One of the important hazards in coal mining is the danger of ignition of explosive mixtures of methane and air or coal dust and air, or both, by the explosives used in blasting the coal. It has long been recognized that certain explosives are more dangerous than others in this respect. ' In America and abroad, government testing stations have been established for officially passing on the suitability of explosives for use in coal mines. In this country the Federal government is given no power to enforce the use of the approved explosives but merely publishes from time to time, through the Bureau of Mines, those explosives which have passed the tests necessary to place them on the list for use in coal mines. In spite of this lack of police power, the increase in the use of permissible .explosives since the promulgation of the fist list in 1909 has been rapid. In 1912, only 8 per cent. of the explosives used in coal mines were permissible; in 1925, this figure had increased to 25 per cent. While the past record of permissible explosives has been most gratifying, it is very desirable that we pave the way for further improvement in explosives and blasting methods by learning more about the mechanism of ignition of gas and coal dust by explosives. To this end a considerable amount of investigative work already has been carried out and a large amount yet remains to be done. It is the purpose of this paper to discuss briefly the effect of the characteristics of explosives and method of loading in the borehole on the liability of a blown-out shot to ignite explosive mixtures of gas or dust. For an account of the methods by which an explosive is tested for permissibility for use in coal mines, the reader is referred to Schedule 17-A of the U. S. Bureau of Mines. Primary standard gas mixtures were developed for more accurate calibration of analytical instruments at the Bureau of Mines Helium Research Center and for calibration of analytical instruments used in the helium conservation program. A 10-kg-capacity balance is used to weigh a 4-kg metal cylinder filled to high pressure (1,800 psi maximum) with the component gases of the desired mixture. At 1,800 psi, a cylinder contains about 60 g of helium, or 420 g of nitrogen. An accuracy of ±0.05 mole-percent or better is claimed for each component in the mixtures.

The Gilt Edge Superfund Site is a former heap-leach gold mine that currently is being remediated in the Black Hills of South Dakota. Mine runoff water is treated before release from the site. The field pH, before treatment, is about 3, and the water contains arsenic and some heavy metals, in addition to sulfate concentrations of about 1400 to 1500 mg/L. In the Keystone area of the Black Hills, naturally occurring arsenic has been detected in ground-water samples from wells. Keystone City Well #4, which is not used currently, showed arsenic concentrations of 36 parts per billion (ppb) and sulfate concentrations of about 19 mg/L. With field samples of water from these sites, a limestone-based method was successful in reducing arsenic and heavy metals concentrations. The results are significant because previous research with the limestone-based method mainly had involved samples prepared with distilled water in the laboratory, in which interference of other ions such as sulfate did not occur. The research indicates the potential for broader field applications of the limestone-based removal method.

"MANGANESE-SILOCON ALLOYS AS DEOXIDIZERSThe basic open-hearth process for steel mining requires large amounts of oxidized iron for oxidation of the elements carbon, silicon, manganese, and phosphorus which are to be removed from the metal. Some of this oxidized iron (FeO) dissolves in the metal during the refining process, Subsequent to the elimination of the elements named, a considerable amount of dissolved iron oxide must be removed before the metal may be cast into ingot form. The elements generally used, for iron oxide removal, or deoxidation, are silicon, manganese, and aluminum. Silicon and manganese are always alloyed with iron, either singly or in combinations of various compositions. Aluminum generally is used in a commercially pure state and sometimes in complex alloys. A double deoxidizer of manganese and silicon alloyed with iron for furnace deoxidation has been the subject of an extensive cooperative investigation between the United States Bureau of Mines, the Carnegie Institute of Technology, and the Metallurgical Advisory Board. Certain grader of steel, especially low-carbon rimming steels, require a low-carbon deoxidizer to keep the finished steel within the carbon specification after deoxidation. Coal degasification boreholes drilled from the surface have been success-fully hydraulically stimulated to increase the flow of gas from the coal. This Bureau of Mines report describes the hydraulic stimulation procedure for a coalbed, the equipment required, and design criteria for the treatment. Three examples of stimulation treatment show from fivefold to twentyfold increases in gas production. The tests were conducted in the Pocahontas No. 3 coalbed, Buchanan County, Va., the Pittsburgh coalbed, Washington County, Pa., and the Mary Lee coalbed, Jefferson County, Ala. Two sites where the coal was hydraulically stimulated and exposed by subsequent mining show no adverse effect on mining operations through the treated zones. The induced vertical partings were confined to the coalbed and did not in any way affect either roof or floor rock.

