Addresses of welcome were given to the convention by Governor Spry, Mayor Park, and Rev. P. A: Simpkins; 'the several addresses being interspersed by music. The session adjourned at 11 :50 a. m., in order to attend the organ recital at the Tabeknacle at:'12 o'clock. JUNE 11-AFTERNOON SESSION The meeting. Gas called -to order at 2 o'clock, with President E. H. Weitzel in- the .chair. The minutes of, the organization meeting and that of the Executive Board, the 1atier:of which was held April 15, 1913, in Denver, were read and both' approved. A letter from A. 3. Reef, of Denver, containing proposed amendments to the Constitution and By.-Laws, was read, and, upon motion,, was referred to the Executive Board, with .instructions to report upon the matter at the next, regular meeting. The proposed amendments follow: Article I1 (regarding who may become members and how) to be amended to read as follows: "Membership in this Institute shall be of three classes-corporate, individual, and honorary. Any company, firm, or individual operator actually engaged in the mining of coal within the territory of this Institute may become a corporate member on application, and by consent of a majority of the members present at any stated meeting. Any person, who is directly engaged or interested: in some branch of coal-mining may become an individual member upon application, and by consent of a majority of the members present at any stated meeting. Honorary members may be elected at the discretion of the Institute."

Phosphorus is one of the elements having the widest distribu tion, and phosphoric acid plays an important part in the composition of the crust of the earth. It is allied in various chemical combina- tions with many bases, of which lime, alumina and iron are the most common. It is difficult to state in what chemical combination phosphoric acid predominates in the crust of the earth, for while phosphate of lime, as the mineral which is sought for and found in deposits of economic value is the most familiar, it is probable that the phosphates of alumina and iron are the most usual forms in which phosphoric acid exists in all soils not essentially calcareous. It has been shown by thousands of analyses that all fertile soils contain from a trace to 0.5 per cent. of phosphoric acid. All limestones, dolomites and chalks contain it in proportions which, though usually small, are large enough to make careful analysis necessary in the selection of limestone as flux for iron-smelting. It is generally Trenton limestones that are found best for this purpose, the more recent strata being more phosphatic. In some places phosphoric acid replaces carbonic acid, and the limestone or chalk becomes phos phatic to a large degree, or sometimes pure phosphate of lime. The waters of the ocean, from very early periods, have contained phosphoric acid. Different analyses show varying contents; it is asserted that some portions of the Gulf Stream are more phos phatic than the surrounding waters of the Atlantic. Many springs, usually from limestone regions, contain soluble phosphates in vary ing quantities. I think it safe to assert that phosphorus is nearly the most widely and evenly distributed element on the surface of the earth, and probably the most subdivided. This can be readily understood when the important part which phosphoric acid plays and has played in the vital cosmos is taken into consideration. CANADA, which appears to be growing into one big mining camp, may soon be the background for another impressively large iron ore development. And again it will be Fenimore Iron Mines who will be the motivating force. Dr. J. A. Retty, Fenimore president, who was one of the important figures in the development of Labrador iron deposits, predicts a great future for property on the west coast of Ungava Bay in deep northern area of New Quebec. Fenimore properties consist of a 200 sq mile concession in addition to several hundred claims over about 112 miles along the Labrador trough, mainly in the Ungava Bay region.

The paper presents the results of a model built at the World Bank in order to analyze the aluminum industry. Bauxite demand for the year 2000 is estimated as a function of alumina refineries' requirements and of non-metal uses for bauxite. Bauxite supply by countries or regions depends on economic factors such as investment costs, operating and transportation costs, as well as on tariffs and levies. Various scenarios are considered as a result of varying the assumptions of the model.

The roast-leach-electrowinning (RLE) process for zinc was modified to treat two typical complex concentrates containing zinc, lead, copper, gold and silver. Laboratory testwork results indicated that the optimum roasting temperature ranged from 700 to 800°C, in order to produce acceptable residual sulfur levels. The calcined concentrate was subjected to a three-stage leach sequence. The resulting leach solution was purified by hematitic precipitation and directed to the recovery of copper and zinc by solvent extraction and electrolysis. Alkaline smelting and subsequent electrolytic purification recovered the lead and precious metals from the leach residue. A flowsheet was developed based on the laboratory testwork results, and demonstrated in a large-scale pilot plant. The recoveries produced during the pilot plant operation ranged from 90 to 92% for zinc and copper, 85% for lead and 90% for gold and silver, respectively.

