"Introduction.Several hundred thousand open lights are daily carried in coal mines of the United States, each lamp being a menace to life and property through fire or explosion. They have been responsible for many disasters in the past, and will be again. Flame safety lamps have been available for over a hundred years, but during the last ten years safe and practical electric lamps have been perfected. These have eliminated many of the flame safety lamps, and in a few mines have replaced open flame lamps. But there are still more than twice as many open lamps as electric lamps in our mines, and the open lamps should be discarded in favor of an approved type of electric lamp. There are several electric miners' lamps which have been approved by the Bureau of Mines for safety and efficiency, give good light, and are easily maintained and carried, some flame safety lamps will always be used, hut mostly for detecting gas; although they might be supplanted if some simple, reliable, and cheap gas detector were developed.Explosion Hazards from Open Lights.An open light and gas*** constitute a vicious hazard; while if there be coal dust present in the vicinity the consequences are multiplied many times. An open light and black blasting powder also constitute an explosion hazard, vividly attested by several serious disasters."

"Corrosion of underground support measures constitutes a concern to industry in both safety and economic terms. It also represents a potential market for corrosion resistant materials such as stainless steel.In order to assess the market potential for a stainless steel friction rock bolt, a review of current corrosion processes and remedial or preventative measures in the underground environment was undertaken. This was supplemented by distribution to industry of a detailed questionnaire, concerning the magnitude and extent of support corrosion and the costs of current support measures, and by visits to selected sites. Following data synthesis, support costs were established and the economic benefit of stainless steel rock bolts evaluated.Stainless steel rock bolts can be an effective cost reducing measure in unscreened areas requiring frequent reconditioning. Their benefit is rapidly diminished, however, if only partial reconditioning is required, the reconditioning interval is long or if screening is required.While most industry personnel are receptive to the application of stainless steel support measures, the localization of corrosion problems and the potential high cost of this type of support are barriers to its widespread implementation. They have potential for use in extreme environments. However, this relatively small market may not be economically viable.IntroductionFriction rock bolts are the simplest of all interior rock fixtures. The friction resistance to sliding of the rock on the bolt is generated by a radial pressure against the borehole wall over the length of the bolt. Two types of friction rock bolts are currently marketed, the Split Set and the Swellex.Unlike conventional point anchor bolts, friction rock stabilizers may move relative to the rock strata and maintain their capacity even if rock shifts, a condition that sometimes loosens or breaks conventional bolts. Ease of installation, effectiveness in jointed as well as weaker rock, and the possibility of having relatively long bolts are a few of the many advantages which generate considerable interest in the application of friction rock bolts (Wijk and Skogberg, 1982). However, due to their thin-walled construction and large surface area, frictional rock stabilizers are more susceptible than conventional bolts to damage by corrosion. For this reason, they are normally not recommended for long-term use (Jolly and Neumeier, 1987).In light of the above discussion; the Nickel Development Institute commissioned a study by the Geomechanics Research Centre with the objective of generating a credible database for the assessment of the feasibility of a stainless steel friction bolt system in corrosive ground and mine environments."

In the paper by Mr. Fernom, on Red Charcoal, read at the first session of this meeting, it was suggested that this fuel might be used in the blast furnace with greater economy than ordinary or black charcoal. In the discussion which followed the paper, it was stated that the charcoal furnaces of the Lake Superior District have used imperfectly burned charcoal with success, and that these furnaces have given the best results in fuel economy on record. On consulting some of our well-known metallurgical authorities the writer finds that the question of the use of red charcoal, or other imperfectly burned charcoal, or charred wood, is not at all new. In Percy's late work on Fuel, pages 409-414, are given a few facts, which are here condensed, as follows:

In this study the effect of solidification rate, T6 and T7 heat treatments on thermal fatigue resistance of A319 aluminum was investigated. Increasing of the solidification rate improved the thermal fatigue resistance of the alloy by refinement of the microstructure. The most sensible areas for thermal fatigue crack growth were the eutectic zones, T6 and T7 heat treatments improved the thermal fatigue resistance of the alloy by enhancing of the matrix resistance against the crack propagation. The slight reduction of the thermal fatigue resistance after T7 heat treatment is attributed to coarsening of the precipitates which reduces the matrix resistance.

