IN 1880, the late James Douglas, LL.D., was superintendent of the Chemical Copper Co., operating the Hunt & Douglas process for the treatment of the siliceous copper ores of the Jones mine at Phoenixville, Pa. In conjunction with this a refining furnace was operated. After correspondence with Ben Williams, of Bisbee Ariz., who was commencing the mining and smelting of the Copper Queen ore. Dr. Douglas decided-to make his first journey to Arizona. While making plans for the trip lie visited a friend in Philadelphia, a .Mr. Logan, a prominent lawyer. He, through Professor Treadwell, brother of the discoverer of the great Treadwell gold mine of Douglas Island, Alaska, had an option with his min¬ing partner, Mr. Lenig, on the Eureka and Wade Hampton claims near the headwaters of the Verde River in Yavapai County, Arizona. These two claims, later the source of practically all of the wealth of the Jerome district, were then owned by C. P. Head and Co. Prescott merchants. Hugo Richards, banker, and formerly sutler at Camp Apache; Rod and John McKinnon prospectors and Nova Scotians; and perhaps one or two 'other owners of minor interests. Mr. Logan, hearing of Dr. Douglas intended trip to Bisbee, asked him to go first to see the two mining prospects, and this, Douglas, in need of the $500 fee, agreed to do as the time on the option on the claims was running short.

Since the early 1990s, the Canadian mining industry has been increasingly defined by the signing of Impact and Benefit Agreements (IBAs) between mining companies and Aboriginal peoples. While these agreements are intended to complement the legal system, they also serve to establish the legitimacy of mining projects and to encourage the harmonious integration of these projects into their social and environmental contexts. Beyond their practical implications, what are the effects of such agreements on the ability of Aboriginal communities to access the institutional space where the authorization of mining projects and the conditions of their implementation are decided? Can we view IBAs as a preliminary step towards the operationalization of the principle of Free, Prior and Informed Consent? This paper aims to explore the potential of IBAs as a sustainable solution to the legitimacy issues that result from the implementation of the formal regulatory framework governing mining activities in this jurisdiction. We highlight what constraints and opportunities the James Bay and Northern Quebec Agreement (JBNQA) engenders for local communities and draw attention to the ways in which the negotiation of the Raglan IBA and the environmental evaluation processes act upon each other. We find that certain structural problems - and problems of legitimacy ? related to mining in Northern Quebec cannot be solved by the sole signature of an IBA, which suggests the need for caution when considering such agreements as a panacea. The Raglan case demonstrates that IBAs, like other modes of regulation relying on the direct interface between companies and communities, would benefit from a stricter framework and more explicit ties with official regulation channels.

The Bureau of Mines has played an important role in the revival of precious-metal mining underway in the Western United States. During the past 30 years, many techniques used by industry to recover gold and silver were pioneered and developed by the Bureau of Mines. In 1952, technology was developed to strip gold from granular activated carbon and allow the carbon to be reused. In 1969, the heap leaching concept was applied to low-grade gold and silver ores and mine wastes. Heap leaching in conjunction with carbon adsorption-desorption permits very low value material to be economically processed. In 1970, an oxidation treatment based on hypochlorite was developed to increase the recovery of gold from carbonaceous gold ores by cyanidation. In the early 19501s, attempts were made to employ carbon-in-pulp technology to recover gold from ores, but the fixed price of gold and increasing operational costs made the process unprofitable. The Bureau of Mines and Homestake Mining Co. jointly operated a carbon-in-pulp pilot plant, and the technology was used in full-scale production at the Homestake Mine in 1972. In 1973, a pressure stripping method, which decreased the time needed for the stripping step, was developed to desorb gold and silver from carbon. An alcohol desorption method, developed in 1976, also decreased the carbon stripping time. These stripping methods are in commercial use. In 1979, an agglomeration pretreatment was developed that permitted clayey precious metal ores to be heap-leached. Agglomeration-heap leaching technology is being used by at least 30 operations, several of them major gold and silver mines. Almost all precious-metal-mining companies use at least one of the above techniques in production facilities.

The recovery of the constituent components of spent lead acid batteries was pioneered in the early 1970's by M.A. Industries, Inc. MA's main reason for research and development in this area was to recover the polypropylene casings for use as feed stock in their injection molding plants. At that time spent and reject casings were either disposed of or being fed with the lead 'bearing materials into the ,smelting process. M.A. has since developed, built and operated plant for the conversion of scrap casing into reusable copolymer resins. The system is composed, of washing, .sizing, extrusion and pelletizing the polymer into a form which is ready to be injection molded into new products.

