BACKGROUND OF SURFACE MINING Surface mining refers to the process of removing the material (over- burden) overlying a coal seam and exposing the coal so that it can be loaded out and conveyed by trucks or other methods to the preparation plant or other facility. Surface mining has not always been important in the coal industry. In the early 1900s, almost all of the coal mined in the United States was mined by underground methods. In 1900, about 192 Mt (212 million st) of bituminous coal were mined and less than 1% was mined by surface methods. The development and use of larger equipment has allowed surface mining to gain prominence throughout the years. Table 1 shows the total production of coal by mining method in the United States for ten-year periods since 1920 and indicates the growth of surface-mined coal production. Surface mining will undoubtedly continue to account for a large percentage of the coal production in the US for many years because: 1) The capacity of surface mining excavators has continued to in- crease. Today, mining companies are using shovels (see Fig. 1) which are able to move up to 137.6 m3 (180 cu yd) in each bite and draglines (see Fig. 2) which move up to 168.2 m3 (220 cu yd) in each bucketful. 2) Increasing tonnage from the thick western coal seams is being produced by surface mining methods. 3) Surface mining has normally had lower costs and a better safety record than underground mining. 4) Surface mining normally recovers a much higher percentage of the coal reserve than can be recovered by underground mining. 5) Some coal measures can best be extracted by surface mining

The distribution of water in operating fuel cells must be carefully managed to optimize the performance, durability, and functionality of the system. For example, the ionic conductivity of polymer electrolyte membranes decreases as membrane hydration is reduced. Flooding at the cathode inhibits mass transport, and it can lead to failure of materials. Build up of liquid water in the gas flow channels of a fuel cell stack will create a non-uniform distribution of pressure drops across the individual cells. We will discuss the application of 1H NMR microscopy to investigate in situ the production and distribution of water throughout an operating H2/O2 polymer electrolyte membrane fuel cell. Polymer electrolyte direct methanol fuel cells posses high theoretical storage capacities as power systems for portable electronic devices. There are, however, two long-standing hurdles to development of practical methanol fuel cell systems. First, the electro oxidation of methanol at the anode of the fuel cell is poisoned by absorbed carbon monoxide, an intermediate in methanol electro oxidation. Second, methanol readily crosses over from the anode to the cathode of the fuel cell. This methanol crossover wastes fuel, and it poisons the electro reduction of oxygen at the cathode. We are investigating use of 2-propanol as an alternative to methanol as a fuel. 2-Propanol is less toxic than methanol, and it is less prone to crossover from the anode to the cathode. More significant, however, is that the electro oxidation of 2-propanol to acetone is faster than the electro oxidation of methanol because it avoids formation of adsorbed carbon monoxide. We will present active catalyst systems for the electro oxidation of 2¬propanol to acetone in fuel cells. We will also present methods to convert the resulting acetone back into 2-propanol, possibly leading towards rechargeable portable fuel cell systems.

The production and consumption of industrial minerals in the United States traditionally have played important roles in mining and in the supply of the bulk of basic raw materials to the economy. This diverse group of minerals extracted and consumed by a variety of industries accounts, on a weight and volume basis, for most mineral-based products consumed in our economy. Industrial minerals form the bulk of the basic raw-materials feedstock for most of the construction, agricultural, and inorganic-chemical-manufacturing sectors, and a good portion of the transportation, manufacturing, organic chemical, and service sectors of the U.S. economy. In this presentation, I discuss current estimates of the amount and value of industrial minerals mined compared with all mining in 1997. I then present a summary of 1997 production of industrial minerals by several end-use industries. This is followed by a historical perspective of the consumption of industrial minerals as a subset of all basic materials, with special emphasis on the aggregates industry. The presentation concludes with a look at the geographic distribution of industrial mineral operations in the United States and some thoughts about the future.