As greater amounts of fine iron ore concentrates enter the marketplace, new investments in iron ore pelletising capacity are inevitable to deliver these concentrates to steel industry consumers. When investors assess the two well-proven pelletising technologies, the straight grate and grate-kiln, the most appropriate choice may not be immediately evident. Certain technical, market and site-specific factors will favour one technology over the other; investors need to be aware and understand these factors in order to make the best investment decision. Hatch has compared the merits of both technologies regarding plant configuration; type of iron ore processed; energy consumption and flexibility to use a variety of fuels; ability to produce the required pellet quality; required plant capacity and scale; operating and capital costs and environmental performance. The Impala Platinum Limited Base Metals Refinery in Springs, South Africa, refines convertor matte containing base metals and PGM?s (platinum group metals) using a hydrometallurgical process. In addition to a PGM-rich concentrate that is further refined, the Base Metals Refinery produces nickel (in powder or briquette form), copper cathodes and cobalt powder. Five leaching stages are utilized to remove the base metals and impurities from the PGM concentrate. The project described in this paper involves a radical redesign of the second stage leach autoclave with the aim of reducing maintenance costs and downtime, increasing throughput and ensuring a safer working environment. The second stage leach process at the Base Metals Refinery, produces a PGM-rich residue through the extraction of copper and any remaining base metals from the first stage leach solid residue material. Leaching is performed in an autoclave operating at a pressure of 600 kPaG and a temperature of 140°C to 150°C. Concentrated H2SO4 is added to the feed to produce a solution with a free acid content between 10 and 30 g/L and a pH of less than 2. Oxygen is passed into the 1st and 2nd compartments of the autoclave. As a result of the aggressive, highly oxidizing conditions within the autoclave, the original design utilized a heavy wall carbon steel shell with lead lining and two layers of acid bricks. The bricks acted as a wear resistant material and ensured a low surface temperature at the skin of the lead lining, whereas the lead lining acted as a corrosion barrier to protect the steel shell. These brick lined autoclaves were heavy, maintenance intensive and prone to catastrophic failure. A radical autoclave redesign was needed to reduce the high costs of manufacturing, installation and operation. Finite element modelling was used to optimize the design and various high alloy materials were investigated for the application. Based on extensive test work, the carbon steel shell was replaced with duplex SAF 2205 stainless steel in the new design. The use of this highly corrosion resistant material, eliminates the need for the lead and brick linings and reduces the wall thickness requirements substantially, resulting in an increase in the available volume for the same external shell dimensions. The vessel is welded in circular sections to form an elongated, impermeable, cylindrical body, with several agitator nozzles and compartments. The first new duplex stainless steel unit has been in continuous operation for more than 24 months and its performance has exceeded the highest expectations. The design was so successful that a patent has been registered. The major benefits of the new stainless steel design include increased throughput, improved performance, less downtime and a safer working environment. Lead has been eliminated and replaced with a more environmentally safe material, and the total lifespan of the vessel has been extended. In addition, the autoclave project has made significant developments in advancing the field of welding and optimizing the integrity of welding quality standards in South Africa.

In order to understand and control the formation of dioxins and furans in iron ore sinter plants and to possibly avoid expensive end-of-pipe removal stages, thermodynamic calculations on the stability of PCDD/Fs have been combined with sinter process modeling by means of kinetic simulations and computational fluid dynamics. Three thermodynamic databases of PCDD/Fs, derived using the Group Additivity approach and two computational molecular modeling methods, MNDO and PM3, respectively, combined with the SGTE database have been used to model the PCDDIF formation and the PCDD/F isomer distributions in iron ore sintering. The results show very similar conditions for the PCDD/F formation using the different databases. Concerning the isomer distributions of toxic PCDD/Fs, the calculated data derived from the MNDO method showed optimum agreement with measured values from industrial furnaces. The thermodynamic calculations also proved that the isomer distributions found in combustion processes are equilibrium values, while the concentration ratio of PCDDs and PCDFs in the wind boxes does not represent an equilibrium state. A CFD model of iron ore sintering was developed including the kinetics of 15 relevant chemical reactions with the aim of describing the temperature fields and the gas flow patterns in the sintering bed. On the basis of these information and experimental observations reported in the literature possible pathways for the PCDD/F formation in sinter plants have been identified: PCDD/Fs are formed in the critical temperature region of 250 to 450 °C below the combustion zone, are then carried downwards with the gas and condensed close to the bottom of the sinter bed. Transported to the discharge end with the solid mixture, they are again released into the gas phase when the flame front approaches the bottom. PCDD/Fs are also formed in the last wind boxes when the hot off-gases cool down and reach the critical temperature range. Consequently, methods to reduce the dioxin formation reactions are proposed including inhibitor addition to the sinter feed and off-gas quenching.

