In situ mining and dump leaching has been practiced for years. Recent environmental concern over conventional mining and milling techniques has rendered in situ mining more attractive. While there are many environmental advantages to in situ mining, there are disadvantages which, if ignored, can lead to environmental damages, followed by stringent control. The environmental advantages and disadvantages of the various types of in situ mining operations are discussed. Current legislation and regulations governing in situ mining are cited, together with a suggested program of environmental monitoring designed to protect the mining company as well as the environment. Suggestions are made for possible solution of existing pollution problems associated with previous mining activities by heap-leaching techniques. Present and indicated control of subsurface injection is traced, because of the many similarities in philosphy and monitoring requirements to in situ mining.

"Antimony resources are rich in china, its reserves and productions are ranking the first in the world. The Chinese antimony mineral resources are mainly existed in the form of three types, such as stibnite, antimony-gold ores andjamesonite. The antimonial dust that produced from lead smelting process is an important secondary antimony resource. The different process that was adopted to extract antimony depends on the different raw materials. The process of blast furnace volatilization smelting is mainly used to treat stibnite and antimony-gold ores. But jamesonite is treated by the process of roasting-sintering-blast furnace smelting. And antimonial dust is treated in the reverberatory furnace. Many new technologies that are applied in these traditional antimony smelting processes play important roles, such as deleading agent, antimony white production, air-oxidation method, direct-blowing method, bath smelting technology, and so on. The current State-of-the-Practice is grounded heavily on deterministic characterization and assessment of the performance of civil engineering infrastructure. In particular, flood defense systems, such as levees, have been evaluated within the context of the Factor-of-Safety where the computed capacity of the system is compared with the code specified demand forces. Uncertainties associated with the capacity and demand forces render deterministic modeling incomplete. In particular, two structures with the same Factor of Safety can have vastly different probabilities of failure. While efforts have been made to assess levee vulnerability, results from traditional engineering approaches omit important factors because they do not account for uncertainties included in analytical modeling, and natural variabilities, or human and organization factors. This paper utilizes risk assessment methods to advance methods for quantifying the contribution of uncertainties to engineering analyses, and thereby provide additional information to help assess sustainability of geotechnically engineered systems. The probability of failure of a geotechnically engineered system is directly impacted by how well the system is understood, and how uncertainties are incorporated in development of understanding of the system. This paper presents methods to evaluate two types of uncertainties for three potential failure modes of flood protection levees: underseepage, slope (or levee) instability, and overtopping/erosion. These analyses account for two types of uncertainty: 1) Type I – inherent uncertainty, 2) Type II – analytical modeling uncertainty. Human and organizational task performance and information development and utilization uncertainties are not included in these analyses. This paper focuses on the behavior of the flood protection levee system for Sherman Island, a western island in California’s Delta. Sherman Island is of critical importance to California because of the very important infrastructure systems that pass under, on, over, and adjacent to Sherman Island, including: natural gas pipelines, regional and interregional electricity transmission lines and telecommunication facilities, two deepwater shipping channels; and State Highway 160, a link between major transportation expressways. The work evaluates current (year 2010) and future conditions (year 2100) and incorporates variations in capacity and demand arising from projected human response activities and global climate change.

In order to assess the requirements for online matching when using a transverse electric field (E-field) applicator to treat mineral ores continuously, the effect of varying load properties on matching has been investigated by simulation. The effective permittivity of the ore to be treated is expected to show variation on both short (< 1 s ) and long (minutes) time scales. By modelling the ore as a series of slices with alternating effective permittivity values, it was shown that permittivity variations on the scale of the expected particle size are attenuated significantly and matching is not required. For variations in permittivity on the length scale of the free-space wavelength, variations in reflected power are at most within ±10% of the mean. This is not considered operationally significant, as extreme permittivity variation over this length scale is unlikely, given the expected distribution of ore particle sizes to be treated. At typical ore transport speeds through the applicator, these variations occur on a time scale an order of magnitude shorter than the response time of typical industrial online matching equipment. This implies that online matching is neither required nor possible for short time scale variation. Long-term variations in dielectric properties can be adequately compensated for by current matching technologies. It is concluded that the transverse E-field applicator is robust to changes in the dielectric properties of crushed ores within the expected range of their variation.

