"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? The North Fiji Basin (NFB) is a mature intraoceanic back arc basin with an age of ~12 Ma. Recent volcanism and spreading activity are focused along the Central Spreading Ridge (CSR), A ridge segment more than 800 km long, composed of four main segments, the N160°, N15°, north-south (N-S), and southernmost segments from north to south. The dominant volcanic rock in the entire central spreading ridge is normal mid-ocean ridge basalt (N-MORB), very similar to those emplaced along mid-oceanic ridges. Conversely, influence of an oceanic island basalt (OIB) source increases northward from 18°20'S. Several basalts which show a significant subduction-related component are also observed in the southern part of the NFB. Hydrothermal activity along the spreading centers of the North Fiji Basin was investigated by several previous works, especially by the STARMER project in 1989 and 1991. Both extinct and active hydrothermal vents are found on the N15° and N-S segments. In contrast, only traces of hydrothermal activity have been found on the N160° segment. Although high temperature activity and related massive sulfide deposit on the N15° segment was further investigated by several follow-up studies, no systematic survey for other hydrothermal sites was conducted after their discovery. In 2012 and 2013, KIOST performed two hydrothermal expeditions aboard the R/V Onnuri in the three targeted areas of hydrothermal activity along the CSR of North Fiji Basin. This paper is intended to be a hands on experience account about ground control in a Southern Illinois coal mine. Its aim is to show how a combination of real world mining practices and constraints along with practical engineering theory mesh together to formulate a ground control program in adverse conditions. These conditions - your typical localized slips, splits, rolls, clay intrusions, water, changing types and thicknesses of materials, etc. - being amplified by a very strong horizontal stress field. A review will be made about the formation of the overall ground control plan and to what degree it has been successful. A presentation of the various roof control systems and their component parts, how these systems were developed, and the theory behind them will be made. The pointing out of some of the flaws that we found in the components, installations, and/or theory will be part of this presentation. A brief look at some of the efforts in the following items will be made: quality control of the roof control products; using the computer to help keep track of roof control information and soliciting help from various universities, governmental agencies and consultants to give different perspectives to the problem.

THE motives behind the organization of the Bureau of Safety were twofold. First, there was the policy of the company toward its employees, which was one of fairness and consideration for their welfare and which entails the prevention of injuries; second, in order to prevent injuries, a study of their causes was essential, and this study could be made only by a thorough systematic classification of accidents, which required a special department to form and carry out the plans. The Bureau of Safety was organized to begin operation Jan. 1, 1914, but practically all of the first year was spent in collecting data, making plans, etc. This department is semi-independent of others and reports directly to the president and general manager. It consists of the president of the company and the managers of the following departments: Mines, Washoe Reduction Works, Great Falls Reduction Works, Coal Department, Lumber Department, B. A. & P. railway, and the chairman of the Bureau of Safety. Working under this group is the General Safety Committee consisting of the manager of mines, as chairman, the general superintendent, two assistant general superintendents, and the heads of the following departments: mechanical, geological, purchasing, sampling works, and framing plant, as well as the safety engineer. Operating under the General Safety Committee are the group safety committees, consisting of the Anaconda group of mines, Boston & Montana group of mines, zinc group of mines,.Washoe reduction works at Anaconda, B. & M. reduction works at Great Falls, coal department, lumber department and the B. A. & P. railway. Each of these group safety committees was in charge of the superintendent or manager of the group represented and the committee consisted of the foremen of the mines or works that the committee served, as well as the safety engineer.

