This paper, by studying the surface properties of pure dolomite minerals separated from representative marine sedimentary rare earth-bearing phosphate ores in Zhijin, Guizhou, aims to study the effect of different anions on the ? potential of dolomite. The research findings showed that the dolomite mineral had a point of zero charge (PZC) at pH 6.5, and the PZC shifted towards lower pH values with addition of anion SiO32- and PO43-. "The United States Bureau of Mines is cooperating with the State of Utah and the City of Salt Lake in an investigation of methods of abating the smoke nuisance in Salt Lake City. In the course of this work samples of the atmosphere have been collected and analyzed in an attempt to determine the part played by sulphur dioxide or smelter gases in polluting the air at Salt Lake City.A fairly wide-spread opinion exists in Salt Lake City that the smelters contribute appreciably to the smoke nuisance. The gases discharged from the smelter stacks are believed (1) to float over the city in a heavy blanket which prevents the smoke from rising, and (2) to unite with the water vapor in the air to form corrosive fogs injurious to health and property.The first of these theories seems untenable. If the gas did not mix with air it would sink, owing to its heavier specific gravity, and form a blanket an the earth. Actually, the gas diffuses rapidly in air and any part reaching Salt Take must he thoroughly diluted. Perhaps sulphur dioxide in sufficient concentration might aid in fog formation. The more obvious nuisance, however, would be the injury to health and vegetation.The Garfield smelter is 16 miles west of the city, The Murray smelter 8 miles south, and the Midvale smelter 12 miles south. Under normal operating conditions, a relatively small amount of solid matter is discharged from these stacks. The toxic gaseous constituent of the discharge is sulphur dioxide, it is being discharged from the smelters the year round. If they are a factor in the city's smoke problem, the concentration of this gas in the air of the city should be appreciable and should increase toward the smelters, the con centration being highest with a south or a west wind."

Early strategic mine planning includes decisions over the organisation of work and workforce accommodation. These decisions involve significant commitments that affect not only employee quality of life but also the impacts and relationships with existing local communities. Strategies for workforce accommodation are characteristically community-based (either as purpose-built company towns or integrated within existing local communities) or commuter (fly-in, fly-out) mine camps. The quality of accommodation underpins the fulfilment, morale and motivation of employees. This is not only relevant to productivity and safety, but also to recruitment and retention, particularly with the current onset of a significant human resources crisis. In the event that communities exist in proximity to a proposed mine then the accommodation strategy selected can influence the value-adding potential for the sustainable development of such communities. This early planning is particularly challenging where mine locations are isolated and/or face significant economic, social and political adversity. This paper draws upon a case study review of five large mining projects implemented in three South American countries, selected to cover a range of scenarios and accommodation strategies. The review aims to advance our understanding of the complexity of the underlying planning issues. Each scenario considered the prevailing environmental, social, economic and political situation, together with the adopted accommodation strategy. The case study review aimed to identify lessons learned and to make recommendations for advancing mineworkersÆ accommodation planning practice.

The Bureau of Mines has completed an underground degasification project in which an underground piping system was used to transport methane from the coalbed to the surface. In a 10-month period four horizontal holes were drilled to an average depth of 1,450 feet. All four holes were surveyed vertically and azimuthally. In 991 days of degasification, 255 MMcf of gas was drained from the coalbed. The underground piping system proved to be a safe and effective means of transporting methane from the coalbed to the surface.

Mr R.D. Beck attended Felsted School in Essex (England) and the Royal School of Mines, University of London, where he ob¬tained the degree of B.Sc.(Eng.), A.R.S.M. in mineral technology in 1969. His other qualifications include Pr.Eng. (1976), C.Eng (1975), and M.I.M.M. (1975). He joined Gold Fields of South Africa in December 1969, and worked at Doornfontein Gold Mine, Greenside Colliery, West Driefontein Gold Mine, Zwartkloof Fluorspar, Gold Fields Laboratories, Gold Fields Head Office, Libanon Gold Mine, and Kloof Gold Mine before being appointed Plant Superintendent at East Driefontein Gold Mine in January 1973. In June 1976, he was transferred to Head Office as Group Metallurgist, followed, in November 1978, by his secondment to Black Mountain Mineral Development Company as Plant Superintendent, to take on-site responsibilities for staff training, plant commissioning, and start up. On his return to Head Office in July 1980 as Assistant Consulting Metallurgist, he was responsible for Black Mountain and new metallurgical projects. Then, in January 1984, he was appointed General Manager of the Zinc Corporation of South Africa Limited. He became a member of The South African Institute of Mining and Metallurgy in 1973.

