The quiet banks of the Maumee River in Toledo, Ohio, received a wake-up call July 16 as two smokestacks in the Marina District were leveled with dynamite. B&B Wrecking, Inc. of Cleveland contracted the project with the city to bring down the twin stacks, both measuring over 250 feet tall. The structures were part of the Toledo Edison Steam Plant and were erected nearly a hundred years ago. A week’s worth of preparation went into final planning, drilling and loading holes with over 80 pounds of explosives. The felling went precisely as planned as onlookers cheered as the stacks were reduced to rubble.

Introduction Heap and dump leaching are low-cost metal production techniques that are gaining in popularity among gold and copper producers. However, the flow of solution in heaps and dumps has received little attention in the literature. This is unfortunate since solution flow is one of the few parameters subject to operator control. Thus, solution management may well influence both operating costs and plant performance. Costs aside, there are two important aspects of solution flow to be considered -the metallurgical and the hydrological. Some of the metallurgical factors have recently been discussed (Jackson and Ream, 1980; Schlitt, 1984; Schlitt and Nicolai, 1987). These cover solution application rates and methods, irrigation rates, leach-rest cycles, and nonvertical solution flow. According to Caldwell and Moss (1985), however, the hydrological aspects may be more significant than the metallurgical ones. In particular, a phreatic surface will form when excessive flow leads to an accumulation of water and the associated buildup of pore pressure within the rock pile. Such internal flooding can either originate at the foundation or at some other zone of very low permeability. The latter condition gives rise to an impounded volume of solution, i.e., a perched water table (see Whiting, 1985). Caldwell and Moss point out that a rising zone of saturation is probably the most common cause of dump failures. Of course, such failures have even occurred in heaps that were carefully prepared for leaching (Milligan and Engelhardt, 1984). Thus, flooded conditions and perched water tables represent an important safety consideration as well as having an impact on metallurgical performance. The following sections describe a case history in which a perched water table developed within a copper leach dump. The description includes background information, solution flow rates, and metallurgical data. Then this situation is compared to one involving normal drainage. Description of the leach system The leach dump in the case history is located at a shutdown open pit copper mine. It was built in two lifts, with the second added some 20 years after the first. There is little detailed information available on the initial lift. It was built with rail¬hauled waste and was generally less than 30 m (100 ft) high at the crest. The area available for leaching was about 120 m (400 ft) wide and more than 380 m (1250 ft) long. The dump surface was prepared for leaching by dozing ponds approximately 12 m by 12 m by 2.5 to 3.0 m deep (40 ft by 40 ft by 8 to 10 ft). The ponds were leached by flooding with barren leach solution returned from a scrap iron cementation plant. Based on mill feed at the time, the average waste grade was probably close to 0.4% Cu. The first lift leached well. It accepted high flows, which together with the waste grade, produced a rich pregnant leach solution (PLS). Old records indicate a PLS of "50 lb Cu/ 1000 gal," or about 6 g/L. As later drilling would indicate, such a high tenor led to dissolution of considerable scrap iron that was returned to the dump. The iron then hydrolyzed and settled out on the pond bottoms. In addition, the waste settled substantially so that the unleached crest was 3.0 to 4.5 m (10 to 15 ft) above the ponded area. Eventually, the leachable copper was extracted and the dump became less permeable. Thus, the PLS tenor dropped until it became uneconomical. About ten years later, mining resumed and the decision was made to add another lift to the dump. This was done without giving much thought to a subsequent leach operation. Hence a 24-m (80-ft) lift was built on top of the original dump. The surface of the latter was not prepared in any way, e.g., by leveling and/or deep ripping, prior to over-dumping. Examination of subsequent drill cuttings indicated that the new lift contained about 0.2% Cu, with chalcopyrite and chalcocite (50:50) being the predominant copper minerals. Most of the chalcocite occurred as rimming on the abundant pyrite, with the pyrite to chalcopyrite ratio estimated at 10 to 1. The use of 100- and 120-ton trucks for haulage caused some waste compaction during emplacement. In addition, the host rock itself was relatively soft, being a porphyry intrusive material that was partially altered to clay. As a result of the initial compaction and clay swelling, the rate of water percolation from the new leach ponds was slow and the ponds often contained considerable standing water. Even frequent ripping failed to provide a sustained improvement in the percolation rate. The poor surface permeability was exacerbated by hydrolysis of iron salts which settled as a layer on the pond bottoms. Partly as a result of the permeability problems, metallurgical performance was not up to expectations. These had been based on laboratory tests which showed about 20% copper solubilization in two weeks. Continued copper extraction in the tests also suggested that a substantial percentage of the copper would eventually be recovered. However, the PLS grade in the actual operation peaked briefly at about 0.48 g/L Cu (4 lb Cu/1000 gal), then declined to a range of only 0.24 to 0.36 g/L Cu (2 to 3 lb Cu/1000 gal). The poor leaching was traced to a lack of oxidation of the sulfides. There were two principal observations supporting this conclusion. First, there was no evidence of any heat being generated within the dump. As discussed elsewhere (Schlitt and Jackson, 1981; Hiskey and Schlitt, 1982), pyrite oxidation is quite exothermic and the high pyrite content of the waste should have led to an increase in the temperature of the leach solution as it percolated through the rock pile. Second, there was no sign of any natural convective air flow through the dump.

