Before discussing some of the specific public relations issues in Colorado mining, I would like to define public relations, identify the "publics," review Colorado's population profile, and outline Colorado's mining history. Public Relations In describing public relations, a definition which is frequently quoted appeared in the PUBLIC RELATIONS NEWS, and is as follows: "The Management function which evaluates public attitudes, identifies the policies and procedures of an individual or organization with the public interest, and executes a program of action to earn public understanding and acceptance..' As you can see, this covers a "multitude of sins."

The relative importance of magmatic and metamorphic fluids in Archaean gold mineralisation has long been a subject of debate. Computer simulations can be used to explore the interaction between competing fluid flow drivers, thus providing insight into their role in mineralisation. This approach has been applied to Archaean gold mineralisation in the Yilgarn craton, Western Australia. A simple model representing regional metamorphism in a granite-greenstone terrane indicates that fluid produced during a regional metamorphic event in the Yilgarn was unlikely to have been involved in mineralisation, because it would have escaped from the crust long before the main gold event. Another model illustrates the competition between magmatic fluid production, convection, and deformation. The model shows that the timing of deformation relative to fluid production is important in determining the fate of magmatic and metamorphic fluids, and hence their potential to play a role in mineralisation. "This paper reports the hydrometallurgical treatment of gravity concentrates of gold samples and outcrops associated with graphite ores obtained from:• flotation tailings of crystalline graphite minerals• outcrop samples of graphitic rock associated with auriferous minerals and free gold located in the Villa Union district and surrounding areas - La Rioja Province - Argentina.Previous studies of the flotation potential of crystalline graphite minerals failed to consider the presence of noble metals.The samples represent a mineralized zone of crystalline graphite which is distributed in different formations with a NE - SW trend in Maz, Punta Colorada and Las Ramaditas hills, covering an area of about 300 square kilometers."

The offshore Maui gas/condensate field was discovered by Shell BP and Todd on Services Limited in 1969. Subsequent appraisal drilling and negotiations with the Government led to a development agreement, æThe Maui White Paper' being concluded in 1973. Part of this agreement provided for the Government to take a 50 per cent shareholding in the field. The field is comprised of a double domed anticlinal structure containing two gas reservoirs at depths ranging from 2700 - 3000 m. Water depth is 110 m. The development plan called for two standalone steel platforms to be installed sequentially over a period of some years depending on gas demand. The first platform (MPA) was put in place in 1976 but difficulties were experienced with piling and drilling of the 12 (later increased to 14) wells did not start until 1978. First gas was piped ashore late in 1979.

IN most branches of the mining industry it is a well-recognized fact that care must be taken to protect the mineral deposit from undue physical injury. It is comparatively easy to grasp this idea when the mineral is a solid and the lives of workmen depend directly upon the care with which it is removed from its natural position, but when the product is a liquid. drawn up from pools several thousand feet beneath the surface of the ground through openings only a few inches in diameter, it requires some imagination to picture underground conditions and the changes which must often occur. The development of the petroleum deposits of California has been attended by numerous accidents, the results of which are readily noticed at the top of the wells and in the profit and loss accounts of the operators. Determination of the cause of these accidents has been the subject of considerable study, which naturally has fallen upon men familiar with technical methods. The greatest damage to the oil deposits of California has resulted from water finding its way into the oil-bearing sands, and it is the purpose of this paper to set forth briefly this phase of the oil industry. Much of the material here presented has previously appeared inn publications issued by the California State Mining Bureau, which, under the direction of State. Mineralogist Fletcher McN. Hamilton, has investigated the subject and taken steps toward improvement of conditions. The writer, having been in charge of this branch of the Bureau work, has gained considerable knowledge of existing conditions.

The following have been compiled from information furnished through the courtesy of Dr. W. P. Haynes, of London, and Mr. T. V. Grigorescu of Ploesti, Rumania. Gura Ocnitzei was the most active field during the year, furnishing 40 per cent of the production and 50 per cent of the drilling activity. Extensions to the west in this field were made both by Concordia and Romana Americana. In these new extensions the bulk of the production comes from the Drader member of the Dacian, with an average depth of 1300 m.; the underlying third Meotic at 1700 m. has not been developed yet. In Gura Ocnitzei east no new drilling has been done in 1933, but here declining pressures have led to the extensive use of gas-lift and pumps. Ochiuri saw some small drilling activity, but production declined. Two good wells were brought in by Unirea and Astra at the close of the year. Boldesti continued to be developed on a general plan by the four major companies interested. Production was from the Meotic, which in this dome has been penetrated for 356 m. Reserves have been estimated at about 63,000,000 bbl. An important discovery in this area was the bringing in of Credit Minier No. 1 Harsa to the east of the main field and producing from the Meotic. This well came in during October, 1932, and is now making 1400 barrels. In the Moreni Piscuri field only routine operations have been carried on. The prolific sands are now declining rapidly. Ceptura also saw only routine operations. In the Arcesti field development of the Meotic continues. Seven new wells were brought in during the year and ten were drilling at the close of 1930. The field produced over a million barrels for the first time during 1933. In the other fields only routine operations were carried on. A considerable increase in efficiency of operations was noted during the year. The average drilling time has been reduced, coring programs have been amplified, and much care has been taken in straight hole drilling. The Schlumberger electrical coring apparatus is extensively used. Electric-driven rotaries have been introduced at Gura Ocnitzei. The Moniteur du Pétrole Rouman reports that the index cost of drilling one meter, taking 1929 as a base of 100, has been reduced to 32 in 1933.