Provide a machine for economically drilling probe holes in coal mines (required where there's a possibility of unmapped, abandoned workings) to check for possible water flood or gas hazards ahead of the face. Approach A lightweight air-powered drill, that mounts on a light-weight frame anchored to the face with an expandable packer, is used to drill one or more probe holes. The anchor installs quickly and will lock the drill in any desired position. How It Works The drill is portable and can be broken down to small components for ease of transportation. One man can carry these sections through restricted access routes to the working place. Components that are separable are the anchor assembly, drill frame assembly, and drill motor assembly. The drilling sequence is as follows: A 2-inch-diameter anchor hole is drilled 2 feet deep. The fixed anchor tube is rubber packer is expanded. A second anchor hole is drilled through a bushing in the anchor frame. The removable anchor tube is inserted and its rubber packer expanded. (This anchoring system withstood pulls of up to 14,000 pounds.) Next, the frame is attached to the anchor with two screw knobs, and the motor is attached to inserted in the hole and the rubber packer is expanded. A second anchor hole is drilled through a bushing in the anchor frame. The removable anchor tube is inserted and its rubber packer expanded. (This anchoring system withstood pulls of up to 14,000 pounds.) Next, the frame is attached to the anchor with two screw knobs, and the motor is attached to the frame with a single locking pin. Installing the anchor and drill takes less than 12 minutes.

Introduction For several reasons the accident history of Flin Flon has been quite unlike that of any other mine in northern Canada, and very much unlike that of the average American metal mine. Towards the end of 1928, the mining project that is now Flin Flon, and that is now in the very: forefront of Canada's big producers was launched; but, metaphorically, it was launched in a tempest of mining troubles. Each branch of the mammoth enterprise was beset with extraordinary difficulties, and the Safety Department had its relative share. Difficulties in Accident Prevention The unusually rugged contour of the plant site made roads, and even moderately safe pathways, out of the immediate question. The project established an industrial outlet for depression-stricken areas which hitherto had been essentially agricultural; but through that outlet poured labour whose working atmosphere had been the bald prairie, labour that knew nothing of safety consciousness, labour that had to be moulded to industrialism, labour in the raw. A considerable length of the ore-body lay under the eastern section of Flin Flon lake. Open-pit methods were adopted to work the upper limits of the ore-body, and consequently the eastern section of the lake had to be dammed and pumped dry. The subsequent difficulties and hazards created by silt deposit cannot be fully visualized. And, finally, there was a geographical hindrance: the ore-body was partly in the Province of Manitoba and partly in the Province of Saskatchewan. The workmen's compensation problem became intricate. Insofar as accident prevention is concerned, Flin Flon's young industrial life may be conveniently divided into three distinct periods, namely: (a) Construction (Nov. 1928-June 1930) (b) Tuning up, and production till the strike (June 1930-June 1934) (c) Production from the strike till the present time At the peak of construction, due to the usual labour fluctuations of big jobs, there was a weekly turnover of about a hundred men. A very large percentage were Central Europeans, most of whom could neither read nor write English. Consequently, an organized safety programme was out of the question.

