India is dependent for 60% of its annual requirement of copper and the entire quantity of nickel and cobalt on imports from outside the country. Land-based resources are either too meager or of too low a concentration for economic exploitation. This has prompted the country to look to deep seabed re- sources for meeting its rising demand for these metals. The Ocean Policy of the Government of India announced in 1982 talks about the need to map and assess the availability of minerals in the deep sea and to develop necessary technologies for exploration and exploitation of seabed minerals. To be self-reliant such technologies would have to be largely developed, tested and operated indigenously. The adoption of the Law of the Sea Convention in 1982 gave a fillip to India's desire to get into the field of deep seabed mining. India applied for recognition as a Pioneer Investor in Ocean Mining in 1983 and received allotment of a mine site of 150,000 km2 in the Central Indian Ocean in August 1987. Simultaneously, the Government has taken up a programme of development of technologies for exploration of the mine site for resource assessment, environmental monitoring also to meet the commitments like relinquishment of 50% of the area to the Preparatory Commission. Technologies for exploitation of these seabed resource like the mining system, transportation and extractive metallurgy have also been taken up for development in various research institutes largely in the government sector. While India's objective in the long term is to meet the shortage of copper, nickel, cobalt and manganese by the turn of the century, in the short term, the programme aims at application of the seabed mining technologies to meet the immediate needs of the country such as: a. Exploration for oil and natural gas. b. Exploration and exploitation of placer minerals and other deposits at shallow depth in India's EEZ.

Certain types of mobile surface mining equipment are required to be equipped with rollover protective structures (ROPS) capable of protecting the operator in case of a rollover accident. The Bureau of Mines has developed ROPS performance criteria for wheeled front-end loaders. This report reviews the development of rollover test procedures and subsequent testing of ROPS for 52,000-, 286,000-, and 390,000-lb gross vehicle weight (GVW) loaders. The program consisted of both dynamic (roll) and static tests to assist in the development of the ROPS performance criteria. Each test included extensive instrumentation and photographic documentation to fully evaluate the performance of the ROPS. Data summarizing side, longitudinal, and vertical force and deflections are included. The data indicate that for loaders in excess of 240,000 lb, GVW, a side force-to-mass ratio of 1.0 and an energy-to-mass ratio of 6.0 appear to be adequate criteria to protect an operator in the event of a 5400 rollover. For smaller machines, Society of Automotive Engineers (SAE) 11040 performance criteria provide adequate protection. Longitudinal loading, though not ad-dressed in previous ROPS performance criteria, was shown to be a potentially significant factor in ROPS failure. Longitudinal loading and energy criteria equal to 80 pct of side loading criteria are recommended.

The effects of ultrasonic radiation on the electrodeposition of copper-zinc, copper-cadmium, and copper-tin alloys from cyanide baths were investigated by the Bureau of Mines at frequencies of 18.5 and 38 kilocycles per second, and at acoustic intensities up to 0.5 watt per cm3. Significant changes occurred in the composition of the deposited alloys; some of these deposits were brighter, harder, more adherent, or of finer grain size than nonirradiated deposits. The irradiated deposits were also smoother and less porous, and they afforded better corrosion protection for the substrate metal in sodium chloride solution. The limiting current densities of the cyanide baths were increased by the application of ultrasonics. Anode and cathode current efficiencies also were increased, and cell voltages were lowered; the relationship of these effects to current density is discussed. Electrode potential measurements showed significant depolarization effects at both electrodes during ultrasonic irradiation. The resulting decrease in cell voltage was due chiefly to depolarization at the anode, and the anode became less passive.

The textures of the ores, the fine mineral intergrowths, the complex distribution of the deleterious minor elements, and the low base metal contents in some ore types, pose many technological problems to the beneficiation of the volcanogenic massive sulphides occurring in the Iberian Pyrite Belt. In particular fine intergrowths of the base metal sulphides with pyrite impose extremely fine liberation sizes (Kao=15 to 25um). The mineralogical, textural and metallogenic studies have provided an understanding of the distribution of vertical and lateral metal zoning in the ore bodies. Mapping of the ore types, carried out by mine geologists, and the metal zoning patterns computed from data base have shown that ore types are distributed as ore lenses, and that vertical and lateral base metal zoning exists in several orebodies. Since ore processing efficiency is affected by ore textures, and because the same mineral often shows different textural features, a relationship between the textures of the feed ores and those of the middlings must be established for all ore types defined at the deposit scale. For supplying, on time, the information needed for the optimization of the concentration processes, empirical methods of determining the mineralogical and textural characteristics of the several ore types have been developed.

