The regular meeting of the Trustees of United Engineering Society was called to order at 4 P. M. Thursday, Feb. 27, 1919, in the Board Room of the American Society of Civil Engineers, Engineering Societies' Building, New York. Minutes of a joint meeting of the Finance Committee of United Engineering Society with finance committees of Founder Societies on Feb. 14, were presented. The President called attention to actions relating to the recataloging of the Library and the support of Engineering Societies Employment Bureau of Engineering Council. The activity of the Employment Bureau was approved and support by the Societies informally assured. In response to a communication from the Fifth Avenue Association, the Secretary was instructed to write favoring the continuance of the daylight saving law. As to recataloging of Engineering Societies Library, it was announced that the Mining, Mechanical, and Electrical Engineers had voted appropriations, as requested, and the action of the Civil Engineers was awaited. A list of applications for offices in Engineering Societies' Building, revised to Feb. 27, was read, showing requests for a total of 29 rooms. The President stated that a decision must be reached soon as to what reply shall he made to these applications. Charles F. Scott, one of the original trustees, who was present, remarked upon the growth of United Engineering Society and his satisfaction at its success. ALFRED D. FLINN, Secretary.

Artisanal and small-scale mining (ASM) plays a fundamental role in the national and local economies of resource-rich countries in Africa. As such, more effort must be geared towards fostering this type of economic activity to sustain livelihoods in rural communities. Across Africa, efforts to operationalize ASM based on a sustainable development framework have been quite tedious and often ineffective. This is because most of these frameworks lacked context and an understanding of the continuum from the artisanal through small-scale and up to the junior miner, grouped under the general term ?ASM?. Driven by the need to contextualize some of the definitional issues in this niche sector, and gain a clearer understanding of their peculiar challenges, this paper aims to contribute to the debate on ASM by considering two of Africa?s resource-rich countries ? Ghana and South Africa. Since South Africa has made greater inroads in protecting the interests of small-scale miners, we thus draw comparisons from both countries? approach to ASM, outline the lessons learnt, and provide recommendations regarding the ways forward.

RECENT events have emphasized with renewed force the well known fact that war greatly intensifies the demand for certain metals, particularly for iron, copper, and zinc. Any increase in the use of iron and steel, whether in war or peace, is also accompanied by increased consumption of those metals which find their chief application as ferro-alloys, such as nickel, chromium, manganese, molybdenum, tungsten, and vanadium. Further, since high temperatures are essential for the production of all these metals, activity in the metal industry is inevitably accompanied by an insistent demand for refractories. For example, in North American practice the consumption of magnesitic hearth refractories is frequently expressed in pounds per ton of steel. This quantity (not including straight dolomite) ranges on individual plants from about 7 to 12 pounds. When the industry is operating at approximately full capacity, the ratio of refractory to steel tends to increase, since the tonnage of steel produced is recognized as of paramount importance, and this leads to the harder driving of furnaces and less regard for the effect on refractories. It should also be observed that the cost of refractories per ton of metal produced is always so low, in comparison with other items, that it may even increase while the cost of metal per ton is being reduced through more continuous operation and the use of higher temperatures. As one prominent Canadian copper metallurgist has tersely expressed it, he is "not in business to save refractories but to smelt ore". The effect of war demands and of general industrial activity upon the production of basic and neutral refractories is clearly shown in Figure 1, which gives the value of chrome ore and magnesitic-dolomite produced in Canada during the period 1907 to 1937. Tonnages have not been shown, as these are not available for the full period; such figures as have been published from time to time are not strictly comparable, since both raw rock and finished products have on occasion been included. The preliminary figures for 1938, which are now available, have been prepared by the Dominion Bureau of Statistics on a different basis from those immediately preceding, and have therefore not been shown.