The South African gold and platinum deposits were formed in very different ways and yet both have many similarities. They are flat dipping tabular orebodies, extremely narrow and located in hard abrasive country rock. The mining methods employed are also similar. Primary access is via shafts or declines; secondary access is via haulages and cross-cuts; and tertiary access is from raises. The proposed solution for rapid access described in this paper is focused on the haulages and cross-cuts.

"The Mine Improvement and New Emergency Response Act (MINER Act) of 2006 established the Office of Mine Safety and Health (OMSH) within NIOSH and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. Subsequently, Congress provided additional funding to NIOSH to initiate and continue the program. OMSHR has fulfilled this Congressional mandate through annual Broad Agency Announcement (BAA) solicitations, directed Requests for Proposals (RFP) and Inter-Agency Agreements (IAA), and has further expanded the program through capacity building BAA contracts with U.S. university mining departments in the areas of mine ventilation and ground control. This paper describes the extramural funding program and broadly examines the results of the 150+ contracts issued to date, grouped into key focus areas. INTRODUCTION The Mine Improvement and New Emergency Response Act (MINER Act) of 20061 established the Office of Mine Safety and Health Research (functioning as the Office of Mine Safety and Health Research or OMSHR) within the National Institute for Occupational Safety and Health (NIOSH), and provided authority for awarding contracts related to the development and implementation of new mine technology and equipment. The OMSHR external contracts program was formed in accordance with the MINER Act and has since issued over 150 contracts focused on worker health and safety. Initial funding for this program was provided by Congress through two Emergency Supplemental Appropriations (ESA) and was focused on emergency oxygen supply, communications and tracking, and refuge chambers (also referred to as refuge alternatives). Since the MINER Act, Congress has continued to fund the program through the annual NIOSH mining appropriation. The program was supplemented starting in 2009 with an academic capacity building program directed toward developing university tenure-track faculty and facilities and supporting graduate students in the area of mine ventilation; ground control was added as an additional focus area in 2011. A short synopsis of each contract is published on the NIOSH Mining website2 and final reports are available in digital form on request. A summary of the progress OMSHR has made over the 10-year period since the Act was published previously.3"

A computer model is presented that quantitatively uses the relationship between the interactive and dynamic processes of methane drainage, mining, and ventilation. The model includes simulation of the coalbed methane reservoir for prediction of gas-emission rates under the influence of degasification wells and longwall mining, ventilation network-generation and ventilation simulation. As mining progresses step-wise through the coalbed-methane reservoir, the ventilation network is created and subsequently simulated, iteratively determining fan requirements to safely reduce methane concentrations. The model can be used to quantitatively study the effectiveness of methane degasitication on the ventilation system in a longwall panel.

The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. Similarities are noted in the practices and problems of constructing dams to impound mine tailings, fly ash, and chemical wastes. The comparison of a typical tailings dam with a conventional water-retaining earth dam shows that the former is inherently less stable and can be susceptible to cracking, liquefaction, erosion, and frost action, as illustrated by examples. Several methods are presented for building safe tailings dams using either the coarse fraction of the tailings or local soils, the important factor in each method being proper compaction of the material. The safety of existing tailings dams can be improved by flattening the overall slope, preferably by adding berms, or by decreasing the height. Where neither remedy is possible, the installation of electro-osmotic tie-backs is suggested. Dumps of mine spoil can be stabilized economically by compacting the material in layers along the toe to form a dam.