"Duplex converter process, in which the first converter is used for removing phosphorus from hot metal (De-P), is an important way to produce low P-content and ultra-low P-content steels. In order to improve phosphorization removal and formation of slag with high basicity at relatively low temperature during dephosphorization converter process, effects of temperature, silicon content in hot metal and varied compositions of the De-P converter slag on phosphorus distribution between the slag and hot metal were investigated with thermodynamic calculations and by laboratory scale experiments in present work. Results showed that phosphorus distribution ratio between slag and metal was varied in 10.6~26.6 when basicity of the slag was in the range of 1.5~2.1 at 1370, and the distribution ratio was increased with increasing basicity and Fe10 content in the slag.IntroductionIt is known that phosphorus exists in steel in the form of solid solution, which can significantly improve strength and hardness of steel at room temperature. However, the plasticity and toughness of steel, especially the low temperature plasticity is sharply reduced and leads to high ductile-brittle transition temperature. This phenomenon is commonly known as cold brittleness of steel [1~3]. Hence, phosphorus should be removed as much as possible in the steelmaking process, because it is generally harmful to the iron and steel products."

In response to the increase in consumption of galvanised steel for automobiles in the last decade and the problems associated with remelting larger quantities of galvanised steel scrap, a process is being developed to separate and recover the steel and zinc from galvanised ferrous scrap. The zinc is dissolved from the scrap in hot caustic using anodic assistance and is recovered electrolytically as dendritic powder. The dezinced ferrous scrap is rinsed and used directly. The process is effective for zinc, lead, and aluminum removal on loose and baled scrap and on all types of galvanised steel. The process has been pilot tested for batch treatment of 900 tonnes of mostly baled scrap. A pilot plant to treat continuously loose scrap, with a design capacity of 48 000 tonnes annually, has been in operation in East Chicago, Indiana since early in 1993. The first 450 t of scrap degalvanised in the pilot plant have residual zinc below 0.01 per cent and sodium dragout below 0.01 per cent. Use of degalvanised steel scrap decreases raw materials, environmental compliance costs, and opportunity costs to steel- and iron-makers. Availability of clean degalvanised scrap may enable integrated steel producers to recycle furnace dusts to the sinter plant and EAF shops to produce flat products without the use of high quality scrap alternatives such as DRI, pig iron, or iron carbide. Recycling the components of galvanised steel scrap saves primary energy, decreases zinc imports, and adds value to the scrap. The quantities of zinc available by the year 2000 from prompt and obsolete automotive scrap will approach 25 per cent of zinc consumed in the major automotive production centres of the world. Zinc recycling from galvanised steel scrap, either before or after scrap melting, will have to be Implemented.