Ladies and gentlemen, I appreciate this opportunity to be with you, and to share my outlook on the future of Federal coal leasing. I'm told that you wanted the best speaker on this subject in the world. Perhaps it's a reflection of these trying financial times, but I'm glad you finally agreed to settle for the best speaker your budget would afford. I have been asked to give you some insight on the status of Federal coal leasing, and how the budget problems facing the Department will affect the coal program. So I've polished up my crystal ball, and I'll try to give you a peek at the future. Before I do that, however, let me first go back in time - to when this Administration took office in 1981. We had a coal program then, after a hiatus of ten years. But that program was untested and - for reasons well known to all of you - did not work well in practice once we began operating the program. We went back to the drawing board and redesigned the program so that it can do what it is intended to do. We've made the program more predictable. That means that when future lease sales are scheduled, those sales will be reflective and reactive to the need to lease coal. On February 26, Secretary Hodel unveiled a framework for resumption of Federal leasing program activities, ending a more than two-year suspension of regional coal sales. The new program will provide the opportunity to satisfy market demand for acquiring and developing new leases, assure the government of fair market value for its coal reserves, and provide a stable supply of coal for this country's energy needs. The new program grew out of the Department's response to recommendations of the Linowes Commission and the Office of Technology Assessment, coupled with a supplemental environmental study. The Linowes Report, issued in 1984, contained 36 recommendations and three Judgments on leasing levels, tract selection, sale procedures, appraisal methods, key statutory and related factors, and organization and management of the leasing program. Major changes in the new leasing program reflect these concerns. We have developed a definition for captive tracts and devised procedures to appraise their value to the adjacent coal or mine owner. Other steps include a coal lease appraisal guide which describes our appraisal methodology and is available to the public. Improvements have also been made in the gathering of lease assignment information to help in estimating the value of potential lease tracts. To improve market analysis, a three-tiered system will be used to ensure that steps of the lease sale decision process are undertaken in the context of coal supply and demand. Regional Coal Teams will thus have the advantage of long range, regional and tract specific market studies to help them determine whether sufficient demand is expected first to warrant the initiation of activity planning, then to set regional leasing levels, and finally to actually offer specific tracts for lease sale. Sale procedures will also be improved in many ways to encourage competition, improve the chances for receiving adequate bids, and to evaluate whether bids represent fair market value. We made additional modifications to the program in response to the OTA recommendations. Regional Coal Teams have been given a larger role in recommending key decisions concerning the amounts of coal to be studied and the actual selection and scheduling of tracts for lease sale. These recommendations will be accepted unless the Secretary can cite an overriding national interest factor, or a governor's request to modify the recommendations. Smaller, more frequent sales will be held, to better judge market conditions and prevent over- or under-leasing. Public participation guidelines have been written, to document all opportunities for the public to comment at various stages in the planning process. We also decided that resource management plans prepared after the passage of FLPMA in 1976 must be completed, in order for a new round of lease sale planning to begin. The BLM will also beef up its procedures for consulting with affected Federal agencies during the planning process, to assure that the purposes and values of those agencies are considered and factored into land use decisions. To assure consistent use of an adequate data base in coal lease decision-making, Regional Coal Teams will develop standards and guidelines for data adequacy, and document the use of these standards. These procedures will also be applied to the unsuitability criteria screening process. Thus, the new leasing system announced by Secretary Hodel: is fully responsive to recommendations made by the Linowes Commission and the Office of Technology Assessment for improving environmental planning and fair market value procedures; gives the regional coal teams a major say in determining leasing levels, and on the timing,