In the irradiation of ore particles by microwave energy preferential absorption of this energy occurs in minerals having specific dielectric properties (Bradshaw, 1999). This leads to a selective heating of the various components of within the ore particle matrix. The result is a differential thermal expansion of such components and the resulting induced stresses become ideally concentrated at mineral grain boundaries (Kingman et al., 2000). Dependent upon the relative composition of absorbent, opaque and reflective components this may lead to enhancement of the inter-granular fracture of the ore particles in the initial comminution process (Fandrich et al., 1997). The potential is thus a greater proportion of free mineral grain within the fractured ore particle that may lead to improvement in subsequent mineral separation processes. As the composition of the ore dictates the result of such a treatment (Kingman et al., 2000) it is essential to evaluate the response of each ore sample on an individual basis. This paper reports on results obtained from two ore samples: the one being the zinc ore from the Black Mountain mine (South Africa) and the other a pre-concentrated sample of handpicked cobalt?copper mixed oxide ore from the Gecamines (DRC). The equipment and methods used to simulate the comminution of the samples and evaluate the level of the value liberation will be described along with the results obtained. Using King (1975), Kanellopoulous and Ball (1975), and Gungor and Atalay (1998), a comparison between the behaviour upon microwave irradiation of sulphide and mixed oxide ores leads to conclude that while the technique (i.e. microwave irradiation) is appropriate to the zinc sulphide ore, it does not seem to lead to exceptional results for the oxide.

The Basinki-modified Seeger equation for deformation of metals by means of thermally activated intersection of dislocations was used to ascertain the various factors responsible for the strain hardening of poly crystalline aluminum and a series of a solid solutions of magnesium in aluminum. The analyses were based principally on the rate of change of strain rate with stress and the Cottrell-Stokes ratio. From measurements of these quantities on a series of strain-hardened states, the force displacement diagram for intersection, the density of dislocations in the entanglements, and the contributions of the athermal local stress and long-range stress interactions were deduced. Poly crystalline aluminum was observed to have the same force-displacement diagram for intersection as single aluminum crystals, and the corresponding diagram for the magnesium alloys differed in a manner that suggested that small amounts of magnesium may decrease slightly the stacking fault energy of aluminum. Although poly crystalline aluminum had about the same initial density of dislocations as the single crystals, the density of dislocations increased much more rapidly with strain in the polycrystals. This factor and the higher back stresses generated in the poly crystalline aluminum were the major factors responsible for the higher strength of the poly crystalline aluminum, As the magnesium content of the alloys was increased, the initial density of the dislocations also increased. Most of the alloy strengthening arose from this factor; alloying effects due to short-range order strengthening, Suzuki locking, Cottrell pinning, and so forth, were estimated to be quite small. The gveater rate of strain hardening in the alloys was deduced to be due primarily to the greater increase in the density of the dislocations with strain as the magnesium content was increased. It is the purpose of the present investigation to shed additional light on the average plastic behavior of a grain in a polycrystalline aggregate, by analyses, based on dislocation theory, of appropriate experimental test results. Since coal plays a minor role in the Austrian energy mix the application of OxyFuel towards other fuels (biomass, waste fuels) is interesting to reduce greenhouse gas emissions from Austrian energy sector. The investigation of OxyFuel technology for alter¬native fuels is also interesting from a strategic point of view in order to generate knowledge for operation of capture ready cofiring and waste/sludge-incineration plants. OxyFuel uses a synthetic mixture of 02 and recycled exhaust gas where the 02 content may vary. This supplementary degree of freedom allows improved operation especially for low calorific fuels. Heavy fuel oil addition for low calorific combustibles can be omitted when using OxyFuel combustion. Application of alternative fuels (wood, waste wood, municipal waste, sewage sludge) in a 100-kW CFB plant is investigated in combination with process simulation.IntroductionOxyFuel combustion is discussed as one of the key technologies for the efficient separation of CO2 from combustion of fossil fuels (especially coal). Since coal plays only a minor role as primary energy source in Austria, the broadening of the scope towards OxyFuel of other fuels like biomass or waste fuels is necessary to reduce greenhouse gas emissions from Austrian energy sector. The investigation of OxyFuel technology for alternative fuels besides the large coal-oriented projects is interesting also from the strategic point of view. The presented project aims at the generation of knowledge in order to design and operate capture ready cofiring and waste/sludge incineration plants."