This paper consists of the conduct of a forensic criminal investigation of the components, construction, use, and functioning of two suicide bombs. As the title states, the task was to form professional opinions as to whether the bombs would work, would cause property damage, and would injure or kill. The bombs were created and installed by a defendant in a Federal death penalty case where the defendant’s daughter was killed in a shootout with the West Virginia State Police. The two black powder bombs were placed under the front seats of the defendant’s automobile and were designed to function by the use of a toggle switch connected to the automobile’s cigarette lighter. The forensic work first consisted of an inspection of the remains of the wiring system and bombs at the Bureau of Alcohol, Tobacco, and Firearms Laboratory, in Ammendale, MD. This was necessary to determine and detail the wire diameter and lengths, the lengths and size of the wire used, the type of toggle switch used, the type of containers, the type of rocket motors used to initiate the black powder, the manufacturer and amount of black powder used in each bomb, and the type, wraps, and amount of duct tape used for the construction of each bomb. Using this data, tests were conducted by duplicating the wiring system and the two bombs to insure that the system functioned properly. Each bomb was duplicated and initiated to observe the violence produced when initiated in the open air. Duplicate bombs were placed under the seats of a similar type of automobile and initiated. The purposes of the tests were to duplicate the bombs, to observe the violence of the initiation, and to observe the damages to the automobile produced by the initiation.

A new class of spongy Au catalysts is studied for the selective catalytic reduction of NOx by propene under leanburn conditions. The spongy catalyst is an unsupported powdered Au that consists of micrometer particles (~5 microns) that have nanometer scale (~10 nm) internal skeletal structures. The effects of alloying 1 ? 50 atom % platinum group metals (M= Pt, Pd, Rh) and 5 wt% first row transition metals (M = Ti, Mn, Fe, Co) were studied. Even low additions of PGMs (1 at.%) cause significant shifts to lower temperature regions of activity and the largest shift is obtained for Rh. For Rh this is interpreted as a strong synergistic interaction between Rh and Au. Possibly related to the Rh effect, Co is the only other metal studied that lowers the temperature of NOx reduction. The other first row transition metals inhibit the reduction reaction.

"In Russia, 1.1 million tons of mercury-containing waste are stored. The amount of mercury in soils and heaps of industrial enterprises is estimated at 3000 tons; in dumps, concentration tailings, sludge dumps of the gold mining industry up to 6000 tons have been accumulated. Mining is one of the main sources of mercury emissions in the natural environment that poses a real threat to the natural environment. At present, the process of amalgamation is prohibited and not applied in gold extraction. The application of amalgam technology in gold mining led to the accumulation of highly toxic products in the form of gold-bearing amalgam and metallic mercury, with a mercury content of dozens and even hundreds of times greater than the maximum permissible concentration for soil (1). Therefore, mercury-containing tailings constitute an ecological hazard to the environment. According to published data, at waste storage sites of industrial enterprises, up to 50 tons of mercury enter soil annually, and up to 3.5 tons pollute the air. At the same time, mercury-containing waste due to the reduction of the country's mineral resources is an additional source of mercury. Therefore, it is necessary to recycle mercury-containing waste. INTRODUCTION Paperobjective: demercurization of technogenic raw materials (amalgamation tails, discharge outlets of tailing dumps) to be recycled. Under natural conditions, the mercury usually migrates in the form of three most common compounds: elementary mercury (Hg); mercuric mercury ion (Hg+2); methylmercuryion (Hg (CH3) +. Chemical compounds Hg (II) are found in natural conditions much more often than Hg (I).The authors propose to conduct demercurization of technogenic raw materials (mercurial tailings) in two stages. At the first stage, the mercury in the form of small balls, the finest particles (drip mercury) can be extracted by applying the gravitational method. We propose a method for centrifugal processing of crushed waste in the apparatus of Itomak company, Novosibirsk, as the basis of the technological process for mercury recycling. The extraction of metallic mercury out of mercury-containing waste into commercial products, according to the technological characteristics of the Itomak apparatus, reaches 86.0% (2, 3). At the second stage, the extraction of mercury out of technogenic raw materials is performed applying a sorption method and using carbon sorbents based on fossil coals. Hard coal of the Kuznetsk Basin has been already used for industrial production of active carbons (carbon sorbents) of the KAD-iodine type, which is one of the prerequisites that determine the choice to use it for the aims of this study."