IN 1940, when it appeared that the United States soon might be cut off from foreign sources of high-grade manganese ore, the Bureau of Mines began an extensive series of investigations on the production of ferrgrade products from low-grade domestic ores by ore-dressing, pyrometallurgical, and hydrometallurgical methods. Among the hydrometallurgical processes for oxide ores investigated was a sulphur dioxide process in which the manganese was recovered from solution by precipitation with lime;1 this process is essentially as follows: The ground ore is suspended in water and leached with SO2 gas to extract the manganese as manganese sulphate. Calcium chloride is then added to the slurry to precipitate calcium sulphate and form manganous chloride solution, and the resultant slurry is filtered to remove the calcium sulphate together with the in- soluble portion of the ore. Calcium hydroxide is added to the filtrate and the mixture is agitated with air to precipitate hydrated oxides of manganese and regenerate calcium chloride. The precipitate is calcined, and the calcium chloride is recycled. To determine manganese extraction, reagent consumption, grade of product, and similar data for this process, a laboratory investigation was started. Two minor modifications in the process were soon made: (I) the ore was suspended in calcium chloride solution instead of in water in order to extract the manganese and precipitate the calcium sulphate in one step, and (2) the agitation with air after the addition of slaked lime to the filtrate was omitted because manganese hydroxide is readily precipitated without air agitation and can be nodulized or sintered to a satisfactory product. When the process was carried through a series of cyclic tests, it was noted that the concentration of dithionate ion (which is one of the products of oxidation of SO2 by MnOz) in the cycled solution gradually increased; at the same time the chloride content of the solution gradually decreased, owing to soluble losses in the leach residue and in the precipitate. After a number of cycles, the calcium chloride became virtually completely replaced by calcium dithionate, the quantity of dithionate ion formed during the leach being more than enough to make up for the losses of dithionate in filtering. The calcium chloride process thus developed into a calcium dithionate process. Since the latter eliminated the need for make-up calcium chloride, and the dithionate solutions appeared much less corrosive than the chloride solutions, work on the calcium chloride process was dropped in favor of the calcium dithionate process. The Sepon district in Lao PDR contains 1.8 Mt of JORC (2012) compliant contained Cu resources in addition to >4.5 Moz of Carlin-like Au in a Palaeozoic sedimentary package. The Cu deposits are proximal to an EW lineament of Permian rhyodacite porphyry (RDP) intrusive centres that are characterised by intense barren quartz stockworks. The Khanong deposit (42 Mt at 3.0 per cent Cu mineral inventory) is a carbonate replacement intermediate sulfidation deposit verging on a high sulfidation environment, where abundant pyrite, copper sulfides (chalcopyrite, bornite, trace enargite), copper sulfosalts (including tennantite – tetrahedrite, colusite), and base metal sulfides (sphalerite and galena) have replaced low dipping dolomite and limestone layers, forming a manto-style orebody fed by steep dipping intensely silica-pyrite altered structures. The Thengkham deposits (54 Mt at 1.5 per cent Cu) are composed of prograde skarns (garnet, clinopyroxene) and mineralised retrograde skarns (chlorite, magnetite, hematite, epidote, sericite, talc, serpentine, carbonates, sulfides) which are irregularly and semi-continuously distributed around an elongate 4 km long intrusive centre. Thengkham and Khanong have been strongly supergene enriched, forming secondary chalcocite breccias and exotic malachite zones.The Carlin-like Au deposits display a range of stratigraphic and structural controls and lie outboard of the Cu deposits. Similar structural controls, alteration assemblages and trace mineralogies suggest that gold and copper mineralisation are temporally and genetically related. The limits of flammability and minimum autoignition temperature of a fuel are important elements in assessing fire and explosion hazards that may exist when using or handling the fuel. The limits of flammability define the range of compositions of the fuel gas or vapor mixed with an oxidant through which a flame, initiated by an outside energy source such as an electrical spark, can propagate. The minimum autoignition temperature (M.A.I.T.) is the lowest temperature at which the fuel vapors ignite spontaneously in a specified medium; in this case the ignition energy is supplied by the heat content of tae environment. This temperature is also referred to as S.I.T. value by some authors. Because the autoignition of a fuel also depends on the time interval during which the fuel is subjected to heat, ignition delays are significant. Ignition delay is defined here as the total time elapsed between the introduction of the liquid fuel into the oxidizing atmosphere and the appearance of a flame. This time interval includes both the physical and chemical processes leading to ignition. The ignition delay is usually maximum at the M.A.I.T, and decreases as the temperature of the system is increased. The flash point and the fire point are also useful in assessing the fire and explosion hazards of a fuel. The flash point is the lowest temperature at which saturated, flammable fuel vapor-air mixtures are formed at atmospheric pressure and, therefore, it is essentially the lower limit of flammability

Tapadaa is one of several centers of porphyry copper mineralization in northern Sulawesi. Host rocks are mainly varieties of quartz diorite porphyry. Structural control of mineralization is indicated by elongation of the sulfide system (5 x 1 km) parallel to prominent NW-trending structures, but in detail mineralization is strongly influenced by relative age and lithology. Hydrothermal alteration is characterized by widespread occurrence of advanced argillic assemblages and the presence of sodic rather than potassic alkali feldspar. Propylitic alteration surrounds the mineralized area. Phyllic and advanced argillic alteration occur in structurally controlled zones and in limited pervasive areas. Hypogene copper mineralization develops in rocks with sericite-albite alteration and comprises low total sulfide chalcopyrite-bornite or chalcopyrite-pyrite.