"The Westerose Leduc (D-3) pool, a Devonian reef reservoir situated in Central Alberta, Canada, has now been producing for over seven years. As a unit operation, the pool pro-vides an interesting example of the full exploitation of gravity segregation tendencies. The reef has a 238-foot oil column, underlain •by bottom water and over-lain by a substantial gas cap. The original hydrocarbons in place were 147.96 million STB oil and 94.4 MMMCF of Taw gas cap gas. Nine-teen producing wells on 80-acre spacing have been completed, most of which are highly productive. Gas injection operations return solution gas to the gas cap. A study of the rock and fluid properties of the pool show it to be conducive to production by gravity segregation at high rates. Monthly average producing rates have varied between 800 B/D and 8,000 B/D and have recently totalled 3,000 BID to 5,000 B /D. Recovery and performance predictions under partial pres-sure maintenance at 10,000 BID indicate an ultimate recovery of 66 per cent of the original oil in place. In the absence of pressure maintenance, recovery would be only slightly less."

"I ASSUME that any effort on my part to deal with the question of the importance of the mining industry is going to be largely an exercise in preaching to the converted, but there are one or two aspects that I'd like to particularly mention.The first is that, in terms of almost all factors, the mining industry is a very important industry in Canada. It is important in terms of employment in relation to the gross national product of Canada and it is particularly important in the international trade of Canada. So far from being insignificant domestically, it is also an extremely important factor in the international picture. That's an important point to bear in mind, because as we talk about all the other matters we never can lose sight of the fact that mining management always has to be conscious of its international competitive position. It is something that one forgets at one's peril, and to a somewhat greater extent than is true of many other industries, those managements have to compete in an international context for their markets, to some extent for their people for specialized skills and of course for finance. In the evolution of domestic policies it is a very, very perilous step to take to impair that competitive ability of the domestic mining industry."

At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

The Lane Cove Tunnel (LCT) is an important infrastructure link in New South Wales (NSW) and runs from the end of the Gore Hill Freeway at Artarmon at its eastern extremity, to the end of the M2 at North Ryde at its western extremity.  The LCT is 3.6 km long and generally consists of twin two/three lane unidirectional tunnels running largely under Epping Road from just east of Mowbray Road, west to the western end of the Gore Hill Freeway. The tunnel opened in early 2007. The presentation will provide a summary of the traffic and emission modelling performed for selected representative surface road sections in the vicinity of the Lane Cove Tunnel. An assessment of the predicted impact of vehicle emissions on ambient air quality in the corridor as a result of changed traffic conditions due to the tunnel opening will be presented. The traffic modelling and emission calculations were undertaken for the following two scenarios: Year 2006 û Lane Cove Tunnel no-build option, and Year 2006 û Lane Cove Tunnel build option. Vehicle emission calculations for the four main pollutants from vehicles: CO, VOC, NOx and PM10 on the surface roads in the vicinity of the Lane Cove Tunnel were performed using the predicted daily traffic for the two cases (no-build and build). The analyses indicated that the vehicle emissions for all pollutants are expected to significantly reduce in the corridor with the building of the Lane Cove Tunnel, including the areas in the vicinity of all tunnel portals, when compared to vehicle emissions for the no-build case.  As a result of the decreased vehicle emissions on the surface roads, the study concluded that the actual ambient air quality is expected to improve in the corridor including the tunnel portal areas after the Lane Cove Tunnel opening.

THE kaolins of the southeastern United States were known to civiliza-tion as early as the latter part of the eighteenth century-and yet the Fig. 1.-KAOLIN PRODUCTION AND IMPORTS. commercial history of Georgia kaolins may be said to begin in the year 1900. The U. S. Bureau of Mines reported for that year a production of 6885 tons of "miscellaneous" clays in Georgia. A comparison of these figures with those of 1934, when the production rose to 284,556 tons (65 per cent of the domestic production), indicates the growing economic and technologic importance of this raw material. Fig. 1 clearly shows that a part of the increase is due to a normal growth in the use of kaolinitic clays and a part is due to replacement of clays formerly imported.