Around no subject of technical )uterest have prejudice and wrong-thinking in the past so wrapped a web of obscurity as that of the corrosion of metals.It is a matter which has primarily concerned the engineer, but the paucity of his training in chemistry and electrochemistry has been the stumbling block to a better understanding of its mechanism.Now that the more important conditions controlling corrosion have been scientifically.established, it can be seen that, with the exception of but a few of the minor points, the electrochemical laws enunciated by Faraday, Helmholtz; Nernst, and others, are sufficient to include all the facts of the process.The word corrosion (derived from the Latin rodere-to gnaw) is so often wrongly applied that a definition at this stage would be useful. As now understood, it means the dispersion and waste of the useful solid metal by conversion into a useless compound which mayor may not be retained on or near the metal remaining.Commonly the presence of these compounds is regarded as evidence of corrosion, but the converse is not necessarily true; the lack of visible corrosion products on a clean surface of metal is no criterion of the absence of this change. It may be difficult to prove that the erosion of such a surface has been caused by chemical and not by mechanical effects alone.

[The steady increase of aluminum production means a corresponding increase of carbon consumption in the alumina-reduction cells. Improved petroleum techniques constantly reduce the amount of byproduct petroleum-coke production. These, trends threaten the alumina-reduction works with possible shortages of carbon, which must be supplied from some other source. In anticipation of this shortages, an investigation into the possibility of using coal as an alternative source of carbon was begun at the Northwest Experiment Station of the Federal Bureau of Mines. The investigation lit has developed bench-scale methods that produce carbon of higher purity than is required by specifications for anode carbon. Additional work will b required to bring these processes to pilot-plant seals and to prove the suitability of the carbons, produced or aluminum-anode consumption.]

"The Guide to the Evaluation of Gold Deposits reviews the successive evaluation steps in the domains of geology, engineering, and economics. The Guide analyzes, in a systemic perspective, the sequence of exploration, development, and evaluation work required to bring a mineral deposit to production. The aim is to identify the metal/mineralization losses and ore dilution that each work step contributes to the evaluation and mining process. The procedure allows one to maximize the income and profits of a mining operation, and to reduce the risks of financial losses tied to investment decisions in the mining sector. For greater efficiency, the criteria of reserve estimation and classification should be integrated with the evaluation steps and methods. At earlier stages of deposit development, when quantitative knowledge is available mainly on the geological axis, the term ""delimited mineral deposit"" should be used. The term ""reserve"" should be used only in an operating mine or in a mining project, when information in the geological, engineering, and economic domains is adequate to ensure technical and financial feasibility. ""Reserves"" are by definition ""mining reserves"". Each category of proven/probable reserves and measured/indicated deposits should be subdivided into two classes to express better the many steps of mineral valuation. The category of ""possible reserves"" shall be replaced by that of ""inferred mineralization"". This system, derived from the Australasian Code, can easily be integrated into current practices of the exploration and mining industry within a short timeframe. The proposal to develop the use of the margins of error of the estimates at a confidence level of90% should be viewed in a longer timeframe. Establishing the precision of the mineral inventories and distinguishing between categories and classes by means of the margin of error will require more work and a longer break-in period.SOMMAIRELe ""Guide d’évaluation des gisements d'or"" analyse, dans une approche systémique, les travaux d'évaluation et de mise en valeur des gisements minéraux dans l'axe de la géologie, dans l'axée l'ingénierie et dans I ‘axe de l'économique. The ore, as it is raised from the mine, has all average assay-value of $11 per ton, chiefly in the form of free gold. All the ore goes directly to the stamp-mills, of which there are two. The older and larger mill contains sixteen batteries of five stamps each, with one Frue vanner to each battery. The new mill has eight batteries of five stamps and two Frues to each battery. The large mill is driven by Leffel turbine wheels, with a pressure of eighty feet, and a consumption of 600 miners' inches of water. The smaller mill is driven by "hurdy-gurdy" wheels with a pressure of about 550 feet and a consumption of 150 inches of water. At both mills the tailings from the stamps pass over about 20 feet of plates on their way to the Frues. In each set of plates the first or upper one is copper, the rest are so-called silver plates. The bullion from the stamps is about 800 fine in gold and 200 in silver. The concentrates from the Frues average from 11/4 to 1 ; per cent. of the ore stamped. They very rarely exceed 2 per cent. I was unable to get the exact assay-value of the concentrates, but it is said to vary between $100 and $200 per ton. The concentrates are treated at the chlorination works at the rate of one hundred tons per month. The capacity of the works is somewhat greater than this, but as the supply of concentrates is limited it is not deemed advisable to work them up any faster. Care is taken to keep the concentrates always damp until they are put into the roasting furnace. If this is not done, a decomposition of the pyrites begins, forming lumps which do not roast, and which consequently cause a loss of gold in the residues from leaching. A Fortschaufelungsofen is used for roasting. Its dimensions, incloding fire-box, are 12' X 80'. The hearth is one continuous plane, but the charges, of which there are three in the furnace at one time, are kept entirely separate. The big challenge at present and in the future is the economization of resources. This is applied for the whole industry but particularly in fields of mineral processing. The most important resources are energy and water. The shortage and price advance of energy is worldwide noticeable whereas the shortage of water is regionally limited at present. However due to the increasing world population, associated with a rising standard of living, water will become more and more important. Studies of the Unesco from 2001 indicate that the total water consumption raised seven times since the last 100 years at a growth of population of just three times. (UNESCO-Currier, 10/2001). This trend is going to be increased. While today more than 90 % of the humanity has access to clean water, in 2050 just about 50 % will be in the same situation. These figures indicate the importance of a gentle handling with the resource water. Further more the disposal of fine products, containing most of the water, is an environmental concern and in the future the mining and processing of raw materials will become important and necessary in desert, arid or permafrost areas. In these areas just efficient dry cleaning technologies will allow an economical beneficiation or better enable the processing at all. Most of the separation technologies with high throughput rates in mineral processing are based on wet processes. This applies especially for the separation of fines. Though there are some dry technologies available for the separation of coarse materials, like pneumatic gravity separation [air jigs and air tables], magnetic separation and not least sensor based sorters. Dry separation of fines is bounded mostly on cost intensive and low throughput technologies. The pneumatic separation undergoes at present a renaissance, mainly due to the development of the all air jig by the German supplier Allmineral. This newly developed sorting device yields good results in the separation of coarse to medium size material. All these facts and figures show the potential and motivation for developing an efficient dry separation device for fines. The following article delineates the development, performance and chance of a new dry separation technology for fines.