THIS paper describes some properties of steels in the composition range 0.10 to 0.30 per cent carbon and 1 to 7 per cent chromium. It is well known that some steels of this type develop high tensile strengths upon receiving comparatively simple heat treatments, such as ordinary air cooling from appropriate temperatures, with "or without subsequent tempering treatments. These high strengths are frequently associated with unusual toughness as measured by the Izod or Charpy impact test. The chromium content, in addition to imparting the above properties, enhances the resistance to corrosion and improves the strength and oxida-tion resistance at elevated temperatures. Moreover, these steels have good forging and fabricating properties, as evidenced by the fact that several thousand tons of seamless tubing have been made during the past five years from steels containing 0.10 to 0.25 per cent carbon and 5 per cent chromium.

After a brief consideration of the properties of zinc sulfide minerals, their flotation characteristics, and their reactions with thiol collectors, the literature on the activation of the minerals by cupric ion, their deactivation by cyanide, and their depression is reviewed in detail. The distinction between deactivation and depression is stressed. The contradictions in the published results and theories are discussed and attempts are made to resolve them. It is concluded that, whereas all aspects of the subject require further investigation, the study of depression is most likely to yield benefits in practice.

Beginning in 1991, scientists at the Pittsburgh Research Laboratory recorded interviews with individuals who are recognized as experts in mine emergency response. These 30 veterans related stories and observations from events experienced during as many as 47 years of response activities. Overall, the response veterans averaged 29 years of mine emergency response experience and 35 years of mining experience. Interviewees included representatives from mining companies, the United Mine Workers of America, and State and Federal agencies. Most of their comments dealt not so much with technical aspects of particular mine emergency responses, but rather the human side of more general topics, including preparedness, experience, people on-site, mine rescue teams, and decision-making. An analysis of their interviews provides an overview of lessons learned on-site at some of the largest mine disasters since the mid-1940s. This knowledge was gathered so that it could be provided to today's miners and to tomorrow's emergency response personnel. It is expected that the collective wisdom obtained can be used to help train new responders and guide those decisions that will have to be made on the scenes of future events.

The Bureau of Mines has conducted research on a dual leaching method that offers the potential for the economic recovery of the silver, as well as of the manganese, contained in some domestic manganiferous silver deposits. The method consists of an initial leach of manganese with aqueous sulfur dioxide (S02) followed first by a neutralization rinse, and then by a second leach with cyanide solution for the extraction of silver. Refractory silver in these ores was either (1) intimately associated with the manganese, (2) chemically resistant to cyanide leaching, or (3) rendered inaccessible to cyanide leach solution by the surrounding manganese mineralization. Less than 10 pct of the silver was extracted when minus 2.5-plus 1.3-cm ore pieces were leached directly with cyanide. However, extractions of 25 to 82 pct of the silver and 65 to 96 pet of the manganese were attained in laboratory column-leach tests using the dual leaching method on equivalent-sized ore pieces from seven domestic deposits.

"This paper presents an overview of the state-of-the-art in industrial and utility power metering and control systems with particular emphasis on Digital Power Meters and Power Demand Controllers.IntroductionModern micro-processor technology, combined with very fast, high accuracy analog to digital converters, is rapidly allowing economical, digital power instrumentation systems to replace the traditional electro-mechanical meters and equipment previously used for instrumentation, control and protection in industrial power systems. Consequently, instrumentation and Supervisory, Control and Data Acquisition (SCADA) systems that were only practical for the very large utility or user are now available to smaller utilities and users. The information available includes sequence of event recording, trend logging, energy management cost allocation and automated load control, among others. The heart of any power monitoring system is the Digital Instrumentation Package (DIP) . These ""DIP's"" include Digital Power Meters (DPM's) and Power Demand Controllers (PDC's) as well as other specialized instrumentation packages such as Mini RTU's."