INTRODUCTION Conventional roof support methods such as mechanical and resin bolting provide adequate support for a wide variety of coal mine roof conditions. However, roof falls remain the single largest cause of death and injury in underground mines and seriously hamper production in many operations, demonstrating that these methods of roof support are not universally effective. One of the most recent and successful advances in coal mine roof control has been the introduction of the roof truss. Although past work on roof trusses (Gambrel1 and Haynes, 1970; Sheory, et al, 1973) shows little quantification of this support technique, numerous field examples have been cited where the truss effectively supported roof which could not be controlled by either mechanical or resin bolts (Kegel, 1969). The truss combines the advantages of both inclined roof bolts and post-stressing the roof. However, the full benefits of roof trusses will only be realized when design criteria to optimize support capacity are determined. The number of trusses required for a given roof condition can then be minimized, reducing installation time and making them economically more feasible. The purpose of this research is to develop roof truss design criteria based initially on laboratory studies of gravity-loaded multi-layered photoelastic mine models. Laboratory test results will then be modified where necessary following future field testing. The ensuing relationships should provide the field engineer with a reliable means of calculating optimum truss configuration, capacity, and spacing for a set of known roof conditions.

The Zinifex's Hobart Smelter uses the paragoethite process to remove dissolved Fe(III) from concentrated zinc leach liquors. This produces a residue consisting primarily of 6-line ferrihydrite (a hydrated Fe(III) oxyhydroxide), several insoluble components derived from the calcined zinc concentrate neutralization agent and other precipitated phases, such as jarosite and silica. The precipitation of 6-line ferrihydrite in the paragoethite process was studied using a laboratory-scale continuous crystallizer, and the conditions were selected to limit high levels of dissolved silica and jarosite. This approach allowed the reactor pH and the rate of precipitation to be correlated with residue solid-liquid separation, particle size, morphology, residual zinc and sulfate concentrations, and phase formation (e.g., goethite, jarosite, schwertmannite, and 2- and 6-line ferrihydrite). These studies delineated the mechanism of 6-line ferrihydrite precipitation in the kinetically controlled paragoethite process, and its inter-relationship with goethite and jarosite precipitation under conditions where 6-line ferrihydrite is favoured. Unexpectedly, the generation of a more crystalline goethite precipitate with larger "primary" particle size did not produce a residue of improved properties, as bulk aggregates dictate the physical properties of the residue and not the crystallinity. Furthermore, it is difficult to precipitate 2-line ferrihydrite or schwertmannite under existing paragoethite process conditions.

