In 1988, the US Department of Energy's (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation's commitment to a clean environment. The need to use the nation's energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. More than 111,350 mining and construction industry professionals from throughout the world gathered in Las Vegas, NV, March 19-23 for ConExpo-Con/Agg 2002 and IFPE 2002. The triennial event is the Western Hemisphere’s largest equipment show for the quarrying, aggregates, construction and ready-mixed concrete industries. Despite the difficulties in the world economy, ConExpo-Con/Agg 2002 attracted more than 2,450 exhibitors from throughout the world. This was an increase from the 1,882 exhibitors that were on hand for the 1999show. And this year’s show occupied more than 180,225m2 (1.94 million sq ft) of exhibit space at the Las Vegas Convention Center. This was an increase from the160,900 m2 (1.73-million sq ft) occupied at the 1999event.

"Mass stabilization involves mixing binding agents into marginal or contaminated soil to improve the subject material’s physical and/or chemical properties. This paper concentrates on the principles of soil mixing and benefits and application to new and existing rail right-of-way. Successfully applied in Scandinavia and other European countries, the soil mixing is now being applied in right of way in the northern latitudes of the U.S. and Canada. These regions have significant areas of “peaty” soils that can complicate construction and maintenance of rail and structure foundations. Mass stabilization can be used to improve the bearing strength of these soft soils for subsequent construction of railroads, pipelines, roads, and buildings. In civil engineering, the technology is often used to improve the construction properties such as bearing strength, of a marginal soil. In environmental engineering, stabilization is remediation treatment technology that protects human health and the environment by immobilizing hazardous constituents within the treated material. . The treatment is conducted while the subject material remains in-place (insitu). Mass Stabilization is often used to accomplish both civil and environmental purposes on the same project effectively addressing marginal soil while eliminating the expense of soil removal and replacement. This paper presents the principles of mass stabilization technology, implementation in the field and recent completed railway projects. The example rail projects will present the various benefits that soil mixing provides to railway construction and maintenance. Bench-scale studies and full scale implementation as well as soil construction properties before and after mass stabilization will be discussed. The paper and presentation will include information on the advantages of mixing methods and binding agent delivery systems.INTRODUCTIONNew or existing railroad right-of-ways may cross ground with low bearing capacity. Right of way subgrade undergo deflection (strain) as loads (stress) are applied. The amount of strain or deflection of the subgrade caused by loading of a train is proportional to the stiffness of the subgrade materials. Some soils, such as tamped ballast, are very stiff and resist loads well. Other soils such as soft clay, peat, or loose sand have low stiffness and undergo substantial movement under loads. It is very desirable to have the stiffest possible material in a track subgrade. Stiff subgrade material limits deflection under load, reducing track roughness and occurrence of track defects. Mass stabilization is a geotechnical method that can be used to improve the bearing capacity or stiffness of soil in these right-of-way. Mass stabilization involves mixing binding agents into soil subject to treatment while the soil remains in-place or insitu. Variations in the design or areas subject to treatment can be used to address transmission of vibration to adjacent structures."

Coal is expected as one of the main energy sources for a long period because of vast deposits. However, two large barriers to utilize it are suggested, i.e. the carbon dioxide emissions and ash disposal. The authors chose principal methods and areas to utilize coal ash and analyzed the environmental impacts caused by the ash treatment considering the source of the ash. According to the analysis based on lifecycle thinking, an optimized ash treatment system can reduce the integrated environmental impact. It suggests that coal can carry out its role for several decades without disturbances from the point of ash treatment.

It is often necessary for a mining company to extract coal from a seam underlying a previously mined coal seam. The impact of the overlying mine workings on the stress distribution within the underlying mine workings is very difficult to assess without the use of numerical modeling techniques. This paper demonstrates the usefulness of applying numerical modeling to evaluate alternate startup-room locations for a longwall panel considering the effects of multiple seam interaction. MULSIMIPC, a code adapted by the former U. S. Bureau of Mines, was used to compare stress patterns in two proposed startup-room locations. These model results were not only compared to each other, but also to results from a model with no overlying mine workings to provide baseline criteria for evaluation of the two proposed startup-room locations. The numerical modeling study was successful in providing useful information to the coal company and the regulatory agency (MSHA), resulting in a mine design that was both safe and efficient, and prevented the sterilization of a large volume of coal reserves.