"IntroductionIN THE preceding paper we have learned about Canada's resources of metallurgical coal. There is an adequate amount in Nova Scotia, a very large reserve on the eastern flank of the Rocky mountains, and a strictly limited supply on the Pacific coast. Added to these is an unknown quantity of coking coal in the Peace River district, at present rather isolated but possibly capable of industrial development in the future.The chief use of metallurgical coal is to make iron and steel. For this, an adequate supply of iron ore is required. So we should now scan the Canadian supply of iron ore, the possibility of its increasing use at home, and the probable markets abroad.Trade in iron ore tends to be international, as is the case with many other raw materials. The present tendency with iron and steel, in contrast, is to keep its manufacture within national boundaries, and there is no evidence that this will change much in the years to come. We should keep these two points clearly in mind when considering the disposal of iron ore from Canadian mines. We should remember, also, that the modern blast furnace and steel plant has such a large output that a correspondingly large population, reasonably compact, is needed to consume its products.Large Ore Supply in East, Small in WestCanada has now four major iron ore fields, well situated to serve adequately the eastern half of the country. Wabana .and Labrador are well placed to serve overseas markets and plants on the eastern seaboard and eastern interior of the United States and Canada."

Natural lightweight aggregate may be defined as inherently low density natural mineral materials. In most all instances they are relatively young volcanic rocks which, because of their geologic environment, are limited to the Western U.S. These Tertiary and Quaternary volcanics are low-density glass and vesicular material including, but not limited to, pumice and volcanic cinder. The distribution is widespread throughout the West with the principal producers being New Mexico, California, Oregon, Idaho and Arizona. The primary user is the construction industry where weight reduction equates to cost savings. Principal products in which natural lightweight aggregate is utilized because of its lower density include lightweight portland cement concrete and lightweight concrete masonry units. In addition, due to location, some natural lightweights compete with normal weight constructions aggregates for uses such as road base and common backfill material.