The chloridizing roasting of ores is applied when metal sulfides and oxides are to be converted into soluble or volatile compounds. The chlorine required is either obtained from the admixed chlorides of sodium or calcium or added in the gaseous state. In the first part of the investigations the reaction rate of the chlorides of sodium or calcium with gas mixtures of SO,-0, or SO ,-O2 ,-SO , was measured. The rate for reactions with gas mixtures SO2-O2 is ThE chloridizing roasting of ores is applied when metal sulfides and oxides are to be converted into soluble or volatile compounds. At present the process is mainly applied to produce nonferrous metals which occur in pyrite cinders in small concentrations. Thereby the nonferrous metals are converted into water-soluble, acid-soluble, or volatile compounds whereas all the iron remains as insoluble oxide. The chlorine required is either obtained from the admixed chlorides of sodium or calcium or added in the gaseous state. The reactions occurring during the roasting process can be divided into two groups: solid-solid reaction and gas-solid reaction. The reactions between solids proceed by means of solid-state diffusion and are therefore of low velocity. The heterogeneous reactions between solids and gases of the roasting atmosphere5 are high-velocity processes and determine the velocity of the chloridizing roasting. These gas-solid reactions shall be the subject of the paper presented. In order to investigate the still little-known processes which occur during the chloridizing roasting 6-' the complex reaction is split into several partial steps. First the reactions of NaCl and CaCl, with gas mixtures of SO2 and 0, have been investigated at temperatures between 500" and 600°C by measuring the weight increase of the samples. The gas mixtures used in this series of experiments had first variable compositions, then the amount of SO 2 had been increased. Furthermore the influence of Fe 2 O3 admixtures upon these reactions, the behavior of pure Fe 2 O3 with the gaseous reactants, and the chlorination of the sulfides of lead, copper, nickel, and zinc have been investigated. FORMATION OF GASEOUS CHLORINE Pyrite cinders are never completely roasted and therefore contain still a small amount of sulfide sulfur. When heated again in air, this sulfur is converted into SO,. Accordingly the formation of chlorine can first be described by the reactions: dependent on the composition of the gas phase. If more than 1 pct SO 3 is added to the roasting gas, the reaction rate is determined only by the concentrations of the SO,. In the second part the reactions between chlorine and metal sulfides are discussed. The rate of formation of gaseous chlorine is higher by me order of magnitude than is the reaction rate between ZnS and chlorine. The reaction rate of NiS and PbS lies considerably below that of ZnS. The conversion rate of both pure Fe 2 O 3 and Fe 2 O 3 containing NaCl or CaCl2 when reacting with SO2-O2, mixtures with and without SO3 portions was measured at temperatures of 500", 550°, and 600°C. The weight increase of pressings was determined by means of a spiral balanceg and the reaction rate calculated therefrom according to Eqs. [ll to [31 and [5] to [7]. The prepared samples were suspended on a platinum filament in a vertically mounted tube of mullite (ID 4 cm, length 110 cm) which could be heated by a resistance tube furnace. The platinum filament was tied to the lower end of the spiral balance. A supremax glass tube (length 70 cm) was mounted gas-tight on top of the reaction tube. The unit was sealed up at its top by a ground-in stopper which was holding the spiral balance with the sample. The spiral balance therefore hung outside the high-temperature region of the furnace. Fig. 2 shows the experimental arrangement schematically. While lowering the sample into the reaction tube pure nitrogen was flowing through the reaction zone providing a protective atmosphere. After the sample had reached the reaction temperature within approximately 1 min, the protective gas was replaced by the sulfur dioxide-oxygen reaction mixture. "Pinning of dislocations at nanosized obstacles like precipitates, voids and bubbles, is a crucial mechanism in the context of phenomena like hardening and creep. The interaction between such an obstacle and a dislocation is often explored at fundamental level by means of analytical tools, atomistic simulations and finite element methods. Nevertheless, such studies fail to predict the effect on the overall plasticity on account of insufficient information about the underlying statistics of this process comprising a large number of dislocations and obstacles in a system. Here we propose a new statistical approach, where the statistics of pinning at idealized spherical obstacles is explored by taking into account the generalized size distribution of the obstacle along with the dislocation density within a three-dimensional framework. The application of this approach has been demonstrated for dislocation pinning at nanovoids in neutron irradiated type 316-stainless steel.IntroductionPresence of nanoscale obstacles like precipitates, voids and bubbles play a crucial role in determining the deformation behavior of a crystalline solid on account of the interactions between the line defects and such localized obstacles. In the context of the glide motion of dislocations, the obstacles can offer resistance to a moving dislocation, thereby causing a hardening effect [l-3]. In some other cases, inclusions like voids and bubbles can affect the rate of dislocation climb through diffusive [4] and non-diffusive [5] mechanisms. Over the last few decades, numerous studies have been performed to gain an insight of the dislocation-obstacle interactions at a fundamental level. These include the interactions responsible for the hardening effect, in addition to those pertaining to the non-conservative motion of dislocations.Although the elementary mechanisms of the various dislocation-obstacle interactions have been vastly explored and understood by means of analytical theory and numerical simulations, it remains difficult to quantitatively understand their effects on the macroscopic deformation behavior. This is due to the fact that their influence on the gross plastic deformation of a bulk sample would be the collective outcome of a large ensemble of such interactions. As a result, it becomes infeasible to predict the bulk deformation behavior of a material until the statistics of pinning of the dislocations at the localized obstacles is available. In the context of precipitate hardening, some well known attempts to extract the pinning-statistics were made by Friedel-Fleischer [6] and Mott [7] by analytical means, which were later tested through simplified 2-dimensional in-silica modeling [8]."