"Performance testing of prepartion plants is referred to as plant audit. It evaluates plant performance under normal operating conditions and is aimed at improving yield through knowledge of actual process performance and interactions between different processes in a plant.This paper describes the program to evaluate the performance of several Canadian preparation plants. The performance test requires the planning of a sampling campaign that would include all circuits in the plant. Samples are analyzed to determine washing characteristics (screen and float-sink), ash and per cent solids of feed and products of separation units in the plant. Performance characteristics are established based on analysis and material balance. Specific recommendations can then be made to improve recovery, and identify and explain potential causes of apparent deficiencies.The objectives of the program are to reduce the cost of production by improving recovery of clean coal and, in tum, to reduce disposed tailings, establish baseline information on coal preparation plants performance in Canada, and define R&D work needed to optimize plant operation."

"This publication is a progress report on Bureau of Mines studies in applying sonar techniques to roof-control problems in coal mines. Preliminary tests in the laboratory were made on layers of roof rock. To apply the experience thus obtained, a unit was designed and constructed and was used underground.The term ""sonar technique"" refers to the system of generating a beam of sound waves, shaping and directing the beam, introducing the beam into a medium to be studied, and examining any returning waves with a view of inferring the nature of the material traversed by the waves and the presence of interfaces or obstacles in the medium.The theory and actual underground experiments indicate that the sonic method is feasible. Information from physical tests made in the Bureau's Experimental mine confirmed the validity and potential usefulness of the sonar method. Lighter and more compact apparatus is desirable, and permissible equipment suitable for use in gassy or dusty mines must be developed. However, no particular difficulties are anticipated; consequently, this scientific approach to the exploration of roof strata shows definite promise. INTRODUCTIONThe problem of roof control in the coal-mining industry is of major importance. More than 50 percent of all coal-mine fatalities and 25 percent of all nonfatal serious injuries are caused by falls of roof, face, or ribs. The Bureau estimates that more than $128 million was spent by the coal-mining industry in 1958 for supporting roof."

THE liability for damages to the surface caused by subsidence is an ever present threat in all underground mining. In ordinary lode mining, this threat rarely materializes into an action, due to the method of mining metaliferous ores, the dip of the veins, and the nature of the ground itself. In the mining of coal, however, this threat is very real. The coal frequently lies close to the surface, in beds underlying large areas of land the surface of which is suitable for agricultural or urban development. Furthermore, the coal is generally mined by the "room and pillar" method and when the pillars of coal are removed, the subjacent support is destroyed. This question of the duty of surface support has now become a very live one in Colorado. What was waste prairie land a few years ago, has become valuable agricultural land dotted here and there with growing towns. Frequent references. will be made here to Colorado conditions and adjudicated cases, but those conditions and cases and the conclusions to be drawn therefrom are equally applicable to all coal-mining states. Briefly stated, the question: is "Does the owner of the substrata or underlying mineral owe any duty of surface support to the owner of the superjacent strata or surface?" There is no absolute duty of support owed by the mineral owner and this assertion is made with full knowledge of numerous expressions to the contrary by courts of Pennsylvania, Illinois, Colorado and other coal-mining states. Whether or not any duty exists depends upon the circumstances surrounding each case, and since in the nature of things those circumstances are rarely identical, there can be no absolute rule.