The battle of the gold standard is not limited to one country alone, or even to a single group of countries. It is being waged merrily in many important commercial and industrial quarters. Though it is not always a practical issue calling for immediate attention, it is none the less, quite widely, engaging the thought of bankers and other students of finance. The controversy arises, in the last analysis, because of the desire of men to secure a stable currency. There are two ways of restoring a reasonably stable currency system: (1) the re-establishment of the gold standard, or (2) the deliberate and artificial management of a paper currency. Both systems are well known. The gold standard was in use prior to the war in the principal commercial countries. A currency of inconvertible paper has been at times employed in the past in various countries; for example in Britain from 1797 to 1821, and in the United States from 1862 to 1879. The gold standard, as all are aware, implies the selection of gold as the standard of value. The unit of value is a fixed weight of gold and, so long as the standard remains unimpaired, all other means of payment are maintained at a parity with standard gold coins. And gold coins alone constitute the standard money, inasmuch as their value as bullion equals their value as coins. Under the gold standard this would not be true of any other form of money, although all other varieties of money, including bank notes, government notes and silver coins would be freely convertible into gold money. Strictly speaking, the gold standard also implies that the gold money in turn shall itself be freely convertible, through melting, into gold bullion and freely exportable.

It covers the scientific fields, processing routes and investigation techniques in which Prof. Sohn has worked during his career and is based in the equally important three topical areas: Principles, Technologies, and Industrial practice. Professor Sohn was General Chair of the very first TMS Fall Extraction and Processing Symposium in 1983 in San Francisco which led to the Annual such symposia as this International symposium. Furthermore, the theme of that symposium was sulfide smelting, which is also included in this symposium. [ ] Professor Sohn was born in a beautiful dynastic capital Kaesung, Korea on August 21, 1941. He received his B.S. degree in 1962 from Seoul National University, M.Sc. in 1966 from the University of New Brunswick, Fredericton, N.B., Canada, and his Ph.D. degree in 1970 from theUniversity of California at Berkeley all in Chemical Engineering. After working as a Research Associate at the State University of New York at Buffalo and as a Research Engineer at Du Pont?s Engineering Technology Laboratory, Dr. Sohn joined the Department of Metallurgical Engineering at the University of Utah in 1974 and currently holds the ranks of Professor of Metallurgical Engineering and Adjunct Professor of Chemical Engineering.

Bimetallic Au-Pd catalysts supported on amorphous silica-alumina (ASA) with vary amount of alumina (0, 8, 14, 28 and 100%) were prepared by the simultaneous reduction of palladium and gold precursors by ethanol in the presence of the polyvinylpyrrolidone (PVP). X-ray diffraction and X-ray photoelectron spectroscopy analyses indicated formation of alloyed Au-Pd particles. Ammonia temperature programmed desorption measurements were performed to monitor the acid strength and the amount of acid sites on the catalysts after their reduction with 10%H2/Ar at 573 K for 1h. The effect of the support acidity on the catalytic activity was investigated in the simultaneous hydrogenation (HYD) of toluene (T) and naphthalene (NP) in the presence of dibenzothiophene (DBT). Coke formation was also determined. Under the selected conditions (P = 5.0 MPa, T = 523 K, WHSV = 41.2 h-1), all the catalysts were resistant to poisoning with 113 ppm of S (as DBT). The hydrogenation activity of toluene and the HDS activity of DBT were found to correlate with the concentration of the medium strength acid sites. The enhancement of the HYD activity and the S- tolerance was related to modifications of the electronic properties of the metal atom upon interaction with the Brönsted acid sites and upon intermetallic interaction.

IT APPEARS that the phenomenon of ion exchange by which saline water was converted to sweet was known to Moses and Aristotle. However, the credit for the recognition of this process is generally attributed to Thompson (1850) and Way (1850), who reported that when a soil was treated with either ammonium sulfate or ammonium carbonate solution, most of the ammonia was adsorbed and calcium was released. It was later proved by Eichorn (1858) that the adsorption of ions from ground waters by clay constituents was a reversible process. The first attempts to utilize ion exchange phenomena was in the field of water softening around 1906, using natural and synthetic silicates. In 1935 Adams and Holmes in England observed that crushed phonograph records (phenol-formaldehyde and amine-formaldehyde resins) were capable of exchanging ions.