BLOCK CAVING HAS BEEN DEVELOPED to a high degree of efficiency in the last two decades and more particularly since World War II. At the Jeffrey mine of Canadian Johns-Manville Co., in the Eastern Townships of Quebec, several innovations have increased production and decreased costs. Asbestos ore is produced at the rate of 10,000 tpd from an underground operation supplemented by a large open pit that has been mined since 1881. The orebody consists of asbestos veins in a fractured and serpentinized peridotite. Hardness and structural strength of rock vary from soft shear zones at one extreme to a small amount of hard granitic inclusions at the other. In general the ore is weak and deteriorates on exposure to air, so that it is difficult to maintain underground openings for any period of time. Permanent workings are lined with concrete and temporary ones are driven mini- mum size and supported with steel sets as required.

"This report investigates whether it is tractable and thereupon reasonable to remove the boosterinfluences when ranking the toxic fumes of non-cap-sensitive mining explosives. The hazard potential is represented by relative fume toxicity RFT, the resultant influence computed from a formulated rule with a restricted set (tally) of fume components and multiplying constants. The RFT result is compared to the rule criterion that represents the worst case tolerable toxicity stipulated by regulations or otherwise. The typical nonstoichiometric booster composition can render notable unwanted influence on the RFT ranking results. Historically, the remedy was to shoot the booster separately and reduce the trial concentrations by the relevant subtractions. Unreal negative concentration results were noted on rare occasions, revealing the faulty nature of the reduction procedure. With thermodynamic reaction chemistry codes TDRC, on the other hand, the booster ingredients can be retained in or removed from the reactant tabulation, yielding reduction factors taken as the concentration ratios for the two circumstances. The underlying presumption regarding reduction factors is that the ratios of component concentrations with and without the booster ingredients when resolved theoretically ought to equal those rendered experimentally, when tractable. Upon rearranging the presumed relationship, the unadjusted fume concentrations divided by theoretical reduction factors yield the wanted readjusted fume concentrations, thereby removing the booster influence without generating unreal negative concentrations."

THIS issue is about Chuquicamata and the new sulphide plant. Chuquicamata is moving into a new cycle of productivity; she has begun to give up the sulphide copper which lies deep-seated beneath the oxide ore zones in large but yet unknown quantity. After forty years of production, Chuqui may be likened to a strapping youngster, with adolescence and maturity still ahead. Mining operations are being projected-not for decades -but for generations. Although there are still many years of open-pit mining ahead, planning of future underground mining has been started. The bottom of the orebody is still unknown, but enough work has been done to show that Chuqui is one of the largest known copper orebodies in the world. Until recently, only the oxide ores have been mined and these have been treated at the rate of 50,000 to 60,000 tons per day by leaching. Construction of the sulphide plant was timed to coincide with reduction in production of oxide ores. The new sulphide concentrator and smelter, designed in keeping with the magnitude of the orebody, will be brought on the production line at the rate of 30,000 tons per day. The capacity of the plant now planned can be expanded to treat 60,000 tons of sulphide ore. Little wonder that Chuqui is a name legendary in the remotest mining circles. But to those who have known her more intimately, and there is hardly a mining camp without a Chuqui graduate, she means much more. She is an orebody that has made engineers. Reposing at 10,000 ft on the western flank of the Andes in the arid northern reaches of Chile, water is scarce, common fuels absent, and volcanoes and earthquakes add drama and hazard. It is these natural difficulties which have created the fascination and challenge which have caused many engineers to devote their lives to unlocking this treasure house of nature.

The formation of the dioxins can be dependent on the quantities of carbon, hydrogen, chlorine and oxygen present in a given system, as well as on parameters such as temperature and pressure. Inadequate supply of combustion air ( incomplete oxidation ), low combustion temperatures ( incomplete combustion ), and insufficient turbulence in the combustion are factors which can favour their formation. Dioxins were produced also calatytically from chlorinated phenol precursors, non-chlorinated compounds that were chemically, and reaction of phenol with inorganic chloride. In this paper different precursors such as combination of C, H, 0, Cl, rapid formation/combustion intermediates and routes to PCDFs are reviewed, and the influence of PVC amount on the formation of these isomers is discussed.

