"Matheron's geoslalislical method for the estimation of ore reserves has been developed to the point at which real-life problem may be handled effectively. The steps involved in the method are:(i) obtalning the variogram,(ii) fitting a model, and(iii) producing block estimates.All three steps may cause difficulty, and would-be users need a deep understanding of the theory if failure is to be avoided.To illustrate these points, specific cause are considered:(i) two almost equidimensional porpbyry deposits, one drilled randomly and the other regularly; and(ii) two iron formation, one drilled extensively and being mined, while the other is still at the stage of early estimation."

It is interesting to note that during the period that has elapsed since the Institute's formation, wood charcoal, anthracite and bituminous coal, as well as beehive and by-product coke, have been used as blast-furnace fuels, that the reign of supremacy of each fuel was associated with specific periods, and that each successive era was marked by a production of pig iron greater in quantity than the one it followed (Fig 1). The transition of the manufacture of blast-furnace iron from charcoal to anthracite and then to beehive coke, and ultimately to by-product coke, is a reflection of the economic limitations of each fuel coupled with availability sufficient to meet the increased demands of each succeeding decade. It is a pattern that has been followed almost without exception in the history of pig iron in every country. CHARCOAL Colonial production of iron relied exclusively on wood char- coal as a fuel, and the iron industry of this count recognizes the important role played by this fuel. Charcoal iron has been available to consumers since the beginning of the organized iron industry in America in 1645, by John Winthrop at Saugus, Mass.,1 and although its greatest use antedates the formation of the Institute, it is still used to some extent. Until about 1840 nearly all of the pig iron manufactured in the United States was made with charcoal, and it continued as a principal smelting fuel until 1855.2 After that time, more pig iron was produced with other fuels, despite the fact that

The Andacollo gold mine is located near the small town of Andacollo, Chile (population 14,000) in the fourth region. It is approximately 35 miles by paved road from the coastal city of La Serena, and Santiago lies about 300 miles to the south (see map.) Site elevation varies between 3300 feet and 4200 feet. The climate at the site is moderate but arid, with an average annual rainfall of only five inches. Because there is little rain, and the temperature varies only a few degrees (57"F to 75°F); there are no freezing, solution dilution, or pad saturation problems. The climatic conditions are ideal for heap leaching.

The Bureau of Mines-American Gas Association survey of the carbonizing properties of American coals was begun in 1929, and has been continued almost without interruption since that time. Upwards of 100 coals have been carbonized at low, medium, and high temperatures in this survey, and about 200 additional coals have been carbonized at high temperatures only. All survey coals were blended with coal of different rank for carbonization at one high temperature (900° C,). During the past few years, 12-high-volatile A coals were blended with Pocahontas No 3 coal from Kimball, McDowell County, W. Va., and in this report the physical properties of the cokes from these high-volatile coals and their blends are compared.

Assessment of workplace exposures is an important tool for helping to minimize dust-related occupational illness and diseases. Real-time particulate monitoring can effectively locate areas where dust controls are needed and determine how well they are working. An affordable, person-wearable, real-time dust monitor is needed. The SKC Inc. Dust Detective (SKCDD) fulfills those requirements (Disclaimer: Mention of any company or product does not imply endorsement by NIOSH). The SKCDD consists of a disposable sampling tube (DST) connected to a small hand-held sampling pump. The SKCDD was developed through a Cooperative Research and Development Agreement (CRADA) between the National Institute of Occupational Safety and Health (NIOSH) and SKC Inc. The relationship of dust concentrations measured by personal gravimetric samplers to those measured by the SKCDD was determined in a laboratory aerosol chamber. A comparison of the means and the relative standard deviation of triplicate measurements of each type of sampling device demonstrated the SKCDD to be a viable alternative means for measuring dust. While it provides accurate measurements for specific coal types, it requires correction factors (those correction factors still need to be calculated) for other coal types.