Zirconium is the 20th most abundant element in the Earth?s crust and it most often occurs in the form of silicate (as zircon), less often in the oxide form (as baddeleyite or caldesite). Historically, the world?s production of zircon was entirely derived from mining and processing beach sands or heavy mineral sands that were being exploited primarily for their titanium content, i.e., to generate TiO2 feedstocks that would be used for making titanium pigments and, to a lesser extent, titanium metal. Zircon was then regarded as a byproduct, with the sharply fluctuating prices typical of a commodity where the supply is essentially involuntary and not truly responsive to market demand. However, in recent years, zircon has shown considerable mining investment appeal in its own right. Projects have been planned ? and some have already come to fruition ? based mainly on the zircon potential of the deposit. Booming Chinese demand for zircon to meet the requirements of the ceramic and zirconium chemical sectors has been a major factor causing zircon prices (f.o.b. Australia) to surge from US$674/t ($611/st) at [ ] the end of 2005 to beyond US$2,400/t ($2,177/st) by the end of 2011.

Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders. Today, copper production from direct leaching of oxidized copper ores followed by solvent extraction-electrowinning (SX-EW) accounts for about 15% of the total primary world output. SX-EW is a well-accepted process with an operating cost in the range 16-20 cents/lb. copper for small and medium size plants, depending on the plant size and local conditions. However, this technology presents some drawbacks that affect the operating cost and cause environmental concerns. ENGITEC and Paques Bio Systems have developed a new process that avoids the solvent extraction step and operates the copper electrowinning step at a lower cell voltage because of the depassivation of the anodic reaction. The consequence of this new concept is that the direct operating cost is in the range 10-12 cents/lb. copper. This new process is composed of the following steps: ? Selective precipitation of copper from leach solutions by biogenic H2S, yielding CuS and regenerating acid ? Leaching of the CuS with a ferric fluoborate solution to dissolve copper and produce elemental sulphur that is recycled back to the H2S biogeneration step ? Electrowinning of copper fluoborate solution in a diaphragm cell with the ECUPREX® Process, producing copper cathodes and regenerating the ferric fluoborate solution to be recycled back to the leaching step ? Biogeneration of H2S from the elemental: sulphur generated during the leaching step, with the nutrient source for the anaerobic bacteria selected form a wide range of organic substances and/or some industrial by-products containing carbon and hydrogen This paper describes all process steps with particular reference to the biological H2S generation technology. Also discussed' is the capability of the ECUPREX® Process to treat copper sulphide concentrates and copper matte.