This paper discusses the time-dependent behaviour of rock when it involves the presence of several layers of rock strata in the vicinity of mine openings, mining in sequences and the placement of backfill. The paper describes numerical techniques which proved useful when such situations are encountered in practice. The model is elastoviscoplastic. At given time stations, short term loading or changes can be made to the creep behavior of the rock. The modelling technique is first described and is followed by simulations of stresses and displacements in a potash mine with the primary objective to demonstrate the effect of such aspects as mining and fill sequences in 3-D. This involves cutting finite elements representing the strip of the mining face and simultaneously filling those elements representing the newly placed fill. The stiffness of the fill varies with the degree of compaction at each point. In this way, the effect of the time of fill placement, the gap between the top of the fill and the back as well as the degree of compaction are simulated. The second example is a 2-D problem simulating the long term effect of backfill, as a material compacting with time, on the settlement of the layers above it as well as the closure of the room.

"A thorough study of lost currents in bipolar cells has been made for the development of the great potential of bipolar cells in energy saving. A proper equivalent circuit for bipolar cells has been found, and mathematic methods for computing lost currents at all kinds of polarization have been developed.At linear polarization, the lost currents can be computed by solving either a tridiagonal matrix or an ordinary differential equation of second order. This kind of values can be used to evaluate the minimal lost currents at given conditions. At other kinds of polarization, the lost currents can be computed by the same methods as above if the necessary experiments of measuring the cell voltages of every electrolytic compartment have been made. This kind of values can be used to design bipolar cells at practical conditions.Extensive experiments have been made to evaluate the effects of electrode polarization, emf of galvanic cell for the formation of electrolyzed substance, gaseous products, geometric dimensions of electrolytic cells, special resistance of electrolyte used, and the total and ordinal number of electrolytic compartments on lost currents. It is the first time to make such a systematic research by experiments in the world. Experiments showed that theoretic models were in good agreement with measured data. Experiments also showed that D.C. energy consumption of 0.45 kwh/kg of Pb for lead electrolysis from molten chlorides could be achieved in a cell with 7 bipolar electrodes.IntroductionIt is very promising to apply bipolar electrolytic cells to electrolysis of aluminum, magnesium, lead, zinc and perchlorinates for their great potential of energy saving for example, bipolar cells had been used in the production of magnesium and saved more than 30% of energy, being one of the three main techniques of energy saving in the production of titanium sponge (1)."

INTRODUCTION The art of placer gold mine evaluation and mining has had an interesting evolution beginning in earliest times. DE RE METALLICA (c.1556), documents the use of rockers, circular sieves(jigs) and riff lest for classifying, concentrating and recovering placer gold, respectively. During the late 1800's in the heat of the international gold rush, a bucket ladder mining dredge containing its own processing plant was developed that enabled digging of placers to bedrock that were inaccessible to the hand miner. The power driven churn drill was developed at about the same tie that facilitated more rapid and larger scale sampling of placers to bedrock. The mineral jig was applied in the early part of the 1900,s to begin the replacement of riffles on placer dredges. Mining dredges proliferated in California and New Zealand to mine the deeper placers and spread throughout the world. The companies that were leaders in dredge mining technology conducted experimental work that advanced the state of the art by processing of gravels with jigs and amalgam systems to recover gold on board dredges in a continuous process. This paper will synthesize the technology of placer gold exploration, mine development and operation into guidelines for evaluation and development of small-scale prospects. Prospect Reconnaissance The location of a prospect usual1 y results from some physical evidence of the presence of gold and/or past mining activity. Any earlier activity that may have produced gold from the prospect, should be investigated before making the trip. The initial reconnaissance should attempt to verify a near-surface presence and then make observations concerning the geomorphic characteristics that relate to placer gold accumulation. Estimates of the probable depth, breadth and length of mineable gravels can be made from the surf ace by the experienced placer mining engineer. With this information, he can speculate on whether there is a viable prospect to be pursued. The placer mining engineer should be experienced in panning samples found in shallow diggings or from existing pits. This will give him immediate indications of gold presence without fear of "salting" by an over-ambitious promoter of the project. The same capability of panning is important during the other sampling phases. A thorough knowledge of logging and calculating the results is essential to proper evaluation of the deposit' s tenor. Evaluation Methods Depending upon the character of the prospect such as river, benches, terraces, jungle, the type of equipment to conduct sampling of the deposit must be determined. In most cases, the drill has replaced bulk sampling. The churn drill has had the greatest amount of accumulated experience but is slow. The reverse circulation drill (RC), is limited by its lack of verification in subsequent mining in order to prove its reliability. However, in the hands of knowledgeable placer mining engineers experienced with its use and calibration, it may be used. The RC Hammer drill (such as the Becker), can be as much as ten times faster than the churn drill and compress the time necessary to prove a prospect, or, to disprove it. All costs in balance, it is often cost effective over the churn drill.