Nonferrous metal recycling not only provides energy saving and environmental benefits but also is a significant factor in the supply of various types of metals used in our society. Recycling plays an important role in establishing the sustainability of materials. The total amount of recycled nonferrous metals by weight accounts for less than 5% but their value is larger than 50% compared to ferrous metal recycling which consists of about half of the total metal recycling in weight. This paper describes trends and typical achievements in nonferrous metal recycling and overviews the present and future of nonferrous metal recycling technology and business in Korea.

NIOSH continues to conduct respirable dust control research for surface mine blasthole drilling operations. Research areas have included testing variables (shroud leakage area, drill deck cross-sectional area, shroud height, collector-to-bailing airflow ratio, etc.) that have the most impact on respirable dust control, development of a dust collector inlet hood, development of a dust collector dump point shroud, and testing of a small diameter water separating sub. This paper summarizes the results of the aforementioned research that has been completed. Additionally, past dust control research for drilling operations of both underground and surface mines completed by the U.S. Bureau of Mines, created in 1910 and incorporated into NIOSH in 1997, is reviewed.

Abstract: Data are presented from two sites in southeast England, where problems were encountered in tunnelling through ground containing flint. In response to the difficulties, substantial laboratory testing programmes were initiated to determine the strength of the flints.It is shown that the strength varies very considerably, even within a single flint particle and that the practice of estimating unconfined compressive strength by a single multiplier applied to the point load strength index (Is(50)) may give misleading results. The preparation of UCS specimens for testing was found to be very difficult and it is recommended that tunnel machine capacity is assessed relative to Is(50). Résumé: Des données sont presentées sur deux sites dans le sud-ouest de l’Angleterre,où le perçage d’un tunnel dans un sol contenant du silex a posé des problémes. En consequences de ces difficultés, des programmes substatiels de recherché en laboratoire ont été initiés afin de déterminer la resistance des silex. Il est demontré que la resistance varie considérablement, même au sein d’une particule de silex, et que la pratique de estimation de la résistance en compression non confinée, (UCS) par le biais d’un simple coefficient appliqué au ‘point load strength index (Is50)’ pourrait donner des resultants trompeurs. La préparation de specimens UCS destinés aux tests s’est avérée trés difficile et il est recommandé que la capacité de la machine de perçage de tunnels soit calculée relativement au Is50. Zusammenfassung: Daten von zwei Standorten in Südosten von England, wo Probleme beim Tunnelbau durch feuersteinhaltigen Grund antraffen, sind angegeben. Wegen diesen Schwierigkeiten wurden Laboratoriumsforschungsprogramme eingeleitet, um die Festigkeit von Feuersteinen zu bestimmen. Es wurde gefunden, dass die Festigkeit sehr unterschiedlich war, selbst bei einzelnen Feuersteinstücken, und dass die Praxis, die unbegrenzte Kompressionsfestigkeit (uKf) auf Grund eines einzigen Multiplikationsfaktors vom Punktladefestigkeitsindex (Is50) abzuschätzen, zu irreführenden Resultaten führt. Die Vorbereitung der uKf Prüfstücke war sehr schwierig und es wird vorgeschlagen, dass die Kapazität der Tunnelbaumaschine in Abhang der Is50 bestimmt wird.

"The Riviera tungsten occurrence in the Cape Province of South Africa was discovered in October 1979 as a result of stream-sediment panned concentrate sampling. The Cape age granite and late Precambrian Malmesbury Group carbonates and chlorite schists which it intrudes and which host the mineralization are covered by between 10 m and 30 m of Tertiary/Recent alluvium and clay. The scheelite/powellite and molybdenite mineralization occurs in a greisenized granite cupola with an overprint of porphyry-type alteration as well as in minor skarns. The ore reserve is estimated to be 46 million tonnes at an average grade of 0.216% W03 and 0.020070 Mo. The deposit is uneconomic at current tungsten prices. IntroductionDuring the 19705, Union Carbide Corporation was a major producer, processor and supplier of tungsten and derivative products to end-user manufacturing industries. The corporation owned and operated two tungsten mines in the United States, and one in Brazil, and operated a plant in the United States which produced ammonium paratungstate (APT) which is an intermediate product in the production of tungsten wire and tungsten carbide for cutting tool insets and hard facings. In 1975 the three mines were ageing with short-life reserves and high production costs. The world market for tungsten was buoyant and prices, in constant dollar terms, had risen steadily over the past 15 years (Fig. 1).It was against this background that a decision was made to explore for tungsten in North America, South Mrica, Australia and Brazil."