The critical resolved shear stress of aCu-A1 single crystals has been investigated as a function of composition, testing temperature, and strain rate. The strength, and its temperature and strain rate dependency increase markedly with aluminum content. The solid solution strengthening at 4.2°K is much larger than at room temperature. The activation energy for the low temperature dislocation cutting process increases from about 0.17 ev for a 0.5 at. pct A1 alloy to about 0.50 ev for a 14 at. pct A1 alloy. This result is attributed to an increase in the width of extended dislocations due to the known decrease in the stacking fault energy. In addition, the activation volumes at 4.2 and 77°K decrease with aluminum additions. Concerning the solid solution strengthening in the 296° to 373°K range, no definite conclusions are reached, but it is suggested that subgrains and cutting of subgrains are important. In a previous paper,' the authors reported that adding aluminum to copper produces two types of strengthening: a yield point effect and an increase in the lower yield stress. This behavior is illustrated in Fig. 1 by shear stress-shear strain curves of furnace-cooled single crystals of pure copper and Cu-14 at. pct A1. The yield point effect, At, was thoroughly studied previously1 and shown to be associated with short-range order. The present paper reports an investigation of the lower-yield stress in aCu-A1 single crystals as a function of composition, testing temperature, and strain rate. In 1903, seventeen years after mining of the Witwatersrand gold-bearing reefs started, the findings erf the Miners' Phthisis Commission (Transvaal) resulted in the initiation of measures with the object of controlling dust production. The substance of these measures was as follows: Removal of persons from places where they would be exposed to blasting fumes; use of water to suppress dust made in drilling and in other operations; supply and control of air to working-places; filtration of dusty air; and determination of the amount of the dust in the air. Broadly speaking, progress in dust control has followed these four lines with increasing success as the nature of the problem has become better known. Complete success has not, however, been achieved, partly because increasing mechanization of mining has intensified the problem and partly because the application of these measures is not infallible, being subject, in many cases, to human control. A brief summary of the development of these measures will lead to a description of present-day practice.

"Since Ag wires have similar hardness and bonding properties to Au wires, they can be applied in some pads. In the present study, the annealing effect (at 225°C~275°C for 30min) on the tensile mechanical properties of silver wires with f=23µm was investigated. In addition, the micro-structural characteristics and the mechanical properties before and after an electric flame-off (EFO) process were also studied. Experimental results indicate that with annealing temperatures of more than 250°C, the silver wires possessed a fully annealed structure, the tensile strength and the hardness decreased, and the elongation was raised significantly. Under the thermal effect of EFO, the necks of the Ag balls underwent recrystallization and grain growth was induced, and the annealed Ag wires had a shorter zone of HAZ (220µm). The bonding strength and the neck-strength of the Ag wires were more than 7gf and possessed excellent bonding properties.IntroductionThermosonic ball bonding is one of the preferred processes for electronic packaging to connect a semiconductor chip and a lead frame by a thin metal wire. At present, gold wire and copper wire are the preferred interconnect materials to bond with the aluminum metallized wafer pads [1, 2]. Since gold is expensive and the reliability of copper is poorer [3], the study of silver wire has attracted a lot of attention already. In addition, the inherent properties of high ductility and low hardness of silver as well as its workability effectiveness compared to gold, have made it a preferred alternative .[4, 5]"

THIS REPORT is not intended to be a ?comprehensive survey of the steel industry in Europe. For the past ten years the Ontario Research Foundation has been interested in several developments in the steel industry in Europe which it was felt would be of particular interest in Canada and might possibly find application in this country. This is an account of the present status of some of these developments. The economies of steel making in Canada are somewhat different than in the United States because of the nature of the market and the relative costs and availability of such raw materials as metallurgical coke and electric power. There are cases in Europe where a great deal of effort and money has been spent in trying to make steel profitably by methods which take advantage of locally available and cheap raw materials by modifying standard practices. ln cases wl1ere the investigations have been successful and the data are available to allow translation of the results into Canadian conditions, it is felt that such information may be of great benefit in the future in Canada and at !east should be known to all those in the steel industry in this country. The field to be covered in this report only comprises the steps from concentration and treatment of iron ores to production of iron and is only concerned with those commercially operating processes well known to us and judged to be of present interest in Canada.