The ability of activated charcoal or carbon to adsorb complex metal ions has been recognized for many years, but it wasn&apos;t until the late 1940s and early 1950s that attempts were made to employ carbon-In-Pulp or C. I. P. processing to the recovery of gold. Early plants using the process were those at the Golden Cycle in Cripple Creek, Colorado, the Getchell Mine near Golconda, Nevada, and at the Idria Mine in Honduras. Recovery of the carbon from the pulp was done by screening or flotation, and recovery of gold from the carbon was done by burning the carbon (a very difficult task) or by sending it to a smelter. Unfortunately at the time, the price of gold was still fixed at $3-5 per ounce and labor costs were rising to the point where these mines were no longer able to operate. Consequently, C. I. P. treatment was temporarily forgotten. In the early 1970s, however, Homestake Mining Company at Lead, South Dakota, were being forced by environmental regulations to discontinue the use of mercury for amalgamation in their 7,500 ton per day plant, and at the same time were encountering high labor costs in the slime circuit of the plant, where over 2,000 tons of slimes were filtered each day in Merrill plate and frame filter presses. Shortly before that, researchers of the United States Bureau of Mines had developed the caustic -cyanide method of stripping gold from activated carbon and an electrolytic cell (now known as the Zadra cell) to recover gold from the carbon strip liquor. Homestake and the United States Bureau of Mines then jointly operated a C. I. P. pilot plant at Lead. Results were immediately favorable and a 2,400 ton per day C. I. P. plant was then built to treat the slime fraction of the Homestake ore. (See Au and Ag Cyanidation Plant Practice, Volume I, SME of AIME, 1975. Later, Homestake built a second plant at Creede, Colorado, to treat the slime fraction of the tailings from a silver-lead flotation plant. Next was Duval Corporation&apos;s 3,000 ton per day C. I. P. plant at Battle Mountain, Nevada. Both of these latter plants are described in this volume. C. I. The American Coal Ash Association, Inc. (ACAA) is an organization of producers and marketers of coal combustion byproducts. Since 1968, the goal of ACAA has been to gain recognition and acceptance of ccbs as an engineering material on par with competing virgin, processed and manufactured materials by advancing ccb uses that are technically sound, commercially competitive and environmentally safe. The use of ccbs is affected by local and regional factors including production rates, processing and handling costs, transportation costs, availability of competing materials, seasonal adjustments, and the experience of materials specifiers, design engineers, purchasing agents, contractors, legislators, regulators, and other professionals. An annual, survey of coal-burning electric utilities is conducted by ACAA to determine the quantities of ccbs produced and used in the USA. In 1993 approximately 88.5 million tons of ccbs were produced in the form of fly ash, bottom ash, boiler slag and byproduct from flue gas desulfurization (FGD). Approximately twenty-two percent of the combined production of these byproducts was used, while the remaining portion was deposited in disposal areas. The major markets for ccbs include cement and concrete products, structural fills, road-base layers, mineral filler in asphalt, grit for snow and ice control, blasting grit and roofing granules, grouting, coal mining applications, and waste solidification and stabilization.

In the last decade or so, the importance of effective preventive maintenance controls and practices has taken on a new and accelerated emphasis. Advances in technology and changes in equipment and product designs impose more precise and demanding standards of quality, productivity and customer service at a very rapid pace. Daily, it is becoming more apparent that in order to fulfill current requirements, existing manufacturing practices and associated control programs must also be upgraded and expanded. This is particularly true in the field of maintenance services. As production and quality standards become more demanding, effective equipment maintenance takes on more importance and becomes more difficult to sustain. In modern plants, the failure of a single equipment component can shutdown a complete production line causing interruptions to operating and shipping schedules that result in costly downtime, dissatisfied customers, and reduced profits. These costly experiences can be minimized with an effective maintenance program that provides maximum equipment reliability and minimum downtime and readily adapts to revision and change. THE property of Howey Gold Mines, Limited is situated at Red Lake, Ontario, one hundred and seventy-five miles east of Winnipeg and eighty miles north of the Canadian National Railway line. The mine has been a continuous producer since April, 1930, and at present is hoisting 1,350 tons of ore per day. The shaft consists of three compartments (see Figure 1, sketch B). Hoisting is done by two skips in balance, one of which is interchangeable with a cage. Sinking had been carried out at three different periods. From the surface to the 550-foot level, the sets had been spaced at seven-foot intervals, from the 550-to the 1,060-foot level at six feet, and from the 1,060-to the 1,500-foot level at five feet. During the five years of operation, the shaft had become so badly worn, due to spill from the tipples and, to a certain extent, from the loading pockets, that re-timbering was considered necessary. It should be explained that no crushing is done underground because of the ad verse effect this would have on the efficiency of the sorting. The grizzly rail clearance above the ore pockets is fourteen inches and consequently the ore hoisted is extremely coarse. More than average spill from the loading pockets and tipples under such conditions is inevitable, and it is debatable whether underground crushing with consequent increased sorting costs would not be justified. The cost of complete re-timbering according to standard practice would have been prohibitive both directly and indirectly: A lengthy shut-down of the shaft, with the consequent disorganization of the staff and workmen, could not be considered. Accordingly, it became necessary to devise some method of repair that could be carried to completion in a very limited period of time. The shaft timber for the first 250 feet was not in need of repair. From the 250-foot to the 1,060-foot level the wall plates, posts, and blocking were in good condition. These had been protected by a one-inch plank lining put in at various periods during the past three years without interfering with hoisting operations. The end plates and dividers, however, could not be protected in this manner because of the lack of skip clearance. It was decided that, if the dividers in this section could be replaced, the shaft would be as satisfactory as if completely re-timbered. Several factors had to be taken into consideration in deciding on a suit-able method of repair. In the first place, the tipple plates had to be re-designed. To complete the job in a reasonable time, not only had work to be done on the tipple, but simultaneously from several points in the shaft itself. Since all power cables, pipe lines, etc., were in the manway compartment of the shaft, this compartment had to be left undisturbed.