"Cerro de Maimón is located in the Dominican Republic on the island of Hispaniola approximately 75 kilometers northwest of the capital city, Santo Domingo. The processing facility consisted of two separate processing plants for oxide and sulphide ores. The oxide plant processed oxide ore bearing gold and silver ore using cyanide leaching and Merrill Crowe processes, while the sulphide plant produced a copper concentrate using conventional flotation. Cormidom is a commendatory example how mineral processing facilities can co-exist in balance with the environment. In 2014, natural occurring copper oxide contamination with finer grained copper-zinc sulphide mineralisation was expected to dominate the sulphide ore body. In anticipation Cormidom contacted the original plant designer Met-Chem to assist in overcoming this challenge. Test work indicated that increased flotation time and subsequent very fine grinding were required. Met-Chem provided the detailed engineering and Cormidom proceeded with the expansion project internally. Currently Cormidom has processed the sulphide ore successfully by implementing flotation modifications. This paper describes the history of Cormidom, test work on the “new” ore body, modification in process design in the Cu-Zn sulphide flotation circuit, construction and implementation.INTRODUCTIONCorporación Minera Dominicana (CORMIDOM) was a wholly owned subsidiary of GlobeStar Mining Corporation (a Canadian based minerals exploration company) with extensive exploration of base and precious metals in the Dominican Republic. In 2007-2008 CORMIDOM constructed the Cerro de Maimom project. The company was subsequently sold and purchased by Perilya Limited from Australia in 2013. Cerro de Maimón is located in the Dominican Republic on the island of Hispaniola approximately 75 kilometers northwest of the capital city, Santo Domingo. It is near the town of Maimón in Monsenor, Nouel Province (see Figure 1)."

This is one of a series of reports being published by the Bureau of Mines on mining methods and costs at various mines throughout the United States. Including the Holden mine in this series is particularly appropriate at this time. The mine was operated on a low-cost, large-scale production basis to compensate for low-grade ore. Even with the best conditions and the most efficient methods, the margin of profit was small. Under the present situation of rising costs and lowering metal prices, the profit margin vanished. On June 28, 1957, the mine operations ceased; therefore, this report can review the entire life span of the mine.

An analysis has been made of the factors responsible for tilted fluid contacts in petroleum reservoirs. The factors are static and dynamic with the former being controlled by those variables responsible for the capillary rise of fluids, and the latter include rate of formation tilt and hydraulic circulation. The explanation that rate of formation tilt may be responsible for tilted contacts appears untenable. The role of some of these factors in the migration, fractionation. accumulation and possibly the prospecting for oil is indicated. INTRODUCTION While it is generally considered that the segregation of gas, oil, and water in a petroleum reservoir results in approximately horizontal planes separating these phases. there are factor; which modify this simplified picture to a very great extent. Some of these factors are static. and the departure of the fluid interfaces from horizontal may represent a static equlibriun. Some of these factors may be dynamic and the interface positions may be non-equilibrium and represent a steady .state condition. Of course combinations of these two situations may also exist. The reasons most commonly given for this behavior are hydraulic circulation of fluids, change in character of the formation, and a rate of tilt of the formations more rapid than the rate at which the fluids may re-establish an equilibrium. Russell's Principles of Petroleum Geology' contains an extensive discussion of tilted fluid interfaces and their importance in the migration and accumulation of petroleum. Russell cites examples of tilted water tables at Lance Creek, Wyo.; Rock River, Wyo.: Cut Bank. Mont.; Cushing, Okla.: and Graham; Okla. Also given was the Wasson Field of West Texas which has saucer shaped oil-water and gas-oil interfaces with the saucer being deeper in the case of the oil-water contact. The Bradford Field in Pennsylvania has a tilted water table. San Ardo. Coalinga None and some other California field.; have tilled contacts. A recent paper by King Hubbert discuses the effect of hydraulic circulation of the water underlying the oil in a given stratun and it- implications in the accumulation of and drilling for the oil. The foregoing would indicate that tilted fluid interfaces are not uncommon and that it would be of importance to underbtand the forces which are responsible. Further. it would be of interest to examine certain idealized models of situations which may cause tilting with the thought in mind of deriving relatinnships between the important variables. These relationships may only hold exactly for the model* assumed but the results may apply semi-quantitatively to actual formations and at least indicate trends. The discussion will be divided into the effect of static factors and the effect of dynamic factors. STATIC FACTORS It has already been mentioned that one reason given for tilted contacts is a variation in formation properties. Specifically this is a change in the pore size of the formation capilaries. If the internal surface of the reservoir is preferetially wet by water, capillarity will cause the water 10 rise to a greater extent above the free water table in a small capillary than in a large one. Consequently the water-oil contact will be higher in the lower permeability sands than in the higher permeability sand.;. The free water table may be defined as the position the oil-water interface would take if capillarity were absent. Since the phenomenon is the capillary rise of water in an oil environment, a derivation of this shold give a relationship between the variables. During the first 6 months of 1948 the Bureau of Mines investigated the titania, deposit on the Wynn 0. Christy property in northern Hot Spring County, Ark. The property is situated in Magnet Cove, about half a mile north of the Magnet Store and U. S. Highway 270 (fig. 1). The purpose of the investigation was to determine the extent and grade of the ore body and to obtain a representative sample of the ore in as nearly natural condition as possible for use in metallurgical testing. All of the titania that has been marketed from Arkansas mines has been in the form of rutile from a deposit about 2 miles west of the Christy property. The titania in the Christy property occurs principally as brookite, which, with fragments of novaculite, quartz, and limonite, is imbedded in red clay. It is difficult to recover a core of the material. Three types of drills - a diamond drill, a bucket drill, and a Baker cable-coring tool operated on a churn rig - were employed in an effort to procure proper samples in their natural state. The Baker tool was found to be the most efficient and to be capable of drilling to a depth of 150 feet, making 80 to 100 percent core recovery (fig. 8). Total footage drilled was 1,536.9 in 21 holes, of which 7 were diamond-drill holes, 13 were bucket drill holes, and one was drilled with the Baker tool. The ore body was found to be 900 feet long, 500 feet wide, and more than 141 feet deep and contained 5.8 percent TiO2 and 0.52 percent 1720. Most of the deeper drill holes bottomed in ore, and there is a possibility that the ore may persist to a depth of several hundred feet. The Metallurgical Division of the Bureau of Mines is conducting experimental work at the Mississippi Valley Experiment Station at Rolla, Mo., for the purpose of developing methods of concntrating and utilizing the ore.