"In this study, ammonium tetramolybdate (ATM) was obtained as the intermediate product of ammonium heptamolybdate tetrahydrate (AHM). The thermal decomposition mechanism of ATM was investigated under nonisothermal and isothermal conditions in air and inert gas atmospheres. Nonisothermal experiments were carried out by TGA/DTA/MS while TG was used for isothermal conditions. Characterization of the decomposition products were carried out by XRD and FT-IR. The thermal decomposition of ATM in air proceeds in a single step and forms M0O3 while [(ÍÇ4)2è]ïïï83Ìïè3 and molybdenum suboxide (Ìïè3.÷, ÷=0.025) were obtained in the first and the second steps of thermal decomposition in He, respectively. Activation energies, frequency factors and kinetic model equations were determined for thermal decomposition reactions. Fractional conversion-time diagrams were compared with diagrams drawn according to kinetic model equation.IntroductionM0O3 is usually used as catalyst in industry [1]. AHM is the basic source to produce molybdenum containing catalysts used in petrochemistry [2]. The oxides of Li, V, W, Te, Bi and Sn are doped in M0O3 to produce catalysts, which find commercial applications in the industry. The properties of M0O3 are affected by dissolution, settling, calcination, drying and thermal decomposition processes [1]. There are several studies in the literature about the thermal decomposition of AHM and the characterization of the decomposition products in different gas atmospheres and at various heating rates [3-19]."

Following the Moura No 2 Wardens Court of Inquiry and subsequent changes to the Queensland Mining Legislation there is a requirement in Queensland coal mines for: a person with the recognised competencies to be appointed at each underground coal mine to the position Ventilation Officer; and the person is directly responsible for the implementation of the mine ventilation system and for the establishment of effective standards of ventilation for the mine. The Regulations require that an underground mine must have principal hazard management plans that provide for at the least the following: emergency response, gas management, methane drainage, mine ventilation, spontaneous combustion, and strata control. Other than strata control all the plans require the ventilation officer to have roles and responsibilities to develop, control, monitor and undertake actions in relation to these plans.There are also another 34 Regulations that either directly or indirectly requires the Ventilation Officer to take actions.The purpose of this paper is to outline the information that the regulators look for in sealing plans and the actions the regulators will take if the sealing does not go to plan (TARPs being exceeded).

"Basin Minerals Limited commenced exploring for conventional strandline hosted mineral sands (rutile, ilmenite and zircon) deposits in the Murray Basin in April 1997. This has resulted in the discovery of a major mineral sands field in the Douglas Project area, located southwest of Horsham in the Wimmera Region of Western Victoria. After the successful completion of a pre-feasibility study on these deposits in September 2000, the Douglas Project has advanced to bankable final feasibility study. This study should be completed by mid-2002 to allow a decision to commence production in 2003 at an expected rate of in excess of 500 000 tonnes of combined mineral sands products per annum. The field comprises several mineralised strandlines. The main ones of economic interest are from west to east, the four strandlines, Acapulco, Bondi, Bondi East and Echo. These strandlines at August, 2000 contain total Inferred Resources of 443 million tonnes at 4.7 per cent HM at a one per cent HM cut-off; ie 20.8 million tonnes of heavy mineral concentrate which in turn contains 11.3 million tonnes of ilmenite and leucoxene, 1.3 million tonnes of rutile and 1.6 million tonnes of zircon. The heavy mineral concentrate is coarse-grained with mean diameter grain size of the strandline deposits ranging from 130 to 160 microns in size. Major controls on the formation of mineral sands deposits in the Murray Basin are discussed with reference to the main mineral sand bearing, strand plain domains; the Central Strand Plain, the New South Wales Strand Plain and the West Wimmera Strand Plain. The Douglas Project deposits on the West Wimmera Strand Plain domain are characterised by wide zones of mineralisation with high-grade cores (>10 per cent HM), low stripping ratios, and a valuable economic heavy mineral suite comprising 60 to 80 per cent of heavy mineral concentrate. Constituent mineralogy of the heavy mineral concentrate of the overall deposits is; ilmenite (40 to 58 per cent), leucoxene (five to seven per cent), rutile (four to ten per cent) and zircon (four to 14 per cent). The Douglas Project Area appears to be endowed with significantly enhanced levels of heavy minerals compared to other areas of the Murray Basin due to its unique palaeo-geographical position. Long shore drift to the south of the basin has caused large quantities of heavy mineral to be trapped against the palaeo-cliffs and headlands of a rugged palaeo-coastline which includes in a major embayment, the Grampian Mountains, the Black Range and the Glenelg Complex. To the east, major faulting and uplift has brought the fine-grained WIM offshore deposits close to the surface and has resulted in erosional stripping of mineralised strandline deposits. This mineralisation has been recycled and reconcentrated within the younger strandlines to the west within the adjacent Douglas Project Area. These strandlines are thought to be younger than other mineralised strandlines discovered to-date in the Murray Basin. The Project Area strandlines are described; ie their morphology, geology and patterns of mineral distribution. The mineralogy of each of the strandlines is distinctive and variations are noted along strike and section."