The phase VPt has been reported to have a crystal structure of the B19 (AuCd) type at low temperatures.''' A recent investigation3 has indicated that this phase forms by an ordering reaction from the disordered fcc Pt(V) solid solution which is stable at high temperatures. olander4 has shown that there exists a close structural relationship between the orthorhombic B19 structure and a fcc structure possessing the L1 , (CuAu) type of atomic ordering. One may derive the B19 structure by a shear-like displacement of the atoms in the (002) plane of the ordered fcc lattice along the (010) direction through a distance equal to one eighth of the unit cell dimension, see Fig. 1, followed by an orthorhombic distor; tion of the cube axes such that a = 2.693A. h = 4.413A. and c =4.767A (estimated uncertainty 0.005A). Filings of this phase were produced by grinding a VPt alloy having the B19 structure with a diamond dental grinding disc. When these filings were subjected to X-ray diffraction examination, a pattern of a severely cold-worked fcc structure was obtained. higher solution temperature used (1200 C) or to a much lower oxygen pressure than he reported, due to transfer through many bends and tubes in his complicated apparatus. An interesting observation was made when an oxygen addition was attempted in a cylindrical sample of columbium in the cold worked condition rather than in the annealed condition. The interior of the sample re-crystallized during the oxygen addition at 900°C. The periphery, however. (1 mm) did not recrystallize. A similar sample without oxygen recrystallized throughout the entire cross section. It appears that the re-crystallization is hindered by interstitial oxygen. Presumably, the interior recrystallized before appreciable oxygen could diffuse into the core. This work was supported by the United States Atomic Energy Commission. When the filings were annealed in a high vacuum furnace for 15 min at 110O0C, however. they returned to the B19 structure perhaps as a result of reordering. Subsequent less-severe cold-working of these filings by grinding in a hardened steel mortar and pestle at room temperature produced a transformation into a cold-worked L1, structure which was slightly tetragonal. Thus it appears that the degree of deformation may influence the final structure. Considerable line-broadening was observed in X-ray diffraction patterns obtained from the cold-worked filings and therefore no attempt was made to obtain accurate lattice parameters. "Ecstall Mining Limited, a subsidiary of Texasgulf, Inc., Operates the Kidd Creek Mine, Concentrator and Zinc Plant at Timmins, Ontario. Two different ore types are mined and milled to produce concentrates of copper, zinc, lead and tin. The ores are processed at the Concentrator in three separate individual milling circuits, each with the capacity to treat up to 3500 tons per day. Two circuits treat copper-zinc ore 1t an average combined rate of 6500 tons per day and the third circuit treats 3500 tons per day of silver-lead zinc ore. Conventional crushing, grinding and flotation procedures are followed. The purpose of this paper is to describe Ecstall's experience with rubber mill linings in the grinding circuits.CrushingBoth ores are crushed to minus 6 inches at the Mine and delivered by rail to the Concentrator where they are reduced by secondary and tertiary crushing to minus 5/8 inch.GrindingThe crushed ores are prepared for selective flotation by grinding with rod mills and two stages of ball milling. flotation circuit middling products are reground in regrind mills prior to further treatment. A typical flowsheet of one of the grinding circuits is shown in Figure 1.All the grinding units are Allis-Chalmers Mills. The rod mills are 10 1/2 feet diameter by 16 feet long. Both the primary and secondary ball mills are 12 feet diameter by 18 feet long and all regrind mills are 6 feet diameter by 12 feet long. The primary mills are charged with 1 13/16 inch forged balls. Secondary mills are charged with 1 1/2 inch forged balls and the regrind mills are charged with 1 inch forged balls. All cyclones are Kreb units. The primary cyclones are Dl5B hydrocyclones, the secondary cyclones are D6B hydrocyclones and all regrind cyclones are D6B hydrocyclones."