"A dynamic simulation of a mine-mill complex has been conducted using networked microcomputers (IBM PC/AT and IBM PC/XT). These models allow simultaneous operation of an open pit using shovels and trucks, a primary crusher, and a secondary crushing plant. Each process transmits information via the network, linking all operations together. The effects of blasting, ore quality, equipment utilization and configuration on productivity can be studied either interactively or from a report listing at the end of each shift. Programs are menu driven leading the user through the decisions required in day to day operations. The mine-mill simulator is currently being used as a teaching tool at Queen's University to provide senior mining and mineral processing engineering students with an experience and appreciation for the operating problems across the mine-mill interface. The need for coordination and close communication between the mine and mill can be aptly demonstrated using these models. The simulator could be used to contribute to the training of operating personnel in a real mining operation. INTRODUCTIONThis paper describes a computer simulator that is capable of showing the interactions and operating strategies between a mine and a secondary crushing plant. The simulator uses two models developed at Queen's University; one for open pit mining and the second for secondary crushing. PITSIM is a dynamic shovel/truck haulage model origin2lly developed by P.D.D. Chick (1) and K.G. Fytas (2) to solve shovel/truck scheduling problems. CRUSHSOFT is a dynamic secondary crushing plant model developed by R.J. Tucker (3) and C.A. Harris (4) to study alternative operating and control strategies in a crushing plant."

IN an earlier paper1 we discussed a simple, rapid method of taking samples of liquid steel and analyzing them for oxygen, which, though possibly not absolutely accurate (as is likewise true of all other methods), certainly yields results that are satisfactorily consistent. Accordingly, samples from hundreds of heats in different shops were analyzed for oxygen, with results sufficient in number to be handled statistically and permit estimation of some general trends. Measurements were made in acid as well as in basic open hearths, throughout the refining period, to learn how stirring, blocking, adding ore or lime or sand, affects the oxygen content of the bath; we also followed the changes brought about by tapping, teeming, and deoxidizing. Some of these results, discussed in an earlier paper.2 bring out the dominant role of the carbon-oxygen reaction in regulating degree of oxidation both of metal and of slag, also the marked variability of concentration of dissolved oxygen [0] in excess of that which would be in equilibrium with carbon and with carbon monoxide at a partial pressure of one atmosphere. As a logical beginning on this complex problem, we take up in the present paper the variability of this excess oxygen, ?[O], when other factors are as constant as they ever are in open-hearth operation; namely, toward the end of the refining period, when the bath may be regarded as in the comparatively steady state it approaches in absence of disturbing factors. This condition was chosen because by that time the significant reactions, except carbon oxidation, between slag and metal have come to substantial equilibrium; this facilitates interpretation of the complex situation and thus permits more definite conclusions to be drawn. This excess concentration of oxygen, ?[0], in the metal is needed, of course, to make the steelmaking process go at a reasonable rate; alternatively it may be regarded as a measure of the virtual pressure increment above one atmosphere, or of the degree of supersaturation, of carbon monoxide in the metal. According to our measurements, the excess concentration ?[O] in liquid steel varies from about 0.009 to 0.035 per cent oxygen by weight. It is quite sensitive to change of conditions, being altered temporarily by operations such as stirring with green poles, additions of ore, lime, or sand; but as the disturbance works itself out, it resumes a level within the intermediate range characteristic of the steady state. The expert system for coal preparation plant design mainly solves the crux--separation flowsheet design and optimization of product structure. There are twelve basic flowsheets available in the system which are representative of financial plants. The system can select better flowsheets automatically according to the property of feed and scale of plant. Then, it can choose the best flowsheet and product model from the better flowsheets through analysis and optimum calculation. The expert system is made up in Turbo Pascal 6.0 and consists of three sub-systems: Lump and grain coal system, coal slimes processing system, and raw coal system. Several representation methods, such as production rule, procedure, and object-oriented programming, are used to express the expert's knowledge in the system. To decide the optimum product structure, Zangwill's method is used to make an advance product model. The expert system has the performance of interpretation strategy, by 'tracer" technology and pre-arrangement text, and of learning new expert's knowledge.