One of the most dangerous events in underground coal mining is unexpectedly encountering water inrushes from undetected abandoned mines in the same seam. The surest and most confident method is probe drilling either from the mine or from the surface. However, drilling is expensive and may even miss the suspected mine voids entirely by drilling through pillars. Many operators rely upon one or more of several remote sensing techniques for detecting mine voids. However, mine "voids" often are not air- or water-filled open cavities, but are collapsed, rubble-filled chimneyed columns in the strata. Geophysical techniques, such as seismic reflection and refraction, electrical resistivity, magnetics, ground-penetrating radar, and others, often assume a continuous or fractured rock mass that has varying properties which provide the signatures that allow discrimination of one strata from another, or of strata from voids. However, a rubble-filled cavity has rock block-to-rock block contact throughout its volume and can still respond as a continuous rock mass with the rock blocks allowing signal transmission or mass detection, rather than a void space. Hydraulically, a rubble-filled cavity is essentially as transmissive to water as an open mine void. Thus, the problem of detecting a mine void with confidence is significantly compounded.

INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

THE Cliffs Shaft mine of the Cleveland Cliffs Iron Co., located in the city of Ishpeming, Mich., is the largest producer of hard hematite ore on the Marquette iron range. The two shafts, A and B, lying 820 ft. (250 m.) apart on the east-west trend of the ore formation, were sunk in the early eighties, and, except for four years, have been steady producers of iron ore. Their location, on a hill overlooking the general offices of the company on the one side and the city of Ishpeming on the other, has made the shaft houses landmarks. In the spring of 1919, as the old wooden shaft houses had become shaky and out of line, and would soon be unsafe, it was necessary to replace them with the least possible delay. Three plans of construction were, therefore, considered: To replace the old shaft houses by somewhat similar structures made of wood; to use steel and radically change the design; or to build reinforced-concrete shaft houses outside of the wooden structures, completely enclosing them. The first plan was disapproved, because it is anticipated that the mine will have a long life and the proximity of other buildings makes the danger from fire rather great. Delay in receiving material, and the necessity for closing the shafts during erection, were other factors in the situation. The second plan was disapproved on account of the high cost of steel, slow delivery, and interference with hoisting during the period of erection. The presence near one of the shafts of a large bed of hard gravel suitable for concrete made, the cost of the third plan considerably less than the second, and little, if any, delay in hoisting was expected. Our expectations in this regard' were fully realized. Furthermore, the work could be done by unskilled labor, which was plentiful, and the erection could be quickly started. When the proposition was submitted to Mr. W. G. Mather, president of the company, he recommended that, on account of the prominence of the buildings due to their location, an effort should be made to combine in the design as far as practicable something of architectural beauty. As a part of it investigations pertaining to the promotion of safety, the Bureau of Mines is investigating various means, useful for the elimination or mitigation of the explosion hazards of combustible gases encountered in mining and industry. Information has been obtained and a procedure developed whereby the explocibility of many complex, gaseous, combustible atmospheres may be calculated in a simple manner without the necessity of performing laborious laboratory experiments. In a previous publication4/ data were given and a method described whereby the limits of inflammability of gaseous mixtures, including methane, hydrogen, carbon monoxide, nitrogen, carbon dioxide, and oxygen, could be determined by calculation. The information published in that report enables one to calculate the limits of inflammability of such gases as are liberated by mine fires, gases from explosives, automobile exhaust ran, uses present after mine explosions, blast-furnace gas, and other gases containing part of or all of the above-listed constituents.