The ores treated by the Canada Consolidated Gold Mining Company at Deloro, Ontario, have been described in a paper read before the Institute in 1881. They are gold-bearing arsenical sulphurets of iron (mispickel), carrying the theoretical proportions of 42 per cent. of arsenic, 20 per cent. of sulphur, and the remainder iron. The gangue is quartz, calc spar, and some talcose, slaty rock, evidently resulting from the decomposition of the wall-rock, which on each side of the veins is syenitic granite. The treatment of the ore consists of: 1. Crushing. 2. Concentrating.

The U.S. Bureau of Reclamation awarded PCL Civil Constructors the project to build a new visitor's center and parking lot structure at the Hoover Dam. The excavations for these structures present many blast design challenges. The visitor center, a 30 foot deep excavation was blasted in the Nevada side of the canyon wall, 600 feet above the existing power plant. This excavation also included a through-cut underneath the existing road that carries the traffic over the Dam between Nevada and Arizona.

Availability of the production equipment used in underground mines has a substantial impact on production costs and, thus, on mine profitability. Appropriate collection of pertinent data and information, as well as use of adequate performance measures and their analyses, can help mine operators identify cost-effective opportunities to improve equipment availability. This paper presents study results aimed at reviewing and analyzing means and measures used to quantify equipment availability and its contributing factors (reliability, maintainability and maintenance support) in several Canadian underground mines. It overviews sources, as well as quality and quantity of relevant data and information, and examines performance measures and their definitions, as applied to surveyed mines. Problems concerning data acquisition and meaningfulness of the performance measures are discussed. The paper concludes with some suggestions and recommendations concerning several aspects of equipment availability assessment. Evidence suggests that the latter may become a more useful tool for mine operators in their efforts to reduce production cost.

GWILLIAM H. CLAMER (Philadelphia, Pa.).-About 16,000 tons of tin is used annually in the production of white metals. The real reason for using the so-called genuine babbitt, which is a high-tin base babbitt, perhaps in the majority of cases, is that tin has always been. a high-priced metal and people naturally believe that what they pay a high price for must be good. Mr. Jones has shown that the common metal, lead, is a superior base for most purposes for Which babbitt metal is used. The addition of lead is often looked upon as adulterant to genuine babbitt, and specifications for this reason rigidly restrict the lead content. A sub-committee of the Society for Testing Materials, at the meeting in June, presented tentative specifications on babbitt metal, in which were included twelve formulas, containing from zero to: 20, per cent. of tin, and several containing from 65 and 92 per cent. Ultra-fine Stirred Mill is a kind of high energy efficient equipment for ultra-fine grinding, and has been the mainstream equipment in the submicron powder and slurry industry. This paper mainly describes flow-field numerical simulation of the three popular ultra-fine grinding mills: (respective-ly as) Disc Stirred Mill, Pin Stirred Mill and Spiral Stirred Mill, by means of the software Computational Fluid Dynamics (CFD). In the flow-field numerical simulation, the velocity gradient, shear rate dispersion of the flow-field, the viscosity dissipation rate were analyzed with CFD. It is discovered that Pin Stirred Mill has the highest velocity gradient in circular directions and the most homogeneous distribution of shear rate among the three. Flow-field numerical simulation provides a new way (and means to) for the parameter optimization design and project enlargement of Ultra-fine Stirred Mill. The experiments were also carried out, the results are consistent with the results of the simulation analysis. For example, in GCC grinding experiments under the same conditions, the specific energy consumption of Pin Stirred Mill with 3600L in volume is 15%~17% less, and its processing capability is 13%~15% better than Disc Stirred Mill. Now with its optimized structure and excellent performances, more than ten sets Pin Stirred Mill with 3600L in volume have been used in industrial production in Shandong, Guangdong and Hunan province.

"Income based taxes are significant cost elements to be considered in evaluating investment in new mine development. This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."

The first application of High Pressure Grinding Rolls was in 1985 at a cement plant, for the purpose of capacity improvement. Then various circuit configurations were derived to achieve a reduction in overall specific energy consumption, by transferring more of the grinding required to the HPGR. In most circuit configurations, the recycle of fines is required for effective breakage between the rollers. By increasing the fines amount in the feed material to a specific level within the recycling load, a uniform material bed is created and a higher pressure gradient along the roller width is obtained, resulting in compact flakes, including more fines. The fines recycle results in enhancement of the interparticle breakage. This paper will discuss the effect of the feed size distribution on HPGR performance.