A rich variety of phenomena are produced by superconducting-magnetic interactions in rare earth and actinide compounds. These phenomena, and the materials in. which they have been observed, are described in this talk, with an emphasis on the new high superconducting transition temperature (Tc) copper oxides. The Materials The-materials in which these phenomena occur can' be divided into two classes. In the first group, there are two distinct interpenetrating systems of electrons, a set of localized 4f or 5f electrons and a set of itinerant electrons. The localized f electrons carry magnetic moments and interact with the spins and momenta of the the itinerant electrons, which are involved in the superconductivity, via exchange and electromagnetic interactions; respectively. This category includes materials containing rare earth (R) and actinide elements with partially-filled f electron shells which have been inroduced as substitutional impurities [e.g., La1-xCexA12, Th1-xUx] or form a sublattice in compounds [e.g., RRh4B4, RMo6S8, RMo6Se8, the high Tc. superconductors RBa2Cu3O7-d(d - 0.05)]. Materials of the second type are characterized by a single band of electrons that is responsible for both superconductivity and magnetic order. This group includes heavy electron rare earth and actinide compounds [e.g., CeCu2Si2, UBe13, UPt3, URu2Si2], and the high Tc copper oxide superconductors such as the hole-doped systems Lag- MxCuO4 (M = Ca, Sr, Ba, Na) and RBa2Cu3O7-d(0 =d= 1) and the electron-dope system Ln2-xMxCuO4-y (Ln = Pr, Nd, Sm, Eu; M = Ce, Th; x = 0.15; y - 0.02).

The Lower Palaeozoic Woolomin Association is composed of chert and jasper (often radiolarian), siliceous argillite, the mafic volcanics with associated hyaloclastites, and occasional greywacke and limestone lenses. Several "Cyprus-type", conformable pyritic copper (+/- zinc and cobalt} sulphide lenses are spatially related to individual mafic volcanic units and manganiferous chert and/or jasper. The Association has been interpreted to represent an oceanic crustal remnant generated either in an island arc environment (Herbert, 1981) or at a divergent plate boundary (Scheibner and Glen, 1972; Leitch, 1974a, 1975) later to be obducted, or tectonically emplaced, into continental crust; the adjacent Peel Fault was considered to be the palaeo-obduction zone (Scheibner and Glen, 1972) and the associated alpine-type mafic/ultramafic complex, an ophiolite (Crook and Felton,1975).

The magnitude and economic importance of the problem of correctly valuing natural-gas leaseholds become evident when me consider that: (a) Natural gas is handled in 55 per cent. of the gas distributing plants in the United States. (b) Present known natural-gas acreage forms 47 per cent. of the total known mineral-land acreage in the United States. (c) Five acres of land are now required to protect and maintain continuous service to each of the 2,000,000 domestic natural-gas consumers in the United States. (d) The cost of acquiring and maintaining this acreage of an expendible resource represents a substantial part of the cost of the natural-gas service to the consumer. (e) "The right of a citizen by means of his ownership of or his mining leases on land to draw gas from beneath its surface is property and sometimes valuable property."' A large number of other court decisions have established the basic legal principle that the right to drill for gas within a given area constitutes an interest in the land itself, and is necessarily an exclusive property right. Definition of Vested Interests or Rights "Vested interests are economic interests which are legally recognized to be such that they cannot be impaired by public action, directly or indirectly, without indemnification. Vested interests are largely property interests. The recognition of an interest as a vested interest gives it some of the attributes of property, and by American courts it would be comprised in their very inclusive concept of property. Otherwise than through property, vested interests generally arise through contract."