Treatment of mineral surfaces with appropriate surfactants plays an important role in mineral processing operations such as flotation, flocculation and dewatering. Recently biosurfactants, in particular, have received a considerable amount of attention because of their unique surface active properties and biodegradability. In this work we examined the performance of biosurfactants, sugar based alkyl glycosides and sophorolipid esters as reagents to control the hydrophobicity of minerals with selectivity of adsorption on mineral surfaces for flotation applications. It was discovered that n-dodecyl-ß-D-maltoside adsorbs on alumina, titania and hematite but, interestingly, not on silica. The hydrophobicity obtained is governed both by the surface coverage as well as the nanostructure of the adsorbed layer in terms of orientation of the adsorbed species. Surprisingly, even though the above surfactants are non-ionic, their adsorption was pH-dependent. We have correlated this pH dependence to the type of species on the mineral surface. Also it is shown that mixing of these surfactants with traditional ones can help reduce the carbon footprint due to synergy between the reagents and help selectivity due to antagonism. The experimental results were analyzed to get information on optimal pH and dosage conditions, for mineral surface modification. The study provides guidance for mineral treatments using biosurfactants and the potential use of these next generation reagents in mineral processing.

With today's digital electronics technology users are now able to monitor their equipment, detect deteriorating or abnormal conditions quickly, alarm the condition locally and or remotely, and decide if immediate corrective action is necessary or if it can be delayed until the end of a work Shift. All of this can be done long before any damage is done to the equipment.Monitoring Trend AnalysisIt is no longer necessary to compromise in selecting products, since state-of-the-art designs allow the adjustment in such small increments that the users are able to detect minute changes in a system's performance.Monitoring and trending of motors and equipment bearings is now available in economical packages which can be expanded as a system grows. Simply select the information you need, set the parameters, choose the scan time, and decide on the degree of reporting.Buffer storage of short-term monitoring of a number of analogue channels permit the user to view the recent history of motor data such as: motor average load, unbalance, motor current, ground fault, reserve thermal capacity, plus all of the settings of the protective device.A decision can be made to freeze the stored information after the motor stops or after the motor starts. Then the user is able to recall the conditions and diagnose the performance and the cause of the abnormal condition. Typical scan times range from ¼ second to 5 seconds ."

The Bureau of Mines conducted a field study to investigate thin suppression of respirable dust by water sprays on a continuous-mining machine. Determining the importance of the top and bottom sprays for two types of spray nozzles was emphasized. Results showed, at a 90-pct confidence level, that (1) at least 70 pct of the dust was generated during the sump cut, even though nearly half of the coal was mined during the downshear operation, (2) the water sprays on the top of the boom had little effect in suppressing respirable dust, and (3) B.D. 5 spray nozzles mounted beneath the boom reduced dust at least 33 pet more than B.D. 5 sprays mounted on top of the boom. A single-cut technique was developed that gave good reproducibility for replicate cuts (coefficient of variation of 20 pct).

Although floor failure at longwall faces has been traditionally associated with a soft floor, in many csses floor buckling has been observed just ahead of the longwall supports, despite the floor being a competent rock The floor failure is associated with the presence of weak bedding planes in the floor and the movement of strata towards the goaf opening. This paper presents the principles of the floor failure based on numerical modelling and field observations and outlines the practical approach to estimate the risks involved with floor failure.

The design of pile foundations is much more commonly verified by means of a full-scale test, than is the design of other foundation units. The reason is not that our knowledge of pile behavior is more uncertain than our knowledge of other foundation types making the verification necessary, but more that the loads in a structure are more concentrated to single foundations in a structure founded on piles as opposed to structures on footings or mats. Therefore, should a pile cap fail or move, the adverse consequence of this is often drastic, as the piled structure has little freedom to transfer its need for support to other foundation units. Consequently, it becomes important to assure the design of piled foundations. In many, maybe in most instances, the static pile loading test is routine and geared toward determining an at least capacity, only. However, in these times there is an ever increasing liability of the professional, demands for increased economy of the foundation, and frequent lack of the involvement in the test of the experienced old-timer exercising good judgment. Furthermore, modern pile design is leaving the single, simple concept of capacity and requires more information from the test to assist in determining aspects of long-term behavior and settlement. Therefore, even the straight forward, routine static loading test requires improved planning, execution, and analysis.

THE inevitable depletion of Mesabi direct-ship- ping iron ores, hastened by recent wars, has increased the importance of developing methods to concentrate iron-formation materials. Many mining companies, independent research organizations, chemical companies, and equipment manufacturers are devoting attention to this important work. It is only natural that magnetic iron-formation materials have received major emphasis, since magnetic recovery methods apply and reserves of Mesabi magnetic taconites are large. However, the non- magnetic* iron-formation materials are likewise believed to represent a large reserve and their study has not been neglected.