"Greenstone Resources Ltd. constructed and operates the Santa Rosa open pit, heap-leach gold mine in Veraguas, Panama. The project was commissioned in 1995 at a designed capacity of 1.8 million tons per year. The ore exhibits a long leach up to three years, and requires three stage crushing to minus 3/8 inch to achieve on average a 74% gold recovery. The crushing plant is required to handle high volumes of clay and the circuit includes a Barmac Crusher. Panama receives over 3 meters of rain annually and Greenstone is using innovative means to control the project's water balance. Greenstone has developed a successful approach to operating a low grade (1.5 gm Au/T) deposit under difficult operation conditions.ABSTRACT ONLY"

This paper will describe the large caisson pier foundations for four of the bridges crossing the Mississippi River in the New Orleans area; and will discuss some of the unusual problems encountered during their sinking. Certain settlement phenomena experienced during their service life will also be related: The four bridges in order of their construction: The Huey P. Long Bridge, River Mile 106.1, completed in 1935 The Greater New Orleans Bridge No. 1, River Mile 96.0, completed in 1958 The Hale Boggs Bridge, River Mile 121.6, completed in 1983 The Greater New Orleans Bridge No. 2, River Mile 96.1, completed in 1988 Each of these bridges employed large open-dredged concrete caissons as foundations for one or more of the river piers, with the smallest being the 65ft by 102ft caissons for Piers I and II of the Huey P. Long Bridge and the largest being the 99ft by 214ft caisson for Pier II of the Greater New Orleans Bridge No. 2. The Huey P. Long caissons are founded in a dense fine sand at -170 while all of the other bridge caissons are founded in hard preconsolidated clay at elevations varying from -150 to -185. The Huey P. Long Bridge is currently being widened without increasing the caisson foundations under any of the river piers; and the design reasoning that led to this decision is presented.

The wear in mild steel pipelines used to convey rod-milled waste backfill was determined and then compared with that obtained using a laboratory rig designed to simulate the wear condition in slurry pipelines. The relative importance of corrosion and abrasion was investigated under various conditions of water quality and particle size distribution. The laboratory rig was then used to evaluate other possible materials of construction for backfill pipelines. A preliminary assessment of the economic viability of pipelines made of alternative materials is included.

As most of us have learned through prior and often frustrating experience, anyone proposing to construct a new or expanded mining-ore processing facility must first contend with a rather complex array of environmental laws and permitting regulations administered by a number of different Federal, State and local agencies. At our lost count, there were about 55 federal enactments affecting base and precious metals projects. Applicable State and local laws will usually increase that number significantly. The time and costs associated with complying with all these various regulatory programs usually constitutes one of the major areas of uncertainty in the development of a proposed project. There are many in the mining industry who firmly believe that these environmental regulation and permit programs necessarily causes significant delays and increased costs in the development of a project. This belief, unfortunately, is probably a result of a basic misunderstanding of how the environmental permitting and regulatory system actually works.