Tile sharp-yield point found in magnesium crystals in the solulion-treated and aged condition is studied by dislocation internal-friction experiments. The results show that the sharp yield is not file to the sudden release of pinned dislocations hut is movc likely due to the rapid multiplication of an initially small number of dislocations. Recovery or the dislocation internal friction after deformation is also studied. This yecovery results from the re-pinning of dislocations by a solute, presumably nitrogen, which moves with a relatively small activation energy. SHARP-yield points, when they occur, are a striking feature of the stress-strain curve generated during a tensile test. Although commonly associated with steel, sharp yielding has been found in a variety of metallic and nonmetallic crystalline materials. In particular, sharp-yield points have been found in zinc"' and cadmium3 containing nitrogen. With this background, Geiselman and Guy4 investigated the tensile properties of magnesium single crystals containing nitrogen to see if sharp yielding also occurs in this system. They found that sharp yields did indeed occur in solution-treated and aged specimens tested at elevated temperature but were not able to give conclusive proof that the sharp yield was caused by nitrogen, a yield drop being observed even in their purest crystals. Sharp-yield points have also been found in various polycrystalline magnesium alloys.7'8 In the study of the sharp-yield phenomenon it is desired to observe the behavior of dislocations in the earliest stages of the deformation process. Internal-friction experiments are useful for this purpose because dislocation damping is sensitive to the mobility of free-dislocation segments. At low strain amplitudes the damping, A, due to the the forced vibration of dislocation segments of average length L is ? =KAL4 [1] where A is the dislocation density and K, if the applied frequency is well below the resonant frequency of the dislocation segments? is a constant for the sample under observation.5 Dislocation damping, because of the fourth-power dependence on L, is particularly sensitive to the creation of free-dislocation segments during deformation. Since sharp yielding is associated with the sudden release of pinned-dislocation segments, marked changes in the dislocation damping are expected at the yield point.6 The use of the dislocation-damping observations to help elucidate the incompletely understood mechanism of yielding in magnesium is the primary objective of the experiments reported here. PROCEDURE Many investigations have shown that very marked and rapid changes occur in the dislocation damping of of a deformed material as soon as the straining is stopped.5 It was quite essential, then, for the purpose of this investigation, to make the damping measurements during the deformation of the samples. This can only be accomplished through the use of the ultrasonic-pulse method. In this method traveling sound-wave pulses are used and, in contrast to resonating-bar methods, only the sample ends are set in vibration. Thus, the sample can be gripped along its sides in the tensile-test machine without disturbing the damping measurements. In the pulse method, the decrease in the amplitude of a sound pulse is measured as it travels back and forth through the sample. If A is the amplitude after traversing a distance x and A. is the initial amplitude, A=Aoe-ax [2] and a is called the attenuation. It is commonly measured either in units of cm-I or as db per µ sec. The observed attenuation in a metal sample is due to a number of causes. These include scattering by grain boundaries and impurity particles, thermo-elastic damping, diffraction effects, stress-induced ordering of solute atoms, and dislocation damping. The total observed attenuation in a given sample usually cannot be resolved into these various components, but changes in a due solely to changes in dislocation damping can be accurately determined, provided the experiment is arranged so that all other sources of damping are held constant. It is desired to reduce the extraneous sources of attenuation to a minimum and for this reason the experiments are done on single crystals of high purity. Magnesium crystals offer the further advantage that, when properly oriented, only a single set of slip planes is active during deformation. Crystal Preparation. The method of sample preparation is similar to that of Geiselman and Guy.4 The starting material was high-purity, sublimed magnesium rod supplied by the Dow Chemical Co. In order to evaluate the corrosion resistance of zirconium in mineral extraction processes, such as a clay-hydrochloric acid leaching process for extracting alumina, the Bureau of Mines conducted corrosion studies in HCl-AlC13-FeC13 environments. A series of weight loss and electrochemical tests were conducted at 25° and 65° C in aluminum chloride (AlC13) plus hydrochloric acid (HCl) solutions containing 0 to 1,000 ppm ferric ion. It was determined that zirconium, which normally exists in a passive state in chloride-containing solutions, undergoes pitting attack in solutions containing more than 100 ppm of ferric ion. It is also shown that an oxide film prepared in air at high temperature offers protection in acid solutions containing levels of ferric ion from 300 to 1,000 ppm.