"THE ISLANDS lying north of the Canadian mainland, and the large Boothia and Melville peninsulas, form one of the great archipelagos of the world; this sparsely vegetated and nearly unpeopled region extends about 1,500 miles east to west and 1,200 miles from the mainland to the northern tip of the northern-most island. Sea access to most of the islands is restricted by ice to the summer season, and the 'polar pack' ice of the Arctic Ocean presses the year round against the northwest margin of the archipelago. Although the region is remote, the accessibility has greatly increased through a network of weather stations, airfields and air routes connecting with southern centres.The area considered in this paper is that part of the island region underlain mainly by sedimentary rocks. In broad terms, this includes the land and sea areas of the archipelago and the adjacent continental shelf, but excludes the dominantly 'Shield' terrain of Baffin Island, and of Melville and Boothia peninsulas. An impression of the size and potential of this sedimentary region may be gained by comparing some areas: the land area of islands underlain mainly by sedimentary rocks is over 300,000 square miles or about 50,000 square miles greater than the area of Alberta. The total area of the region, including the continental shelf and the inter-island areas, may be double this figure, and may approximate one-seventh of the land area of Canada."

Weathered crust elution-deposited rare earth ore is a specific rare earth resource in China that is rich in middle and heavy rare earths. From surface to bottom, the weathered crust elution-deposit rare earth ores can be divided into humic layer, completely weathered layer, partly weathered layer, and bedrock. The exchangeable rare earth ions mainly exist in the completely weathered layer and partly weathered layer, and the exchangeable aluminum ions mainly exist in the humic layer. A novel solution injection method for use in the in-situ leaching technology of weathered crust elution-deposit rare earth ores was put forward based on the different distributions of RE3+ and Al3+ in the four layers. Avoiding the humic layer, only the completely weathered layer and partly weathered layer were leached by controlling the height of the leaching solution liquid level. In this way aluminum, the primary impurity in the RE leaching solution, can be decreased and the purity of the RE product can be improved. Meanwhile, the choices of available leaching reagents were broadened and the possibility of landslide disasters could be reduced.

The intention of this work was to con struct a machine on a pilot scale which could hoist a mixture of ore and water through a height of 300 metres and to operate the mach- ine to determine the parameters which affect the success of upscaling the machine to a pro- duction unit size. The investigation into this form of hoist- ing was stimulated by the interest shown by Roan Selection Trust (RST) into the Mills Pulse vessel system. Agreement was reached between these two parties that RST would in- vestigate the Mills System and determine if this system, shown to be successful on a Lab- oratory scale, would be successful as a pro- duction unit. The investigation has shown, however, that for practical reasons, the Mills System is not satisfactory. As a consequence, the RST system was invented and developed which on a pilot plant scale would be capable of lifting 7,000 tonnes of ore per month. The inventions included amongst other things, a valve to control the flow of the abrasive mixture of ore and water, a new pumping system employing a filter mechanism, and a method of changing the downward direction of flow of the pipe mixture through the plant to an upward flow in the hoisting pipe. The valve has operated to pressures equivalent to 300 metres