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which include the requirement that a Competent Person prepares and approves publication of mineral resources and reserves. Most national regulatory organizations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organizations, and many dedicated individuals. The historical development of these standards is summarized in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of a Mineral Reserves International Reporting Code Template (International Template) that will be available for all countries to use in deriving their specific country reporting codes, are outlined

This publication summarizes the in-house and contract research and development projects programed for fiscal year 1981 by the Bureau of Mines under its Minerals Environmental Technology activity. The document provides a mechanism for interested parties, including potential contractors, to gain insight into ongoing and projected work of the Bureau?s environmental research efforts. Research to identify and correct environmental problems associated with mining and metallurgical operations has long been an integral part of the Bureau's mission. The environmental research and demonstration activities of the Bureau were consolidate in 1979 with the formation of the Minerals Environmental Technology program, which is directed toward the elimination or reduction of environmental problems associated with the extraction and processing of minerals. Among the efforts underway are development of data and technology for assessing the potential environmental impact of minerals development, for monitoring minerals extraction operations, and for establishing viable reclamation requirements on abandoned mine lands; development and demonstration of technology 'or control of environmental disturbances during minerals extraction operations; development and demonstration of land reclamation and mine closure techniques to restore or enhance the productive use of mined lands; development of engineering techniques that incorporate state-of-the-art mining environmental technology in the design and planning of minerals extraction operations; development and demonstration of new mining systems that greatly reduce or eliminate the adverse environmental impacts of minerals extraction; and providing the technologic base for Federal, State, and local establishment of environmental standards for mining operations. Included in the minerals-processing-related work are projects to clean mineral-processing waters: demonstrate a Bureau process for scrubbing SO from powerplant stack :;as; recover dissolved minerals from process streams; stabilize discarded dusts, slags, and tailings: remove hazardous contaminates from byproduct wastes; reduce generation of waste solids; and improve metallurgical process engineering to eliminate pollution. Approximately $21 million was appropriated for this work in fiscal year 1981.

"A new rock classification, Rock Mass Quality Rating (RMQR) proposed by the authors is briefly explained and its application for the design of tunnels and large underground openings support systems is described in this paper. RMQR is an index to evaluate the state of rock mass. The preliminary support design may be based on the concept to prevent structurally controlled failures of rock mass. RMQR can also evaluate the yielding characteristics of rock masses so that it is possible to design a support system to prevent or control the deformation of surrounding rock through the utilization of the proposed rock mass classification and some analytical and numerical techniques.INTRODUCTIONThe first three authors proposed a new rock classification system named Rock Mass Quality Rating (RMQR) (Aydan et al. 2014). RMQR quantifies the rock mass state, and using the classification system together with intrinsic geo-mechanical properties of intact rock, possible geo-mechanical properties of rock masses can be estimated. The instability modes of underground openings can be structurally controlled because of the orientation of discontinuities in rock mass and the in-situ stress induced (Aydan 1989; Aydan et al. 1993, 1996; Aydan and Genis, 2010). The authors (Aydan and Ulusay, 2013; Aydan, 2016) have also tried to apply this system to the design of a tunnel support system. The authors presented initial guidelines for the RMQR classification system earlier (Aydan and Ulusay, 2013).In this paper, the authors provide further guidelines and establish some criteria for support system design that considers loading conditions and types of underground structure according to RMQR. Guidelines are alsos proposed for selecting the proper size of rockbolts, rock anchors, shotcrete, steel ribs and concrete liner. These guidelines are based on past experiences with various underground structures, theoretical understanding and the anticipated behavior of rock mass under given in-situ stress conditions and excavation techniques. The authors also utilized some databases developed for large underground caverns and tunnels excavated in squeezing or rock-bursting ground conditions."

The factors which influence the reduction of chromite are investigated with special reference to Coobina chromite. This was compared with a South African chromite ore. The reduction characteristics are outlined and the reduction kinetics studied Temperature has the most significant effect, followed by particle size, silica addition and type of coal.Electron microprobe analysis of the products indicates that iron in the chromite is first reduced at temperatures above 1100°C, followed by chromium at around 1200°C. At temperatures greater than 1200°C metallic iron and chromium are formed simultaneously and subsequently give an iron-chromium-carbon alloy. It was observed that the metallic carbide contains a small amount of silicon. The decomposition of the chromite spinel was observed to pass through the FeO.Cr2O3, MgO.Cr2O3 and MgO.AI2O3 forms before slag formation. It is concluded that Coobina chromite is suitable for the production of ferrochrome if direct prereduction followed by intensive bath smelting is used.

