogenous (SAG) mill and two ball mills, each with 13 megawatts (MW) of installed power, was expected to be SAG mill limited when treating competent basement rock. Ausenco Services Pty Ltd (Ausenco), was engaged to help optimise and enhance the productivity of the Phu Kham comminution circuit over an eight-month period. The work involved participating in and overseeing the redesign of the SAG mill liner systems and developing operational strategies for maximising throughput through to the end of mine life. Ausenco’s comminution optimisation tool, Ausgrind, was used to benchmark and analyse plant data with empirical models, predict circuit performance for varying ore characteristics and evaluate liner wear and predict the life for varying operating parameters. Variances between the actual and the predicted values were assessed in detail to identify missed opportunities, and guiding operating parameters were redefined to maximise throughput and productivity. In combination with the redesigned liner system, optimised process controls for varying ore competencies, and improved operational practices and troubleshooting strategies, increased Phu Kham overall production, exceeding the milling capacity when treating competent ores. Tools as environmental product declarations are increasingly often used to compare several products and to take account of the environmental sphere in the choice. Environmental declarations of Belgian bluestone and sandstone products were realized in accordance with the ISO standards and following the standard NF P 01-010. The main goals of these studies were to obtain Belgian environmental product declarations to strengthen existing databases and to provide defences against Asian competition. Indeed, competition with China for bluestone products and with India for sandstone pavement is very important due the fact of the very competitive prices for foreign products. The impacts on climate change, resources and acidification of the sole transport were taken into account for foreign products"

Slope failure accidents were responsible for about 12% of U.S. surface mine fatalities between 1995 and 2003. Small surface movements on a mine highwall may be precursors of failure that, if detected, could provide sufficient warning to enable workers and machinery to be withdrawn to safety. Radar interferometry offers the necessary precision to detect these movements. Radar has some advantages over other methods in its ability to cover large surface areas for true two-dimensional monitoring day and night under almost any weather condition. Radar’s active transmit/receive mode of operation provides for more direct sampling than do passive optical methods that depend on solar illumination. Improvements in microprocessor speeds and capacities have led to the development of a number of small, portable, ground-based systems; such systems are now being deployed at several locations around the world. As part of an ongoing study of monitoring technologies, researchers from the National Institute for Occupational Safety and Health and Brigham Young University, Provo, UT, cooperated to assess the feasibility of using interferometric radar to monitor mine slope stability. Field tests of a device incorporating prototype equipment were successful in that small, centimeter-scale displacements on rock slopes were detected.

"Heap leaching of gold ores has enjoyed wide acceptance in the arid and semi-arid regions of the western U.S., Australia and South America. There are areas, however, where cold weather or excessive precipitation can limit the usefulness of heap leaching. Even in Nevada difficulties can be encountered which call for special operating procedures.The paper discusses the general climatological limitations and some of the techniques used to extend heap leaching into colder conditions. A case history of the Cripple Creek and Victor Gold Mining Company operation in Colorado examines 'valley-fill"" technology as an ideal cold-climate solution, where topographical conditions permit.AcknowledgementsThe authors gratefully acknowledge the management of Independence Mining Company for their permission to present this paper. Normally, the reasons for this were economic rather than technical: capital and operating costs for milling were simply too high. At first, grade was almost the only criterion, but deposits too small to justify milling were also potential targets for heap leaching.Renewed interest in gold was centered in the western United States and Australia, where exploration for milling-grade deposits had never really died. When heap leaching came along, it was in these areas that the first developments took place. Coincidentally, these same areas were favorable for heap leaching: climates were temperate for most of the year and competing land uses were limited. Even so, in the western United States in particular, winter temperatures were low enough to complicate operations. Precipitation was less a problem, although heavy snowfalls could periodically interfere as well."

Rapid growth in the urban development requires continuous search for innovative technologies to construct complex infrastructure systems. Deep mixing is one promising construction technology that has a wide spectrum of applications for development and expansion of complex urban facilities. Large number of reported case history of the projects in Europe, Japan, and the US demonstrate the versatility of the technology compared to conventional methods of ground modification. A large number of factors influence the quality of the soil cement columns; some of these are rooted in the installation process and the effective use of machinery during construction. This paper attempts to present some issues related to installation of deep mixing that affect quality of the treated columns. Presented here are various installation patterns, installation machinery, installation sequence, effect of penetration/withdrawal injection methods, penetration/withdrawal speed, effect of number of shafts, rotation of the blade, shape and orientation of mixing tools, and rotational speed of the shaft on quality of the treated ground.