Brass rod for use in automatic screw machines is one of the major products of the brass mills. A large tonnage is consumed each year in the manufacture of an endless variety of finished articles and parts for assembly into other products. The machines that do this work have been developed to a high degree of efficiency, and their manufacturers are still striving for higher production speeds. This development has brought with it a demand for brass rod to meet the increasingly difficult machining conditions. This paper is a report of the results of tests undertaken in an effort to obtain a measure of the effects of such variables as lead content, microstructure and cold work on the machinability of brass rod. It is realized that the term "machinability" has never been well defined. Power, finish and tool life all should have a place in such a definition. In practice it is sometimes found necessary to sacrifice some of these in order to obtain a rod that will not tend to throw up a burr, or will give a burr which is easily tumbled off. Again a specially stiff rod may be necessary because of long overhang from the chuck or a rod of special characteristics is needed to take a given broaching operation without chattering. It is only through an understanding of the effect of basic mill operations on the machinability of the rod that such problems as these may be solved most economically. It is hoped that this paper, together with the discussion it may evoke, will prove to be a basis for such an understanding. Testing Apparatus The testing apparatus used was of the single-tooth milling cutter type, in all respects sirnilar to that first used and described by Airey and Oxford1 and again by Boston. This paper describes a field/laboratory study that was conducted in cooperation with a mine in Arizona. The primary purpose of the study was to investigate the effect of blasting energy on the crushability and grindability of the post-blast rock fragments. The crushability and grindability of the rock fragments were evaluated through laboratory comminution tests. A secondary purpose of the study was to investigate different laboratory methods for estimating the comminution properties of the rock fragments. In particular, a number of standard rock mechanics tests were conducted and compared with the comminution test results. Finally, the study was used to evaluate new technologies for estimating insitu rock mass strength and for assessing post-blast fragmentation. To estimate in-situ rock mass strength, the specific energy of drilling (SE) was calculated during blast hole drilling utilizing a continuous drill monitoring system. Post-blast fragmentation was estimated using the Split image processing system. Results from the study support the idea that increases in blast energy can enhance crushing and grinding. Also, several simple rock mechanics tests were found to correlate well with the results from standard comminution tests, which could prove to be useful in practice.

THE rapid increase in cost of discovering new orebodies by churn drilling in the Tri-State district has led to some attempts to lessen the expense by using geophysical methods. Electrical prospecting was tried three or four years ago, but no successful results were recorded. In 1926, the Federal Mining and Smelting Co. engaged the North American Exploration Co., of Houston, Texas, to make some tests with the torsion balance. At first, it was thought that the most favorable conditions for discovery of ore deposits with the torsion balance would be in locations where the ore was known to occur at rather shallow depths, FIG. 1.-CROSS-SECTION OF DUENWEG LEASE. therefore the first trial was made at Duenweg, east of Joplin, where some zinc ore had been developed at a depth of 130 ft. The gravity gradients at 61 stations on a tract of about seventeen acres indicated plainly one large zone of maximum gravity and a smaller narrow zone of minimum gravity. Fourteen churn-drill holes, half of which struck ore, show that all the ore found was located outside the zones of maximum and minimum gravity. In the zone of maximum gravity the limestone beds were closest to the surface, and the first chert beds encountered were at the greatest depth. The results (shown in Table 1) indicated that the gravity of the, limestone was greater than the gravity of the fractured chert together with its orebodies, and probably also greater than the bouldery soil and clay on top of the limestone. A cross-section of the Duenweg lease is shown in Fig. 1.

Oxyfuel combustion is currently one of the principal technological options being considered for capturing carbon dioxide from pulverised coal power plants. In oxyfuel combustion, coal is burnt in a mixture of recycled flue gases and added oxygen instead of in air. In principle this yields a flue gas containing only carbon dioxide, water vapour and small amounts other impurities. Oxyfuel combustion is superficially similar to combustion in air, but there are inevitable differences. This paper describes ignition tests on pulverised coal suspensions using a suite of coals of different rank and from different countries of origin and over a range of oxygen and coal concentrations of interest for oxyfuel combustion. The ignition tests were carried out using the National Institute for Occupational Safety and Health (NIOSH) 20-litre explosion chamber. The purpose was to determine how easily the various coals ignite and burn in mixtures of O2 and CO2 compared to their combustion in air. The residual char volatile and ash contents for the ignition residues were measured using a thermogravimetric analyser (TGA), allowing Q factors (i.e., enhancement in apparent volatile yield due to higher heating rates and/or heterogeneous reactions) to be determined and compared. An ignition index has been derived from the explosion and char data. This index has been used to rank low volatile coals for ignition propensity in air. The results show that to obtain ignition and combustion comparable to that in air, the oxyfuel O2-CO2 gas mixture must contain over 30% O2. Keywords: CO2 capture, combustion, pyrolysis, oxyfuel.