This study extends our information on solid-liquid slurries to the flow of sand in horizontal fractures. Inasmuch as this is basically an unsteady-state process, a comprehensive photographic study was undertaken in a 10-ft windowed cell to determine if the basic flow regimes described for steady-state flow in pipes applied to the subject process. Since the number of potential variables far exceeds the capacity of a single study, emphasis has been placed on the effects of sand concentration, oil viscosity and oil flow rate. The extensive photographic evidence obtained has proven very valuable in gaining an insight into the basic flow mechanisms. Being able to follow visually the flow characteristics that accompany the quantitative data is valuable in the application of the results. Although the use of dimensionless parameters was carefully investigated. it was found that the data obtained could be more easily, and as accurately, correlated by judicious use of the dimensional variables investigated. However, a study into the feasibility of scaling slurry flow was made in the event this technique is justified in future investigations. The data presented show that the pressure behavior observed in solids transport in pipes basically applies to slurry flow in horizontal fractures. The roles of the parameters are altered but a basic equivalence exists. The most significant correlating parameter was the oil viscosity (µo) and the bulk velocity of the slurry (vn), expressed as &apos;&apos;µv" product. The most significant correlation expresses the rate of advance of the sand as a function of the variables investigated. There are many practical ramifications of this phase of the investigation that should aid in better treatment design. Evaluation of sand advance rates provides a means of estimating sand placement efficiencies during a treatment and the resulting sand distribution in the fracture. The results show that sand placement efficiencies are low under typical treatment conditions. A brief description of the effects of overflushing is also included. INTRODUCTION The flow of sand-oil slurries in fractures is an area in which little basic knowledge is available. This stems to some degree from the fact that it is impossible to duplicate fractures at the surface. They occur in various shapes and sizes with an infinite combination of irregularities. Unfortunately, we can never "see" these fractures except in cores and by indirect means of measurement. In spite of this inherent difficulty, it is desirable to develop some basic concepts that will provide a better understanding of the sand transport mechanism. An insight into the problem is provided by investigations of fluid flow in rectangular conduits. Several studies on the flow of liquids in non-circular conduits1,13 show that a Reynolds number-Fanning friction factor relationship can be written if the hydraulic diameter is substituted for the regular diameter in a circular pipe. This hydraulic, or equivalent, diameter is taken as four times the cross-sectional area occupied by the flowing fluid divided by the wetted perimeter. Eq. 1 expresses an extension of this same work when applied to infinite parallel planes b distance apart.&apos; Eq. 1 is a theoretical equation expressing the friction factor as a function of the Reynolds number for laminar single-phase fluid flow. This expression has been verified experimentally. The equivalent expression for a smooth circular conduit differs only in that the value of the constant is 16 instead of 24. Numerous studies have related friction losses to Reynolds number in both circular and non-circular conduits. These results are widely used and are not reviewed here. Huitt&apos; investigated the effect of surface roughness on fluid flow in simulated fractures. He concluded that fluid flow in fractures may be treated similarly to fluid flow in circular conduits. This work, together with that of Nikuradse,&apos; shows that surface roughness has no appreciative effect upon the resistance to flow in the viscous flow region. In the region of turbulent flow, surface roughness is a prominent factor. Hydraulic conveyance literature is another important source of information. Durand3 has attempted to organize systematically the variables involved in hydraulic-solid transport in pipes. He has classified the modes of flow into three types according to the size of the particles in the mixture— homogeneous mixtures, intermediary mixtures and heterogeneous mixtures. With the usual concentrations and flow rates used in hydraulic transportation, particles with diameters of less than 20 or 30 microns form eszentially homogeneous mixtures with water. The data show, however, that even small materials will tend to settle out under laminar flow conditions. Mixtures containing solids over 50 microns in diameter do not achieve total homogeneity even under turbulent flow conditions. Particles from 50 microns to 0.2 mm in diameter may be transported in fully suspended flow at normal transport velocities although the concentration in the vertical plane is not uniform. Above 2 mm in diameter solid materials are transported along the bottom of the conduit at a velocity substantially less than that of the liquid itself. Between 0.2 and 2 mm in diameter, the particles tend to be in a transition zone between heterogeneous suspended flow and deposit flow at normal hydraulic transport velocities. The sand sizes used in fracturing usually fall in this size range. A. We are aware that many who are in the audience have perhaps heard before some of the material which will be presented. Since our firm is more closely associated with the heavy construction industry our experience is more oriented in that direction. Notwithstanding this, the subject your program committee has asked us to present centers mainly in the earth-moving field. We find a common denominator between say, the stripping of a site to uncover an ore-body which will be developed by open-pit methods, and that of excavating & transporting materials for an embankment dam, airport or other project. Both are earth-moving problems and we offer for your consideration a means of determining the most favorable method, equipment selection and resultant cost. We do considerable studies involving rock excavation for tunnels, underground powerhouses, inclined and vertical shafts for penstocks, muck-removal, electrical cable & other related underground work. Hence, we believe we speak the same language.