UNDERCLAY squeeze is the plastic flowing of underclay below coal pillars into mined-out entries and rooms. Squeezes may be caused either by wet mine conditions where the moisture is taken up by the clay—making it more plastic—or by the presence of certain clay minerals, such as mont-morillonite, which are plastic when there is enough natural moisture. Under either condition, sufficient stress will cause the underclay to flow. Squeezes may fill an entry or room within several hours, or it may be several months before movement stops. Squeeze areas commonly cover hundreds or thousands of square yards. The Coal Div. of the Illinois State Geological Survey has collected samples of underclays from various mines and from cores drilled by coal companies in the state. From these samples natural moisture content, particle size and particle size distribution, and clay mineralogy are determined. Data from samples collected from the underclay below Herrin (No. 6) coal in the Lumaghi Coal Co. mine near Collinsville, Ill., are used in this report to clarify points in the discussion. Data from samples taken from other mines lead to the same conclusions. A generalized geological section for the area is given in Table I. The underclay below coal No. 6 ranges from a few inches to 3 or 4 ft thick. The upper 6 to 18 in. are noncalcareous; the lower part becomes more calcareous with depth. Limestone nodules become larger with depth, almost grading into the limestone below. In areas where the clay is nearly absent the limestone may thicken to take its place; thus they may complement each other in thickness. There are two types of squeeze areas in a mine. In one type up to 3 or 4 ft of underclay lie in what appears to be a depression in the limestone underneath. This is suggested by a rim surrounding the squeeze area where the underclay is thin and the limestone lies within a few inches of the coal. In the second type the underclay of the squeeze area is surrounded by underclay of similar thicknesses which does not squeeze. Test Methods: Natural moisture content, particle size and particle size distribution, and clay mineralogy were determined by the following methods: Natural moisture is the moisture content a clay contains in its natural environment, expressed in percentage of the weight of ovendried clay (110°C or 230°F). To obtain the natural moisture content, given in Table 11, the clay samples were sealed in containers as soon as the samples were taken in the mines. Particle size and particle size distribution were determined by the pipette method,' and the data were plotted as cumulative curves, Fig. 1, on semi-logarithmic paper. Particle size was plotted on the logarithmic scale and percentage on the arithmetic scale. The quartiles (diameters that correspond to frequencies of 25 and 75 pct) and medians (diameters that correspond to the frequency of 50 pct) of the samples were determined from these curves. The clay minerals were identified from the data obtained by differential thermal' and X-ray powder" techniques. The differential thermal analyses were made on the whole samples, whereas the X-ray analyses were made on fractions of less than 2p. Data and Discussion Moisture Content: After the sealed jars had stood for 24 hr, those that contained squeeze samples had perspired, so that droplets of water had accumulated on the insides of the jars. Table II shows the moisture in the clay after it had perspired for 24 hr. (This perspiring was not noted in samples from nonsqueeze areas.) After perspiration one of the squeeze samples still had a higher moisture content than the samples that did not squeeze. Experiments were carried out on 76 mm laboratory heavy medium cyclone treating -2.0 t 0.5 mm coal and on two 600 mm industrial heavy medium cyclones treating coal in the size range -13.0 t 0.5 mm. The variables studied were spigot diameter and feed medium gravity. The generalised distribution curve for the separation of coal in these heavy medium cyclones has been defined by the equation [ ] The specific gravity of separation SG has been found to increase linearly with increase in feed medium, gravity (SGf). The relationship for SG of industrial cyclone is given as 50 SG = -6.801 t 6.463 SGf t 0.0327 Spig 50 -0.02625 SGf. Spig. Further, the probable error for the separation has been found to be linearly related to (SG50 - SGf ) according to the equation [ ] The model equations developed have been used to select appropriate levels of operating conditions to achieve an increase in the yield by about 2 to 4% without affecting the quality of the product.

DURING the course of some magnetic investigations which the authors have under way, six bars of 0.43-carbon steel were tested, a permeameter designed after the Hopkinson yoke type being used. The results obtained were of some interest and although far from complete serve at least to show the necessity for a careful investigation of the previous history of the samples under study as well as the chemical composition. A steel of given chemical composition may assume a great variety of structures, depending on its treatment. Professor Sauveur has devised a very clear and effective means of illustrating this point: The accompanying microphotographs show some of the possible structures assumed by a 0.30 carbon steel (Fig. 1). It is now a well-established fact that a structural change is accompanied by changes in the tensile strength, elastic limit, hardness, etc., and it seems reasonable to assume also, a change in the magnetic properties. Six bars of a 0.43-carbon steel were used, all the bars being taken from the same rod and treated as follows: Bar 1. Heated to 1,100° and cooled in the furnace. Bar 2. Heated to 1,000° and cooled in the furnace. Bar 3. Heated to 900° and cooled in the furnace. Bar 4. Heated to 1,000° and cooled in air. Bar 5. Heated to 900° and cooled in air. Bar 6. Untreated. The bars were then turned to 13 mm. diameter and tested by the Hopkinson yoke method. After testing, three specimens were taken from each bar, one from each end and one from the middle. The homogeneity of the. bars was tested in this manner and in no instance could any difference in structure be detected between the three specimens.1