In 1956 the discovery of nickel on Jumbo Mountain, Snohomish County, Washington, focused attention on this part of the Cascade Range, far more renowned for its timber than for its mineral resources. Hand specimens assaying as high as 13 pct Ni encouraged Discovery Mines Inc. of Mount Vernon, Wash., to stake 12 claims in Township 31 North, Range 9 East of the Willamette Meridian. The property was leased to Climax Molybdenum Co. in January 1957. Trenching, sampling, and geologic studies were carried out during the late summer of 1957 when most of the snow had disappeared. Although the deposits are only about four miles south of the logging town of Darrington and about two miles. as the crow flies, southeast of the end of a good gravel road from that town, all camp supplies and equipment were air-dropped, owing to the extremely rugged nature of the terrain. GEOLOGY The rocks of Jumbo Mountain comprise a series of folded Tertiary sediments forming a belt one half to three quarters of a mile wide, trending northwest about parallel to the strike of the beds. This belt is sandwiched between two extensive in-trusives—gabbro on the northeast and quartz dio-rite on the southwest—and has been intruded by dikes of fresh and serpentinized dunite. Shear zones follow many of the dunite-sedimentary rock contacts, and in these the nickel mineralization is concentrated. A few transverse faults offset the sediments and ultrabasics. Sedimentary Rocks: Two kinds of quartzite make up the greater part of the sedimentary section. One is dark purplish gray, very fine-grained, and thin-bedded; the other is light gray to white, medium-grained, and well-bedded. Locally the light-colored quart lites contain grit and conglomerate horizons, rich in pebbles of white chert and very fine-grained quartzite. Intercalations of dark argillites near the summit of the mountain give many of the cliffs a striking banded appearance. Dark gray to black, aphanitic, thin-bedded argillites occur throughout the entire sedimentary belt. Beds vary from a few inches to a few tens of feet thick and some, near the summit, contain numerous fossile (willow?) leaves. Only the thicker beds were mapped. The sediments are quite fresh on the northeastern side of the belt and become more metamorphosed (hornfelsed) toward the southwestern side. Brown biotite is present in the metasediments in increasing amounts as the quartz diorite is approached. Near the intrusion, porphyroblasts of plagioclase, up to 1 in. across, testify to the soaking of sedimentary rocks by solutions emanating from the quartz diorite. Most of the sediments mapped lie along the southwestern limb of an anticline, the axis of which follows the crest of the mountain and plunges at a low angle to the northwest.

This paper describes the method of extracting sill pillars within the underground operation from under unconsolidated mullock fill at the Cracow Gold Mine. This pillar recovery method was initially successfully used to recover sill pillars at Crusader Mine, Western Australia in 2001. Globally significant resources have been sterilised due to the placement of loose rock fill above crown pillars and within adjacent stopes. The method described here offers significant opportunities to increase recovery of sill pillar recoveries.The royal orebody sill pillars at Cracow Gold Mine form a significant resource. Extraction of these pillars needed to be undertaken with minimal ore dilution and maximum ore recovery. The application that was selected to consolidate the loose mullock fill above each pillar used an injection grouting process (Minova FB200).Cracow Gold Mine mining method is bottom up bench mining. The pillars were left within the orebody to allow for stoping to commence whilst the decline was being developed. Due to the remainder of the orebody being extracted the only access to consolidate the backfill was from the sill pillar extraction level. Numerous problems were encountered and overcome from product selection and trial, system of injection to extraction.This pillar recovery process achieved a 95 per cent recovery of the sill pillar compared with an estimated 60 per cent typical for other mining options.CITATION:Potts, L, Mutton, V and Joyce, D, 2012.