This paper describes an integrated procedure for the very short term production planning of an open pit and the execution of this plan: the truck dispatching. Integration of plan and dispatch means that the plan is realistic so that its objectives can be realized by the dispatch. This realism is obtained by supplying the plan optimization, which involves mixed integer programming, linear programming and non-linear programming, with experimental O.R. models of waiting and blending. The arrangement of these models in the computer programm has made it possible to obtain very short computing time for the planning in spite of the width of the optimisation. The dispatching of a truck is made by solving a classical assignment problem for each dispatch over a horizon of the expected*next 10-15 trucks to request dispatches. This deep-reaching dispatch procedure uses the continuously arriving information about trucks&apos; positions and shovels situations and models by probability functions the expected waiting time of shovels and trucks. In this manner trucks and shovels are synchronized and last moments&apos; opportunities for productivity gains can be obtained. The dispatch procedure takes .5 second on PDP11. This integrated planning and dispatch procedure gives high productivity while ensuring good blending. Results from the Mount Wright mine of the Quebec-Cartier Mining Co., where the integrated procedure has been installed on the existing computer equipment PDP11, are included.

One of the principal activities of the Bureau of Mines connected with the recent war was to help to increase the supply of strategic and critical minerals. Fluorite was one of the most critical of the nonmetallic minerals because of the increased demand for it as a flux in basic open-hearth and electric steel furnaces and as a raw material for the production of artificial cryolite used in the aluminum industry. Wartime developments in the technology of hydrofluoric acid, such as the use of the anhydrous acid as a catalyst in production of high-octane gasoline and the use of organic fluorides as carriers for insecticides, also increased the demand for acid-grade fluorite. † In 1943 the consumption of acid-grade fluorite was advancing at a more rapid rate than production, and was only slightly less than production during the latter half of the year.&apos; The outlook for the postwar market for fluorite is encouraging Steel production is expected to remain high until the domestic demand for commodities not manufactured during the war is satisfied. The uses for hydrofluoric acid are expected to increase under the impetus of war-initiated research. In consideration of these and other factors some authorities predict a postwar demand for fluorite equal to about 60 to 75 per cent of the wartime production.1,2 Others believe that the postwar fluorite industry will be permanently expanded over its prewar status3 Acknowledgment This paper is one of many reporting on various aspects of the Bureau of Mines program directed toward the more effective utilization of our mineral resources. The program has been under the general supervision of R. S. Dean, Assistant Director, since July 1942. The scope of the paper falls in the province of the Metallurgical Branch, whose activities embrace the separation of difficultly beneficiated ores, the production of pure metals from domestic deposits, the exploitation of marginal ore reserves, the recovery of secondary metals, and the improvement of present industrial metallurgical practice. The slime formation with several metallic impurities from acidic electrolytes of copper has been studied. On fresh Pb-Ca-Sn anode surface firstly the formation of PbSO4 takes place, then, it is transformed in the conducting PbO2, which covers the anode surface. It has been experimentally established the formation of a manganese dioxide double layer at the anode; this double layer was always composed of a thick external layer of non-adhering and easily removable scales, and of a thin internal