IN all branches of the chemical industry, corrosion plays a very costly part unless it is suitably com-batted, and as a result it is probably correct that chemical and design engineers are more corrosion conscious in the field of chemical industry than in others. Most metals occur in nature in combination with other elements. The refined or reduced state to which man converts them for his use, by removing the combining elements, leaves them in an unstable condition. Therefore in most of the media to which the metals are exposed they are constantly combining with the constituents of their environment, or in other words they are continually being corroded. Similarly, nonmetallic materials are corroded by undergoing chemical change. The rate at which corrosion takes place varies widely from metal to metal and medium to medium. In practically all cases the corrosion of metals in solutions (electrolytes) is electrolytic in nature and the rate of corrosion is dependent on many factors such as temperature, pressure, internal stresses, galvanic action, metal-ion concentration, and so on. In the chemical industry substances must be handled which are particularly corrosive to materials of construction. At the chemical plants of The Consolidated Mining and Smelting Co. of Canada, Ltd. (otherwise known as Cominco), situated at Trail, B. C., Canada, the following are some of the materials that have to be handled: Gases. Sulphur dioxide, sulphur trioxide, carbon dioxide, carbon monoxide, oxygen, hydrogen fluoride, ammonia, hydrogen sulphide, and oxides of nitrogen. Liquids. Solutions of ammonium sulphate, ammonium sulphite, ammonium nitrate, caustic soda and potash, sulphuric acid, nitric acid, hydrofluo-silicic acid, hydrofluoric acid, phosphoric acid, aqua ammonia, and formic acid. Solids. Gypsum (containing phosphoric acid), ammonium sulphate, ammonium nitrate, phosphate rock, caustic soda, potash, and phosphate fertilizers.

"Understanding adsorption mechanism of polymeric organic process modifierssuch as carboxymethyl cellulose (CMC) on talc hasbeen a major challenge due to anisotropic nature of talc basal planes and edge surfaces. The main objective of this study is to investigate the adsorption of CMC on the basal planes and edge surfaces of talc.Smooth basal plane and edge surfaces of talc were prepared successfully by simple cleavage and sophisticated ultramicrotome cutting method, respectively. The prepared surfaces were characterized by atomic force microscope (AFM) imaging to be sufficiently smooth for colloidal probe force measurements using AFM. Anisotropic surface charge characteristics were determined,with the basal planes to carry a permanent negative surface charge and edge surfaces featuring a pH-dependent charge characteristic. The adsorption of CMC on talc basal plane and edge surfaces at pH 9 in KClaqueous solutions of various ionic strengths wasinvestigated by in situ AFM imaging technique. Themorphology of adsorbed CMC on talc basal planes and edge surfaces was found to be significantly different, due to different binding mechanisms involved. Interaction of CMC with the talc basal plane was found to bedominated by hydrophobic interactions while its binding with the talc edge surface was mainly through chemical complexation and hydrogen bond. The amount of CMC adsorbed on both talc basal planes and edge surfaces increased with increasing ionic strengthof solutions. The methodology developed in our study opens the door to probe polymer adsorption on anisotropic phyllosilicate surfaces, which can help us better understand the mechanism of polymer adsorption on specific mineral faces."