In the blast-furnace smelting of lead, copper and other non-ferrous metals, the largest part of the product obtained is slag. Its formation consumes more of the heat-energy of the fuel charged than any other chemical reaction that takes place. It is therefore of importance to know at what temperatures the different slags will form, so as to be able to choose in a given case the slag that will form at the right point in the operation, will keep the products thoroughly fluid, so as to insure a satisfactory separation, and will permit the consumption of fuel to be reduced to the lowest practicable point. While practical experience has brought out in a general way the leading differences as to the formation-temperatures of Rome silica—iron —lime slags, accurate details are still wanting. The GDR has extensive lignite deposits at its disposal, which formed the basis for the development of an independent energy source after 1945 and which will retain their significance well beyond the year 2000 (see fig. 1). In 1946 lignite output was about 110 x 106 t. In 1985 312x 106 t was produced and in 1988 the planned output will be ca. 315 x 106 t. Thus, the domestic produc- tion of lignite covers ca. 75% of the GDR's primary energy requirements. More than 80% of the electrical energy is gener- ated by the use of lignite and about 12% by nuclear energy. In addition to this, about 18 x 106 t/a mineral oil and about 6 x 109, m3/a natural gas are imported, predominantly from the Soviet Union. The lignite deposits of the GDR are of Tertiary origin and are recovered exclusively by opencast mining. There are two large regions (fig. 2): - in the region east of the river Elbe (Cottbus/Senftenberg- "Niederlausitz") and - in the region west of the river Elbe (Halle/Leip- zig/Magdeburg). These deposits differ in geological age and conditions of depo- sition, consequently there are differences in their chemical and physical composition and, thus, in their uses. The younger Mio- cene coals of the main region in the East of the river Elbe belong to the epirogenetic type and have a low content of ash and sul- phur. Among other things, they are suitable for the production of brown coal high-temperature coke (Lauchhammer and Schwarze Pumpe). The older Oligocene coals of the Halle/Leip- zig region are bitumenous in certain areas. Therefore, they form the basis for production in low-temperature carbonizing and chemical plants. In the Halle-Magdeburg region, where the lig- nite is in contact with the underlying Zechstein subdivision, so- called "salt coals" are found.

"In the 1960’s, when large flotation machines appeared on the market, this was a part of a world-wide trend towards the use of ever larger machine units.One factor that has played a decisive part in this development is the increased of the amounts of ore that have to be handled as the exploitation of successively poorer ores becomes necessary. The advancing application of instrumentation and automation has worked in the same direction.In 1970, a working group was set up within Outokumpu Oy, for the purpose of flotation machine development. The principal task of this group was to be the design and development of- a new type of rotor of increased efficiency, especially for the dispersion of large amounts of air- a mechanical-pneumatic flotation machine of substantially larger size that existing plant.This development project required an extensive program of theoretical investigation and experimental studies at several concentration plants of the company.The commonest flotation machine presently used in the concentration plants of Outokumpu Oy is the VK-3. It is of the mechanical-pneumatic type, and the volume of its cell tanks is 2.5 m3 per shaft. This machine was developed within the company, and its first development phase i s represented by the OKKO 3, built for the Kotalahti concentrator in 1959. It was, in its time, comparable in volume to the largest machines that were then in use anywhere in the world."