layer, which adheres relatively well to the surface of the electrode. It was found that manganese dioxides present in the slime were of different nature: a non-adhering layer produced by electrolysis (-MnO2) on the PbO2 surface and a pure chemical precipitation in the solution (-MnO2). When iron is present in the electrolyte on this last layer of manganese, lead sulfate was found. In the case of arsenic and antimony in the electrolyte the slime generated was found to be lead sulfate and amorphous compounds of those ions. The lower slime generation in Chilean EW plants could be due to the lower contents of iron and manganese in the electrolytes. It was found that this slime formation rate not only is due to the electrolyte composition but also to the poor control of operational parameters at EW plants.

The great demand for metallic aluminum for the prosecution of World War II caused the consumption of bauxite, the common ore of aluminum, to increase greatly. Prior to the war, the domestic deposits &apos;of bauxite, which occur chiefly in Arkansas and less extensively in Georgia, Alabama, and Mississippi, supplied only: about 30 ,percent of the ore required for aluminum-metal production and approximately 40 percent of alumina for all purposes. Enemy activities during the war seriously interfered with shipment of bauxite from the normal peacetime source in Surinam, Netherlands Guiana, South America, and focused attention on the necessity for increasing production from known domestic deposits. Even in peacetime, the production of aluminum ore in the United States could not satisfy requirements. Field drilling and exploration by Bureau of Mines engineers resulted in the discovery of important tonnages of high-grade bauxite suitable for treatment by the conventional Bayer process, Although an ore containing approximately 55 percent Al2O3 and only 2 to 4 percent SiO2 is preferable, it was necessary to use ores containing up to 8 or 10 percent SiO2. Because of the lower recoveries of aluminum with increased silica content, the Reconstruction Finance Corporation, through the Metals Reserve Company, established a base price of $4 for a 50-percent Al2O3 ore, containing 13-percent silica, with a premium or penalty of 14 cents for each percent of Al2O3 over or under 50; each percent of SiO2 under 13 was awarded a 20-cent premium, and each percent over 13 suffered a penalty of 43 cents; all prices were on the basis of 1 long ton of ore, dry basis.

Many years ago the late Sir Frederick Bramwell, a distinguished engineer, formerly in charge of the metallurgical and gun-making department of the Woolwich Arsenal, England, determined to break up a large number of cast-iron mortars of an obsolete type that had been in stock for years. It was then reported to biro that it was found to be much more difficult to break these old gun castings under the "drop" than it was to break similar gun-castings recently made, under his own supervision; he changed the.. composition of the iron and still found that whenever castings made recently were broken up (on account perhaps of superficial defects) great disparity was observed in apparent strength between the old and new castings. Mere recognition of the need for technic- ally strong human resources in the&apos;extractive metallurgical industries has not prevented the decline in the education base for broad spec- trum metallurgists. The ability of chemical engineers to perform very effectively in many extractive metallurgical positions does not remove from the need for a general metallurgic- al education system. The intrusion of chemical engineers into extractive metallurgy is only symptomatic of the problems facing the minerals industry and its educators. The prospect of a career in the minerals base industries is unattractive to potential students by virtue of perceived inadequacies in the professional basis of the industry and ignorance of its sig- nificance to Australia&apos;s future, as assisted by excessive secrecy and a low profile public Image.