Electron metallography has been applied to the study of the torsional fatigue of polycrystalline OFHC* copper. The development of slip bands, fis- sures, and microcracks has been followed as a function of strain amplitude and number of cycles. Those factors that have been found to be relevant to a geometrical theory of the fatigue process are described. From the point of view of this theory it is important to distinguish between the effects of cycling at large amplitudes and at small amplitudes (true fatigue deformation). EARLY investigations showed metal fatigue cracking is caused by continued reversal of a small plastic strain. Fundamental study of fatigue, therefore, has been largely concerned with the cumulative effects of these plastic reversals on the metal structure. In particular, recent work has shown that the plastic reversals produce slip movements that are finer than the slip movements produced by unidirectional increments of plastic strain; individual slip movements in fatigue, for instance, are too fine to see by optical microscopy.2 It has also been shown that the fine slip movements of fatigue tend to concentrate in bands and that in this way they can build up, after enough cycles, a progressive surface disturbance. It is this disturbance which, in effect, makes the slip movement visible. It is also in this disturbance that the first cracks appear to form. From this point of view, therefore, the problem of fatigue becomes one of finding why the fine slip movements should concentrate in bands and why the. bands should finally open into cracks. Thus far, study of the slip bands has been limited to the changes they produce at the surface only. These studies have given interesting results. Ewing and Humfrey3 many years ago showed that the bands in iron could extrude debris. Forsyth found that bands in aluminum alloys could extrude thin tongues of material. Thompson showed that, after lightly dissolving away the surface of copper specimens, some bands persisted as superficial cracks might, and that the life of a specimen under fatigue deformation might be prolonged by dissolving away the surface at intervals. Thus these and related results have suggested that the metal structure in fatigue bands may disintegrate and that this may happen long before obvious cracking. These surface studies, however, have not shown definitely how cracking may begin, for they do not show sufficiently what is happening in depth. However, some advance in this direction has been made recently by a new approach, summarized later, which reveals slip bands and their surface disturbances in section. In the work done thus far, the sections have been studied by optical microscopy only. In the present work they have also been studied by electron microscopy with extended results. This paper also describes some observations on the surface disturbances prior to sectioning. These observations are relevant to a suggested theory of fatigue cracking. Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous ones because of their fatality records. Statistical testing of 1993 West Virginia safety and production data indicated that the most efficient WV mines were not the safest ones, considering correlations between the severity measure and tons per employee-hour, except for very small mines. This paper will present the results of an extended analysis of WV mine safety using 1993 and 1996 data, concluding with the method used to suggest current priorities for focusing interventions.

IN JULY 1954, the first iron ore from the deposits in the Knob Lake vicinity was mined and shipped to Seven Islands. The beginning of the production may well be the greatest advance in Canadian economy in the past fifty years. In 1955, the Canadian iron ore output was more than twice that of 1954, an in-crease due principally to the iron ore shipments from the Knob Lake area. Previous to this, Canada's iron production was 1.85 per cent of the world's output. Now, this percentage has risen to approximately 5.5 per cent and shows every indication of increasing further as the production rate from the area is increased. In 1955 the Iron Ore Company of Canada shipped over 7 million tons of iron ore and expects to ship over 10 million tons in 1956. Present facilities may be enlarged to handle up to 20 million tons per year. If the expected I 0 million tons per year are exported, Canada's iron exports will be second only to her wheat and newsprint exports. Before production began from the Knob Lake deposits, years of development were necessary in the area. Geologists spent several summers mapping the general area in order to unravel the complicated stratigraphy and petrology. Particular attention was paid to the mapping of the iron formation and all stages of alteration from fresh iron formation to ore were observed.

Sampling criteria and practical implementation of these criteria are discussed with a view of achieving and maintaining a high level of quality for minerals at their various stages of production through to their utilisation. From this it will be shown the advantages that can be gained by producers who undertake stringent quality control programmes for their ores, thus ensuring they have a competitive edge over other producers.