MR. J. C. NICHOLSON: The author has discussed his subject in a very thorough manner. One difficulty is the tendency to regard a 'permitted' explosive as a 'safe' explosive. There is no such article as a safe explosive; any explosive is only as safe as the man who handles it. In making up the primer, the method illustrated in the paper is alright for the ordinary explosive but not so for the sheathed explosive, for the sheathing would be punctured. MR. T. L. McCALL: I fee! quite certain that there would be little, if any, trouble from flame shots or misfires if the author's suggestions were carried out. There is a tendency on the part of the shot-firer to over-shoot, so as to bring clown more coal for the miner, and frequently a shot has not sufficient burden imposed upon it. Shooting one hole may not only lessen the burden on an adjacent hole, but may practically release it altogether, in which case the second hole should be fired with a very small charge, or perhaps it might not be necessary to shoot it at all. While the paper refers to shooting in the coal only, it should be under-stood that the instructions given are equally applicable to brushing shots. I do not wish to bring up any contentious point, but would the author say a word on cushioning with air gaps and on multiple shooting? Single shooting in rock might open up a feeder of gas which could be ignited by the ?second shot.

A. G. WORTHING, Nela Park, Cleveland, Ohio (communication to the Secretary*).-The paper by Mr. Jeffries is very interesting. He is to be commended for his pioneer work in the study of equilibrium systems at the very high temperatures which one obtains with tungsten and molybdenum. There is one statement, however, to which I must take exception. On page 1227, a statement is made which would seem to indicate that the Nela Research Laboratory joined Dr. Langmuir in the recommendation of 3,300°C. as the most probable melting point of tungsten. This is not the case. In. the paper referred to by Mr. Jeffries, I have given 3,630°K. or 3,357°C. as the melting-point temperature for tungsten. Confirming observations by other workers in our laboratory justify the belief that this latter value is correct to within a small part of the discrepancy between the two values quoted.

Discussion of the paper of A. N. MITINSKY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1697 to 1705. LAWFORD H. FRY, Burnham, Pa. (communication to the Secretary*). -The author assumes that the proportional limit and the elastic limit are coincident or very nearly so, and then further assumes that the stress corresponding to these two points is the least stress which if repeated will cause failure. The point is extremely interesting and it is to be regretted that the author did not quote experimental data to show the relation between the limit of repeated stress and the other properties of the material. The author's suggestion that a steel of poor quality may have a normal value for the yield point and tensile strength (see Fig. 2) and an abnormally low elastic limit, and that this will correspond to a low resistance to repeated stress, may account for a number of failures of axles in which the tensile tests show normal physical properties. If so and if a determination of the proportional limit would have eliminated the material before it was put into service, this determination will merit most earnest attention. It appears, however, that considerable further research is necessary before any definite conclusion as to the quality of a steel can be drawn from its proportional limit. Mr. Mitinsky's paper is extremely interesting and if it stimulates thought and work along the lines indicated, it may prove of considerable practical benefit. H. V. WILLE, Philadelphia, Pa.-The paper discusses the difference between the proportional limit, or elastic limit, and the yield point, and refers to the fact that much harm results from confusion of the terms yield point and elastic limit. Similar confusion has arisen in this country; the American-Society for Testing Materials does not even consider the elastic limit and proportional limit to be identical and recently adopted the following definitions:

Sishen uses a state-of-the-art tracking system to track material from its position in blast blocks through various stockpiles and crushers. Qualities are blended directly to the crusher as opposed to blending from stockpiles. This poses an interesting challenge to the planning department to simulate these conditions. The software used in these simulations are Whittle 4X and Maximiser for long-term planning, Xpac for medium-term planning and Mine Works Planner for short-term planning. Geological models and mine design layouts utilise Surpac. Sishen introduced Xpac a number of years ago; the system has developed and changed over the years. With the Sishen Expansion Project (SEP), which aims to utilise low-grade material, major changes to the planning process have to occur. SEP requires that the mine have two different plants, which utilise two different ROM feeds and have different beneficiation curves. Xpac is used to produce a rolling 18-month plan, which is as close to actual operations as possible. In order to do this, the simulations have to take into account the plants beneficiation curves, stockpile movements, hauling distance and equipment needs. On top of this, the schedule has to continually consider specifications for Fe and the contaminants. Plant yields also have to be kept within a certain bandwidth. Xpac is used to simulate the above parameters, as well as generate the raw data required to produce a mine budget. The paper will also show how the 18-month planning process and subsequent planning processes are measured and aligned. Xpac has proved to be an excellent tool to achieve these goals.