Homestake-New Mexico Partners operate a 750-tpd carbonate leach uranium concentrate mill near Grants, N.M. The highly mineralized water available as process water leaves much to be desired. The 628 ppm as CaCO 3 makes the use of raw water very troublesome in pipes and on filter cloths. However, the residual sodium carbonate in the final filter cake going to tails makes an ideal softening agent. To take advantage of this fact, all makeup water used in the mill is first used as tailing slurry dilution water and comes to the mill from the tailings pond. The 5-acre tailings pond serves as a thickener and 100 to 150 gpm of nearly clear solution is decanted to a pump to be returned to the mill. Since this tailings water has small quantities of uranium in the solution an ion exchange scavenger unit was installed to remove as much uranium as possible. The ion exchange raffinate is then used as final filter wash ahead of the tailings slurrying step. In spite of the large settling area this return water is not clean enough for ion exchange feed. The solids present are very fine and composed of approximately 15 pct (by weight) burnable carbonaceous material common to the sandstone uranium ores in the area, 40 pct SiOz plus 45 pct CaC03. Laboratory work showed that this material responds very well to flotation. Before deciding to use flotation, various clarifying systems such as pressure leaf filters, sand filters, and continuous vacuum pre-coat filters, were considered. Each of these could have solved the problem but with much more operating labor, more reagents and greater installation costs than the flotation step. About 100 to 150 gpm of fouled water is fed to two 66-in. Fagergren cells, in series. Reagents used at the beginning were Arquad 2HT75 and Arquad C50, at the rate of about 1% lb per 8-hr shift, or about 0.0053 lb each per ton of ore. This did not completely remove the solids but does an acceptable job. Approximately 75 pct of the slimes are a size that can be caught on a 41-Whatman Paper are removed. Removal of these slimes also allows much better settling of the coarse nonfloatable material. Advantage is also taken of this fact in a small settling tank ahead of precipitation. Removal of this amount of the slimes makes the ion t:xchange feasible. PREGNANT SOLUTION CIRCUIT The carbonate? leach-caustic precipitation method of uranium concertration does not provide for any process purification step ahead of precipitation. Therefore, any fine solids getting into the pregnant solution through the filter cloth show up in the final concentrate. This, of course, lowers the grade, and, at times, the slimy nature of these very fine solids rendered final filtration of the concentrate difficult if not impossible At Homestake-New Mexico Partners a 75-ft thickener was available for gravity clarification of 100 to 120 gpm of this pregnant solution. However this did not sufficiently remove the slimes. Laboratory investigation of the whole range of flocculants that were suggested by literature, salesmen, and friends failed to turn up anything of consequence. A continuous vacuum pre-coat filter would do the job and was investigated. The capital cost and the operating labor and materials made this a last chance choice. Following work done in the metallurgical laboratory on the tailings return water, it was found that some changes in the reagent strengths and combinations made a very definite decrease in the solids in the pregnant solution. Concentrate grade improved about 5 pct anti the final product after drying had an appreciably greater bulk density. Compared to a cost of about 2.2e per ton for pre-coat filter opelation for cleaning just one circuit, flotation costs less than 1.0 per ton of ore for cleaning two circuits. While a pre-coat filter would do a more thorough job, the flotation does all that is required for either circuit. Gravity causes the froth produced to run back into the leach circuit. This does not appear to result in a build-up of objectionable slime. No extra manpower is required; the operators in the separate areas can observe the operation of the cells and mix the small quantities of reagents as needed. Normally the 66-in. Fagergren cell requires 15 hp per cell, but this very dilute slurry needs only 10 hp for both cells. It has long been recognised that applications of the Net Present Value (NPV) investment decision making methodology can have serious deficiencies in situations where investment can be delayed and, once made, various options allow increases or decreases in the level of output. NPV valuation can undervalue the project if it does not incorporate future flexibilities or ""options"". It is important to realise that a proper valuation of a project (ie, valuation of its future cash flows) must incorporate an analysis of optimal future decisions involved in managing the project. Current valuation cannot be divorced from a consideration of future decision making. There is now a considerable amount of literature, mainly academic, identifying and exploring ways of remedying these deficiencies in the application of NPV. While the necessity of period by period analysis is sometimes acknowledged, little if any practical illustrative model building has been published to date, aside from algorithms using continuous time stochastic processes which deny access to the uninitiated.

This report presents engineering drawings for six material handling devices for underground coal mines. The devices were designed under a U.S. Bureau of Mines program to reduce injuries from material handling during mine and equipment maintenance. The six devices are (1) scoop-mounted 1411: boom, (2) swing-arm boom, (3) heavy-component lift-transport, (4) mine mud cart, (5) container-workstation vehicle, and (6) timber car. Each device is described briefly, and recommendations are made concerning the design of new devices.

A process has been developed to recover titanium from a blast-furnace slag which contains about 20-25% Ti02 and 12% Fe. In this process. "hot" slag from the blast furnace is directed to a separate furnace where it is reheated with additives to form two simple slag phases: one is titanium enriched anosovite (Ti3O5) and the other is a titanium lean non-crystal glass phase. The modified slag is then processed by conventional beneficiation techniques to produce a marketable titanium concentrate and a usable slag material. This paper focus on separating anosovite from glass by electrostatic separation and froth flotation.