"The Gunnar uranium deposit was within metasedimentary rocks of the late Archaen Tazin Group. These rocks were intensely altered by albitization so that the immediate host to the ore consisted dominantly of albite, and by the subsequent introduction of calcite. The ore consisted of disseminated pitchblende and uranophane in a pipe-shaped breccia zone. Oxidation of the ore was more intense near surface than at depth, but there was no near-surface enrichment.IntroductionThe Gunnar Mine site is on the tip of Crackingstone Peninsula, on the north shore of Lake Athabasca, Province of Saskatchewan, Canada. The peninsula forms the southern part of the Beaverlodge mining area. The ore consisted of disseminated pitchblende and uranophane in brecciated metasedimentary rocks of the Tazin Group, and the deposit was characterized by extreme albitization and subsequent carbonatization of the host environment.Production from the mine began in 1954 and the ore was depleted by 1963. In that interval the deposit yielded about 5 million tonnes of ore containing about I. 75 kg/tonne U3O8. It was mined initially from an open-pit and subsequently from underground; the open-pit contributed about 55% of total tonnage. Uranium was recovered by atmospheric leaching in sulphuric acid, ion exchange concentration, and precipitation with magnesia.This paper is based on studies made during the productive life of the mine and is concerned primarily with pre-ore alteration of the rocks containing the deposit, and with the ore mineralogy."

A strain-softening constitutive relationship is introduced that describes the post-failure stress-strain curve for rock regardless of whether the rock is intact or broken. The core of this relationship is an ?apparent friction? concept that relates the post-failure apparent cohesive and frictional characteristics of the rock to the strain. The relationship can be determined for a given rock via a series of tri-axial strength tests establishing the peak strength and corresponding strain for a range of confining pressures, together with the determination of the base angle of friction via a simple tilt test. The postulates and assumptions used in deriving this relationship are verified from results of tri-axial tests on both intact and broken rock.

Acidic mine waters containing solubilized uranium have been observed in many uranium and some copper mines. In every case, the sulphide and iron oxidizing bacterium, Thiobacillus ferrooxidans, was also present. This bacterium provides the ferric iron required to oxidize u+4, both by oxidizing available ferrous iron and by oxidizing pyrite or other available sulphide minerals. This latter oxidation also provides sulphuric acid and may increase extraction by exposing more uranium. The enhancement of bacterial activity and the results of some field tests are discussed.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

The Carboniferous sedimentary rocks of southwestern Newfoundland merit investigation because of petroleum, salt and gypsum possibilities and indications of base metallization along the equivalent of the Horton-Windsor con-tact. In this paper, Lower Mississippian (Anguille) strata are divided into three formations: (1) the Cape John below, (2) the Snakes Bight and (3) the Seacliffs. A correlation between these formations and the Craignish, Strathlorne and Ainslie formations of the Horton group? in western Cape Breton Island is suggested. The criteria for the Anguille subdivision are essentially lithological, but preliminary study of included spore assemblages suggests more precise interformational correlations between Anguille and Horton sequences. The re-measured lower portion of the type section of the Codroy group is presented to define more clearly the stratigraphic position of numerous gypsum and limestone beds. THE following investigation constitutes a brief resume of the more important binary magnesium alloys from the standpoint of metallographic technique, and the effect of heat treatment on structure and properties. The comparative newness of the subject justifies this procedure as a preface to a more detailed study of each individual series of alloys. The work was started with the idea of practical application in the industry rather than as a theoretical investigation. The alloy compositions studied were selected as those most likely to show whether heat treatment would produce beneficial results. Furthermore, it was considered satisfactory to use commercial 99.9 per cent. magnesium, the best commercial grade of alloying ingredients, and to limit the time of heat treatment at the expense of incomplete equilibrium. These facts must be kept in mind when examining the results obtained, and the conclusions drawn.

Limestone can be used effectively in treating acid mine water. Aside from a lower cost than for other treatment agents, limestone has the advantages of easy storage and effectiveness even when impure and in slack sizes. Limestone incorporated into waste piles in layers or as riprap can inhibit acid formation; limestone rubble packed in a mine entry offers promise in formation of a low-cost autogenous resilient seal.