As an alternative power source to eliminate trailing cables, ESD Corporation is installing a flywheel system on a shuttle car. Flywheel power is extracted by a high-speed generator, developed by Lear Siegler Corp., and the system -- including vacuum and lubrication and cooling auxiliaries -- is supplied by the aerospace group, Rocketdyne Division of Rockwell International. The flywheel system is being developed under a three-year contract with the Department of Energy. It is a follow-up contract to a previous DOE-contracted study by General Electric Co. in which it was shown that a flywheel can be a feasible power source for a shuttle car from technical, economic, and safety standpoints. This paper addresses the status of the program, design decisions established, and plans for laboratory test procedures and underground demonstration. The flywheel-powered shuttle car is a conventional 6-ton capacity shuttle car equipped with a 7-rotor flywheel energy storage package. The energy package is the sole source of power for the shuttle car through a complete mission duty cycle (MDC) of tramming to the miner, receiving a load of coal, and returning to the secondary haulage system. Energy stored in the system exceeds MDC requirements and waiting times to provide an ample margin of reserve energy. The energy storage system is recharged by spinning the rotors back up to maximum speed each time the shuttle car comes back to the seconaary haulage system. The electrical charge motor is connected to a power source to recharge the system while the load of coal is being discharged.

The increase in f.o.b. mine prices of coal from $5/ton to over $18/ton in five years [1] has increased the significance of transportation costs. Coals produced in the vicinity of the consumer bear a much lower transport cost than those produced in the west. This differential may be used for flue gas desulfurization, other cleaning, or further processing of local coals. To the extent that western coals are cheaper to produce and have a lower sulfur content, they offset the locational disadvantage. To the extent that they have a lower heating value, the disadvantage is exercabated. Given the other conditions, an accurate analysis of transport costs will help suggest the location of coal mining and the moue of transport both transport costs and tariffs have risen. Together they have increased delivered coal prices, altered the balance between the use of coal and other fuels, helped to alter the location of mining activity, and put pressure on consumers to examine the cost effectiveness of alternative transport modes. Transportation options for long distance coal movements include rail, barge, pipeline, and EHV transmission lines. A summary of system parameters is shown in Table 2.1. Barge transport, pneumatic and slurry pipelines are discussed elsewhere in this report. Together with EHV, they have been the subject of previous studies [2,3,4]. Slurry pipelines have been shown to be especially useful where rails are not available [2] but the technical problems of dewatering, handling, and utilization of lines [5] remain unresolved. They are discussed in Section 3. Barge transportation depends on the location of the mine and consumer with respect to the waterway system. One drawback of barge shipment is interruptions due to winter, and low or high water conditions. Mine mouth power generation followed by EHV transmission of over 500 miles has been shown to be the most expensive means of delivering an equivalent amount of energy to consumers [2].

Asia is experiencing a growth market for industrial kaolins for use in ceramics, paper, plastics and other market sectors. Export and import data for the Asian countries reflects this growth with the Peoples Republic of China as the major exporter of clays and Japan the major importer. The growth in tonnage and product sophistication of kaolins produced on Belitung in Indonesia is typical of developments that are taking place in many locations in Asia. This region therefore presents opportunities for mineral processors and a challenge for the exploration geologist, the mineral processing engineer, the mineral economist and the marketing specialist.

This report is a compilation of the results of preliminary tests on ores containing scheelite (calcium tungstate). In most of the ores, scheelite was the only value; but several samples contained other values, such as gold, base metals, or, in one instance beryl. These investigations were made to assist the development of domestic tungsten resources by establishing satisfactory treatment methods suitable for small-scale operations. The samples were obtained through the Mining Division of the Bureau of Mines and represent, for the most part, newly discovered deposits. A previous report2/ discussed laboratory test procedures. A less detailed description of test procedures is included in the present report. As is usual in an investigation of this type, only a limited amount of work was done on most of the samples to indicate the results that could be expected from simple treatment of the particular ore. The occurrence of scheelite and the texture of the minerals present differ greatly in individual ores and must be determined and considered in establishing such details of treatment as grinding to obtain optimum liberation of the minerals, the preferred type of gravity concentration, or possible further treatment by flotation.