In the latter part of December a batch of amalgam was retorted and the tin in the retort uncovered while at a low red heat, and allowed to cool slowly to a temperature more suitable for ladling into moulds. It was then ladled and made what appeared to be nice, white, malleable block tin. On February 15th our attention is called to the fact that the tin is brittle, and on examination we find that the molecular condition of the pigs has changed to the extent of one-half its material. The change shows itself by an enlargement appearing on the surface something like crystallization, and comes in spots. The condition of the metal in these spots is very peculiar. It has changed from a malleable metal to a brittle one, with a structure somewhat resembling stibnite, and a color very considerably darker gray than tin. Arrium’s magnetite concentrator has recently completed a modification program to improve the process that has been in operation in Whyalla, South Australia for the previous seven years. The magnetite concentrate is pumped via pipeline to the coast and serves as pellet plant feed, eventually being turned into steel in the Whyalla blast furnace. With the addition of a new 3MW IsaMill at the concentrator, the plant has seen increased production from a reduced feed grade, enabling Arrium to treat ores previously stockpiled as waste. Recent advances in rock-mass mechanics and computational technology now allow for the stability analysis of excavations in "wet" mines where mining-induced changes in rock mass deformation and fluid flow are coupled and time dependent. In addition to water pressure and flow in jointed, possibly porous, rock masses, all of the usual dry-mine parameters, including the premining stress state and rock-mass properties, are taken into account. Finite-element analyses of shafts and tunnels, as circular, elliptical, rectangular and arched-rectangular hole shapes excavated in an initially stressed and pressurized rock mass, indicate that the usual guidelines for optimum shape and orientation of single openings apply. Here, optimum means maximizing the minimum wall safety factor or, equivalently, minimizing the peak stress concentration. The results also show that failure originates in elements at the wall and the minimum safety factor at the wall in the wet case is always less than the dry case, regardless of drainage time allowed.

IN the basic open hearth process the reaction of manganese in the bath with iron oxide in the slag attains a condition very closely approximating true equilibrium, and the distribution of manganese between slag and metal during the refining period is determined by the factors which control this equilibrium condition. For this reason a number of investigators have studied this reaction both in the laboratory and under various conditions of furnace operation. The principle reaction and its equilibrium constant are: FeO (in slag) + Mn = MnO (in slag) + Fe (liq.) [1] (MnO) .= (FeO),[%Mn] The symbols in parentheses represent activities of the two oxides in the slag which, in the simple slags consisting almost wholly of the two oxides, may be assumed equal to the respective mol fractions. The symbol (FeO)r is used to denote the total iron oxide computed as FeO; or it is the sum of the mol fraction of FeO plus twice that of Fe2O3. Early attempts to obtain laboratory data on this reaction suffered from failure to appreciate the great speed of the reaction. When slag and metal are cooled slowly together, the equilibrium shifts with temperature and the final compositions correspond to equilibrium at the freezing point rather than at bath temperature. The early work of Oberhoffer and Schenck¹ and of Tammann and Oelsen² apparently suffered from this source of error. In most of the other published laboratory investigationsa. '.' this error was not present but other uncertainties have existed, notably dependence upon optical temperature measurements and exposure to atmospheric oxidation.

This report, dealing with the separation of coal from its associated impurities by means of a pulsater-type jig, continues the series of reports that have been issued by the Bureau of Mines, in which detailed study has been made of the efficiency and mechanism of separating coal and impurities in various coal-cleaning appliances. The previous reports have dealt with the piston jig, coal-washing table, pneumatic table, and Baum-type jig. Such studies of the separation accomplished by any form of concentration device are essential and necessarily preliminary to any intelligent attempt to improve the performance of such equipment Object and Plan The pulsator-type jig was developed recently by G. A. Vissac. Although two articles(2) describing plants using this typo of cleaning unit appeared in 1936, both dealt principally with plant design and layout rather than with plant performance The object of the stork described in this report was to determine the efficiency of the separation made by the pulsator jig on a sized feed, the specific gravity at which the separation between coal and impurity was effected, and the influence of the specific-gravity composition of the coal on the character of the separation made.

Gas migration causes them to penetrate to lower storeys of buildings and earthen structures being a menace to people's health and life. The results of measurements of gas concentration in undersoil layers, gas emission to atmosphere and their accumulation in buildings on the territory of closed down mines are presented.

Antimony removal has become necessary as it is commonly found in precious metal refractory ore bodies. The Sunshine Mine in Kellogg, Idaho has recovered metallic electrowon antimony from its argentiferous tetrahedrite (Cu2S'Sb2S3) deposits for over fifty years. Recently, Sunshine conducted an intense research effort to improve and modernize its antimony facility. This paper presents information which was learned about the antimony electrowinning processes and the development of a single¬-electrolyte antimony electrowinning technology. The relevant effects of process variables were investigated. The research results and the relevant chemistries involved in metallic antimony electrowinning will be discussed.