A simplified method for evaluating specific surface of porous media is described. The theory takes as its point of departure a previous statistical method. Due to its simplicity, it is considered that the proposed method has certain advantages over methods currently used. By making some simplifications, the procedure for estimating specific surface is reduced to superposing, on an enlarged reproduction of a section of the sample to be analyzed, an evenly spaced grid and counting the number of intersections of the grid lines with the perimeter of pores. An indirect test of the theory is presented and the advantages of the method are discussed. INTRODUCTION The specific surface of a porous medium, defined as the surface area of the pores per unit bulk volume, is an important parameter with regard to flow of fluids through porous materials. In particular, it has long been recognized that specific surface is closely related to permeability. Since the internal surface of any porous material is extremely complex, the measurement of specific surface can only be accomplished by indirect means. It is considered that the best method' in current use for determining specific surface is the statistical method of Chalkley, Cornfield and Parka who originally applied it for estimating volume-surface ratios of morphologic components, such as cells or nuclei. This method will be outlined later. A method which has been used extensively in determining specific surface is based on the adsorption of a vapor by the internal surface of porous media. However, this method does not yield the surface pertinent to fluid flow, since it includes the tiny molecular interstices which do not influence the permeability of the porous material.' This method has been employed by Brooks and Purcell measure internal surface area of sedimentary rocks. The Kozeny equation, which relates the specific surface to the permeability of a porous medium, has found wide use in determination of specific surface. However, the KOzeny equation is not strictly correct. Large discrepancies have been found between theory and experiments.' Consequently. the specific surface estimated by this method is subject to serious uncertainties. Finally, there are other methods for specific surface measurements which are based upon a variety of physical and chemical properties: the heat conduction by a gas, ionic adsorption phenomena and direct chemical reactions of the surface with other substances. This paper describes a simplified statistical method for determining specific surface of porous materials. It is considered that, due to its simplicity, it has certain advantages over the methods presently used. For its validity, it is required that the porous structure of the material under study be of a spatially random nature. This is not a serious limitation since the naturally occurring porous media have this characteristic. THEORY The method proposed in this paper takes as its point of departure the interesting result obtained by Chalkley et al The method shows that if a line of length r is dropped repeatedly at random over a section of a porous medium, and counts are made of the number of times the two end points fall within pore areas (denoted by h for "hits") and the number of times the line intersects the perimeter of pores (denoted by c for "cuts"), then in a very large number of throws where S is the internal surface of the sample (surface of pores) and V, the volume of the pores (Fig. 1). ABSTRACT: The paper presents investigation of carboniferous slates from the Trojane hilly area performed on series of samples of equal material. The results of static loading tests show that carboniferous slate is heterogeneous and yields on slate layers. Where that kind of heterogeneity is distinctive the strength results are essentially lower of commonly tests results. The results of dynamical loading tests show that the slate surfaces have the essential meaning for the stability of the material. When those surfaces are moistened the material become unstable. RÉSUMÉ: L'article présente une épreuve des ardoises carbonifères de la région montagneuse de Trojane sur une série des échantillons des matériaux identiques. Les résultats des tests de charge statique montrent que l'ardoise carbonifère est hétérogène et qu'elle cède sur les couches d'ardoise. Quand l'hétérogénéité est distinctive, les résultats de stabilité sont essentiellement plus bas que les résultats obtenus par des tests ordinaires. Les résultats des tests de charge cyclique montrent que les surfaces d'ardoise sont très importantes pour la stabilité du matériel. Quand ces surfaces sont mouillés, le matériel devient instabile. ZUSAMMENFASSUNG: Der Artikel präsentiert die Forschung von Karbonschiefersteinen im Bereich des Bergland Trojane, ausgeführt durch Serien von Proben aus den gleichen Erdmaterial. Die Resultate der statischen Belastungsprüfungen zeigen, das die Karbonschiefersteine heterogen sind und die Schieferflächen nachlassen. Wo bei dieser Art der Heterogenität die Festigkeitsergebnisse wesentlich niedriger sind als bei gewöhnlichen Testergebnissen. Die Ergebnisse der zyklischen Belastungsprüfungen zeigen das die Schieferflächen eine wesentliche Bedeutung für die Stabilität des Erdmaterials haben. Wen diese Schieferflächen befeuchtet sind, wird das Erdmaterial unstabil.

FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.