Design of a submarine pipeline system is governed by many factors, one of which is the effect of transverse horizontal currents on the pipeline structure itself Although this feature alone can be of utmost importance to the life span and stability of the underwater pipeline, it is usually the least recognized, with these hydro-dynamic forces being either completely overlooked or grossly underestimated. In an attempt to supply the methods and means for stabilization of sub-marine pipelines, much capital has been spent by pipeline companies. Design criteria incorporated by these organizations extend over a broad spectrum of engineering with bases varying from pure theory to cut and dry methods. A history of numerous failures has substantiated the postulate that many of these submarine pipelines have been underdesigned from the stability standpoint. By the same token, equally as many have been excessively overdesigned with resultant excess expenditures. An attempt has been made in this paper to establish the magnitudes of these hydrodynamic forces by measuring the lateral current-induced differential pressure distribution around the periphery of the submarine pipeline. INTRODUCTION The expenditure of money for research by corporations obviously requires beneficial results to justify the investment. One of the functions of the engineer is first to make the problem known and then to provide a means of solution at the least possible cost. The initial procedure is to investigate all pertinent published technical articles on the subject to determine if this problem has been previously solved. If resolution of this problem is not obtainable, the next course of action is to evaluate through experiments these forces and their magnitudes. On the specific subject of drag and lift, the accumulation of data is provided from three separate and distinct sources: from experience, from theoreticians and through experimental observations. The experience source has proved costly with money wasted either because of underdesign and failure or excessive expenditures for overdesign, and has not been sufficient to form a definite conclusion on these hydrodynamic forces. The pure theoretician is often not completely cognizant of the situation and his works bear little adaptation to the real problem. The experimentalist has his own problems with regard to obtaining results from small-scaled models and successfully adapting them to the larger prototypes. Each method has its own advocates who diligently adhere to their own separate routes as being the only means of resolving this problem. However, a review of the various methods of analysis leads one to the conclusion that if the advantages of all three are combined, a reasonable solution to this problem can be reached. Briefly then, the problem is to obtain the magnitudes of the forces on the submarine pipeline subjected to a lateral current by investigations of previous design considerations, by a study of existing theoretica1 data and by appropriate experimentation. This paper deals mainly with obtaining experimental data and the interweaving of theoretical and experience factors for resolution of these forces. APPARATUS AND PROCEDURE These tests were performed in 1961 at Collins Construction Co.'s main office near Port Lavaca, Tex. Test equipment consisted of a steel tank 3 ft high by 4 ft wide by 40 ft long, with several pumps circulating the water through the tank via suction lines from the downstream portion of the tank and discharging from the pumps directly into the upstream end of the tank. For reduction of turbulence, a wire section was constmcted in the upstream portion and straightening vanes in the form of pipes, screens, etc., were used to reduce the vortex and eddy action in the tank (Fig. 1). A venturi was built at the test specimen for obtaining velocity sufficient to simulate actual conditions. Hydraulically emplaced, classified mill sands long have been used for stope fill. Entrained water drains rapidly from this type of fill through openings between the sand grains. Slimes are removed to facilitate drainage of the water, thereby lowering dangerous hydrostatic pressures in the fill. Use of unclassified mill tailing as practiced at the Dayrock mine is a recent development and represents a fundamentally different approach to the problems of inhibiting the development of hydrostatic pressures within the stope fill. At the. Dayrock mine, mill tailing is used to form a densely packed fill of sand and slime particles relatively impervious to additional water.

THE commercial analysis of Special High-Grade zinc usually involves the determination of lead, iron, copper and cadmium as impurities in the base metal. Over the past 20 years, as the result of metallurgical improvements in the art of producing Special High-Grade zinc metal there has taken place a gradual exclusion of almost all extraneous elements, and the few that do remain in the final product have been virtually reduced to the vanishing point. Thousands of tons of zinc .are now commercially produced annually and made available to the trade, in which impurities are present only in the order of 0.0010 per cent or less and the sum total of all impurities does not exceed 0.0025 per cent. To such zinc the term "superpurity" might well be applied without undue exaggeration. The techniques used for production control and final analysis of Special High-Grade zinc by means of emission spectra in the laboratories of the electrolytic zinc plant of the Sullivan Mining Co. are based on the premise that self-electrodes are to be preferred over all other forms for the examination of the zinc in question. Furthermore, after a survey of the literature and considerable experimental work,1 it was decided that the spectrographic method of internal control, the principle of which was first announced by Gerlach,2 using a modification of the high-voltage alternating-current arc source introduced by Duffendack and Thompson,3 with the calibration of each photographic plate as recommended by Wolfe,4 would yield the most accurate and reproducible results. Self-electrodes were chosen in order to make use of one of the unique advantages inherent in spectrographic analysis; namely, the rapid and almost effortless detection of elements other than those being quantified by the analyst; or conversely, the proof that the zinc is free from such impurities if no spectral line of the suspected element appears. This fact was verified for certain elements, and will be discussed later. Carbon electrodes impregnated or packed with zinc salts chemically prepared from the zinc to be assayed were avoided for a number of reasons. First, the chemical manipulation was another time-consuming step, which increased the chances for contamination. Second, none of the common zinc salts, such as the chloride, nitrate or sulphate, yielded reproducible results under our conditions, nor did the spectral line of the impurity appear as readily in the low concentrations as when using zinc metal. Third, no commercial carbon, except the very expensive, was pure enough to use with this grade of zinc and the continued time, effort and expense incurred in the purification of carbon was not desirable. The use of Special High-Grade zinc self-electrodes introduces certain complications with regard to obtaining satisfactory excitation conditions, because it seems necessary to raise the temperature