India has sizeable number of small deposits of rare metal bearing minerals namely columbite-tantalite, pyrochlore, beryl, lepidolite, spodumene and rare-earth element bearing minerals monazite and xenotime in different parts of India. Pegmatites, alkali granites, syenites, and the derived gravel and soils are the main source for rare metal and rare earth (RMRE) minerals. The RMRE minerals are classified as prescribed substances under Atomic Energy act of 1962 keeping in view the uses in the nuclear industry. Atomic Minerals Directorate for Exploration and Research (AMD) of Department of Atomic Energy (DAE) is the sole agency responsible for exploration and exploitation of RMRE minerals in India since 1962. The latest technological advancements and applications in the field of space, electronics, communication and nuclear industry using these metals and their products have necessitated to augment the production and resources of RMRE minerals. These minerals play a significant role in the technological and economic development of the country. The light rare earth element bearing mineral monazite is abundant in beach sands and is being commercially exploited by Indian Rare Earths Limited (IREL). Columbite-tantalite, the chief source for niobium and tantalum (Nb-Ta) metals present in the pegmatitic gravel are recovered by small mobile beneficiation plants. The cut and fill method of mining adapted is eco-friendly. The processing flow-sheet consists of wet sizing at ½ in and 1mm followed by gravity concentration of sized products utilizing the methods of jigging and wet tabling. The sizing equipment include revolving and vibratory screens and the gravity concentration equipments used are fixed sieve jigs and movable screen jigs for final upgradation. The gravity concentrates are further upgraded by magnetic separation to remove magnetite and ilmenite. The mine areas are reclaimed by filling with coarse size tailings and new plantations. These mobile pilot plants were earlier operated in Bihar mica belt, Jharkhand, pegmatitic areas of Karnataka and Nellore mica belt of Andhra Pradesh and are currently being operated in Bastar-Malkangiri pegmatite belt of Chhattisgarh and pegmatites of Jharsuguda district of Orissa. Beryl, lepidolite, spodumene and cassiterite minerals are the by-products from the pegmatite ores. Fergusonite, samarskite and microlite are the other niobium and tantalum bearing minerals which are also found in pegmatites. Xenotime, the chief mineral of yttirium generally occurs in granites and pegmatites. The rare earth minerals monazite and xenotime get concentrated in the placer sands of rivers and beaches. The occurrence of xenotime in the sands of Siri River and Deo River in Chhotanagpur granitic terrain in parts of Chhattisgarh and Jharkhand are an example. These sands containing 1-2.5% heavy minerals were processed by a mobile plant consisting of sizing equipments like trommel and vibratory screen followed by separation of heavy minerals from -1mm sands with the help of gravity concentration equipments like spirals/shaking tables/sluices. Xenotime and monazite from the pre-concentrate are further separated by magnetic and electro-static methods. The present paper illustrates the pilot plant set up for the recovery of rare metal as well as rare earth minerals. Therefore, accessibility to and utilisation of the data base in the most effective manner is an issue to be addressed in terms of modern information technology. The Department has developed a strategy whose implementation is progressing rapidly.

In Tasmania a tailrace tunnel to handle water discharged from a turbine generator has been successfully driven by a machine tunneling method similar to that described in the July 1962 issue of Civil Engineering. The Hydro-Electric Commission, Tasmania, is constructing a high- head (2750 ft) power project that will utilize the storage in the Great Lake (1,150,000 acre-ft) at an elevation of 3380 ft. The underground power station will house six vertical shaft turbo-generators, each rated at 50,000 kw. The tailrace tunnel, 16 ft diam and 14,600 ft long, was driven through a reasonably homogeneous hard mudstone. It was decided to excavate this mechanically in the hope of saving some money on excavation and a considerable sum on the ultimate lining of the tunnel. Mechanical engineers from Tasmania worked with the firm of James S. Robbins and Associates of Seattle, Wash., which designed and supplied the "mole."