A glance into the immediate future of the refining industry, and a retrospective view of 1929, cannot fail to emphasize the need for effective measures of control of refinery still runs. With oil producers alert to the need for control of the crude supply, it has become more than ever necessary for refiners to complete the movement toward stabilization by concerted determination to maintain still run schedules within the limitations prescribed by the demand for gasoline. The outlook for continued growth in the demand for gasoline appears to be well sustained by a preliminary survey of requirements for 1930. In fact, it is apparent that the industry will be assured of a market for gasoline that will aggregate in volume at least 472,000,000 bbl. this year. This indicates a gain in total demand over 1929 of about 9 per cent. or about 4.6 per cent, less than the gain recorded during 1929 over 1928, which amounted to 13.6 per cent. Despite the indicated increase in gasoline demand this year, it is apparent that little, if any, more crude will be required than last year. This is shown in Table 1, presenting estimates of gasoline demand and probable crude requirements for 1930. Brunswick No. 12 is a vent-proximal massive sulfide deposit that formed above a feeder pipe with associated hydrothermal alteration. Because of the replacement of bedded sulfides deposited above the hydrothermal vent, individual sulfide lenses show the following vertical and lateral zoning outward from the vent complex: massive pyrite-pyrrhotite-ehalcopyrite core interlayered pyrite-sphalerite-galena (pb-Zn ore zone) - bedded pyrite. The feeder zone which underlies the Cu-rich core consists of an anastomosing network of pyrite-pyrrhotite-chalcopyritequartz veins with variable and generally minor contents of ferroan carbonate, Fe-rich chlorite, sphalerite, galena and arsenopyrite. Hydrothermal alteration of felsic igneous rocks hosting and adjacent to the feeder pipe is represented by an inner zone (zone I) characterized by sulfide stringers, Fe-rich chlorite, muscovite, quartz, and ferroan carbonate that formed at the expense of feldspars and what was probably glass; outer zones (II and III) are represented by Mg-rich chlorite and muscovite formation, and the albitization and silicification of K-feldspar. Accompanying these alteration trends is a marked decrease of Na + Ca, and an increase in Fe + Mg + C03 in zone I, and increases in Mg + Na in the outer zones. The classic zoning of metals within the sulfide lenses, the formation of a feeder pipe below the vent-proximal sulfide core, and the hydrothermal alteration of felsic volcanic rocks cut by the feeder pipe all support a vent-proximal origin for the Brunswick No. 12 deposit. Furthermore, restriction of sulfide stringer mineralization to the footwall sequence, the folding of the stringer zone by an F, fold, and the difficulty of long distance mass transfer of metals from the sulfides into the host rocks all argue against a tectonic origin for the stringer zone. All of the evidence indicates that the feeder pipe formed during the ore forming hydrothermal event, but has been distorted and in some areas detached from the overlying massive sulfides during subsequent deformation.

In the retreatment of an old tailing dump containing five per cent of lead principally as lead sulphate, the lead sulphate was floated with liquid Aerofloat reagent after sulphidising with phosphorous pentasulphide in an acid circuit. A zinc middling product was removed by flotation before recovering the lead. Concentrate products were sundried in surface dams.INTRODUCTIONDuring the period between 1917 and 1928 the Junction North Broken Hill Mine N.L. deposited several tailing dumps on its leases, which were acquired by North Broken Hill Ltd.in 1931. One of these dumps lay alongside a main road close to a residential area. The high metal prices prevailing in the post-war years (1945 onwards) provided a strong incentive for retreating this dump and transferring it to a less objectionable site.SAMPLING AND TESTINGIn 1946 a sampling and testing campaign was instituted which culminated in 1949 in a decision being made to erect a tailing retreatment plant adjacent to the dump.The dump was sampled with a 3 in. post hole auger using extension lengths of -! in. pipe for drilling to 30 ft. The dump material was fine and moist and core recovery was excellent. Hole depths ranged from 14 ft. to 30 ft., with an average dump depth of 20 ft.Individual samples were prepared from successive 9 ft.lengths of core and each sample thus obtained was, submitted for sizing and assay.The sampling showed that the dump contained approximately 380,000 tons of fine tailing assaying:

This paper describing the mining methods employed by the Federal Mining and Smelting Co., operating the Morning mine at Mullan, Idaho, is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The daily tonnage produced at the Morning mine, including that mined by leasers, is 1,100 tons. Mine run of ore will average 9.1 per cent lead, 5.8 per cent zinc, and 4.4 ounces silver per ton. A stull set and fill method of mining is employed.

Symmetry theory, based on ground work established in the study of single crystals and experimental procedures utilizing ultrasonic pulse velocities of spherical specimens plotted on equal area polar projections, enables the direct identification of a material's elastic symmetry system and the determination of its orientation, as well as the position of the elastic coordinate axes. The method is especially useful for elasticity studies of polycrystalline and amorphous materials for which this knowledge of symmetry is a prerequisite in determining the independent elastic constants. Projections based on theoretically derived velocities are given for a single crystal from each of the major crystallographic symmetry systems except the triclinic. Projections based on experimentally derived velocities are given for one brass and several rock spheres.