THE gold deposits of the Pioneer and Bralorne mines, in the Bridge River district of British Columbia, are closely associated with a long, narrow intrusive body of extremely variable composition, outcropping on the northeast side of Cadwallader creek and lying almost entirely within the property boundaries of the two companies. Other masses of the same type of intrusive rock are found in the district, more or less along the line of the main axis of the Pioneer-Bralorne in trusive, and have associated with them variable amounts of gold-quartz mineralization (Figure 1). The ore deposits of the district have been the subject of investigation by officers of the Geological Survey of Canada at various times during the past 25 years, and articles on the geology and mines of the district have been published by various individuals in technical journals. In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the current environment of corporate social responsibility life-of-mine planning considers that mining activities should be conducted in the best environmentally, socially and economically acceptable way for the entire life of the mine (ie from exploration to decommissioning and closure). In this context, the health impacts of mining extend throughout the life of the community from worker injury and chronic exposure to communicable and non-communicable causes of illness, through to family and community health and well-being. At the inaugural Life-of-Mine conference in July 2012, the authors proposed the life-of-mine in the life-of-community (LOMLOC) matrix as a framework for understanding issues at the interface between resource extraction operations and the surrounding environment.This paper reviews and compares health activities extracted from social and environmental reports published by selected major mining companies with American operations in Canada, Colombia and Brazil. These corporate approaches to public health management are mapped to the LOMLOC matrix to identify and compare trends and behaviour in corporate health investments. A symposium concerning "The Image of the Coal Industry" was presented at 2:00 p.m. in the Conference center and chaired by Charles W. Margolf, RMCMl Program Chairman and Vice President, Western Coal Development, W. R. Grace & Co. MR. McKEEVER: I'd like to do one thing and that's to introduce our Program Chairman, Charlie Margolf, who will be handling this portion of the program. Charlie and I have been acquainted since late 1973. He has worked together with me on several projects at W. R. Grace here in the west; a dear friend and one that I just want to say thanks to again. I think I have a little token of that appreciation here for Charlie. Here you are Charlie. (present given) I turn the command over to you. Mr. Margolf, a native of State College, Pennsylvania, received a Bachelor of Science Degree in Industrial Engineering from Pennsylvania State University in 1950 and a Juris Doctor Degree from University of Pittsburgh School of Law in 1953. His professional experience has beem as an attorney in the Law Department of Reynolds Metals Company, Richmond, Virginia, where he served as legal counsel to the Geological Department the mining subsidiaries of the parent company both foreign and domestic, the Power Department and the Oil and Gas Division. He was closely associated with Reynolds Mining Corporation's project at Lake DeSmet, Wyoming, from its inception in 1954 and became Manager of the Wyoming Division of Reynolds Mining Corporation when it was established in 1966, holding that position until September 1972 when he joined Cameron Engineers, Inc. of Denver, Colorado as Vice President in charge of its coal, water and environmental activities. Mr. Margolf joined W. R. Grace & Co. in January 1974 as Director of Western Coal Operations. Memberships are held in the Virginia Bar Association, the Wyoming Bar Association, the American Bar Association and its Section of Natural Resources Law, the Wyoming Engineering Society, the Colorado Mining Association, the Rocky Mountain Coal Mining Institute which he has served as vice president for Wyoming, the Society of Mining Engineers of the American Institute of Mining, Metallurgical and Petroleum Engineers, the Minerals Information Committee of the Denver Chapter of AIME and the Denver Coal Club which he has served as Chairman of its Board of Directors. He has also been a member of the Montana Coal Council and served as a director, the Wyoming Water Development Association which he has served as a director for industry and as first vice president and the Wyoming Mining Association. He has been reappointed by Governor Lamm to the Governor's Scientific Advisory Council. He was appointed by the Federal Power Commission, Gas Policy Advisory Council, to its Supply- Technical Advisory Task Force - Synthesized Gaseous Hydrocarbon Fuels and served as Vice Chairman of that Task Force. He has been reappointed by the Secretary of the Interior to the Solid Fuels Unit, Department of the Interior, National Defense Executive Reserve. He also serves on the Advisory Council to the Industrial Ecology Institute of the Colorado School of Mines and was recently elected a member of the Board of Directors of ROMCOE (Center for Environmental Problem Solving).