Safety in coal mines depends largely upon adequate training of the foreman. Although management must provide modern and safe equipment and at all times keep mines in first class condition from a safety viewpoint, final results will be determined by the quality of supervision. HANNA COAL CO., Division of Pittsburgh Consolidation Coal Co., operates three large underground mines in eastern Ohio. The section of Pittsburgh No. 8 coal seam in which these mines are located varies in thickness from 52 to 64 in. It is immediately overlain by a stratum of shaly material 12 to 15 in. thick locally known as draw slate, which is structurally very weak and which disintegrates rapidly upon exposure to atmosphere. Immediately above the draw slate as it is normally found is a band of extremely high ash material 6 to 12 in. thick known as roof coal or rooster coal, and above this is a stratum of conglomerate material varying from 4 to 10 ft in depth. Overlying the conglomerate is a relatively thick stratum of limestone, the first stable material above the Pittsburgh coal seam in eastern Ohio. With the method of full-seam mining that has been adopted, draw slate is shot down, loaded with the coal, and removed in the preparation plants. The roof coal then becomes the permanent roof. The major problem in mining the No. 8 seam in eastern Ohio is control of the roof. Since the strata above the draw slate contains no material with a structure firm enough to provide self-support, the roof begins to sag in a relatively short time after the coal and draw slate have been removed. The problem thus becomes one of getting temporary safety posts under this roof as quickly as possible to prevent a break or separation from occurring either in the roof coal or in the conglomerate above it. Haulage System The Pittsburgh No. 8 seam in eastern Ohio is relatively level, with only minor local dips. Throughout the Hanna Coal Co. mines, entries are generally 12 ft wide. Rooms are driven on a 60" angle on 30-ft centers and are 22 ft wide. No attempt is made to extract the 8-ft pillars between. The entire length of main line haulage is gunited in one mine, and a major portion in another. Two of the mines have single-track main haulage roads with passways. The third, a new mine, is double-tracked, and the roof is supported by steel crossbars, 60 lb or heavier, spaced on 4-ft centers and lagged. In recent years timbering on main line and secondary haulage roads has been accomplished by one of two methods: 1—crossbars are supported on a small section of post set in a hitch hole in the rib, or 2—or a hole is drilled in the rib about 12 in. below the roof, of sufficient depth to fasten securely a short length of 40-lb rail, the bottom of the rail facing the roof, on which a short post is set directly under the crossbar. At present the hitch-hole timbering method is favored. At two of the mines the main line haulage locomotives are 26-ton, 8-wheel units. These locomotives are of the axleless type, each wheel being individually mounted on the frame. The motorman's compartment is encircled by 3-in. armor plate for the protection of the occupants. At the third underground mine conventional 15-ton locomotives are being used. However, these locomotives have been completely rebuilt in the company's shops. Equipment has been streamlined and quarters have been provided for two people, who are protected by heavy steel plate in much the same way described above. This modernization program has been completed on all secondary haulage locomotives at the three mines, and the company is well on the way to similar equipment of the 6-ton section locomotives. The following additional features have been included in their modernization: 1—additional support for the motors to prevent their falling to the middle of the track and derailing the locomotives should a break occur in the suspension bar support; 2—installation of additional bracing to prevent brake rigging from becoming displaced and causing derailments; 3—enclosure of all electric wiring in conduit or raceway; 4—provision of an enclosed compartment for the storage of re-railers, jacks, and other equipment, so that they need not be carried on the outside of the motor; and 5—redesign of the end of the locomotive opposite the operator's compartment to prevent anyone's mounting from that direction. The art of flotation has developed rapidly. Numerous technical staffs and individual investigators have, by their combined efforts, developed practicable methods of concentrating ores which ten or even five years ago were considered complex and impossible of commercial treatment. Also the work of those who have been engaged in pure research on the fundamentals of flotation has helped greatly to expedite the general development of the process. However, in spite of the highly successful practical operation of the flotation process, results are obtained and things happen that we are unable to explain completely, although much is known about the theory of the process. The rapid stride in flotation concentration, it is noteworthy to point out, is due to the freer exchange of facts and data by the staffs of the larger mining companies and the patent controlling corporations, and by investigators in general. Generally speaking, one may visit any mining plant and by presentation of proper credentials, be shown all that is going on or that is being done.

Hong Kong has a dense distribution of utility services laid under its road network. Utility undertakers frequently demand road openings to install new services and/or maintain existing ones. Road openings can cause troubles to the road network and negatively impact the public interest. Highways Department is responsible for managing road openings in Hong Kong under the Land (Miscellaneous Provisions) Ordinance. Highways Department has spent a lot of efforts to computerize excavation permit processing and utility management. The computerized system has gone through several generations and the current one is called the excavation permit management system (XPMS). On the one hand, the XPMS handles various excavation permit processing functions including permit application/approval/refusal/issuance/extension/termination, fees/costs, permit conditions, and permit period assessment; on the other hand, the XPMS accounts for some important utility management issues such as spatial check, coordination of multiple openings, traffic management, audit inspection, and defect liability. This paper discusses how the application, coordination, and other administrations of an excavation permit are eased by using the XPMS in Hong Kong. Background information such as the governing legal and regulatory framework, and Highways Department?s administrative structure is introduced. The system architecture and advantages of the XPMS are presented. The work procedures and various functions of the XPMS are studied in detail.
